Strawberry Labor Issues May be Helped

New Technology in the Strawberry Industry Addresses Labor Issues

Once again, technology has taken crop production to the next level. This time, strawberry growers are reaping the benefits of technological advancements. Pete Molero and his team at Plantel Nurseries have come up with a transplanting machine that will address labor challenges in the strawberry field.

“We have come up with a transplanting machine that uses a 25-man crew to plant strawberries that have foliage on them and have a plug just like a transplant vegetable plug now,” Molero explained.

He further added that the machine can plant an acre an hour, a pace that would typically take 80 to 100 employees to achieve.

According to Molero, the process is simple.“The plug goes in, the plant gets dirt, and its set and ready to go.”

He described the root itself as a two-and-a-half to three-inch plug with first growth leaves at about three to four inches tall. As of right now, there is only one variety of strawberry available for the summer. However, new ones are being tested in hopes that this new equipment will continue to make improvements.

Berry Industry Must Now Work Smarter in Post Methyl Bromide Era

The strawberry fruit production industry, with the exception of plant nurseries, has reached the point where methyl bromide is no longer available under any circumstances, and new alternatives or strategies must be found to protect strawberries from serious diseases.

The University of California is focused on a holistic approach, which includes the tried-and-true method of integrated pest management in this post Methyl Bromide era.

“None of the alternative fumigants are as good as methyl bromide,” said Mark Bolda, UC Cooperative Extension Farm Advisor for Santa Cruz County, who is working closely with growers on alternative methods. “So one area that we could focus on is different strategies at the time of planting. For example, strawberries have different chill times. You must add cold conditioning to give the plant more vigor.”

There are many questions. Could the colors of the plastic mulch that growers are using manage the temperatures of the soil? How about the amount of fertilizer that is being used?

“We need to start integrating these variables into the way we grow strawberries with the lack of fumigants that are as effective as methyl bromide,” Bolda explained. “We need to integrate all these things and others in order to grow berries with the lack of available fumigants that are as effective as methyl bromide.”

“It’s a little disappointing that here we are at zero-hour and we do not have this worked out,” he continued. “The University of California Cooperative Extension have had a number of meetings in my office, as well as other places where we get many people in the same room to try to figure out what we know and what we don’t know.”

“There’s a lot of smart people in the industry, and I know we can get on this and find solutions,” he said.

Strawberry Commission Oversees Valuable Crop

Strawberries are California’s sixth most valuable crop which makes strawberry research a valuable tool for California farmers.  Mercy Olmsted is senior manager of production research and education at the California Strawberry Commission. Growers in the California Strawberry Commission have invested over $28 million into research. These include areas such as diseases, insects, and weeds—all in an effort to help solve production challenges and boost economic gains.

“We are a commission that’s funded by the growers, and so we do research that meets their research priorities,” Olmsted said.

So far, $13 million has been invested in research to explore alternatives to methyl bromide. The commission says that strawberry farmers continue to invest in researching fumigant alternatives.

“We also work with researchers. We have a robust grant program, and we work with those researchers in order to assist them in their field trials,” Olmsted explained.

Some of their researchers are in house, and others are from the USDA and university researchers.

“We develop training programs for our growers because we work for the growers. We can contact them as often as we need to, and we are able to see how things and research priorities might change in the industry,” Olmsted said. “There are a number of facilities and a board that helps direct research priorities and any necessary changes.”

Researchers Take a Look into the Future of Strawberries

Survey Coming to Growers to Gauge Interests

A strawberries survey connected to a project that looks at the future of strawberry genetics will soon be sent to strawberry growers.

Daniel Tregeagle, a postdoctoral scholar of agricultural economics at UC Davis, is working on the survey.

“This project is being run over the state of California, through a number of different institutions, different universities, including the state of Florida,” Tregeagle said. “Strawberry growers all over the country are trying to find out what we should be breeding in the next generation of strawberry cultivars.”Strawberries

The project is part of a Specialty Crop Research Initiative, which is considering what growers are looking for in the next generation of strawberries, Tregeagle said.

“Do they want better yields? Do they want more attractive features that the consumers are going to like? Do they need disease resistance?” Tregeagle asked.

However, growers can’t have everything, because when a cultivar is strong in one area, they tend to be less strong in other areas.

“So what we’re doing in the survey is asking growers what are the main diseases that they’re facing, how are they managing those diseases currently and what would they do differently if they had a better, more resistant strawberry cultivar that could resist those particular diseases,” Tregeagle explained.

