At the November 17 Grape, Nut & Tree Fruit Expo in Fresno, Barry Bedwell, president of the California Fresh Fruit Association, reported a positive outlook for table grapes this year. “Production continues to expand,” said Bedwell, “and consumer acceptance of table grapes continues to expand, particularly for exported California table grapes. That’s a real positive. We’re also seeing the development of newer varieties—more proprietary brands that are very consumer friendly.”

Bedwell said topping this year’s California Fresh Fruit Association annual Board of Directors Top 10 Issues survey are water concerns, followed by food safety and labor. “These are relatively consistent,” Bedwell said, “but we have seen some changes. Since last year, water, of course, has gone to the top of the list. Our members expressed concerns beyond the drought that encompass what future water system will allow proper conjunctive use of water—both surface water and groundwater.”

“We’ve also seen increased concern over food safety. And even though grapes are permanent crops with, I think, a low risk profile, we always have to be very concerned about food safety.

Then we have to look at the labor situation—not only the cost of labor—but also the availability. So, even though it has been stalled, the need for immigration reform is critically important. We will probably be in a defensive position in the next couple of years, compounded by increasing labor costs due to some well-intended, but I think misguided, efforts to increase wages around the state unnecessarily.”

New Biodico BioFuel Facility In Fresno County

Biodico Biofuel Facility, World’s First, to Operate Entirely on Renewable Heat and Power

Renaissance in Agriculture

Ryan Jacobsen on the Renaissance in Agriculture

In the past, the children of farmers were known to leave the farm to pursue careers that required higher levels of education and not return. Ryan Jacobsen, executive director of the Fresno County Farm Bureau, said those days are behind us. Jacobsen said nowadays, we are experiencing a renaissance in agriculture, as sons and daughters return to the farms and college students study agriculture.

“We’ve been very fortunate,” Jacobsen said. “When you look at the overall agriculture industry over the last decade, it’s been pretty bright.” Despite the recent national and global economic downturn, Jacobsen contends the California agricultural economy remained a shining star. “That shining star created what I consider to be a renaissance in the agriculture industry,” Jacobsen explained, “where we actually saw younger individuals come back to the farm. For so many years we shipped off that talent. We encouraged them not to come back to the farm to be farmers; we encouraged them to go off to other professions.”

“We are truly fortunate to be where we are today,” Jacobsen continued, “because of the renaissance and higher commodities and crop values. We’re seeing sons and daughters able to return to the farms and take their places within their family operations.”

We’re seeing individuals go to college for a career in agriculture,” remarked Jacobsen. “Over at Fresno State, the Jordan College of Agricultural Sciences and Technology is seeing record enrollment—not just a little bit up, but shattering all previous records.” Fresno State’s Jordan College of Agricultural Sciences and Technology lists their current student enrollment as of September 14 at nearly 2,000 undergraduates and 75 graduate students.”

“It’s encouraging that young individuals see an opportunity and a future in agriculture, plus the desire to help our industry,“ Jacobsen said.

Trade Agreement Big for State

Trans-Pacific Partnership Trade Agreement Will be Boon for California

On Friday, Nov. 6, Agriculture Secretary Tom Vilsack told California Ag Today the released full text of the Trans-Pacific Partnership Trade Agreement shows that it will be boon for California Exports. Vilsack said, “You’re close to the market, you have ports that access and serve those markets, and you have the products those markets want—whether they are fruits and vegetables or tree nuts,” Vilsack noted. “In fact, we just released a report on our exports as they exist today. Obviously tree nuts are a big export opportunity. We saw significant growth there as well; it is now an $8.8 billion market and California certainly plays to that,” he said.

Vilsack said the trade deal is all about better access, “The fact that tariffs are going to be eliminated in a number of these countries that we do business with will level the playing field for our fruits, vegetables and tree nuts. It is going to open up enormous opportunities for us.”

Vilsack also said these increased exports will definitely increase jobs in California, “This agreement will add and anticipated $120 to $130 billion in U.S. export opportunities, of which agriculture is roughly 9%, so you do the math; it is billions of dollars in additional trade. California is going to get their fair share. It will impact employment because every billion dollars in ag sales supports 6500 good paying jobs, and these are jobs that currently pay about 18% more in benefits than non-export-related jobs.”

President Obama intends to sign this legislation, but first, Congress is poring over the text to make their concerns or support known. Then they will have an up or down vote, but no amendments can be added to the bill.

Again, California specialty crop growers stand to benefit greatly from this trade bill. Ag leaders are urging Congress to pass it and all California commodity trade groups are solidly behind it as well.

