Water Use Efficiency Grants: Beneficial or Double Jeopardy for California Farming? Or both?

Through a competitive joint pilot grant program, the Agricultural Water Use Efficiency and State Water Efficiency and Enhancement Program, the California Department of Water Resources (DWR) and the California Department of Food and Agriculture (CDFA) jointly intend to demonstrate the potential multiple benefits of conveyance enhancements combined with on-farm agricultural water use efficiency improvements and greenhouse gas reductions.

The grant funding provided in this joint program is intended to address multiple goals including:

  • Water use efficiency, conservation and reduction
  • Greenhouse Gas Emissions Reduction
  • Groundwater Protection, and
  • Sustainability of agricultural operations and food production

Are these competitive grants promoted by DWR and CDFA providing financial support for further compliance or insulting to farmers who have already met and exceeded these stockpiling regulations? Or both?

I would like to address each goal, one by one.

Water Use Efficiency

I challenge DWR and CDFA to find one California farmer who is using water inefficiently or without regard to conservation. Grant or no grant, many farmers in the state have lost most of their contracted surface water deliveries due to the Endangered Species Act, which serves to save endangered species, an important goal we all share, but does so at any cost.

In addition, DWR is now threatening to take 40 percent of the surface water from the Tuolumne River and other tributaries of the San Joaquin River from February 1 to June 30, every year, to increase flows to the Delta to help save the declining smelt and salmon. This will severely curtail water deliveries to the Modesto Irrigation District (MID) and Turlock Irrigation District (TID)—population centers as well as critical farm areas.

MID TID Joint LogoThis proposal, which disregards legal landowner water rights and human need, would force MID and TID to dedicate 40 percent of surface water flows during the defined time period every year, with no regulatory sunset, for beneficial fish and wildlife uses and salinity control. The proposal disregards other scientifically acknowledged stressors such as predatory nonnative non-native striped bass and largemouth bass, partially treated sewage from Delta cities, and, according to the Bay Delta Fish & Wildlife Office of the U.S. Fish & Wildlife Service Pacific Southwest Region, invasive organisms, exotic species of zooplankton and a voracious plankton-eating clam in the Delta from foreign ships that historically dumped their ballast in San Francisco waters.

While many farmers have fallowed their farmland, other farmers across the state have resorted to reliance on groundwater to keep their permanent crops (trees and vines) alive. The new DWR proposal to divert 40 percent of MID and TID surface water will force hundreds of growers in this region—the only groundwater basin in the Valley that is not yet critically overdrafted—to use more groundwater. 

In a joint statement, MID and TID said, “Our community has never faced a threat of this proportion. MID and TID have continued to fight for the water resource that was entrusted to us 129 years ago.”

Greenhouse Gas Reduction

Have regulators forgotten Assembly Bill (AB) 32, the Global Warming Solutions Act of 2006, that requires the state to reduce its greenhouse gas emissions by 25 percent (back to 1990 levels) by 2050? Ag is already accommodating this regulation.

Now Governor Brown has signed SB-1383, “Short-lived climate pollutants: methane emissions: dairy and livestock: organic waste: landfills” into law that mandates a 25 percent reduction in methane emissions from cow burps, flatulence and manure from all dairy cows and other cattle to achieve the 1990 statewide greenhouse gas emissions level by 2020.

Now CDFA and DWR are asking for grant requests to reduce greenhouse emissions even further. Really?

Groundwater Protection

Ironically, farmers want to reduce their groundwater needs because groundwater has always functioned in the state as a water savings bank for emergency use during droughts and not as a primary source of irrigation. But massive non-drought related federal and state surface water cutbacks have forced farmers to use more groundwater.

Golden State farmers are doing everything possible not to further elevate nitrates in their groundwater. Some nitrate findings left by farmers from generations ago are difficult to clean up.

But the DWR and CFA grant wants California agriculture to do more!

