Cal Ag Today recently caught up with Justin Dutra, a crop consultant in pest control for the Hanford branch of Crop Production Services (CPS) to discuss some of the crops he looks after, including, “row crops, dairy crops, cotton, nuts and tree crops.

CPS logo”The staff and management at CPS are focused on providing their customers with the products and services they need to grow the best crops possible,” said Dutra. “They do this by providing an extensive selection of herbicides, insecticides and fungicides that farmers need to keep their crops pest-free.” Dutra reported the  leaffooted bug is causing concern for a few growers in his region.

CPS conducts year-round research and training to order to stay up-to-date on crop protection products and provide their members with accurate information on their use, benefits and limitations. While his region has seen relatively low levels of the leaffooted bug, Dutra noted some other bugs that are worrying growers, such as, “leafhoppers on tomatoes and stink bugs.”

The problem with leafhoppers is they puncture the underside of plant leaves and extract much-needed nutrients. Their saliva can cause spotting or yellowing of the leaves and stunting or distortion of the plant. The bigger concern growers have is leafhoppers can also transmit disease. Commenting on the disease that has been most problematic for farmers, Dutra said, “Curly top used to be just a virus you would see every once in a while; now it can wipe out a field.” Dutra noted when they started realizing leafhoppers were becoming a problem two years ago, and again this year, “We are starting to treat for them, and they are beginning to die down now, but they are still there to be reckoned with.”

While the shortage of water has affected growers up and down the state, Dutra noted, “I’m on the East Side and the West Side, and there are more tomatoes coming in on the East Side because of water restrictions on the West Side.”

ACP Update

ASIAN CITRUS PSYLLID QUARANTINE IN SAN BENITO COUNTY

For the first time, a portion of San Benito County has been placed under quarantine for the Asian Citrus Psyllid (ACP) following the detection of one ACP within the City of Hollister. The 106-square mile quarantine is bordered on the north by Shore Road; on the south by Cienega Road; on the west by Bixby Road; and on the east by an imaginary line.

The quarantine prohibits the movement of citrus and curry tree nursery stock out of the quarantine area and requires that all citrus fruit be cleaned of leaves and stems prior to moving out of the quarantine area. An exception may be made for nursery stock and budwood grown in USDA-approved structures which are designed to keep ACP and other insects out. Residents with backyard citrus trees in the quarantine area are asked not to transport citrus fruit or leaves, potted citrus trees, or curry leaves from the quarantine area.

In addition to San Benito County, ACP quarantines are now in place in Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Tulare, Ventura, and portions of Fresno, Kern, Madera, San Joaquin, San Luis Obispo, and Santa Clara Counties.

The ACP is an invasive species of grave concern because it can carry the disease huanglongbing (HLB), also known as citrus greening. All citrus and closely related species, such as curry trees, are susceptible hosts for both the insect and the disease. There is no cure once a tree becomes infected. The diseased tree will decline in health and produce bitter, misshaped fruit until it dies. HLB has been detected just once in California – in 2012 on a single residential property in Hacienda Heights, Los Angeles County. This plant disease does not affect human health.

Residents in the area who think they may have seen ACP or symptoms of HLB on their citrus trees are urged to call CDFA’s Pest Hotline at 1-800-491-1899.

California Leopold Conservation Award® Seeks Nominees

SAN FRANCISCO, Calif. – (April 28, 2015), the California Farm Bureau Federation and Sustainable Conservation are accepting applications for the $10,000 California Leopold Conservation Award. The award honors California farmers, ranchers and other private landowners who demonstrate outstanding stewardship and management of natural resources.

AHPA Leadership Urges Members to Support Voluntary Almond Industry PAC

Almond Hullers & Processors Association (AHPA) Chairman Dick Cunningham and President Kelly Covello urged their membership to support the voluntary California Almond Industry PAC at the association’s 34th Annual AHPA Convention, held on the Big Island in Hawaii over the past three days.

Facing immense challenges such as the slowdown of West Coast ports, air quality laws and regulations, net energy metering (NEM), food quality and safety, worker safety, bees and bee health, wastewater treatment, crop protection regulation, aboveground petroleum storage Spill Prevention Control and Countermeasure (SPCC) Plans, competing research priorities and most urgently, unprecedented drought conditions and public misunderstanding and criticism of almond water usage, the Almond Industry aims to create a unified voice for candidate support, political information and education services.

Sustainable Farming: Let’s Focus on a Farm’s Performance, Not its Size

What comes to mind when you think of a “family farm?” You’re probably picturing a bucolic spread of less than 100 acres, with a red barn, farmer in overalls, and cows grazing a big pasture. What about the phrase “corporate farm” or “?” Do you see a giant, impersonal and industrial-looking operation?

