CA Table Grape Growers Award Nine Scholarships to Local Students

Nine high school graduates from the table grape growing regions in the San Joaquin and Coachella Valleys of California were recently awarded scholarships on behalf of California’s table grape growers, the California Table Grape Commission announced TODAY.

Five of the scholarships were awarded to children of table grape field workers: three $20,000 scholarships to four-year universities and two $3,500 scholarships to two-year colleges. Four $20,000 scholarships to four-year universities were awarded to students majoring in agriculture-related fields.

For 30 years, California’s table grape growers have funded the nation’s first worker- focused scholarship program. The program has awarded over 100 scholarships to field workers and their children from the table grape growing regions in California. A few years ago scholarships were added for students living in the table grape growing regions who plan to pursue careers in agriculture.

“The 2014 scholarship recipients are all very talented and motivated individuals, with a variety of career interests,” said Kathleen Nave, commission president. “These scholarships are one of the ways that California’s table grape growers encourage and support education in their local communities.”

$20,000 Four-year Field Worker Scholarship Recipients

Ms. Vanessa Serrato Meza is a graduate of Desert Mirage High School in Coachella Valley, and will be attending University of California, San Diego in the fall to study human biology. Vanessa, having immigrated to the U.S. at eight years old, was interactive with others in her community by tutoring and assisting in their studies while taking numerous Advanced Placement and honor courses at her high school. She plans to use the scholarship to continue her education and someday return to her community to help those in need.

Ms. Diana Valenzuela is a graduate of McFarland High School, where she ranked at the top of her graduating class with a weighted GPA of 4.39. Diana was a team co-captain on varsity softball, the senior class secretary and a recreation leader in an after school program where she led activities for hundreds of elementary school students. Crediting her parents who came to the U.S. from Mexico and their diligence as her main motivation, Diana plans to study civil engineering at University of Southern California with the goal of giving back to her community by building safe public utilities, such as roads, buildings and bridges. Diana will be a first-generation college student from her family.

Ms. Lissette Garcia is a graduate of McFarland High School, and plans to attend University of California, Los Angeles to study biochemistry. As a member of Advancement Via Individual Determination (AVID), Movimiento Estudiantil Chicano de Aztlán (MEChA), Associated Student Body (ASB) and the Roaring Leos, Lissete has participated in canned food drives, served as a math tutor, volunteered at the migrant program and elementary school function, and completed various fundraising activities. Lissette, whose parents she says embedded hard work into her, will be a first-generation college student.

Ms. Estefani Hernandez Dominguez is a graduate of Highland High School, and plans to attend Bakersfield College to study culinary arts. Estefani, who says her parents are the biggest influence in her life, is a deaf student who has not allowed her deafness to prevent her from succeeding. In high school she was the vice president of the deaf club and was an honor student her sophomore year. Estefani’s goal is to become a chef. She loves cooking food for family and friends, and dreams of some day owning a restaurant in Fresno and being the first deaf person with a Food Network television show.

Ms. Maria Lozano is a graduate from Reedley High School, and plans to study for an Associate of Applied Science (AAS) degree in medical assisting at Heald College. Maria was very involved in high school, being active with the Spanish Club, Advancement Via Individual Determination (AVID), California Scholarship Federation, Generation Green and was secretary of the Migrant Club, while volunteering in school and community activities. Maria came from Mexico to the U.S. when she was a baby, and refers to her parents as her heroes. She has dreamed of becoming a registered nurse for years. Maria will be a first- generation college student in her family.

Mr. John Taylor Ball is a graduate from Clovis West High School, and plans to attend California State University, Fresno to study agricultural business. During high school, Taylor was recognized as a Scholar of Academic Distinction, a high academic honor, while being involved in volleyball and basketball and serving the community through organizations such as Assisteens. Taylor’s family has a history in agriculture. His grandfather was a farmer in the San Joaquin Valley for many years. The combination of life experience and his family’s strong ties to agriculture have solidified his career direction and passion for agriculture, specifically the produce industry. Taylor has the goal of some day owning a thriving produce sales and marketing company in the Central Valley.

Ms. Adilene Gonzalez is a graduate from Hanford High School, and plans to double major in business administration and dairy science at California State University, Fresno. Adilene is known as a student who excels in academics and someone who demonstrates a concern for others through community service activities. Graduating with a 4.09 weighted GPA, Adilene was involved in the California Scholarship Federation and HHS Drama Club, and she devoted volunteer time to the local public library and a farm care program taking care of neglected animals. Her life-long goal is to some day administer her own dairy, continuing to keep the roots of agriculture in her family.

Julia Reese

Ms. Julia Reese is a graduate from Clovis North High School, and plans to attend University of California, Davis to study plant science. Julia’s interest in agriculture comes from living in a farming region, her parents’ close ties to agriculture, and projects with 4-H and science fair during high school. Julia was a scholar athlete, graduating as a valedictorian while undertaking a number of co-curricular activities such as water polo, track and field and participating in youth court and key club, co-founding the French club and serving the community through a number of different organizations. Julia envisions her future working in a rural setting in a role that will help improve the production and efficiency of farming. She would like to work with grapes at the production level some day as a pest control advisor or fertility consultant.

Mr. Cristiano Alves is a graduate from Kingsburg High School, and plans to study agricultural and environmental plant sciences at California Polytechnic State University, San Luis Obispo. Cristiano balanced a rigorous course schedule with many activities such as water polo, involvement with Future Farmers of America (FFA), being his senior class president and a youth group leader and altar server for his church, and volunteering with Kingsburg Choir Crab Feed and Fresno Rescue Mission. His interest in agriculture comes from growing up on a farm and a unique opportunity he had through a vineyard maintenance project with FFA in which he was responsible for harvesting grapes, assessing crop fertility, weed management and pest control. Cristiano says some day he would like to become an agricultural pest control advisor.

