Crop Protection: U.S. Food System Very Safe

Crop Protection Products are Highly Regulated

There’s no need to worry about crop protection products when you consume food, fruits and vegetables, and all the rest, as the materials are highly regulated.

“Chemicals are all around us. In fact, we are all made of chemicals, so the fear of chemicals is unnecessary. Chemicals can actually be very beneficial,” said Dr. Eliza Dunn, Medical Sciences and Outreach Lead for Bayer Crop Science. “Chemicals make antibiotics and vaccines, and all of that is really important because it’s in public health, and they also protect the food supply.”

And here’s a fact: Pesticides a more heavily regulated that antibiotics that we take and those antibiotics and other pharmaceuticals are highly regulated.

“You have to do lots of testing to get your pharmaceutical in the market. Testing and monitoring pesticides are the same way. Pesticides come up for reevaluation every 15 years, and they look at all of the data that’s involved in that 15 years to make sure there’s nothing new that can be concerning for human health,” Dunn explained.

“These agencies have the best interests of people at heart. I wouldn’t feed my kids something that I thought was worrisome. And I feed my kids fruits, vegetables, and other foods, and I don’t worry about the residues because it’s not going to cause harm,” she said.

Dunn also commented on the Environmental Working Group’s Dirty Dozen List that they release each summer.

“It’s very unfortunate because it winds up causing people to get very worried about their food supply, and you can be absolutely reassured that the food supply in this country is safe and healthy and nutritious,” said Dunn. “We are so lucky to have access to such a fabulous food supply because there are other places in the world that don’t have access to that, and it’s because we have things like crop protection products that make sure that we have an access to that kind of food supply.”

As for the EWG’s statements that certain fruits have higher residues?

“That’s misinformation, unfortunately. They’re not toxic. We know that fruits and vegetables are healthy. If you are worried about residues, you can wash them off. It’s really fear-mongering, and that is irresponsible,” Dunn said.

2018 Cotton Crop Proceeding Well

Late Season Pests Can Be a Challenge

The 2018 cotton harvest will be starting in the southern part of the Central Valley later this month, and some growers will be facing pressure from pests.

California Ag Today recently spoke about the topic with Dan Munk, a UC Cooperative Extension Farm Advisor in Fresno County specializing in irrigation crop nutrient management and cotton production systems.

“The crop looks very good and loaded with cotton bolls. We don’t have a lot of boll losses, and that’s a real positive thing, so very excited about the potential for fairly high yields in the 2018 season. The biggest concern right now is pest management, press pressures as we approach the latter part of the season,” Munk explained.

The main issue this time of year is the honeydew that pest leave on the cotton. Honeydew is the exudate extracted by the insect as it feeds on the leaves.

“Because we have the bolls on the plant that have opened, we now have exposed lint and need to protect that lint from stickiness that’s created from whitefly and the aphid honeydew, which is basically the added sugars that those insects that feed on the leaves of the plant, and they excrete them and deposit them on the lint,” Munk said.

Munk explained that the big concern right now is dealing with pest pressures in terms of whitefly and aphid—both sucking insects. “The problem right now [is] where we’re seeing pest pressures—particularly from whitefly as we get later in the season—will build in many fields.

There are several approaches to controlling whitefly and aphids. One is to deal with the eggs that they produced. And then there’s a certain class of materials to deal with the eggs.

“There’s another class of materials that deal with the juveniles—that early form of the insect—and then there are ways to control the adults,” Munk said.

“A number of insecticides have been applied to deal with those various levels of insect populations based on the individual field situation,” he explained.

Aza-Direct Stops Insect Feeding

Aza-Direct Targets Critical Pests

Aza-Direct, with the active ingredient Azadirachtin, is one of the most potent, reduced risk insect pest controls among all the natural pesticides.

With four modes of action, Aza-Direct targets critical pests such as spider mites, thrips, whitefly, aphids, and lygus. It’s very safe with beneficial insects, especially bees, to help maintain the natural balance within the crop.

The product has a lot of excellent benefits regarding those four modes of action, explained Patrick Holverson, Director of Ag Business with Parry America Inc., which manufactures the active ingredients for Aza-Direct.

“Because of the four modes of action, you will not get a resistance buildup like you can with standard chemicals,” Holverson said. “What I like about it, many growers in California will apply Aza-Direct in anticipation before the target pest hits because it is not a contact killer; it takes two or three days to get into the pest’s system to reduce the population.”

Furthermore, the material is an excellent repellent and as well as an anti-feeding agent.

