Dogs Detect Citrus Diseases

Animals have been known to be able to use their senses to detect things that humans require extensive technology to detect. Mary Palm, USDA Animal and Plant Health Inspection Service (APHIS) national coordinator for citrus pest programs, said dogs have been successfully trained to detect canker disease, and now Huanglongbing disease (HLB), in citrus.

“Over the past four to five years,” Palm said, “a researcher in Florida first determined dogs could actually detect canker, began training dogs,” Palm said, “and then trained different sets of dogs to detect it. It turned out that they were very good at it. In a demonstration there, none of the people could find any symptoms in a particular citrus tree, but the dogs came through and found the symptoms. Once the people came back and looked very closely, sure enough, it was there.”

Palm said the USDA Huanglongbing Multi Agency Coordination (MAC) Group funded research to determine if dogs could detect HLB in citrus as well as they detected canker. There are now five dogs being trained and tested daily. If grower demand increases, the use of canines in pest management could increase.

Palm said they will probably come up in the next year or two with certification criteria for other companies to train dogs and certify them as detectors. Palm said, “They would be able to get a certificate to show they had conducted all of the tests necessary with the [proper] degree of accuracy.” Palm said the dogs in this program have a 99 percent success rate at detecting HLB disease.

Palm said approximately 80 trees are put inside every night, the positive ones in one greenhouse and the negative ones in another. The trees are taken out the next day and positioned in different patterns for dogs to inspect throughout the day. When the dogs are brought out, even their trainers don’t know which trees are positive or negative. The trained dogs are more than 99 percent accurate.”

One of the best ways to overcome the challenges that arise in farming, is ag collaboration with countries that have already found solutions to the issues we face.

Karen Ross, secretary, California Department of Food and Agriculture, led a delegation of Californians to the Netherlands last month, “for shared discussion on all of the ways we can collaborate on climate-smart agriculture,” Ross said, “including water-use efficiency and improved fertilizer use.”

“In particular, the Netherlands has a shared issue with us—nitrates in groundwater—and what we can do to improve our water management and fertilizer management to avoid that. They’re doing some interesting things with greenhouse technologies and salt-tolerant crops, so we saw some real opportunities. We had university people with us to do some trials here.”

Ross’s group was able to visit Wageningen UR (University & Research centre), Netherlands’ prominent agriculture university. She said between the University of California, Davis and the Dutch university, “we found ways that we can collaborate together to find the solutions that are not just about here in California,” Ross said. “If we can solve these problems on water-use efficiency, desalinating brackish water, and salt-tolerant crop issues in California, we will make a contribution to solving these problems on a global basis.”

Ross’s team also visited many farmers, primarily of specialty crops. Ross commented, “We saw some of their digester technology, which we know is one of the solutions for our dairies. We really want to advance that technology, make it affordable and provide value to our dairies.”

Step 1: Create a “Friend” Page or Log In

Today we’ll get you started with Facebook.

Definitions:

  • Friend Page – a personal page for you to make friends of your own and connect with others
  • Fan Page – a public page used to share updates for your farm, ranch, organization or company (these updates can be seen by everyone)

(1.1) First things first:  Open your web browser and type facebook.com into the url bar at the top.

Before you can create what is known as a “fan” page for Facebook to post updates and promote your business, you are required to have a Facebook “friend” page.

Already have a “friend” page? Great! Go ahead, log into it and proceed with us. If not, continue with Step 1.2.

(1.2) Enter the required information and click “Sign Up.”

(1.3) Record your information and password in a secure place. Well now, that was easy enough!

This is the most important part! Once you’ve set up your “friend” page it will be time to develop a “fan” page. We’ll walk you step-by-step through the process.

First and foremost, across the top of your page, in the blue border, you’ll notice:

  • your name
  • a “home” button
  • a few other buttons.
  • a little arrow, all the way to the right.

(2.1) Click the little arrow.

The pop up menu that appears next should read, “Create Page” at the top. Don’t worry if it looks different than the sample page (at left) because this was previously created.

At this point, you’ll be prompted to select the type of page. You have the following options:

For the purposes of this tutorial we are going to create a “Company, Organization or Institution” page. No matter what you choose, the overall appearance will generally be the same.

