Boost in Butte County Rice Production

Butte County Rice Growers and Communities Are Optimistic

Butte County rice growers are all smiles this year as regional filled-to-capacity water allotments have progressed crop production in a very timely manner. Randall Mutters, the county director of the University of California (UC) Cooperative Extension in Butte County, specializes in rice production.

Butte County, known as the “land of natural wealth and beauty,” hosts the second largest acreage of rice in California and a population of over 220,000 residents as of 2012. Rice production is imperative for supporting local growers and surrounding communities. Mutters reiterated, “When the agricultural base is doing well, the community as a whole prospers.”

As growers continue to cultivate their rice, businesses and communities in the area are incredibly optimistic. Mutters explained, “I fully expect to have close to 500,000 acres of rice planted this year,” a remarkable number compared to last year’s 425,000 planted acres.

Mutters said, “It’s been relatively warm and dry, with just a few sprinkles here and there, but not enough to really slow down operations. The season is progressing very timely.” Also encouraging to Mutters, is pests that are typically an early season problem, have not been troublesome this year.

The UC Cooperative Extension in Butte County monitors and protects the agricultural industry by offering educational resources to promote technology and other strategies for farmers. Though the price of rice is not very strong, the community as a whole is enjoying their success.

RAIN Damages Alfalfa; Benefits Wheat

Above-Average California Rain Affects Larry Hunn’s Crops

For fourth-generation farmer Larry Hunn of Hunn & Merwin & Merwin, Inc., based out of Clarksburg, Calif., the price of alfalfa is low this year due to water damage from late rains. Nevertheless, cannery tomatoes, cucumbers, safflower and wheat are looking pretty hopeful.

Mold from rainfall is a big issue in growing alfalfa; it not only reduces the quality of the perennial grass, but it reduces the nutritional value as well. Dairy farmers won’t buy it. “It has really depressed our alfalfa prices.” said Hunn.

On the bright side, rainfall has been beneficial for Hunn’s above-average winter wheat and safflower crops this year. “We had nice rainfall spread out through the whole winter,” he said. “It didn’t come all at one time and flood us out, so that was good.”

Hunn’s hard red winter wheat is drying down in the field, and will be harvested mid-June and sent mainly to flour mills for bread making. The safflower is still growing and looking healthy on a few hundred acres—acres that have been in his family for four generations—and won’t “come off” until late August or September.

Beginning in South Sacramento on 47th Avenue, Larry Hunn’s great-grandfather started farming in the late 1800s, and his grandfather moved to the Delta in the early 1920s, where they’ve been farming ever since. Hunn & Merwin & Merwin Inc. now operates on close to 3,000 acres in Yolo and Sacramento Counties.

Hunn’s other crops have already been contracted with a buyer. “All the cannery tomatoes are in the ground growing, and they look pretty good. We’re in the process of planting cucumbers, that’s just a continuous until the first of August,” mentioned Hunn.

The only disadvantage are the cool breezes from snow atop the Sierra Mountain range that is keeping temperatures low on the cucumbers and tomatoes. Hunn remarked, “I wish it would warm up a little bit. We’re only in the mid-seventies, low eighties, and it would be nice to be up in the mid-eighties or low nineties.”

Overall it’s been a decent year for the veteran Clarksburg grower.

Chefs and foodies alike, get ready for California Avocado Month which begins TODAY, June 1st. Menus across California are celebrating this magical fruit, not only for its postive health benefits as a source of Omega-3 and Vitamin E, but also for its resiliency to thrive in spite of the prolonged drought.

“Avocados are at their peak of the season,” said Jan DeLyser, vice president of marketing for the California Avocado Commission (CAC), “so we’re in very good supply and their eating quality is just second to none.”

 

Avocados are so diverse, they can be incorporated into daily menus for breakfast, lunch, dinner, snacks, beverages and even desserts. Consider celebrating summer gatherings with chocolate avocado pudding, avocado ice cream or, perhaps, even an avocado cake. Links to recipes are included at the end of the article.

 

Would you believe California avocados can be used as a butter alternative—with 300 fewer calories per quarter cup serving?

 

Despite entering year five of the drought, California and its farming industry received enough rain in the northern part of the state this year to replenish reservoirs and actually increase this year’s avocado harvest. Roughly 4,000 growers on approximately 53,000 acres have harvested 392 million pounds of avocados.

