CA FARM WORKERS TO HOLD ELECTION NIGHT VIGIL TO PROTEST LABOR BOARD VOTER SUPPRESSION

Let’s All Show Support for These Valiant Farm Workers, Who are Striving to Get their VOICES Heard

Hundreds of farm workers will gather outside a California election office on election night to protest a state labor board suppressing their votes from a union decertification election.  The workers, from Fresno-based grape and fruit grower, Gerawan Farming Inc., voted to decertify the United Farm Workers (UFW) last November, but the California Agricultural Labor Relations Board (ALRB) locked up the ballots and is refusing to count them.

“It’s an outrageous attempt to help the UFW impose a contract on these workers that will take 3 percent of their pay against their will,” said Center for Worker Freedom executive director Matt Patterson.

So on Tuesday November 4, Gerawan workers, their families and supporters will hold a silent candlelight vigil at an elections office at 2221 Kern Street in Fresno, CA from 8:00 pm-9:30 pm.    The silence will represent their voices being stolen by the ALRB; the candles will represent their hope for freedom from the UFW.

“Everyone’s vote will be counted that night.  We want to remind people that we are still waiting for ours to be counted a year after our election” says Areli Sanchez, one of the thousands of workers denied their constitutionally protected freedoms of speech and assembly by the ALRB. “We have been screaming for Governor Brown to help us for a year.  Maybe now he will hear our silence,” said Sanchez, a 14-year Gerawan employee.

Meanwhile, on Wednesday, the Los Angeles City Council publicly supported a group of Gerawan farm workers seeking the union contract, as Gerawan sells its produce in Los Angeles stores under the Prima label.

In a letter to the LA Times editor on October 27, 2014, Kenneth Cleveland, Malibu, a management consultant who has worked with Gerawan Farming on and off for almost 30 years, said:

 

 

I know [Gerawan’s] operations well, and I know many of the company’s employees. The Gerawans are an immigrant family from Lebanon who many years ago started by farming several acres of peaches in Reedley, Calif. Today they are one of the county’s leading growers and processors of stone fruit and table grapes.

 

The working conditions at Gerawan Farming are excellent, and its wage scales exceed those of the United Farm Workers. It has provided many jobs for other immigrant families.

 

The Los Angeles City Council has no business interfering with an enterprise in Fresno County. The council’s motive is obviously to gain favor with the UFW, a big campaign contributor.

 

The council members should spend their efforts and their constituent’s resources on Los Angeles.

 

 

The California Agricultural Labor Relations Board was created in 1975 to ensure peace in the fields of California by guaranteeing justice for all agricultural workers and stability in agricultural labor relations, according to their website. The Board seeks to achieve these ends by providing orderly processes for protecting, implementing, and enforcing the respective rights and responsibilities of employees, employers and labor organizations in their relations with each other.

Founded in 1962 by Cesar Chavez, the United Farm Workers of America is the nation’s first successful and largest farm workers union currently active in 10 states, according to their website. The UFW continues to organize in major agricultural industries across the nation to provide farm workers and other working people with the inspiration and tools to share in society’s bounty.
The Center for Worker Freedom (CWF), a non-profit, educational organization dedicated to warning the public about the causes and consequences of unionization, is helping to coordinate the vigil. CWF supports freedom of association and believes every worker should have the right to decide for themselves whether or not they belong to a labor organization, according to their website.
CWF is a special project of Americans for Tax Reform, a nonprofit taxpayer advocacy research and educational organization.

Regulatory Agency and Farmworkers Negotiate Accord

A farmworker advocacy group and the agency that regulates pesticide use in Monterey County today announced the establishment of a farmworker advisory committee to advise the agency and to connect field workers to resources that the agency can use to help them. “The advisory committee gives us direct access to farmworker leaders; to their concerns and to their suggestions,” commented Eric Lauritzen, the Agricultural Commissioner of the County of Monterey.

“This gives us the opportunity to engage in positive, productive conversations that will help us fulfill our obligations to the farmworker community and to the agricultural industry in general.”