Sustainability of Agricultural Operations and Food Production

Virtually, no one is more sustainable than a multi-generational farmer. Each year, family farmers improve their land in order to produce robust crops, maintain their livelihoods, enrich the soil for the long term, and fortify the health and safety of their agricultural legacy for future generations.

California farmers will continue to do all they can to improve irrigation methods and track their crop protection product use.

And so, I ask again, is this beneficial or double jeopardy for California farming? Or both?

Keeping the California Dairy Industry Afloat

The Necessity of Keeping the California Dairy Industry Competitive

Anthony Raimondo, an attorney with 15 years of experience working with farmers and farm labor contractors, is concerned the California government is placing the state’s agricultural industry at an economic disadvantage compared to other states. Raimondo used the California dairy industry as a prime example in which arbitrary in-state legislation is giving other states an advantage.

“The state government tells the dairy farmer how much they get to charge for milk,” explained Raimondo. “They have now raised minimum wage and overtime, with AB-1066 becoming law, but they do not tie any of that [added cost] to the milk price. Farmers will lose money,” he said.

 

“The California dairy industry is still fighting to be a part of the USDA’s Federal Milk Marketing Order (FMMO),” Raimondo continued. “But until that happens, the added costs are causing many California dairymen to weigh their options.”

 

Increasing government regulation is making it difficult for California dairies to compete with other states, Wisconsin in particular. Raimondo elaborated, “For many years, Wisconsin’s milk production was on the decline and California’s milk production was on the rise; that trend has now reversed. Wisconsin is now on the rise again and California is on the decline because our dairies can’t make it with the level of regulation and the level of cost,” he said.

 

“Some dairies have reduced hours to keep costs low,” said Raimondo. “Other dairies are closing either because they are going out of business or because they are moving to places like Idaho and Texas where the milk price is better and the cost profile is more favorable.”

 

The move to a FMMO would help even the playing field for California dairies. Raimondo warned there is a lot at stake if nothing is done to lower milk production costs in the number one Ag state. “We are going to lose a segment of agriculture that is 100% family farms. Family farming is one of those things that is precious to our state, and it can’t be brought back once it’s gone,” Raimondo said.

Julie Borlaug Honors her Famous Grandfather, Norman Borlaug, in Advancing Science in Agriculture

 

Editor’s Note: Julie Borlaug spoke recently at the 2016 Forbes AgTech Summit in Salinas, and shared with us the legacy of her Grandfather, Norman  Ernest Borlaug, a man who used technology to ward off starvation and the recipient of the Nobel Peace Prize, the Medal of Freedom, the Congressional Gold Medal, as well as the importance of advanced technology in Agriculture.

We take the legacy of my grandfather and we carry it out through the land-grant mission of teaching, research and extension. We’re primarily funded by organizations like USAID and USDA, so we truly are a development agency.”

We all know why we care about agriculture and a lot of why we care is pretty much some of the same reasons my grandfather was up against during the green revolution. My grandfather was the recipient of the Nobel Peace Prize, the Medal of Freedom, the Congressional Gold Medal and now a statue in the National Statuary Hall at the U.S. Capitol. However, when I speak about my grandfather I like to humanize him a little and make people realize he was a normal person and that anyone can, if they’re dedicated, change the world.

Growing up with him, we didn’t really know what he did. We just knew he flew through Dallas on his way to Mexico or Africa or India. In third grade, I took him to show and tell, and he was upstaged by a hamster. I think it was good for him.

When he got the Congressional Gold Medal I got to sit with him on stage and he had two minutes to talk. The entire Congress was shut down. At 10 minutes, Nancy Pelosi‘s staff [was] poking me from behind saying, “You’ve got to stop him.” I leaned forward to President Bush and I said, “They want him to stop. You’re the President.” He said, “This isn’t my thing, this is the Congressional.” Right at that point, I think we were about 18 minutes in, my grandfather said, “Poverty and hunger are fertile seeds for isms, and terrorism is one of them.” At that point Bush leaned back and said, “Don’t stop him now.”

