Kent Bacus: Congress Must Pass TPP To Help All Ag Exports

The Trans-Pacific Partnership (TPP) trade agreement has the potential to increase demand for U.S. food products among 500 million consumers in 11 Pacific Rim countries that are included in the partnership. Many of those ag products are from California, including beef.

Recently, we sent a letter to Capitol Hill urging a vote this year on TPP, that was signed by 225 agricultural associations and companies from all across the United States, from cows to cranberries,” stated Bacus. “We had a very diverse group of people on that letter. But, by and large, it really says, ‘It’s time to move. It’s time to stop finger-pointing. Its time to put our differences aside, and its time to move forward with TPP.’”

Bacus said passing TPP will greatly help California farmers and ranchers. “Unfortunately,” he explained, “we have a 38.5 percent tariff on our beef that goes into the Japanese market. TPP levels the playing field for us with our leading competitors for those Japanese consumers. Without that, we’re going to see our market share continue to drop in our leading export market. The benefits of this trade agreement far outweigh the status quo,” he said.

Noting opposition from both the right and the left, Bacus  stated, “Politically this is an easy target to swing at because not a lot of people understand trade. So it’s important for us to tell the positive stories of trade, and for the beef industry, it is simple: Americans aren’t willing to pay a premium for cuts like the beef tongue or short ribs, much like our Japanese consumers will,” he said.

One key component of the TPP is the reduction in tariffs and other market barriers. Failing to get the agreement passed would essentially give other nations a competitive advantage in the international market. “In 2015 we sold $1.3 billion dollars worth of beef to the Japanese,” Bacus said. “But that was down nearly $300 million dollars from 2014 because our leading competitors, the Australians, had a trade agreement that went into effect giving them a 10+ percent tariff rate advantage over us into our leading export market.”

“So unless we want to level that playing field—if we are fine with the status quo,” Bacus said—then we’re going to lose that market. And we’re going to lose a lot of the value added that the market brings back to cow-calf producers and feeders, and everyone along the production chain.”

Connecting with Consumers

AgChat Reaches Out to Consumers

Jenny Schwiegert, AgChat Foundation chief executive director, spoke to Laurie Greene, California Ag Today editor, at the recent Bayer AgVocacy Forum about one of the biggest challenges to agricultural advocacy. “We’ve got excellent bloggers out there,” Schwiegert said, “however, the audience they [reach] tends to be other growers and ranchers. We do not want to be singing to the choir. We need to find other ways to connect with non-ag consumers.”

Schwiegert elaborated on some of the resources for non-ag readers posted on the AgChat website, “There’s a page under “Resources” that talks about different non-agricultural hashtags people can use when they tweet or use Instagram or Snapchat. We also have a post about people with whom we need to connect on Twitter who are not necessarily in the agricultural industry.”

To [farmers and Ag bloggers] who are trying to determine who their audience might be, Schwiegert advised, “There is more to you than just farming and ranching. You know, I like to do renovations at my home; I like photography; and I’m a baseball mom. When I began blogging, which I don’t do as much recently, my strategy was always to be incognito and not say, ‘Hey, this is what I do.’ I would only talk about farming.”

However, Schwiegert discovered that when she talked about those other topics that are not necessarily related to farming, her posts attracted a lot more of a mom-based or photographer-based audience. She suggested, “Find that spark, the other part of your life that is not related to farming and ranching, and explore and talk about it. Connect with other people [consumers] who have that same desire to have a hobby or whose kids are also in baseball, or whatever it might be.”

While connecting with people via a distinctly different interest can be constructive, Schwiegert held that consumers do trust and want to hear about agriculture from farmers and ranchers. She referred to a recent finding that while the majority of people do not know how to get in contact with a farmer, farmers are the people they want to talk to and get their information from.

“We have also experienced this on a personal basis,” Schwiegert shared. “While our operation is very small, we like to take people, and not necessarily adults. Sometimes we will bring our children’s friends out, show them the sheep, and take them to my in-laws’ dairy. My younger two sons have an egg business, so we’ll show them that too.”