 

“We actually have more fruit this year than we had last year,” acknowledged DeLyser. “Our growers are continuing to be good stewards of the resources that are available to them and able to produce avocados for us all to enjoy throughout the summer months.”

 

The CAC’s collaboration with chefs around the country to feature California avocado items, helps support growers of the tree-bearing fruit in the state. Approximately 90 percent of the nation’s avocado crop comes from fertile, California soil, mostly on small family farms, which can ensure the avocados are carefully handled and inspected.

A Positive View of Agriculture

Use Buzzwords to Convey Positive View of Agriculture

While it may not always seem that consumers view agriculture favorably, David Spady, Americans for Prosperity of California state director, said agriculture is actually viewed positively, as demonstrated through the “So God Made a Farmer” Ram 2013 Super Bowl ad, an extended version of the “So God Made a Farmer” video based on the speech authored and narrated by legendary radio broadcaster Paul Harvey and produced by the truck manufacturer to commemorate Ram’s “Year of the Farmer.” Spady also included FarmersOnly, the online dating site, as portraying a positive view of agriculture, among other programs and outreach.

“How you present farming to the public is very important,” Spady said, “ to make sure you’re hitting those values that people do see in farming.”

Spady suggested one way farmers can maintain the value placed on agriculture is by using the buzzwords that anti-agricultural groups have used against agriculturein favor of agriculture. “Sustainability has become a very common buzzword,” Spady said, “but it’s very important to project [sustainability] with the idea of farming because farming is sustainable—sustainable for not just our food production but also for the environment,” he affirmed.

“[Farmers] are really growing large-scale gardens, not just planting rows of crops. But, ultimately, that’s what people are doing even in their backyards. So, giving people an image they can relate to that has a values-connection is a really important message for projecting who farmers are.”

Common Sense ESA Enforcement

NCBA Calls for Common Sense ESA Enforcement and Critical Habitat Designations

The interpretation and impact of the Endangered Species Act  (ESA) continues to be a concern for growers and ranchers. Ethan Lane, executive director for the Public Lands Council of the National Cattlemen’s Beef Association, is working to inject more common sense into ESA enforcement.

“We’re spending a lot of time on the ESA. It’s an issue that impacts producers all over the West, and it’s starting to creep East as species like the northern long-eared bat and wolves” are added to the list. “So we’re engaging with Congress, talking about ways to improve the act and get it back to its original intention,” Lane said.

NCBA Public Lands Council logoLane addressed the difficulty in changing anything on the ESA, “Right now, because of outside litigation pressure, the ESA and its implementation is totally focused on listing. That’s because they’re completely swamped—the United States Fish and Wildlife Service (USFWS) is totally swamped—responding to those listing petitions and subsequent lawsuits.”

Land, who has 18+ years of experience in natural resource and land use issues, commented that to ensure the act is appropriately enforced, “We need to transition back to a place where they can focus on listing, recovery and then delisting a species once those species have recovered. That’s going to take Congress probably getting involved and making sure to refine how those resources are spent and where the attention is placed inside the USFWS.”

Lane emphasized the importance of the ESA and the necessity to ensure it achieves its purpose. “There’s no secret, I don’t think, to anybody who pays attention to this issue,” Lane said. “The ESA is popular with the American people. I think we need to be realistic that we’re not going to be doing away with the ESA anytime soon, so we had better make sure it works for everybody.”

“The first step in doing that,” Lane explained, “is making sure that it is a fully-functioning act; because right now, it is really broken. So we’re putting our attention on solvable issues that people can get behind where we can build consensus and actually try to make some changes.”

As a result of a new rule concerning critical habit guidelines, Lane anticipates potential problems for California’s cattle industry. “There are more species than I can count that could potentially impact the cattle industry in California and beyond,” he said. “So right now, where the rubber meets the road, is in the expansion of critical habitat guidelines on behalf of USFWS. They’ve just released a new expanded rule definition on what constitutes critical habitat. This new designation includes areas that have the biological potential to support that habitat needed for a species’ survival,” he said.