Definitions, for our purposes:

  • Local Business or Place – A location or business such as a bar, restaurant or retailer. This page allows you to define your business hours and price range of products sold. Ideal for fruit stands.
  • Company, Organization or Institution – Ideal for companies, businesses or organizations that don’t need to publicize work hours or prices to the public. Examples could include: CDFA, California Ag Today, Fresno County Farm Bureau.
  • Brand or Product – A specific product, service, organization or campaign you want to promote with trademark or distinctive name, aside from your corporate identity. This page could garner a lot of attention for a specific crop, such as Wonderful® Halos® California Mandarins or Cuties Mandarins.
  • Public Figure – A politician, community leader, reporter, or person of note within the community.
  • Entertainment – (not a likely choice) 
  • Cause or Community – A page to rally for someone suffering from health issues, a family needing help after a tragic accident… Aka pages to rally to help those in the community in need of help.

(3.1) Click on the “Company, Organization or Institution” icon (or another category that works best for your business). You will be prompted for information.

In this case. we were asked to (3.2) “Choose a Category” and (3.3) enter the company name. For this tutorial, we selected “Farming/Agriculture” as our category and named our mythical company “Calagtoday’s Social Media Farm.”

(3.4) Select “Get Started.”

Now you will be directed to enter more information. The first page will ask you (4.1) to enter a brief sentence or two about your page. We described our mythical business as, “Calagtoday’s Social Media Farm page is about teaching people how to use social media to promote their ag businesses.”

(4.2) We connected it to the californiaagtoday.com website in the next field, and (4.3) entered our Facebook web address or link as, “calagtodaySMfarm” for people to find our page.

(4.4) Once you’ve saved that information you’ll move on to selecting a profile picture.

All profile pictures have a 1:1 ratio, which means they are squares. Keep this in mind so you select a picture or logo that fits properly in your profile box. We took our basic graphic square “CalAgToday” logo and added “Social Media Farm” to it for use as our profile picture.

Our picture was on our computer, so (4.5) we selected “Upload From Computer” to get it onto Facebook.

(4.6) Your next choice is whether or not you’d like to add your page to your “favorites”—making it easier to find your page on your Facebook home page instead of having to scroll. This becomes extremely useful as you join more Facebook groups and administrate more of your own pages.

Once you’ve made the decision on whether or not you want your page to be accessible in your “favorites” menu [Click on “Add to Favorites”] or not [Click “Skip”] you’ll be prompted (4.7) to narrow your audience. You can choose the location of the audience you’d like to target, the age range, gender and interests. We simply chose to our audience to be those who are interested in “agriculture,” but you can select additional audience interests.

(4.8) After you’ve completed all of these steps, click “Save.”

For now, though, pause and admire your work. You’re on the way to advocating for agriculture. Facebook is the first step in the social media puzzle, yet it has the largest audience compared to all other social media pages.

Agriculture Among GEELA Recipients

Agriculture Among 2015 GEELA Recipients Honored

Twelve California organizations received the state’s highest environmental honor, the Governor’s Environmental and Economic Leadership Award (GEELA), in a ceremony last evening in California Environmental Protection Agency headquarters, Sacramento. Established in 1993, GEELA is awarded to individuals, companies and organizations that use sustainable business practices to conserve energy, reduce waste or prevent pollution while contributing to their local economy.

“This year’s GEELA recipients made extraordinary gains in sustainability, waste reduction and conservation,” said Secretary for Environmental Protection Matthew Rodriquez. “The winners also demonstrated their environmental achievements resulted in greater efficiency and economic benefits that spread beyond their organizations.”

The 2015 GEELA winners are:

Prather Ranch (Shasta County) for minimizing waste from animal food products and creating conservation easements to protect endangered species.

Sonoma County Winegrape Commission (Sonoma County) for advancing the goal to make Sonoma County the first fully sustainable wine region in the country by 2019.

Clean Water Action and Clean Water Fund (Alameda County) for its “ReThink Disposable” source reduction program that has helped 100 businesses and institutions reduce single-use disposable food and beverage packaging products by an average of 70 percent.

Sacramento Water Forum (Sacramento County) for its unprecedented effort to manage water temperature in real-time to protect incubating .. As a result of the partnership with U.S. Bureau of Reclamation, 95 percent of the brood survived.

