California Farm Bureau’s Paul Wenger Addresses 96th Annual Meeting

California Farm Bureau President reflects on membership triumphs & challenges in 2014 and his hopes for 2015

Paul Wenger, president of the California Farm Bureau Federation (CFBF) welcomed attendees to the 96th Annual CFBF Meeting by introducing the conference’s theme, ‘California Agriculture Caught in the Crosshairs.’

“The only way to be a target is to be standing still. I can guarantee we are not going to stay standing still, but from time to time, I think we have stood still. It is interesting; people say this is provocative, but it is also spot-on, California agriculture has adapted and improved, and continued to adapt and improve, and continues to provide food and fiber. We have become a victim of our own success, and because many times we would just as soon as sit back and hope the world would pass us by while we do nothing short of miracles by producing more and more food and fiber with basically the same resources we have had for years, all of a sudden, we’ve become victims of our own success.”Farm Bureaus Meeting Theme

“After two wet years when our reservoirs were brimming to capacity, our farmgate value in 2011 rose to a record of $43.5 billion. Now that’s farmgate, and you will hear other states say how they have a $100 billion farm economy, but this is just the farmgate, and we are not even talking about what our multiplier effect is.”

Wenger explained that California agriculture slipped by $1 billion in 2012, and “we have yet to see what the final report for 2013 will be. But, if it is any indication by what we have been witnessing  through the county ag commissioners in their reports for food and fiber production, it will likely set a new level.”

“And ladies and gentlemen, as bad as 2014 was for water, the fact that we had 4, 5 or 6 hundred thousand acres out of production, the fact that we had 17,000 jobs lost, what the University of California said was a $2.2 billion dollar farmgate loss due to lost production; I would estimate (and we won’t know until 2015), that 2014 will probably set a record year for farmgate value and income.”

“And we will have our detractors and others who say, ‘what is wrong on the farm?’ Agriculture continues to increase and produce even though we have challenges. The underlying number 1 challenge of the statistical health of California agriculture is water. Today’s presentation though is going to be forward-looking.”

Wenger’s presentation included a “Working for You” document handed out to each member that detailed the organization’s policies, and the duties of its staff, officers, and board of directors. Wenger recognized the efforts of Rich Matteis, CFBF administrator and staff to prepare the document and solve issues for the California Ag industry. Wenger explained, given the challenges over the last few years, and especially with the Affordable Care Act, “Rich Matteis has been doing nothing short of miracles, orchestrating our staff to be able to do more with less.” Wenger urged Farm Bureau members to carefully review the document to understand how the organization is endeavoring to work on their behalf.

Though the document did not include contributions from the 53 county farm bureaus, Wenger recognized the farm commissioners and the work product from their bureaus, led by volunteer staff who have to transition around new leadership every few years. “They have to keep air in the tires, and the bearings greased so everything works in our county farm bureaus. As a grassroots organization, it’s those folks and the folks we have at CFBF and the American Farm Bureau Federation (AFBF) that really help those of us who are farmers and ranchers to accomplish what we do.”

Wenger considers 2014 a very interesting year and expects the same in 2015. “It’s all about water, folks. Think back not too long ago to August when we had all the mechanizations around the water bond: ‘is it going to be a $6.5 billion bond? Is it going to be $6 billion bond?” There were questions about water storage and how much funding would be allocated for water storage.

“We finally got it done with a near unanimous vote to get the water bond on the ballot for $7.5 billion with $2.7 billion continuously appropriated for water storage. We don’t know what will happen, but we are glad it got on the ballot.”

Continuing, Wenger said that shortly afterwards, all the attention turned to groundwater. “The two groundwater bills working their way through the legislature were signed by the governor in September.” Later, one of the authors, former Democratic California State Assemblymember Roger Dickinson, wrote, “The Governor signs historic groundwater legislation. California’s water future is secure.”

“Nothing could be further from the truth,” said Wenger, attributing Dickinson’s recent defeat at the polls to the funding and efforts of the California Farm Bureau Fund to Protect the Family Farm (FARM PAC).

“Let’s not lose focus on what happened in November. For the first time in four decades, the electorate decided to do something about our water infrastructure.” Their message to Sacramento, well beyond the water bond, was, “We need to do something about our water infrastructure, not only for our environment, not only for municipal and industrial, but most of all for agriculture because we are feeding the world.”

“And so what happened is nothing short of phenomenal,” he continued, congratulating the board for stepping up and spending the funds to be able to get over the threshold and have a win.”

Returning to the theme of the conference and its positive outlook in his closing, Wenger stated, “A lot of folks will say that ‘Caught in the Crosshairs’ is a picture of despair. I actually say, ‘no, it’s hope.’”

