USDA Foreign Agriculture Service Associate Administrator Janet Nuzum recently met with agricultural commodity representatives at the California Center for International Trade Development (CITD) in Fresno.

Nuzum spoke about both the opportunities California agricultural groups face as well as key problems they encounter in international trade. She said, “The strength of California agriculture can sometimes appear to be its weakness, in this sense: California is, of course, the largest agricultural state in the United States. It’s also incredibly diverse compared to other parts of the United States. And, because of that diversity, it faces a wider variety of challenges and problems in global trading.

“If there were less diversity, there might be fewer problems,” said Nuzum. “But, with greater presence in the marketplace, having a wider diversity of products or types of products, and whether their product is fresh or processed, California growers and exporters and government officials and regulators face a very challenging set of circumstances, particularly with international trade tariffs.”

Nuzum said that is both the good news and challenging news—all in one. “You’ve got a rich agricultural economy,” she elaborated, and you’ve got a lot of natural resources which are not necessarily found in other parts of the United States. This enables the industry to offer a very rich plate of different kinds of agricultural products. There are some products, and I am thinking about tree nuts now, in which California represents the majority of world production or world trade. So, other consumers around the world are dependent on having that American product, that Californian product, out there in the marketplace,” she said.

Nuzum said because California’s diverse produce is exported around the world, international trade discussions need to come to fruition to lower foreign trade barriers. “Our tariffs, both agricultural and non-agricultural, are much lower than other countries we trade with. That is one reason it is so important to negotiate these trade agreements—to reduce these other tariffs to zero, or at least to our levels,” she said.

Dave Corsi with Wegmans Encourages More Ag Stories to Bridge Gap with Consumers

Customers love stories and Agriculture sure has them. What could be better for the bag of broccoli florets, carrots or even pistachios and almonds to have an image of the farmer who grew them?

Ag needs to have this connection with consumers; ag stories help bridge the gap between the growers and consumers.

California Ag Today caught up with Dave Corsi at a recent meeting. Corsi knows something about customers connecting with agriculture; he’s vice president of Produce and Floral at Wegmans, a higher end east coast grocery store chain, which purchases a lot of product from California growers. He said it’s way bigger than farm local and buying local.

“The customer wants to know the face behind the name. It is important for the customer to know who the growers are, and what do they do? What is their food safety philosophy and food safety best practices? What kind of varieties are they growing? What are the flavor profiles of crops they are developing to provide a better experience for our customers?”

“All that is very meaningful. And it doesn’t matter if the farm is ten miles away, three thousand miles away, or even around the world. The customer wants to understand who the person is behind the product being grown,” said Corsi. “That’s the story we love sharing with our customers.”

He noted that customers are really interested in the knowledge learned from ag stories, “so they can feel more comfortable about their purchase because they know how dedicated our growers are to food safety, traceability, and food quality.  They even want to know about the social side of business, such as the growers themselves.”

Fresno County 2014 Crop Report May Fall Further than 2013

Fresno Ag Commissioner Les Wright Concerned About Regaining #1 County Status

Recently, California Ag Today spoke with Les Wright, Ag Commissioner of Fresno County on how that county is traditionally the highest rated in statewide, and nationwide, in agricultural output of many specialty crops, but water restrictions have bumped the county down a few rungs.

“Fresno County, since 1954, has been the number one agriculture producing county in the world, with two exceptions. The most recent exception was in 2013, documented in our last crop report, when the water shortage was a West Side-only issue,” said Wright.

That year, the East Side received a nearly 50 percent allotment from the Friant Water Authority of the federal Central Valley Project. In 2014 there was a zero allocation for both an East-side and a West-side issue.”

“I’m not sure how 2014 will wash out, but other dynamics are also playing into it. Nut crops are very valuable, and they have high yields, and our Southern neighbors are planting a lot of nuts.”