Fresno Ag Awards

Joe Del Bosque and Earl Hall Receive Ag Awards in Fresno

At the Fresno Chamber of Commerce’s Annual Ag Awards Luncheon on Oct. 28,  Westside farmer Joe Del Bosque and businessperson Earl Hall, owner of Hall Management Corp., a labor contracting company, received awards for their commitment to agriculture.

Honored as the Chamber’s 2015 Agriculturalist of the Year, Del Bosque, owner of Del Bosque Farms in Firebaugh, said, “It’s an honor to be here, and I’m so surprised to see not only my family here, but a lot of my friends as well as community leaders that I know. I’m just so pleased to have them attending and supporting. It really is an honor and I’m humbled. I mean, I saw the list of the folks who have been given this award; they’re some of the big leaders that I always look up to.”

Del Bosque was honored for his open farm policy of allowing bloggers and city folks to visit his operation and observe what farming is all about. He also hosted President Obama on an historic visit on Feb. 14 2014. Del Bosque farms almonds, melons, cherries and asparagus and relies on his farm employees to get the crops harvested. He also is a governor-appointed member of the California Water Commission, a public forum to discuss water issues, advise the Department of Water Resources (DWR) on water policy and decides what storage projects to build with 2014 Water Bond funding.

Hall’s Kerman-based company, Hall Management Corp, received the Baker Peterson Franklin’s Ag Business Award. Hall said his company manages the farm production and all of the labor—all of whom work directly for his company—for several different agricultural companies across 500 thousand acres. “We do business in 26 counties around the state,” said Hall. “I’ve been doing this for 50 years, and it’s quite an honor that our company has been recognized today as the ag business company of the year. I have to give all the credit to my people.

Replanting Trees as Harvest Ends

As harvest comes to a close for many tree crops, the time for replanting trees is swiftly approaching. David Doll, a UC Cooperative Extension farm advisor in Merced County, said that if California receives significant rain this year, the replanting process in orchards would be more difficult.

“If we are potentially coming into a wet winter, it’s going to provide challenges in establishing new orchards,” Doll said. “In the case of heavy rainfall, it’s important to keep a few things in mind and plan accordingly. First, if we’re doing any type of soil modification, we need to get a little bit of moisture to help the soil settle.”

Doll said second step is ‘pulling’ berms—the small hills or walls of dirt or sand in an orchard created to divert rain and irrigation water from the tree trunk. He explained, “We want to pull them before the soil gets too wet. We don’t want to walk into a heavy soil field, such as clay or clay loam, and pull berms because in doing so do, we would actually slick that soil over and have to deal with compaction and future issues with the orchard.”

“Third, when we start planting our trees,” Doll said, “it’s important to make sure that we dig a proper hole with wet soils.” Doll warned if you don’t spend the time to dig a hole,  you can ‘glaze’ the soil or form a crust on the sides of the holes, particularly in clay soils, leaving a hard, compact surface that is impenetrable to young roots. He advised to fracture or scratch glazed soil on the sides of the hole with a shovel or rake before filling in to ensure proper root growth.

Doll also said that when planting, the graft union—the point on a plant where the graft is joined to the rootstock—needs to be kept aboveground. “Countless times I’ve seen people plant the graft union below the ground,” said Doll. “Or they’ll plant the tree, pull up a berm, and actually put the graft union below the ground. Keeping the graft union about one hand’s width above the soil line will ensure the graft union remains aboveground as the tree settles.”

“Lastly, if machine planting in very wet clay loam soil, clods [lumps] and air pockets may form,” Doll said. “That’s problematic. The same thing also may occur with hand planting. It’s important to make sure the planters are digging a properly-sized hole and the roots need to be sufficiently covered. The soil needs to be broken down and then replaced around the tree. Finally, to ‘tank’ the tree, apply about 4-5 gallons of water after replacing the dirt to reduce the air pockets and allow the tree to get a good, solid start.”

Water Commission Meeting Delivers Passion and Controversy

The California drought has become a hot topic, and even more so is the subject of how to solve the drought. Some advocates believe the solution is in long-term water storage, and as a result, the California Water Commission (Commission) has been drawing up a proposal to enact this potential solution.

On Wednesday, Oct. 14 in Clovis, the Commission held a public meeting to discuss their Water Storage Investment Program.

Joe Del Bosque, a commissioner on the California Water Commission, as well as a Westside farmer struggling with the zero water allocations, summarized the meeting, “It was very lively, especially at the beginning. A lot of folks are hurting—and rightly so. They have a lot of uncertainties about next year or the year after, or for who knows how many years.

We don’t know when some of these storage projects will be completed and ready to start helping us. A lot of folks have a lot on the line here in the San Joaquin Valley, and I appreciate hearing from them and listening to their concerns.”

