California Farmers Cope with MRL Disharmony

California farmers are careful with crop protection products because they know the importance of producing safe and wholesome food for their customers across the nation and in their export markets. “However, I think that there are some real challenges facing growers in California today,” said Thomas Jones, senior analytical services director for the Fresno-based Safe Food Alliance.

“As growers send their commodities around the world, they’re facing increasing challenges of knowing the right chemicals to apply and at what levels. We have our own strict regulations within California, if needed, [that govern] not only the application but also the maximum residue levels (MRL) or tolerances allowed for various crops,” said Jones.

“That’s also carried onto the federal level; we have very strict EPA regulations. But as we [export] into other countries, they may have entirely different regulations,” said Jones. He noted this could be confusing not only to farmers, but also to registrants of crop protection materials because there is a lack of standardization of MRLs in different countries.

“Historically, there was the CODEX system, a UN-based system geared towards a more international standard for pesticide residues. It was very thought out, and very scientifically based,” Jones said.

However, as Jones explained, many countries do not want to follow the important scientific standard. “Increasingly, we are seeing countries want to establish their own systems, their own tolerances. They may be responding to their own political pressures within their countries.”

“We are seeing a process called ‘deharmonization’ in which every country wants to establish its own positive list of what is allowed and what is not allowed in [farm] products. Sometimes, those are in agreement with U.S. regulations and California state regulations; sometimes they are not. So it is important that [our] growers know not only what is legal in this country and in our state, but also what is allowed in their target [export] markets.”

Jones commented it is now known that some of these marketers [apply] random low MRLs and keep other MRLs high on some of their own products in order to get a marketing edge. “Some of those MRLs may or may not be based on any scientific standards.”

“There are a number of great tools out there,” he said. “There are a number of great software programs. Obviously, anything that [information growers] can get out of the print media or any educational courses are really essential. It is important to work with your Pest Control Adviser (PCA), as well. It’s important that [farmers] know what they are up against, as far as growing these crops,” said Jones.

The Safe Food Alliance is available to growers to help them qualify to meet the standards in the U.S. and abroad. “We [provide] training twice a year on fumigation safety for the various processors of dried fruits and tree nuts. We focus particularly on commodity fumigations and on what treatments are allowed and not allowed. We also have a full-service pesticide-testing laboratory and are very aware of the requirements in these other countries, so we’re happy to help both processors and growers with our monitoring efforts,” noted Jones.

Almond and Pistachio NOW Sanitation Critical This Winter

Last year was a bad year for navel orangeworm (NOW) mainly in pistachios, but also in almonds. If left in the trees, infested nuts become a great reservoir for more NOW to inhabit them.

Joel Siegel, a research entomologist for the USDA Agricultural Research Service based in Parlier, stresses the importance of having a good sanitation plan in place to remove those NOW mummy nuts. “When we talk about sanitation, it should be the foundation for everyone’s nut program. That’s something that you control.”

“In almonds, it’s absolutely essential. Where we’ve taken a look at it in the south, every infected mummy per tree is good for 1 percent damage. So going from one mummy to two mummies, your damage on average increases another 1 percent.”

“It’s also important to destroy the mummies on the ground. You figure, for every eight or nine mummies on the ground, that’s good for about a half a percent increase in damage. Get them off the tree and shred the almonds.”

Siegel noted that while pistachio growers can clear mummy nuts off the tree, the industry has not been able to shred the fallen pistachios effectively. The hard, rounded pistachio shells just bounce around in the shredder machine.

“What you can do is shake them off the tree as soon as possible so they’re on the ground where they can start rotting. You get those weeds growing around them. It has been shown that they break down faster in the weeds,” said Siegel.

“Growers disc them in. But if you’re going to disc them in, you have to disc them twice. Again, you’re not destroying the nuts, you are burying them so that NOW cannot lay eggs in the spring,” he said.

The risk of poor sanitation is high. Considerable NOW damage can prevent pistachio and almond growers from earning the premium paid for nuts that are pest-free.

Drought Takes Big Toll on Sierra Nevada Mountains

New Aerial Survey Identifies More Than 100 Million Dead Trees in California

The U.S. Department of Agriculture (USDA) recently announced the U.S. Forest Service has identified an additional 36 million dead trees across California since its last aerial survey in May 2016. This brings the total number of dead trees since 2010 to over 102 million on 7.7 million acres of California’s drought-stricken forests. In 2016 alone, 62 million trees have died, representing more than a 100 percent increase in dead trees across the state from 2015. Millions of additional trees are weakened and expected to die in the coming months and years.