New Jordan Research Center Breaks Ground At Fresno State

Under clear blue skies, with hundreds of agricultural industry members in attendance, the Jordan College of Agricultural Sciences and Technology at Fresno State broke ground yesterday on a new 30,000 sq. ft. Jordan Research Center, at the corner of Barstow and Woodrow Avenues, designed to foster collaboration among students and faculty in agricultural sciences and technology engineering and science and mathematics. The new research center of Fresno State is scheduled to open in the fall of 2015.

Ground BreakingFresno State President Joseph I. Castro said the world-class Jordan Research Center would provide many opportunities for students. “We are very excited about the Jordan Research Center. It’s going to provide many new opportunities for the next generations of leaders in agriculture, advance the research throughout our region and play a key role in strengthening our economy here in the Valley,” Castro said.

Castro said that the ag industry in California would be there to support that center well. “We are blessed with so many partnerships now with agriculture, and one of my highest priorities is to expand the number of partners, and this Center will help us do that.”

A $29.4 million dollar gift from the Jordan family to the College of Agricultural Sciences and Technology in 2009 made this facility possible. “We are so fortunate to have the Jordon’s as friends. They love agriculture, and they love Fresno State. And we are grateful for their gift.”

The monetary gift is the largest cash gift in Fresno State’s history and among the largest ever in the CSU system.

“My late husband Bud, as well as brother-in-law Lowell, would be so very pleased to see not only the family legacy tied to Fresno State agriculture, but to know that the future of agriculture will be well served by the work to be done in the research center,” said Dee Jordan.

During the groundbreaking ceremony, Castro also announced three gifts to establish endowments to enhance laboratory spaces inside the building:

Retired Fresno Dentist Harry Moodigian, who walked onto the Fresno State campus in 1956, has given $200,000 in support of a microbiology lab at the center. “I want to see my University in the forefront of research in the field of microbiology. This is a wonderful way of supporting the research program.

And, Dave Watkins, senior vice president of agricultural operations for Loam Spices and Vegetable Ingredients has established a $200,000 endowment to support the interdisciplinary research lab.

“We moved our headquarters to Fresno three years ago, and we immediately began reaching out to the University to build our relationship, established an intern recruiting program, and when this opportunity came along, it was a perfect fit for us,” said Watkins.

This $24 million project will feature open, flexible space designed for collaborative research. Faculty and students from the Jordan College will work alongside colleagues in the Lyles College of Engineering and the College of Science and Mathematics.

“At Fresno State, we want to support advances in the agriculture industry, and we have the opportunity to do that with the Jordan Research Center,” said Castro. “This facility is going to make a tremendous impact in the Valley and around the world. We’ll be able to perform research that will advance knowledge throughout the industry.”

“This is the first-of-its-kind on a CSU campus. Fresno State agriculture will be on the leading edge as we continue to make significant contributions to enhancing production agriculture, food systems and natural resources,” said Dr. Charles Boyer, dean of the Jordan College.

The state-of-the-art center will include wet and dry laboratories and laboratory support space. “For our students, the Jordan Research Center will create an environment where research becomes totally integrated into university life. This will be a place where the region’s greatest minds will enrich our environment and unlock the solution for our greatest challenges,” Boyer said.

“Fresno State specializes in applied research, aligning its resources with the needs of the Central Valley,” Castro said. “The Jordan Research Center is a perfect example of the vision and creativity that will drive Fresno State’s growth.”

CAPCA’s Terry Stark: Biopesticides More Mainstream

Stark Speaks About CAPCA and its Role in the Biopesticide Industry.

Terry Stark, President and CEO of California Association of Pest Control Advisors (CAPCA,) told 140 attendees at the Biopesticide Industry Alliance semi-annual early April meeting in Sacramento, what his organization thinks about the softer pest and disease control products.

“CAPCA represents 3,000 members of the 4,000 licensed-PCAs in California.

We have expanded our educational outreach through CAPCA-ED. We run 40 seminars annually throughout the state to aid all license-holders to improve their categories,” Stark announced,” said Stark.

“The regulatory burden pushes us to be better and more advanced,” Stark said. “CAPCA has 16 chapters, and each chapter has a director seated on the state board. My Chairman of the board is Jeremy Briscoe a Certis USA national manager. So I believe CAPCA is very well integrated with the biopesticide industry. Jeremy is the first representative that is a non-retail, non-independent to serve as the chair of CAPCA. This is a big move in the mentality of what we do,” said Stark.

CAPCA has traditionally centered on the San Joaquin Valley – production agriculture – the heart and soul of diversified agriculture and the money. “However, in the last 10 years, the wine industry has taken a step higher than the our other crops. All of a sudden we have Napa, Sonoma, Paso Robles, and southward to Santa Maria and Ventura County.”

Stark explained that everything west of I-5 tended to be the “softer side” of PCAs and chemical use in California. “I say that with respect because the wine industry was looking for ways to use less conventional products, ways to brand both organically and sustainability and with lower tolerances for their products. That caught on solidly seven or eight years ago.” Stark continued, “My largest independent PCAs are between Mendocino and San Francisco.”

“Like my Ventura guys and gals, they use more biological controls by releasing a lot of beneficials,” said Stark. “And it’s hard to come in with a hard-core application and maintain your beneficial populations,” he said.

When Stark was asked to speak at the Biopesticide Alliance meeting, he was asked to talk about perceptions. “I reflected on what I saw as a manager when they hired me to come to CAPCA. You talk about perception of biopesticides, with all due respect to my membership, 30 percent think that it’s one way or the highway.

In the central part of the state, from Kern County and throughout the desert valleys, it’s still spray and run. It’s big business, big acres. But it has its place,” said Stark.