My grandfather was many things. He was a warrior against hunger, he was a teacher, but first and foremost he was a scientist. He often said, “The fear of change is the greatest obstacle to progress.” He came down on the side of innovation and was known to be bold and quick.

He was a fierce advocate for innovation and technological change, especially when it came to developing countries and small-scale farmers. His most potent view of science was that man’s most advanced knowledge and technology should be used in the battle against hunger and poverty.

Like my grandfather’s green revolution, we have a huge challenge in front of us: How to feed 9 billion people. This is going to require new economic, political policies, new rounds of innovation, of technological advancements, but most importantly in agriculture, it will require a new way of agriculture to address things.

Transformation

We have to change our thinking, we have to have new partners and we can’t be the traditional Ag and take a silo approach. We have to be interconnected, transformative, with greater transparency and we need to bring the life science technology entrepreneurs—everyone, even the medical community—to the table.

That’s one of the reasons why my grandfather’s green revolution was so successful. He realized he had to bring the government, economic infrastructure and technology together for the small-holder farmer for it truly to work, because agriculture alone cannot transform.

Like my grandfather, I strongly believe in biotechnology and innovation. I always get asked, “Can we feed 9 billion people?” My answer is yes, if we are allowed to. If my grandfather were here he’d say, “We are not going to be able to do this without science and without pushing the boundaries of innovation.”

To feed 9 billion we need to realize we have a new strain of fact-resistant humans and we have a lack of transparency, that’s all you can call them. I could call them something else, but that’s the most polite way.

Consumer Confusion

We need to realize that our consumer is very different. We have mommy bloggers, we have foodies driving the conversation and the table is moving closer to the farm. We have all the misconceptions; a backyard garden is not farming.

Pretty backyard gardens with chickens running around is not going to feed the world. It takes more than that and we have a public who thinks that’s what it is. I always ask those people, if they want to go see reality, come with me to rural Kenya and let’s ask a female farmer what she needs. It’s seeds, inputs and technology.

We also have market confusion. We have vegan green beans, we have gluten-free cranberries, we have GMO-free beef. I was at an opening of Whole Foods a few years ago and there was a North Texas cattle company that was showing GMO-free beef and I had to walk over and ask what he meant. He said, “We do not genetically modify our cattle.” I said, “Well, of course you don’t. Do you mean you’re not giving feed that has been genetically modified?” He said, “No, no, no, we do that. We just don’t genetically modify our cattle.” It was great marketing.

We had GMO-free salt that sold at stores. I like that one. We have a public that believes everything on social media, especially what their 20-year-old yoga instructor says, who got a degree in nutrition online. We also have fear campaigns; look at what Greenpeace has done.

You cannot be anti-hunger and anti-innovation. If you are going to be anti-innovation, you better have a solution for us because we’re willing to accept it.

Innovation and NextGen

What’s really [fascinating] is where my grandfather would be excited about the future of Agriculture. My grandfather would be most excited about the gene revolution. We have gene-editing and synthetic biology. There are so many new solutions out there. We have a sharing economy, internet of everything, cloud biology, MachineryLink—something I’m involved in. It’s an uber platform for sharing of equipment.

In order to really get to my grandfather’s legacy, we have to remember that we are responsible for the next generation. We have to build the hunger-fighters that my grandfather built. The next generation is growing up with technology, they’re creative, they have bold ideas, they collaborate across discipline and they want change. We need to bring them to the table and support them.wheat

When my grandfather got the Nobel Peace Prize, the Chair said, “Behind the outstanding results in the sphere of wheat research for which the dry statistics speak, we sense the presence of a dynamic, indomitable and refreshingly unconventional research scientist. We still need more of those today. It’s going to be unconventional partnerships and innovations that help us end hunger. Just remember, if we don’t allow it to happen here, if we try to ban the future of agriculture and innovation, it’s just going to happen somewhere else, and I think we want that to happen here.”