“Ninety-nine percent of the time,” Schwiegert said, “someone will say, ‘Oh these are so much better than the store-bought, and the store-bought has been sitting on the shelves for months.’ That’s where I stop and say, ‘that is not necessarily true. Let me connect you with Katy who is in Iowa or let me connect you with Greg in Oregon, whose egg farm is producing 1.5M eggs a day.’”

“I like to connect people,” she explained, “to help them understand what modern agriculture is all about because we tend to have a [rustic] romantic, idealistic view of what a farm is, and that is what people want.” But, she contends, that may not match what farming really is in today’s world. “I think people really do want to talk to the farmers and ranchers,” said Schwiegert. “They just don’t know how to go about connecting with them.”

Schwiegert does not know if there is a definite ‘disconnect’ between this romantic view of the rustic farm scene with antiquated tools, and consumers who use the latest devices and apps. She said, “I am not sure how to re-connect that. For instance, why is it ok to use an antibiotic if you have pneumonia, but it is not ok to use it in chicken? And I’m not sure how we mend that because consumers are not trustworthy of statistics and science, so I guess that it is one of the million-dollar questions out there. You know, how is it OK for them to have a Fitbit, but our farmers can’t use GPS or auto-steer in their tractors or precision Ag drones?

“That is a huge disconnect, and we need to address it as an industry,” Schwiegert reflected. “I think a lot of people in agriculture are intimidated and scared to share their stories because there are folks out there who are ready to pounce. And especially if you have small children, you do not want to have those types of people on your property. So people are hesitant to share their stories.

“I have the same fears,” Schwiegert stated. “I don’t want people like that on my farm. But the more that we can share our stories out in public, using different methods—whether through social media or a farm-to-table type of event with a commodity group at a public location—the more likely we are to mend that disconnect.”

California Groups Join National Effort to Reject TPP

California Farm and Rural Groups Join 160+ Organizations to Ask Congress to Reject TPP, Stand Up for Independent Farmers and Ranchers

The Trans-Pacific Partnership (TPP) has become a divisive issue in the nation’s capital, and criticism intensified after 161 food, farm, faith and rural organizations, including 9 from California, sent a letter to Capitol Hill yesterday, April 27, 2016–urging lawmakers to reject the trade pact.

“The main beneficiaries of the TPP are the companies that buy, process and ship raw agricultural commodities, not the farmers who face real risks from rising import competition. TPP imports will compete against U.S. farmers who are facing declining farm prices that are projected to stay low for years,” the organizations wrote. California groups including Belcampo, California Dairy Campaign, California Farmers Union, Community Alliance with Family Farmers, Ecological Farming Association, Food & Water Watch, Rooted in Community, Rooted in Community Youth Food Justice Leadership Network and Roots of Change signed the letter.TPP madeInAmerica

The White House has promoted the TPP as an export-boon for farmers to generate support for the agreement, but past trade agreements have not always delivered on export promises, the letter noted. For example, the United States’ total combined exports of corn, soybeans and wheat have remained steady at about 100 million metric tons for the last 30 years despite a raft of free trade agreements since the mid-1990s.

“Trade deals do not just add new export markets – the flow of trade goes both ways – and the U.S. has committed to allowing significantly greater market access to imports under the TPP,” the groups explained. Especially “alarming” to the organizations is the agreement’s complete lack of enforceable provisions against currency manipulation, a substantial cause of America’s debilitating $531 billion trade imbalance.

California Dairy Campaign President Joe Augusto stated, “The Trans-Pacific Partnership will mean that imports from New Zealand and other countries will greatly increase, especially imports of concentrated dairy products. As more and more dairies in California go out of business, passage of the TPP will lead to a further decline in milk production across our state.”

The TPP poses particular risks for dairy farmers and cattle producers. The TPP dairy export opportunities were more modest than promised, but the TPP will likely increase imports of milk and whey protein concentrates from global dairy powerhouse New Zealand during a period of declining farmgate milk prices in the U.S. The United States imported nearly 2.3 billion pounds of beef from TPP partners but only exported about 1.2 billion pounds in 2015. The TPP will also increase beef and cattle imports while domestic cattle prices are plummeting.