But Wright said that things are different in surrounding counties. “They don’t have the diversity that Fresno County has. I’m very optimistic that once we get our water allotments back, we’ll be number one again. But until that occurs, I’m not sure where we are going to end up.”

The Boling Air Media thermal airship, ALEX, made its maiden flight in conjunction with the 2015 World Ag Expo in Tulare, taking to the air above the event on February 10, 11 and 12. Alex now works with clients to deliver advertising messages to major outdoor venue audiences.

The first advertising banners in Tulare, “Eat Pistachios”, flanked each side of the bright red 105,000 cubic feet aircraft. The client was American Pistachio Growers.

“The thermal airship is similar to a helium blimp in size and structure,” says Boling Air Media President, Chris Boling. “However, our airship uses propane-heated hot air instead of helium. It’s environmentally friendly and is definitely a ‘green’ way to fly.”

VIP guests and members of the press were invited to board the Boling airship for short orientation flights in Tulare. Passengers’ responses were unanimous: flying in a “blimp” is an once-in-a-lifetime experience. Although the airship is capable of carrying up to four passengers, the true thrust behind its operation is as a mobile advertising platform. Due to its size, custom banners featuring corporate logos or advertising messages can be as large as the equivalent of six highway billboards.

Always popular, blimps measure an incredible 92% likeability rating among the public and virtually guarantee extensive viewership and brand retention for the advertiser.

American Pistachio Growers Celebrate World Pistachio Day with Good News

Just a week after the Dietary Guidelines Advisory Committee released its report to the Secretary of Health and Human Services and the Secretary of the U.S. Department of Agriculture (USDA), American Pistachio Growers, the trade association representing more than 625 pistachio grower members in California, Arizona and New Mexico is celebrating the good news today – on World Pistachio Day.

People who eat tree nuts on a daily basis, including pistachios, are making healthy choices, according to the report. The recommended guidelines emphasize a diet higher in plant-based foods including vegetables, fruits, whole grains, nuts and seafood to lower the risk of chronic diseases, particularly those associated with obesity. These recommendations are consistent with the findings of numerous science-based studies on the role of tree nuts, including pistachios, in preventing obesity and providing other health benefits. The report provides the scientific evidence for the next edition of the Dietary Guidelines for Americans, which are expected to be published by the end of 2015.

About two-thirds of U.S. adults are overweight or obese and about half of adults have one or more preventable chronic diseases. Poor dietary and physical activity patterns are associated with these conditions. Pistachios have been shown to play a positive role in weight management, blood sugar management, heart health and as a post exercise snack.

“It’s no wonder that more than 1/3 of Americans are obese. We’re eating too much salt, saturated fat, refined grains and added sugar resulting in excess weight, unhealthy blood sugar levels and deficiencies in calcium, fiber, folate, magnesium, potassium and vitamins A, D, E, and C,” says Cheryl Forberg, Nutrition Ambassador to American Pistachio Growers.

Pistachios a Source of Important Shortfall Nutrients

Pistachios can help consumers meet a minimum of shortfall nutrients identified by the Dietary Guidelines Advisory Committee while limiting overconsumption of sodium and saturated fatty acids. These nutrients include vitamins A, D & C, folate, calcium, magnesium, fiber, potassium, and iron for adolescent and premenopausal women. Of these, calcium, vitamin D, fiber, potassium and iron are considered of public health concern.

Farmer Kable Munger Expands Operations to Other Countries

Fed up With California, Some Farmers are Relocating to Other Countries

Kable Munger of Delano-based Monarch Farms is fed up with the man-made drought and over-regulations in California.

“We farm and process about 800 acres of pistachios, and we are one of the owners of Naturipe, which is the world’s largest producer and marketer of blueberries. We’ve always farmed in California until the last five or six years with the water situation, the regulations on water and other regulations, we have been expanding into Mexico and South America because that is where we can do what we want to do as farmers,” said Munger.

“In those countries, people understand that we are doing a service for them and not just taking away,” said Munger.