Unfortunately, these common (mis)perceptions are regularly promoted in everything from TV ads to online chats. But the reality is that “big” does not equate to “bad,” and “small” doesn’t necessarily mean “good” when it comes to sustainable farming. In fact, it’s the wrong debate altogether.

What really matters is performance, not size.

Today is National Agriculture Day, celebrated annually on March 18, and this year’s theme is sustaining future generations. If we’re going to meet the needs of a rapidly growing population, we’re going to need large and small farms alike. And no matter their size, they’ll need to minimize their impacts on the natural systems that sustain us all.

Addressing the myth

It’s a myth that large farms can’t be sustainable, just as it’s a myth that all family farms are small and better for the environment.

Take Christine Hamilton, for example, whose family farm produces corn, soybeans, winter wheat and cattle across 14,000 acres in South Dakota. For years she’s been participating in USDA conservation programs, using no-till practices, planting trees to limit erosion, and utilizing variable rate technologies to improve the environment and her yields.

There are also places like Fair Oaks Farms, which milks over 500 cows … an hour. To make their large operation more sustainable, Fair Oaks pumps methane from its livestock to an on-site natural gas station that compresses it into fuel for the farm’s fleet of 40 milk trucks.

Many small-farm operations implement sustainable practices as well. A perfect example is Full Belly Farms, a 400-acre organic farm in Northern California that won last year’s prestigious Leopold Conservation Award. But I’ve visited small farms where livestock roam freely into streams, soil erosion destroys riverbanks, and nutrient management plans are nonexistent.

Sharing responsibility4.1.1

In the U.S., agriculture already occupies 51 percent of our land, uses 80 percent of the [Nation’s consumptive*] water, and is responsible for 8 percent of our greenhouse gas emissions. And in the coming decades U.S. farms will be responsible for producing even more food. In order to make agriculture a plus for the environment, farm practices will need to change.

Of course, we have to keep in mind the context here. Mid-size and large-scale family farms account for 8 percent of U.S. farms but 60 percent of the value of production, so in order to bring sustainable agriculture to scale, they will have to do the bulk of the work. But small farms have a much higher share of production for specific commodities in the U.S. – they account for 56 percent of domestic poultry production, for example – so we’ll need their leadership, too.

Regardless of size, all farms need to:

  • Minimize the loss of nutrients and soil to air and water through nutrient optimization strategies such as conservation tillage.
  • Use water as efficiently as possible.
  • Improve soil health through strategies such as cover crops.
  • Avoid plowing up ecologically important lands.
  • Fence livestock out of streams and implement management plans to maintain healthy grazing lands and avoid overgrazing
  • Use strategically placed filters to capture excess nutrients.

It’s time we shift the public debate and get everyone on board the sustainability train. Arguing about a farm’s size won’t deliver environmental benefits. In the end, it’s all about performance.

If the basis for the discussion is water consumptively used by only agricultural, municipal & industrial users, then agriculture’s share would be estimated in the range of 80 percent of the total. However, if the percentage is based on dedicated water, which includes environmental uses, then agriculture’s share is more in the range of 40 percent.

Dedicated water – as defined by the California Department of Water Resources (DWR) is “water distributed among urban and agricultural uses, used for protecting and restoring the environment, or storage in surface water and groundwater reservoirs. In any year, some of the dedicated supply includes water that is used multiple times (reuse) and water held in storage from previous years. This is about 40 to 50 percent of the total annual water supply received from precipitation and imported from Colorado, Oregon, and Mexico.”

Dedicated water includes water flowing in the Wild and Scenic Rivers. Many partially used or unrestricted rivers could have been significantly diverted for use by municipal & industrial and/or agriculture. However, these waters have been dedicated by law to the environment. Other examples of dedicated water are the 800,000 acre‐feet/year reallocated back to the environment by the Central Valley Project Improvement Act (CVPIA) and the 647,000 AF/year reallocated back for Trinity River restoration of that river’s fishery.

Nimitz Nematicide Now Registered In California Fruiting Vegetables

A better solution

As a non-gas formulation, the active ingredient in NIMITZ is distributed through the soil and into contact with nematodes through irrigation or rainfall. Unlike older chemistries, there is no mandatory tarping or specialized machinery requirement. Applications may include broadcast or banding with mechanical incorporation or through drip-injection.

As a ‘true nematicide’, NIMITZ causes irreversible nematicidal activity which results in pest mortality within 48 hours of application, rather than temporary nematostatic (immobilizing) activity as seen with organophosphates and carbamate nematicides.

