ALRB Chairman Bill Gould Defends ALRB’s Actions

California Ag Today exclusively interviewed William B. Gould IV, member and chairman of the California Agricultural Labor Relations Board (ALRB), and previously chairman of the National Labor Relations Board. ALRB Chairman Bill Gould described his extensive experience in labor law, “I have been practicing in labor law both on the union and employer side. I’ve arbitrated labor disputes for 50 years as an impartial arbitrator, and I’ve been in academics, teaching law, and of course in government service as well.”

Chairman Gould defined the Board’s role, “The ALRB is a quasi-judicial neutral agency that was established to interpret and administer the Agricultural Labor Relations Act of 1975. It deals with the cases in front of it the best it can and tries to promote rulemaking to implement the objectives of the statute.

When pressed to address a widely held belief that the ALRB is biased in favor of the United Farm Workers (UFW), particularly against Gerawan Family Farms, a Fresno County tree fruit operation which for several years has witnessed a majority of its farmworkers attempt to fight mandatory-mediation-imposed UFW representation and fees, Chairman Gould replied, “The ALRB is a government agency that is concerned with enforcing and administering labor laws. I think when you get in the business of interpreting law and finding facts, sometimes people don’t always agree, and that has happened in a number of cases. A lot of people don’t understand that the statute is written fundamentally to protect the rights of workers to engage in freedom of association and in concert under conditions they consider unfair. The Act also protects employees from retaliation for these freedoms. We are an impartial agency that attempts to take into account the interests of all parties; but fundamentally, we have to find all the facts before us and make decisions and determinations.”

ALRBWhen asked if, in general, farmers were taking care of their workers, Gould answered, “I’m not in a position to say whether farmers are taking care of their farmworkers. That’s really a broader mission than the one that the legislation has given to us. We are concerned with whether, in particular cases, violations of the statute have occurred, and in remedying those violations.”

“And while farmers would agree that farmworkers should have the right to speak up when something is wrong without any retaliation,” Gould elaborated, “bosses are not forced to correct any wrong or to change things. And the boss is not obliged under our statute to do anything about wages, health or safety concerns. We are concerned with giving workers the ability to speak up and engage in concerted activity with protection against employer retaliation.”

On September 17, ALRB administrative judge Mark Soble ruled to prohibit Gerawan employees from learning the outcome of ballots cast in 2013 to decertify the UFW union, angering the agricultural industry and the Gerawan farmworkers, in particular. Gould said, “I can’t make any comments about that matter at all.”

Recently the ALRB hosted three hearings in the state to learn how to better educate farmworkers about their labor rights and to establish legal access to communicate directly with them during work hours at their work sites. Prompted to explain this ALRB request to access private farm property, during production hours, Gould replied, “The problem is the difficulty in reaching those with lack of legal status and who live in the shadow of the law and are afraid to protest. As the most recent witness testified, this population is sometimes cut off by language barriers and might not know the content of the law.”

“Putting aside language and documented status,” Gould continued, “many workers don’t know some very basic aspects of the National Labor Relations Act because of the inability of the Board under the Act to communicate with those workers. So what we are looking at is our ability to communicate the content of the law and the procedures we employ more effectively than in the past.”

When asked about other forms of outreach, such as hanging educational posters in different languages that workers understand, Gould said, “These indigenous languages are something that only academics read. I don’t think that many of the farmers are academics.”

Chairman Gould explained the ALRB could reach workers who speak these ancient languages by “having lawyers on private property describe the content of our statutes and our procedures and perhaps show videos that would explain the rules in their own language.”