If my grandfather was here he would thank you for your dedication and he’d tell you to move faster, because there are 25,000 people who are going to die today while we’re debating future technologies. I think we need to always remember that.

Before he died he said he had a problem. This was when he was told he was going to pass away, and it was 3 days before he died. My mom and I asked what his problem was and he said it was Africa. “I never brought a green revolution to Africa.”

I quickly said, “All the hunger-fighters, everyone you’ve trained, everyone in this room is going to ensure we bring a green revolution to Africa that’s appropriate for each country and each area, and we will do that everywhere.” That is what you’re doing, but remember, your innovation and technology is only good when you take it to the farmer.

Tulare County Ag is Down But Strong

Tulare County Annual Crop Report is Down But Still Strong

The numbers are in for the 2015 Tulare County Annual Crop and Livestock Report.  Marilyn Kinoshita, Agricultural Commissioner/Sealer of Tulare County, reported, “We had an overall value of $6.9 billion, compared to last year, which was more than $8 billion,” which means the County led the nation in total crop value and dairy production, despite a decrease of nearly 14% in one year.

Tulare County’s top ten crops [crop value] in 2015 were:

  1. Milk
  2. Cattle & Calves
  3. Oranges- Navels & Valencias
  4. Grapes
  5. Almonds Meats & Hulls
  6. Tangerines – Fresh
  7. Corn – Grain & Silage
  8. Silage – Small Grain
  9. Pistachio Nuts
  10. Walnuts

Kinoshita explained, “Dairy is our number one industry here. Our milk production was off a little bit. We have fewer dairies in business now because of the low milk prices. Anytime your fresh market milk is off, that’s going to affect our overall value. A good 2/3 of that billion-dollar decrease came from the dairy industry. The price was low the entire year, as opposed to the year before.”

Thus far, the reported 2015 county crop reports in the Central Valley are down this year. “Fresno County, for instance, was down 6.5% off its record $7 billion in 2014,” Kinoshita said.

 

“It has a lot to do with low water deliveries in Fresno and Tulare Counties,” she continued. “The smaller the water deliveries, the more efficient those growers have to be with that water. Anytime you’re pumping water out of the ground, it’s terribly expensive,” she noted.

 

“Some of our growers have had to decide, ‘All right, I’ve got this much water; I’m going to keep those blocks alive and I’m going to push an older block that isn’t producing as well.’ The returns aren’t as good as some of the newer plantings,” said Kinoshita.

 

Despite all of that, Kinoshita said agriculture does sit at the head of the table in Tulare County. “Yes, and we need a successful Ag industry to thrive here,” she said.

Tricia Stever Blattler, executive director of the Tulare County Farm Bureau, noted the crop report demonstrates the strength of the agricultural industry. “I think every year when this crop report comes out, it is always a testament to the resiliency of this industry. This industry takes hard knocks, gets knocked down, then steps right back up to the plate and keeps swinging,” Blattler said. “The agricultural sector has a lot of outside challenges that impact the number that we see reported every year.”

Blattler acknowledged the crop value numbers do not reflect net revenue for growers. “It’s always really important for our listeners to know that the crop value is a gross revenue number. When our Ag Commissioner steps to the microphone and speaks to our Board of Supervisors about this report each year, she’s reflecting values that are attributed to all of the gross revenue, and it’s not only the field value,” Blattler said.

 

“That gross number reported each year also represents our packing houses, our milk processing facilities—the creameries, the butter plants—the packing shedsall those other parts of our industry that [create] value in our industry,” said Blattler.

 

Blattler noted up or down, it’s all about the resiliency of farmers. “The industry has its years that are really blockbuster and it has its years when it falls back and we see a reduction acreage. We see reductions in surface water deliveries. The drought is still certainly playing a significant role in the numbers we’re seeing,” she explained.