San Diego County Regional Airport Authority (San Diego County) for annual enhancements of its waste reduction programs, including expanding food composting to all concessions, and recycling of air conditioner condensation.

Solana Center for Environmental Innovation (San Diego County) for its “Organics Marketplace” waste diversion program that has kept more than 16,000 tons of organic waste out of regional landfills, resulting in $20 million a year in savings.

Metropolitan Water District of Southern California (Los Angeles County) for water conservation education programs for pre-K through college level, used by more than 300 schools.

South San Francisco Scavenger Company and Blue Line Transfer, Inc. (San Mateo County) for the dry fermentation anaerobic digestion facility that is first in the nation to create a closed loop renewable fueling station from the processing of organics.

Stanford University for a new 70 percent more efficient energy system.

Orange County Department of Education and Orange County Waste & Recycling for “Project Zero Waste,” a K-12 education program at 200 schools. 

REV for peer-based community learning to help organizations adopt a mindset of sustainability and improve efficiency.

City of Anaheim for the Anaheim Regional Transportation Intermodal Center, the world’s first LEED Platinum designed transit station.

The finalists were chosen by a panel of judges that included the Governor’s Office and the secretaries of the California Environmental Protection Agency; the Natural Resources Agency; the Department of Food and Agriculture; the State Transportation Agency; the Business, Consumer Services and Housing Agency; the Labor and Workforce Development Agency; and the Health and Human Services Agency.

California Water Priorities Ballot Measure Review Completed

Legislative Analyst Completes Review of California Water Priorities Ballot Measure

California Water Alliance (CalWA) executive director Aubrey Bettencourt announced TODAY that California Legislative Analyst Mac Taylor and Director of Finance Michael Cohen reported their findings to Attorney General Kamala Harris regarding CalWA’s proposed constitutional and statutory amendment for November’s General Election ballot.

In its report to Attorney General Harris, the Legislative Analyst’s Office (LAO) found that the water priorities ballot measure “would not significantly increase or decrease the state’s anticipated debt payments.”

“We are pleased that the LAO agrees that our measure performs as we intended and has no undesirable fiscal effects,” said Bettencourt. “From the outset, we wrote it to avoid any new taxes, new debt, new user fees, or other costs to the state’s taxpayers.”

The measure would redirect up to $10.7 billion in previously-authorized High-Speed Rail Project and 2014 Water Bond general obligation bond authority to fund construction of specific water-storage related projects throughout the state and amend the state’s constitution to prioritize uses of water, putting people’s needs first.

By helping to solve California’s water storage infrastructure needs, the initiative would remove unspent bond funds from the High-Speed Rail Project approved by voters in 2008, now listed as the least important infrastructure priority according to the recent Stanford Golden State Poll. Dealing with the state’s water problems is the majority of voters’ top priority, according to the same poll.

CalWA sponsored the measure with State Senator Bob Huff and Board of Equalization Vice-Chair George Runner, its proponents.

The LAO also found the net effect of the measure on federal funds and its impact on state and local governments were unknown. The LAO also reported the measure could cause unknowable changes in other state capital projects.

 Bettencourt said that Attorney General Harris is expected to finish her review within a week and release an official title and summary for the measure, the first step in circulating petitions to qualify the measure for placement on November’s ballot.

“The people of California will be given the ability to reprioritize the state’s direction for the needs of today—from a high speed train to water storage,”  Bettencourt said. “They will soon be able to sign the measure’s petition and help us in our efforts to qualify this important initiative measure for a vote of the people,” she concluded.

California Cattle Industry Supports TPP Trade Proposal

Justin Oldfield, California Cattlemen’s Association’s vice president of government relations and a cattleman in Sacramento County, expressed support for the Trans-Pacific Partnership (TPP) at the December roundtable in Sacramento at which U.S. Department of Agriculture (USDA) Under Secretary for Farm and Foreign Agricultural Services Michael Scuse presented.

Oldfield anticipates TPP would boost demand for U.S. farm and food products among nearly 500 million consumers in 11 countries. “TPP is largely supported not only by California’s beef industry, but across the country, largely because members of TPP represent some of the largest export markets for U.S. beef.”

