Unified Wine Symposium Showcased Trends

Wine Industry Gathered in Sacramento

Every facet of the wine and grape industry, from science and technology to trends and markets, was examined and discussed at the 25th Unified Wine & Grape Symposium (Unified), which wrapped up Jan.  31

The largest wine and grape trade show of its kind in the Western Hemisphere, the Unified drew thousands of industry professionals from all over the world eager to hear about the impact of regulatory changes, trends, technology, research, and issues shaping their business decisions.

At Unified, the wine industry exhibits their products and services.

Presented by two nonprofit organizations, the American Society for Enology and Viticulture (ASEV) and the California Association of Winegrape Growers (CAWG), the Unified’s comprehensive format responds to the wine and grape industry’s critical need for information, discussion and connections.

“If you want to understand what’s happening in the industry and how to stay competitive, the Unified is the place to be,” said John Aguirre, CAWG president. “The Unified draws nearly 14,000 from all over the globe, including exhibitors from nearly 30 countries. For 25 years, the Unified is where industry leaders and professionals meet to discuss the latest news and share strategies for staying abreast of changing markets, technologies and regulations.”

Put on by the industry for the industry, the three-day conference draws on some of the most respected industry experts. The three days of sessions included 26 presentations and panel discussions organized by a diverse panel of volunteers who recruited nearly 100 experts to speak on topics ranging from digitalization in the vineyards to how cannabis is affecting the wine industry. Complementing those talks was a two-day, 170,000-square-foot trade show that housed nearly 700 exhibitors.

In 2020, the Unified will be at Cal Expo, a temporary host site, due to the Sacramento Convention Center’s large-scale renovation that will close it down starting this summer. With the Unified set for February 4-6, Cal Expo will provide an alternative to the Convention Center with ample space, parking and facilities for a conference of Unified’s size.

“Cal Expo, as a premier regional event facility, is excited to host the Unified Wine and Grape Symposium in 2020,” says Rick Pickering, CEO and General Manager of California Exposition and State Fair.  “We look forward to working with Unified and the City of Sacramento to make the transition extremely smooth and the 2020 show a huge success.”

The organizers of the Unified share that optimism.

“We are confident that, while the 2020 show will have a slightly different feel, the quality of exhibits, presentations and networking opportunities will again deliver an invaluable service to all of our guests and the industry,” says ASEV Executive Director Dan Howard. “We’re excited to return to the newly renovated Sacramento Convention Center in 2021. It will offer opportunities for expansion, including additional nearby hotels.”

Imperial Irrigation District Files Legal Brief in Abatti Case Appeal

IID Files Appeal of a Local Court’s Decision Challenging District’s Water Rights

On Friday, the Imperial Irrigation District filed a legal brief with California’s Fourth Appellate District Court in its appeal of a local court’s decision challenging the district’s water rights.

The appeal is in response to the August 2017 decision by an Imperial County Superior Court judge against the district that invalidated IID’s method of apportioning water, known as the Equitable Distribution Plan.

That judgement also encompassed other provisions of great concern to IID, including a fundamental misunderstanding of the nature of the water rights held by IID and other legal errors that could jeopardize the Imperial Valley’s historic water rights and restrict the district’s ability to provide reliable water supplies to all of its customers in the future.

In its combined reply and response brief, the district argues that IID “legally acquired and owns the water rights to the Colorado River water that it diverts and delivers to the Imperial Valley,” and that those rights are held by IID “in trust for its uses and purposes” under irrigation district law.

IID was therefore, “well within” its powers when it adopted the EDP to apportion water to all its water users.

“The outcome of this case will dictate the future of the Imperial Valley’s water rights and who controls them,” said IID Board President Erik Ortega. “For the IID, this case is about many things but none more important than protecting and managing this resource for the benefit of all water users.”

The IID Board of Directors is expected to address the brief in open session during its meeting next Tuesday.

Governor Newsom put the final nail in the coffin of high speed rail recently. His admission that this project will never go from Los Angeles to San Francisco as voters intended echoes what I have been warning about for years. The results of the audit I requested provided indisputable proof that there is no way forward. They never had the land, they never had the money, and now we know that it will never be a reality.

Governor Newsom also confirmed today that if California doesn’t finish the Bakersfield to Madera portion of the track, we will be forced to repay $3.5 billion in federal funds.

With this stunning turn of events, Central Valley rail supporters and skeptics, must band together to make sure we are left with a functional track. After tearing up prime Ag land and ripping up the heart of our cities, we must ensure that we aren’t left with the unfinished scraps of a failed project.

World Ag Expo Seminar: Asian Citrus Psyllid and Huanglongbing – Regulatory Compliance Update and Treatment Protocol

During the seminar, Keith Okasaki of the California Department of Food and Agriculture will discuss the regulatory protocols for moving bulk citrus fruit in the state of California. Dr. Beth Grafton-Cardwell will discuss the University of California’s recommended treatment options for suppressing and controlling the Asian citrus psyllid in commercial citrus groves and residential citrus trees.

Almond Board of California Election Under Way

Almond Industry Is Urged to Vote for Grower Positions on Almond Board of California

Voting began Jan. 31 to select two independent grower member and alternate positions and one independent handler member and alternate position on the Almond Board of California (ABC) Board of Directors. These positions will serve terms beginning on March 1.

As a governing body for the industry, the ABC Board of Directors is composed of five handler and five grower representatives who set policy and recommend budgets in several major areas, including production research, public relations and advertising, nutrition research, statistical reporting, quality control, and food safety.