 

With regard to surface water, Tulare County is in a bit of a unique position. “As an Eastside county, some of our water deliveries are not as subject to the situation that the Westside is in. In the same sense, we have some significant cutbacks that have been attributed to the San Joaquin River’s restoration and the biological opinions in the Delta—all have had an impact on the Central San Joaquin Valley [water] deliveries regardless of whether you’re Eastside or Westside.

 

“Also, as the exchange contractors either take greater deliveries of water or give up water, that also impacts the amount available to Eastside growers here in Tulare County,” she said.

 

In summary, 2015 Tulare Crop Report covers more than 120 different commodities, 45 of which have a gross value in excess of $1 million. Although individual commodities may experience difficulties from year to year, Tulare County continues to produce high quality crops that provide food and fiber to more than 90 countries worldwide.

CULTIVATING COMMON GROUND: Economic Analysis of Drought on California Agriculture

Josué Medellín-Azuara, Duncan MacEwan, Richard E. Howitt, Daniel A. Sumner and Jay R. Lund of the UC Davis Center for Watershed Sciences, ERA Economics and the UC Agricultural Issues Center reported their views on the economic impact of California’s continuing drought on agriculture this week. The study, “Economic Analysis of the 2016 Drought For California Agriculture,” proved to be uncommonly riddled with errors, questionable metrics and inaccuracies; it’s a continuation of a disturbing recent trend.

The authors claim that about 78,800 acres of land might be idled due to the drought, but a quick Google search shows a single water district that had more than 200,000 acres of fallowed land in 2016. There are more than a hundred other water districts throughout the state, and most are reporting idled acreage.

 

In another irrigation district in Yuba County, more than 100 agricultural users have been cut off entirely, leaving their nearly-mature crops and fruit and nut trees without water.   [North Yuba Water District (NYWD)]

 

This year the federal and state water projects announced they would provide agriculture with 55% of their water. Two months ago, they reduced the estimate to 5% south of the Delta, and they are struggling to even deliver that amount.

 

Across the state, water prices have increased dramatically, whether pumped from the ground or bought on the faltering water-exchange market. Water that costs less than $250 per acre foot in 2012 now costs up to $750 or more.

 

It doesn’t take a doctoral or economic degree to understand that when the price of water goes up, the cost to produce food also goes up. Farmers may be getting more money for the produce they grow, but they are watching their bottom line shrink because it costs more to grow it. Even water from their wells isn’t free; pumping takes energy, and energy costs money too.

 

Adding to rapidly increasing costs are the new minimum wage, capped work hours, and hundreds of regulatory mandates from the 80+ local, state, and federal agencies that oversee every aspect of California farming and bury farmers in paperwork and red tape. Compliance takes time away from growing food, and it costs money.

 

Take a look at rice farmers. Growing rice today is a losing proposition. After the labor, cost of rice plants, fuel, fertilizing, care, harvesting, drying and milling, growers pay substantially more to grow rice than they can charge for their crop. Many have converted rice paddies to other uses, and some sell their water or take money from federal agencies and conservation groups to create wildlife habitat in order to simply stay afloat. Some are selling off their land to developers, a lose-lose decision affecting everyone.

 

On main street, consumers are another group taking a second, alarmed look at their grocery, water and sewage bills. All are rising far faster than inflation. Whether you are talking about the price of fruit, bread and eggs or the cost of taking a shower, all have been increasing over the past five years because of the drought.

 

To really understand what’s happening, take a drive out of the city and into the countryside where your food is grown. Stop at a roadside produce stand or park your car and strike up a conversation with some ranchers and farmers in a small town cafe.

 

After you hear their stories, you may realize that almonds and pistachios are not as labor intensive as strawberries, tomatoes, cucumbers, grapes, beef, lamb or many others out of the nearly 450 crops grown in California. Some crops are thirstier than others, too. This doesn’t diminish the value of these fruits, nuts, vegetables, and proteins. The value of water is what it provides us: in this case, safe, local, and hopefully affordable food.

