CULTIVATING COMMON GROUND: Economic Analysis of Drought on California Agriculture

Josué Medellín-Azuara, Duncan MacEwan, Richard E. Howitt, Daniel A. Sumner and Jay R. Lund of the UC Davis Center for Watershed Sciences, ERA Economics and the UC Agricultural Issues Center reported their views on the economic impact of California’s continuing drought on agriculture this week. The study, “Economic Analysis of the 2016 Drought For California Agriculture,” proved to be uncommonly riddled with errors, questionable metrics and inaccuracies; it’s a continuation of a disturbing recent trend.

The authors claim that about 78,800 acres of land might be idled due to the drought, but a quick Google search shows a single water district that had more than 200,000 acres of fallowed land in 2016. There are more than a hundred other water districts throughout the state, and most are reporting idled acreage.

 

In another irrigation district in Yuba County, more than 100 agricultural users have been cut off entirely, leaving their nearly-mature crops and fruit and nut trees without water.   [North Yuba Water District (NYWD)]

 

This year the federal and state water projects announced they would provide agriculture with 55% of their water. Two months ago, they reduced the estimate to 5% south of the Delta, and they are struggling to even deliver that amount.

 

Across the state, water prices have increased dramatically, whether pumped from the ground or bought on the faltering water-exchange market. Water that costs less than $250 per acre foot in 2012 now costs up to $750 or more.

 

It doesn’t take a doctoral or economic degree to understand that when the price of water goes up, the cost to produce food also goes up. Farmers may be getting more money for the produce they grow, but they are watching their bottom line shrink because it costs more to grow it. Even water from their wells isn’t free; pumping takes energy, and energy costs money too.

 

Adding to rapidly increasing costs are the new minimum wage, capped work hours, and hundreds of regulatory mandates from the 80+ local, state, and federal agencies that oversee every aspect of California farming and bury farmers in paperwork and red tape. Compliance takes time away from growing food, and it costs money.

 

Take a look at rice farmers. Growing rice today is a losing proposition. After the labor, cost of rice plants, fuel, fertilizing, care, harvesting, drying and milling, growers pay substantially more to grow rice than they can charge for their crop. Many have converted rice paddies to other uses, and some sell their water or take money from federal agencies and conservation groups to create wildlife habitat in order to simply stay afloat. Some are selling off their land to developers, a lose-lose decision affecting everyone.

 

On main street, consumers are another group taking a second, alarmed look at their grocery, water and sewage bills. All are rising far faster than inflation. Whether you are talking about the price of fruit, bread and eggs or the cost of taking a shower, all have been increasing over the past five years because of the drought.

 

To really understand what’s happening, take a drive out of the city and into the countryside where your food is grown. Stop at a roadside produce stand or park your car and strike up a conversation with some ranchers and farmers in a small town cafe.

 

After you hear their stories, you may realize that almonds and pistachios are not as labor intensive as strawberries, tomatoes, cucumbers, grapes, beef, lamb or many others out of the nearly 450 crops grown in California. Some crops are thirstier than others, too. This doesn’t diminish the value of these fruits, nuts, vegetables, and proteins. The value of water is what it provides us: in this case, safe, local, and hopefully affordable food.

 

But commonsense interviews and case studies of actual operations — once the heart of any competent agricultural economic study — are virtually missing from the report’s statistical models built on university computers, research hypotheses and tables of statistics.

 

The drought has hurt California farmers, and it is hurting Californians wherever they live. Gross income may be up, but net profits are down, and the rate of decline hasn’t hit bottom yet.

Josué Medellín-Azuara told California Ag Today, “I will not go over debating the comments which I very much welcome and respect, but I would like to provide some thoughts instead.”

 

1)  “Through remote sensing,” Medellín-Azuara said, “we estimated summer idle land in Westlands by the end of the irrigation season to have been 170K acres in 2011 and just above 270K acres in 2014,” based on NASA data. The difference can be explained by some drought effects and other conditions, according to Medellín-Azuara, “so idled land differences should be taken with a grain of salt. As a point of interest, most of the fallow land we estimated was on the Westside of the south San Joaquin Valley.”

