Trans-Pacific Partnership Trade Agreement Will be Boon for California

On Friday, Nov. 6, Agriculture Secretary Tom Vilsack told California Ag Today the released full text of the Trans-Pacific Partnership Trade Agreement shows that it will be boon for California Exports. Vilsack said, “You’re close to the market, you have ports that access and serve those markets, and you have the products those markets want—whether they are fruits and vegetables or tree nuts,” Vilsack noted. “In fact, we just released a report on our exports as they exist today. Obviously tree nuts are a big export opportunity. We saw significant growth there as well; it is now an $8.8 billion market and California certainly plays to that,” he said.

Vilsack said the trade deal is all about better access, “The fact that tariffs are going to be eliminated in a number of these countries that we do business with will level the playing field for our fruits, vegetables and tree nuts. It is going to open up enormous opportunities for us.”

Vilsack also said these increased exports will definitely increase jobs in California, “This agreement will add and anticipated $120 to $130 billion in U.S. export opportunities, of which agriculture is roughly 9%, so you do the math; it is billions of dollars in additional trade. California is going to get their fair share. It will impact employment because every billion dollars in ag sales supports 6500 good paying jobs, and these are jobs that currently pay about 18% more in benefits than non-export-related jobs.”

President Obama intends to sign this legislation, but first, Congress is poring over the text to make their concerns or support known. Then they will have an up or down vote, but no amendments can be added to the bill.

Again, California specialty crop growers stand to benefit greatly from this trade bill. Ag leaders are urging Congress to pass it and all California commodity trade groups are solidly behind it as well.

Rossi Tackles MRL Harmonization

Lois Rossi Tackles MRL Harmonization

Lois Rossi, who signed off on nearly all crop protection products at the United States Environmental Protection Agency (EPA) for nearly 37 years, spoke to attendees at the recent Maximum Residue Levels (MRL) Harmonization Workshop in San Francisco. Rossi gave her thoughts on the need for MRL harmonization throughout the world.

Rossi was responsible not only for the registration of all conventional pesticides but also for the re-evaluation of approximately 400 active ingredients. Since 2004, she served on the Codex Committee on Pesticide Residues (CCPR) and was a member of the US delegation to the Organization for Economic Cooperation and Development (OECD) Working Group on Pesticides and the Registration Steering group.

“There are process challenges from Korea, Taiwan, the EU, and Japan,” said Rossi, adding some are so difficult that not much can be done because of policy and regulation challenges. “Of course,” she explained, “I will suggest some harmonization opportunities, of which there are a plethora, and there is even a new one now with the Crop Group MRL. Just as you think you nailed that MRL calculator, somebody comes up with a different way,” she noted.

Rossi said at some point the industry needs to figure out how to tackle more of its impediments. “We have tackled some, but I don’t think everyone is there yet.” Rossi suggests information is probably the hardest hurdle to manage because there are so many foreign journals and varieties of global websites. “Like I said,” she explained, “the global MRL database has certainly been a lifesaver for many of us. But to keep up with regulations and procedures from countries to which our growers export commodities is somewhat of a full-time job for many, let alone those whose livelihoods depend on exports or who are dealing with MRLs.”

Determining and understanding different data requirements are also challenging. Rossi noted registrants struggle to determine not only how many field trials a particular country requires, but whether they can be conducted within or outside of the country. Some countries require six, some four. Some regulations vary if it’s a minor crop or a major crop. Rossi said keeping up with these requirements, updated testing methods, NGOs doing their own testing, as well as improved technologies that measure smaller amounts of residues is difficult. So, going to one place to figure it all out would be great.

“And then there is the wonderful world of Codex*, particularly with its capacity limitations. Rossi believes the Codex process has improved, but not its capacity. “That’s pretty much as old as Codex is,” she said.

“Some countries have default MRLs that differ, and some have private standards, which will take hold if the public loses confidence in the public standards and the national processes,” Rossi said. “So countries are establishing their own MRLs because of public pressure; consumers want safe food and they want their government to guarantee them safe food. If that confidence is lost, you will probably still have standards, but you will probably have less control because you are going to have private standards.”

JPA Could Save Temperance Flat Dam

Joint Power of Authority Could Save Temperance Flat Dam

A Joint Power of Authority (JPA) is being formed to help preserve money authorized for construction of the Temperance Flat Dam with the passage of California Proposition 1, the Water Bond in 2014. Joel Nelsen, president of California Citrus Mutual, has been engaged in getting the project off the ground.