Researchers are also interested in looking at fumigation and how they might change in the presence of a more resistance cultivar, Tregeagle added.

“If you take the data that the EWG is presenting, you can say, yeah, okay, that’s fair,” Peck said.

“Based on what they are presenting, they can find detectable amounts of whatever at however many parts per billion. I’ll buy that; but they’d have no perspective on the types of residues and what that means regarding human health, human safety, and human risk,” noted Peck, who grows both conventional and organic strawberries.

Peck said that even organic strawberries would have detectable amounts of residues.

“I tell people that I grow organic strawberries and that I do not put on the crop protection materials that the EWG is talking about,” he explained.

“At parts per billion (PPB), you can find dozens of carcinogens at minute levels. Where did they come from? Well, they are everywhere in such small quantities that no one should worry about it,” Peck said.

Peck said that the decision for consumers is not organic versus conventional, but to eat more strawberries and other fruits and vegetables.

“I say eating California produce in general is so much healthier than avoiding California fresh fruits and vegetables,” he said.

California Feeds the Nation on Thanksgiving!

California ranks #8 in turkey production in the United States (2016), and we supply most of the western states from our poultry farms located in several areas in the state.

The famous Mrs. Cubbison’s Stuffing or “Dressing” originated from a ç, born in 1890 in the San Marcos area of San Diego County. In short, Cubbison graduated from California Polytechnical University in May 1920 with a degree in Home Economics having paid her way through school with the money she earned feeding the farm workers.

Cubbison created her popular stuffing in 1948 using broken pieces of the popular Melba toast and various seasonings. The factory in Commerce, California churns it out in mass quantities this time of year.

California farmers produce almonds, raisins, walnuts, prunes, figs, dates, apricots, pistachios, and pomegranates, right on up the food line.

These are all celebrated Thanksgiving foods.

Celery from the Oxnard and Ventura area completes the stuffing mix. Nutrient-dense carrots, lettuce and fresh spinach from Salinas now arrive, pre-washed and bagged, in your local produce department. Your Thanksgiving traditional green beans come from California growers.

An ample supply of freshly harvested oranges and kiwi fruit, table grapes, strawberries, and raspberries are shipped from many areas in the state. Seasonal features include sweet potatoes from the Merced, about an hour north of Fresno, plus all kinds and colors of potatoes and tomatoes, parsley, onions, and garlic—all crops are raised in California.

Local growers provide the tree-ripened fruit to the award-winning company that is still family-owned after almost 150 years and is managed by the founder’s grandson and great-grandson. And by the way, you know that food-safety pop-up turkey timer that indicates when the turkey has reached the correct internal temperature? Public relations genius Leo Pearlstein and a turkey producer in Turlock, a small town north of Fresno in Stanislaus County, invented this Thanksgiving fixture.

Back in the 1960s, they were sitting in a room trying to solve the undercooked poultry challenge, when they looked up and noticed ceiling fire sprinklers. The sprinklers sprayed water when the room temperature became hot enough to melt a tiny piece of metal alloy in the mechanism. This innovative team of two applied the same concept to the pop-up timer!

With the exception of cranberries, our national day of giving thanks for a bountiful harvest is really a California Thanksgiving.

Post Methyl Bromide Era Creates Questions

Without Methyl Bromide, Then What?

Methyl bromide was first identified as an ozone-depleting compound in 1991 and was scheduled to be phased out by 2005. California strawberry growers found it irreplaceable and fought for exemptions that allowed the fumigant to be used through 2016.  Mark Bolda is a UC Cooperative Extension Farm Advisor who specializes in strawberries and caneberries and also serves as the County Director for Santa Cruz County.  He discussed the work being done to find an effective alternative to methyl bromide.

“It’s not just one thing does it all; it’s going to be one thing and then you add other things on top of that. … We don’t have the silver bullet anymore; it’s gone.  We need to figure it out using the systems approach,” Bolda said.

The inability to use methyl bromide is causing some concerns for strawberry growers, who are looking at what new type of management approach to take.  “Everybody’s familiar with the concept of integrated pest management for insects, and really, we need to approach this post methyl bromide era using integrated pest management,” Bolda said.

Growers are worried about how vulnerable their crops are going to be to various soil diseases without methyl bromide, as researchers have yet to find an alternative that is equally effective.  One of the ways to combat disease is to focus on the details of planting.