He spoke about California being a hodgepodge of the most invasive species in the world, with many new pests coming in seemingly every week.

“Our entire citrus industry is facing Asian Citrus Psyllid which vectors the deadly citrus greening disease; we just survived the Glassy-winged sharpshooters in the wine industry; and, we’ve got Shot-hole bores coming to avocados. This represents huge production areas,” he said.

CAPCA has recognized that there are new ideas in pest and disease control and has moved towards being able to incorporate other chemistries, pheromones, and other items into the tool chest.

 

CAPCA’s Aging Demographics

Stark shared some demographics of CAPCA. “In CAPCA meetings, I don’t see a lot of dark-haired people sitting in the room. I don’t see a lot of females sitting in the room.

Our gender is 10-15 percent females,” he said.

Seventy five percent of my membership has 16-plus years of experience as PCAs. CAPCA also manages 1,000 Certified Crop Advisor (CCAs) who focus on nutrient recommendations, and the same demographics carry over to them. Of that, 35 percent have 30-plus years of experience. Do you think many will work past 30 years?

CAPCA’s last membership survey was done in 2010. We are projecting a 20% loss of membership by 2015. And that continues outward in a five-year cycle.

Through the Department of Pest Regulations we are only testing maybe 12-15 percent maximum replacements with young PCAs coming into the cycle.

How do we survive? We are turning to electronics, iPhones, and iPads.

PCAs have to be licensed in California if you are using restricted-use materials, soliciting for sale, and/or acting as an expert thereof. That takes care of the whole sales group too.

So, in biopesticides, you’re outside of that umbrella in most ways. You have some products that you to play with, but overall, that gives a “softer approach” for the younger PCAs to look at.

 

 Working Areas of PCAs

Sixteen percent of PCAs work in field and row crops; 34 percent in trees & vines, the only ones getting water this year; vegetables at 12 percent; and turf and ornamentals –10 percent. Turf and ornamentals in California drop 50 percent in the last 5 years with the collapse of the housing and commercial real estate industries, plus golf courses, they have had a pullback. So our members have moved to retail and other areas.

If you are in PAC and you are in retail, you represent 30 percent of the industry. Eighteen percent are independents, and that means you truly do your own thing: if you have alfalfa, you have 20,000 acres you’re looking at; if you have citrus, you’ve got 3-5,000 acres; if you have vineyards, you’d better have 2-3000 acres to pay for it—if you want to make big money—and you’re working 7 days a week to do that. Seventeen percent are in-house; these are the Paramount’s and the Boswells of the industry. They hire CCAs and PCAs like full-time employee of the ranch.

The dynamics of I-5 is not moving into the Central Valley or into the southern counties. You have pockets of Los Angeles and Santa Barbara where you have nursery stocks, that‘s always been kind of open to the biopesticides industry and its products.

What I think has made the biopesticide industry successful, beyond all of your research, hard work and marketing, are the opportunities and the new wave of using your thumbs, and twitter, and communications, and Facebook, and social media in general. The outreach that you can do your business on the iPhone and still drive down the road, answering your clients’ questions has enabled the “boutique” industry in the last 5 years to come closer to the mainstream because customers don’t have to do any special work to find out about you. You are in their feed lines of information. These are important tools,” said Stark.

“California is a highly-regulated environment, so electronics has complemented other resources. I think the known fact that many products are less toxic is a huge benefactor,” he said.

“Take the Light Brown Apple Moth, which ended up being a environmental community PR campaign that kicked food and agriculture’s butt in California. And now every fruit tree in Santa Cruz is going to die from the apple moth. You can’t even move the firewood because it will contaminate the rest of the area,” Stark said.

The unknown elements of a pheromone to treat the moth were a big problem because the public did not understand, and the industry took it for granted. “The pheromone is about as soft and appropriate as you can get in the marketplace,” said Stark. “But we need to approach the public in a different way. And I think the biopesticide industry is doing a much better job,” he said.

“I’d be remiss with all of the large companies sitting in the room, the BASF’s, Syngenta’s, Bayer’s, the Valent’s—all have learned to adopt and bring into their tool chest additional products that can complement their conventional materials and usually make the grower more profit,” noted Stark.

“CAPCA doesn’t get into this much, but we have a lot regulatory obligation responsibility to protect the field worker. The toxicity and the life of the product go a long way in how you get back into the field,” he said.

“So, in the biopesticide world, you have a better opportunity of targeting the exact pest you need to target. It’s not a broad-spectrum-type deal. So that gives you the advantage. My PCAs see that– my 50 percent younger side in the house – sees that. And that’s a positive for this industry,” Stark said.

IPM is not a word that is understood until you get to California. CAPCA cannot do anything in his recommendation without being CEQA-oriented (California Environmental Quality Act) must look for alternative uses before any restrictive material can be made; otherwise he is in violation of his own recommendation. IPM, and biopesticide products fit that requirement to make that check mark when they do that.

“In addition, biologicals are lower priced than they ware 7-8 years ago. And that’s good because the grower doesn’t spend a dime more than they have to. If you think PCAs are out there pounding product or fertilizer on, and the farmer is not making any money, just three minutes later in the coffee shop, that guy is fired and another is hired,” Stark said.

“It is important to the sustainability in going forward, when you have a regulatory environment like we do in California. We have a built-in arena here and people are always listening to what can be done better and still make a profit. In my opinion, you are off to the races and biopesticides are mainstream now,” noted Stark.

If you can hit 15-20% of the marketplace, it’s been a great quarter-century run for you to get there and I think the CAPCA membership is looking forward to a long-lasting relationship.