With public safety as its most pressing concern, the U.S. Forest Service has committed significant resources to help impacted forests, including reprioritizing $43 million in California in fiscal year 2016 to conduct safety-focused restoration along roads, trails and recreation sites. However, limited resources and a changing climate hamper the Forest Service’s ability to address tree mortality in California. USDA Secretary of Agriculture Tom Vilsack and Forest Service officials are seriously hampered not only by short-term budgets passed by Congress, but also a broken budget for the Forest Service that sees an increasing amount of resources going to firefighting while less is invested in restoration and forest health, Vilsack said.

“These dead and dying trees continue to elevate the risk of wildfire, complicate our efforts to respond safely and effectively to fires when they do occur, and pose a host of threats to life and property across California,” Vilsack said. “USDA has made restoration work and the removal of excess fuels a top priority, but until Congress passes a permanent fix to the fire budget, we can’t break this cycle of diverting funds away from restoration work to fight the immediate threat of the large unpredictable fires caused by the fuel buildups themselves.”

The majority of the 102 million dead trees are located in ten counties in the southern and central Sierra Nevada region. The Forest Service also identified increasing mortality in the northern part of the state, including Siskiyou, Modoc, Plumas and Lassen counties.

Five consecutive years of severe drought in California, a dramatic rise in bark beetle infestation and warmer temperatures are leading to these historic levels of tree die-off. As a result, in October 2015, Governor Jerry Brown declared a state of emergency on the unprecedented tree die-off and formed a Tree Mortality Task Force to help mobilize additional resources for the safe removal of dead and dying trees.

This year, California had a record-setting wildfire season, with the Blue Cut fire alone scorching over 30,000 acres and triggering the evacuation of 80,000 people. In the southeastern United States, wildfires have burned more than 120,000 acres this fall. The southeast region of the Forest Service is operating at the highest preparedness level, PL 5, reflecting the high level of physical resources and funding devoted to the region. Extreme drought conditions persist, and many areas have not seen rain for as many as 95 days.

Longer, hotter fire seasons where extreme fire behavior has become the new norm,] – as well as increased development in forested areas – is dramatically driving up the cost of fighting fires and squeezing funding for the very efforts that would protect watersheds and restore forests to make them more resilient to fire. Last year, fire management alone consumed 56 percent of the Forest Service’s budget and is expected to rise to 67 percent in by 2025.

As the situation in the southeast demonstrates, the problem of shrinking budget capacity is felt across the U.S., not only in the western states. The health of our forests and landscapes are at risk across the nation, and the tree mortality crisis could be better addressed if not for the increasing percentage of the Forest Service budget going to fight wildfire. “We must fund wildfire suppression like other natural disasters in the country,” Vilsack said.

Forest Service scientists expect elevated levels of tree mortality to continue during 2017 in dense forest stands; stands impacted by root diseases or other stress agents; and in areas with higher levels of bark beetle activity. Gary Schulz Gives California Citrus ACP and HLB Update

The Citrus Research Board (CRB) recently held their annual California Citrus Conference in Exeter, bringing together a variety of guest speakers and research presentations. The Conference focused on pressing Asian Citrus Psyllid (ACP) and Huanglongbing (HLB) issues, along with political action updates and current projects that are important to the citrus industry. Gary Schulz, president of the CRB, said “We have a 21-member board and we’ve been planning this event for the last 12 months. It’s been 4 years since we held the last conference,” noted Schulz.

The CRB is responsible for overseeing the California Citrus Research Program (CCRP), a grower-funded and grower-directed program created in 1968 under the California Marketing Act. The CCRP’s purpose to enable California’s citrus producers to sponsor and support research that furthers the overall industry. Therefore, close to 70 percent of the CRB’s overall budget is allocated to research.

Schulz said the Conference “was a great, great day to have a good update on some of the dollars the Citrus Research Board has been spending on the growers’ behalf on research.” Schulz explained HLB represents the single greatest threat that citrus growers have faced worldwide.

For the past seven years, the USDA and Congress have allocated between $10 and $12 million dollars annually for ACP and HLB research operations.  Advocacy groups and other supportive ag organizations have contributed the difference to reach an annual ACP and HLB research budget of close to $90 million dollars a year. We fund a lot of UC Riverside and USDA agricultural research, service researchers, plus research at UC Davis and the University of Arizona,” Schulz noted.