California Farmers Union President Joaquin Contente stated, “Farmers in California are some of the most highly regulated in the world, and under the Trans-Pacific Partnership, they will have to compete against a flood of imports that do not meet the same high standards that farmers here are required to follow. Any potential export gains can be erased at any point when our competitors devalue their currency because currency manipulation is not addressed in the TPP. The TPP also does not crack down on the value-added taxes (VAT) that our competitors can impose which make our exports uncompetitive in other markets.”

The TPP also covers important agricultural policy areas such as investment, procurement, labeling, food safety, animal health and crop disease. The stringent rules and dispute system under the TPP make it easier to successfully challenge and overturn domestic laws, as happened last year to country of origin meat labels.

“The TPP will bring a wave of fruit and vegetable imports that will inundate farmers, consumers and inspectors,” said Food & Water Watch California Director Adam Scow. “The TPP benefits the biggest agribusiness and food companies at the expense of California communities that are trying to strengthen and rebuild local, sustainable food systems.”

Bee Health: Varroa Mite Is Public Enemy No. 1

The varroa mite is “Public Enemy No. 1” for bees, according to Becky Langer, the North American Bee Care manager for Bayer CropScience. “It’s the giant tick that’s attaching to [bees],” said Langer, “transmitting viruses and bacteria. This mite has to be constantly managed and we’ve seen very high levels. When our bee experts were out visiting with people last fall, people were reporting very high levels of mites. So we anticipate high [bee] losses coming out of this winter because of the cyclic effect of the mite.” Langer explained. “It really re-emphasizes the necessity of controlling that mite—all the time—and staying on top of it.

Commenting on other “Most Wanted Criminals” against bee health, Langer discussed recent research findings that well-fed bees are better able to defend themselves against the notorious nosema, a fungi-related parasite. “They actually found higher counts of nosema in those bees, but the well-fed bees could manage the nosema populationas opposed to not-well-fed bees.”

“That of course ties into Bayer Bee Care Program‘s Feed a Bee Program and its forage and nutrition initiative,” commented Langer. Launched last year to address the lack of food and habitat for bees Feed a Bee worked with more than 250,000 people and 75 partners to plant 65 million flowers and thousands of acres of forage across the country. “We’ve got to be feeding these bees better,” Langer reinforced.

According to their website, this year, Feed a Bee kicks off the spring with the launch of a new song and video for children of all ages. Other ways people can become involved with the program to help these hardworking insects are: request a free packet of wildflower seeds, for a limited time while supplies last; commit to growing pollinator-attractant plants of your own; and locate Feed a Bee plantings in your own communities on the interactive partner map. You can also tweet a emoji and #FeedABee to have Bayer plant on your “bee-half.” 

Langer commented on crop protection products—”the usual suspects”—by stressing the importance for growers to follow labels.  “If that’s the case and they are used properly and in the proper settings, there is no long-term effect on colony health,” she said. “Really, where we see colony health problems correlates well with the varroa mite and with forage and habitat issues.”

Agriculture Science Recognition Awards, Part 3

Nick Wolfenden Honored With Fresno State Science Recognition Award

Nick Wolfenden, a graduating senior at California State University, Fresno (Fresno State), who majors in animal science and livestock management was honored with three other Fresno State science students in mid-March.

“Nick has made it his mission to educate the ag community and the public about the growing spotlight on the importance of animal welfare,” said California Assemblyman Jim Patterson, who honored the Fresno State students, along with Sandra Witte, dean of the Jordan College of Agricultural Sciences and Technology at Fresno State and Lawrence Salinas, Fresno State’s executive director of government relations.

“Nick says his greatest achievement at Fresno State was starting the Animal Welfare Club,” said Patterson. “The club has made a great impact on his fellow students by giving them the facts and skills to teach each other about the focus on the health and welfare of animals in production agriculture.”

As the club’s founder and president, Wolfenden started a movement to get donations to update Fresno State’s school farm so the animal welfare practices used by students would reflect the visions, values and beliefs of Fresno State. These changes have benefited both the animals and the students who care for them.

