UC Climate-Ready Landscape Trials Identify Low-Water Yet Attractive Plants

Good news: roses can be a part of your water-efficient landscape. Lorence Oki, UC Cooperative Extension environmental horticulture specialist in the UC Davis Department of Plant Sciences, identified rose cultivars that remain aesthetically pleasing with little water.

Oki is the principal investigator of the Climate-Ready Landscape Plants project, which may be the largest irrigation trial in the western U.S., and the UC Plant Landscape Irrigation Trials (UCLPIT), the California component of that project. These projects evaluate landscape plants under varying irrigation levels to determine their optimal performance in regions requiring supplemental summer water.

“There are some assumptions that pretty plants use a lot of water, like roses,” Oki said. “Everyone thinks they need a lot of water, but we’ve found some that don’t, and they still look great. A water-efficient landscape doesn’t need to look like a Central Valley oak-grassland in the summer. It can look really attractive.”

In 2021, Oki’s team at UC Davis identified Lomandra confertifolia ssp. pallida “Pom Pom” Shorty and Rosa “Sprogreatpink” Brick House® Pink as two of the best low-water plants in the trial.

“The useful tip or information that is shared at the end of each trial is the selection and designation of plants as Blue Ribbon winners. These are the plants that looked good with an overall rating of 4 or higher throughout and were on the low (20%) water treatment,” said Natalie Levy, associate specialist for water resources, who manages the project at the UC ANR South Coast Research and Extension Center.

How plants earn a blue ribbon

Each trial year, the selection of new plants is based on research recommendations and donated submissions from the nursery industry. The landscape plants are trialed in full sun or 50% shade cover.

Irrigation treatments are based on the rate of evaporation and plant transpiration (evapotranspiration) measured through a local California Irrigation Management Information System (CIMIS) weather station that provides a reference evapotranspiration (ETo) rate.

Three levels of irrigation are provided to the plants equal to 20%, 50%, and 80% of ETo. The volume of water applied is the same at each irrigation based on soil characteristics, but the interval between applications varies with weather and the treatment. Using this method, irrigations for the 20% treatment are less frequent than the 80% treatment.

“The 20% treatment during the 2022 trial was irrigated an average of once per month while the 80% treatment was irrigated weekly,” explained Levy.

During the deficit irrigation trial, monthly height and width measurements are taken to determine the plant growth index. Monthly qualitative aesthetic ratings on a scale of 1 to 5 are determined for foliage appearance, flowering abundance, pest tolerance, disease resistance, vigor and overall appearance.

A second round of flowering abundance and overall appearance measurements are also taken to capture more of the blooming period. For example, UCLPIT identified in the 2020 trial at South Coast REC that the “Apricot Drift” rose had a mean overall appearance score of 3.5 out of 5, deeming it “acceptable to very nice” and a low water use plant within the Water Use Classification of Landscape Species or WUCOLS guide.

Project expands options for landscape planting

While attending UC Davis as a master’s student, Karrie Reid, retired UCCE environmental horticulture advisor for San Joaquin County, assisted Oki with landscape water conservation research. The landscape plant irrigation assessments were initiated at UC Davis in 2004 and the UCLPIT project, now in its 20th year, originated from her master’s thesis project from 2005 to 2007. A CDFA grant supported duplicating these fields at the South Coast REC in 2017.

“(WUCOLS) only has 3,500 plants in it. There are guesses that there are close to 10,000 cultivars in urban landscapes in California, if not more,” said Oki. “WUCOLS also didn’t have numerical ratings. Instead, you’ll see verbal ratings like ‘low water use’ or ‘high water use.'”

The UCLPIT project has not only developed numerical recommendations for irrigation, but it has also added new landscape plants that are compliant with California’s Model Water Efficient Landscape Ordinance. In fact, UCLPIT’s data is one of the few sources that can be used to supplement WUCOLS.

Geographic diversity of trial sites adds to knowledge base

In addition to UC Davis and South Coast REC in Irvine, the trials have expanded beyond California as the Climate-Ready Landscape Plants project and is in progress at Oregon State University, University of Washington, University of Arizona and Utah State University thanks to a USDA/CDFA grant awarded in 2020.