Schulz, who has many years of experience in California agriculture, having served as general manager of the Raisin Administrative Committee and CEO of the California Raisin Marketing Board, stated that CRB has a great working relationship with California Citrus Mutual (CCM). “Joel Nelson and CCM have worked very hard with the packers to assess themselves, put together a private foundation, and work with the university,” Schulz said.

A Brief History on the Pest Control Adviser and Certified Crop Adviser Programs

Longtime Crop Adviser Helped Increase Job Market for CCA Industry

The Certified Crop Adviser Program (CCA) was introduced in 1992 as a means to address the increased concerns regarding agriculture’s contributions to a variety of environmental issues.  By 1994, the CCA program was fully established with the support of the California Department of Food and Agriculture, along with the American Society of Agronomy and the California agricultural industry. The program was designed to raise the awareness and professional standards of individuals who make recommendations on agricultural fertilizers, pesticides and related products. 

Allan Romander has a long history with the CCA program, having joined the CCA Board in 2004. “I am currently with the Certified Crop Adviser Program in California, and Arizona I might add. I am a consultant with the organization. I just concluded my term as ICCA Chair and past Chair,” Romander said.

A Pest Control Adviser (PCA) since 1979, Romander joined the California CCA Board in 2004 and was instrumental in helping to develop a marketing program that nearly doubled the number of CCAs in California in a little less than six years. 

California is one of just a few states that require people who advise farmers on pest control management to be licensed as a Pest Control Adviser.  Amidst rising public concerns regarding pesticide use on California farms, the PCA program was launched in 1973 to ensure that those who make pesticide recommendations are both qualified and knowledgeable. “But that only certified them in the area of pest management,” Romander said. “It never said anything about their competency in the area of crop management or soil or water management.”

Consultants historically have just held a Pest Control Adviser’s license,” Romander said. Over time, farmers began to ask their PCAs for guidance on multiple subjects outside of pest control, such as fertilizers and irrigation. 

“That’s where the Certified Crop Adviser Program comes in and picks up where the PCA program leaves off.  It covers those categories and certifies to a grower that [the adviser] has competency in those other areas,” Romander said.

Currently, there are close to 4,000 EPA-licensed Pest Control Advisers in California.  Romander noted, “Eighty-five percent of the Certified Crop Advisers in California are also Pest Control Advisers. So it’s a well-established program and well-respected throughout not only the United States, but North America and the rest of the world.”

US Citrus Industry Working Together on ACP, HLB Funding

Critical ACP, HLB Funding Comes Only After Industry Helps Itself

State Citrus Mutuals in California, Texas and Florida are diligently working in Washington, D.C., for $10 to 12 million in annual funding to help their citrus regions fight Asian Citrus Psyllid (ACP) infestation and Huanglongbing (HLB), the disease that ACPs vector.

The three Citrus Mutuals have collaborated well for the half dozen years of the American ACP invasion. Initially, the Florida Citrus Mutual team developed the Citrus Health Response Program (CHRP),” said Joel Nelsen, president of California Citrus Mutual.

“They initiated it at a very minor funding level. However we sat down with them and said, ‘Look, this is an opportunity to ensure that all of the U.S. citrus industry can work together to protect itself from Huanglongbing.’ They were gracious enough to say okay. We exerted our leadership because we had people in positions in Washington who could be very beneficial to this,” Nelsen said.

“Initially it was a Florida/California effort. We said we need to double the size of the CHRP program and allocate more dollars to California, some to Texas, and some to Arizona. Now everybody is participating to the extent that they can. Today, it is still a Florida/California effort and a Florida/California-run program in partnership with USDA.

Nelsen said those involved are working hard to protect the citrus industry, and not just chasing a problem. Funding has been helpful to California. Only after the industry does all it can, will the state expect the federal government to help.

“It’s true for all three states’ industries,” Nelsen said. Unfortunately, Texas made a mistake. They did not have a policy in place to immediately remove an HLB-infected tree. As a result, they have an HLB infection spreading.”

“Texas is being adversely impacted on the dollar level. We don’t want to see that industry die, so there is a partnership that does exist on behalf of our colleagues,” Nelsen said. “We can’t afford to make mistakes like that.”