Farmworker leaders trained by the Center for Community Advocacy (CCA) will compose the advisory committee.

“CCA strives to develop leadership capacity among farmworkers at the neighborhood level,” explained Juan Uranga, CCA’s executive director and lead attorney. “We use CCA’s housing, health and poder popular programs to spot, recruit and engage neighborhood leaders throughout the Salinas and Pajaro valleys.

These leaders first improve conditions in their housing units and neighborhoods. We then create venues where these neighborhood leaders can use their collective power to strengthen their families and create positive change in their communities.”

Six of these CCA-trained neighborhood leaders will comprise the advisory committee.

“We are excited about creating this opportunity,” said one of the CCA neighborhood leaders. “We are pioneers and we hope we’ll be able to work together to help our brothers and sisters who work in the fields. We had a ‘meet and greet’ session with the Commissioner and his staff and we were impressed by their willingness to work with us.”

The Committee will advise the Commissioner’s Office on policies and practices as they impact field workers in Monterey County. The advisory committee and the Agricultural Commissioner’s Office will strive to improve protocols that protect farmworkers from pesticide exposure and other protocols within the Commissioner’s jurisdiction that protect the health and safety of farmworkers.

The partnership will also help disseminate information about resources and programs that the Commissioner’s Office can make available to the farmworker community.

The advisory committee comes after negotiations that led to a Statement of Purpose between CCA and the Agricultural Commissioner’s Office.

The Statement describes the following functions for the committee:

  1. To meet at regular intervals with the Commissioner and his/her staff to exchange information and ideas that will improve the safety of farmworkers.
  2. To help disseminate safety information from the Commissioner’s Office to the farmworker community, as the need arises
  3. To host annual community dialogues where farmworkers and the Commissioner’s Office meet to discuss the Commissioner’s jurisdiction over agricultural lands in Monterey County.
  4. To promote a more sustainable agricultural economy in Monterey County by protecting its most critical resource: farmworkers.

Discussions about forming the committee began several years ago when the Agricultural Commissioner’s Office and Poder Popular, then a program of the Community Foundation for Monterey County and since a CCA program, hosted a community forum.

Working through a rocky start, both the Commissioner’s Office and CCA saw the incredible potential in developing a working relationship. The two agencies had never worked together. Each had questions about the other’s willingness to work cooperatively.

The two agencies developed their relationship by working together on several projects including the AgKnowledge Program hosted by the Grower-Shipper Foundation and a series of small forums between the Commissioner’s Office and CCA-trained leaders. Now, both the Agricultural Commissioner’s office and CCA look forward to this joint effort.

Farmers Demand Special Master Preserve Uncounted Ballots

Farmworkers at Gerawan Farms have requested the United States District Court (USDC) assign a special master to take possession of their uncounted decertification election ballots.

The uncounted ballots have been in the possession of the Agricultural Labor Relations Board (ALRB), which has been accused by both farmworkers and Fresno Superior Court Judge Jeffrey Y. Hamilton of being “in cahoots” with the United Farm Workers (UFW) union to suppress the farmworkers’ votes.

“We don’t trust the ALRB,” said Gerawan farmworker Silvia Lopez, who filed the motion yesterday in federal court. “They have been working against us from day one and we don’t believe they are fair or have our best interests in mind. We don’t believe that the ballots are safe with them. A special master will guarantee that the ballots remain safe.”

Ms. Lopez has also requested in the motion that if the USDC appoints a special master, the neutral third party should count the ballots. “There are strong judicial economy reasons to count the ballots, as well as elementary notions of fairness and justice that would support this decision,” said Paul Bauer, attorney for Ms. Lopez.

