CDPR: 96% of Produce has No Residue Or Far Below EPA Levels

Recently, the California Department of Pesticide Regulation (CDPR) released its 2017 Pesticide Residues in Fresh Produce report. During its 2017 survey, CDPR found 96 percent of all samples had no detectable pesticide residues or residues were below levels allowed by the Environmental Protection Agency (EPA).

The CDPR report complements the recently released United States Department of Agriculture’s (USDA) Pesticide Data Program results which found 99% percent of the foods sampled had no detectable residues or residues were well below EPA tolerances. The Federal Food and Drug Administration (FDA) also conducts pesticide residue sampling.  FDA results mirrored the USDA’s.

The FDA, USDA and CDPR reports all concluded that these residue results should provide consumers with confidence about the safety of eating fruits and vegetables.

All three government reports garnered very little attention. However, this is reassuring food safety information that consumers should know. Instead, they often receive inaccurate assertions about residues carried by activist groups promoting one production method over another.

The Alliance for Food and Farming supports consumer choice by providing science-based facts to help them make the right shopping decisions for themselves and their families. Whether they choose organic or conventional produce, consumers should know that when it comes to residues, both production methods yield safe produce that can be eaten with confidence.

Curly Top Virus Light In 2018

CDFA Surveys Predict Curly Top Vectored by Leafhoppers

Curly top virus is a common disease in California. In its worst years, entire fields have been lost to curly top in the foothills of the Central Valley, and it can infect a variety of plants from a total of 44 plant families as well as 300 individual species.

Curly top commonly affects tomatoes, peppers, beets, spinach, potatoes, and beans, as well as a variety of weeds. A common characteristic of curly top is stunting of the plant as well as curling and twisting of the leaves, where it gets its name, curly top. Leafhoppers are the main vector of the virus.

Currently, the CDFA conducts a yearly curly top prediction where they monitor numbers and the leafhopper population as well as the prevalence of the virus to give a scope of what the upcoming year might look like.

“Curly top virus was very low in 2018 as predicted—based on the amount of virus carried by the leafhoppers and the leafhopper population,” said Bob Gilbertson, Plant Pathologist, Department of Plant Pathology at UC Davis.

“We hope that CDFA will continue to carry out the leafhopper screening for the virus and for the population so growers get a prediction of what the curly top incidents will be the coming year,” Gilbertson said. “It’s good that we can tell growers when there’s going to be a bad curly top year so they can implement additional strategies.”

These strategies include changing where they’re going to plant a field or using timed insecticides, particularly systemic insecticides like the new Verimark (From FMC) insecticide to manage curly top.

“We’ve already found that that material can slow down the spread of curly top in a field,” Gilbertson explained. “So in a year where it’s predicted to be bad—high populations of leafhoppers carrying high amounts of the virus—then you as a grower would then want to consider using some of these insecticide approaches.”

Strawberry Commission Oversees Valuable Crop

Strawberries are California’s sixth most valuable crop which makes strawberry research a valuable tool for California farmers.  Mercy Olmsted is senior manager of production research and education at the California Strawberry Commission. Growers in the California Strawberry Commission have invested over $28 million into research. These include areas such as diseases, insects, and weeds—all in an effort to help solve production challenges and boost economic gains.

“We are a commission that’s funded by the growers, and so we do research that meets their research priorities,” Olmsted said.

So far, $13 million has been invested in research to explore alternatives to methyl bromide. The commission says that strawberry farmers continue to invest in researching fumigant alternatives.

“We also work with researchers. We have a robust grant program, and we work with those researchers in order to assist them in their field trials,” Olmsted explained.

Some of their researchers are in house, and others are from the USDA and university researchers.

“We develop training programs for our growers because we work for the growers. We can contact them as often as we need to, and we are able to see how things and research priorities might change in the industry,” Olmsted said. “There are a number of facilities and a board that helps direct research priorities and any necessary changes.”

2017 Produce Samples Survey Show Safeness For Consumers

Tests Show Low or No Pesticide Levels in Most Fruits and Vegetables in California

Once again, tests showed that the vast majority of fresh produce collected by the California Department of Pesticide Regulation (DPR) met national pesticide residue standards. During its 2017 survey, DPR found 96 percent of all samples had no detectable pesticide residues or were below levels allowed by the U.S. EPA.

The findings are included in DPR’s just released 2017 Pesticide Residues in Fresh Produce report.

“DPR carries out an extensive sampling of pesticides on fresh produce, and once again it shows that California consumers can be confident about eating fresh fruits and vegetables,” said Brian Leahy, Director of DPR. “California growers and farmers are adept at following our comprehensive rules to ensure produce is grown to the highest pesticide standards.”

The 2017 report is based on a year-round collection of 3,695 samples of produce from 28 different countries, including those labeled as “organic.” DPR scientists sampled produce from various grocery stores, farmers’ markets, food distribution centers, and other outlets throughout California. The produce is tested for more than 400 types of pesticides using state-of-the-art equipment operated by the California Department of Food and Agriculture.