Appointed in March 2014 as a member and chairman of the Agricultural Labor Relations Board, William B. Gould IV has been Charles A. Beardsley professor of law, emeritus at Stanford Law School since 2002, where he has held multiple positions since 1972, including professor of law. He was chairman of the National Labor Relations Board from 1994 to 1998. Mr. Gould was a visiting professor of law at Harvard Law School from 1971 to 1972, professor of law at Wayne State University Law School from 1968 to 1972, and a lawyer at Battle Fowler Stokes and Kheel from 1965 to 1968. He was an attorney-advisor for the National Labor Relations Board from 1963 to 1965 and assistant general counsel for the United Automobile Workers from 1961 to 1962. Mr. Gould is a member of the National Academy of Arbitrators. He earned a Bachelor of Laws degree from Cornell Law School.

ALRB Education Does Not Require Worksite Access

Barry Bedwell Says ALRB Education for Farmworkers is Okay, But Not Worksite Access

Officials from the California Agricultural Relations Labor Board (ALRB) held a public hearing in Fresno TODAY to talk about their proposal for worksite access– private operating farms–to educate farmworkers about the ALRB, and that did not sit well with ag leaders. Barry Bedwell, president of the California Fresh Fruit Association based in Fresno and other ag leaders questioned the ALRB’s motives.

“The real proposal has to do with granting legal access to ALRB agents to agricultural worksites for the purpose of educating workers about the Agricultural Labor Relations Act,” Bedwell said. “Education alone is something that no one I’ve talked to is against, clearly. We want people to understand their rights under the law.”

The Act provides, encourages and protects collective-bargaining rights for agricultural employees, but as Bedwell explained, access to a private worksite is a totally separate legal issue.

“It’s really complicated, unfortunately, because ALRB’s staff has shown to a great degree over the recent couple of years, a distinct bias towards organized labor,” Bedwell said. “The Act is all about a worker’s right to get one or more people together to complain about work conditions and to ask for certain things. It doesn’t mean the employer has to grant them; it’s really about worker’s rights.”

Bedwell said the request from the ALRB is distinctly not about a union’s rights, and “it’s never been about the employer’s rights,” Bedwell said. “We know that. But in this case, we think it’s at best premature to talk about workplace access without first understanding the issue of knowledge [or the lack thereof] out there currently and the best ways to conduct that education.”

Pointing to heat illness prevention and Cal/OSHA as a great example, Bedwell said, “Cal/OSHA did not ask for access to go onto someone’s private property. Instead, they said, ‘We will create the information systems through various media and through seminars which agriculture helped to organize and fund.’ We think that’s a great model for educational services, and we could help.”

The Top Ten Issues Facing Agriculture:

California Fresh Fruit Association’s Bedwell Lays Them Out

For the first time in nearly eight decades, the California Fresh Fruit Association met in San Diego to carry on all the traditions established over the previous 79 years by the organization originally known as the California Grape & Tree Fruit League.

“How does that feel?” said President Barry Bedwell as he addressed a big part of his membership. “For the most part, I think the feedback has been more than positive. As we explain the rationale behind the name change and why we have moved from a very dear moniker, if you will, for an association that has such a great history, I think it is altogether fitting and proper to recognize our position in the state of California,” said Bedwell.

The Association covers the state from Lake County in the North to the Coachella Valley in the South, and represents 13 commodities with a combined value of $2.5 billion.

“The new name transition has gone very well,” noted Bedwell. “And as we look at 2015, I think it is a ‘schizophrenic’ time for agriculture. On the one hand, as our chairman, David Jackson, pointed out, economically, things look very strong for most commodities.”

“However, here we are in a situation of increasing anxiety. If you look at the feedback every year on our top ten issues, you can see the concentration of issues that are not simply operational in scope. They may be historic in impact when talking about water availability and groundwater management, as we move forward,” said Bedwell. “The availability of water, along with the availability of labor, are simply game changers. They can change things overnight. And I think, inherently, farmers understand that and all of you in this room working together as a supply chain understand that.”

Bedwell then announced his traditional Top Ten Issues Affecting Ag and the association and discussed how they changed from the prior year:

#10  Workers’ Compensation costs.  We bought up our partnership with Zenith Insurance. It’s about how to run programs more efficiently to save you money, but we understand that when it comes to the issue of worker’s comp, it is the issue of the legislature changing the laws to benefit certain classes of participants that leads to higher costs that render our competitiveness more difficult.