OSHA 300A Log Posting Due Feb. 1

OSHA Log Summary Must Be Posted in Common Areas

OSHA’s Form 300A logs with work-related injuries and illnesses occurring in the prior calendar year must be posted. All eligible employers are required to maintain and post an annual OSHA 300A summary sheet from February 1 to April 30.

February 1 marks the deadline for you to tabulate your annual OSHA Log Summary (OSHA Form 300A) and post it in a common area wherever notices to employees are usually posted. The summary must list the total number of job-related injuries and illnesses that occurred during the previous calendar year and were logged on the OSHA 300 Form. The summary should remain posted until April 30. Instructions on how to complete both the log and annual summaries of work-related injuries and illnesses can be downloaded for free from Cal/OSHA’s Record Keeping Overview. The definitions and requirements for recordable work-related fatalities, injuries and illnesses are outlined in the California Code of Regulations, Title 8, sections 14300 through 14300.48. Employers are required to complete and post Form 300A even if no workplace injuries occurred.

Employers with 10 or less employees or who work in low-hazard industries are not required to post their summary. Additional details regarding eligibility for the exemption can be found on the OSHA Injury Tracking Application webpage.

Electronic Reporting Requirement

Additionally, many employers are required to also submit their OSHA 300A information electronically. The classes of business who must comply with the electronic reporting process include:

  1. Any business with at least 250 employees.
  2. Any business with 20 to 249 employees who falls into one of several classifications including agriculture. (A complete list of the affected classifications can be found here.)

Affected employers are advised to submit their 2018 OSHA 300A data through the Fed-OSHA portal by the March 2 deadline. Updates regarding the 300A reporting requirements can be found here.

Casey Creamer Named New President/CEO of California Citrus Mutual

New Role Effective Feb. 1

CCM appoints current Executive Vice President and veteran agriculture industry representative.  Current President, Joel Nelsen to step down after 37 years at the helm and assume new role within the organization.

 

The California Citrus Mutual (CCM) Board of Directors has named current Executive Vice President Casey Creamer as its new President and CEO effective February 1st.  Creamer came to CCM last February after a national search process to eventually assume the role of President.  He succeeds Joel Nelsen, who has guided CCM for the last 37 years.

“The citrus industry is very fortunate to have had an individual of Joel’s caliber the last 37 years.  That kind of loyalty is not only rare, it’s unheard of,” Board Chairman Curt Holmes said.  “Joel has taken a relatively small industry and has given us a huge voice.  We’ve faced many challenges over the years and have addressed them head on with his energy and passion leading the way.  We are incredibly grateful to him for his service and we appreciate his willingness to stay engaged in the industry.

“We are also very excited to have Casey on board as our new President and CEO,” continued Holmes.  “The Board conducted an extensive search process and interviewed viable candidates from across the country.  We ultimately found the right person in our own backyard.  His prior experience working for a sister commodity organization and his work representing growers on water issues made him an ideal selection.  Over the last year, his knowledge of the citrus industry has greatly expanded, and he has quickly become a valuable member of the CCM team on behalf of the industry.”

Farm Loan Program services available include Processing Payments made on or before Dec. 31, 2018, Continuing Expiring Financing Statements, and Responding to General Loan Inquires. Producers are encouraged to call their nearest FSA Farm Loan Program Service Center listed above with any questions.

Farm Program services, such as MFP, will not be administered at this time. However, due to the extension previously granted on MFP, I’d encourage your producers to email their applications to their FSA county directors, whose contact can be found here. MFP applications will be processed as soon as normal operations resume upon conclusion of the shutdown. Producers who already applied for MFP and certified their 2018 production by December 28, 2018 should have already received their payments.

In California, USDA County Service Centers NRCS offices are open daily.  Any NRCS inquires or business, producers can call or visit their county NRCS service center.

California Fresh Fruit Association: Top Issues in 2019

Immigration and Labor Cost are Big Issues

The California Fresh Fruit Association (CFFA) recently announced their Top Issues for 2019. Members were surveyed in December 2018 and ranked the top issues for CFFA to concentrate on in 2019.

Modesto Irrigation District Files Legal Action Against State Water Board

MID Lawsuit Challenges CA Water Board On Misguided Plan

Modesto Irrigation District (MID) filed a lawsuit on Jan. 10 against the California State Water Resources Control Board in response to their vote to approve Phase 1 of the Bay-Delta Water Quality Control Plan.

MID’s lawsuit primarily challenges the State Water Board for failing to comply with both the United States and California Constitutions and the California Environmental Quality Act.

MID is among many parties—including our partners in the San Joaquin Tributaries Authority—who are pursuing independent legal action against the State Water Board.turlock irrigation canal

“The State Water Board misused its power to adopt a misguided and devastating plan,” said MID Board President Paul Campbell. “Given their current plan, we’re left with no choice but to pursue legal action. We must protect our more than 130-year old water rights, our water supplies, and the communities we serve.”

To balance the needs of our environment and customers, MID continues to advocate with our Tuolumne River partners for a durable solution composed of both flow and non-flow measures. Parallel to filing this lawsuit and consistent with the State Water Board’s direction, we’re working collaboratively to present a voluntary agreement for the State Water Board’s consideration in the coming months.

“Our voluntary agreement will ensure water security and reliability, includes environmental improvements, enhances fish populations far beyond what is projected in the state’s current plan and most importantly, guarantees timely implementation,” said MID Board Vice President John Mensinger. “Their plan threatens not only Central Valley ag and urban water users, but also the water supply of more than two million people living in the Bay Area.”