Farmer Hears Plenty of Talk But Sees No Action on Water Management

Erik Hansen, a big legacy farmer down in the Tulare Lake Basin in Kings County, is quite frustrated by how the state’s freshwater has been managed this year. “The most important thing,” he said, “is that people realize politicians in this state do not have your best interests in mind when it comes to how the water is run. We have infrastructure that is out of date and needs to be improved, but they are not even using the existing infrastructure at the full capacity it should be used, even though we are in a water emergency.”

“Now there is just nobody who can tell me that that’s OK,” stated Hansen. “Plenty of people can talk around it; they can say, ‘environmental this’ and ‘environmental that.’ But in the end, we need to take a very hard look at how these decisions are being made at the top levels—where people should be losing their jobs in a big way. ‘Starting from the governor having to explain—How do you have a water emergency; yet your appointments at the State Water Resources Control Board are not running the water as they should?

Hansen expects water mismanagement will continue and worsen until the California public holds their feet to the fire. “It is a power move,” Hansen declared.”They are able to hold off one of our most precious resources in the state, and currently two thirds of the state is suffering for it. Northern California has plenty of water, and that is where all the votes are. They forgot about the southern two thirds, and there are plenty of people here who are not happy about it.”

Hansen recounted, “There are higher bills in just about every municipality. Wells are running dry. Certain areas of the state are completely dry to the point where they require 250 gallon totes of water by truck delivery. This is unsustainable, and hopefully the politicians in Northern California can understand that word.”

Costa: Westside Water Cut Unconscionable

Jim Costa, Congressman for the 16th Congressional District of California that covers all of Merced County and parts of Fresno and Madera Counties and includes vast areas of agricultural land, is not happy with the water situation in California. Costa stated, “To be sure, we are still in a water crisis even though we have had some good [wet] months.”

“Sadly those good months have seen too much of that water going out to sea—as opposed to getting into the San Luis Reservoir and providing water for our Valley—whether for the East side or the Westside. It is a fight that I have been engaged in for years, but most recently, I have been trying to ensure that we are pumping at the maximum levels even under the flawed biological opinions that we are having to contend with.”

Costa explained that while the pumps have been turned up over the past month, sometimes to the maximum level, “the San Luis Reservoir is only 51% full, and now we are are still looking at a 5 percent water allocation for Federal water users.  This has been avoidable, and it is unconscionable and immoral. Let me repeat that, it has been avoidable, and it is immoral and unconscionable that we, in fact, are in this predicament. It is largely because we have failed to take advantage of the El Niño months of December and January.”

Assessing our winter water losses,Costa remarked, “Since January 1st, we estimate that we have lost over 440,000 acre-feet of water. This freshwater440,000 acre-feetwould make a big difference to our Valley, which has been water-starved from a combination of 4 years of drought, plus the flawed biological operations of the Federal and State Water Projects. So, we have to fix this broken water system, bottom line.”

Bill Chandler on Farming

Bill Chandler Builds a Legacy

A third-generation farmer in Fresno County, Bill Chandler farms near Parlier, Selma, and Fowler. The family operation has traditionally produced tree fruit such as peaches, plums and nectarines, but they are certainly expanding their crop diversity. “We have gone more into almonds lately because of unavailable labor,” Chandler commented. “We are looking into citrus, which is not as perishable as soft fruit—which, if you don’t harvest it right away, you’ve lost the whole year’s effort.”

Like so many farm families in California, the Chandlers go back a couple of generations farming here. “My grandfather came out here in 1888 from Illinois,” Chandler expounded, “and looked at this area. It was appealing because the land prices were not that bad compared to Illinois. But the big deal was the weather; we don’t have all that snow in the winter time. We also  have relatively level ground and not a lot of rocks in our soil. We, too, have hardpan under the soil, but that can be worked out.”peaches

“My father got out of school in 1921 and started farming in this area,” said Chandler. “I was the only son and I always wanted to farm. I have a sister who was able to inherit some, and I bought my sister out, so that’s what our farm is now.”

Bill Chandler and his wife, Carol, have two sons, Tom and John, who are both back on the farm. “They both majored in ag, which was kind of neat; one in ag econ and the other in food science, and we are very proud that they are both back farming with us now. Tom, the older one, majored in ag econ at UC Davis and was in banking for about 12 years. Now he has come back and has been helping us on that side of the farming, which is very very important. He also did some land appraisal on the side. His brother, John, who majored in in fruit science at Cal Poly, is more into field work, and he does some beekeeping on the side as well.”