 

But commonsense interviews and case studies of actual operations — once the heart of any competent agricultural economic study — are virtually missing from the report’s statistical models built on university computers, research hypotheses and tables of statistics.

 

The drought has hurt California farmers, and it is hurting Californians wherever they live. Gross income may be up, but net profits are down, and the rate of decline hasn’t hit bottom yet.

Josué Medellín-Azuara told California Ag Today, “I will not go over debating the comments which I very much welcome and respect, but I would like to provide some thoughts instead.”

 

1)  “Through remote sensing,” Medellín-Azuara said, “we estimated summer idle land in Westlands by the end of the irrigation season to have been 170K acres in 2011 and just above 270K acres in 2014,” based on NASA data. The difference can be explained by some drought effects and other conditions, according to Medellín-Azuara, “so idled land differences should be taken with a grain of salt. As a point of interest, most of the fallow land we estimated was on the Westside of the south San Joaquin Valley.”

 

2) In addition, Medellín-Azuara clarified, “My understanding is that there is a cost issue and a cutoff issue. We estimated about 150 TAF (Thousand Acre-Feet) of [water] shortage in the Sacramento Valley in our study. At current conditions for North Yuba Water District (NYWD) agriculture is no more than 3 TAF from my reading of the attached document. I am not saying the cutoffs are not hard for the more than a hundred users, but [I] also want to put numbers into perspective.”

 

3) “From what I’ve heard and read,” Medellín-Azuara stated, “the timing [of] more than quantity of the projected releases is unfortunate. One of the things we highly encourage in this and past reports is easing of low environmental impact water transfers among users.”

Air Resources Board to Rein In Cow Flatulence

Public Enemy #1: Cow Flatulence

While not a popular or sexy topic of discussion, flatulence is a very natural activity. Who amongst us hasn’t occasionally burped, belched, or otherwise passed a little gas? When guilty of passing waste gases such as hydrogen, carbon dioxide, methane and other trace gases due to the microbial breakdown of foods during digestion, we may say, “Excuse me.”

 

California CattleBut for dairy cows and other cattle, manners do not suffice; the California Air Resources Board (ARB) has a low tolerance for such naturally occurring and climate-altering gaseousness. The ARB is planning to mandate a 25% reduction in burps and other windy waftage from dairy cows and other cattle, as well as through improved manure management.

 

Anja Raudabaugh, CEO of the Modesto-based Western United Dairymen (WUD), said, “The ARB wants to regulate cow emissions, even though the ARB’s Short-Lived Climate Pollutant (SLCP) reduction strategy acknowledges that there’s no known way to achieve this reduction. The ARB thinks they have ultimate authority, even over what the legislature has given them: two Senate Bills—SB 32 and SB 1383—to limit the emissions from dairy cows and other cattle.”

 

“We have a social media campaign addressing the legislative advocacy components,” Raudabaugh explained, “to make the legislatures aware that this authority has not been given to ARB by the legislature, and to bring that into perspective.” Raudabaugh said while SB 32 is not that popular because it calls for raising taxes, SB 1383 is worrisome, “because if anybody wanted to achieve something of a win for the legislature this year with respect to greenhouse gas emissions, this is the only bill left,” she said.

Raudabaugh said that in order for the ARB to achieve their mandated 75% reduction in total dairy methane emissions, they are proposing that 600 dairy digesters be put on the methane grid by 2030. According to the ARB’s own analysis that could cost as much as several billion dollars—more than $2 million, on average, for each of California’s remaining 1,400 family dairy farms.

 

“That is not only expensive, but digesters do not work for every dairy. They can be an option for some, but because of their expense and the reality that not everyone ‘dairies’ the same way, digesters cannot be a mandated solution,” noted Raudabaugh. “All dairy personnel and other interested Californians should contact your state legislature and urge them to veto both bills and not allow the ARB more powers than they actually have.”