 

2) In addition, Medellín-Azuara clarified, “My understanding is that there is a cost issue and a cutoff issue. We estimated about 150 TAF (Thousand Acre-Feet) of [water] shortage in the Sacramento Valley in our study. At current conditions for North Yuba Water District (NYWD) agriculture is no more than 3 TAF from my reading of the attached document. I am not saying the cutoffs are not hard for the more than a hundred users, but [I] also want to put numbers into perspective.”

 

3) “From what I’ve heard and read,” Medellín-Azuara stated, “the timing [of] more than quantity of the projected releases is unfortunate. One of the things we highly encourage in this and past reports is easing of low environmental impact water transfers among users.”

UC Davis Foundation Plant Services Serves the Ag Industry

UC Davis Foundation Plant Services, Critical Service to the Ag Industry

UC Davis is home to Foundation Plant Services (FPS), a plant repository the world relies on for plant importation and quarantine, disease testing, virus elimination, and DNA identification services for a variety of plants and rootstocks. FPS also coordinates the release of UC-patented horticultural varieties and provides an essential link between researchers, nurseries and producers.

 

“Established at UC Davis in 1958, FPS has grown from a small kind-of-mom-and-pop scientific effort sourcing out cherry and grapevine cuttings that have been screened for virus to nurseries so that they could make better plants for growers,” said Deborah Golino, director of FPS since 1994. “FPS has grown to the point where it is a self-supporting center. We owe a lot to the growers and nursery industry that have supported us over these years,” she said.

Today FPS employs about 35 people on “soft money,” including scientists in the lab and people in the green houses, as well as propagators, and field workers. About 250 acres of various plantings—largely grapes of course—plus programs with strawberries and sweet potatoes that are mostly run in green houses,” noted Golino.

 

“All other programs circle around getting correctly identified, valuable commercial plant materials (cultivars). Many times, great people save varieties, and screening them for virus and making sure that commercial nurseries have that virus screened materials, so they can make plants for farmers that have the added productivity and sustainability that comes with clean material,” explained Golino.

 

FPS advances clean material in the lab by cutting out a meristem shoot tip and grow a plant from that. “Let’s say we have a valuable Chardonnay that came in from France. It’s a new clone and it has a couple of viruses in it. In a process that takes about a year, we take a micro-shoot tip culture and regenerate a plant,” Golino said. “For reasons that aren’t really fully understood, regenerating that plant from the tiny .5 millimeter piece gets rid of viruses. That’s our therapy, but what we give to most nurseries and growers who buy material from us is that little plant grown up in the field, and we might have hundreds or even thousand of cuttings of some root stocks.”

 

“The most common route for advancing a clean plant cultivar is by nurseries coming in to buy several hundred cuttings,” Golino explained, “and plant them in a field. Those plantings grow big mother plants from which they harvest more cuttings to be grown and eventually sold to growers. It’s a multi-year generational process.”

 

“We have over 900 cultivars of grapes and over 5,000 accessions because we have multiple clones of Chardonnay and Pinot Noir,” Golino said. “All of that material is improved by the technology we have used, technology that has been developed by other UC researchers to conduct DNA identification to ensure accuracy, which is part of the FPS mission.”

“That material is held as a trust to improve our agricultural offerings to growers of fruit trees and other crops,” Golino said. “Even though much of the material is not produced by UC growers and might even be produced by a Cornell or a Michigan breeder, it is still important to our agriculture here in California and across the country since the 2008 Farm Bill was passed. I think we owe Congressman Sam Farr (CA -20) a tribute for that. Since then, there has been money for the National Clean Plant Network with USDA’s Animal and Plant Inspection Service (APHIS) and they have funded about 20 clean plant centers around the country.”

 

“FPS certainly provides the highest level of screening in the world,” Golino stated, “and I think we might be the biggest too. In this modern world where margins are so thin, the universities are so tight for money for research and especially for teaching, and they have so many challenges taking care of those things, the experiment station does not have much money for service work, like the work that is done at FPS.”