The U.S. Environmental Protection Agency (U.S. EPA) sets levels for the maximum amounts of pesticide residue that can be present on fruits and vegetables, called a “tolerance.” It is a violation if any residue exceeds the tolerance for the specific fruit or vegetable, or if a pesticide is detected for which no tolerance has been established.

California Specific Results

More than a third of the country’s fruits and vegetables are grown in California, according to the California Department of Food and Agriculture (CDFA). In 2017 DPR found:

-About 25 percent of all produce samples tested were labeled as Californian-grown,

-About 95 percent of these samples had no residues on them or were within the legal levels,

-About 5 percent of California samples had illegal residues, including kale and snow peas. These are pesticide residues in excess of the established tolerance or had illegal traces of pesticides that were not approved for that commodity. However, none of those residues were at a level that would pose a health risk to consumers.

Other highlights from the 2017 report include:

-41 percent of all produce samples had no detectable residues at all,

-55 percent had residues detected within the legal level.

-4 percent of all the samples had pesticide residues in excess of the established tolerance or had illegal traces of pesticides that were not approved for that commodity.

Pest Management is Essential

The Positives of Pest Management

There’s a case to be made for both organic and conventional farming, but make no mistake that they both have the same intention: safe food for human consumption. Few people know this better than Brian Leahy, chief of the Department of Pesticide Regulation in California, one of the 16 agencies under the umbrella of the California Environmental Protection Agency.

There are certain precautions that all farmers need to take to ensure our produce is of the highest quality, one of which is the use of pesticides. Leahy explained that yes, even organic growers require pesticides to protect their crop.

“They’re very different, and they go through a process,” he further added.

“When your food leaves the farm, it goes through a lot of pest management,” Leahy continued, “We’re doing it every day, so let’s acknowledge that it’s there.”

The fact is, everyone uses pesticides, whether it be in the grocery store or our very own homes, and if they are not properly managed it can lead to trouble.

“We’re all in this pest management together. Let’s start putting the resources into it so that we do it in a way we think we want,” Leahy concluded.

Sarah Macedo is the communications manager for CropLife America, a trade association that assists and advocates for their members, based in Washington D.C. They are the manufacturers, formulators, and distributors that manufacture organic and non-organic pesticides,

Macedo explained the #GiveACrop campaign, which puts a positive message for the need for crop protection products in agriculture.

“Go to GiveACrop.org, take a look at those memes along with myths and facts. We just want to talk about things in a realistic person-to-person way and not get too into this science, but just kind of talk about why pesticides are necessary,” Macedo said.

“Regarding the Give a Crop videos, we have heard from both farmer friends, adversaries, and consumers. We had a lot of the FFA kids who absolutely love them, which is great since that is our target audience; we do know that they are sharing that with their friends who are in the on-ag space,” she noted.

We don’t have a lot of money behind it, so we have been promoting it on social media, and we’ve gotten great pickup even from folks who normally aren’t the friendliest in the ag space. They’ll watch one, and they’ll have posted and saying, ‘we may not necessarily agree, but these are funny and to the point,’” Macedo explained

Again, Crop Life America is a trade association representing the manufacturers, formulators, and distributors of organic and non-organic pesticides.

“We include government affairs, science and regulatory communications experts, and those from the legal profession who help our members, and our members And we advocate on their behalf to make sure that no regulations are going unchecked, that everything is based on sound science and getting the information out about the benefits of pesticides and why they’re used and about American farming in general,” Macedo said.

Farm Bill Deal a Big Win for U.S. Citrus Growers

Agreement Provides $25 Million for ACP and HLB

Recently, leading farm bill negotiators in the House and Senate announced that they have reached an “agreement in principle” signaling that a final deal will be made before the end of the year.

Included in the initial agreement is language providing $25 million per year for 5 years for research specific to the invasive insect Asian citrus psyllid and deadly plant disease Huanglongbing (HLB).

The Emergency Citrus Disease Research and Development Trust Fund will build upon the program created in the Specialty Crop Research Initiative (SCRI) title in the 2014 Farm Bill, which dedicated research funding for citrus.

“The trust fund language is a significant win for U.S. citrus growers,” California Citrus Mutual President Joel Nelsen said. “It’s critical for the future of our industry and the domestic citrus market that we continue to invest in research aimed to find a solution for HLB.”

The Farm Bill funding specific to HLB research complements the $40 million per year program funded by California citrus growers to stop the spread of HLB, which has been detected in over 900 backyard citrus trees in Southern California. In recent years, the state of California has dedicated funds to augment ACP and HLB control efforts in urban areas, including the rearing and release of millions of beneficial insects in backyard citrus trees.

Negotiators have also agreed to maintain funding for the USDA Animal and Plant Health Inspection Service’s (APHIS) Plant Pest and Disease Management and Disaster Prevention Program and the National Clean Plant Network (NCPN). Additionally, funding will continue for the Technical Assistance for Specialty Crops (TASC) program, which helps growers overcome artificial trade barriers.