“It is unfortunate what has happened to the Friant Water Authority leadership and the lack of suitable talent there to run with it. The situation has adversely impacted getting a Temperance Flat water storage program in front of the California Water Commission, whose nine governor-appointed members are responsible for advising the director of California Department of Water Resources, approving rules and regulations, and monitoring and reporting on the construction and operation of the State Water Project. The Water Commission, which elicits preferred priorities from the agricultural industry, will award bond money in early 2017.

The Water Bond approved by voters last fall designates $2.7 billion for water storage. While this amount will help subsidize the construction of the dam, Nelsen noted there needs to be better organization in its planning, “because when we negotiated money for storage planning, we were set on two locations, Temperance Flat, behind Friant dam and east of Fresno, and Sites Reservoir, north of Sacramento. Of course, all along, we have known that farmers were investing a lot of money into it as well, but you have to have a plan,” Nelsen said.

Nelsen explained the JPA consists of city and county leaders as well as farm industry leaders from Merced to Bakersfield, including those from Fresno, Madera, Kings, Kern and Tulare Counties, and will require everyone’s cooperation to get the job done. “The inability to sustain some leadership at the Friant system right now has stalled our ability to make something happen in that regard.

“If we can use the talent within our counties right now to generate some of the proposals until we have the ability to get additional water experts online, I would give those who are working on the JPA all the credit in the world,” Nelsen said.

Bayer CropScience Horticulture Symposium Builds Global Relationships for Collaborative Problem-Solving

Nearly 200 professionals in the horticultural industry from across the food chain and the value chain, and from Europe and North, Central and South America, gathered this week at the Bayer CropScience Horticulture Symposium in Puerto Vallarta, Mexico. Attendees were treated to an inspirational mix of lectures, panel discussions, as well as an interactive poster session, all incorporating forward-thinking sustainable practices into contemporary agriculture. Among the crops discussed were tomatoes, citrus, grapes, potatoes, bananas.

Rob Schrick, strategic management lead, Bayer CropScience Horticulture, based in Research Triangle Park, North Carolina, said the event was the company’s second in a series of horticulture symposiums focused on international collaboration and problem-solving. “This is about bringing the best and brightest from across our industry,” said Schrick, “from influencers and universities to industry members like ourselves and the media. It’s about getting these creative minds together and discussing solutions. The solutions may not come from the symposium itself, but the connections that are made—you don’t know what will yield from those relationships.”

Jim Chambers, director of marketing, Bayer CropScience Food Production, said the Horticulture Symposium was all about sharing information on best management practices. “Bayer is a leader in the crop protection business within the horticultural space around the world, and this is a real opportunity to bring all of us within horticulture across the food chain and the value chain to talk, from the grower, to the processor, and to the consumer. It is a wonderful opportunity to work together to solve some very difficult challenges.”

“And, vivid to all attendees, was that members of the fruit and vegetable industry throughout the Americas have similar challenges to overcome,” noted Chambers. “It was very interesting; the issues that we talk and hear about in the specialty crop states such as California, Florida and Texas, are very much the same issues that people, for example in Mexico, Brazil, Argentina, or Central America, are facing. These issues do not go across just states or counties; they reach across the globe in solving these problems,” Chambers said.

New UC IPM Program Director

Jim Farrar Named Director of UC Statewide IPM Management Program

Jim Farrar has been named director of the Statewide Integrated Pest Management Program for the University of California’s Division of Agriculture and Natural Resources. He will begin as new uc ipm program director on Oct. 1.

UC IPM works with growers and residents to protect human health and the environment by reducing risks caused by pests and pest management practices.

Farrar is currently director of the Western IPM Center, where he has served since 2013. He succeeds Kassim Al-Khatib, UC IPM director since 2009, who is transitioning to a UC Cooperative Extension specialist position located in the Department of Plant Sciences at UC Davis. There Al-Khatib will focus on his research in weed management.

“UC IPM is a widely recognized national leader in integrated pest management,” Farrar said. “I am excited to continue efforts to make IPM the standard practice for managing pests in agriculture, communities and natural areas in California.”

Prior to joining the Western IPM Center, Farrar was a professor of plant pathology in the Department of Plant Science at California State University, Fresno for 12 years.

At Fresno State, Farrar received three teaching awards. He taught courses in plant pathology, plant nematology, diagnosis and control of plant diseases, crop improvement, aspects of crop productivity, mycology, sustainable agriculture and advanced pest management. His research centered on fungal diseases of vegetable crops, including management strategies for cavity spot of carrot. During his Fresno State tenure, he served four years as chair of the Department of Plant Science and a year as interim chair of the Department of Food Science and Nutrition.