 

“FPS conducts its work for industry, and that isn’t really directly relative to the university’s mission which has to be strictly accommodated. That is why California grape and fruit tree nurseries have assessed themselves to fund our programs since the mid 1980s,” said Golino. “And then we have the clean plant money on top of that, and our grape nurseries actually pay user fees on the plant material they make from our material. That keeps the doors open and keeps us doing world class work,” Golino said.

Jamming Leafhopper Signals to Reduce Insect Populations that Vector Plant Disease

An innovative team of researchers at the San Joaquin Valley Agricultural Sciences Center, USDA Agricultural Research Services (ARS) in Parlier Calif., are trying to confuse leafhopper communication in hopes of reducing certain devastating plant diseases. Of particular interest is the glassy-winged sharpshooter, a large leafhopper that can vector or spread the bacteria Xylella fastidiosa from one plant to another which causes devastating plant diseases such as Pierce’s disease in grapes and almond leaf scorch

 

Dr. Rodrigo Krugner, a research entomologist on the USDA-ARS Parlier team since 2007, explained, “We started on this glassy-winged sharpshooter communication project about two years ago. These insects use substrate-borne vibrations, or sounds, to talk to, identify and locate each other; actually do courtship; and then mate,” Krugner said.

“This area of research started probably 40, or 50 years ago with development of a commercially-available laser doppler vibrometer (LDV), a scientific instrument used to make non-contact vibration measurements of a surface,” Krugner said. “Commonly used in the automotive and aerospace engineering industries, the LDV enabled an entomologist to listen to and amplify leafhoppers communicating,” Krugner said. “We’ve been doing recordings in the laboratory, learning about their communication with the idea of breaking, or disrupting, that communication. Once we disrupt that, we can disrupt mating and thereby reduce their numbers in vineyards and among other crops.”

 

Krugner noted the research team is evaluating two different approaches: one is to discover signals that disrupt their communication, and the other is lure them away from crops or towards a trap. “We may be looking at female calls, for example. An analogous system would be the pheromones, or long-range attraction volatile chemicals released by female lepidoptera, to attract males.” However, since leafhoppers use only sound, Krugner said, “We’re trying to come up with signals to disrupt their mating communication. We’re also looking at signals to jam their frequency range, 4000-6000 Hz, so they cannot hear each other,” Kruger said. “We’re also looking at signals that can be used to aggregate them, or lure them, into one section of a crop, or maybe repel them from the crop. These are all different approaches that we’re investigating right now.”

 

Krugner explained, “Researchers are attempting to perfect the disruptive sounds in order to do the things we need—to actually implement a management strategy for disrupting not only glassy-winged sharpshooter, but anything in a vineyard that actually communicates using vibrational communication. We know what they are saying to each other, which is very important. In the laboratory, the signals that we have look promising in disrupting the communication of these insects, so we’re taking them into the field.

 

Current mating disruption trials are underway in Fresno State vineyards. “We’re going to finish that research, hopefully, next year,” said Krugner, adding, “usually, fieldwork takes two to three years to show something.”

The Fight Against Food Misinformation

Kavin Senapathy: Correcting Food Misinformation and Alarmism

Kavin Senapathy, science communicator/advocate and contributor to Forbes Magazine, among others, is tightly focused on her goal to debunk miscommunication about human health, as well as genomic, food, and genetic engineering. Senapathy stated, “There is this culture of alarmism,” about food safety and food misinformation versus the science-based reality of our food safety management. “The alarmism and fear is so amplified, people don’t realize how very safe we are right now.”

Senapathy gets her facts from the source, “I speak to as many scientists as possible, and I know how to read and dissect a scientific paper. I know there is a very important difference between cherry picking from one study to support a bias, and looking at the weight of scientific evidence,” she said.FDA, FSMA Food Safety

“I also talk to farmers and I’m learning more about the hands-on practices,” Senapathy said. “California farmers produce a wide variety of fruits and vegetables,” she said, “and we all should be eating more of them.”

“I think a lot of the fear and misinformation take away from the message of eating the right things,” continued Senapathy. “Thinking, ‘I should avoid MSG, I should avoid GMOs or xyz additive,’ really detracts from the most important message—that we should be eating less unhealthy things like sodium and saturated fat, and not too many calories,” noted Senapathy. “We should be eating lots of fruits and vegetables and whole grains.”