“Those pests who stay in the treated field will experience severe feeding cessation due to a locked jaw and digestive system,” Holverson said. “So, the pests that do feed on the plant, the material acts as an insect growth regulator that affects both the eggs and the larva, preventing them from reaching maturity.”

Holverson said that in strawberries, Aza-Direct controls two significant pests—including two-spotted spider mite and lygus—that come in after losing their host crop.

“The product prevents puckered strawberries and increases the value of the crop,” he said. “It can be used on both organic and conventional crops.”

It has a zero-day pre-harvest interval, and four-hour re-entry, which is essential in a crop such as strawberries.

Oriental Fruit Fly Quarantine Expands in Northern California

New Quarantine Measures 123 Square Miles

A portion of Sacramento and Yolo Counties have been placed under quarantine for the Oriental fruit fly following the detection of 15 flies in and around the southern part of the City of Sacramento near the Lemon Hill community.

The quarantine zone measure 123 square miles, generally bordered on the north by El Camino Avenue; on the south by Laguna Boulevard, on the west by the Sacramento River; and on the east by Bradshaw Road. To prevent the spread of Oriental fruit flies through homegrown fruits and vegetables, residents living in the quarantine area are urged not to move those items from their property. However, they may be consumed or processed (i.e. juiced, frozen, cooked, or ground in the garbage disposal) on the property where they were grown, or disposed of by double-bagging and placing in the regular trash bin, not green waste.

Following the principles of Integrated Pest Management (IPM), CDFA primarily uses the “male attractant” technique to eradicate this pest.  Trained workers squirt a small patch of fly attractant mixed with a very small dose of pesticide approximately 10 feet off the ground on street trees and similar surfaces; male fruit flies are attracted to the mixture and perish after consuming it. This approach has successfully eliminated dozens of fruit fly infestations from California over the last several decades.

The Oriental fruit fly is known to target 230 different fruit, vegetable, and plant commodities.  Damage occurs when the female fruit fly lays her eggs inside the fruit.

Small larvae generally enter the fruit at the stem end, although entry can be made anywhere on the fruit, particularly where two fruits touch. Larvae immediately bore to the center of the fruit and feed around the pit. After reaching maturity, they exit from the fruit and pupate.

While fruit flies and other invasive species that threaten California’s crops and natural environment are sometimes detected in agricultural areas, the vast majority are found in urban and suburban communities.

The most common pathway for these pests to enter the state is by “hitchhiking” in fruits and vegetables brought back illegally by travelers when they return from infested regions of the world or ship infested produce through the mail. The Oriental fruit fly is widespread throughout much of the mainland of southern Asia and neighboring islands, including Sri Lanka and Taiwan, and it has invaded other areas, most notably Africa and Hawaii.

Idea to Reduce Glyphosate Use with Grapes

Use Glyphosate When Absolutely Needed

There is an effort underway to minimize glyphosate use before bud break in grapes. It doesn’t need to be used all the time. A lot of annual weeds can be controlled with several herbicides. Keep the glyphosate for hard to control perennials.

John Roncoroni, a UC Cooperative Extension Weed Science Farm Advisor in Napa County, has made strides toward meeting this challenge. Many times, growers will do two applications of herbicides during the year … but what I’m trying to do is push it back to post-leaf fall after the season to clean up and come back with a pre-emergent material right before bud break then maybe skip that last glyphosate treatment after bud break.

Roncoroni explained that the idea is for grower not to use glyphosate on weeds during the growing season.

Reserve Glyphosate for tough weeds such as field bindweed.

Roncoroni mentioned that he works with school districts and municipalities, and there are many of them want to ban the use of glyphosate.

“It’s not so much the glyphosate molecule; it’s that we have all used so much of it over the years,” he said. “Rely on preemergent materials early in the season and reserve glyphosate as a clean up at the end of the season.”

“My philosophy when I talk to people is to not ban it but to save it for needed use. Maybe we pretend that there are no herbicide alternatives available. We have annual grasses that are easy to kill, then use an alternative herbicide for that. But when you have weeds where you need that systemic benefit of glyphosate, then use it. It is a good molecule, and it has an important fit in weed control, but it does need to be used all the time,” Roncoroni said.

And of course, reading and following the herbicide label will maintain its safety.

Study Forecasts Cost of Regulations on California Citrus Industry

Citrus Research Board Explains Cost Impacts on Growers

New regulations are expected to cost California citrus growers an average of $701 per acre per year, or $203 million annually statewide, according to a new study commissioned by the Citrus Research Board (CRB).

“Compliance with environmental regulations not associated with groundwater sustainability is estimated to increase costs by $17.7 million, or $67 per acre of citrus,” predicts Bruce A. Babcock, Ph.D., a professor in the School of Public Policy at UC Riverside who authored the study. “New labor requirements will increase costs by $112 million, or $357 per acre, once they are all phased in.”