The ALRB has engaged in a number of activities that proves it is neither impartial nor protecting the rights of the farmworkers, including:

  • ALRB mediators refused to allow farmworkers to attend public Mandatory Mediation and Conciliation (MMC) hearings and contract negotiations.
  • Of the nearly 2,500 signatures originally submitted for the decertification petition, the regional director claimed only 100 were invalid, meaning there were still enough valid signatures to require an election.
  • Despite having 2,500 signatures—enough to trigger the decertification election—the regional director claimed there was not a sufficient showing of interest.
  • Farmworkers then submitted 3,000 signatures in a fraction of the time taken to collect the first set. Three days later, the regional director used another excuse to deny the farmworkers’ vote. This time he incorrectly stated that the union contract had been approved and the farmworkers were prohibited from holding a decertification election. The ALRB members in Sacramento overturned this action.
  • For a third time, the regional director tried to stop the vote by engaging in a sham investigation. The ALRB office in Sacramento again overturned his ruling and instructed him that no other blocks to the decertification election were permitted.
  • A legal decertification election was held on November 5, 2013, but the governor’s ALRB has refused to count the ballots. The ballots are currently in possession of the same regional director who attempted to stop the election from happening three times.
  • Despite a legal challenge to the MMC proceedings and the uncounted decertification ballots, the ALRB General Counsel attempted to impose the new UFW contract on the farmworkers by filing a Temporary Restraining Order (TRO) in state court. The judge refused to grant the TRO.

Even Superior Court Judge Jeffrey Y. Hamilton, who presided over the TRO hearing, told the ALRB General Counsel, “In other words, it’s a little bit disingenuous to say you’re protecting these workers’ rights; yet you’re blocking their election at every turn.”

“We hope the federal courts allow a special master take possession of our ballots,” Lopez continued. “It’s clear to everyone, even the court, that the ALRB doesn’t work for us. Why should someone working for the people we’re trying to fire get to keep control over our ballots? It’s not fair and must be stopped.”

CALIFORNIA HELPING FARM LABORERS PAY BILLS DUE TO DROUGHT

“The majority of the jobs here are Ag related so you’re talking close to 80 percent of the community that depends on Ag; from truck drivers to field workers to working in the packing sheds,” said Mendota Mayor Robert Silva.


When water is scarce, so are jobs in the fields — making it harder for people to pay rent. 

“People are working but they’re not working as much as they used to,” said Silva.

Which is why the state of California is helping laborers pay their bills. The Department of Housing and Community Development is offering drought housing rental subsidies in 24 counties including Fresno, Tulare and Merced.

“I wouldn’t expect it to be available past November but hopefully the drought will have subsided by then and people will be getting back to work,” said Evan Gerberding of DHCD. 

There’s roughly $7 million left from the subsidies available for people who can’t afford rent or utility bills — an emergency net to last families up to three months. The state agency hopes the short term disaster assistance provides some sort of relief. 

In addition to rental and utility assistance, communities like Mendota have ramped up their food distribution.

Mexico trade mission and Ag labor issues – Looking Forward

While in Mexico City last week, Governor Brown met with Secretary Navarrete Prida of the Mexican Ministry of Labor and Social Welfare and signed a letter of intent to address labor rights issues for temporary Mexican workers in California – a matter of high importance, of course, for California’s farmers and ranchers.

Moving forward from that promising development, we are working to create a pilot program than connects at least one California agricultural employer with Mexican officials to establish a set of protocols. Our objective is to help curb migrant worker abuse on a national and international basis, and provide stronger assurances to California agricultural employers that migrant labor employed within a H-2A program are not subject to illegal fees, misrepresentation of employment terms, fraud and other issues.

California, the U.S. Department of Labor, and a network of cross border nongovernmental organizations would work with Mexico to establish a bi-nationally available register of certified labor recruitment agencies. In addition, Mexico would develop a system for monitoring, verifying and supervising the activities carried out by recruitment agencies.

In California, the state would identify agricultural employers that voluntarily commit to using certified recruiters.

In the absence of a national immigration solution, this pilot program can be a great benefit to California’s agricultural community and strengthen our bilateral ties with Mexico.

Scholarship Committee Member Minami Honored for 22 Years of Service

Dr. Dwight Minami’s Service on the Nation’s First Worker-Focused Scholarship Program

FRESNO, CA – Dr. Dwight Minami was honored on July 17 for his service on the committee of the California Table Grape Workers Scholarship Program.