“In order to justify the continued progress of funding on an annual basis we are going to have to continue looking ahead, taking the steps necessary and doing what is needed to protect the citrus industry from the spread of Asian Citrus Psyllid and Huanglongbing.”

“We definitely have to show progress. We can’t ask homeowners to spray their trees if in fact we are not spraying ours. We can’t ask the federal government to continue helping us looking for ACPs if we are not willing to tarp our trucks to stop the spread of it. If we’re not willing to do a coordinated spray program then why should the government help us in finding HLB? If we are allowing snake oil merchants to conduct research projects, why should the federal government fund those?

Aspects of the Food Safety Modernization Act (FSMA) Explained

As many 2011 Food Safety Modernization Act (FSMA) provisions near their deadline for the first step in compliance, the U.S. Food and Drug Administration (FDA) announced an extension for many aspects of the new rules to allow growers and processors more time to clarify certain provisions to ensure compliance. Jon Kimble, food safety services manager with Sacramento-based DFA of California, a non-profit trade association formerly called the Dried Fruit Association, weighed in on several FSMA provisions and compliance.

“The Preventive Controls Rule is the biggie that came out. This rule is largely based on the existing Hazard Analysis Critical Control Point (HACCP) structure that the food industry is familiar with, but with some slight modifications and specifics that are unique to the regulation,” noted Kimble. HACCP is an international standard that defines requirements for effective food safety control from biological, chemical, and physical hazards in the production processes that could cause the finished product to be unsafe.

The Preventive Controls Rules for Human and Animal Food was enacted September 18, for large operations. Small and mid-sized companies will have until September 2017 and very small companies have until September 2018.

 

The Produce Safety Rule, another critical part of the Food Safety Act that was published last November, provides farm standards for the growing, harvesting, packing, and holding of produce for human consumption.

The Produce Safety Rule will come into effect for large farming operations within the next month.

 

Other portions of the act include the Foreign Supplier Verification Programs (FSVP) for Importers of Food for Humans and Animals and Accredited Third-Party Certificationwhich relate to imported food products. “There are some regulations that you have to comply with whether you are a food processor or a broker importing food,” Kimble explained.

Finalized earlier this year, the Sanitary Transportation Rule pertains to service scenarios where foods are exposed and not packaged. This rule covers food transported in bulk; vehicle cleanliness, design and maintenance, temperature control; prevention of the contamination of ready-to-eat food (from touching raw food, non-food items in the same load or previous load, and cross-contact with food allergen); training of carrier personnel in sanitary transportation practices; documentation of the training; and maintenance and retention of records.

The Sanitary Transportation Rule has a compliance deadline of April 2017 for large companies.

 

FSMA also includes the Intentional Adulteration Rule, which “relates to what we would traditionally call food defense or security measures to prevent intentional contamination of the food supply,” Kimble said.

Anderson reflected, “You know for us, CAPCA really represents the Pest Control Advisors (PCAs) for production ag and turf and ornamental. As a requirement for their continuing education, they need 40 hours in order to renew [their certification]. For us, bringing together continuing education as well as networking is so valuable for them as they move into the new year.”

 

Some “Top Gun” people speaking this year, according to Anderson, “are obviously some of our main sponsors. Bayer CropScience and FMC Corporation are both doing high-level presentations. We also have Kern County agricultural commissioner Ruben Arroyo talking about the new proposed regulations for buffer zones around schools, so that’s going to be a great conversation starter for all of our members.”

 

“We appreciate all of the support we receive,” Anderson stated. “It’s so valuable for us. We exist because of volunteers and we exist because of our membership. We are grateful for all of them.”

Initial Walnut Irrigation Can be Delayed

First springtime walnut irrigation can be delayed, according to a UC Cooperative Extension team in Tehama County working on some fascinating research regarding irrigation practices. Allan Fulton is an Irrigation and Water Resource Advisor who covers Tehama, Colusa, Shasta and Glenn counties. “We actually just finished one of our irrigation experiment harvests this weekend. It was looking at early season water management decisions, basically deciding when to begin the irrigation season,” Fulton said.

Growers typically begin irrigating their walnuts sometime between late April and early May. In order to be as thorough as possible in their experiment, Fulton and his team have been pushing the limits beyond what most growers would ever consider. “We had some treatments that got no irrigation until almost the end of June,” Fulton explained.

