Celebrate National Ice Cream Month with California Ice Cream and Flavors!

First established in 1984 by Ronald Reagan, the 40th President of the United States, National Ice Cream Month was scheduled for the month of July, with the third Sunday of the month designated as National Ice Cream Day.

Jennifer Giambroni, director of communications, California Milk Advisory Board, explained why Californians, in particular, have so much to celebrate during National Ice Cream Month. “As the number one ice cream state,” she said, “we produce 126 million gallons of ice cream a year.”

Thats a lot of scoops!

California also leads the nation in milk production, and 99 percent of dairies in the state are family-owned. Including milk production on farms and milk processing, the California dairy industry, supports about 190,000 jobs in the California economy and contributed about $21 billion in economic value added in 2014, according to “Contributions of the California Dairy Industry to the California Economy,” by the University of California Agricultural Issues Center (May 14, 2015).

Ice cream, being both timeless and innovative, has evolved in flavors and varieties over the years, according to Giambroni, while still holding true to the traditional treat you grew up with as a kid. “Ice cream is an important category that represents a lot of the milk produced on California’s more than 1,400 family dairy farms and carry the Real California Milk seal,” she noted.

“We’re seeing adult-friendly milkshakes with the addition of spirits, ice cream sandwiches made with more than cookies, and sundaes with everything from balsamic vinegar reductions to red bean paste,” Giambroni elaborated. Other new ice cream trends include hyper-indulgent flavor combinations, including nuts and fruits grown in California, and “better for you” versions with probiotics, varying levels of fat and sugar, added calcium, lactose-free, and different kinds of oils. “We’re loving the olive oil and walnut oil ice creams for their subtle flavors,” Giambroni noted.


Approximately 12 pounds of Real California Milk are used to make just one gallon of California ice cream.

Calif. Lt. Governor Newsom Says Ag is at a Hinge-Moment in History

In an exclusive interview with Gavin NewsomLieutenant Governor of California, during the recent Forbes AgTech Summit in Salinas, Newsom declared, “It’s interesting about California—outside of Hollywood—no two more iconic industries exist than Silicon Valley’s technology, and the agricultural industry.

“It seems self-evident to everybody here that we have a unique opportunity to collaborate,” Newsom said about the event which joined the Silicon Valley high tech industry with the state’s farming industry to create digital solutions for agriculture. “We have the unique opportunity based on proximity and based on history. It is also a cultural opportunity as it relates to relationships that have been formed over the course of generations to begin to build bridges and connect some dots.”

Newsom said he believes in bottom-up inspiration, not top-down. “I don’t think you can sell down your vision from Sacramento. It’s about regions rising together and creating conditions for just these type of collaborations,” he said.

Newsom particularly appreciated comments about innovation. “I wrote a book, [“Citizenville”] and I’m not here to promote that book,” said Newsom, “but the whole idea was about platform thinking. The concept is the federal government, state government, and even local government cannot prescribe a federal, state or local pill for every problem,” he said.

“The point is,” he continued, “if we’re going to solve the big problems of the day, we have to create an environmenta platformto engage folks like yourselves to deliver the applications, literally and figuratively, to solve big problems. It’s self-evident to anyone who lives here in California, that we’ve got some big problems.”

“We have regulatory challenges in this state, and I say this as a business person with many businesses. I have a sense of kindred connection in spirit to the entrepreneurial ways that are here today,” he commented. Owner of three wineries, several restaurants and hotels, Newsom stated, “I am in the Ag business, of sorts. My point is, we could do a lot better to make a point that [agriculture] matters and we care,” he said.

“At the same time,” he added, “Silicon Valley is center-tip of the spear—all the innovation and discovery, and the change in the way we live, work and play,” Newsom said.

“We’re here on a hinge-moment in history where we are going from something old to something new, a world of mobile, local, and social; and cloud and crowd. It’s a moment of anxiety for a lot of people, a moment of mergerthe detonation of globalization and technology coming together. Again, there’s a lot of anxiety,” he noted.

Newsom suggested this is an opportune time to try to connect dots and address challenges, not just on the regulatory side and on the economic development side in this state, but also on the self-evident issues of water scarcity in this state. “You may have different opinions about climate change, global warming or violent disruption,” said Newsom, “but, as a guy who told me the other day up in Dutch Flat, Placer County, ‘I don’t care about all you folks from San Francisco talking about climate change, but something just ain’t right.’ Which is another way of describing a connection that things have changed,” Newsom explained.