For more than 20 years, Dr. Minami volunteered his time and energy to help evaluate over 1,000 applications that led to the award of college scholarships to California table grape field workers and their children. During his tenure, 76 students were awarded scholarships to attend universities, junior colleges and trade schools to study subjects such as accounting, nursing, engineering, culinary arts, biology and business.

“Dr. Minami’s involvement has been instrumental to the long-term success of the nation’s first worker-focused scholarship program,” said Kathleen Nave, president of the California Table Grape Commission. “Using his expertise as a professor at California State University, Fresno and his knowledge of the valley and the agricultural industry, Dr. Minami’s valuable insight and conscientious review of each year’s applications helped ensure that talented, qualified candidates were selected to receive the grower-funded awards.”

The California Table Grape Workers Scholarship Program was established in 1985 and has since awarded over 100 scholarships to field workers and their children from the table grape growing regions in California. Dr. Minami served on the committee from 1993-2014.

“On behalf of the California table grape industry, a heartfelt thanks is extended to Dr. Dwight Minami for his hard work, commitment and dedicated service to higher education, the California table grape industry, and the state’s table grape workers and their families through the field worker scholarship program,” said Nave.

Commentary: American Dream flourishes in state’s strawberry fields

For thousands of immigrants to California, the path to the American Dream literally winds its way through the state’s strawberry fields. Perhaps more than any other crop, strawberries are defined by decades of immigrants from Europe, Asia and Mexico.

A report issued earlier this month by the California Strawberry Commission, titled “Growing the American Dream: California Strawberry Farming’s Rich History of Immigrants & Opportunity,” illustrates how many new Americans find that strawberries are a viable ladder to success.

According to the report—which can be found on the Strawberry Commission website at www.californiastrawberries.com—a diverse community of 400 family farmers dominates the state’s strawberry production, which accounts for nearly 90 percent of all the strawberries grown in the United States.

Sixty-five percent of these farmers are Latinos, a quarter of whom worked their way up from field workers to supervisors and eventually owners of their own farms. Another 20 percent are Asian Americans, primarily Japanese and, most recently, Laotians. The remaining 15 percent are comprised of European Americans, with some tracing their ancestry to Gold Rush pioneers.

The story of my father, Luis Chavez, illustrates this immigrant experience. He came to the United States from a small, rural town in Jalisco, Mexico. Born in 1934, he was raised in a home with no electricity or running water. He hasn’t attended a single day of school in his entire life. His family grew corn and beans to survive.

With no money in his pockets, he arrived in California in search of a better life in 1955, as part of the Bracero program. Like generations of immigrants, my father realized that the key to success was hard work. He first worked in a dairy, covering double shifts for 16 years until the family could scrape up enough money to lease an acre to plant strawberries.

While still working their regular jobs, my parents would get up at 4 a.m. every day to tend their plot, slowly building their business. Gradually, they expanded to become L&G Farms. My siblings and I now work side by side with my father to farm 300 acres in Santa Maria, where we employ several hundred people.

This story is not uncommon. But why are so many immigrants drawn to strawberry farming?

Due to their high yield, year-round harvesting and strong consumer demand, strawberries are able to sustain a family on a relatively small parcel of land. The barriers to entry are also favorable to immigrant farmers, because they can afford to lease and not buy their farmland.

With our deep and longstanding immigrant tradition, California strawberry farmers have been highly vocal in advocating for immigration reform. Certainly, we are concerned about the need for a pool of workers to harvest our crops. But more importantly, we share a desire to make sure that future generations of immigrants have the opportunity for the upward mobility that strawberries have provided for our family.

Along with other California strawberry farmers, and even Silicon Valley executives, I have made several trips to Capitol Hill to tell Congress about the critical need for meaningful immigration reform.

While recent election results have stalled efforts, immigration reform should not be postponed indefinitely. And it definitely should not be a partisan matter.

On one of our trips to Capitol Hill, one of my colleagues, a first-generation Mexican-American farmer from Salinas, eagerly sought out a statue of President Ronald Reagan, his hero, who granted amnesty to millions of immigrants. This simple act paved the way for my colleague to become an American citizen, gradually working his way to become a strawberry farmer employing nearly 100 workers. Another American Dream realized.