“NMITZ is lethal to nematodes. As a result, we see greatly improved root health all season which leads to yield enhancement,” says Young.

The US Environmental Protection Agency (EPA) wrote in the Federal Docket on July 24, 2014 that, “Fluensulfone (NIMITZ) represents a safer alternative for nematode control with a new mode of action and a much simpler and straightforward product label.”

A secondary crop tier has been submitted to the EPA for future registration on potatoes, strawberries, carrots, tobacco and turf.

As new tool for California vegetable growers, NIMITZ has the potential to bring safety and simplicity to the nematode control arena which is constantly under increasing regulatory pressure.

Beet Curly Top Virus Alert for Growers

California Department of Food and Agriculture’s Beet Curly Top Virus Control Program (BCTVCP) personnel observed very high sugar beet leafhopper (BLH) counts the first week of March. BLH were mostly nymphs between the 2nd and 4th instar (a developmental stage of  insects, between each moult) with few spring adults.  BLH counts averaged 30-50 adults and nymphs per 10 sweeps. In some locations, counts have been as high as 100 BLH per 10 sweeps. A “normal” spring count would be an average of 10-12 adult BLH and 5-6 nymphs per 10 sweeps. These current conditions follow a devastating year for BCTV in California crops.

Treatment is currently focused on Fresno and Kings Counties where BLH populations are high. BLH counts are minimal at this time in Kern, San Joaquin, and Stanislaus Counties.

Treatment preparations were made last week and the spring treatment campaign began on March 9, 2015. The spray campaign will face several challenges, such as, wind, rain, and heat.  However, the Program is exploring all available options to treat as much of the population as possible. The Program has identified a total of 54,974 acres to be treated so far.

The BCTBCP’s objective is to reduce the incidence of beet curly top virus (BCTV) infection in susceptible crops below a level of economic importance, through the use of integrated pest management techniques. BCTV is an extremely serious plant virus affecting several hundred varieties of ornamental and commercial crops in California. The Curly Top Virus Control Board advises the Secretary on this Program.

The only known vector of this virus the BLH  is an introduced pest and migratory by nature. Populations develop in selected habitats within the San Joaquin, Imperial, Sacramento and Intra coastal Valleys of California as well as moving into California from contiguous states and Mexico. The BCTVCP utilizes intensive surveys to locate and monitor BLH populations throughout the year. As much as 100,000 acres of rangeland and idle agricultural lands are treated annually to control breeding BNL populations on a variety of host plants prior to the migration of adult leafhoppers into susceptible crops. Winter, spring and fall treatment periods coincide with the reproductive biology of BLH. The Program has emphasized the use of biological control by funding research in the exploration and establishment of BLH egg parasites in California.

Just last month, BCTVCP issued the following alert:

The Beet Curly Top Virus Control Program would like to remind growers to disk weedy areas as (soon as possible) prior to the 2015 tomato season. Good weed management prior to having tomatoes transplanted is ideal. When possible, sweep surveys should be conducted to identify the beet leafhopper is present and then an insecticide should be applied prior to disking the weeds. Mowing and disking weedy areas disturbs the beet leafhopper causing it to relocate to other suitable habitat. Although tomato plants are not an ideal host for beet leafhoppers, the leafhoppers will filter through tomato fields, transferring the curly top virus, while they are in the process of looking for another suitable host. The Program also encourages growers to get to know their neighbors and relay the message of good weed management.

Invasive Giant African Snails Seized at LAX

Two picnic baskets packed with 67 live giant African snails were seized by federal authorities at Los Angeles International Airport (LAX), authorities said.

The snails, which weighed a total of more than 35 pounds and reportedly were intended for human consumption, was apparently the largest seizure at LAX of the mollusks, which are sometimes fried and served as a snack.

The snails were discovered July 1 in two picnic baskets, which weighed more than 35 pounds, said Lee Harty of U.S. Customs and Border Protection (CPB). The snails arrived from Lagos, Nigeria, and were headed to San Dimas.

In the past, federal inspectors have discovered one or two of the large snails hidden in luggage, but this marked “the first time this pest has been encountered in such large quantity and as a consumption entry” in LAX, said Todd C. Owen, director of field operations for the customs agency.

Giant African snails, also known as land snails, can live as long as 10 years and grow up to eight inches long. The snails can carry parasites harmful to humans.

The U.S. Department of Agriculture deems the large snails as a damaging species, consuming more than 500 types of plants, according to federal authorities.

But when the snails can’t find fruits and vegetables to eat, they will “eat paint and stucco off of houses,” the customs agency said in a statement.

The incident remains under investigation.

Could CDFA’s ACP Control Policy Devastate Our Citrus Industry Like Florida’s?