#9 Invasive Pest Issues. Look no further than what’s happening with the citrus industry and their struggle agains HLB and the idea of the Citrus psyllid continually being found in new counties throughout the state. Pests for us on one hand are more associated with things like the European Grapevine Moth, where we have done a good job, made progress, and have a chance at eradication, but pests are always on our minds because we are only one quarantine away from not being able to ship our fruit, and we understand that.

#8 Water Quality. We hear so much about water availability, but creeping up into our mindset as well, is water quality because we know we have issues with salts and nitrates in the Valley. How does agriculture get involved with this? It continues to be an issue.

#7 Groundwater Management Legislation. We saw on our list—for the first—groundwater management legislation. This is potentially a game changer. We just had a meeting with some of you in Visalia with the California Water Foundation. They are trying to explain the timeframe for this new law, and quite frankly, the more you learn about it, the more you have to be concerned about any potential outcome other than the scope of agriculture in the state of California.

Because what they are saying in an almost commonsense contradiction is that this has nothing to do with your water rights. Those don’t change, but we may limit the amount of water you can use. That is a tough one to figure out at times, but that is potentially where we are headed in the fourth year of the drought. As you hear the vernacular in Sacramento, the mindset begins to change from one of, ‘Maybe we’ll get rain this year,’ to ‘Maybe we are in the fourth year of a ten-year drought.’ So all of the sudden, the mindset begins to change to more management of water. This is a major concern.

#6 Labor Costs. Knowing and trying to educate legislators about the fact that seventy to perhaps eighty percent of our variable costs as farmers is tied up with labor because we deal with the most labor-intense costs possible with our 13 commodities. I don’t look at any as being machine harvested or machine pruned. So, every time there’s a good-will gesture of, ‘Boy, we should move that minimum wage up,’ we try to explain to people we don’t pay minimum wage. Wages are higher; but incrementally, all of our sectors move up, whether you are a tractor driver or an irrigator, and that has a major impact on our ability to compete on a world-wide basis. And you start to see the labor influence spilling into Baja, California.

As you read recently, workers there are demonstrating because they are making about $8/day, and we are probably more about $12/hour for seasonal labor. But we still have to compete with those instances, so labor is always going to be a concern. We always talk about labor laws and regulations.

#5 Agriculture Labor Relations Act. A year ago at this time, we talked about a case involving one of our members, Gerawan, and the United Farm Workers (UFW), who won an election back in 1990, disappeared for 22 years, then showed up again last summer. The UFW said, “We are the certified representatives for the employees, we’re now here, we want our contract.” The catch was that the employees said: “We don’t know anything about you; we don’t know why we should pay you three percent of our wages for dues.”

That situation resulted in a hearing beginning on September 29th. At that time, the hearing was in front of an administrative law judge in Fresno, and was scheduled to go for ten weeks. Those ten weeks finished up about two weeks ago—after 23 weeks had past. That’s incredible, to think, we have heard it cost as high as 7 million dollars to have that administrative hearing, all paid by California taxpayers.

This is not really how the law was intended to benefit the workers. So, as we move forward, we are always going to see efforts by organized labor to change the law to change the scale for their benefit. We saw it last year with SB 25, which really tried to create a perpetual mandatory mediation situation.

We have to continually push back on these bills. The most effective way to do that is to communicate the voices of those impacted, and in this case it is the employees. And so we have tried very hard to create a relationship with the members on the Agricultural Labor Relations Board, and a couple of weeks ago when we were in Sacramento, we had dinner with two of the three board members. And I know the chairman spent most of the time speaking with Harold McClarty, president of HMC Farms, so I know we are in good shape. It is really about relationships and that is what we continue to work on.

#4 Healthcare Mandates. What is happening with the Affordable Care Act, and how is impacting you?