He reminded attendees of the popular CAPCA Conference, Oct. 19-21, 2014 at the Disneyland Hotel in Anaheim. “I have 1,300 attendees and 150 exhibitors. What better place to be than with 800-900 license holders. It’s all relationships. Once you get the relationship, your social media, and your electronics, your product will sell itself,” Stark concluded.

Legislation Update

The National Pork Producers Council reported today:

 

HOUSE POSTPONES ACTION ON AGRICULTURAL APPROPRIATIONS BILL

The House this week began considering the fiscal 2015 funding bill for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies, but postponed a final vote on it so that Republicans can sort out their leadership issues in the wake of Majority Leader Eric Cantor’s decision to step down from his post after losing his primary election for the Virginia 7th Congressional District seat. The legislation includes $20.9 billion in discretionary money, which is equal to the fiscal 2014 level, and $121.3 billion for mandatory spending for federal food programs. NPPC helped secure in the House Appropriations Committee-approved bill language that prohibits USDA from implementing certain burdensome provisions included in the 2008 Farm Bill related to the buying and selling of livestock under the Grain Inspection and Packers and Stockyards Act. Additionally, Rep. Tom Latham, R-Iowa, requested and was able to include funding for research on porcine endemic diarrhea virus (PEDv) funding to better understand the transmission of the disease. NPPC is thankful of Rep. Latham and Appropriations Committee Chairman Robert Aderholt, R-Ala., for the inclusion of these important funds.

 

LIVESTOCK HAULERS RECEIVE ONE-YEAR EXEMPTION FROM DOT ‘HOURS OF SERVICE’ RULE

The U.S. Department of Transportation last Friday granted truck drivers hauling livestock and poultry a one-year exemption from an hours-of-service rule that took effect last July 1. The regulation requires truck drivers to take a 30-minute rest break after eight hours of service. For drivers transporting livestock and poultry, the hours of service included loading and unloading animals. NPPC hailed the move as a victory for animal welfare, as summer temperatures can cause livestock health problems, particularly for pigs, which do not sweat. NPPC is also appreciative of Secretary of Transportation Anthony Foxx for recognizing the importance of the issue for livestock farmers and Agriculture Secretary Tom Vilsack for his efforts to secure the exemption. HOUSE COMMITTEE HOLDS HEARING AFTER COMMENT EXTENSION GRANTED

NPPC Chief Environmental Counsel Michael Formica drafted a petition signed by 72 other agricultural groups in support of an extension. Under EPA’s proposal, the agency would redefine the term “waters of the United States” to include intermittent and ephemeral streams, and expand jurisdiction into farm fields and farm drainage. This would significantly impact agricultural operations, requiring permits and giving activists and regulators authority to dictate farm production practices. Prior to issuing these extensions, NPPC hosted EPA representatives at the World Pork Expo to meet with the NPPC Board of Directors and learn firsthand about farming. EPA visited farms in North Central Iowa to better understand farmers’ concerns regarding the apparent impact of these proposals and the need to work together with farmers to clarify EPA’s intent and minimize the unintended impacts on farmers and ranchers who have worked their families land for generations.

 

SMALL BUSINESS EXPENSING LEGISLATION APPROVED

The House Thursday approved on a 277-144 vote H.R. 4457, the “America’s Small Business Tax Relief Act of 2014,” which would permanently extend the tax code’s small business expensing provision – Section 179 – at a level of $500,000. Since 2003, Congress increased the amount of investment that small businesses can expense from $25,000 to $500,000. Legislation expanding and/or extending the provision was enacted eight times, but the expensing limits were temporary, and, beginning in 2014, the amount reverted to $25,000. NPPC joined dozens of other agricultural and business organizations in urging House lawmakers to approve the tax legislation. In a June 9 letter to bill sponsors Reps. Pat Tiberi, R-Ohio, and Ron Kind, D-Wis., the groups said permanent extension of Section 179 would increase investment and jobs, reduce tax complexity and paperwork and alleviate uncertainty for business owners, farmers and ranchers.

 

SENATE AGRICULTURE COMMITTEE HOLDS HEARING ON CHILD NUTRITION PROGRAMS

The Senate Agriculture Committee Thursday held a hearing titled “A National Priority: The Importance of Child Nutrition Programs to our Nation’s Health, Much of the discussion focused on the military turning away recruits and discharging service members because of poor health (known as the “Too Fat to Fight” epidemic) as well as on how reduced school lunch programs help students perform better in school. Witnesses included U.S. Air Force (Ret.) General Richard Hawley; National Parent Teacher Association President Otha Thornton; Dr. Stephen R. Cook, associate professor at the University of Rochester Medical Center School of Medicine and Dentistry; and Francis Scott Key Middle School Principal Yolanda Stanislaus. Congress is in the beginning stages of reauthorizing the national school lunch program, and NPPC continues to promote pork as a lean healthy protein that should continue to be included in school lunches.

 

HOUSE WAYS AND MEANS TRADE SUBCOMMITTEE HOLDS AGRICULTURE TRADE HEARING

The House Ways and Means Subcommittee on Trade Wednesday held a hearing titled “Advancing the U.S. Trade Agenda: Benefits of Expanding U.S. Agriculture Trade and Eliminating Barriers to U.S. Exports.” In his opening remarks, Chairman Devin Nunes, R-Calif., voiced his concern that Japan was not being held to the standards that the Trans-Pacific Partnership (TPP), a 12-nation free trade agreement (FTA) of Pacific Rim countries, set out to meet. “If any countries insist on retaining tariffs, then we must complete the negotiations without them and allow them to rejoin when they can commit to full tariff elimination,” said Chairman Nunes. Japan continues to demand certain products, including pork, be excluded from tariff elimination. In addition to being the largest value market for U.S. pork exports ($1.89 billion in 2013), Japan is the fourth largest market for the rest of U.S. agriculture, which shipped $12.1 billion of food and agricultural products to the island nation in 2013. A final TPP agreement that does not eliminate all tariffs and non-tariff barriers on U.S. pork products will negatively affect U.S. pork exports for the next 20 years, meaning billions of dollars less in U.S. pork sales and tens of thousands fewer U.S. jobs. For NPPC to support a final TPP agreement, Japan needs to eliminate all tariff and non-tariff barriers on U.S. pork and pork products NPPC expressed its concerns to the subcommittee in written testimony. DR. GAMBLE PARTICIPATES IN CODEX WORKING GROUP

