Feather River growers in Northern California have 100 percent water allocations and it’s very frustrating to Central Valley Farmers.

“True, it’s a drought year but there have been opportunities to get water south of the Delta that have been completely blown by mismanagement, over-regulation, a complete lack of common sense, and lack of understanding what the real needs are,” said Cannon Michael, a 6th generation California farmer in Merced County.

“The California Water Resources Control Board, and the Bureau of Reclamation have sent more than 1.8 million acre feet of water out the Golden Gate only for a possible need for fish. When you have such a dramatic need for humans, it’s just insanity; and at a some point, it all has to catch up with a lot of people,” said Michael, who has had to set aside 15 percent of his farm due to no water.

“The people who are regulating and the people who are legislating have insulation from this for a little while, but it eventually is going to catch them,” Michael said. “The problem for me is that these regulations hurt the poorest of the people and the minority community, who are already having a tough time.”

“These regulations and low water allocations are taking away valuable fresh food and milk, and all the things people need for life. It’s taking away jobs and will displace thousands of workers who will have to get in food lines to survive. And this is completely unnecessary,” said Michael.

“There could have been way more water allocations exported safely this year. There were no fish at the pumps and we have the data to prove it,” said Michael.

“We had good storms in February, March and April, but the majority of that water went out the Bay; it wasn’t even close,” said Michael.

“There are too many left-leaning decisions from the California Water Resources Control Board to the 9th Circuit Court in San Francisco, which made a recent ruling that hurt agriculture, agreeing that the Bureau of Reclamation did not consider the safety of the Delta Smelt several years ago when it exporter water south. And then on top of everything, Governor Brown pulls the funding from ag education. It is a constant barrage against agriculture, and when will it ever be enough?” asked Michael.

“There is no respect for California agriculture. There are so many people spinning lies about our industry. Do they want all the specialty crops that they enjoy eating coming from other countries? Again, it’s insanity,” he said.

And Michael said the farmer is always, always held accountable while the environmental community is never held accountable. “There is no accounting for what they use the water allocation for when it’s released it to the ocean. There is no report on what good it’s doing. They are not at all held to the same standards as California Farmers.”

Alliance for Food and Farming: EWG Unfairly Targets Apples and Needlessly Scares Consumers

Watsonville, CA — A non-profit group representing farmers of conventional and organic fruits and vegetables is urging caution concerning claims made today by the Environmental Working Group (EWG).

According to the Alliance for Food and Farming, the EWG is making an attempt to reinvigorate waning media interest in its upcoming Shoppers Guide to Pesticides in Produce,  by making inflammatory claims about the safety of apples, a favorite fruit of Americans and, in particular, children.

“EWG is once again scaring consumers about an extremely safe and healthy product that parents should be feeding their children more of for good health,” said Marilyn Dolan, Executive Director of the Alliance for Food and Farming.  “The Alliance is disappointed apples are once again being unfairly targeted by an activist group, which is distorting the facts.  We are urging reporters to use caution and that they contact reputable scientists, government agencies and nutritionists for more information before jeopardizing the livelihoods of family farmers and needlessly scaring consumers.”

The Alliance notes the EWG claims concern a compound, known as DPA, applied to apples following harvest to prevent them scalding during cold storage.  Monitoring of this compound is regularly conducted as part of the United States Department of Agriculture Pesticide Data Program (PDP) and it has been found to be well below tolerance levels. More than 60 countries and the World Health Organization have found this compound to be safe when used according to stringent regulations governing all uses of pesticides by U.S. farmers.

Dr. Carl Winter, a toxicologist with the University of California, Davis, states that DPA residues specifically have been shown to be 208 times lower than the US. Environmental Protection Agency’s reference dose.

It should be noted, however, that fresh apples were not included in this year’s PDP report, although they have been tested through this program many times before.  Data from this government report is used by EWG to develop its so-called dirty dozen list, but they may be using old data to make these most recent claims about apples.