The commission’s report provides a strong reminder about the sacrifice, pride and contributions made by this nation’s immigrants throughout our history.

It also underscores the fact that immigration reform is as American as, well, strawberries.

Several Key Industry Associations Urge Immigration Reform

The U.S. Chamber of Commerce yesterday urged Congress and the Administration to work together to enact immigration reform in order to drive job creation and economic growth.

The call came as part of the national ‘Day of Action’, which included events in Washington D.C. along with 25 other states.

Several key agricultural and economic industry groups also supported the proposal, including the Western Growers Association, Partnership for a New American Economy, American Farm Bureau Federation and AmericanHort.

The national press conference in the U.S. capital featured leading business association CEOs discussing the critical need for new legislation.

There was also a range of coordinated events throughout the country with state farm bureaus, local businesses and state representatives which aimed to show immigration laws in the business community needed to be modernized across industries, sectors and geographies.

In a release, U.S. Chamber of Commerce president and CEO Thomas J. Donohue said he strongly believed improvements were needed and he would continue to make the case for them.

“While our lawmakers are deadlocked on this issue, business leaders are more determined than ever to fix our immigration system,” Donohue said.

“We need meaningful immigration reform to revitalize our economy and to remain a nation ruled by law, guided by principle, and driven by compassion and common sense.

“We’re going to continue to make the case in the nation’s capital and in every corner of this country, and will use every tool and resource at our disposal. We’re not going to let up until the job gets done.”

Western Growers president and CEO Tom Nassif echoed Donohue’s remarks, adding many currently unauthorized immigrant workers were vital for the agricultural industry.

“The effect of inaction on immigration reform is devastating to the fresh produce industry and consumers. We rely on people to plant and harvest the nutritious and domestic supply of food for Americans and for export,” Nassif said.

“Many of these workers are unauthorized, but are willing and able to do the work. It’s been demonstrated many times that Americans won’t work in the fields, so why won’t our elected officials provide us the means to have a legal, reliable workforce?

If no solution is provided, production will continue to move overseas along with the jobs agriculture supports in rural communities across America.”

American Farm Bureau Federation president Bob Stallman also said the current laws were outdated and changes were needed for both farmers and the economy.

“As a nation, we can’t afford to continue with an immigration system we’ve long outgrown and is working more and more against our overall national interest,” he said.

“We urge Congress and the Administration to work together and with us to achieve real immigration reform that addresses the needs of farmers, the economy, as well as the country’s need for border security.”

CAPCA’s Terry Stark: Biopesticides More Mainstream

Stark Speaks About CAPCA and its Role in the Biopesticide Industry.

Terry Stark, President and CEO of California Association of Pest Control Advisors (CAPCA,) told 140 attendees at the Biopesticide Industry Alliance semi-annual early April meeting in Sacramento, what his organization thinks about the softer pest and disease control products.

“CAPCA represents 3,000 members of the 4,000 licensed-PCAs in California.

We have expanded our educational outreach through CAPCA-ED. We run 40 seminars annually throughout the state to aid all license-holders to improve their categories,” Stark announced,” said Stark.

“The regulatory burden pushes us to be better and more advanced,” Stark said. “CAPCA has 16 chapters, and each chapter has a director seated on the state board. My Chairman of the board is Jeremy Briscoe a Certis USA national manager. So I believe CAPCA is very well integrated with the biopesticide industry. Jeremy is the first representative that is a non-retail, non-independent to serve as the chair of CAPCA. This is a big move in the mentality of what we do,” said Stark.

CAPCA has traditionally centered on the San Joaquin Valley – production agriculture – the heart and soul of diversified agriculture and the money. “However, in the last 10 years, the wine industry has taken a step higher than the our other crops. All of a sudden we have Napa, Sonoma, Paso Robles, and southward to Santa Maria and Ventura County.”