Newsom said that kind of predictive nature, in terms of how we construct a water system for a world that no longer exists, and for a population that is twice the size; self-evidently, we have to do things differently. “We’ve got to be more creative and we’ve got to be more strategic,” he noted.

“It’s a long way of saying we are grateful for the work [California farmers] are doing. The goal for us in California is to make these conversations sustainable. ‘Not just situational and not just one annual conversation, but these are dialogs that must continue every day in this state,” Newsom said.

“I’m one of those people who believes in the combination of nature and technology, bringing cross-disciplines together,” Newsom said. “Cross-pollinating, literally and figuratively, ideas and people—values. “I think we have an incredible opportunity here in California, not just to survive in the agricultural industry but to truly thrive in a growing, competitive environment.”

Jasieniuk on Weed Evolution

Tracking Herbicide Resistance in Weed Evolution

Marie Jasieniuk, professor and weed scientist at UC Davis College of Agricultural and Environmental Sciences, discussed her groundbreaking research, “I work on the population genetics and evolution of agricultural weeds and invasive plants,” she said. “We use molecular tools to look at the origins and spread of weeds. We also use molecular tools and genetic studies to understand the evolution of herbicide resistance in weeds,” Jasieniuk added, “to be able to propose management approaches that reduce the likelihood of further evolution and spread of resistant weeds.”

Jasieniuk and her team identify the origins of invasive plants, and determine how they were introduced. “We study how they were introduced, how they have spread and whether they have been introduced multiple times. Again, if we understand how they’re spreading, we can do something to try to stop the spread,” she said.

Italian rye grass, a weed Jasieniuk is currently studying, is problematic because it is resistant to Roundup, a popularly used weed and grass killer by growers. “UC ANR Cooperative Extension specialist, now emeritus, Tom Lanini, and I sampled over 100 locations of Italian rye grass and tested them for resistance to Roundup ten years ago,” she said about the project, funded by USDA. “Last year, we re-sampled all of those sites, and we’re re-testing to see if there’s been an increase or a decrease or no change in resistance to glyphosate, to Roundup,” she said.

Roundup isn’t the only weed and grass killer available on the market. “We’re looking at resistance to three other herbicides,” she said. Working with growers to determine the most efficacious weed treatments that also reduce the likelihood of wood resistance to herbicides,” Jasieniuk explained, “We interview growers about their herbicide use, non-chemical approaches, and integrated management techniques to identify management practices that correlate highly with low or no resistance,” she explained.

Resistance management is found to be more effective with a rotation of various herbicides. “What you want to do is rotate different types of herbicides with different modes of action,” Jasieniuk said. “Perhaps do tank mixes and incorporate non-chemical approaches as well,” she added.

Eliminating weeds can be as simple as disking and digging them out with a shovel when there are only a few. “I think, in many cases, this would have done a lot to prevent new weeds from coming in and certainly resistant weeds from spreading,” she noted.

Temperance Flat Dam Brings Five Valley Counties Together

Key July 1 Signing Ceremony to Launch Temperance Flat Dam Process

Mario Santoyo, executive director of the San Joaquin Water Infrastructure Authority (SJWIA), which represents the five-county joint powers of authority in the Central San Joaquin Valley, has announced an important event will launch the process needed for Temperance Flat Dam: the Temperance Flat Project Partnership Agreement Signing Ceremony outside Old Fresno County Courthouse overlooking Millerton Lake at 10 a.m. sharp on Friday, July 1, 2016.

USBR Water“This is a major event, a significant milestone in terms of the process to get Temperance Flat Dam built.” Santoyo said. “In essence, it is a partnership between the new joint powers of authority and the U.S. Bureau of Reclamation, and, more specifically, their study team who worked on the technical studies and the feasibility reports for Temperance Flat.”

Merced, Fresno, Kern, Kings and Tulare Counties are joining forces with leaders of cities, Tribes, and other agencies to begin this significant move towards building the Temperance Flat Dam. “Working together, we are going to put the application together and submit it to the California Water Commission for their consideration for funding through Proposition 1, Chapter 8,” Santoyo said.  “It’s a solid statement that needs a signature.”

“It’s a memorandum of understanding between the Bureau of Reclamation and the joint powers of authority,” he said, “that defines the scope of work. In essence, it’s full cooperation between their technical people and our joint powers of authority. Our people are tailoring the application to the state to optimize funding. Keep in mind, we’re talking big dollars here; we are not talking a million or a hundred million; we are talking a billion.”