Lloyd Nackley, associate professor of nursery production and greenhouse management at Oregon State University, is the principal investigator of the trial in the Portland metro area, which is entering its third year.

“People know that there are drought tolerant plants, but there are many. We’re trying to highlight lesser known or newer varieties. And even though the trial is three years, most gardeners would hope that their garden lasts longer than that,” said Nackley.

One of the observations that Nackley recalls is of the Hibiscus Purple Pillar plant. Unlike the trial at South Coast, the Purple Pillar did not perform well in Oregon in the spring.

“It wasn’t until August that we saw the plant bloom and begin to look like what we saw from South Coast in April,” Nackley said.

Ursula Schuch, horticulture professor and principal investigator of the trial taking place at the University of Arizona, was also surprised at the range of performance among different plant types and the effects of irrigation, heat and temperature.

“This research will reassure green industry professionals that they can stretch their water budget to successfully cultivate more plants, watering them according to their needs instead of irrigating every plant according to the highest water-using plants,” said Schuch.

Although research is only conducted in the West, the hope is that there will be trials in other regions of U.S.

Doing so would yield comprehensive information about the plants and their performance in different climates. As extreme weather events persist in the U.S., disease pressure and risks do too. Trials throughout the country would provide location-specific data regarding disease susceptibility.

Growers Invited to See Benefits of Cover Crops in Orchards, Vineyards

Searchable database of growers experienced in growing cover crops launched

Growers are invited to tour orchards and vineyards and hear from other growers about their experiences with cover crops.

UC Sustainable Agriculture Research and Education Program, UC Cooperative Extension, the Napa Resource Conservation District, and the Community Alliance with Family Farmers have created a searchable database of orchard and vineyard growers experienced in growing cover crops that will help other growers bring the benefits of the prctice to their operations.

“The tours are part of a project for which we recently unveiled new tools for orchard and vineyard growers to learn about cover cropping from experienced growers,” said Sonja Brodt, associate director of the UC Sustainable Agriculture Research and Education Program.

The database describes cover cropping strategies, details of field practices, benefits and challenges experienced by cover crop growers in orchards and vineyards in the southern Sacramento Valley (including the Capay Valley) and the North Coast viticulture region. Porse Named Director of California Institute for Water Resources

Erik Porse joined the University of California Agriculture and Natural Resources on Jan. 11 as director of the California Institute for Water Resources.

Porse has built an outstanding career in water as a research engineer with the Office of Water Programs at California State University, Sacramento and an assistant adjunct professor with UCLA’s Institute of the Environment and Sustainability. His research focuses on urban and water resources management. He specializes in bringing together interdisciplinary teams to investigate complex environmental management questions.

Porse earned a Ph.D. in civil and environmental engineering (water resources) from UC Davis and a master’s degree in public policy (science and technology) from George Mason University. His professional experience includes international work and teaching in Mexico, Europe, Japan and East Africa. He has authored over 50 reports and peer-reviewed articles.

“UC ANR is fortunate to have a director with broad professional experience in science and policy at the United Nations, the U.S. government, private sector firms and research laboratories,” said Deanne Meyer, UC ANR interim associate vice president for programs and strategic initiatives. “Erik’s recent research has collaborated with scientists and projects addressing priority areas in the California Water Resilience Portfolio, including safe drinking water, efficient urban water use, sustainable groundwater management, water reuse, beneficial uses of stormwater, and environmental finance.”

The CIWR is the California hub of the national network of water research institutes supported by the federal Water Resources Research Act of 1964 and provides and communicates solutions to complex water issues and will serve a critical role to support applied water research that tackles large problems with systems approaches, including groundwater recharge, water rights, irrigation management, water finance, and drinking water access. The CIWR works with scientists throughout California as well as through the national network to bring defensible solutions and alternatives to California’s water management community.

“Water is a necessity for life and management of water is essential for California’s economy and prosperity,” Meyer said. “Porse’s leadership with multidisciplinary research teams, water policy research, and integrated systems modeling will serve the CIWR and ANR for years to come.”

Porse succeeds Doug Parker, who retired in 2022 after 11 years as CIWR director.

Citrus Industry Welcomes Federal Funding for New Citrus Breeding Program in Parlier, California

California Citrus Mutual (CCM) and the Citrus Research Board (CRB) welcome more than $1 million in new federal funding for critical research programs that support the U.S. and California citrus industries.