“Even on the environmental side, people have the misconception that farmers are not taking care of the environment; but in fact, it is just the opposite,” noted Munger. “If we didn’t have all this farming and all these trees, how do we get clean air? And we are good stewards of the water, most of California is using drip irrigation, we are conserving water, we are doing all that is asked of us. The problem, I think is in the urban areas, people don’t understand what we are doing and where the food comes from.”

In the other countries where they operate, “They look at us as providing a service, providing food,” Munger said.

“Here in the states, food’s been fairly cheap and readily available, so I think the public is losing respect for where the food comes from and its value. And also I think that as a country we are losing sight of what food security should be. We should be able to grow our own food. When you go to countries that don’t grow their own food, they understand what that means,” said Munger.

“In these other countries, you don’t have the same regulations, the labor is much cheaper, and it is a much easier place to do business. They understand that we are all stewards of the environment, and they do not think that a fish is more important than humans,” noted Munger.

“When you look at the water in California, over 60% goes to the ocean. There is really not a water shortage; it is all political.”

“We need to build more dams for the times when there is enough rain to capture it. But anytime we start to build a dam, there is some spider or something else in the way. We have to realize that the world existed all these years without someone protecting it, and we need to protect it, and we can do it in a reasonable way. But what the environmentalists are doing right now is not reasonable.”

“If you really look at the U.S., what have we really done in infrastructure since World War II? How man dams have we built? How many freeways have we built? Over time, we do something that will help the economy, but it has all stopped. For example, they say ‘we don’t want you to do this.’ They go to build a project, for example, a solar project, and they stop it because they say the sunrays will hurt the bird’s eyes. There’s nothing we can say to please them.”

”I was in China in a few days ago, and there was this bridge, 19 miles over the ocean, and I asked, ‘when did they start it?’ They answered, ‘Oh, in about one and half years. ‘I asked: ‘Did it take them 18-19 months to get permits, and they said, ‘no, it took us that long to build a bridge over the ocean.”

“We’re in Chile. Twenty years ago, Chile was off the radar. There was hardly anything coming out of Chile. Now Chile is the second largest ag producer, and the largest producer in the off-season, and feeds the world. It is a major exporter. Now Peru, they’ve changed their policies. Now the whole world is flocking to Peru. The public is so comfortable that they do not even realizing how much ground we are losing.”

Nuts May Prevent Cancer

Nut Consumption May Prevent Cancer

The review, carried out by Marco Falasca, Ilaria Casari and Dr. Tania Maffucci at The London School of Medicine and Dentistry, Queen Mary University, found evidence suggesting eating nuts may prevent cancer by providing a protective effect—chemoprevention—in cancers including colorectal, pancreatic and endometrial cancer in women and prostate cancers in men.

It is already well established that increased nut consumption is associated with a reduced risk of major chronic diseases, such as cardiovascular disease and type 2 diabetes mellitus, but the team also identified research showing a significant inverse association between nut consumption and death from cancer. Based on their findings, the authors suggest that nut consumption should be considered as a tool of intervention to reduce the burden of cancer.

The review highlighted a range of components that nuts contain that may contribute to their anticancer properties, including antioxidant and anti-inflammatory components as well as a range of phytochemicals, vitamins and micronutrients, plus dietary fiber, of which nuts are a rich source.

Professor Falasca commented, “Although there is strong evidence that nut consumption is related to the prevention of several diseases including cancer, more support is needed to research the mechanism of action and to find a direct correlation. We’re also a step in the right direction to support the claim that we should have nuts as one of our five-a-day portions of fruit and vegetables in order to prevent diseases.”

Globally, cancer is on the rise; the World Health Organization (WHO) reports there were more than 14 million cases of cancer diagnosed and 8.2 million deaths in 2012, up from 12.7 million cases and 7.6 million deaths in 2008. By 2025, more than 19 million cancer diagnoses are predicted. Up to 40% of cancer cases are estimated to be linked to unhealthy lifestyle habits such as smoking, being overweight, alcohol consumption, low fruit and vegetable intake, occupational hazards, and exposure to sun and sunbeds.