Drought, Lower Commodity Prices and Production Issues Drive Report Down

The Fresno County Department of Agriculture’s 2015 Crop and Livestock Report was presented to the Fresno County Board of Supervisors TODAY.  Overall, agricultural production in Fresno County totaled $6.61 billion, showing a 6.55 percent decrease from 2014’s $7.04 billion.

“The strength of Fresno County’s agricultural industry is based upon the diversity of crops produced.  This year’s report covers nearly 400 commodities, of which, 62 exceed $1 million in value,” said Fresno County Agricultural Commissioner/Sealer of Weights and Measures Les Wright“The lack of a reliable water supply continues to fallow productive land,” Wright continued.

The annual crop report provides a chance to examine changes and trends in crop acreage and yields.  Amounts in the report reflect the gross income values only (income before expenses) and does not reflect net return to producers.

According to the released figures, an increase was seen in vegetable crops (4.95% = $59,025,000). Decreases occurred in field crops (41.99% = $134,995,000), seed crops (30.80% = $10,437,000), fruit and nut crops (6.6% = $229,551,000), nursery products (25.65% = $16,088,000), livestock and poultry (9.44% = $118,769,000), livestock and poultry products (31.38% = $199,769,000), apiary (2.39% = $1,735,000) and industrial crops (54.38% = $3,992,000). 

“Every day, millions throughout the world are eating food that originated in Fresno County,” said FCFB CEO Ryan Jacobsen. “The magnitude of this industry does not occur by happenstance. Generation upon generation of agricultural infrastructure has been built to feed an unbelievably productive, wholesome and affordable food supply.

“I continue to remind all—eaters; elected officials; local residents who benefit from a healthy, vibrant farm economy; and those whose jobs depend upon agriculture—that we must not take what we have for granted,” continued Jacobsen.  “By not addressing our challenges head-on, whether it be water supply reductions, labor issues, governmental red-tape, etc., we are allowing our economy, our food and our people to wilt away. The direction of the Valley’s agricultural industry explicitly determines the direction of the Valley as a whole.”

One popular component of the report is review of the county’s “Top 10 Crops,” which offers a quick glimpse of the diversity of products grown here. In 2015, these crops accounted for three-fourths of the report’s value.  Added to this year’s list were mandarins (9) and oranges (10).  Mandarin demand continues to push acreage upwards.  Dropping out of the Top 10 was pistachios and cotton.  Pistachio production was significantly reduced last year due to the “blanking” issue that left many shells without nuts, and cotton acreage continues to be depressed due to reduced water supplies and fallowed land.

First established in 1984 by Ronald Reagan, the 40th President of the United States, National Ice Cream Month was scheduled for the month of July, with the third Sunday of the month designated as National Ice Cream Day.

Jennifer Giambroni, director of communications, California Milk Advisory Board, explained why Californians, in particular, have so much to celebrate during National Ice Cream Month. “As the number one ice cream state,” she said, “we produce 126 million gallons of ice cream a year.”

California also leads the nation in milk production, and 99 percent of dairies in the state are family-owned. Including milk production on farms and milk processing, the California dairy industry, supports about 190,000 jobs in the California economy and contributed about $21 billion in economic value added in 2014, according to “Contributions of the California Dairy Industry to the California Economy,” by the University of California Agricultural Issues Center (May 14, 2015).

Ice cream, being both timeless and innovative, has evolved in flavors and varieties over the years, according to Giambroni, while still holding true to the traditional treat you grew up with as a kid. “Ice cream is an important category that represents a lot of the milk produced on California’s more than 1,400 family dairy farms and carry the Real California Milk seal,” she noted.

“We’re seeing adult-friendly milkshakes with the addition of spirits, ice cream sandwiches made with more than cookies, and sundaes with everything from balsamic vinegar reductions to red bean paste,” Giambroni elaborated. Other new ice cream trends include hyper-indulgent flavor combinations, including nuts and fruits grown in California, and “better for you” versions with probiotics, varying levels of fat and sugar, added calcium, lactose-free, and different kinds of oils. “We’re loving the olive oil and walnut oil ice creams for their subtle flavors,” Giambroni noted.