“Consumers in those markets love U.S. beef,” said Oldfield, “Unfortunately, we do have some pretty high tariff rates in TPP-member countries.” Oldfield explained the U.S. has recently been at a competitive disadvantage with Australia in supplying beef to Japan. Australia, which also depends on its beef exports, has a lower tariff right now with the Japanese.

“A good percentage of that [Japanese] market has been taken away from us by the Australians,” Oldfield said. “With TPP in place, it will put us right back on a level playing field with the Australians and a reduction in tariffs in the long-term. We hope to recapture some of that market share back once TPP is done,” said Oldfield.

Oldfield hopes Congress moves quickly on TPP to make it eligible for a vote, “so that we can get back to sending high quality beef to the Pacific Rim. Every day that Congress sits on [TPP] will cost beef producers money here, and not just in California, but across the United States in terms of our market access to Japan,” he said.

More than 99 percent of sampled food tested below allowable pesticide residue levels!

The U.S. Department of Agriculture (USDA) has confirmed again in its annual report that American consumers can focus on the nutritional benefits of conventional and organic produce without concern for pesticide residues. Over 99 percent of fresh and processed food available to consumers tested below allowable pesticide residue levels, as detailed in the 24th Pesticide Data Program (PDP) Annual Report released on January 11, 2016 by the USDA Agricultural Marketing Service (AMS). Only .36 percent [0.36%] of the products sampled through the PDP had residues above the U.S. Environmental Protection Agency (EPA) established tolerances, giving consumers plentiful options to meet their daily nutritional needs.crop life america logo

“Today’s consumers can choose from food produced with a variety of farming methods and necessary crop protection strategies and be confident that it will sustain and enrich their families’ lives,” stated Jay Vroom, president and CEO of CropLife America (CLA). “Across the nation, our growers continue to use the most advanced crop protection technology available to target specific crop threats. From precision agriculture to integrated pest management, farmers in the heartland, the plains, coastal areas and everywhere in between are pushing forward with the best ways to produce food for their communities and for the country.”

PDP researchers tested a total of 10,619 samples of fresh and processed fruit and vegetables (8,582 samples), oats (314 samples), rice (314 samples), infant formula (1,055 samples), and salmon (354 samples). To ensure the samples were representative of the U.S., researchers collected data in a variety of states throughout different times of the year. The findings support the Dietary Guidelines for Americans 2015-2020, recently released by USDA and the U.S. Department of Health, which encourage consumers to eat more fruits and vegetables.ChooseMyPlate.gov

“With rapid advancements in computing technology, the space for developing new ways to fight agricultural threats is increasing exponentially,” stated Dr. Janet E. Collins, senior vice president of science and regulatory affairs at CLA. “Consumers have a number of options at the grocery store, thanks in large part to the work of the scientific community involved in research and development, the companies that are manufacturing products, and America’s farmers and ranchers. The 2014 PDP report demonstrates again that, with the sound science-based regulation of pesticides and commitment from the industry, farmers and other stakeholders, we can reach toward making sure that every American, no matter their wallet size or geographic location, can access healthy food.”

A 2012 report from CLA demonstrates that crop protection has made healthy food more financially accessible to the American consumer, providing a 47.92 percent savings in overall grocery bills for a family of four in the U.S.1 In addition, increased agricultural production, due to advanced pesticides, has created an additional 1,040,661 jobs generating more than $33 billion in wages—all while decreasing the need for tillage operations, thereby reducing fossil fuel use by 558 million gallons per year.

Recent reports from the United Nations also show that an increasing number of people worldwide have gained access to healthy food. Over the past 25 years, the number of people worldwide who are hungry has declined from one billion to about 795 million, or about one person out of nine—which means that 2 billion people have avoided a “likely state of hunger” given the global population increase of 1.9 billion people since 1990-92.2 Multiple factors have contributed to the decrease in global hunger, including the integration of family farmers and small holders in rural areas into well-functioning markets for food, inputs and labor.