Wenger said there’s hope for what the industry can do if given a little bit of water. “Some folks will say that with the clouds, it is doom and gloom; but remember, we need to have rain clouds to have water in our reservoirs and streams. Really this is a picture of opportunity and of what can be and will be if we work together and really take an aim on advocacy.”

“As we take an aim at advocacy, everybody gives the example of a three-legged stool: one leg is not any good without the others. “That’s absolutely true; I couldn’t do what I do without Kenny Watkins (First Vice President) and Jamie Johansson (Second Vice President). As we look to the future, we have to educate; we have to engage; and, we have to be advocates.”

A 2014 Vinexpo-commissioned study by International Wine and Spirit Research revealed that in 2011, the U.S. surpassed France and Italy to lead the world in wine consumption in both volume and value.

Between 2012 and 2016, American annual wine consumption is projected to grow by more than 12 percent, or 40.5 million cases, again mostly from wine produced in California.

NEW TULARE COUNTY ASIAN CITRUS PSYLLID DETECTIONS NEAR EXETER  

BREAKING NEWS 

 

The Tulare County Agricultural Commissioner’s office announced TODAY that one additional Asian Citrus Psyllid (ACP) has been detected on a trap south of the city of Exeter. The latest interception was confirmed by the California Department of Agriculture (CDFA). Maps and current information are available on the Agricultural Commissioner’s website by visiting: http://agcomm.co.tulare.ca.us/default/.

CDFA has already begun to saturate the affected area with detection traps in order to determine the extent of any infestation.The United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA-APHIS) and CDFA will work collaboratively to determine what steps are taken next.

The Asian citrus psyllid is an invasive species of grave concern because it can carry the disease Huanglongbing (HLB), also known as citrus greening. All citrus and closely related species are susceptible hosts for both the insect and the disease. There is no cure once a tree becomes infected. The diseased tree will decline in health, producing bitter, misshaped fruit until it dies. To date, HLB has been detected on just one residential property in the Hacienda Heights neighborhood of Los Angeles.

“Our staff will continue to support the efforts of our $750 million citrus industry, as well as our residential citrus owners,” said Tulare County Ag Commissioner Marilyn Kinoshita. “I want to emphasize that citrus fruit is safe to eat and the disease is not harmful to human health.”

USDA’s Specialty Crop Block Grant Program Welcomes Proposals and Technical Committee Volunteers

The California Department of Food and Agriculture (CDFA) is accepting proposals for the 2015 Specialty Crop Block Grant Program, which conducts an annual competitive solicitation process designed to enhance the competitiveness of California specialty crops–fruits and vegetables, tree nuts, dried fruits, horticulture, and nursery crops (including floriculture).

Grant awards will range from $50,000 to $450,000 per project with a duration of up to two years and nine months. Non-profit and for-profit organizations; local, state, federal, and tribal government entities; and public and private colleges and universities are eligible to apply.

Phase I of the competitive process begins with the submission of concept proposals. Concept proposals undergo both an administrative review conducted by CDFA as well as a technical review conducted by a volunteer panel of subject matter experts. Successful applicants will be invited to submit detailed grant proposals in Phase II of the process.

Details:  Applicants must access the 2015 Request for Concept Proposals at www.cdfa.ca.gov/grants for detailed application instructions. To streamline and expedite the application process, CDFA has partnered with the California State Water Resources Control Board to utilize their online application site, the Financial Assistance Application Submittal Tool (FAAST). Concept proposals must be submitted electronically using FAAST by Friday, December 5, 2014, at 5 pm PST, and applications must include a letter of interest, short biography, and statement of qualifications identifying the Specialty Crop Block Grant Program funding category related to the applicant’s area of expertise. Spice World Garlic is Largest Domestic Grower/Supplier

Spice World Garlic Supplies Consumer Needs

Founded in 1949, Spice World farms in the San Joaquin Valley for coast-to-coast distribution of garlic products. Today they are the largest supplier of garlic to America’s supermarkets in all 50 states. This is all part of the bounty that Central Valley farmers supply consumers around throughout the U.S.

Louis Hymel, director of purchasing and marketing at Spice World’s corporate headquarters in Orlando, Fla., noted that farming garlic in the Central Valley is tough with the lack of water availability. “We have a big challenge in finding water and we are moving to different parts of the state where water is,” said Hymel. “We have moved to production areas in the north. It is a challenge for the whole industry.”

“We hope to have more rain and snow this season as we definitely need it,” said Hymel.