Approximately 12 pounds of Real California Milk are used to make just one gallon of California ice cream.

Poultry Industry Doing Well, for Now

Poultry Industry Shines, Like a Canary in a Coal Mine

Bill Mattos, president of the California Poultry Federation, based in Modesto, reported the state’s poultry industry is doing well despite new regulations and wage increases. “First of all,” he explained, “it looks like chicken has taken over as the [category of] highest meat consumption now in the United States. It’s getting more and more popular, so that’s good,” Mattos noted.

“Also, the best thing is the industry seems to be weathering the Highly Pathogenic Avian Flu (HPAI) A (H5N1) storm,” he continued. “In California, we’re doing our due diligence with biosecurity. We don’t have any Avian Influenza. We’ll knock on wood for that.”

California Poultry Federation logo“The industry is also enjoying lower feed costs. That’s 60% of our cost, so that’s good news,” he added.

And, poultry industry employees have job security. “It doesn’t look like there will be fewer employees in the industry over the next few years, and we’d like to have more,” he said.

Notwithstanding the good news, challenges loom on the near horizon. “The Air Quality and Water Quality Control Boards are regulating a lot of different industries,” Mattos observed. “They’re starting to look at the poultry industry now that they have completed the dairy rules. We’re very concerned about those issues, so we are trying to work with the boards to explain to them what we do and how our business runs,” noted Mattos.

The updated minimum wage requirement may hurt the California poultry industry, another big concern of Mattos. “We supply half the chicken consumed in California. The other half comes from out of state. Without the same minimum wage requirements, we’re going to be at a disadvantage. We’re looking into the different possibilities—what we can do—to offset that.”

“You will be seeing some new things coming out from the poultry industry as we look at the ramifications of the new minimum wage,” explained Mattos. “We can’t compete with that. They are going to be taking a lot more percentage away from us, which may cost us some jobs if we don’t work this out.”

“With the minimum wage hike, California lawmakers are trying to appease workers. But it really affects businesses. Ours happen to be mostly in the Central Valley, which is the hardest-pressed area for unemployment. It isn’t a good place to have to follow wage requirements like you’re seeing in San Francisco and Los Angeles. It frankly makes no sense in the Central Valley,” said Mattos.

East of Fresno at Friant Dam last Friday, July 1, the San Joaquin Valley Water Infrastructure Authority (SJVWIA) and the United States Department of the Interior, Bureau of Reclamation signed an historic Memorandum of Understanding to coordinate and complete feasibility studies of the proposed Temperance Flat Dam.

State Assemblymember Frank Bigelow, 5th Assembly District (serving a large portion of Madera County, along with all the foothill and mountain communities north of Madera to the Sacramento area) noted the critical importance of getting Temperance Flat Dam built to store freshwater for the citizens and farmers of California.

Bigelow, a Madera rancher and farmer of pistachios, figs, and persimmons, said, “This is a huge event to enable us to have additional [water] storage. I just am so thankful to the people who put the water bond forward. Without the money that the people have made possible by voting to support the water bond, none of this would be possible; that’s a clear message.”

“Without water,” Bigelow explained, “none of our communities would continue to survive in the way they have for years and years. Much of the water we see is being used in different ways; it is not all going to agriculture, and it is not all going to residential. It is going to the environment. So we’ve got to divide that up by the law now, and in equal proportional value.”

“Right now,” he detailed, “Millerton Lake captures 526,000 acre-feet of [fresh] water, but we have millions of lost acre-feet that flow past every year into the Delta, then ultimately to the ocean.” Upon completion, the Temperance Flat Dam would hold more than twice the amount of water that Friant Dam holds—”especially important for capturing freshwater during heavy rain and snow years,” noted Bigelow.