And though she lives in Wisconsin, Senapathy says she is amazed by how many fruits and vegetables are available, even in the wintertime. “I can go to the grocery store in February and come home with grapes, strawberries, bananas, and all kinds of fruits and vegetables,” Senapathy said. “You know, we should marvel at the bounty of this more often.”

She’s quick to thank farmers for feeding her family and those of everyone, everywhere. “We forgetwith all the fear and misinformation in social mediathat our food supply is more abundant and safer than it has ever been,” she noted. “We should all be appreciative and thankful for that.”

Sandra Witte, New Ag Dean at Fresno State

Dr. Sandra Witte Named Dean of Jordan College at Fresno State

(March 16, 2016) – Dr. Sandra Witte, who has been serving as interim dean of the Jordan College of Agricultural Sciences and Technology at Fresno State, has been appointed permanent dean, effectively immediately.

Dr. Lynnette Zelezny, provost and vice president for Academic Affairs, said Witte’s exceptional work as interim dean made her the best person for the position.

“We conducted a yearlong national search for a dean but did not find the right candidate for this important position,” said Zelezny. “In the meantime, it became clear to me, the faculty, staff and our strong partners in the agriculture community that Dr. Witte was the right candidate. I’m pleased she agreed to stay at Fresno State as permanent dean.”

Zelezny added: “This is a critical time for the Jordan College as we prepare for the opening of the Jordan Agricultural Research Center this spring and continue our laser-focus on crucial issues related to water and sustainability. I am confident Dr. Witte will lead the college to increasing national prominence.”real JCAST Logo

Witte has taken an unconventional route to the dean’s position, starting her career as a registered dietitian and serving as a professor and chair of the Department of Food Science and Nutrition, one of seven departments in the Jordan College.

“In the Jordan College, we often talk about offering programs from farm to fork and all the business in between,” said Witte. “While most people think of agriculture from the farm end, my connection is clearly on the fork end. I have always had an appreciation for traditional agriculture, and in my time at Fresno State, that has bloomed into a passion. After all, where is the food without the farmer?” she said.

Witte joins a growing number of women in agricultural leadership positions that traditionally have been held by males in universities, industry and commodity groups in the U.S.

The Jordan College maintains an enrollment of approximately 2,400 undergraduate and 100 graduate students from diverse backgrounds from throughout California, the U.S. and the world. Undergraduate, graduate and continuing education programs are offered in the major areas of agricultural business; animal sciences and agricultural education; child, family and consumer sciences; food science and nutrition; industrial technology; plant science; and viticulture and enology.

Faculty and students conduct applied research and public service in selected areas of agriculture, food sciences, industrial technology and family sciences. Students engage in learning science, technology and management in the classroom and by experience on the 1,000-acre on-campus University Agricultural Laboratory.

Witte has served as interim dean since October 2014. Previously, she jointly held the positions of associate dean of the Jordan College and dean of the Division of Graduate Studies. She joined the Fresno State faculty in 1992 and took her first administrative assignment in 2007.

She completed her bachelor’s degree in foods and nutrition at California State Polytechnic University, Pomona; master’s degree in home economics, nutrition and dietetics option at Fresno State; and her Ph.D. in food systems management at Oregon State University, Corvallis.

Falcons Work in Agriculture, Too

Agriculturalists have found ways to employ some animals to assist them in the fields. Karl Kerster, owner of Sacramento-based Kerster’s Falconry, employs farmers’ other best friend, falcons, to keep agricultural products safe before and during harvest. More specifically, Kerster’s five falcons perform bird abatement—removal of nuisance birdsto protect cherries, berries and grapes. Pest birds are defined as sparrows, swallows, finches, starlings, pigeons, blackbirds and more.

“We work to protect the farmer’s crop,” Kerster said, “and we really enjoy doing it—which is a plus when you’re having to do it for a hundred days straight to keep a crop safe. We start when the fruit starts to ripen enough that the birds are going to attack, until the crop has been substantially harvested. I work five birds, and I have several more in reserve, but the five that I work keep me very busy.”