Garlic is an interesting back-to-back crop; it was harvested in late summer and the 2015 crop has already been planted. “We never stop from the point of harvesting our seed up in Oregon, then transporting it down, then cracking it for replanting in the San Joaquin Valley,” said Hymel. “We also need to decide on how much to replant in Oregon for the next year’s seed production. Finding the areas where we need to plant for next year’s production it important.”

Spice Word is very diversified in their garlic product line, noted Hymel. “We produce garlic in every form possible from the whole bulbs to whole peeled to ready-to-use garlic to squeezed garlic. We look to what the consumers are looking for in terms of convenience.

“We try to make it so consumers get the garlic in the form that they want and we also provide a lot of recipes,” Hymel said.

SURPRISE: EWG recommends Fruits & Vegetables – Conventional or Organic

EWG to Continue Publishing  “Dirty Dozen” List of Conventional Produce

This week, Marilyn Dolan, the Executive Director of the Alliance For Food and Farming[1] (AFF) sent a letter to Environmental Working Group[2] (EWG) President Ken Cook requesting they discontinue their annual release of the so-called “dirty dozen” list. Scott Faber, EWG’s Vice President of Government Affairs responded online TODAY that “EWG’s top shelf advice is to eat your fruits and veggies. But, as EWG’s research shows, not all veggies are the same, and some have more pesticide residues than others. That’s why we will ignore the call to discontinue publishing our Shopper’s Guide.”Food Scoring Factors

This correspondence comes following EWG’s statement that organic and conventional produce are best foods for consumers and that organization’s new and strongly worded recommendation about the need for increased consumption of all fruits and vegetables – whether they are organically or conventionally grown. The statement accompanied the release of EWG’s Food Scores: Rate Your Plate, an easy-to-use food database and mobile app on October 27, 2014 that rates and shares information for more than 80,000 foods from about 1,500 brands in a simple, searchable, online format. “The new database is the most comprehensive food-rating database available to consumers,” EWG said in a statement. “Its scoring system factors in not only nutrition, but also ingredients of concern, such as food additives, and contaminants. It also estimates the degree to which foods have been processed.”

Each year, EWG publishes Shopper’s Guide To Pesticides In Produce “to help consumers find conventional fruits and vegetables with low concentrations of pesticide residues,” explained Sonya Lunder, EWG’s senior analyst and principle author of the report.  “If a particular item is likely to be high in pesticides, people can go for organic.”

While the annual Shopper’s Guide features a “Clean Fifteen” section of conventional produce with the least amount of pesticide residues, it is famous for its annual “Dirty Dozen” list of the most pesticide-contaminated produce and its Dirty Dozen™ Plus” highlights hot peppers and leafy greens – kale and collard greens – often tainted with unusually hazardous pesticides. The Alliance for Food and Fiber has worked hard to debunk the dirty dozen list,” said Dolan, “with good scientific evidence that even though produce may have crop protection product residues on a small percentage of the total volume of produce, the residue is far less than FDA standards.”

We noted your organization’s acknowledgment in the “Food Scores” database that both conventional and organic fruits and vegetables should be considered best food choices for consumers.  We also saw the Environmental Working Group’s new and very strong statement concerning the need to increase daily produce consumption for most Americans now posted on your website. 

As you are well aware, our organization, the Alliance for Food and Farming (AFF), has repeatedly requested that you discontinue the publication of your annual “dirty dozen” list because it is misleading to consumers, is not peer-reviewed and is not based on real risk.  The conventional and organic fruit and vegetable farmers we represent produce a very safe product that experts around the world agree we should all be eating more of for better health.  In addition, the USDA, FDA and EPA all clearly state that residues do not pose a food safety concern.

For these reasons, along with EWG’s new and strong acknowledgement of the health and safety of conventional produce, the AFF renews its call for your organization to end your annual release of the “dirty dozen” list.

While there is still much information to come with respect to the validity and credibility of your new “Food Scores” report, we are pleased to see that, for produce, this new report supports decades of nutritional studies showing the health benefits of a diet rich in fruits and vegetables – regardless of whether they are organic or conventional. We are sure you would agree that it is illogical for your organization to urge consumers to eat more conventional produce while simultaneously mislabeling these safe and healthy foods “dirty,” “toxic laden,” and “contaminated” among other things.

Therefore we ask you to stop unfairly disparaging conventionally grown fruits and vegetables with your annual “dirty dozen” list release.  Instead, please continue on the positive path you’ve established with your new statement urging increased consumption. That is the right message for consumers and also meets your organization’s stated objective to “empower people to live healthier lives.”