“Babcock has presented a well-researched economic report that shows how new regulations will increasingly impact California’s citrus industry,” said CRB President Gary Schulz.

The report, Impact of Regulations on Production Costs and Competitiveness of the California Citrus Industry, also predicts that controlling the Asian citrus psyllid (ACP) “will increase costs by $65 million, or $248 per acre per year, if controls are extended to all citrus-growing regions.” Compliance training costs are estimated to increase costs by another $29 per acre, or $7.5 million for the state citrus industry.

“As I read and reread Dr. Babcock’s report, two things kept jumping off the page: one, ‘Cost increases borne by California’s citrus but not by … other citrus growing regions decrease the future competitiveness of California’s citrus industry’; and two, ‘… future compliance with these regulations is estimated to increase costs by $203 million, or $701 per acre per year,'” said California Citrus Mutual President Joel Nelsen. “When the cost of citrus at store level gets too expensive, consumers look for lower priced fruit. This UCR report paints a clear path for policy makers if their goal is to drive the citrus industry out of California and onto off-shore production areas.”

The 20-page report includes a breakdown of increases in labor costs, including California’s minimum hourly wage increases, which are scheduled to rise in annual increments to $15 over the next four years. The report also covers the projected cost increases of recent state legislation dealing with paid sick leave, payment rates for rest and recovery periods, overtime and workers compensation.

The section on insecticide treatment addresses grower cost of spraying for ACP, even though the severity of the problem currently differs greatly in various areas of the state. If ACP establishes itself in all citrus regions in the state, which the report says is “almost inevitable,” control efforts would amount to $39.5 million per year, according to Babcock. This would be in addition to the state-mandated tarping of fruit that is transported to packinghouses, at a cost of approximately $9 million per year.

According to the report, The Food Safety Modernization Act, which was passed in 2011 and is still being implemented, will not require major changes for growers who are already GFSI-certified (Global Food Safety Initiative compliant).

The impact of the Sustainable Groundwater Management Act (SGMA) is hard to predict, according to Babcock. “It will not be possible to calculate the impact of SGMA until each basin’s groundwater sustainability plans have been finalized,” he states. “Without new surface water supplies, it seems inevitable that some farmland that currently relies on groundwater will need to be fallowed to balance withdrawals with recharge rates.”

Babcock, a Fellow of the Agricultural and Applied Economics Association, has won numerous awards for his applied policy research. He received a Ph.D. in Agricultural and Resource Economics from UC Berkeley, and Master’s and Bachelor’s degrees from UC Davis.

The CRB administers the California Citrus Research Program, the grower-funded and grower-directed program established in 1968 under the California Marketing Act, as the mechanism enabling the state’s citrus producers to sponsor and support needed research. Spotted Wilt Virus Light This Season on Tomatoes

Thrips Widespread But Yields are High

Spotted wilt virus on tomatoes was a big concern at the beginning of the season. California Ag Today spoke with Tom Turini, vegetable crops farm advisor for the University of California Cooperative Extension in Fresno County, about the topic. We caught up with him on the west side of Fresno County. He said despite the potential virus pressure, tomato yields have been very high this year.

“Thrips are the vector of tomato spotted wilt, and while the thrip distribution is much wider than it was last year, it doesn’t look like we’re seeing the level of economic damage,” Turini said.

“We had had concerns initially about problems, and of course that could get worse as we get later in the season, but so far our yields have been very, very high,” Turini said.

He explained that the strong yields is in part due to the mild temperatures during the spring, so there was good early fruit set. “Even that, I would expect that now with these higher temperatures over the last six weeks, we’re going to start seeing the effects of the yield-robbing virus with a later harvest, he said.

Last year, the concern was with fresh market tomatoes.

“We had concerns late last year in the fresh market, but this year it’s at moderate levels of economic impact. “It doesn’t mean it couldn’t happen in the future, but at this point, it looks like we were spared, at least for the early season crop.

Monsanto: Jury Got it Wrong on Glyphosate

A Statement from Monsanto Following San Francisco Verdict

No Evidence that Glyphosate Causes Cancer

Like everyone else following the Dewayne Johnson v. Monsanto Co. trial, my colleagues and I have deep sympathy for Mr. Johnson’s plight. Our hearts go out to the Johnson family, and we understand their desire for answers. Glyphosate is not the answer. Glyphosate does not cause cancer. The jury got it wrong. We will appeal the jury’s opinion and continue to vigorously defend glyphosate, which is an essential tool for farmers and others. We are confident science will prevail upon appeal.