The PDP was established in 1991 for the purpose of collecting data on pesticide residues found in food. Information collected by the PDP is sent to the EPA to help the agency conduct important dietary risk assessments. The USDA also uses this data in the development of integrated pest management objectives. Since the PDP program was initiated, 109 different commodities have undergone testing. California’s $2.2 billion fresh citrus industry that supplies 85 percent of the nation’s fresh citrus is currently healthy and vibrant despite the background threat of the Asian Citrus Psyllid (ACP), according to Kevin Severns, a citrus grower in Sanger, CA; general manager of the Orange Cove-Sanger Citrus Association, a cooperative citrus packing house in eastern Fresno County; and  chairman of California Citrus Mutual.

“We’re quite concerned about it,” Severns said about the ACPa tiny bug that is a known carrier or vector of “huanglongbing” (HLB), a devastating, incurable disease of citrus trees  that has already demolished the citrus industry in Florida. “We’ve been able to keep the bug at bay to this point,” Severins continued, “at least here in the Central Valley, but we’re very concerned about it. There are a lot of issues to be concerned about with this bug.”

Save Our CitrusCalifornia has taken note of the devastation of Florida’s industry, Severns said, and is taking steps to ensure the safety of California’s citrus. “Having gone to Florida with many of our citrus growers,” Severns explained, “I heard Florida growers tell we must control the bug. So we’re trying to keep this bug at bay and not allow [the infestation] to expand. We’ve had varied success in different areas of California, but so far, we’ve been able to keep the bug’s expansion here in the Central Valley to a minimum. We continue to have finds from time to time, but we haven’t yet had an explosion of the population of the ACP.”

Severns said, “We have a very successful partnership with the California Department of Food and Agriculture (CDFA).” While trapping ACP is critical, he emphasized the importance of enlisting the help of residential folks with citrus in their backyards to get involved in the conversation, to look for this pest, and to join in the fight. “The trap is very limited in its ability to pick up ACP, so it’s very important that we have visual surveys in which growers and homeowners actually go out and look at their trees for the bug.”

Severns said current measures against the spread of the ACP is helping to buy time for researchers to find a cure for HLB. “We realize every place on earth where the ACP has gone, eventually has been followed by HLB,” Severns said, “so we’re trying very hard to buy time and give our researchers and scientists a chance to come up with a solution to this disease—whether it is a resistant type of citrus variety or a cure for the trees.”

Terry Prichard, a water management specialist with UC Cooperative Extension at UC Davis for 35 years whe he retired five years ago, is still at work. Prichard is currently collaborating with Almond Board of California to improve water management in almonds, especially irrigation uniformity. “I am still researching nitrogen management for all crops through a grant through the UC from CDFA, and I am helping the Almond Board with their irrigation initiative and their Irrigation Improvement Continuum,” Prichard said.

Prichard explained, “We try to apply water in order to get an average amount of water throughout the field and do that very uniformly. When it is done non-uniformly, farmers are using extra water to reach all parts of the field. So improving irrigation uniformity allows us to apply less total water, but still meet the crop’s water demands,” Prichard noted.

Improvements to irrigation uniformity can be done in any field, according to Prichard. He suggests your designer should strive for good irrigation uniformity when creating your irrigation design. “However,” he clarified, “if you design a less expensive minimal system which uses minimal size piping, you end up using extra energy to drive the pressure through the system to deliver water to the end. Driving that pressure causes friction loss in the pipe—pressure differentials from the top of the system near the pump to the end of the system on the last sprinkler or dripper. These pressure differentials deliver different volumes of water out of each sprinkler, micro-sprinkler or drip emitter, and that is what drives non-uniformity.”

Also important is irrigation maintenance—making sure the system is flushed out and emitters are changed when needed. “Improving uniformity with large orifice-type sprinklers or even larger micro-sprinklers,” stated Prichard, “tends to be a little easier because the holes are larger and don’t plug as easily. In smaller orifice-type systems such as drip irrigation, emitters easily become clogged with physical particulates or biological particulates like slime and algae. Most commonly, lime or manganese forms inside the emitter, clogs it up and reduces the flow, so maintenance of those systems is very important to maximize your designed-in uniformity,” he said.

Continuum irrigation is an important concept because there is a whole array of current grower practices, some at the minimum level for what we consider for most growers, some are transitioning to more sophisticated methods, and others are already there. I think this continuum will reassure people who are at the minimum level and encourage them to adopt more technological solutions to irrigation scheduling.”