Dr. Ray Gamble, president ex officio of the International Commission on Trichinellosis, traveled to Tokyo, Japan, May 28-30 to participate in meetings as part of the Codex Committee on Food Hygiene’s physical working group tasked with drafting a document on parasites in food. Dr. Gamble provided invaluable expertise to the US Delegation which was led by the United States Department of Agriculture’s Food Safety and Inspection Service (FSIS). Currently, some trade partners such as the European Union and South Africa impose unnecessary trichinae mitigation steps on the United States’ pork industry.  According to Dr. Gamble’s studies, there is virtually no risk for trichinae in the United States. A Codex document that creates counterproductive international standards on parasites would be burdensome on the U.S. pork industry. NPPC looks forward to working with FSIS as this document develops.

 

NPB’S LARSEN TRAVELS TO FINLAND

Steve Larsen, National Pork Board’s Director of Pork Safety, traveled to Kirkkonummi, Finland, June 4-6 to participate in an informal scientific colloquium of researchers/university academics, industry and government officials to hear how countries use Hazard Analysis & Critical Control Points (HACCP) and their issues. The committee is planning to propose a new work item aimed at updating the Codex Alimentarius’s General Principles of Food Hygiene, more specifically its Annex on HACCP. The group of HAACP experts will draft a discussion paper on if there is a need to make revisions and will present their findings at the next CCFH meeting this November.

Senators Applaud Designation of Central Valley as “Critical Conservation Area”

U.S. Senators Barbara Boxer and Dianne Feinstein (both D-CA) have praised Secretary of Agriculture Tom Vilsack’s announcement that California’s Central Valley has been selected as one of eight critical conservation areas (CCA) under the USDA Regional Conservation Partnership Program (RCPP). Senator Boxer posted that the designation comes after the Members urged him in a letter to designate the Valley a CCA.

Authorized under the 2014 Farm Bill, the CCA program will provide businesses, non-profits, universities, and federal, state and local governments opportunities to partner with agricultural and conservation groups to invest in innovative water and soil conservation projects.

“The Central Valley is the breadbasket of the world, home to millions of Californians and a rich habitat for fish and wildlife. But drought and other environmental challenges threaten to devastate the region. Designating the Valley a critical conservation area will provide much-needed resources to supplement ongoing conservation efforts. This support will help preserve the Valley as a key source of food, safeguard its role as a driver of California’s economy and protect the area for Californians and wildlife alike,” Senator Feinstein said.

“I thank the Obama Administration for selecting the California Bay Delta and the Central Valley as a Critical Conservation Area,” Senator Boxer said. “This designation will support innovative projects to help our farmers during a time of historic drought, while also promoting soil and water conservation to ensure that the Central Valley remains vibrant and productive for decades to come.”

The designation of the Central Valley (the Bay-Delta Critical Conservation Area) as a CCA acknowledges the importance of the Valley in the nation’s food supply and the difficult challenges the region faces. It produces one-quarter of the nation’s food, representing $17 billion in annual economic revenue.

At over 450 miles in length and 60 miles at its widest point, the USDA Natural Resources Conservation Service reports it is the largest patch of Class I soil in the world, and enjoys a productive growing climate nearly all year. It’s the source of our country’s most nutritious crops, with more than 250 varieties of fruits, vegetables, nuts, legumes, and grains.

Noteworthy for its agricultural productivity, ecological diversity, and complexity, the Bay Delta is one of the largest and most complex water delivery systems in the nation. The Sacramento River and San Joaquin River meet in the Delta, which provides water to one of the most significant estuary ecosystems in the United States and provides drinking water to 25 million Californians.

The Central Valley is also home to more than 6.8 million Californians, as well as 55 species of fish and 750 species of plants and wildlife, including migratory bird populations.

The Valley currently faces significant hardship as a result of historic drought and other environmental stressors – making it all the more vital that resources be directed to the area that benefit watershed restoration, improve air quality and soil management, and create resiliency in our agricultural system.

CALIFORNIA, OREGON SENATORS INTRODUCE DROUGHT RELIEF LEGISLATION

California Emergency Drought Relief Act Of 2014 Would Fund  $300 Million For Drought-Relief And Assistance

Federal Agencies Mandated To Maximize, Expedite Drought-Relief Efforts

 

Senators Dianne Feinstein and Barbara Boxer (both D-Calif.) and Ron Wyden and Jeff Merkley (both D-Ore.) TODAY introduced the California Emergency Drought Relief Act of 2014, a bill to help California and Oregon farmers, businesses and communities suffering from historic drought conditions.

 

The legislation comes on the heels of weekend rain in California and Oregon and snow in the Sierra; nevertheless the drought, which could be worse than the historic dry conditions of 1976 and 1977, already threatens California’s $44.7 billion agriculture sector. Safe drinking water is also in danger of running out in at least 10 California communities.

 

In a press release, Senator Feinstein said: “This drought has the potential to devastate Western states, especially California, and Congress and the president must take swift action. This bill provides operational flexibility to increase water supplies and primes federal agencies to make the best use of any additional rain. With so little water available, we must focus on streamlining federal programs and provide what assistance we can to those farmers and communities being hit the hardest.”