“The United States Department of Food and Agriculture and the U.S. Environmental Protection Agency have stated residues do not pose a food safety concern,” said Dolan. “Residues of DPA, or any other pesticide, that may be found on apples are consistently extremely low according to decades of monitoring by government agencies.   The residues are so low, in fact, that an independent toxicological report finds that a small child could eat 154 servings of apples every day without any impact from any residues that might be present.”

The Alliance for Food and Farming has developed a website working with experts in toxicology, nutrition, risk assessment and farming where people can learn more about the regulations in place to ensure the safety of fruits and vegetables at www.safefruitsandveggies.com.

Dolan urged consumers to use its pesticide residue calculator to learn more about residues on their favorite fruits and vegetables and she emphasized that health experts around the world agree, and even the EWG has stated, that a diet rich in fruits and vegetables far outweighs any risks from residues that may be present.

She also emphasizes that decades of research backs up the clear health benefits associated with eating conventionally grown fruits and vegetables.  A series of reports on these health benefits can be found on the Safe Fruits and Veggies website.

The Alliance for Food and Farming has been preparing for the annual release of the EWG’s Dirty Dozen list, which is scheduled for release next week. The Alliance has been successful in recent years in shedding more light on the topic of pesticide residues by giving consumers and media more information about the safety of conventional and organic fruits and vegetables. As a result of this work, consumers now have a science-based resource for information, unlike the EWG Shoppers Guide, which is not based on peer-reviewed science.

Agriculture Business Resources announces 2014 Specialty Crop Schools

Two short agriculture business courses will be offered in 2014 for agri-business professionals who want to learn about the scope and intensity of fruit, nut and vegetable production in California.

The June 14-17 session in the San Joaquin Valley and the October 6-9 session in the Salinas Valley will provide outstanding opportunities to delve into California specialty crop agriculture with its unique challenges and opportunities.

The format of the classes will be of value to those new to horticultural crop production as well as seasoned agri-business professionals.

The three-day courses, organized by Visalia-based AgBusiness Resources, have been specifically designed to equip participants with a broad understanding of intense crop production in these unique farm settings.

The San Joaquin Valley session will focus on some of California’s most iconic crops – almonds, citrus, grapes and stone fruit as well as processing tomatoes and Asian vegetables. In the Salinas Valley, lettuce, cole crops, artichokes, strawberries and wine grapes will be featured.

Both Crop Schools will include field visits to farms, processing facilities and research centers as well as classroom time with growers, pest management experts and university scientists.

Representatives from the food, chemical, fertilizer, equipment, packaging, financial, transportation and environmental monitoring industries are encouraged to participate.

Pest Control Advisors and Certified Crop Advisors in attendance will have access to 15 PCA and 15 CCA continuing education units.

Participants at the inaugural 2013 Specialty Crop School benefited from the extensive knowledge and experience of growers, crop managers and other professionals in the agricultural supply chain.

Due to the favorable response and interest expressed last year by attendees at the San Joaquin Valley event, a coastal session has been organized for 2014.

USDA Awards California $19M Specialty Crop Block Grant

The United States Department of Agriculture (USDA) announced yesterday that California has been allocated $19.76 million in funding for the 2014 Specialty Crop Block Grant Program (SCBGP). The agency awarded approximately $66 million nationwide for projects that help support growers of specialty crops through research, market development, environmental stewardship and more.

The Specialty Crop Block Grant Program is designed to enhance the markets for specialty crops like fruits, vegetables, tree nuts, dried fruits, horticulture and nursery crops, including floriculture.

“California’s leadership in the production and development of specialty crops is due in large part to the innovative nature of our growers,” said CDFA Secretary Karen Ross. “The research, market development and other projects supported by this partnership with USDA help keep our farmers on the cusp of innovations from food safety to stewardship, from identifying niche markets to expanding international exports.”