We saw some very practical instances last year where many of our members who use farm-labor contractors were approached. And the labor contractors said, “Well, because of the Affordable Care Act, I’m going to have to raise my rates from $0.70 to $1.10/hour. But under closer examination, we said: “Well—hold it. What percent of your workforce really has to be covered under the Act?” In many cases we found that it certainly wasn’t 100 percent; it was sometimes closer to 10 percent. So we are trying to help administer the understanding of that Act for the best benefit of our members.

#3 The Continuing Need for Immigration Reform. It hasn’t gone away. I am so pleased to have Tom Stenzel, president of the United Fresh Produce Association, here with us today, along with his Board chairman Ron Carkoski, because we work very closely on these national issues with Tom and Ron. And our voice is still there. Our level of frustration has grown because as we entered this legislative session in Congress, guess what? What did we hear most about? E-Verify; the Legal Workforce Act; and the concern that we have documented workers. We don’t disagree with that. We think that’s a great idea, but you don’t put the cart in front of the horse; you don’t do E-Verify before you create a system for a legal workforce. That’s a very simple message we are trying to get to the leaders in Congress, and Tom and Ron do an absolutely fantastic job in helping to get that message across.

#2 Food Safety. Last July, I received a phone call from one of our members on a Saturday. It was hard to gauge the impact at the time, because that member said, “I want to let you know that we had four peaches show up in Australia, and there was an indication of Listeria.” Now in Australia, there is technically a tolerance for Listeria, and these were such low levels of Listeria, that that shipment was released.

It went on its way with no issues. But under further examination, Listeria was discovered in the plant. As the U.S. and FDA have no tolerance for Listeria and as U.S. law requires, there was a recall. This was not a small recall. It was a period from June 1st to, I think, July 17th. That is a huge amount of product.

During that time, there were no confirmed illnesses. That doesn’t mean there weren’t claims, because once you start a recall and information goes out to the public, there will be plenty of claims. But from an association point-of-view, how do we react and plan for the future with regard to food safety? Because all of the sudden, the perception of tree fruit in this instance, and peaches and nectarines, in particular, being a low-risk commodity, has changed.

Is it really a low-risk commodity? Absolutely, it is a low-risk commodity. But are we immune? Absolutely not. We found out that we have food safety issues, like so many other fresh produce commodities. We had to communicate the right way not only to the segment of our members who were involved. Many of them were, quite frankly, in a state of denial, saying, “This shouldn’t be happening.” Well it happened.

But I want to applaud the industry, and especially our leadership Association, who said, “We have to do the right thing. We have to communicate our concern. We have to be positive about this.” They not only moved forward with our membership aspect, but  they also created the partnership with the Center for Produce Safety in Davis to develop the best possible practices as we move ahead.

Food safety was further complicated late in the year because of the apple recall. Now those were candied apples, they had caramel on them. But as you can see, the fact is the Listeria found was attributable to the apples, not the coating. Again, we had an industry that thought, quite rightfully, they were low-risk. And once again, we are learning we are not immune. As we move ahead, food safety is going to be a very important component of our work as an Association.

We have created a food safety sub-committee, chaired by George Nicolate.

#1 Can anybody guess? Water. From our perspective, there are three general areas of water we have to focus on. Number one, the Water Bond, and what happened last summer. It is a very good success story, in that we were able, with the help of individuals in the legislature, to maximize the amount of dollars in that bond for above-ground storage. But in Sacramento today, there are challenges and perceptions regarding dams. People have mindsets that unfortunately go to the extreme and in many case, dams is one of those.

I can guarantee that through the efforts of people who were involved in our Association and through the Agricultural President’s Council, we were able to move up what was first a $2 billion proposal, then $2.5, then $2.7, with a commitment for a subsequent legislation on Cross-Valley conveyance in Kern County.