Temperance Flat Dam would create nearly 1.3M acre-feet of new water storage, according to the SJWIA, 2.5 times the current capacity of Millerton Lake, and would be a part of the Federal Central Valley Project.

“Chapter 8, which is the storage chapter in Prop 1, has $2.7 billion in it,” Santoyo explained. “Projects that are submitted for funding are limited to up to 50% of the capital costs of their project. If we were to take Temperance Flat, for instance, that’s going to cost somewhere around $2.8 billion. The maximum you could ask from the state is $1.4 billion, but we don’t expect that because there is a lot of competition. There’s not enough dollars to go around. We’re hoping to shoot for somewhere around $1 billion.”

“I see [the July 1 event] as being historic,” Santoyo reflected, “because it is one of the most critical things to happen—to be able to build Temperance Flat, as well as a good opportunity to be at a place where history’s being made.”

Postharvest Short Course Focused on Taste and Quality

UC Davis Postharvest Course Covers Food Loss, Produce Handling

The 38th annual Postharvest Technology of Horticultural Crops Short Course concluded TODAY, June 24 at UC Davis. Presented by Beth Mitcham, director of the Postharvest Technology Center, the course focused on postharvest produce quality and safety.

“This class provided a really broad overview of all the topics that are relevant for postharvest handling of produce, including fruits, vegetables, nuts, and also ornamentals,” said Mitcham. “We cover the crops that are grown in California, but because our audience includes a lot of people from around the world who want to learn the basics about postharvest handling, we also cover a few crops that aren’t grown in California for commercial purposes. Furthermore,”she noted, “we also address some of the latest technologies that are available for maintaining excellent quality,”

Maintaining a good cold chain throughout the entire shipping line is critical, according to Mitcham. “We talk a lot about temperature,” she elaborated. “In fact, we tell students the three most important things about postharvest biology and technology are: temperature, temperature and temperature. We discussed many other technologies during the week, but they are secondary to good temperature management,” she noted.

Mitcham also mentioned food waste and how to control it. “So much effort goes into growing the crop, which includes harvesting at the prime of ripeness and getting it in the pre-cooler, on the trucks and to the market. But, people buy it, put it in their refrigerator and then don’t eat it. It goes bad and they waste it. It does happen,” said Mitcham. “Our goal is to try to make the product as hearty as possible while retaining really good flavor so it can last in your refrigerator as long as possible but also so people want to eat it, so hopefully it doesn’t sit in there and degrade.”

In reducing postharvest losses, Mitcham commented on the dissonance between addressing postharvest flavor and consumer satisfaction, “In some ways they are two opposite ends of the spectrum; some of the things we do to reduce losses are counter to delivering good flavor to consumers,” she said. “We really need to do both, and that was a big part of our message this week.”

Also at the event, the California Leafy Green Marketing Agreement (LGMA) discussed food safety principles, and Trevor Suslow, a UC Davis Plant Pathologist with the Postharvest Technology Center, discussed good agricultural practices (GAP) for food safety.

MRL Discussion Continues to Expand

MRL Transparency is Needed to Avoid Hurting Exports

Gary Van Sickle, executive director of the California Specialty Crops Council (CSCC), and host of the annual Maximum Residue Level (MRL) Harmonization Workshop in San Francisco earlier this month, spoke about the increased MRL discussion that has taken place in the last decade. “We had the vision about 11 years ago to see there was a need to start talking about MRLs in a public forum,” he said.

With nearly 125 attendees at their workshops, CSCC “has anywhere from eight to ten international countries participating,” said Van Sickle. And as the organization has grown, Van Sickle and his team have found that MRL awareness is increasing. “One of the major focuses here is to bring into the sector an awareness of what is going on with MRLs. Through this workshop, that comes to light.” he said.

“Also very important,” Van Sickle said, “is the linkage between the different sectors represented here—the registrants, the agricultural industry, the government agencies and even the universities and academia.”

Van Sickle discussed how MRLS are convoluted in other countries. “There are disconnects between crop protection measures in one country versus another,” he began, “which can hurt exports for American farmers. When a crop protection company develops products for crops, the crops are tested for what could be a maximum residue level, say it is 0.5 parts per billion,” Van Sickle explained. “The trouble comes when an importing country puts the MRL at a different level, say .1 parts per billion. Suddenly, that limits the crop’s importing potential into that country.”

Van Sickle added, “Some [countries] have tolerances that are on the low side and under our usage levels here in the states, so they can apply the [standard] properly.” Problems occur when MRLs for an American crop export “does not make the residue level for the country that it is going into,” according to Van Sickle.