Chandler said a lot of success and wonderful things about farming have always been accompanied by a lot of challenges as well. “Yeah, there is always something,” he said. “I don’t care if it’s labor, weather or regulations. We are really fortunate; we stand at a place here, Kearney Field Station*, where the UC has done a great job helping us solve some of these regulations or pests.”

Chandler’s sons, Tom and John, are going to pick up where their dad leaves off, but that may be awhile, “You know,” Chandler philosophized, “a farmer never does retire. Fortunately, I am able to live on the farm. They are doing most of the farmwork, but they do ask me questions.”

This year’s above-average rainfall, along with the snowfall, has been great, but Chandler said,  “There is still going to be a lot of work to dig ourselves out of this four-year drought. I have experience and so do many other people. Not only are our trees suffering from lack of proper irrigation, but we are spending a lot of money putting in new wells or new irrigation systems so that we can handle this drought.”

Chandler doesn’t take nearby UC and USDA researchers for granted. He always attends meetings and takes notes. “We can go to these folks and have these seminars that are really helpful.”

Ryan Jacobsen on 5 Percent Water Allocation

California Ag Today staff interviewed Ryan Jacobsen, CEO and executive director of the Fresno County Farm Bureau moments after the Bureau of Reclamation announced only 5 percent of contracted water would be allocated to Federal surface water users south of the Sacramento Delta during this El Niño year.

California Ag Today: Forget how you feel about the Bureau of Reclamation’s initial 5 percent allocation for Federal water users. How many times can we say, “Frustrated?” 

Jacobsen: Absolutely just despicablethe announcement we heard earlier today. The frustration is that we’ve continually been told over the last couple of years with zero percent water allocations that it’s been Mother Nature.

Even though it’s not necessarily the big bang year we were hoping for in northern California, Mother Nature provided. We’ve seen the reservoirs overflowing. We’ve seen the reservoirs flood-releasing, and here we are with a five percent allocation. We saw outflows in the delta this winter that exceeded the 300,000 acre/feet a day, and yet we weren’t doing anything to capture it. So, it’s just frustration, frustration, frustration that here we aremore of the sameand what does this mean long-term for California agriculture? We can’t be viable without a surface water supply, and when Mother Nature provides, unfortunately the federal government’s not trying to collect it.

California Ag Today: What is going on? Why are they doing this? Do you have any theories?

Jacobsen: Obviously, it has so much to do with the environmental side and the belief that the federal government is doing all they can to protect these species up there. We have seen that it’s doing no good; the fish species are seeing no recovery; it’s actually going in the opposite direction. It is plain mismanagement. The unfortunate part is sound science isn’t even going into this right now; it is purely the emotional side of whoever decides to pull the trigger on the federal side. And here we are on the resulting end, losing millions and millions of dollars in our economy, idling more farmlandthe most productive farmland in the countryin the worldand losing the jobs that are associated with it.

California Ag Today: You speak brilliantly on this whole situation. Way more water has flowed out to the ocean than needed for the protection of any of the species or the environment, so who are they listening to?

Jacobsen: Right now, this is simply the administration’s decision. Reclamation falls under the federal side of things, so obviously, ultimately, it lays on the President’s desk. If we talk about resolution: by 9 a.m. tomorrow morning, we could see a resolution to this whole issue. If Congress would get their act together and pass some kind of bill, get it on the President’s desk and get it signed, we could see some resolution.

Unfortunately, here we are, April 1:  a good portion of the precipitation season is now behind us, the high flows through the delta are pretty much over. We still have healthy reservoirs up North, but unfortunately it doesn’t mean anything for us down here because we can’t convey it through the Delta to get here. That lack of  and the lack of ability on the federal side to make the decisions that would allow us to pump that water makes this just another year of doom and gloom. Again, how much more of this can we take? I think the long-term outlook for those farmers with permanent crops who have tried to scrape by, has to be, “Is this even viable for us to continue to do this anymore?” ‘Because Mother Nature provided, and yet we don’t see the water.

California Ag Today: Very bleak. Ninety-five percent of normal snowfall, too.