Assemblyman Jim Patterson, in his opening remarks, said the governor, the commission and the California State Water Resources Control Board (Water Board) must realize what is driving the need for water storage. “We really need to look at the capacity to store water,” Patterson said. “If we have two river watersheds—both producing similar amounts of water, but one drops into a reservoir that’s half the size of the other, the water will overflow. And we know El Nino is coming, 95 percent.”

Many individuals spoke passionately about the plan during the comment period. Kings County Supervisor and walnut farmer, Doug Verboon, said, “We need storage. We’ve been complaining about it for years, and this is one chance in our lifetime to get more storage built. We need to get over our differences and get together and make this happen. We want to make sure the Water Commission fully understands the importance of adding more storage today.”

Another county supervisor, David Rogers, from Madera County, reminded the Commission that the need for water storage goes beyond reserving water for dry years.

“We’re losing our groundwater so rapidly that the soil is sinking beneath us and we have subsidence occurring,” Rogers said. “And all the while water is flowing out to the ocean from the San Joaquin river system when that water needs to be delegated and allocated to the farms that need it so they’re not pumping groundwater.

In reality we’re losing the river as a result of subsidence. The river, itself, is subsiding so it’s a moot issue whether or not we need surface water delivery. That has to happen. We cannot continue this way or we will lose the river, the communities and the farms. So there’s no question that Temperance Flat is the answer to that problem.”

During the meeting attendees learned that the Water Storage Improvement Plan includes a timeline that doesn’t allow for funds to be awarded to applicants wishing to build storage until 2017.

Greg Musson, president of GAR Tootelian, Inc., called the timeline unacceptable, adding the delay in the plan would lead to the loss of hundreds of thousands of jobs. “I don’t see how anyone can accept this as being standard for the way that America works,” he said. “Shame on you! Really, shame on you! You have to do better here. America needs you to do better; I need you to do better; the people in this room need you to do better than this. This is outrageous.”

Manuel Cunha, president of the Nisei Farmers League, spoke about the Joint Powers of Authority (JPA) that is being formed to apply for funding to build water storage. “We’re going to have to submit it as a large project,” Cunha said, “big storage—definitely Temperance Flat—plus all of these different irrigation districts, cities and tribes have projects that we’re going put together and submit in this large package. That’s the only way we’re going to get this money. Only then cab we start to deal with all the public benefits, environmental issues, and securing those dollars for this Valley.”

The California Water Commission consists of nine members appointed by the Governor and confirmed by the State Senate. Seven members are chosen for their general expertise related to the control, storage, and beneficial use of water and two are chosen for their knowledge of the environment. The Commission provides a public forum for discussing water issues, advises the Department of Water Resources (DWR), and takes appropriate statutory actions to further the development of policies that support integrated and sustainable water resource management and a healthy environment. Statutory duties include advising the Director of DWR, approving rules and regulations, and monitoring and reporting on the construction and operation of the State Water Project.

ALRB on Entering Private Property to Educate Workers:  Is the ALRB going too far?

The California Agricultural Labor Relations Board (ALRB) wants to enter private property farmland for the purpose of educating farmworkers on their rights as farm laborers in California. Of course, farmers want their workers to be happy and content with their work and that means knowing and understanding their rights as farmworkers.

“But the ALRB is going too far,” said attorney Ron Barsamian of Barsamian & Moody in Fresno, which represents many agricultural businesses throughout California in labor and  employment law.

“I wanted to get into some pragmatic issues that I feel have not been considered. For instance, the lack of efficiency in trying to get access to all these different ranches is just not going to work,” said Barsamian. “You are going to have staff tied up forever. I don’t think they have taken into account the different geographical areas, the different ag sectors. For instance, are you going to spend as much time educating two or three people working at a dairy as you would a crew of 50-60 people?”

Dana Merrill is a seventh-generation farmer of an eighth-generation Californian farming family and president of Mesa Vineyard Management, a premium vineyard management service on the Central Coast. A graduate from Cal Poly with an Agriculture Business degree, He is a member of the Merrill Family Estates, an estate that produces premium winegrapes for its Pomar Junction Winery, and he’s extremely involved with the Paso Robles Wine Community.

Recently, his winegrape growing operation earned the Sustainability In Practice (SIP) certification.