This was a major accomplishment, but as accomplishments go, unless you follow-through, you’re never going to realize the results. And I think George Soares, attorney with Kahn, Soares, and Conway in Sacramento, said it best when he said, “As these things happen, amnesia sets in with people very quickly. And all the sudden the people with whom you were discussing above-ground storage with will start to say, ‘Well, you know the bond says it doesn’t have to be above-ground storage; maybe we could do local projects, regional projects, or maybe we can do underground banking.’”

Our message has been very clear, “No, the deal that was made was on two above-ground storage units, and the fact is that these will be decided by water commissioners. There are public benefit formulas, and those projects should be at the top. And until they are disqualified, they should be the first two that are qualified.”

As we were up in Sacramento a couple weeks ago, I think there was frustration among our participants as we heard the governor’s point person on water start to demonstrate that amnesia right in front of us. And that was a concern.

Number one, we have to push the true intent of the water bond to the finish line.

Number two, we have to have input into the groundwater management regulations a process that will require regulations sustainable management agencies for local water agencies. This is a very complicated issue. It’s very difficult to talk about what sustainability is. When they set baselines to talk about the ability to use groundwater, it is vital that we have the opportunity to give our input to stress the importance of sustainability and to emphasize that human health also involves vibrant farms and the employment of individuals. We have to have those concepts melded together.

Lastly we have the long-term issues of water conveyance in the state. If we are going to remain the agricultural giant that we are with the, I believe, all time record in 2014, we are going to have to find a more efficient way to move water, whether is that is the governor’s BDC plan, which doesn’t appear to be gaining traction, or not. But longer-term, members have said, “We are not against moving excess water South. We have to make sure the health of the Delta is maintained. We have to respect environmental laws, but we have to respect the impact of agriculture on our quality of life. So, water is at the forefront.

So, how’s the association doing? Very well. Financially we are on strong terms, I feel very good about our name change and our voluntary leadership moving ahead. I think we can take confidence in looking ahead at the future for this Association.

In summary, I just want to reiterate my thanks for being able to work for production agriculture. It is frustrating at times. It’s always difficult. Working with people who sometimes don’t understand, … it reminds me of the saying that I read in the paper yesterday and need to share with you. It is by Mark Twain, who said, “You never want to get into an argument with a stupid person, they will simply drag you down to their level, and then beat you with experience.”

Many times, in the world of public policy, that’s what we’re are dealing with at times. But we tend to look at it as an opportunity to educate as well as advocate. Those are two separate things, you have to be good at both of them, and I think our leadership does a very good job with them.

Western United Dairymen Calls on Congress to Address Farm Labor Crisis

Call to Address Farm Labor Crisis, along with E-Verify Legislation

Together with the Agriculture Workforce Coalition (AWC), Western United Dairymen (WUD) called on Congress TODAY to enact legislation that would address the farm labor crisis faced by American agriculture before implementing a mandatory E-Verify system.

The call came via the testimony of Chuck Conner, president and CEO of the National Council of Farmer Cooperatives (NCFC), a member of the AWC, during a hearing of the House Judiciary Subcommittee on Immigration and Border Security. Subcommittee Chairman Trey Gowdy (R-S.C.) called the hearing to examine The Legal Workforce Act (H.R. 1772), legislation introduced during the previous Congress.  The measure would mandate the use of the E-Verify system by employers to confirm the legal status of prospective employees.

“Mandatory E-Verify without addressing agriculture’s broader labor crisis would be devastating. As an industry, we recognize interior enforcement is needed; it just cannot be decoupled from addressing agriculture’s workforce concerns,” Conner testified. “Let me be very clear: the agricultural industry would be forced to oppose any E-Verify legislation that does not also address the agricultural workforce crisis.”

Conner noted that an estimated 70 percent of hired farm workers lack proper authorization to work in the United States, despite providing authentic-looking documents to employers. In addition, the only guest worker program available to agriculture, H-2A, is so cumbersome and divorced from the market-based needs of agriculture, that it provides just 7 percent of the workers needed by farmers and ranchers.