For a broader perspective, Wolfenden interned with the American Humane Association and became a key player in their Farm Animal Welfare Program. His drive and his passion have been noticed by several organizations and companies across the country who would like him to oversee their divisions.

“In 2015, Nick was honored as both the Outstanding Poultry Science Student and Outstanding Equine Science Student at Fresno State, given by the faculty to the animal science department students who make an impact in their field,” noted Patterson. “He also is an advisor to the Poultry Science Club, member and student advisor to the Equine Science Club, and has been the Future Farmers of America (FFA) Field Day Contest chair in both equine and poultry.”

Wolfenden believes he has the drive and determination to continue to make a significant difference in the lives of farm animals and in the industry that raises them and brings them to market. And he wasted no time in getting a good job offer from Tyson Foods at their global headquarters in Springdale, AR, to begin after graduation. “I’ll be working in their sustainability department helping to oversee their animal welfare division,” Wolfenden said.

“I think every farmer and rancher has to be passionate about their animals’ welfare,” said the senior. “We are making huge steps and big leaps in improving animal welfare and we see that across all industries,” he noted.

Meghan Loper Receives Fresno State Science Recognition Award

Assemblyman Jim Patterson joined Dr. Sandra Witte, dean of the Jordan College of Agricultural Sciences and Technology at California State University, Fresno (Fresno State) and Lawrence Salinas, Fresno State’s executive director of Government Relations, at the 23rd Assembly District’s 2016 Agriculture Science Recognition Awards on March 17 at Fresno State.

California Ag Today will highlight each of four Fresno State students in the Fresno State Honoree series, Meghan Loper, Megen Morales, Elizabeth Mosqueda and Nick Wolfenden, who were selected from among several students nominated for their dedication to the future of agriculture in the Central Valley.

“These brilliant students represent the best of the best,” said Assemblyman Patterson. “Their devotion to making a difference in our agriculture science community is to be commended and I can’t wait to see what the future holds for them.”

Meghan Loper, is a master’s student at California State University, Fresno (Fresno State), in the poultry science field, working on animal welfare.

“She currently has a bachelor’s degree in animal science and livestock production management,” said California Assemblyman Jim Patterson. “She also teaches the animal health, welfare and poultry production class in the Poultry Science Department,” noted Patterson.

Most recently, Loper researched the economic significance of the number of chickens living in the same chicken house. Her study quantified the amount of chickens per house and its effect on economic return with the goal of understanding the threshold at which the number of chickens starts to have a negative impact on animal welfare. “She hoped the work would provide information to people about the importance of the welfare of chickens in the poultry industry,” said Patterson, “as the issue is obviously becoming more of a hot topic industry-wide, as well as for consumers, and it even touches the California Legislature.”

Loper has been a member of the Poultry Science Club and the Enterprise Manager of the Foster Farms Poultry Education and Research Facility at Fresno State for the last three years. She volunteers for a local 4-H Club and will be organizing a second FFA field day in April.

Loper is also involved with animals of a different type; she has raised 12 guide dogs for Guide Dogs for the Blind.

“This is an individual, as are our other three honorees, who is making plans and getting prepared to make a living, but you are also making a life,” Patterson said to Loper. “And it is that life that we honor today.”

Loper said, “We have been experimenting with the different amount of birds that can be put into production house. What is too many? What is not enough? And, what’s going to be best for the birds in the long run,” Loper elaborated.

“I’m hoping to get a job in the poultry industry,” said Loper. “I want to make a difference somehow.”

FFA Members are #FFAProud

Thousands of National FFA Organization (FFA) members have taken to social media to support a growing campaign known as #FFAProud. Sydnie Sousa, the 2015-2016 California FFA state vice president, said the #FFAProud movement stems from the pride its members feel at being a part of an organization that builds leadership skills and more.

“#FFAProud started,“ Sousa said, “because we want to be clear what we do in agriculture and what FFA was founded upon: premiere leadership, personal growth and career success. Students achieve all this by working with animals and caring for those animals properly.”