“On behalf of the California citrus industry, I want to thank the lead farm bill negotiators in both houses for their commitment to passing a Farm Bill that includes this vital funding for the U.S. citrus industry and specialty crops,” Nelsen said.

The spread of Asian Citrus Psyllid (ACP) continues to be a looming threat for Central Valley citrus growers as it vectors Huanglongbing (HLB), a disease that destroys citrus trees. Greg Douhan, a University of California Cooperative Extension Tulare County citrus farm advisor reported to California Ag Today recently that, “There have been so many people onboard really working at this from multiple angles, and we’re in the eradication mode. We want to make sure the insect doesn’t get established in the San Joaquin Valley.”

“If one were to look at a map of ACP infestation in California [such as CDFA Quarantine Maps and California Citrus Pest & Disease Prevention Program Threat map], they may consider it to be endemic in the Los Angeles area. Rest assured that anytime ACP is found in a trap, the CDFA sprays everything in that area within 400 meters.”

Douhan said the Valley is on high alert to find ACP in traps. “

If researchers discover a cluster of finds in any particular area, we manage some spray programs and try to get all the growers to do a coordinated effort in order to try to combat it,” he said.

Hybrid Peppers on the Rise

Seminis Brings Extensive Experience

Before 2001, there were no hybrid Habanero Peppers. Terry Burke, hot pepper breeder for Seminis Vegetable Seeds—composed of several of the most well-known and trusted local and regional seed brands, some dating back to the mid-1800s—spoke to California Ag Today recently about hybrid peppers.

Seminis has a proud heritage and a long history of excellence. This extensive experience in the global market coupled with the rapid advancement of technical capabilities enables them to continually add to their vast and diverse collection of germ plasm. Burke explained how previously, growers weren’t interested in hybrids.

“I started working on Habaneros in 2001,” he said.

At the time, there were no hybrid habaneros; they were all just local open pollinated varieties. Ranchers wanted nothing to do with hybrids as the seeds would be too expensive.

“I made some crosses and developed a couple of good hybrids, including Chichen Itza in 2002,” Burke said.

A grower in Mexico allowed Burke to experiment with one row on his ranch. That year, there was a lot of virus pressure in Mexico. At the end of the trials, the only plants bearing acceptable fruit were the hybrid peppers known as the Chichen Itza.

“It turned out that they had very good virus tolerance, and when we saw the grower, he didn’t even ask what the price of the seed was. He just wanted to know when he could get seed,” Burke said.

“I enjoy solving problems for farmers, helping them make a good crop and a good living.”

There is a focus on disease resistance and two new hybrids debuting this year.

“We are launching two new hybrids this year in Anaheim called Spitfire and a new Santa Fe Grande,” Burke said.

Both have Phytophthora resistance. Burke and his fellow breeders have been working on this resistance since 2007.

“We developed a molecular marker linked to the resistance, and now we can use that marker to transfer the resistance into all these different cultivated varieties,” he said.

There are four main diseases that attack peppers in Mexico and the U.S.

“Phytophthora is one, Spotted Wilt Virus is another, Powdery Mildew is a fungal disease, and the Bacterial Spot—all of which we have resistance for,” Burke said.

They have molecular markers they are able to use to create a quad stack hybrid pepper.

“You should be able to grow any of these peppers anywhere in the U.S. or Mexico. That’s our goal,” he said

Bee Where Program Will Help Keep Bees Safe in The Spring

There’s a mandate set in place by the state of California to help the bee industry safe from pesticide spraying. Ethan Rasmussen with Rasmussen Farms and a beekeeper in the Gustine area of Merced County discussed it with California Ag Today recently. The Bee Where program mandates beekeepers to register their hives under AB2468. It was set up to help pollinating bees during the pollination season. “It’s definitely a step forward for beekeeping industry because we have so many beekeepers coming to California,” Rasmussen said. “The almond industry is growing. It’s going to keep on growing. And that means there’s going to be an increased amount of beekeepers in the state during the springtime for almond bloom.”

With increased bees in almond orchards, it definitely increases concerns, specifically with theft and with sprays, and this program looks like it should help with that.

However, Rasmussen fears too much paperwork because there are so many different locations where there will be bees and so many different beekeepers.

“It’s going to be a lot of work, but if we can coordinate and everyone does their part it should definitely a step in the right direction.

And while all of the registrations are done online, Rasmussen noted that there still a complicated amount of paperwork to keep up with all those locations where you will have those bees.

“We’re going to have over 150 locations during almond bloom, and each one of those has to be registered with the county or whatever agency is going to handle it, and that’s a really busy time of year for us. So that’s the only concern I see,” he said.

Rasmussen said that compared to five years ago, almond growers are way more aware of protecting bees, thanks to beekeeping organizations and the Almond Board of California. There have been a lot of resources given to growers, and they are doing well.

“We are not so much concern with almond growers; it may be the peach grower down the road that could be spraying when our bees are foraging,” he said. “The new law is going to keep us registered, so anyone that’s going to spray is going to go through their PCA, and they will know where the bees are. That way, they will know whether or not to spray.”