“In strawberries, you have different chill times. You know, if you add cold conditioning, you give the plant more vigor. The colors of the plastic that you’re using to manage the temperatures of the soil, the amount of fertilizer that your using, all of these things now, we need to start to integrate into the way we are growing the strawberries,” Bolda said.

Methyl bromide controls a variety of pests in agriculture.  It was also commonly used to treat commodities like grapes, asparagus and other imported goods to prevent introducing pests to the U.S.  Bolda expressed disappointment in the lack of preparation in finding an adequate replacement for methyl bromide. “Here we are, zero hour, and we don’t have this worked out. I think, to some extent, there’s been a lack of leadership in the industry,” Bolda said.

The quest for replacing the fumigant might have gotten a late start, but industry experts have been working double-time to find solutions. “We have got all of the researchers in this industry together, working as a unit, and there’s a lot of smart people working on this problem right now. …. What do we need to research? What do we know? What do we not know? Let’s go,” Bolda said.

Nearly 90 percent of methyl bromide use in California was for pre-plant soil fumigation in strawberries, nursery crops, grapes, and tree fruits and nuts.  Growers are preparing for a 5 to 10 percent drop in yield as a result of methyl bromide’s absence and are looking for ways to make up that deficit.

“Maybe using more precise fertility practices, adding cold conditioning to the plant, taking it away, using different varieties.  All of this is going to start to go into this system,” Bolda said

The phasing out of methyl bromide is most impacting to the strawberry industry, which is California’s third most valuable crop behind almonds and grapes, with annual farmgate sales of $2.5 billion dollars.  The biggest disease threats to strawberry fields are macrophomina phaseolina and fusarium, which can both have devastating results in crops.  “It’s plant collapse. You’ll see it kick in once the plant loads up in fruit and gets a little warm. It’s just too much stress for the plant,” Bolda explained.

Methyl bromide will be missed by growers, but its absence is allowing them to demonstrate their creativity in finding new solutions to a problem. “We’re starting to see some methods that are pretty interesting,” Bolda said. One such method is steam, which involves pushing steam into the soil to kill certain pathogens.

Breeding in resistance to disease can also be beneficial; however, it can have some negative consequences as well.  “When you have strong tolerance, you’re taking a hit on something else. There’s no such thing as a free lunch. You might have a plant that’s super resistant but then the yields are low, it doesn’t fruit until late. There’s always the trade off,” Bolda said.

Getting a good chill before planting can also be effective in making the plant more vigorous and better able to withstand disease pressure.  “It’s a little complicated because the longer you chill, the later you’re planting times get, and if you’re planting in the middle of December, [there’s] not a light of sunlight in the middle of December, so you know, there’s a trade off there too,” Bolda said.

Crop rotation can also assist with some soil diseases, but more research is needed to determine just how effective it is.

Methyl iodide was showing some success as a possible replacement for methyl bromide, but its use became a problematic issue.  “It became a political problem. I don’t think the industry stood it’s ground on it, and the industry, basically they struck their flags and left the field. Of course, the entire problem was defined by the opposition,” Bolda said.

Growers might have some difficulty working out a new pest management program without the use of methyl bromide, but Bolda explained that understanding the problem at hand is an excellent step in the right direction.   “Don’t just turn scientists loose and just say, ‘study and do experiments.’ No. Define the problem. I think what we’ve done with the fumigants over this last two years. Getting everybody together and working as a unit, we have defined the problem and now that mental energy and that mental potential is moving. You need to define it in order to bring the people in to solve it,” Bolda said.

It’s going to take some time to work out a program that best replaces methyl bromide, but Bolda is optimistic about the future.  “Sometimes the solutions aren’t so obvious, but they’re starting to show up and you know, the thing is that some of these will be radically different,” Bolda said.

Turkeys come from several areas of the state, and while California is ranked No. 7 in turkey production, we do supply most of the western United States.

You’ve got oranges and kiwi fruit, table grapes, strawberries, raspberries freshly harvested from the Salinas and the San Joaquin Valleys. You’ve got all kinds, colors and sizes of potatoes and tomatoes, plus parsley, onions and garlic. . .  all grown in California.

Practically all the fruits, vegetables and nuts make America’s Thanksgiving celebrations festive, and nearly all of them come from California.

And don’t forget about the great variety of California winegrapes cultivated by California growers and then crafted with great care into great California vintage.