 

Senator Boxer said: “Our bill will require all agencies to use their existing authority to help provide relief to communities hardest hit by this unprecedented drought and make investments to move and conserve water to help our entire state. The goal of this bill is to bring us together to address this crisis, rather than divide us.”

 

Senator Wyden said: “Drought is already hitting Southern Oregon farmers and ranchers in the Klamath Basin, with Klamath County issuing a drought declaration two months earlier than last year. This bill can provide sorely needed relief by making sure that agencies can send scarce water to the communities that need it the most.”

 

Senator Merkley said: “Even though the Willamette Valley was hit hard by snow over the weekend, Oregon is still experiencing a terrible drought, especially in Southern Oregon. Snowpack in the Klamath Basin is only 20% of normal. We need to start preparing now because water shortages are nearly inevitable. This bill will provide emergency funding for important drought-relief projects that will help conserve water where we can and make sure the water we have gets to where it’s needed most.”

 

Unlike the House bill, this Senate bill does not waive any federal or state law, but includes a range of provisions that require federal agencies use existing powers to maximize water supplies, reduce project review times and ensure water is directed to users whose need is greatest. The bill also provides $300 million in emergency funds to be used on a range of projects to maximize water supplies for farmers, consumers and municipalities and provide economic assistance.

 

Maintaining sufficient supplies of safe drinking water to meet minimum public health and safety needs is a top priority in the bill. One key grant program, the Emergency Community Water Assistance Grants, will receive $25 million for projects to increase the availability of drinking water.

 

Additionally, the bill prioritizes grant funding under EPA’s Drinking and Clean Water State Revolving Funds and the Bureau of Reclamation’s WaterSMART program for projects that boost drinking and municipal water supplies.

 

Westlands Water District issued a statement TODAY that it is encouraged by the California Emergency Drought Relief Act of 2014, and Westlands supports the passage of the legislation. “Water supply reductions resulting from extraordinary dry conditions have been exacerbated by the implementation in prior years of regulations imposed under federal law on the operations of the federal Central Valley Project (CVP) and the California State Water Project (SWP).”

 

The legislation introduced today would provide much needed relief for the public water agencies that receive water from these projects and for the people, farms, and businesses they serve.

The legislation mandates that federal agencies act with a sense of urgency and be as flexible as the law allows in order to minimize water supply reductions resulting from the application of those regulations. In particular, direction to manage reverse flow in Old and Middle Rivers, as prescribed by the 2008 biological opinion issued by the United States Fish and Wildlife Service, to minimize water supply reductions for the CVP and the SWP and direction to maintain a one-to- one inflow/export ratio during the period from April 1 through May 31 to enable voluntary water transfers and exchanges, have the potential of generating in excess of 500,000 acre-feet for public water agencies that receive water from the CVP and the SWP.

Through its work with Senator Feinstein and Senator Boxer, Westlands knows that they are genuinely interested in working with their colleagues in the House of Representatives to find a legislative solution to the chronic water supply shortages that have devastated the San Joaquin Valley and other regions of the State. The District looks forward to working with them and members of the House of Representatives to find common sense solutions that serve the interests of all Californians.

 

Key provisions in the bill:

•Provides federal authorization and orders the Interior and Commerce Departments to cooperate with a California Water Resources Board plan to keep the Delta Cross Channel Gates open as long as possible to allow more water to be delivered without endangering migrating salmon. This action is expected to save thousands of acre feet of water from upstream reservoirs each month this spring;

 

•Mandates that federal agencies use flexibility under existing law to maximize water supplies using Delta pumping. Under the Delta smelt biological opinion, which is required by the Endangered Species Act, pumping that results in “reverse flows” of water between -1,250 and -5,000 cubic-feet-per-second is permitted for the Old and Middle Rivers between December and June. This “reverse flow” occurs when the state and federal water pumps are turned on to draw water from the rivers into the South Delta for water users. The bill requires federal agencies to operate the pumps within this range to maximize water supplies while remaining consistent with the biological opinion and the Endangered Species Act;

 

•Directs the Department of the Interior to maintain in April and May a 1:1 “inflow-to-export ratio” for San Joaquin River flows that result from water transfers and exchanges. This means water districts willing to sell or trade surplus supplies to districts with less water can move 100 percent of that surplus water through the Delta instead of just a fraction. This will also allow greater water transfers if California receives additional rain.

 

•Amends the Stafford Act to provide additional individual emergency assistance for major droughts when a state of emergency declaration is made by the president;

 

•Authorizes additional expenditures above existing funding caps for the Reclamation States Emergency Drought Relief Act (from $90 million to $190 million) and the WaterSMART program (from $200 million to $250 million). These programs channel funds to water projects that can lead to increased water supplies;

 

•Prioritize WaterSMART grants to provide emergency water supplies to communities at risk of losing access to water sufficient to meet basic public health and safety needs; to prevent the loss of permanent crops; and to minimize economic damage caused by the drought;

 

•Mandates that the federal government issue final decisions for projects and operations that can provide additional water supply benefits within 10 days of a request from the state;

 

•Authorizes funding for federal agencies to develop other water sources, such as groundwater wells and water purchases, for Central Valley Project wildlife refuges so that surface water saved can be used for drinking water and crops;

 

•Authorizes water planning and management activities to reduce water use in the Klamath Basin;

 

•Extends the period during which water contractors can take deliveries of 2013 water from February 28 to April 15, allowing them more flexibility to manage their 2014 supplies; and

 

•Authorizes contractors facing economic hardship to delay federal fee payments related to water deliveries.