Sousa said students are proud to advocate because, “We work hard and diligently within this organization to make sure it is being showcased correctly from all different stages. We are in this organization developing leaders to educate people on the accurate story of agriculture. We truly are proud of the truth behind agriculture and the FFA,” Sousa said.

Sousa said the clear and confident response of FFA members to questions about agriculture and its practices demonstrates that FFA is strong. “It’s the core of our foundation; students rise to meet these challenges within agriculture,” Sousa said. “We are proud to share our stories and to be a part of this organization.”

But FFA is not just for students who want to be production farmers; FFA also welcomes members who aspire to careers as teachers, doctors, scientists, business owners and more. For this reason, the name of the organization was updated in 1988 after a vote of national convention delegates to reflect the growing diversity and new opportunities in the industry of agriculture.

Sandra Witte, New Ag Dean at Fresno State

Dr. Sandra Witte Named Dean of Jordan College at Fresno State

(March 16, 2016) – Dr. Sandra Witte, who has been serving as interim dean of the Jordan College of Agricultural Sciences and Technology at Fresno State, has been appointed permanent dean, effectively immediately.

Dr. Lynnette Zelezny, provost and vice president for Academic Affairs, said Witte’s exceptional work as interim dean made her the best person for the position.

“We conducted a yearlong national search for a dean but did not find the right candidate for this important position,” said Zelezny. “In the meantime, it became clear to me, the faculty, staff and our strong partners in the agriculture community that Dr. Witte was the right candidate. I’m pleased she agreed to stay at Fresno State as permanent dean.”

Zelezny added: “This is a critical time for the Jordan College as we prepare for the opening of the Jordan Agricultural Research Center this spring and continue our laser-focus on crucial issues related to water and sustainability. I am confident Dr. Witte will lead the college to increasing national prominence.”real JCAST Logo

Witte has taken an unconventional route to the dean’s position, starting her career as a registered dietitian and serving as a professor and chair of the Department of Food Science and Nutrition, one of seven departments in the Jordan College.

“In the Jordan College, we often talk about offering programs from farm to fork and all the business in between,” said Witte. “While most people think of agriculture from the farm end, my connection is clearly on the fork end. I have always had an appreciation for traditional agriculture, and in my time at Fresno State, that has bloomed into a passion. After all, where is the food without the farmer?” she said.

Witte joins a growing number of women in agricultural leadership positions that traditionally have been held by males in universities, industry and commodity groups in the U.S.

The Jordan College maintains an enrollment of approximately 2,400 undergraduate and 100 graduate students from diverse backgrounds from throughout California, the U.S. and the world. Undergraduate, graduate and continuing education programs are offered in the major areas of agricultural business; animal sciences and agricultural education; child, family and consumer sciences; food science and nutrition; industrial technology; plant science; and viticulture and enology.

Faculty and students conduct applied research and public service in selected areas of agriculture, food sciences, industrial technology and family sciences. Students engage in learning science, technology and management in the classroom and by experience on the 1,000-acre on-campus University Agricultural Laboratory.

Witte has served as interim dean since October 2014. Previously, she jointly held the positions of associate dean of the Jordan College and dean of the Division of Graduate Studies. She joined the Fresno State faculty in 1992 and took her first administrative assignment in 2007.

She completed her bachelor’s degree in foods and nutrition at California State Polytechnic University, Pomona; master’s degree in home economics, nutrition and dietetics option at Fresno State; and her Ph.D. in food systems management at Oregon State University, Corvallis.

National Days Celebrations at Fresno State Farm Market

Fresno State Farm Market Hosts National Day Events

Fresno State’s Rue and Gwen Gibson Farm Market hosted its Annual Pistachio Day on February 26 in honor of World Pistachio Day. Miles Robinson, a student market lead, said, “We’ve been working with American Pistachio Growers (APG) to market this campaign and give away pistachio samples, all courtesy of APG. We are also raffling a gift basket with several of our products and APG items as well.”12821589_10153999748978330_676533612082576193_n

Robinson said the Fresno State farm market plans to host monthly events to feature the store and student products, including that very fowl day, Poultry Day, on March 18, and National Raisin Day on April 29. “For Poultry Day,” Robinson said, “we’ll be sampling Foster Farms chicken in a couple of different recipes. We look forward to having people actually taste our chicken. We will also have a chicken dance contest. For National Raisin Day we’re partnering with the California Raisin Board to bring information, samples and have a fun time.”