Jacobsen: The percentages in northern California, while good, weren’t the El Niño banner year we were expecting. The season looked bright, like it was going to be good. Yet, the fact of the matter is that during the months of January, February and March, when these just incredible numbers of high water flows were going through the Delta, pumps were pumping in single digits. And that’s not even close, or anywhere near where they should have been.

I think the misconception is when we talk about the water that is taken from the Delta, it’s such a small percentage, particularly during those high-flow times; it would have meant no difference to water species. It’s just a frustration that we continue to be bombarded by these environmental restrictions that are having no good effect on the long-term viability of these species they are trying to protect.

California Ag Today:  What is the economic impact of these water cutbacks on the Central Valley?

Jacobsen: Well, when you look at the five percent allocation, we are ground zero. Fresno County, right in the heartland of the Central Valley, is ground zero. We are going to see probably in excess of 200,000-250,000 acres of land continue to be fallowed and the loss of the tens of thousands of jobs associated with that, and millions, tens of millions of dollars. It’s obviously a very dire situation when it comes to long-term viability here in the Valley.

California Ag Today: Because they are going to hear a lot of outrage from us, do you think the Bureau of Reclamation would go to a 20 percent water allocation? Farmers must be thinking, “We got to get the seeds ordered today for the crops.” Is there any hope for an increase in water, or do you think farmers just can’t bank on it?

Jacobsen: It’s already too late. For this season, it’s already too late. It is April 1 already, and, unfortunately, this is not a joke. This decision is about one month-and-a-half late. I think the Bureau of Reclamation was hoping the numbers would improve magically. They didn’t.

The five percent allocation, while said not to be our final allocation, is likely to be close. It won’t go up to 20; it won’t go up to 15. Maybe if we pray enough, it may go up to ten, but that would be on the high side. Right now, it looks very realistic that five percent is where we end up, where we are going to stand for the year.

California Ag Today: Okay, I know growers who have planted tomatoes in Fresno County, thinking, “Hey, we gotta get water.” They’re not getting it.

Jacobsen: They’re not getting it, no.  And lack of surface water supply continues to make a huge dent in our groundwater supply, so this just can’t continue the way it is going. Plus, upcoming implementation of the Sustainable Groundwater Management Act (SGMA), combined with the lack of federal surface supplies, will absolutely hammer farms here in the Valley.

A freelance blogger and self-described AgVocate for food, farm and public policies that support agriculture and combat misinformation and junk science head-on, Farrell resides on Hawaii’s Big Island, the birthplace of the Rainbow GMO papaya that saved the state’s papaya industry. Having observed, firsthand, many activist groups who have sought to halt progress in conventional agriculture, she has a unique perspective on the issues and shares her views on her website and social media.

And while many food bloggers lean heavily toward organic production, Farrell stays away from it.  “Organic production gets plenty of traction, so I tend to stay away from that part of agriculture production,” Farrell said.

“Some in the organic crowd seem to think that it is all one way or all the other, and it is not,” remarked Farrell. “It is really a mixture of methods. We need all of them at the table, and the table today looks much like what it is going to look like in a few years from now—a mixture of crop production methods and all the technology,” she noted.

Farrell wants to educate her audience to learn more about agriculture and advocate on its behalf. She stressed the importance for all of us to ask more questions, “but at the same time, it is also our job to give them good information and shine the light on good sources of information. It is not their fault they don’t understand. But at a certain point, we can lead a horse to water; they have got to make the choice.

And Farrell said emphatically that food shaming and food fear are intolerable. “Food shaming is when a person makes a judgement call on another person based on their choices of food,” she explained. “This happens very often with females and moms and it is unacceptable. Someone might see a mom buying a food that’s unhealthy and feeding it to their child. They will call the mom out on it. I’ve had moms tell me that people ask them, ‘You are feeding your kids organic food, aren’t you?’ They answer, ‘Well no, I am feeding them balanced meals, or I am feeding my baby formula.'”

“People will shame and bully you into making different food choices based on their perception of food. They will do it in person, but social media is also a very effective way to food shame. The objective of online food shaming is to change your choices of foodto take away your choice of food, actuallyso you purchase organic or non-GMO. I don’t even know what the word ‘natural’ means.”