The vast majority of America’s farmers fully comply with the law. But the system created by Congress in 1986 is vulnerable to the use of false documents. “Employers, including farmers, are not experts in spotting false documents,” Conner said. “So long as a solution is in place to ensure access to a legal and stable workforce, including our current, experienced workersboth year-round and seasonalfarmers would welcome a verification system that is simple, efficient and certain.”

Westlands Water District Approves Emergency Water for Westside City of Huron

During its monthly meeting yesterday, Westlands Water District Board of Directors unanimously approved making water available to the City of Huron, as the City struggles with a desperate situation of diminishing water resources in the face of the drought.

As the State of California experiences unprecedented water supply conditions, not only is the agricultural industry suffering, many rural communities are struggling to meet basic water needs. The City of Huron, in Fresno County, has experienced the same perilous situation, for its approximately 6,900 residents and additional temporary farm workers. With unemployment hovering just above 35%, Huron recently approached Westlands about acquiring water to enable it to meet the City’s water needs.

Westlands Water District Board President Don Peracchi stated, “We are very pleased to be able to assist one of our local, rural communities during this difficult situation. Every day we hear of another family or community succumbing to a dry well. Unfortunately, situations like these are becoming all too commonplace.”

The City of Huron welcomed the recent news ensuring they would receive water from the District. Mayor Sylvia Chavez said, “Our community continues to suffer with the effects of the drought. We take for granted that water will remain plentiful, but the drought has depleted our reserves. We are thankful that Westlands was willing to work with us during this difficult situation.”

Earlier this year, the United States Bureau of Reclamation (USBR) initially denied the City of Huron’s request for assistance; at which point, the City turned to Westlands as an additional source. The issue was brought before Westlands’ board members who agreed to help the City look for viable solutions.

The drought has caused irreparable harm not only to agriculture but also to families, businesses and communities with effects that are far-reaching beyond this year. This decision will provide limited relief to a much greater problem.

Westlands Water District, the largest agricultural water district in the United States, is made up of more than 1,000 square miles of prime farmland in western Fresno and Kings Counties. Westlands currently has a contract with USBR for its annual supply of water to properly irrigate the district, yet USBR determines the allocation percentage it will supply. For example, USBR’s allocation percentage to Westlands for 2013 was 20% and for 2014 was 0%.

CCGGA and WAPA Not Happy with Abrupt Ending of Water Negotiations

What Happened is Unknown, But Ending Water Negotiations In a Year Like This is Unconscionable

 

On Friday, California Cotton Ginners and Growers Associations (CCGGA)/Western Agricultural Processors Association (WAPA) President /CEO Roger Isom reacted to the withdrawal of water negotiations on federal drought legislation by stating:

It is unconscionable to walk away from talks at this point in time. In a year where hundreds of thousands of acres of productive farmland received zero surface water, this delay is unacceptable. Thousands of acres lay fallow and productive orchards were ripped out – this is unacceptable.

The jobs that are associated with this acreage go far beyond the individual farmer and his family. It affects farm workers and their families, the fuel delivery personnel and their families, the custom harvesters and their families, the bankers and their families, the insurance companies and their families, the equipment dealers and their families. The list goes on and one thing remains the same. The lack of water is devastating. There are cities in the San Joaquin Valley that are without water for even the basic necessities. This is not a time when politics should come before the needs of the people.

While we applaud the bipartisanship that went into the serious negotiations that were undertaken, the fact remains that there will be no legislation this year. Despite assurances that this will be taken up early in the next session it is simply too late. Another planting season will have gone by. Without a miracle winter, more acreage will be removed. Consequently, more farmworkers will be laid off or simply not hired. There will be even less work for the fuel suppliers, harvesters, banks, chemical supply companies, equipment dealers, and others that rely upon a viable agricultural industry.