The 2023 Appropriations bill passed by Congress last week includes continued funding to help stop the deadly citrus plant disease Huanglonging (HLB) that has devastated citrus production in Florida and other parts of the country. Additionally, $1 million in new funding was approved to establish a citrus breeding program at the USDA Agriculture Research Service (ARS) field station in Parlier, California. This funding will be re-appropriated annually.

Championed by California Senator Alex Padilla and Representatives Jim Costa and David Valadao, the new California citrus breeding program will identify new citrus varieties that are best suited for changing climatic pressures such as drought, consumer taste preferences, and resistant to pests and diseases such as HLB.

The program is an expansion of the existing national USDA ARS citrus breeding program located in Florida, which is focused primarily on varieties that are optimized for Florida growing conditions. The Florida program has resulted in new varieties with higher yields, increased disease resistance, improved color, and a longer shelf life.

With such promising advances being made in Florida, CCM and the CRB saw the need for a similar program in California to breed fresh citrus varieties that are better adapted to the unique environmental conditions of California’s production regions.

The CRB, which is a grower-funded organization aimed at furthering the industry’s research priorities, has committed $500,000 toward establishing the new breeding program in Parlier, with the goal of bringing additional representation to California’s industry.

“The commitment of the citrus industry to delivering quality research and innovation for all farm use has taken a big step forward with the support of congress funding the citrus breeding program in Parlier,” said Justin Brown, CRB Chairman.

Marcy L. Martin, CRB President, added, “Expanding the current national citrus breeding program into California will have a significant impact on California’s citrus industry as growers aim to mitigate the evolving issues that affect production and increase yield through varietal research.”

The Florida and California breeding programs along with the continued efforts of the University of California citrus breeding program at UC Riverside will work together to deliver the best results for California citrus growers.

“The addition of the breeding facility in Parlier will make the ARS Citrus Program a truly national project,” said CCM President and CEO Casey Creamer. “We look forward to watching the growth of this program and its collaboration with the UC breeding program to find solutions to the issues California citrus growers are faced with every day.”

Additionally, the 2023 Federal budget includes continued funding for the Citrus Health Response Program, which supplements industry and state funding for on-the-ground efforts aimed at preventing the spread of the HLB and continued funding for the Huanglongbing Multi-Agency Coordination group, which funds research programs aimed at identifying short term solutions to HLB.

California Fresh Fruit Association Applauds the Introduction of Senate’s Affordable and Secure Food Act

The California Fresh Fruit Association (CFFA) applauds the introduction of the Affordable
and Secure Food Act that was announced in the United States Senate today. The California agriculture
industry is the nation’s top producing region in the world. However, ensuring a reliable workforce has
remained a constant issue.

CFFA President Ian LeMay stated, “On behalf of the California Fresh Fruit Association, we would like
to thank Senator Bennet for his leadership in introducing this bill. The agricultural industry has waited
many years to have a reliable, legal workforce. This legislation will address the critical need to provide
a pathway to legal status for current, undocumented employees, while also improving the existing
guest worker program. The agricultural industry in California and across the country prides itself on
being able to provide a safe, and secure food supply to the nation and the world. However, this can
only be accomplished with a dependable workforce. There is no doubt that agriculture has waited
many years for immigration reform, and we are optimistic that this bill will finally accomplish this
goal.”

CFFA is encouraging the Senate to pass this bill to ensure that our domestic food supply will last long
into the future. The Association will continue to engage on this issue to ensure that California’s fresh
fruit industry’s needs are addressed.

Farmworkers at Risk for Obesity, High Blood Pressure, Say UC Researchers

Better Access to Health Care and Safety Net Programs Would Help

Farmworkers are a crucial link in our food supply chain, a fact that came sharply into focus during the early days of the COVID-19 pandemic. To keep these essential workers healthy, there is a need for more data on farmworkers’ health. A new study published by University of California scientists looks beyond work-related health concerns such as heat and pesticide exposure to the general health of the people who help plant, nurture and harvest food in California.