We look forward to hearing from you regarding your future intentions for the so-called “dirty dozen” list.

Food industry lobbyists are none too pleased with EWG’s new scoring system for foods, accusing EWG’s Food Scores of:

         “Misinformation”

EWG

         “Void of scientific rigor”

         “Inaccurate and misleading information”

         “Extreme and scientifically unfounded views”

Seems like we hit a nerve.

Apparently, helping consumers identify those foods with too much fat, sugar and salt  — as well as foods with unregulated food chemicals or too much mercury – is giving Big Food’s hired guns indigestion.

Of course, food manufacturers don’t like scoring systems like NuVal or Guiding Stars, so it’s no surprise they are already attacking Food Scores.

Could it be that so many packaged foods score poorly?

Here’s what we found: far too many packaged foods have too much sugar, salt and fat and many foods contain chemicals or other ingredients of concern.  Overall, 25 percent of the 80,000 products we reviewed received and 8, 9 or 10. (For EWG, less is more: the best foods score a 1, while the worst foods score a 10.)  

Big Food’s lobbyists contend that we relied upon “isolated studies” to include added sugars and some low-calorie sweeteners in our scores. By “isolated studies,” they mean peer-reviewed research by the Institute of Medicine, the health arm of the National Academy of Sciences.

Big Food’s lobbyists also claim that we used “online sources” to address the risks posed by arsenic and other food contaminants. By  “online sources,” they mean the Food and Drug Administration.

In fact, our scoring system is based upon hundreds of studies conducted by leading experts, including those at the World Health Organization. And, unlike industry-funded studies of food chemicals, the studies that served as our references are available for everyone to see.

Big Food’s lobbyists are especially peeved that EWG recognized that organic foods score better than conventional foods.

Well, duh. Unlike so-called “natural” foods peddled by food giants, certified organic foods cannot be produced with toxic pesticides, antibiotics and hormones. The U.S. Department of Agriculture has even stricter rules when it comes to what can go into “flavors.”  Nor can organic food use genetically engineered ingredients, though GE content doesn’t factor into our scoring system.

Even fruit and vegetable lobbyists took time to bash EWG’s new food scoring tool.  Top scores for actual fruits and vegetables weren’t enough for the Alliance for Food and Farming, a trade association that represents conventional produce growers, which accused EWG of making “disparaging, inaccurate safety claims” in our Shopper’s Guide to Pesticides in Produce. This is the same group that blamed EWG for scaring people away from healthy food and spent $180,000 of your tax dollars erroneously claiming the Shopper’s Guide discourages people from eating their fruits and veggies.

As regular users of the Shopper’s Guide know, EWG’s  top shelf advice is to eat your fruits and veggies. But, as EWG’s research shows, not all veggies are the same, and some have more pesticide residues than others. That’s why we will ignore the call to discontinue publishing our Shopper’s Guide.

It seems that some food and farm lobbyists can’t handle the food truth.

World Food Day: Hunger is a Matter of Food Access, Even at Home

“It is encouraging to see World Food Day observed today, a designation made possible by the inspiring work of the Food and Agriculture Organization of the United Nations,” says California Department of Food and Agriculture Secretary Karen Ross in a statement released TODAY.

The goal of World Food Day is to eradicate hunger. Ross explains the world produces enough food to feed everyone; the ongoing problem is food access.

Globally, reports University of California, Davis, over 800 million people today suffer from malnutrition and hunger, nearly 15.9 million children in the U.S. struggle daily to get proper nutrition and approximately 18% of residents in this region lack regular access to food. Ross states, “In California, almost four million people are food insecure; they could not afford enough food at least once in the previous year.

CDFA addresses access issues daily through its programs. Ross explains that CDFA’s Certified Farmers’ Market program has helped increase the number of markets statewide, providing communities with fresh, nutritious food directly from farms. Many of them now accept CalFresh cards used by California’s low-income families to obtain nutritious food. Likewise, CDFA’s Senior Farmers Market Nutrition Program helps provide these foods to needy senior citizens.

CDFA’s Office of Farm to Fork connects school districts with local farmers and also helps teachers provide quality nutrition education to their students. Ross says, “I was very pleased to see these efforts play a role in bringing a truly exceptional honor this week to a group of Contra Costa County students – they were invited to the White House garden to meet First Lady Michelle Obama and help harvest vegetables for the White House kitchen!”

CDFA’s Specialty Crop Block Grant Program provides USDA Farm Bill funds, nearly $20 million in 2014, through a competitive grant process for some specialty crops projects. Projects includ programs in Chico and Sacramento to improve access through community gardens for low-income residents and educational opportunities in both nutrition and urban production.

