In Face of Water Diversion Threat, Ag Industry Experts are Speaking Out

California Ag Today has been reporting on the California State Water Resources Control Board’s (SWRCB) proposed plan to divert 40 percent of the surface water from the Tuolumne River and two additional tributaries of the San Joaquin River between February 1st and June 30th every year. The SWRCB plan is designed to increase flows in the Delta in an effort to help the declining smelt and salmon populations. Yet, these water diversions would severely impact not only the farm industry, but communities in the Modesto and Turlock Irrigation Districts as well.

Ag officials say this is yet another threat to family farms in an attempt to protect the smelt and salmon. Farmers would lose a major portion of their surface water and be forced to pump more groundwater.

“Farming is not just a job; it’s a way of life for many of these families. And that livelihood, that way of life, is being threatened,” said Michael Boccadoro, president of West Coast Advisors, an independent, nonpartisan public affairs and advocacy firm that specializes in complex and often controversial public issues in Sacramento.

Boccadoro said the farm industry in the region is not sitting still while all of this is happening. There is a website, worthyourfight.org, that addresses this new assault on agriculture.

“It is worth fighting for,”said Boccadoro. “I was born and raised in agriculture, and I still think it’s a wonderful lifestyle. We need to protect it at all costs. This is starting to border on the ridiculous in terms of just one issue after another. . .  This is not a “Mother Nature” issue; this is government putting these obstacles and these problems in front of agriculture, and that’s troubling.”

“We produce much of the fruits and vegetables and nearly all the nut crops for the entire nation. So, of course, we would expect to see significant amounts of water being used by farming in California,” Boccadoro said.

“It’s just reality, and for whatever reason, I think people have been misled and don’t understand this is just part of growing food. Like I have said, if you are concerned about it, all you’ve got to do is quit eating. It’s that simple.”

Australian Water Woes: Water Diversion Will Not Save Fish

Mike Wade, executive director of the California Farm Water Coalition, spoke to the CDFA Board of Directors about the State Water Resources Control Board’s proposed strategy of diverting up to 40 percent of the Tuolumne River flows to increase flows in the Delta for salmon and smelt. The diversion would severely impact farm and city water needs in both the Turlock Irrigation District (TID) and Oakdale Irrigation District (OID).

 

“Despite increased [water] flows over the years, the fish populations continue to decline in the Delta,” Wade said. “We have exacerbated this problem. We have released water with the intent going back to 2008 and 2009 [scenarios] and even before, if you want to turn the clock back to 1992, and yet we’re still seeing population crashes.”

 

“The science is showing that fish are not recovering. Yet, the California Department of Water Resources is doubling down on the same kind of activity—the same strategy—that hasn’t worked in the past and that we do not expect to work moving forward,” he said.

“That is why schools, health departments, farmers, Latinos, economic development departments have opposed the regulation. A host of folks have come out and commented, written letters, and expressed their opinion on the plan because of the severe economic issues they are going to deal with at the 40% impaired flow level.”

 

Wade noted that in recent years, a lot of attention has focused on Australia and how great they are at water management. People commend their effectiveness in changing their water rights system and supposedly improving their ecosystem—or having a plan to work on their ecosystem issues. “In 2009, the vast agricultural production in the Murray-Darling Basin Authority established a flow amount, or a quantity, for environmental water that was around 2.2 million acre-feet. That is out of around 26.4 million acre-feet of average annual flow in the Murray-Darling Basin,” Wade said.

 

“To set the stage, the Murray-Darling Basin is in eastern Australia. It extends in the north around 800 miles from Gold Coast and the border of Queensland all the way south to Melbourne,” Wade said. “It is actually a geographic area about the size of California and remarkably has a very similar quantity of water to serve its farmers. The Murray-Darling Basin Authority set a 2.2 million acre-foot environmental water buyback for the environment, like we are talking about here.”

 

Wade conveyed to the CDFA Board what his friends in Australia were telling him. “I was there for two weeks in August following up on a trip I took in 2012 to learn about their water supply issues and how they deal with it. My friends are telling me, ‘Don’t do what we do. It has been a disaster,’” Wade said.

 

“The environmental sector hasn’t even achieved their full environmental buyback goal, and they’re already seeing 35% unemployment in some towns. It is directly related to the water buybacks, the declining amount of irrigation water, and the declining agriculture economy because of the change in focus on how they deliver and use water in Australia,” he said.

 

“Three weeks ago—this is how recent these things are coming about and how they’re changing—a good friend of mine, Michael Murray, Cotton Australia general manager, said the ‘Just Add Water’ approach already in place doesn’t work in the Northern Basin. It has to be abandoned. And recently, Ricegrowers’ Association of Australia, Inc. of Australia President Jeremy Morton said, ‘The over-recovery of water has resulted in unnecessary economic harm to communities. It’s a case of maximum pain with minimum gain.'”