 

Funding increases for drought assistance programs:

•$100 million in emergency funds for Department of the Interior projects to rapidly increase water supplies;

 

•$100 million in emergency assistance for farmers to fund water conservation measures that protect lands and sensitive watersheds;

 

•$25 million to the Emergency Community Water Assistance Grants program for water conservation projects and to protect and upgrade water systems. These grants of up to $1 million are to complete projects that boost the availability and quality of drinking water, including in California communities at risk of running out of safe drinking water;

 

•$25 million for Pre-Disaster Mitigation Grants that fund community projects to reduce harmful effects of the drought;

 

•$25 million in grant funding for public and nonprofit institutions to provide emergency assistance to low-income migrant and seasonal farmworkers who are directly harmed by the drought;

 

•$25 million in grants for private forest landowners to carry out conservation measures in response to drought and wildlife risks; and

 

•Allows the Secretary of Agriculture to help cover losses caused by the drought through the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program.

 

This bill is the product of a series of discussions and meetings with a wide range of federal and state departments and agencies that oversee water deliveries and economic assistance programs. Federal agencies consulted include the Bureau of Reclamation, the Fish and Wildlife Service, the National Marine Fisheries Service, the Federal Emergency Management Agency, the Environmental Protection Agency and the Department of Agriculture. State agencies include the California Resources Agency, the California Water Resources Control Board, the California Department of Water Resources and the California Department of Fish and Wildlife.

 

While California is the only state that has declared a statewide drought emergency, other states could benefit from this legislation. All 17 Western states covered by the Bureau of Reclamation could qualify for Department of the Interior water grants. In addition, states that have declared local drought emergencies could qualify for USDA emergency funding including Arkansas, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Louisiana, Mississippi, Nebraska, Nevada, New Mexico, Oklahoma, Oregon, Texas and Utah.

 

Experts say California’s two-year drought could be worse than the record drought of 1976 and 1977, resulting in the fallowing of more than half-a-million acres of farmland.

•Rain and snow: Between Thursday and Sunday, the San Joaquin Valley saw average precipitation amounts less than one inch, while the Sacramento Valley received between two and three inches. Precipitation in the Northern Sierra between Friday and Monday was about seven inches, while the Southern Sierra saw more than three inches.

 

•According to the state, California would need to experience heavy rain and snow regularly between now and May to achieve average annual rain and snowfall, and even then the state would remain in drought conditions.

 

•Snowpack: Snowpack in the Sierra is well below average. As of February 10, the northern Sierra is at 19percent of normal for the date; the central Sierra is 36 percent of normal for the date and the southern Sierra is 26 percent of normal for the date. Statewide, snowpack is 29 percent of normal for the date.

 

Other California data

•Reservoirs: Storage in major reservoirs in California remains around one-third of capacity. As of February 9, Lake Shasta (California’s largest reservoir) and Lake Oroville (the State Water Project’s primary reservoir) were both at 37 percent of capacity. San Luis Reservoir, key for South-of-Delta contractors, was at 30 percent of capacity.

 

•Drinking water: As of the beginning of February, at least 10 communities are in danger of running out of drinking water in the next two months.

 

•Drought emergency and conservation: Governor Jerry Brown on January 17, as part of his emergency drought declaration, called for a 20 percent reduction in water use. And on January 31, for the first time ever, the state Department of Water Resources announced a projected allocation of zero.

PETALUMA SLAUGHTERHOUSE SHUTS DOWN AFTER CLASS I RECALL

Rancho Feeding Corp. Voluntarily Ceases Operations

Rancho Feeding Corporation, a Petaluma slaughterhouse at the center of a growing Class I recall, has voluntarily ceased operations while it attempts to track down and retrieve every shipment of beef from the facility over the past year.

 

The U.S. Department of Agriculture announced the expanded recall on Saturday, saying Rancho “processed diseased and unsound animals” without a full inspection. The meat products are “unsound, unwholesome or otherwise are unfit for human food” and must be removed from commerce, according to the department’s Food Safety and Inspection Service.

 

Beef carcasses and boxes were labeled with establishment number “est. 527” inside the USDA mark of inspection and the case code number ending in 3 or 4. The products were produced Jan. 1, 2013 through Jan. 7, 2014 and shipped to distribution centers and retail establishments in California, Florida, Illinois and Texas.

 

To date, there have been no reported cases of illness from eating the meat.

 

A company spokesperson told California Ag Today that the establishment was making no public statements; all information could be found at The Press Democrat, Petaluma.

 

According to The Press Democrat, Robert Singleton, who owns Rancho with partner Jesse “Babe” Amaral, on Monday night said the company undertook the recall out of “an abundance of caution” and regrets any inconvenience to customers.

 

Singleton confirmed the company had voluntarily ceased processing and was compiling a list of affected companies. He declined further comment.

 

The enormous scale of the recall, the second recall at the facility in less than a month, raised questions about the future of the North Bay’s last beef processing facility and set off criticism of federal regulators by local ranchers who rely on Rancho Feeding Corp. to slaughter their cattle.

 

The facility is the only USDA-inspected animal processing facility in Sonoma, Napa, Marin, Lake and Mendocino counties, with the exception of a small plant for sheep and goats near Occidental. The plant serves a growing, high-end beef market, including grass-fed and organic cattle. Those ranchers use Rancho to kill their animals and take the carcasses for butchering and sale via markets, restaurants and farmers markets. As well, Rancho buys and slaughters older dairy cattle.

 

The 8.7-million pounds of recalled meat is much larger than other meat-related recalls issued across the country this month, which range from 365 to 144,000 pounds. But it is considerably smaller than the largest recall on record: In 2008, the California-based Hallmark/Westland Meat Packing Company recalled 143 million pounds.

 

The investigation into the meat processed at Rancho Feeding Corp., which in the past was known as Rancho Veal Corp., is ongoing, according to the Inspection Service. There are numerous steps involved in slaughtering an animal, and federal inspectors must be present to ensure that the animal is killed in a humane matter and that it does not show signs of disease. It is not yet clear which part of the process inspectors missed, if the plant’s operations will be suspended as they were in January, or how long the investigation will continue.