We don’t know what happened or why the negotiations were discontinued, but it doesn’t matter. Simply put, something has to be done to provide more water at these critical times. Farmers have done their part by investing billions converting irrigation systems to automated, high-efficiency, low water use systems, such as buried drip on cotton. It’s time for Congress to do theirs.“

The Western Agricultural Processors Association is a trade organization representing tree nut hullers and processors of almonds, pecans, pistachios and walnuts. All three organizations are operated and managed in the same offices in Fresno, California.

 State Needs Immigration Action for Year-Round Labor

 

Yesterday, President Obama announced a series of executive immigration actions intended to provide relief from deportation and work authority to certain individuals who are not legally present in the U.S. The specific implications for agriculture are difficult to assess, but it is clear President Obama’s executive action is limited and only proposes temporary relief.

WUD firmly believes that Congressional action is the only true path to a comprehensive solution for the current broken immigration system. For example, farmers with year-round labor needs are ineligible to participate in any existing program because the law requires the job to be seasonal and the worker to be temporary. Legislation appears to be the only way to eliminate this challenge to our country’s food security.

The consequences of labor instability and Congressional inaction to address it have been severe.  We are committed to achieving a fair legislative solution that most importantly, legalizes the current workforce and provides a stable, legal, year-round workforce moving forward. Our dairy families depend on these experienced employees who understand the needs of our dairy farms and herds.

WUD is a voluntary membership organization representing more than 60% of the milk produced in California. Membership benefits include resources in labor law, environmental regulations and pricing issues. Members decide the direction of state and federal legislative efforts affecting the dairy industry.

Cost of Thanksgiving Dinner Rises, But is Still Under $50 For 10 People

The American Farm Bureau Federation’s 29th annual informal price survey of classic items found on the Thanksgiving Day dinner table indicates the average cost of this year’s feast for 10 is $49.41, a 37-cent increase from last year’s average of $49.04.

The big ticket item – a 16-pound turkey – came in at $21.65 this year. That’s roughly $1.35 per pound, a decrease of less than 1 cent per pound, or a total of 11 cents per whole turkey, compared to 2013.

“Turkey production has been somewhat lower this year and wholesale prices are a little higher, but consumers should find an adequate supply of birds at their local grocery store,” AFBF Deputy Chief Economist John Anderson said. Some grocers may use turkeys as “loss leaders,” a common strategy deployed to entice shoppers to come through the doors and buy other popular Thanksgiving foods.

The AFBF survey shopping list includes turkey, bread stuffing, sweet potatoes, rolls with butter, peas, cranberries, a relish tray of carrots and celery, pumpkin pie with whipped cream, and beverages of coffee and milk, all in quantities sufficient to serve a family of 10. There is also plenty for leftovers.

Foods showing the largest increases this year were sweet potatoes, dairy products and pumpkin pie mix. Sweet potatoes came in at $3.56 for three pounds. A half pint of whipping cream was $2.00; one gallon of whole milk, $3.76; and a 30-ounce can of pumpkin pie mix, $3.12. A one-pound relish tray of carrots and celery ($.82) and one pound of green peas ($1.55) also increased in price. A combined group of miscellaneous items, including coffee and ingredients necessary to prepare the meal (butter, evaporated milk, onions, eggs, sugar and flour) rose to $3.48.

In addition to the turkey, other items that declined modestly in price included a 14-ounce package of cubed bread stuffing, $2.54; 12 ounces of fresh cranberries, $2.34; two nine-inch pie shells, $2.42; and a dozen brown-n-serve rolls, $2.17.

The average cost of the dinner has remained around $49 since 2011.

“America’s farmers and ranchers remain committed to continuously improving the way they grow food for our tables, both for everyday meals and special occasions like Thanksgiving dinner that many of us look forward to all year,” Anderson said. “We are blessed to be able to provide a special holiday meal for 10 people for about $5.00 per serving – less than the cost of most fast food meals.”

The stable average price reported this year by Farm Bureau for a classic Thanksgiving dinner tracks closely with the government’s Consumer Price Index for food eaten at home (available online at http://www.bls.gov/news.release/cpi.nr0.htm), which indicates a 3-percent increase compared to a year ago.