 

“A dozen organizations are suggesting this isn’t just a, ‘Don’t do it’ and ‘Abandon the environmental water buybacks.’ What they’re suggesting is the exact same thing that TID and OID are going to experience. Australia’s problems in the Murray-Darling Basin are, remarkably, invasive species, the loss of habitat, and some of the water quality issues that we deal with. It’s the same story, only they are a few years ahead of us,” Wade said.

 

“What has happened in Australia is going to happen to us in the Valley, with big unemployment issues and the closed businesses,” Wade said. “I walked down the main street in the town of Helston and half of the businesses—I’m not exaggeratinghalf of the businesses were boarded up and closed. Only small businesses were still open, such as a convenience store, a bar and a tailor. All the rest were gone.”

 

Wade asked CDFA Secretary Karen Ross to extend the comment period for the Water Board’s proposal. “We all need to have an opportunity to bring some of these issues to light and to support what’s going on in the agriculture community. We must support the need for comprehensive economic studies, either bringing out the ones that have been done or doing some more. We have more economic data will show there is an economic hit that’s deeper, much deeper, that what is proposed or suggested in the plan.”

The California Farm Water Coalition (Coalition) was formed in 1989 to increase public awareness of agriculture’s efficient use of water and to promote the industry’s environmental sensitivity regarding water.

Mike Wade, executive director of the Sacramento-based Coalition, has major concerns about the State Water Resources Control Board (SWRCB)‘s proposal of taking 40% of the water from many irrigation districts along three rivers that flow into the San Joaquin River to protect an endangered fish. The SWRCB proposes to divert water from the Stanislaus, Tuolumne and Merced Rivers to increase flows in the Sacramento Delta.

Wade explained, “The Endangered Species Act (ESA) is important for the United States, and we want to see it work. However, it’s not working. It’s not helping fish, and it’s hurting communities.” But Wade wants to revise the ESA “in how we deal with some of the species management issues.”

Wade said SWRCB is doubling down on the same tired, old strategy that is not going to work any more now than it has in the past. “What happened in the past isn’t helping salmon. What’s happened in the past isn’t helping the delta smelt. You’d think someone would get a clue that maybe other things are in play, there are other factors that need to be addressed.”

The State Water Resources Control Board estimated the proposed 40% diversion of river flow would decrease agricultural economic output by 64 million or 2.5% of the baseline average for the region.

Ag officials warn that if the proposal goes through it would force growers in the area to use more groundwater—which they have largely avoided because the Turlock Irrigation District and Oakdale Irrigation District historically met the irrigation need of local farms.

This is the only agricultural area in the Central Valley that does not have critical overdraft problems. If the state takes away 40% of water available to growers, it could lead to a critical overdraft issue there as well.

Water Use Efficiency Grants: Beneficial or Double Jeopardy for California Farming? Or both?

Through a competitive joint pilot grant program, the Agricultural Water Use Efficiency and State Water Efficiency and Enhancement Program, the California Department of Water Resources (DWR) and the California Department of Food and Agriculture (CDFA) jointly intend to demonstrate the potential multiple benefits of conveyance enhancements combined with on-farm agricultural water use efficiency improvements and greenhouse gas reductions.

The grant funding provided in this joint program is intended to address multiple goals including:

  • Water use efficiency, conservation and reduction
  • Greenhouse Gas Emissions Reduction
  • Groundwater Protection, and
  • Sustainability of agricultural operations and food production

Are these competitive grants promoted by DWR and CDFA providing financial support for further compliance or insulting to farmers who have already met and exceeded these stockpiling regulations? Or both?

I would like to address each goal, one by one.

Water Use Efficiency

I challenge DWR and CDFA to find one California farmer who is using water inefficiently or without regard to conservation. Grant or no grant, many farmers in the state have lost most of their contracted surface water deliveries due to the Endangered Species Act, which serves to save endangered species, an important goal we all share, but does so at any cost.

In addition, DWR is now threatening to take 40 percent of the surface water from the Tuolumne River and other tributaries of the San Joaquin River from February 1 to June 30, every year, to increase flows to the Delta to help save the declining smelt and salmon. This will severely curtail water deliveries to the Modesto Irrigation District (MID) and Turlock Irrigation District (TID)—population centers as well as critical farm areas.

MID TID Joint LogoThis proposal, which disregards legal landowner water rights and human need, would force MID and TID to dedicate 40 percent of surface water flows during the defined time period every year, with no regulatory sunset, for beneficial fish and wildlife uses and salinity control. The proposal disregards other scientifically acknowledged stressors such as predatory nonnative non-native striped bass and largemouth bass, partially treated sewage from Delta cities, and, according to the Bay Delta Fish & Wildlife Office of the U.S. Fish & Wildlife Service Pacific Southwest Region, invasive organisms, exotic species of zooplankton and a voracious plankton-eating clam in the Delta from foreign ships that historically dumped their ballast in San Francisco waters.