Kerster, a master falconer, has been serving as a falconer since 1996, and his birds have a high success rate at keeping pest birds away from crops.“We are 99 percent successful in protecting a crop in most situations,” Kerster said. “We also take care of any other bird problems that may or may not be on the berries, cherries and grapes that we normally do. Any customer who wants us to dispose of a problem, we’re ready to help.”

Becoming a falconer is not an “overnight” achievement and is not for the meek. The first of the “up-front questions you need to be able to answer to yourself,” according to the California Hawking Club is, “Will you, can you, commit part of your waking hours to a creature who at the very best of times will merely tolerate your presence, is as affectionate as a stone, and at the worst of times will cause you heartache and puncture wounds? Can you commit to an average of a half-hour a day, every day, and two to four hours on a hunting day, regardless of school, family, or job – forever?

The eight steps required to become a falconer in the state of California are provided by the California Hawking Club.

Becoming a Master falconer, according to the North American Falconers Association, “takes at least seven years; finishing your apprenticeship alone will take at least two.”

Vertical Integration and Grape Flavors

Vertical integration, the combination in one company of two or more stages of production normally operated by separate companies, has helped lead to success in many facets of the agriculture industry. Harold McClarty, who founded HMC Farms with Mike Jensen, said without vertical integration, his farm would not be able to survive or have nearly the same level of success.  “We would not be in stone fruit if we were not vertically integrated,” McClarty explained. “There are three profit centers: the growing of it, the packing of it and the selling of it. We have all three of those profit centers. Without them we would not be able to survive the tough years.”

McClarty also said the grape industry has made significant strides in flavor profiles in the marketplace. One popular flavor is Cotton Candy, which is grown and sold by Grapery, a company founded by Jack Pandol in 1996. Grapery also grows and sells Gum Drop grapes, Moon Drop grapes, Flavor Pops grapes and more.

The increase in unique flavors, according to McClarty, has helped grapes become a popular snack. “There’s been a revolution in the varieties of grapes grown just over the last five to seven years,” McClarty said. “These new varieties have revolutionized grapes and enabled us to produce more on less. 

To evaluate a grape, McClarty suggests you “look at a berry’s color, crispness and sweetness; these are the things that make a grape taste delicious. It really is a revolution, and we haven’t seen it in the California marketplace as much as we have in the rest of the United States. The retail chains in California just haven’t embraced it as well as some of the really good supermarkets on the East Coast and in the Southeast,” noted McClarty.

At the November 17 Grape, Nut & Tree Fruit Expo in Fresno, Barry Bedwell, president of the California Fresh Fruit Association, reported a positive outlook for table grapes this year. “Production continues to expand,” said Bedwell, “and consumer acceptance of table grapes continues to expand, particularly for exported California table grapes. That’s a real positive. We’re also seeing the development of newer varieties—more proprietary brands that are very consumer friendly.”

Bedwell said topping this year’s California Fresh Fruit Association annual Board of Directors Top 10 Issues survey are water concerns, followed by food safety and labor. “These are relatively consistent,” Bedwell said, “but we have seen some changes. Since last year, water, of course, has gone to the top of the list. Our members expressed concerns beyond the drought that encompass what future water system will allow proper conjunctive use of water—both surface water and groundwater.”

“We’ve also seen increased concern over food safety. And even though grapes are permanent crops with, I think, a low risk profile, we always have to be very concerned about food safety.

Then we have to look at the labor situation—not only the cost of labor—but also the availability. So, even though it has been stalled, the need for immigration reform is critically important. We will probably be in a defensive position in the next couple of years, compounded by increasing labor costs due to some well-intended, but I think misguided, efforts to increase wages around the state unnecessarily.”

With spring rains, many vegetables, tree fruits, grapes and nuts succumb to fungi pressure. However, during the past few years, only trivial amounts of spring rain have moistened California’s soil and lulled farmers to abandon their vigilant watch for fungi proliferation. But now, the strong likelihood of El niño-driven wet weather this spring could catch growers off-guard.