Now in its third year, the research experiment is generating information that will provide a variety of benefits. “The whole motivation is to avoid possible injury to the trees from irrigating too much, too early, from lack of aeration and damage to the root system,” Fulton said. Delayed irrigation, while having no impact on yield or nut size, can also provide a bit of water savings. “We’re trying to look for the sweet spot,” with less intensive early season irrigation in favor of root health, tree health and disease prevention.

California walnut orchard, walnut irrigationThe research is being conducted in the northern Sacramento Valley primarily using the Chandler variety of walnut trees. Fulton has spent some time working in the San Joaquin Valley as well and understands different weather conditions can be a significant factor when applying their findings to other regions. “Our spring rainfall is quite a bit different than other walnut growing areas. Usually we’ve got an added source of water that sometimes you might not have in the southern San Joaquin Valley,” Fulton noted. From his experience, he suggested growers could usually wait until “the first week of May in most years, before really getting pressed for irrigation.”

The location of the research exposes groves to the opportunity to receive “more rain during the dormant season with a better chance at a deeper profile in moisture before you ever break dormancy,” Fulton said. More regional rainfall is possible in the spring as well, while the trees are growing.

The information gathered so far indicates growers should not jump the gun on springtime irrigation, particularly if there is still any kind of standing water issues. “The data is starting to suggest that you’ve got some room. You don’t have to irrigate at the first sign of heat; you can use a little bit of the stored moisture coming out of winter,” Fulton said. He also noted “It’s a lot more difficult to recover from a damaged tree with a sick roots system,” than it is to recover from a lack of early season irrigation.

As we have reported in-depth before on California Ag Today, the Asian Citrus Psyllid (ACP) is a tiny, mottled brown insect that poses an ever-increasing threat to the state’s robust citrus industry, as well as to residential citrus trees. The pest can spread a bacterium known as Huanglongbing (HLP) that is fatal to citrus trees. The disease has nearly shut down Florida’s citrus industry.

Beth Grafton-Cardwell, cooperative extension specialist in integrated pest management, UC Riverside Department of Entomology, explained the significance of the recent ACP spread to Bakersfield. “That is really problematic because it’s mostly in the urban areas. It’s very difficult to find, to control and to stop that spread. It’s going to move out from that region into the local citrus orchards, and so there are lots of meetings and discussions right now to mobilize growers to get treatments to help protect their citrus orchards against the psyllid.”

To contain the ACP problem, Grafton-Cardwell stated, “There are traps everywhere, but the traps are not terribly efficient. So, we really need to carefully examine groves and flush [new leaf growth] for the nymph form,” she said.

According to Agriculture and Natural Resources, University of California’s Statewide Integrated Pest Management Program:

Adults typically live one to two months. Females lay tiny yellow-orange almond-shaped eggs in the folds of the newly developing “feather flush” leaves of citrus. Each female can lay several hundred eggs during her lifespan.

The eggs hatch into nymphs that are wingless, flattened, yellow or orange to brownish, and 1/100 to 1/14 inch long. Nymphs molt four times, increasing in size with each nymphal stage (instar), before maturing into adult psyllids. The nymphs can feed only on soft, young leaf tissue and are found on immature leaves and stems of flush growth on citrus.

Save Our CitrusThe nymphs remove sap from plant tissue when they feed and excrete a large quantity of sugary liquid (honeydew). Each nymph also produces a waxy tubule from its rear end to help clear the sugary waste product away from its body. The tubule’s shape—a curly tube with a bulb at the end—is unique to the Asian citrus psyllid and can be used to identify the insect.

Grafton-Cardwell and other experts are concerned because once the ACP becomes established in urban areas, it is difficult to eradicate. “It starts spreading into the commercial citrus, and we’re off and running,” she commented.

bayer-save-our-citrusIn a ingenious effort to control the spread of the psyllid, trained teams of entomologists have imported Tamarixia radiata, a tiny wasp that naturally preys on ACP, from Pakistan to research and release in California. A cooperative effort of the University of California Riverside, Citrus Research Board, United States Department of Agriculture and California Department of Food and Agriculture, researchers are also exploring the effectiveness of another beneficial insect called Diaphorencyrtus aligarhensis to assist Tamarixia with control of the Asian citrus psyllid. Grafton-Cardwell said, “They’re going to inundate that area,” with natural ACP predators, “so hopefully that will push back a little bit.”