“The study findings confirm the high chronic-disease burden in a workforce that is considered essential but lacks adequate access to health care and safety net programs,” said Susana Matias, lead author and UC Cooperative Extension specialist in the UC Berkeley Department of Nutritional Sciences and Toxicology. “This is a concern because California needs a healthy farmworker workforce. These workers are key to putting food on our tables and should be protected and supported as any other California worker.”

After reading the study, an advocate for women farmworkers said she sees opportunities to enhance farmworkers’ health by improving their working conditions by enacting policy governing work permits; childcare; pest management; unemployment benefits; access to healthy and affordable food; and safe, affordable housing.

To see a broader perspective of farmworker health, Matias analyzed data from three studies by Marc Schenker, UC Davis physician and professor emeritus. Schenker’s studies examined farmworkers’ general health, occupational injuries and important causes of illness and disease. Causes or so-called “social determinants” of disease include low income, food insecurity, undocumented immigration status, and poor housing conditions.

“Those social determinants are particularly negative and impact disease outcomes in the farmworker population,” Schenker said. “Too often farmworkers don’t have the benefits of other working populations, including adequate health care. It is hoped that recognition of this situation can lead to addressing these deficiencies and an improvement in farmworker health.”

Irene de Barraicua, director of operations and communications for Lideres Campesinas, said the study relates to much of the work her organization does advocating for women farmworkers.

“The article and studies emphasize findings that call for higher salaries, better working conditions, more worker rights and access to healthcare,” de Barraicua said. “From these findings, we can also gather that the health of farmworkers is impacted by various stress factors related to poverty, excruciating and unsafe work conditions, and lack of or costly childcare to name a few.”

Matias found that female farmworkers were at higher risk of obesity and larger waist circumference, while male farmworkers were at higher risk of high blood pressure and high total cholesterol.

“These differences in chronic health risks between farmworker men and women suggests that clinical and public health responses might need to be sex-specific,” said Matias, who is also co-associate faculty director at the Berkeley Food Institute.

The studies were conducted with farmworkers in Mendota, Oxnard and Watsonville. Matias would like to expand the scope to assess the health of farmworkers statewide.

“Our study is not representative of other regions of the state,” Matias said. “A representative survey is urgently needed in California to better identify and quantify the health problems in this population, and to provide the services needed by these essential workers.”

“The article ‘The Chronic Disease Burden Among Latino Farmworkers in California’ clearly brings to the forefront very important sociodemographic and socioeconomic ‘gaps’ unique to farmworkers, an essential segment of our population and workforce,” said de Barraicua of Lideres Campesinas.

“We need to enact policy that facilitates access to health care including mental health services; easily accessible, free rural and mobile clinics; telehealth services, essentially unrestricted healthcare coverage for all,” de Barraicua said, adding that trusted community health workers who know the farmworkers’ culture and speak their language are needed.

She also noted the growing population of indigenous Mexican farmworkers and face greater challenges related to language access, limited education and immigration status.

The article, co-authored by Matias, Schenker, UC Berkeley postdoctoral researcher Caitlin French and student Alexander Gomez-Lara, is published in Frontiers in Public Health.

Harvesting Light to Grow Food and Clean Energy Together

Different Light Spectra Serve Different Needs for Agrivoltaics

People are increasingly trying to grow both food and clean energy on the same land to help meet the challenges of climate change, drought and a growing global population that just topped 8 billion. This effort includes agrivoltaics, in which crops are grown under the shade of solar panels, ideally with less water.

Now scientists from the University of California, Davis, are investigating how to better harvest the sun — and its optimal light spectrum — to make agrivoltaic systems more efficient in arid agricultural regions like California.

Their study, published in Earth’s Future, a journal of the American Geophysical Union, found that the red part of the light spectrum is more efficient for growing plants, while the blue part of the spectrum is better used for solar production.

A door opener

The study’s results could help guide global interest in agrivoltaics and identify potential applications for those systems.

“This paper is a door opener for all sorts of technological advancements,” said corresponding author Majdi Abou Najm, an associate professor at the Department of Land, Air and Water Resources and a fellow at the UC Davis Institute of the Environment. He conducted the study with first author Matteo Camporese of the University of Padova in Italy, who came to UC Davis as a Fulbright visiting scholar. “Today’s solar panels take all the light and try to make the best of it. But what if a new generation of photovoltaics could take the blue light for clean energy and pass the red light onto the crops, where it is most efficient for photosynthesis?”