Prichard said the Almond Board’s Almond Irrigation Improvement Continuum doesn’t have a set timeframe. ”It has more accomplishment phases and so what we hope to do is provide each grower with information that they can use on their farm to improve their efficient use of water to produce almonds.”

“And the Almond Board is making these strategies and new technology systems web-based,” noted Prichard. “It is very easy with a web-based system to input new things. The current continuum on the website conceptualizes the basic visual measurements and practices, and you can click on a specific practice for more information on how to incorporate it to accomplish your goals. Then there is a link to a specific discussion such as how to accomplish these efficiencies using drip irrigation, for example,” said Prichard.

”Almond growers have made tremendous strides in improving their efficient use of water, primarily from changing older flood-type irrigation systems to the newer pressure systems. This progress has been tremendous for the industry and for growers in terms of producing more crop using less resources.”

“However, we are now at the next level of using these methods, such as weather-based irrigation scheduling estimates, followed by soil- and plant-based checks, to ensure that you are delivering just the right amount of water,” explained Prichard. “The continuum has generated a lot of grower interest. We have several ways to go and many more tools now than we did ten or twenty years ago.”

Introduced at The Almond Conference in December, the full Irrigation Improvement Continuum and comprehensive background materials will be posted on the Almond Board’s website by March 1, 2016, providing “one-stop shopping” for almond irrigation management at all levels.

According to Almond Board’s January 2016 Outlook newsletter, the continuum describes three proficiency levels and provides a comprehensive program of irrigation management and scheduling practices in five key areas, and also explains how these practices can be effectively integrated at each level. The five key areas include:

  1. Measuring irrigation system performance and efficiency;
  2. Estimating orchard water requirements based on evapotranspiration;
  3. Determining the amount of water applied;
  4. Evaluating soil moisture; and
  5. Evaluating plant water status.

Proficiency level 1.0 (minimum) outlines research-based irrigation management practices that are within reach of all California Almond growers. Proficiency levels 2.0 (intermediate) and 3.0 (advanced) enhance practices to more sophisticated levels to attain even more “crop per drop.”

The goal is to assist all almond growers in meeting level 1.0 proficiency. Beyond this, Almond Board will work with growers to help them progress along the continuum to proficiency levels 2.0 and 3.0, in partnership with technical experts and resources available to California Almond growers, such as through University of California Cooperative Extension.

Grower-PCA Communication is Critical

Emily Symmes, UC Cooperative Extension Integrated Pest Management Advisor, Butte County, is amazed at the professionalism of growers and Pest Control Advisors (PCAs). “I deal directly with growers and land managers, as well as crop advisors and pest control consultants” said Symmes, “and everyone has so much to do out there, so grower-PCA communication is critical. Sometimes it is amazing how they get it all done. I feel lucky, as I get to focus on the pest management and other production activities throughout the season,” she noted.

Symmes maintains there has to be a lot of communication back and forth between the growers and PCAs and herself. “And within each question there is a deeper conversation,” she elaborated, “but it can get lost in the shuffle of running from one thing to the next. Everything is very time sensitive in agriculture; we don’t have control over weather and things that tend to drive pest population cycles.”

“So within each of those key pest management questions, there is a subset of questions:

  • How do we know that it is time?
  • Are we doing the right thing at the right time?
  • Are we using the right materials?
  • Are we considering the big picture?’”

“The other big key ingredient is follow-up—evaluating:

  • How did we do?
  • Did the treatment work?
  • Did it cause any potentially negative impacts that we weren’t aware of?
  • Did we have to come back and do something additional (after-the-fact)?
  • More questions about the treatment, time, and material.”

And on any California Department of Pesticide Regulation (DPR) recommendation, there is a question before the last signature line, ‘Have you thought of any other alternatives before you make this application?’ IPM practitioners sometimes misunderstand this to mean, ‘Well they don’t want us to treat.’ But it is really an acknowledgement that we know how important all of our management tactics are,” Symmes noted.

“Cultural practices are important, pesticides are important, but knowledge is really the key ingredient. Growers and PCAs are knowledgeable, have explored the alternatives and know what is going on in this particular orchard block they are signing this legal document for. Honestly, I think we do a great job.”

“I think California has done a fantastic job with this,” said Symmes,”but is there room for improvement? I think there always is.”