“We have an El niño coming that has already been tagged, ‘Too big to fail,’ which will bring a lot of rain. So it’s really important for folks to think about switching gears this year on their pest management mindset. With more rain, comes more fungi disease. We always see really high pressure disease years with rain,” said Kate Walker a technical services representative with BASF Corporation on the Central Coast, who advises use of a multiuse fungicide product already on hand.

Strawberries, in particular, are vulverable to fungi. “We have heard from our strawberry growers,” said Walker, “that these fungal diseases are always present in California, but they vary significantly in their severity year-to-year depending on the weather,” noted Walker.

“One major disease that accompanies higher moisture, Anthracnose, often called leaf, shoot, or twig blight,” Walker explained, “results from infection caused by the fungus Colletotrichum. I’ve heard some growers have not experienced Anthracnose issues in 10 years,” said Walker. “As it emerges and becomes more problematic in strawberries, farmers really need to know which types of fungicides to use to manage this and other diseases.”

“It is very important for farmers and PCAs to walk through and scout their fields for disease,” Walker said, “and when they identify one, to become very aggressive with their fungicide management program. So, as representatives for BASF, we are lucky to have multiuse fungicide products available to control these diseases, such as Merivon Fungicide.”

Walker noted Merivon has two modes of action, “so it is very broad-spectrum. Typically we position Merivon in California for use on powdery mildew and Botrytis, but what we seldom talk to growers about is its utility for Anthracnose. We see a lot more  Anthracnose in Florida and on the East Coast due to the increased rains; whereas, it usually doesn’t come through every year in California. So it is good to for farmers and PCSs to know that the product with which they are familiar for use in Botrytis, is also very effective with other issues, like Anthracnose.”

Walker offered, “Another very common disease that flourishes with increased rain, Rhizopus, occurs post-harvest, after the berries are picked up from the field. Again, Merivon has utility for Rhizopus as well, so growers don’t have to change or reinvent their program to manage these diseases.”

Walker said, “Rhizopus is an airborne bread mold. It is very common in the air and in the soil, so anytime a fruit or a nut is exposed to the spores blowing in the wind, it is vulnerable to infection with this disease.”

“The Other Drought”

“The Other Drought” in America’s #1 Agricultural State

California’s agriculture industry is experiencing a severe drought in terms of water shortage; however, this is not the only devastating drought in the state. Harold McClarty, owner of HMC Farms, told California Ag Today a secondary drought—“The Other Drought”—is plaguing California:  the loss of the family farmer.

McClarty explained, “I’ve taken a very liberal definition of the word ‘drought’ and tried to talk about the loss of the small farmer and the culture and values that are instilled in you when you grow up on a small farm. We’re going to lose the next generation [of family farmers] because of the consolidation of these farms.”

McClarty, whose company, HMC Farms, a grower, packer, and shipper of tree fruit and table grapes in the San Joaquin Valley, began in 1887 as a small 40-acre family farm, said his farm’s growth is representative of the progressive loss of the family farmer. When HMC Farms officially became an established company in 1987, 100 years after its establishment, he cofounder Mike Jensen began to purchase the property of family farmers who chose to leave the business when their children rejected farming to pursue careers in law, medicine and other fields.

McClarty admitted, “I’m obviously part of the problem, but this is the environment that I live and work in—that enables me to exist.” McClarty said in agriculture you’ve got to be able to do and keep up with all of the factors that go into farming. Unfortunately, the increasing work, pressures and regulations facing small family farms are overwhelming.

McClarty concluded, “the risks are so great, small farmers can’t do it anymore. They can’t keep up, and it’s just not worth it with today’s farm values.”

Of note, HMC Farms was named by the National Restaurant Association (NRA) as one of 18 Food and Beverage Product Innovation Award winners in 2012 for Grape Escape, the company’s washed and ready-to-eat de-stemmed grapes packed in single-serve two-ounce or three-ounce bags. Featuring an 18-day shelf life with no preservatives or additives, Grape Escape “meets the challenge of profitably serving healthy fresh fruit snacks year round,” according to a 2012 NRA news release.