For the study, the scientists developed a photosynthesis and transpiration model to account for different light spectra. The model reproduced the response of various plants, including lettuce, basil and strawberry, to different light spectra in controlled lab conditions. A sensitivity analysis suggested the blue part of the spectrum is best filtered out to produce solar energy while the red spectrum can be optimized to grow food.

This work was further tested this past summer on tomato plants at UC Davis agricultural research fields in collaboration with UC Davis Assistant Professor Andre Daccache from the Department of Biological and Agricultural Engineering.

Guiding light

In an era of shrinking viable land, understanding how plants respond to different light spectra is a key step toward designing systems that balance sustainable land management with water use and food production, the study noted.

“We cannot feed 2 billion more people in 30 years by being just a little more water-efficient and continuing as we do,” Abou Najm said. “We need something transformative, not incremental. If we treat the sun as a resource, we can work with shade and generate electricity while producing crops underneath. Kilowatt hours become a secondary crop you can harvest.”

The study was funded by a U.S. Department of State Fulbright Research Scholarship, UC Davis and the National Institute of Food and Agriculture.

“We are very pleased and thankful for the expert panel’s dedication to this report. We think it reflects many of the conversations that we’ve had and recommendations that we made, including the need for a single point of leadership for the agency when it comes to human foods program

“We are also appreciative of the panel’s acknowledgement of the need for a prevention focus by the agency when it comes to the safety of the nation’s food. This was the original intention of the Food Safety Modernization Act and we are very grateful for the call to see it re-established. With more than 20,000 farms in California alone that provide produce to the nation, we acknowledge that the best way to continue to achieve food safety is through prevention-based programs rather than compliance.

“We look forward to continuing to collaborate with the FDA on the implementation of these recommendations, as well as working with our Congressional counterparts to find the best strategies to ensure resources for these recommendations.”

New Board President and New Board Members

Today, the Westlands Water District Board of Directors appointed Jeff Fortune as president of the District. Mr. Fortune succeeds Ryan Ferguson. Mr. Fortune is a third generation California farmer and second generation Westlands farmer. He is a “boots on the ground” farmer with more than four decades of farming experience. Mr. Fortune works alongside his father and two brothers at their family farm growing tomatoes, almonds, and pistachios.

At the Special Board Meeting today, Mr. Fortune was joined by four new Board members who were elected to the Board in November: Ernie B. Costamagna, Justin Diener, Donald Ross Franson III, and Jeremy Hughes. Each new Board member will serve a four-year term.

Ernie Costamagna is a third generation family farmer in California. He began farming in Westland’s in the 1980’s. His farming operation is comprised of nuts, wine grapes, cherries, garlic, onions, cotton and processing tomatoes. He is a resident of Hanford CA with his wife and has 7 children.

Justin Diener continues to work in the same area his family began farming in the 1930s. Mr. Diener, with his family, grows processing tomatoes, garlic, almonds, and lemons and raises lambs. Mr. Diener is responsible for the financial management of his family’s farming operation. He is a graduate of Stanford University with a degree in Economics with Honors. Before returning to the farming operation, Mr. Diener spent more than a decade of his career working for JP Morgan Securities, Wells Fargo Bank, and Bank of the West. Mr. Diener lives in Five Points, where he was born and raised, with his wife and daughter.

Ross Franson’s family has farmed in Westlands since the District’s formation in 1952. Mr. Franson currently serves as VP of Strategy at his family business, Woolf Farming & Processing, which grows almonds, pistachios, tomatoes, and other row crops. His family business also operates almond and tomato processing facilities within the District. Over the years Mr. Franson has served on various agricultural-related Boards, including Woolf Farming & Processing, Harris Woolf California Almonds, Cal-West Rain, and Aliso Water District. Mr. Franson currently resides in Fresno with his wife and three children.

Jeremy Hughes, a fifth-generation farmer, has farmed in the District for over 25 years with his family. Since his father started the operation in the mid-1970s with a one-quarter section of land, the farm has steadily increased. Mr. Hughes started the company that bears his name in 1997, farming various row crops including processing tomatoes, almonds, and pistachios. Mr. Hughes lives in Clovis with his wife and two children.