Another important discussion was implementing consistency in regulation over the years. “We are also in a situation where there’s a lag-time for getting MRLs registered,” he said. “As new products come out, they get registered here for growers to use. Sometimes there’s a lag-time of three to five years or more for another country to get [the same product] registered so that the American grower can use that new chemical, which could slow the export to a particular country, keep it diverted to another country that has MRLs, or keep it off an export situation altogether,” he concluded.

AgTech—The New Frontier for Farming

AgTech: Bringing Agriculture and Technology Together for Success

Aaron Magenheim, an innovative leader in the AgTech movement, helps startups and investment companies understand production farming in California to bridge the disconnect between farmers and evolving technology. Enabling farmers to be on the cutting edge of technology has been key to the success of his company, Ag Tech Insight (ATI).

Magenheim grew up in a family agricultural irrigation business on the Central Coast, Signature Irrigation, and has supported growers his whole life. Four years ago he started Signature AgTech, a stand-alone agriculture technology company, which sells, installs and supports various technologies for growers on the Central Coast and in the Salinas Valley.

The turning point occurred when, according to Magenheim, “I started spending a lot more time in Silicon Valley, and about two years ago I saw a huge disconnect among bright people with great ideas, a lot of money coming into the market and the knowledge that many farmers have absolutely no clue there are solutions 50-100 miles away.”

“That’s when I started AgTech Insight,” Magenheim continued. “I had no clue what we were going to do with it. We have evolved through a number of different situations and built a great team. We started doing meet-ups about a year and a half ago, and we have done nine or ten of them now.”

“We’re at the point now where we are getting collaboration from the city of Salinas and other Monterey Bay economic entities coming together to work with us to build meet-ups and more activity in the area.”

Helping Growers Understand

“As we’ve talked with growers and helped them understand what technology can do to them,” Magenheim explained, “we have also raised money for some companies through grower funding to develop technology and installed in the field. Through that process, we have found growers are really interested in working with and helping early-stage companies. But the value proposition has changed; growers used to have a good value proposition to help an early stage company because they would get use for two or three years of a new technology in their operation before someone else did and profit from that.”

“We’re starting the AgTech Grower’s Alliance (ATGA) —a next generation, ag industry-backed ecosystem to advance the development of AgTech businesses,” Magenheim detailed. “From prototype to market expansion, ATGA, a catalyst for the adoption of technology in agriculture, is basically putting a fund together to allow growers to invest in early stage companies before they’ve put a million dollars into their product, and develop their idea from concept to a scalable point that attracts Silicon Valley [investment],” Magenheim said.

ATGA is growing, even outside of California. “We’re stamping out a satellite in the Turlock area,” Magenheim stated, “and I’m heading to Chicago tomorrow to meet with groups of growers to establish another satellite in that area. This can happen in a lot of different regions—bringing the technology together. It’s really a community effort bringing the growers together,” he said.

Field-level actions

Magenheim wants to track equipment and improve collection of in-field data. “I want to be able to go to a field and see when it was disced, when it was listed, when it was watered, when it was planted, when we should harvest, and what that projected harvest is going to be,” he elaborated. “We have a lot of companies working on software and big data and Internet of Things (IOT) and that’s great; but if you can’t get that information from the field, and you don’t have a place to pull the data from, then it doesn’t exist. We really concentrate on a lot of field-level actions.”

“People are coming from schools such as California State University, Monterey Bay (CSUMB) and Hartnell College in Salinas, and from all over the country at this point,” Magenheim said, “whether they are educators or students trying to understand where their opportunities are. Growers come to our events to learn and understand where technology is going and how their operations can benefit. Then you have a lot of technology people. We get people from Silicon Valley and from Western Growers Center for Innovation & Technology coming down to hear what the growers are talking about and looking for.”

FARMit Fills Educational Gaps in Farm Management

CalAgToday: What is the scope of FARMit?

Whisenhunt: FARMit is a 14 one-day course education package designed to fulfill the education gaps in California agriculture. We held some focus group meetings throughout the state to identify the education gap in farm management areas and then designed the courses to fulfill those gaps. Now, we are offering California agriculture in general; which teaches valuable soft-skills that can enrich a company’s culture and also improve employee performance.

CalAgToday: Can you give us an example of these gaps?

Whisenhunt: The education gaps are mostly in the farm management area—our main target. But we’re seeing those same education gaps in all areas of agriculture, from farm managers and leads in the field, to executive farm managers and lenders.