Today’s announcement marks the beginning of the 2014 grant cycle. In 2013, CDFA was awarded approximately $18 million and solicited competitive proposals for projects including market enhancement, agriculture education, nutrition, and research. The 64 projects funded under the 2013 SCBGP reflect the diversity of California’s specialty crops across the state, including: creating economic opportunities for specialty crop producers through market development activities that focus on local, regional, or international markets; development of effective agritourism associations to enhance rural tourism and promote specialty crops; food safety benefits and training programs; growing community food systems in underserved neighborhoods; online irrigation nitrogen management tool for cool season vegetables; and research to mitigate impacts of invasive pests.

In addition, CDFA partnered with the Center for Produce Safety in the evaluation and recommendation of food safety related projects. These proactive research projects represent an ongoing effort to minimize outbreaks.

Gill’s Mealybug May Appear in Orchards Over the Next Few Weeks

As Gill’s Mealybug overwinters, a new generation will appear in May, and growers should treat the first generation around June 1.

Gill’s mealybug is a relatively new pest of pistachios in California. “It was first recognized in the late 1990s in a an orchard near Tulare. It has now spread up to Colusa County and has move down to Kern County,” said David Haviland, UC Cooperative Extension Kern County, who organized the field day with Elizabeth Fichtner, UC Cooperative Extension Tulare County.

Tulare County is a hot spot with most pistachio orchards having the bug, which has three generations per year. “Right about harvest time there are a whole bunch of mealybug crawlers hatching, and then they overwinter and become adults in May. These adults will produce an enormous amount of new crawlers the first week of June, which is an important treatment time, right when those crawlers come out,” said Haviland. “The ones that are born the first week of June will become adults in about mid-to-late July, which is the second generation. The mealybugs that are in the tree now are the start of the third generation when they become adults then hatch more young bugs at harvest.”

“Population-wise, growers will get millions of crawlers at harvest, but if you come back to the tree in the spring, you will see maybe one or two per pistachio cluster, so there is a huge winter mortality,” said Haviland.

Haviland stood by a tree that had only about one mealybug per 10 clusters in the May, but now the untreated trees in the trial have clusters that are covered with honeydew, and now blackened with sooty mold, with 30 or 40 adults on the clusters. The lower leaves on the trees were turning black from the sooty mold.

“Typically growers go out in their orchards April and May and see about one mealybug for every 10 clusters. In fact they might not even notice it. But that mealy bug produces about 20 live young, which increases the count to about one per cluster, but now those adults give rise to 15 or 20 crawlers per cluster which causes clusters to be moist and black,” said Haviland. “So the point is that one or two per cluster can cause many more per cluster near harvest time, so May is the time to be thinking about spraying the first of June.”

Haviland looked back at the tree he was standing next to, and said: “If you have tree that looks like this, with a lot of mealybugs and sooty mold, let it go; you can’t do anything about it. Come back the first week of June 2014 and treat it with an insecticide and you should be clean at harvest next year. It’s really that simple.

Insecticide timing is important, but there is a widow. Of all the products registered, they are most effective on crawlers. “So you really want to get them the first week of June when the crawlers are out regardless of which product your using,” Haviland said.

During the upcoming harvest season, Haviland warn growers to ask the harvest crew to wash down the harvesting equipment and make sure no tree debris from another orchard is on the equipment. “And if growers have an orchard with mealybug, please inform the harvest crews so that they clean the equipment before moving to another site, which may not have mealybug.

“The harvest crew should blow off all leaf trash and hose the equipment down before it goes from property to property. Growers should insist upon this,” Haviland said.

Training on Cucumber Green Mottle Mosaic Virus

The California Department of Food and Agriculture (CDFA) will be providing  one-day training in cucumber green mottle mosaic virus (CGMMV) and bacterial fruit blotch (BFB) of cucurbits 8:30 a.m. to 2:30 p.m. on  May 1 and on May 2, 2014, at the CDFA Plant Pest Diagnostics Branch, 3294 Meadowview Road, Sacramento, CA 95832.

The training is geared toward county agricultural commissioners’ staff and cucurbit seed and transplant growers of Yolo, Sutter and Colusa counties.  This training will be provided in collaboration with members from the seed industry and the United States Department of Agriculture, Animal and Plant Health Inspection Service.