From 1995 to 1997, Farrar taught in the Botany Department at Weber State University in Ogden, Utah. At Weber State, he conducted research on rock cress plants infected with a rust fungus that causes false-flowers. This rust is closely related to a species that is a potential biological control agent for dyer’s woad (Isatis tinctoris), an invasive weed.

Farrar has published scientific papers, extension newsletter articles, and articles in agricultural industry magazines. He also wrote a chapter in the book Tomato Health Management and five disease descriptions in the book Compendium of Umbelliferous Crop Diseases. He recently completed a three-year term as senior editor for feature articles in the journal Plant Disease and was senior editor for the online journal Plant Health Progress for three years. Farrar is a member of the American Phytopathological Society and the Pacific Division of the American Phytopathological Society.

The Wisconsin native completed his Ph.D. in botany and B.S. in plant pathology at the University of Wisconsin, Madison, and his M.S. in plant pathology at UC Davis.

No-tillage Grows in California

The list of crops that have been successfully grown using no-tillage in California continues to increase with garbanzo beans being the latest addition, according to Jeffrey P. Mitchell, CE cropping systems specialist, University of California, Division of Agriculture and Natural Resources.

Harvest data from the Conservation Tillage Workgroup are now in for a 2015 garbanzo crop that was no-till seeded in January in the longstanding conservation agriculture systems study field in Five Points, CA, and these data indicate no difference in yield between the no-till with and without cover crop treatments and the standard till with and without cover crop systems. Garbanzo yields for the four systems averaged about 3,600 lbs / acre with no statistical differences seen between the four experimental treatments.

Other than an herbicide spraying in the fall of 2014 to knock down weeds, the no-tillage systems relied on zero tillage prior to seeding that was done with a John Deere 1730 6-row 30” planter. Conventional tillage consisting of several passes of a Wilcox Performer bed-shaping tillage implement was done to prepare planting beds in the standard tillage plots as would be commonly done in the region.

There is now a growing list of several crops, including processing tomatoes, cotton and dairy forage that have been successfully produced, both in research studies and on California farms, with economically viable yields using no-tillage seeding.

Bountiful Plant Transpiration

Guy Kyser on Plant Transpiration, Phytoremediation

When plants get irrigated, not only do they provide food, but all plants transpire. Guy Kyser, a specialist at the UC Davis Plant Sciences Department, explained how plant transpiration transforms carbon dioxide into “food” for plants to grow.

“Water in the shallow soil is either going to evaporate, or it’s going to be transpired,” Kyser said, “which means it’s going to pass through a plant from the soil to the atmosphere. The transpiration process helps the plant fix CO2 and convert it into food or plant material. The plant is really a little solar powered machine that catches CO2 out of the atmosphere and turns it into something solid so it’s not a greenhouse gas anymore.”

Kyser also explained the phytoremediation* process that occurs in plants grown in less-than-ideal soil and water conditions, in which these plants take up polluted water from its roots while removing impurities from the soil, retain the impurities, and release pure water into the atmosphere. Kyser said, “So, with phytoremediation, you can use the plants to purify poor soil or water situations, then mow off the plant material when the process is done. All the toxins stay in the plant, and only the pure water goes through.” Despite being a slow process, phytoremediation is effective in toxin removal, environmentally friendly, and does not harm soil health.

The Alliance for Food and Farming Counters Food and Farmer Disparagement

Experts around the world agree that eating more fruits and vegetables is the best thing we can do to reduce disease, prevent obesity, and improve our health. But sometimes consumers need to know more about organic and conventional fruits and vegetables so they can make the right shopping choices for themselves and their families.

The Alliance for Food and Farming (AFF), based in Watsonville, is a non-profit organization comprised of both organic and conventional farmers that delivers credible information to consumers about the safety of organic and conventional fruits and vegetables.

According to Teresa Thorne, with AFF, “Many organizations such as Friends of the Earth (FOE), and the Environmental Working Group (EWG) are at odds with AFF for providing science-based and peer-reviewed information to consumers so they can make good shopping choices for their families.”

Friends of the Earth logo“Whether consumers purchase organic or conventional produce, both are safe,” Thorne said. “Health experts say simply that we should be eating more. Decades of nutrition science and health experts everywhere support the recommendation to eat more organic and conventional produce every day for better health. So, it is a little puzzling why FOE and some of the other activist groups would be concerned about that message. But, apparently they are.”