Supreme Court declines to hear PLF’s challenge to Delta smelt “biop”

Washington, D.C.;  January 12, 2015:  The U.S. Supreme Court announced TODAY that it will not hear Pacific Legal Foundation’s (PLF’s) challenge to the Delta smelt “biological opinion,” a harsh and unjustified Endangered Species Act (ESA) regulation that has led to dramatic water cutbacks for tens of millions of people — including thousands of farms and businesses — in Central and Southern California.

In appealing the case — Stewart & Jasper Orchards v. Jewell — to the Supreme Court, PLF represented San Joaquin Valley farmers who grow almonds, walnuts, and pistachios, and who have been hit hard by the water cutbacks mandated by the Delta smelt “biop.” PLF represents these clients — as with all PLF clients — without charge.

Statement by PLF Director of Litigation James S. Burling

“We are disappointed that the Court declined to review the federal government’s damaging and unjustified Delta smelt regulations,” said James S. Burling, PLF’s Director of Litigation. “These regulations have harmed farmers and farm workers in the Central Valley, along with tens of millions of Southern Californians, by diverting vast quantities of water away from human use and out to the Pacific Ocean — all to try to improve the habitat of the Delta smelt, a three-inch fish on the Endangered Species Act list. As a result, hundreds of thousands of acres of once-productive farmland have been idled, farm workers have lost their jobs, and farmers are losing their farms. Water users in Southern California have seen rates rise significantly. And the impacts of the state’s record-level drought have been much worse.

“The feds broke their own rules when they concocted these destructive Endangered Species Act regulations, because they ignored the punishing economic impact,” Burling continued. “And the Ninth Circuit was wrong to uphold the water cutbacks, because it relied on an old interpretation of the ESA that gave short shrift to the interests of human beings. If that anti-human interpretation — in the 1978 Supreme Court case of TVA v. Hill — was ever correct, it is obsolete now, after subsequent changes in the ESA. It is high time to formally reverse that ruling.”

“Unfortunately, the High Court will not hear the challenge to the Delta smelt water cutoffs,” Burling said. “But Pacific Legal Foundation is not giving up. We will return again and again to ask the Court to review — and reverse — the perverse and outmoded TVA precedent that is being used to justify policies that are literally anti-human. The protection of imperiled species is important, but so is the protection of jobs and the economy. PLF will continue to fight for that principle until it is fully embraced by the courts and fully implemented by the bureaucracy.”

PLF’s argument: Delta Smelt Regulators Wrongly Ignored Economic Impacts

Listed as “threatened” under the ESA, the smelt is a three-inch fish in the Sacramento-San Joaquin Delta. In a controversial strategy to help the smelt, federal regulations under the 2008 “biop” sent vast quantities of water to the ocean — instead of storing it behind dams or pumping south for cities, towns, and farms. However, the smelt hasn’t improved — but the economy has suffered, and the effects of the drought have been made worse.

PLF’s legal challenge was based on the fact that the U.S. Fish and Wildlife Service violated its own regulations in drafting the Delta smelt biop. The agency ignored the potential harms — even though it was supposed to take economic considerations into account. “The economic impacts have been devastating,” noted Burling. “Pumping restrictions have fallowed hundreds of thousands of acres of farmland, and Southern Californians have seen water rates rise by as much as 20 percent. And once the drought set in, the impacts were more severe because of the Delta smelt regulations. By sending vast amounts of water directly to the ocean, the smelt regulations meant there was less water saved in reservoirs for the dry times.”

PLF’s case asked the Supreme Court to help drought-stricken California
by rejecting the Delta smelt biop — and reversing the “anti-human” TVA v. Hill

In 2010, then-U.S. District Court Judge Oliver W. Wanger, of Fresno, struck down the Delta smelt biop, holding that it had been drafted “arbitrarily and capriciously,” with “sloppy science and uni-directional prescriptions that ignore California’s water needs.”