Topics covered will include:

  • CGMMV/BFB 2013 detections, subsequent actions taken, current status and future perspectives;
  • Impact on California seed industry;
  • Biological perspectives – symptoms, biology, management;
  • Field detection protocols and bio-security measures;
  • Sterile seed sampling and seed law considerations;
  • Federal perspectives on CGMMV and other invasive species.

Training to other counties will be provided on later dates.

Asian Citrus Psyllid Quarantine Established in San Luis Obispo County

Martin Settevendemie, Agricultural Commissioner/Sealer, County of San Luis Obispo announced detection of an adult Asian Citrus Psyllid in an insect trap on March 26th in a residential landscape near Arroyo Grande. The discovery prompted a high-density trapping delimitation survey of the immediate and adjacent area – about a nine square mile area – and no other ACPs were found.

A quarantine restricting the movement of citrus nursery stock and citrus fruit within a five-mile radius around the detection site has already been established by the California Department of Food and Agriculture to prevent the spread of this serious plant pest. “We are working with growers to get everyone in compliance with the regulation. This will help them understand what the requirements are to move any product outside of the quarantine area,” said Settevendemie.San Luis Obispo County Ag Commissioner Logo

CDFA announced that they will be conducting spray eradication treatments approximately 800 meters around the detection to eradicate this pest.

The first detection of the Asian Citrus Psyllid in California occurred in San Diego County in 2008. Since then, it has been found throughout southern California.

“This insect pest is of serious concern to California’s commercial citrus because it is responsible for spreading Huanglongbing, also called citrus greening disease, a plant disease that is fatal to all types of citrus trees. This includes citrus trees in countless landscapes across the county as well as local commercial citrus orchards valued at over $13 million in 2013,” according to Settevendemie.

Over the past ten years nearly 50% of the commercial citrus groves in Florida have been killed by this disease. The University of Florida estimates the disease has tallied more than 6,600 lost jobs, $1.3 billion in lost revenue to growers and $3.6 billion in lost economic activity for the state. The disease does not affect human health.

A single orange tree infected with Huanglongbing was found in a Los Angeles County backyard in 2012. To date no additional detections of the disease in California have occurred.

Staff from the San Luis Obispo County Agricultural Commissioner’s office and officials from the California Department of Food and Agriculture continue to search for this pest by monitoring hundreds of insect traps placed in urban neighborhoods and commercial orchards throughout the county.

“It is difficult to close off all potential pest pathways into the county. An engaged community of all county residents is critical in successfully excluding pests such as Asian Citrus Psyllid,” said Settevendemie.

Community members can do the following to protect backyard citrus trees and the local citrus industry:

        Buy Local! Purchase citrus trees from reputable local sources selling plants that have been routinely inspected by the Agricultural Commissioner’s staff.
        Do not transport citrus plants or plant parts into the county from quarantine areas. Call 805- 781-5910 for information about quarantine areas.
        Check residential landscaping often for signs of unusual symptoms or strange insects. Contact the local University of California Cooperative Extension’s Master Gardener Program at 805-781-5939 for help in identification of unusual plant symptoms or pests.
        If asked, allow the Agricultural Commissioner’s staff to place an insect trap in your yard and cooperate with officials if it becomes necessary to exclude or eliminate Asian Citrus Psyllid from San Luis Obispo County.

USDA Modifies Farm Loan Programs to Give More Opportunity to Producers

Farm Loan Modifications Create Flexibility for Farmers and Ranchers

Agriculture Secretary Tom Vilsack TODAY announced increased opportunity for producers as a result of the 2014 Farm Bill. A fact sheet outlining modifications to the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA) Farm Loan Programs is available here.

“Our nation’s farmers and ranchers are the engine of the rural economy. These improvements to our Farm Loan Programs will help a new generation begin farming and grow existing farm operations,” said Secretary Vilsack. “Today’s announcement represents just one part of a series of investments the new Farm Bill makes in the next generation of agriculture, which is critical to economic growth in communities across the country.”