Wait! We grow firm, juicy apples and those small round watermelons that are a great snack or accent to a flavorful dessert fruit salad. And besides poultry, we even have California lamb, beef, rice or pasta—if you want to go that way.

At more than 140 years old, Martinelli’s is merely one century younger than our nation. In fact, the company received a first place award at the California State Fair in 1890.

By the way, do you know that little pop-up turkey timer that indicates when the turkey has reached the correct internal temperature? Food public relations genius Leo Pearlstein¹, along with a turkey producer from Turlock, invented that gizmo. Pearlstein, who handled the promotions for the California Turkey Advisory Board, was contemplating the enduring Thanksgiving conundrum—how long to cook the turkey and how to figure out when it is done?

Pearlstein said he and the turkey rancher were sitting in Pearlstein’s test kitchen mulling over ways consumers could determine when the turkey was done. They noticed the fire sprinkler system overhead. When the kitchen gets too hot, the fire sprinkler turns on. A metal alloy in the sprinkler is activated or melted when subjected to the high temperature of a fire in the room (185 degrees Fahrenheit). They applied that concept to the pop-up timer.

Officially, the National Turkey Federation advises consumers also use a conventional meat thermometer to verify that the cooked turkey’s internal temperature reaches:

165 degrees F to 170 degrees F in the breast or
175 degrees F to 180 degrees F in the thigh and
165 degrees F in the center of the stuffing
.

Except for cranberries, it is really a California Thanksgiving.

Ag Leaders on AB 1066 Consequences

California ag leaders hoped that Governor Brown would see how the AB 1066 overtime bill would actually hurt farmworkers and veto it. Now that the Governor has signed it, the following ag leaders weigh in on AB 1066 consequences: Norm Groot, executive director of the Monterey County Farm Bureau; Bryan Van Groningen, field manager for Van Groningen & Sons Farms; and Anthony Raimondo, a Fresno-based attorney who has been representing farmers and farm labor contractors for over 15 years, among them.

Norm Groot anticipated, “The end result of AB 1066 is a big move to mechanized harvesting, which probably means a change in some of the crops that we’re growing here simply because currently we can’t harvest lettuce or strawberries or some of the other vegetable crops by mechanized means. Lawmakers are forcing the hand of the growers to move into crops that are less labor intensive and thus, save the [labor] cost,” said Groot.

Groot noted the inaccurate AB 1066 assumption—that an increase in overtime hours and pay will result from its passage. “We will probably see their hours cut back to the eight hours a day and forty hours per week,” he explained, as stipulated in the law. “Growers will adjust their planning schedules to the amount of laborers that they think they have available for harvest. It’s not an automatic given that we’re going to see all these paychecks increase, simply because we’re putting overtime at more than eight hours a day or after forty hours a week,” Groot said.

Groot added that farmworkers are not in favor of losing 33% of their income at this point. “I think overall, the unions have been supportive of this particular change, but the unions do not represent the majority of the laborers or field workers at this point,” he said.

“I think if you were to ask the average field worker whether he wants to work ten hours a day and sixty hours a week, he would probably say yes. Field workers want that income. They know they work in a seasonal business; they have to earn their income when they can,” he explained.

“Our farmworkers, our employees, love to put in the extra hours because this is the time that they’re making wages. Our company is accustomed to paying overtime if that’s what it requires,” said Van Groningen, “and the majority of our workers are already satisfied with the existing compensation structure.”

But Van Groningen noted the problem lies in what is considered overtime. With a shorter workday, overtime compensation rates will kick in much earlier than in the past, which will end up being a tremendous cost to the employer. “That’s going to cause our farm to mechanize a little bit more to try to get through the harvest more bit quickly because [the cost] is going to become too big of a burden,” he said.

Growers want to help their employees as best they can, but Van Groningen predicts reduced hours may become a necessity. “It’s just smart business. We don’t want to cut hours, but if we’re forced to because our bottom line is starting to become an issue, that’s what we’ll have to seriously consider,” he said.

Anthony Raimondo foresaw the effects of AB 1066 could put California at a disadvantage in the global marketplace. “At the very least,” Raimondo said, “employers will be forced to evaluate where they can cut production costs.”

“The increased overtime in some industries is going to drive automation,” said Raimondo. “So you are going to lose jobs because now it’s worth it for people to do the research and development to have more automation, more machine-harvested crops and less labor.”