However, this past March, a divided Ninth Circuit panel reversed Wanger’s order that the biop be rewritten. Although the Ninth Circuit acknowledged that the biop is a “chaotic document,” poorly reasoned and written, the court upheld it by citing TVA v. Hill, a controversial 1978 Supreme Court ruling.

TVA v. Hill interpreted the ESA as giving a blank check for onerous species-protection regulations, “whatever the cost” for the interests of human beings. “TVA was always an extreme reading of the ESA,” said Burling. “But it is clearly obsolete now. After TVA, Congress made it crystal clear that regulators must take a balanced approach to ESA regulations, by requiring that any species-protection rules to restrict government projects must be ‘reasonable and prudent.’ The Supreme Court needs to reconsider TVA’s outdated perspective. Unfortunately, the justices declined to use the Delta smelt case as an opportunity to do so. But PLF will continue to litigate, on various fronts, until TVA is reconsidered, and the courts insist on balance and common sense in ESA regulations.”

In challenging the Delta smelt biop, PLF attorneys represented three farms in California’s San Joaquin Valley that have been seriously affected, since 2008, by the water cutbacks: Stewart & Jasper Orchards (an almond and walnut farm); Arroyo Farms (an almond farm); and King Pistachio Grove (a pistachio farm). The Raisin Bargaining Association (RBA) Board of Directors has announced the 2014 Natural Seedless Raisin field price has been established at $0.8875 per pound ($1,775 per ton), representing a $0.0625 per pound ($125 per ton) increase over last year’s price.

According to a statement released by Glen Goto, RBA chief executive officer, the MOU calls for growers to be paid in three (3) installments, as they were last year, with an initial payment of 65% due 15 days after completion of delivery or the release of delivered tonnage from Memorandum Storage. The second payment of 20% will be due on or before February 28, 2015, and the final payment of 15% will be due on or before April 30, 2015. Packers may choose to pay all their RBA growers in fewer payments with a shorter schedule.

Individual grower yields this season are significantly lower than the previous season. Today, there is general agreement in the industry that this year’s crop of Natural Seedless raisins will be less than 300,000 tons compared to the 365,000 ton crop, which over the last 12 months our packers have done a commendable job of selling and shipping the entire amount.

Compared to the 20% crop reduction, the increase in this year’s price was a significant compromise taking into full consideration Turkey’s unusually large crop which caused their sultana price to fall.Packers are reporting challenging selling conditions into parts of Europe where sultanas control significant market share. Still, the RBA is giving the industry a crop clearing price because sultana berries are very small and will not work for a large percentage of loyal California raisin customers who specify larger berries, stricter growing and specification requirements, longer shelf-life, and superior flavor.

Steve Spate, grower representative for the Raisin Bargaining Association, “This year’s price was definitely a compromise–one that may make make neither side happy. But, hopefully it will put us in a better position for next year.”

Despite the higher price, California raisin growers face a challenging year as they will receive less revenue in total from this year’s harvest. Price is not the only issue; amid other challenges, growers must deal with continued increases in cost and regulation for labor and water. These issues coupled with other more profitable crop options, such as almonds, walnuts and pistachios, are forcing growers to evaluate how to maximize the use of their land and water resources, contributing to the escalating acreage reductions we have witnessed. For the past ten years, the state has reported a 2%-3% annual reduction in raisin-grape acreage that is now accelerating. Spate said, “The conservative estimate is at least a 10- to 15,000-acre loss of the natural seedless variety by early Spring 2015.  You don’t have to drive more than two miles in the Central Valley to see a pulled raisin field or one in preparation to be pulled.”

Goto hopes this year’s modest price increase will encourage California raisin growers to continue producing enough of the safest, most high-quality raisins in the world to meet yearly demand.