It seems that CDFA officials are giving up on controlling the Asian Citrus Psyllid (ACP) in Central California citrus growing areas! It sure looks like it.

Ever since the May 12 ACP trappings in the Lindsay area of Tulare County, there has been a major back-step in what has been an aggressive mandatory spray program to control any possible live psyllids within an 800-meter radius around the trap.

Now CDFA is suggesting that the spray programs should be voluntary and only 400 feet around the trap find.

According to Joel Nelsen, president of the Exeter-based California Citrus Mutual, “The conversation relative to the change in eradicating or treating for the ACP came about with a discussion between a few members of the scientific community and the department.”

“Frankly, the industry was unaware of this possible change in the program. When it was first released to the AG commissioner, it shocked everybody–is my understanding,” Nelsen said.

“And as a result, last Friday afternoon, the executive committee members from our pest and disease management committee had a very direct conversation with senior leadership of the CDFA. I understand that the conversation was extremely candid, somewhat emotional; if the industry to is going to be supporting a program to the tune of 15 million dollars, they want a say in how the program is run. And evidently, the Department of Agriculture is making some subjective decisions that we don’t believe are appropriate.”

“From my perspective, there were mistakes made at the onset of this program that we had to learn from; and if we don’t take seriously—psyllid control, psyllid control, psyllid control!—we’re going to end up in the same type of quandary that our colleagues in Florida, Texas, Mexico and even Brazil are in.

Too many psyllids, an endemic population, some of which will contract citrus greening disease and eventually contaminate citrus trees, could devastate central California’s $2 Billion industry. “If we even allow one psyllid to continue to foster a population, then we have failed at our effort. And so from the perspective of Citrus Mutual, we are in an eradication mode,” Nelsen said.

“We are in a position in which we can find isolated psyllids and treat, and we are in position where continuous trapping and tapping (with bats and trays in searching for psyllids) and intensive trapping is not finding an endemic population. So for the department to argue that the population is endemic, its a ‘what if’ scenario that we don’t think is appropriate.”

Nelsen said that the pushback by his pest and disease management committee might have made a difference. “I haven’t received anything, but I think that conversation last Friday afternoon yielded some intended results. ALERT: Immediate Action Needed for Thrips/TSWR

Thrips numbers have increased rapidly in the southern arm of the Central Valley and Tomato spotted wilt virus (TSWV) has been reported in all of the areas we monitor,” according to Neil McRoberts, Assistant Professor, Plant Pathology Department, UC Davis.

There are numerous reports of TSWV symptoms in crops from Stanislaus County down to Fresno and Kings County particularly around the Huron area.

 

The current risk in Fresno County is high and we are recommending that growers who plan to use an insecticide program against thrips/TSWV take immediate action. The current mini heat wave will accelerate thrips development slightly and further bump up thrips numbers.

If you are planning to use an insecticide program against thrips/TSWV this season, you should target the next generation of thrips (generation 3).  If it is not possible to arrange for treatment in time to catch generation 3, target generation 4. Delaying treatment until later in the season will be much less effective at preventing damage from TSWV.  Coordinated spraying across large areas has an additional effect on thrips populations because it makes it difficult for them to avoid treatment by migrating.

Generation 3 adults are projected to peak on May 17th.  Sprays applied in the 14-day period before this peak date will check generation 3 and delay further population build-up and TSWV spread.  This means you need to take immediate action.

Generation 4 adults are projected to peak on June 11th.  Sprays applied in the 14-day period before this peak date will check generation 4 and delay further population build up and TSWV spread.  Treatment in the 14 days immediately following the generation 3 peak date will also be effective.

The web resource for integrated management of Western Flower Thrips and Tomato Spotted Wilt Virus in the California Central Valley contains two tools to help in disease risk management:  

A Field Risk Index tool uses simple information about field locations, land use, and agronomy to calculate a risk category for tomato crops.  This tool can be used before planting or early in the season to get a heads up about the general risk to a crop from TSWV.

A thrips population projection model, driven by degree-day accumulation at several Central Valley locations, aids in projecting when thrips generations are hatching, developing, and adult numbers are peaking.  This information is used to issue regular updates and provide broad guidelines for timing insecticide sprays to keep thrips numbers low enough to prevent TSWV from spreading.

The research behind these tools was supported by the California Tomato Research Institute (CTRI)

The model was developed in Collaboration with Dr. Len Coop of Oregon State University’s Integrated Plant Protection Center (IPPC).  The IPPC developed and hosts the USPEST web service which is a multi pest multi model tool that provides information on pest development and disease risk for the Contiguous 48 US states using a network of weather stations.