The Farm Bill expands lending opportunities for thousands of farmers and ranchers to begin and continue operations, including greater flexibility in determining eligibility, raising loan limits, and emphasizing beginning and socially disadvantaged producers.

Changes that will take effect immediately include:

  • Elimination of loan term limits for guaranteed operating loans.
  • Modification of the definition of beginning farmer, using the average farm size for the county as a qualifier instead of the median farm size.
  • Modification of the Joint Financing Direct Farm Ownership Interest Rate to 2 percent less than regular Direct Farm Ownership rate, with a floor of 2.5 percent. Previously, the rate was established at 5 percent.
  • Increase of the maximum loan amount for Direct Farm Ownership down payments from $225,000 to $300,000.
  • Elimination of rural residency requirement for Youth Loans, allowing urban youth to benefit.
  • Debt forgiveness on Youth Loans, which will not prevent borrowers from obtaining additional loans from the federal government.
  • Increase of the guarantee amount on Conservation Loans from 75 to 80 percent and 90 percent for socially disadvantaged borrowers and beginning farmers.
  • Microloans will not count toward loan term limits for veterans and beginning farmers.

You all are very aware of the water crisis that has been plaguing the West Side farmers due to federal pumping restrictions, well now with this year’s historic drought combined with those same pumping restrictions the East Side farmers will be in the same crisis condition.

The only hope for farmers on both sides of this Valley to survive this year is a change in the Delta Operations by both the State and Federal governments in order to maximize the flexibilities they have under this crisis to deliver more water south of the Delta, so an upcoming rally is intended to send that message.

California Strawberry Commission Economic Report: Industry Has Postive Local and State Impact

TODAY, the California Strawberry Commission released a first-ever statewide economic report detailing the $3.4 billion economic contributions of strawberry farming to the state. The report titled, Sustaining California Communities: Economic Contributions of Strawberry Farming (February 2014) showcases the positive impact strawberries have on local communities.

With the best climate in the world for sustainably growing strawberries, California continues to lead the United States and the world in strawberry production. California strawberry farmers are responsible for growing nearly 90 percent of U.S. strawberries. If California were a country, it would be the world’s largest producer of strawberries. California’s 400 family-owned strawberry farms generate an estimated 70,000 farm jobs, while growing strawberries on less than 40,000 acres (less than one percent of all California farmland).

“Not only does California have the best climate on earth to grow strawberries, it also has the most innovative and hardworking strawberry farmers in the world,” said Rick Tomlinson, President of the California Strawberry Commission.  “These 400 small family farms are the foundation for on-farm jobs, as well as packaging, shipping, processing, marketing, nutrition, science, and export jobs that create opportunity in our Central Coast communities and healthy food for consumers.”

Strawberry farming has a multiplier effect, creating jobs and generating revenue beyond the farm. For every farm dollar made, 97 cents is invested back into the community. Strawberry farming accounts for an estimated $108 million in annual tax revenue. This in turn supports local, state and regional government services. Taxes support teachers, police and firefighters, and through a dedicated program, college scholarships support higher education opportunities for children of strawberry farm workers.

“California strawberry farming is a tremendous asset to the state and nation,” said economist Jim Schaub, Ph.D. “The dollars that come into strawberry farms go back out as wages, land costs, payments for farm inputs and services, regulatory costs, and property and business taxes.”

From inception to harvest, the entire lifecycle of a strawberry begins and ends in California. In Northern California, roughly a billion plants are nurtured in open fields from October to February. These hardy, healthy nursery plants are then shipped to the Central Coast: the world’s premier region for growing strawberries. Every step of the way, strawberries provide hundreds of communities with jobs, income and tax revenue necessary to sustaining local economies.

The California Strawberry Commission is a state government agency located in Northern California that represents an industry of 600 growers, shippers and processors of California strawberries. With a focus on food safety education, Commission strategies also include production and nutrition research, trade relations, public policy and marketing communications.