The California State Board of Food and Agriculture and CDFA collaborate to generate donations to state food banks. “We declare each December as Farm-to-Food Bank Month,” Ross comments, “and ask our farmers and ranchers to make a donation or a pledge.” Last year, donations exceeded 127 million pounds of food, and this year’s goal is 200 million pounds.

Ross continues, “We want to thank our partners at California Grown for its commitment to the food bank effort with its “Snap a Selfie” Program.” California Grown donates a pound of food to California food banks for every #cagrown selfie—a photograph of the CA Grown logo or anything grown or produced in California and is posted with ‘#cagrown’ in the posting on Instagram, Twitter or Facebook by end of this month. 

The Food and Agriculture Organization of the United Nations established World Food Day on October 16, 1981, the anniversary of the organization’s founding in 1945.

The 2014 World Food Day theme – Family Farming: “Feeding the world, caring for the earth” – has been chosen to raise the profile of family farming and smallholder farmers. World attention will focus on the significant role of family farming in eradicating hunger and poverty, providing food security and nutrition, improving livelihoods, managing natural resources, protecting the environment, and achieving sustainable development, in particular in rural areas.

The UN General Assembly has designated 2014 “International Year of Family Farming.” This is a strong signal that the international community recognizes the important contribution of family farmers to world food security.

Eight days after World Food Day, held every October 24th, “Food Day” organized by the Washington, D.C.-based, nonprofit Center for Science in the Public Interest (CSPI), aims to unite Americans to celebrate and enjoy real food and to push for improved food policies. “Real Food, Just Food”is the 2014 slogan.

Free UCCE Online Training to Increase Food Safety and Protect Natural Resources

UCCE On-Line Training Helps Growers Safeguard Their  Produce Fields

On their farms, growers are active stewards of the land, protecting soil quality and water quality as well as supporting wildlife by preserving their habitat. At the same time, fresh produce growers must ensure that their crops are free from pathogens that can cause foodborne illnesses.

To help growers and food safety professionals achieve all of these important goals, UC Cooperative Extension (UCCE) has launched a free online course.

“Actions that farmers take to protect food safety may affect natural resources, and conservation practices may affect food safety,” said Mary Bianchi, UC Cooperative Extension advisor in San Luis Obispo and Santa Barbara counties, who oversaw design of the course.

The intent of the UCCE online training is to demonstrate that communication between food safety professionals and growers can help to achieve a balance between food safety and sustainability.

“Our co-management course will help food safety professionals better evaluate the risk of conservation practices,” said Bianchi.

“For example, cover crops attract beneficial insects, help control soil erosion and improve soil quality, but they may attract wildlife,” she said. “In the course, we demonstrate frank conversations between food safety auditors and growers about strategies for minimizing the potential risks of crops being contaminated by animal feces. Growers can often provide existing examples, such as monitoring programs or temporary fencing that excludes wild and domestic animals from produce fields.”

The course also provides growers with tools to evaluate their strategies for managing food safety and sustainability.

“After the training, growers and auditors will be better prepared to engage in realistic and frank discussions of co-management strategies used in crop production” Bianchi said.

This project was funded by a $39,650 grant from the University of California Division of Agriculture and Natural Resources.

Almond Growers Are Asked to Get Survey in on Organic Matter Amendment Use

Survey Seeks to Understand How Growers  Use Amendments

Now that the almond harvest is nearly complete, growers can dig through their mail and see if they received a survey from UC Davis. The survey seeks to understand how growers are using organic matter amendments, which can consist of animal manure or composted or uncomposted green waste.

Daniel Schellenburg is a Post Doctorate Scholar at UC Davis’ Department of Plant Sciences, and is in charge of distributing the survey. He told us, “We sent out the first survey about mid-summer, and now that we are moving into the post-harvest season, we thought it was a good time to follow-up with them before displaying the results for growers to see at the Almond Conference in December.”

Schellenburg made it clear that the survey is not targeting organic growers: “With this survey we are trying to reach out to all growers because we are looking at this practice as in integrated approach to nutrient management. We are looking to combine the use of these materials, and see how growers are using them in their program.”

Schellenburg added that growers are interested in nutrient availability, so as researchers his team is not just looking at the nutrient availability found in the amendment, but also how the microbial life contained in the carbon based material interacts with these nutrients in the field.

“For example, sandy soil in the valley suffers from nutrient leaching, which can lead to environmental degradation,” said Shellenburg. “This study might show, however, that these amendments may help to retain the nutrients.”

Shellenburg noted that the results may touch upon the growing interest in slow release formulation.