“So, what we are trying to do,” explained Thorne “is present accurate and more balanced information for consumers. Our Board of Directors, nearly 7 years ago, established that calling our healthy and safe produce “dirty” or “toxic” has to stop. We are not going to allow the disparagement of these nutritious products and the disparagement of the farmers who are working hard every single day to provide these healthy products to consumers, to stand.”

Thorne said, “So, AFF got in gear to stop it, largely by going toe-to-toe with the EWG’s so-called ‘Dirty Dozen’ list—one of the main vehicles of product disparagement. Not long ago, when the EWG published the list, nearly all newspapers, television networks and cable channels gave it widespread media coverage in major media markets and publications.”

AFF has achieved some success by introducing peer-reviewed science from experts into consumer media, with the credible message that both organic and conventional produce are safe, healthful, and people should eat more of them every day. “Just in the course of the last six years of the campaign,” said Thorne, “we’ve seen coverage of the EWR list diminish to the extent that in 2015, only one daily newspaper in Ohio covered the story. So their message is mostly limited to blogs for those who are very friendly to their message.”

Thorne believes the Alliance’s success has lead to another activist group, Friends of the Earth (FOE), taking them on. Thorne said FOE is trying to discredit the Alliance by calling it a “front group”.

Worker safety is top-of-mind for agriculture, and a special raisin and wine grape mechanical safety training event was held in the Fresno County town of Easton. Grape harvester safety suggestions were  conveyed in both English and Spanish to more than 150 attendees.

Ryan Jacobsen, CEO of the Fresno County Farm Bureau, one of the event sponsors, said,Ryan Jacobsen Fresno County Farm Bureau “It’s no secret, grapes are one of the top crops here is Fresno County. So this raisin and wine grape mechanical harvest safety training is really just to make sure that all of our employers and employees have a safe harvest.”

“They’re working with some machinery that is used only during the harvest time,” said Jacobsen, “which is only a six-week to eight-week period of time. So we just want to get more familiarized with safety as the upcoming season approaches.”

“Most importantly,” Jacobsen continued, “farmers and farmworkers are working a lot of long hours during the harvest season, and this is just a constant reminder that safety is the number one priority. It’s most important that our folks go home safe every evening,” Jacobsen said.

Clint Erling, and his employer, Kingsburg Cultivator, also known as KCI Equipment, which manufactures vineyard equipment such as mechanical raisin harvest machines and almond harvesting equipment, wants to make sure everybody’s safe and gets to go home at night. “Some of this equipment can be extremely dangerous,” Erling explained, “so we engineer guards for areas of the machine to increase worker safety, while maintaining the machine’s effectiveness in the field.”

Worker safety is important to Erling, even after the sale. “We go to the field and work with farmworkers during the harvest or on any projects they’ve got going on,” he said.

UC ANR Research and Extension Centers Strategically Located

Bill Frost is the director of the University of California, Division of Agriculture and Natural Resources’ Research and Extension Center System that has nine different research and extension centers located throughout the state.

Describing the strategy in their geographic placement, Frost said, “We have located them in different growing zones, climates and environments. We have chosen everything from the desert region in El Centro, to cropland here in Kearney, to livestock grazing in both our Hopland and Sierra Foothill Research and Extension Centers, all the way up to Intermountain in Tulelake, where we research potatoes, garlic and crops that can be grown in that fairly short growing season.”

The goal, according to Frost, is to solve local issues from a local or regional perspective. “Each one of our centers has different environments, crops and pest issues to address,” he explained. “These diverse locations are critically important to us because we can do localized, applied research and get useful information out to people, whether they are homeowners in their gardens or growers managing a thousand acres of a crop.”

Frost noted the UCANR Research and Extension Center System has been actively seeking new personnel to better meet the needs of growers. “Just in the last four years,” he said, “we’ve hired almost one hundred new cooperative extension advisors and specialists around the state—many of whom are housed here at the Kearney Research and Extension Center. They are also housed on UC campuses and in our county Cooperative Extension offices.”

Frost commented, “We continue to be relevant. We continue to do cutting-edge applied research. Our programs provide information to everyone; from our youth development program in 4-H and our nutrition education, to master gardener programs that help homeowners with pest problems and water management.”

“And of course, we serve the agricultural community. We have a lot of good research going on and we’re generating lot of good information in commodity production, pest management and water management,” Frost said.