Stark explained that everything west of I-5 tended to be the “softer side” of PCAs and chemical use in California. “I say that with respect because the wine industry was looking for ways to use less conventional products, ways to brand both organically and sustainability and with lower tolerances for their products. That caught on solidly seven or eight years ago.” Stark continued, “My largest independent PCAs are between Mendocino and San Francisco.”

“Like my Ventura guys and gals, they use more biological controls by releasing a lot of beneficials,” said Stark. “And it’s hard to come in with a hard-core application and maintain your beneficial populations,” he said.

When Stark was asked to speak at the Biopesticide Alliance meeting, he was asked to talk about perceptions. “I reflected on what I saw as a manager when they hired me to come to CAPCA. You talk about perception of biopesticides, with all due respect to my membership, 30 percent think that it’s one way or the highway.

In the central part of the state, from Kern County and throughout the desert valleys, it’s still spray and run. It’s big business, big acres. But it has its place,” said Stark.

He spoke about California being a hodgepodge of the most invasive species in the world, with many new pests coming in seemingly every week.

“Our entire citrus industry is facing Asian Citrus Psyllid which vectors the deadly citrus greening disease; we just survived the Glassy-winged sharpshooters in the wine industry; and, we’ve got Shot-hole bores coming to avocados. This represents huge production areas,” he said.

CAPCA has recognized that there are new ideas in pest and disease control and has moved towards being able to incorporate other chemistries, pheromones, and other items into the tool chest.

 

CAPCA’s Aging Demographics

Stark shared some demographics of CAPCA. “In CAPCA meetings, I don’t see a lot of dark-haired people sitting in the room. I don’t see a lot of females sitting in the room.

Our gender is 10-15 percent females,” he said.

Seventy five percent of my membership has 16-plus years of experience as PCAs. CAPCA also manages 1,000 Certified Crop Advisor (CCAs) who focus on nutrient recommendations, and the same demographics carry over to them. Of that, 35 percent have 30-plus years of experience. Do you think many will work past 30 years?

CAPCA’s last membership survey was done in 2010. We are projecting a 20% loss of membership by 2015. And that continues outward in a five-year cycle.

Through the Department of Pest Regulations we are only testing maybe 12-15 percent maximum replacements with young PCAs coming into the cycle.

How do we survive? We are turning to electronics, iPhones, and iPads.

PCAs have to be licensed in California if you are using restricted-use materials, soliciting for sale, and/or acting as an expert thereof. That takes care of the whole sales group too.

So, in biopesticides, you’re outside of that umbrella in most ways. You have some products that you to play with, but overall, that gives a “softer approach” for the younger PCAs to look at.

 

 Working Areas of PCAs

Sixteen percent of PCAs work in field and row crops; 34 percent in trees & vines, the only ones getting water this year; vegetables at 12 percent; and turf and ornamentals –10 percent. Turf and ornamentals in California drop 50 percent in the last 5 years with the collapse of the housing and commercial real estate industries, plus golf courses, they have had a pullback. So our members have moved to retail and other areas.

If you are in PAC and you are in retail, you represent 30 percent of the industry. Eighteen percent are independents, and that means you truly do your own thing: if you have alfalfa, you have 20,000 acres you’re looking at; if you have citrus, you’ve got 3-5,000 acres; if you have vineyards, you’d better have 2-3000 acres to pay for it—if you want to make big money—and you’re working 7 days a week to do that. Seventeen percent are in-house; these are the Paramount’s and the Boswells of the industry. They hire CCAs and PCAs like full-time employee of the ranch.

The dynamics of I-5 is not moving into the Central Valley or into the southern counties. You have pockets of Los Angeles and Santa Barbara where you have nursery stocks, that‘s always been kind of open to the biopesticides industry and its products.

What I think has made the biopesticide industry successful, beyond all of your research, hard work and marketing, are the opportunities and the new wave of using your thumbs, and twitter, and communications, and Facebook, and social media in general. The outreach that you can do your business on the iPhone and still drive down the road, answering your clients’ questions has enabled the “boutique” industry in the last 5 years to come closer to the mainstream because customers don’t have to do any special work to find out about you. You are in their feed lines of information. These are important tools,” said Stark.