A total of 179 volunteer shoppers checked prices at grocery stores in 35 states. Farm Bureau volunteer shoppers are asked to look for the best possible prices, without taking advantage of special promotional coupons or purchase deals, such as spending $50 and receiving a free turkey.

Shoppers with an eye for bargains in all areas of the country should be able to purchase individual menu items at prices comparable to the Farm Bureau survey averages. Another option for busy families without a lot of time to cook is ready-to-eat Thanksgiving meals for up to 10 people, with all the trimmings, which are available at many supermarkets and take-out restaurants for around $50 to $75.

The AFBF survey was first conducted in 1986. While Farm Bureau does not make any scientific claims about the data, it is an informal gauge of price trends around the nation. Farm Bureau’s survey menu has remained unchanged since 1986 to allow for consistent price comparisons.

2014 NATURAL SEEDLESS RAISIN FIELD PRICE INCREASE

The Raisin Bargaining Association (RBA) Board of Directors has announced the 2014 Natural Seedless Raisin field price has been established at $0.8875 per pound ($1,775 per ton), representing a $0.0625 per pound ($125 per ton) increase over last year’s price.

The RBA reached agreement with all twelve of its signatory packers:

  12. Victor Packing Company

 

The price will be based on the following formula:

According to a statement released by Glen Goto, RBA chief executive officer, the MOU calls for growers to be paid in three (3) installments, as they were last year, with an initial payment of 65% due 15 days after completion of delivery or the release of delivered tonnage from Memorandum Storage. The second payment of 20% will be due on or before February 28, 2015, and the final payment of 15% will be due on or before April 30, 2015. Packers may choose to pay all their RBA growers in fewer payments with a shorter schedule.

Individual grower yields this season are significantly lower than the previous season. Today, there is general agreement in the industry that this year’s crop of Natural Seedless raisins will be less than 300,000 tons compared to the 365,000 ton crop, which over the last 12 months our packers have done a commendable job of selling and shipping the entire amount.

Compared to the 20% crop reduction, the increase in this year’s price was a significant compromise taking into full consideration Turkey’s unusually large crop which caused their sultana price to fall.Packers are reporting challenging selling conditions into parts of Europe where sultanas control significant market share. Still, the RBA is giving the industry a crop clearing price because sultana berries are very small and will not work for a large percentage of loyal California raisin customers who specify larger berries, stricter growing and specification requirements, longer shelf-life, and superior flavor.

Steve Spate, grower representative for the Raisin Bargaining Association, “This year’s price was definitely a compromise–one that may make make neither side happy. But, hopefully it will put us in a better position for next year.”

Despite the higher price, California raisin growers face a challenging year as they will receive less revenue in total from this year’s harvest. Price is not the only issue; amid other challenges, growers must deal with continued increases in cost and regulation for labor and water. These issues coupled with other more profitable crop options, such as almonds, walnuts and pistachios, are forcing growers to evaluate how to maximize the use of their land and water resources, contributing to the escalating acreage reductions we have witnessed. For the past ten years, the state has reported a 2%-3% annual reduction in raisin-grape acreage that is now accelerating. Spate said, “The conservative estimate is at least a 10- to 15,000-acre loss of the natural seedless variety by early Spring 2015.  You don’t have to drive more than two miles in the Central Valley to see a pulled raisin field or one in preparation to be pulled.”

Goto hopes this year’s modest price increase will encourage California raisin growers to continue producing enough of the safest, most high-quality raisins in the world to meet yearly demand.

Set during the California Water Crisis of 2009, The Fight for Water highlights the human impact a federal ruling had on a migrant farming community when their water supply was shut off, and the march they staged in order to fight for their water. Oseguera, a California Central Valley filmmaker, filmed this event and documented their story. The film features Hollywood comedian turned activist Paul Rodriguez and former Gov. Arnold Schwarzenegger.

Club Austral is a Fresno State organization founded by Spanish majors in 2008.