 

Over the years, Rancho Veal has been targeted by animal rights activists. Police in 2000 said arsonists set fires at the plant and at two poultry operations also in Sonoma County. That same year, animal rights activists demonstrated outside Rancho Veal.

 

Sonoma County Agricultural Commissioner Tony Linegar commented that without the plant, “our producers would be really hard-pressed to stay in business.” 

 

Tim Tesconi, executive director of the Sonoma County Farm Bureau, called that fact a good sign and said he was surprised to hear about the scale of this recall. “From what I’ve heard they make a great product,” he said. “This is very puzzling.”

 

Local dairy rancher and former president of the Sonoma County Farm Bureau board of directors, Doug Beretta said the plant’s closure impacted some local ranchers, who were forced to truck their cattle about 2 1/2 hours away to slaughterhouses in Los Banos and Modesto.

 

Tesconi and Beretta both said that a prolonged closure could pose a real hardship for small local ranchers who rely on the facility. Tesconi said that the Farm Bureau supports the desire of the U.C. Cooperative Extension and others to see additional local USDA-inspected facilities arrive to meet the need of “the growing number of small growers doing grass-fed beef.”

 

Some North Bay ranchers and meat purveyors also questioned the logic behind the far-reaching recall, given that most of the beef was long ago consumed and there are no reports of anyone becoming ill after eating the beef.

 

“There should have been no recall,” said Tara Smith, owner of Tara Firma Farms in Petaluma.

 

Smith was among the producers directly affected from the original Jan. 13 recall by Rancho. She estimated she lost about $8,000 worth of organically raised beef that she claimed was raised and processed according to proper health and safety procedures.

 

“The extensive publicity was unfair not only to Rancho but also to the many producers who now have to inform their customers of the recall,” Smith said.

 

Longtime cattle buyer Ken Maffei of Petaluma said he has known Amaral and Singleton for 35 years and the two men would not knowingly slaughter diseased or unsound animals.

 

“Show me evidence,” Maffei demanded. “It’s all hearsay.”

 

He contended that federal regulators were “overdoing it to the max” with a yearlong recall.

 

Adam Parks, owner of Victorian Farmstead Meat Company in Sebastopol, said he couldn’t understand the logic of a yearlong recall because nearly all the meat already has been consumed. Nonetheless, he will reach out to customers who purchased grass-fed cattle that he had processed at Rancho during the affected dates.

 

Parks, who purchases cattle from ranchers, acknowledged it will be “an incredible expense and inconvenience” if Rancho closes and he has to ship all his beef to Eureka or the Central Valley for processing. Even so, he insisted such a closure wouldn’t be the death knell for the North Coast beef industry.

 

“We’ll survive it,” Parks said.

Manuel Cunha, Jr., President of Nisei Farmers League, told California Ag Today, “I appreciate that he is coming.” Cunha credits the President’s visit to all the efforts of elected officials, their letters, and the governor’s emergency drought declaration, but he particularly praises the Water Rally in Sacramento held on January 16, 2014. Cunha said, “The rally grabbed the greatest amount of press and importance and included all of the cultures being impacted.” Cunha believes the President realizes that things have to change and that he needs to come here to the number one food chain in the world.

 

“I think it’s great that the President is visiting the Valley,” said Mario Santoyo, Executive Director of the California Latino Water Coalition and Assistant General Manager of the Friant Water Authority. “Over the past several years, there has been a great need to have the engagement of the federal government, and ultimately the buck stops at the President.” Santoyo anticipates that the national media covering the President’s visit will highlight how bad the situation is in the Valley.

“Hopefully he will have the opportunity to meet with city officials, farmers and, most importantly, see the impact on the West Side in terms of fallowed land and lost jobs,” Santoyo said. “We are anxious to participate with him in whatever form he would like.”

 

“I find it interesting that the President’s visit will be the day after the major drought discussion at the Word Ag Expo in Tulare. One person that I know will be part of the President’s agenda is the top federal official regarding water in the state, David Murillo, Mid-Pacific Regional Director of the U.S. Dept. of the Interior. Murillo will be on our panel in Tulare—the day before the President visits.”

Santoyo thinks once the President visits the Valley, he will understand the tremendous impact of the current crisis, “and it will allow him to work with the Senate and the House in coming up with some legislation within the scope of the biological opinion and some of the Endangered Species Act Issues.”

 

Similarly, Cunha stated, “As President of the United States, he can make things happen by issuing a federal declaration which helps all of our communities; it helps the farmers and farmworkers, and it helps to get the food moving without asking if people are citizens or not. There are a lot of things we can do now, so we don’t have to have people leaving their homes and schools because there is no food.”

PRESIDENT OBAMA’S REMARKS ON SIGNING THE FARM BILL

Farm Bill Statement by the President

Today, in a strong bipartisan vote, the U.S. Senate came together to pass a comprehensive Farm Bill – legislation that will build on the historic economic gains in rural America over the past five years, create new jobs and opportunities, and protect the most vulnerable Americans. This bill provides certainty to America’s farmers and ranchers, and contains a variety of commonsense reforms that my Administration has consistently called for, including reforming and eliminating direct farm subsidies and providing assistance for farmers when they need it most. It will continue reducing our deficits without gutting the vital assistance programs millions of hardworking Americans count on to help put food on the table for their families. And it will support conservation of valuable lands, spur the development of renewable energy, and incentivize healthier nutrition for all Americans. As with any compromise, the Farm Bill isn’t perfect – but on the whole, it will make a positive difference not only for the rural economies that grow America’s food, but for our nation.