Robinson said the student-run farm market, which specializes in student-made products, is in the process of creating new recipes for its coated nuts and raisins. “Over the past year, we’ve been slowly rolling out new recipes for our milk chocolate raisins, milk chocolate almonds, milk chocolate cabernet raisins and dark chocolate raisins,” Robinson said. “All of our products will have brand-new recipes, 100 percent Fresno State-done.”

National Dairy Crisis—A Way Forward, Part 2

In our continuing coverage of the national dairy crisis marked by high inventories and below-production costs-prices, industry proponents are considering ‘market responsive’ ways to help with inventories, such as donating to the Feeding America organization or to other food banks. Tom Van Nortwick, owner and publisher of Fresno-based Agribusiness Publications, which has published a dairy magazine for 35 years, has been closely involved with hundreds of dairy producers from 2009 through June 2014 in the organization and establishment of the National Dairy Producers Organization. This nationwide organization focuses on keeping dairies profitable especially when market conditions squash dairy pricing.

Van Nortwick, who believes donating excess milk would be relatively easy and painless for the dairy industry, commented, “We are not going to specially package it; it is going to be what it is and where it is. It is then their responsibility to deal with it after that. The milk has already been processed and stored, and it’s waiting to be sold.”

In picking up all these excess dairy products, food banks such as Feeding America would dramatically reduce inventories. Van Nortwick explained, “We have found in studying these inventory levels, that when inventory gets to a certain level, it starts to impact the value of what someone is willing to pay me—a dairy producer—for the milk that I am pulling out of our cow today. And so we are recommending to our dairy producers that it might take literally 15 cents to impact the price of milk today which is currently $5 under the price of production and $7-$10 away from profitability.”

“The idea,” he continued, “is to have producers put up 15 cents per hundredweight into a savings account, which, when needed, would buy up excess inventory on the finished product side—the milk, cheese, milk powder and butter markets. Producers would then donate the purchased product to churches, food banks and Feeding America.

Tom Van Nortwick further expounded, “What if you invest $1 and get a $10 return? What if you invested 15 cents and got a $10 return? Is that a great plan? That is a great plan. The ‘investment’ is actually buying up [excess] inventory from the inventory [of processors and manufacturers] so it is no longer there. Because all of that is tracked, everybody knows how much there is and where it is. So if you are watching the market, you know if you should be buying more cheese, or making more cheese, or more powder. GM doesn’t make more cars than the dealers can sell; otherwise GM shuts the plant down. Everybody screams and hollers, but guess what? They know if they are going to survive, they have got to back off and not make more cars until the dealers, the selling organizations, pick up the slack.”

Van Nortwick says the dairy industry needs to focus more on the milk after it leaves the farm, “It is vitally important that we in the dairy producers sector start paying attention to what is going on with the milk, and the products being manufactured from milk after it leaves the farm. We are doing a wonderful job in how we produce it, the care and keeping of the animals, the sustainability of the environment, the recycling of the waste material; all of that we do better than anybody else in the world.”

“Do we need to be ever watchful?” he asked. “We have a new program called, ‘Picture Perfect’ in the industry, especially agriculture. All of agriculture needs to be ‘Picture Perfect.’ Do you know why? ‘Because everyone has a camera. Everyone’s got their own video recorder and anything can be seen anytime and filmed anytime. And a picture taken can go viral tomorrow, or tonight—even while we are asleep. So, we have to be picture perfect. We already do that.

He implored, “I want to say to dairy producers across the country, ‘You win. You make the most. You make the best. But that is not what we need right now in order to be sustainable. We need you to pay attention to your milk and what happens with your milk after it leaves the farm.”