Raimondo also expects some employers to add more H-2A temporary agricultural guest workers to make sure hours stay low enough to prevent their costs from increasing. “In the end, this is really going to cost farmworkers in terms of their real wages and it creates a massive economic disadvantage for California’s agricultural industry,” he said.

Policies like AB 1066 become increasingly problematic as the global agricultural industry continues to become more competitive. “Increasingly, agriculture has become a global marketplace in which we compete against countries that do not maintain the same labor standards nor the same environmental standards that we maintain, so our agricultural industry continues to remain at an economic disadvantage with the rest of the world,” noted Raimondo.

Governor Signs AB 1066 With Good Intentions

TODAY, Governor Jerry Brown signed AB 1066, the overtime bill for farmworkers, despite pushback from agricultural groups and farmworkers in the state. Ian LeMay, director of member relations & communications of the Fresno-based California Fresh Fruit Association, anticipates that not only will farmers in the state lose, but farmworkers, exports, and possibly consumers will lose as well. 

For years, California farm employees accrued overtime pay only after working a 10-hour day, instead of an 8-hour day, like most other employees in California. AB 1066 changes the overtime rules for farmworkers by gradually lowering overtime thresholds in steps over the next four years so farmworkers will eventually earn overtime after an 8-hour day.

The California farm industry has appreciated the prior overtime policy, according to LeMay, because agriculture is not a typical 52-week type of job. The workload of farming ebbs and flows with the seasons, weather, cultural practices and tasks.Farmworkers

For instance, harvesting of crops such as strawberries, citrus and table grapes, normally occurs during short 2- to 3-week periods in the state and is accompanied by an increase in demand for labor. As one might expect, the need for labor declines during non-harvest and non-planting phases, to the extent that farmworkers may endure periods of no work, and hence, no pay. So farmworkers have appreciated the opportunity to work extra hours and earn overtime during busier phases.

Labor costs for California growers of all fresh fruit, avocados and many vegetable crops will be most affected by this change. “This is going to have a very, very big impact on crops that require a high degree of labor like our stone fruit, table grapes and the rest,” said LeMay, “It’s definitely going to change the way our members have to approach doing business,” he said.

“When you compare it to the other states in the union that we are going to have to compete with,” LeMay elaborated, “when you take into account recent changes in minimum wage, piece-rate compensation, increasing farm regulations and now overtime, it’s going to be very difficult to compete not only in a domestic market, but also internationally. That’s the disappointing part about this.”

LeMay also explained that over the last 40 years, the California legislature has crafted labor law to create the highest worker standards in the U.S. “California was the only state in the union that had a daily threshold for overtime of [only] 10 hours per day, and we were one of four in the union that had a weekly threshold for overtime of [only] 60 hours. So in terms of ag overtime, California was already the gold standard.”

And, although lawmakers intended AB 1066 to help farmworkers, LeMay noted, “ultimately, the measure will impact farmworkers the most because farmers in the number one Ag state will find a way to keep its bottom line from eroding any further.

“California farmers will need to solve the puzzle of how to achieve the same amount of work in fewer hours per day,” said LeMay. “They will consider hiring double crews, increasing mechanization in packing facilities, orchards and vineyards, and reducing farm acreage to match their workforce. Or, for those commodities that require increased labor, you could see a transition to commodities like nut crops that use less labor.”

LeMay explained that during down periods on the farm, farmworkers generally collect unemployment, which is based on gross annual income. Now, by giving the farmer an incentive to reduce worker hours, farmworkers’ unemployment compensation may decrease as well.

Furthermore, for the consumer who desires fresh local food from small farms, the phase-in schedule AB 1066 provides to smaller companies is actually a competitive disadvantage. “While AB 1066 allows small farmers—those with fewer than 25 employeesmore time to phase in changes,” LeMay asked, “why would a farmworker stay at small farm under the prolonged 60-hour per week overtime threshold rule, when he or she could work at a larger farm under the phased-in 40-hour per week threshold?”

Are consumers willing to pay for increased labor costs on the farm? “As the saying goes,” LeMay quipped, “generally farmers aren’t price makers, they are price takers. Consumers are usually unwilling to pay extra for their produce, so farmers usually have to absorb increased costs.”

“Economically,” LeMay summarized, “the legislature has taken us from high labor standards to economically disadvantaging farmers and farmworkers. Lawmakers are not paying enough attention to keeping California companies viable, sustainable and successful.”