The jury’s opinion does not change the science. Glyphosate has a more than 40-year history of safe use. Over those four decades, researchers have conducted more than 800 scientific studies and reviews that prove glyphosate does not cause cancer.

The National Institutes of Health (NIH) and the Joint FAO/WHO Meeting on Pesticide Residues (JMPR) both recently reaffirmed glyphosate does not cause cancer. The U.S. Environmental Protection Agency (EPA) and other regulatory authorities in Europe, Canada, Japan, Australia, Korea, and elsewhere routinely review all approved pesticide products and have consistently reaffirmed that glyphosate does not cause cancer.

Rather than arguing the science, the plaintiff’s lawyers repeatedly crossed the line, distorted the facts and used baseless and egregious emotional appeals to inflame the jury. We are deeply troubled by the conduct of the plaintiff’s lawyers in this case. The judge admonished this conduct on several occasions and instructed the jury to ignore these statements. However, we are concerned that this conduct unduly influenced the jury’s deliberations, and we will be raising this issue in our appeal.

The plaintiff’s lawyers know they cannot win on the science. This lawsuit is based solely on the opinion of one organization called IARC. IARC is not a regulatory authority and did no independent studies. IARC is the same organization that determined beer, meat, cell phones, and coffee cause cancer. Investigative reports by Reuters and the Times of London have uncovered that IARC members reviewing glyphosate concealed important scientific data, edited out the conclusions of key studies, and were closely aligned with U.S. trial lawyers.

After IARC’s opinion was announced in 2015, U.S. trial lawyers started running advertising campaigns to recruit people for their lawsuits against Monsanto. There were no lawsuits blaming glyphosate for cancer until after IARC’s opinion. A federal judge overseeing some of these lawsuits recently stated that plaintiffs’ evidence is “shaky” and any lawyer faces a “daunting challenge” in bringing a case to trial based on IARC’s opinion.

Our next step is to file post-trial motions with the Court. Following the Court’s ruling on the motions, we will file our appeal with the California Court of Appeals if needed. We are fully confident that science will prevail in the end. Glyphosate-based herbicides are too important to farmers and others for these baseless lawsuits to go unchallenged.

Fighting Asian Citrus Psyllid On and Off the Farm

Fighting ACP on Farms and Residential Areas Critical

Pests and diseases are as prominent as ever not only for California farmers but in residential areas as well. California Ag Today recently spoke with Rick Westcott, a senior sales rep for Bayer Crop Science, about preventative materials for pests and diseases and the importance of controlling the spread of those diseases, particularly Asian citrus psyllid.

Westcott explained that the advantage of Movento, a powerful insecticide, is that it is systemic, it’s applied early, and it will translocate throughout the entire tree.

“It’s both phloem and xylem movement, so it’ll go down into the roots and then back up so it constantly recirculates within the plant,” Westcott said. “That’s what gives it the longevity of control.”

In citrus trees, Movento typically takes about 65 to 70 days to start working after circulating through the plant which helps with the longevity of the product, Westcott added.

Although Movento is not used specifically for Asian citrus psyllid, it has proved to aid in controlling the pest.

Westcott said Movento is currently being used against citrus red scale and applied during pedal fall along with thrip sprays, which farmers are applying anyway.

“It will take care of your red scale, your early red scale spray, and of course, because it also controls Asian citrus psyllid, it’s a bonus to do that too,” Westcott said. “Then the other thing that they’re doing with the thrip spray as well for katydid control, which is also an issue in citrus at that thrip timing.”

By patrolling and monitoring for ACP, the spread of HLB can also be controlled.

“The key is to keep the ACP at the lowest level possible or zero if that’s possible. [The] fortunate thing for us in the San Joaquin Valley is the fact that we do a lot of spraying for other pests throughout the year that almost everything that we put in the tank happens to also control ACP at the same time,” Westcott explained.

Westcott said that this is the reason we have not seen a huge outbreak of ACP in the San Joaquin Valley, unlike other parts of California.

“The problem isn’t in any commercial grove at this point, but it’s all residential,” Westcott continued. “It’s all concentrated in the residential areas, so there are certain products that you can use an ag that you can’t use there, but most of them, fortunately, you know, they have a label for both residential and agriculture, so they do crossover to stop them there so they don’t get here.”

HLB is still posing a threat in California, but most specifically in the Los Angeles area.

“The total amount of trees currently that are infective with HLB in the counties of LA, Orange and Riverside County is 645. And then if you compare that from a year ago: a year ago, there were only 73 trees that they had infected, and it’s changing every day,” Westcott said.