“We worked very hard to attain this certification,” Merrill said. “Most of the changes were positive moves. It’s not meant to be a penalizing certification, but there are specific restrictions. For example, we don’t use any Class I restricted materials. If the US Environmental Protection Agency has commented about a substance, ‘Hey, that is Class I. It may be legal, but as an herbicide, it has a tendency to leach into the groundwater,’ then the SIP system won’t allow it. There are times when I’ve said, ‘Boy, I wish I could use a certain material,’ but there are some I simply cannot use in order to qualify for the certification.”SIP Certified

Merrill continues, “The SIP also takes into account how you treat your labor. For example, more ‘points’ are awarded if you offer a benefit program, continuing education support, a retirement program, or health insurance. These days, everybody has to offer health insurance, but points are awarded for that, even though some of us have offered it for over 20 years. Points are also earned for best-practice management whether it is fertility management, soil probes, or having water meters on all your wells and using the information to manage how you irrigate. The idea is to encourage folks to do more and raise the bar.”

“Being SIP-certified helps with marketing too,” noted Merrill. “If you get the SIP seal on a bottle of wine, a consumer can go be assured of the excellent quality of that product.”

“It is marketing in the sense that we are always selling ourselves to the consumer,” Merrill explained. “You know, the consumer may ask, ‘Why should I buy a bottle of SIP wine? Why should I buy California wine?’ I think that branding or labeling conveys a message to customers about what is important to them. Some consumers are very environment-oriented; others are looking primarily for quality. Your label conveys that message. There are customers to whom it is less important, but I see its significance growing. I would say 50% of the people who visit our tasting room find that label on an SIP-certified bottle of wine quite meaningful,” Merrill said.

Part 3 Mental Health on the Farm:

Isolation in Farm Country

In light of Mental Illness Awareness Week last week, Karen Markland, Division Manager for the Fresno County Department of Behavioral Healths Planning, Prevention and Supportive Services, talked extensively with California Ag Today Editor, Laurie Greene, about members of the local agricultural industry who could be going through significant emotional suffering due to the drought and environmental water restrictions impacting their livelihoods.

Editor: Is there anything unique about how farmers and farmworkers suffer from stress?

Markland: In our experience with farm-working populations, they have a couple of strikes against them. They are geographically isolated in rural areas; they are probably linguistically isolated as well, as their native language is typically not English; and, they are culturally isolated in that many of our cultures believe in not talking about sick minds or sick feelings. Plus there is transportation barriers. Our county is so large that it is very difficult for rural workers to receive any services. And so, we think it is a combination of things that discourage people from reaching out for help.

Editor: Are there financial issues or constraints?

Markland: What we have found is anytime we we use Mental Services Act dollars, we have to do it based on what the community wants. The stakeholders have brought up not a financial barrier, per se, but a transportation barrier. They tell us, “I can’t afford a car. I can’t afford the taxi from Kerman to Fresno or Parlier to Fresno.” They see it as a transportation barrier.

Editor: Is this population at risk?

Markland: There have at least two suicides in the agricultural community, a landowner and a farmworker. That is too many. It is unacceptable, but it has brought to light some uncomfortable subjects that we have to try to make more comfortable. When individuals feel that stressors become more difficult to manage, thoughts of wanting to harm themselves and not wanting to continue or to fight through, become stronger.

Editor: What can you do for people who feel this way?

 Markland: We are concerned about the farmworker who wakes up to such serious depression or anxiety and who has to fight through their day. That is no quality of life. So, we have a couple of resources. One that we are proud of right here in Fresno is the Central Valley Prevention Suicide Hotline 1-888-506-5991. This is a 24/7 hotline that has all language capabilities. So no matter what your language, we are here for you. This is a local number. The reason I keep saying local is that the person who picks up that phone call understands the culture of our valley—that we we have farmworkers facing dire drought conditions that others in California do not encounter with the same potential catastrophic loss; and the anxiety behind that, and the longevity of that—that it is not a one-week problem. This isn’t a breakup with a person; this is a long-term problem. So having local people manage the hotline is a wonderful resource.

Editor: Of course, farmers and farmworkers outside of Fresno County may have a similar resource in their counties. (Please refer to resources listed at the end of this article.) Could you tell us how successful has the Fresno County hotline been?

Markland: They are a crisis hotline; plus they are there just to help talk to people who are depressed or anxious. We do “talk-down” calls and rescue calls. This hotline has saved over 53 lives in active rescues in the last 12 months. Individuals have called the hotline as their last resort, and we’ve been able to activate emergency medical services and save their lives. In addition, we do follow-up calls.

Editor: What about follow-up calls?

Markland: If a person calls our hotline, and they have a safely plan, and the staff on the call feels they are safe, they’ll do a follow-up call in two days. Staff will ask if they have stuck with their safety plan, how they are feeling, and if they accessed the support systems they wanted to, because we really are dedicated to having a healthy community.