These courses are aimed at all of those markets to enrich [management] knowledge and enable them to be better employees for their company. The focus group meetings basically surveyed the attending farm managers to identify what education they think is lacking for their profession here in California. And really, nobody offers farm management education here in California, or across the country, other than the ASFMRA.

CalAgToday: Are the courses required to fulfill the farm manager education curriculum?

Whisenhunt: No, not unless you hold a certification, an accreditation, from ASFMRA. The accredited members, either farm managers or ag consultants, are required to have 30 hours of education every two years in their discipline. But, there are no requirements for farm managers, and this is a real advantage to those companies that choose to in their employees, particularly in the form of education, to enhance their employees’ effectiveness. They’re going to be able to better communicate with their coworkers, better communicate with their employees, do a better job—on the job, and ultimately, make more money for the company.

CalAgToday: ASFMRA is a national organization, so is FARMit national?

asfmra FARMit logoWhisenhunt: These classes were designed and developed by the California chapter, but we have offered them in other states. We’re getting requests.In fact, one of our members traveled to offer one of these classes to the Illinois chapter, and they’ve requested that we facilitate two more classes for them in July. And the Michigan chapter is requesting a class to be facilitated in September, so we’re offering these all over the country.

CalAgToday: That’s great.

Whisenhunt: Yes, our aim is to work with the national ASFMRA, based in Denver, to offer education to other chapters across the country, but this is primarily for the agriculture industry here in California.

Over the three days, the Cultivating Change Summit will have 40 speakers, workshop presenters, and keynotes delivering content focused on four different areas: agricultural education, production agriculture, government and policy in agriculture, and urban agriculture. Some of the Summit’s distinguished guests include the California State Secretary of Agriculture, Karen Ross, and the President of California Farm Bureau, Paul Wenger. Representatives from the United States Department of Agriculture, Sacramento government officials, and individuals from global agricultural companies will be present.

ILRP Changes Target All Calif. Farmers

Proposed Changes to Irrigated Lands Regulatory Program (ILRP) Could Impact Farmers Statewide

Kings River Water Quality Coalition LogoThe recently proposed changes to the Irrigated Lands Regulatory Program (ILRP), open for public comment until Wednesday, May 18, could significantly impact farmers, according to Casey Creamer, coordinator for the Kings River Water Quality Coalition“The proposed modifications concern the east San Joaquin Region, within Madera, Merced and Stanislaus Counties,” Creamer said. “That’s the scope of it.”

According to the State Water Resources Control Board’s (SWRCB) website, ILRP “regulates discharges from irrigated agricultural lands. This is done by issuing waste discharge requirements (WDRs) or conditional waivers of WDRs (Orders) to growers.” Discharges include irrigation runoff, flows from tile drains and storm water runoff, which can transport “pollutants including pesticides, sediment, nutrients, salts (including selenium and boron), pathogens, and heavy metals, from cultivated fields into surface waters. Orders contain conditions requiring water quality monitoring of receiving waters and corrective actions when impairments are found.”

While ILRP currently targets only the east San Joaquin region, Creamer said, “It’s a precedent-setting deal, so everything in there is going to affect not only the entire Central Valley, but the Central Coast and the Imperial Valley—that may not have near the issues or the current regulatory programs that we have here in the Central Valley. So, its very important statewide.”

Creamer emphasized, “Farmers need to know that this is not a minor issue; this is a big issue that affects their livelihoods and their ability to operate. They need to get involved. They need to communicate with their other growers, communicate with their associations, get involved and have their voices heard.”

The State Water Board is hosting a public workshop on the proposed order on Tuesday, May 17, in Fresno—one day prior to the closing of the ILRP public comment period. The workshop will be held at 9:00 a.m. in the San Joaquin Valley Air Pollution Control District, Central Region, 1990 E. Gettysburg Avenue, Fresno.

The SWRCB is also soliciting written comments on the proposed order. Written comments must be received by 5:00 p.m., Wednesday, May 18, 2016. The Kings River Water Quality Coalition is a non-profit joint powers agency established by the irrigation districts in the Kings River service area. It is governed by a board of directors of landowners from each of the districts. Staffing of the Coalition is administered through an agreement with the Kings River Conservation District located in Fresno. The Coalition was formed in 2009 in order to allow growers within the region a cost-effective avenue to comply with the regulations developed by the Central Valley Regional Water Quality Control Board. The Coalition conducts regional monitoring and reporting and assists members in compliance with regulations. The Coalition is not a regulatory agency. Enforcement of the ILRP is handled by the Regional Water Quality Control Board.