“California is a highly-regulated environment, so electronics has complemented other resources. I think the known fact that many products are less toxic is a huge benefactor,” he said.

“Take the Light Brown Apple Moth, which ended up being a environmental community PR campaign that kicked food and agriculture’s butt in California. And now every fruit tree in Santa Cruz is going to die from the apple moth. You can’t even move the firewood because it will contaminate the rest of the area,” Stark said.

The unknown elements of a pheromone to treat the moth were a big problem because the public did not understand, and the industry took it for granted. “The pheromone is about as soft and appropriate as you can get in the marketplace,” said Stark. “But we need to approach the public in a different way. And I think the biopesticide industry is doing a much better job,” he said.

“I’d be remiss with all of the large companies sitting in the room, the BASF’s, Syngenta’s, Bayer’s, the Valent’s—all have learned to adopt and bring into their tool chest additional products that can complement their conventional materials and usually make the grower more profit,” noted Stark.

“CAPCA doesn’t get into this much, but we have a lot regulatory obligation responsibility to protect the field worker. The toxicity and the life of the product go a long way in how you get back into the field,” he said.

“So, in the biopesticide world, you have a better opportunity of targeting the exact pest you need to target. It’s not a broad-spectrum-type deal. So that gives you the advantage. My PCAs see that– my 50 percent younger side in the house – sees that. And that’s a positive for this industry,” Stark said.

IPM is not a word that is understood until you get to California. CAPCA cannot do anything in his recommendation without being CEQA-oriented (California Environmental Quality Act) must look for alternative uses before any restrictive material can be made; otherwise he is in violation of his own recommendation. IPM, and biopesticide products fit that requirement to make that check mark when they do that.

“In addition, biologicals are lower priced than they ware 7-8 years ago. And that’s good because the grower doesn’t spend a dime more than they have to. If you think PCAs are out there pounding product or fertilizer on, and the farmer is not making any money, just three minutes later in the coffee shop, that guy is fired and another is hired,” Stark said.

“It is important to the sustainability in going forward, when you have a regulatory environment like we do in California. We have a built-in arena here and people are always listening to what can be done better and still make a profit. In my opinion, you are off to the races and biopesticides are mainstream now,” noted Stark.

If you can hit 15-20% of the marketplace, it’s been a great quarter-century run for you to get there and I think the CAPCA membership is looking forward to a long-lasting relationship.

He reminded attendees of the popular CAPCA Conference, Oct. 19-21, 2014 at the Disneyland Hotel in Anaheim. “I have 1,300 attendees and 150 exhibitors. What better place to be than with 800-900 license holders. It’s all relationships. Once you get the relationship, your social media, and your electronics, your product will sell itself,” Stark concluded.

Food Assistance Available In Counties Hit By California Drought

Families in areas hardest hit by California’s drought are getting some much-needed help as part of the state’s $687 million drought relief bill.

Yolo County is able to put some of that money to use by feeding families in need.

“Most of us here in town, they work on the fields, and they depend on the season,” said Claudia Covorrubias.

But she says this season, the drought is taking its toll, and her husband is out of his usual farm work. It’s a familiar story in Yolo County.

“We need the water,” she said. “If there’s no water, there’s no planting. So if there’s no planting, there’s no food.”

The need was seen by state leaders who set aside $25 million in the recent drought bill to help feed families like hers. The money is being spent on boxes going to food banks from 24 of the hardest hit counties where unemployment and agricultural work is higher than the state average.

The Yolo County Food Bank began handing out more than 5,600 boxes of donations at two locations on Monday.

The boxes include nonperishable, nutritionally balanced food that can last four or five days for a family of four.

Families qualify if the drought has caused them to be unemployed. “It’s all on an honor system,” said Stephanie Sanchez. “We’re really trying to just help out families in need. If they can’t prove it, we don’t want to have to turn them away.”

Emmanuella Eliadiazzamora has a daughter and is expecting another child in less than a month. For her, the help is huge.