While many farmers have fallowed their farmland, other farmers across the state have resorted to reliance on groundwater to keep their permanent crops (trees and vines) alive. The new DWR proposal to divert 40 percent of MID and TID surface water will force hundreds of growers in this region—the only groundwater basin in the Valley that is not yet critically overdrafted—to use more groundwater. 

In a joint statement, MID and TID said, “Our community has never faced a threat of this proportion. MID and TID have continued to fight for the water resource that was entrusted to us 129 years ago.”

Greenhouse Gas Reduction

Have regulators forgotten Assembly Bill (AB) 32, the Global Warming Solutions Act of 2006, that requires the state to reduce its greenhouse gas emissions by 25 percent (back to 1990 levels) by 2050? Ag is already accommodating this regulation.

Now Governor Brown has signed SB-1383, “Short-lived climate pollutants: methane emissions: dairy and livestock: organic waste: landfills” into law that mandates a 25 percent reduction in methane emissions from cow burps, flatulence and manure from all dairy cows and other cattle to achieve the 1990 statewide greenhouse gas emissions level by 2020.

Now CDFA and DWR are asking for grant requests to reduce greenhouse emissions even further. Really?

Groundwater Protection

Ironically, farmers want to reduce their groundwater needs because groundwater has always functioned in the state as a water savings bank for emergency use during droughts and not as a primary source of irrigation. But massive non-drought related federal and state surface water cutbacks have forced farmers to use more groundwater.

Golden State farmers are doing everything possible not to further elevate nitrates in their groundwater. Some nitrate findings left by farmers from generations ago are difficult to clean up.

But the DWR and CFA grant wants California agriculture to do more!

Sustainability of Agricultural Operations and Food Production

Virtually, no one is more sustainable than a multi-generational farmer. Each year, family farmers improve their land in order to produce robust crops, maintain their livelihoods, enrich the soil for the long term, and fortify the health and safety of their agricultural legacy for future generations.

California farmers will continue to do all they can to improve irrigation methods and track their crop protection product use.

And so, I ask again, is this beneficial or double jeopardy for California farming? Or both?

Agricultural Water Use Efficiency & State Water Efficiency and Enhancement Program – DWR/CDFA Joint RFP public-workshops

Agricultural Water Use Efficiency & State Water Efficiency and Enhancement Program – DWR/CDFA Joint RFP Public Workshops

The program will be administered as a competitive grant program and will include a joint application process involving agricultural water suppliers and agricultural operators within the service area.

Projects that enhance and upgrade the supplier’s water conveyance, delivery and water measurement system to allow on-demand and flexible farm-gate deliveries, reduce spills and losses, increase the efficiency, and improve water management. A water supplier’s proposed project must generate State benefits to be eligible for grant funding.

Benefits to the State include:

  • water savings
  • increased in-stream flow or improved flow timing
  • improved water quality; increased energy conservation
  • reduction of greenhouse gas (GHG) emissions
  • increased local water supply reliability.

The project must be located within California.
On-farm agricultural operations must achieve both GHG emission reductions and water savings to be eligible for funding. In addition, projects must: (i) use the associated improvements made to the surface water conveyance system proposed by the associated agricultural water supplier as part of the joint application, and (ii) eliminate on-farm groundwater pumping.

To be eligible for funding, projects are not required to be in an adopted Integrated Regional Water Management Plan or to comply with that program, but preference will be given for projects that are.

Save-our-waterThe following entities involved with water management are eligible to apply:  Public agencies, public utilities, federally recognized or state Indian tribes on California’s Tribal consultation list, nonprofit organizations, mutual water companies, and investor-owned utilities regulated by the California Public Utilities Commission.

Applicants that are agricultural water suppliers and/or urban water suppliers should inquire for further information.

DWR has set aside $3 million from Proposition 1 to incentivize the water conveyance component of this joint agricultural water use efficiency and enhancement program. Proposition 1 requires that agricultural water suppliers provide a 50% cost share of total project costs.

CDFA has also set aside $3 million from the Southwest Energy Efficiency Project (SWEEP) to incentivize the installation of irrigation systems that save water and reduce greenhouse gases on farms in the area that will directly benefit from the conveyance system incentivized by DWR. The maximum grant award per agricultural operation is $200,000 with a recommended, but not required, 50% match of the total project cost. CDFA reserves the right to offer an award different than the amount requested.

Separate contracts with each department will be necessary to receive both sets of funds. A joint proposal may include a request for up to $3 million for the water supplier’s conveyance upgrades (to be funded by DWR) and up to $3 million for enhancements of on-farm agricultural operations to be funded by CDFA (with a cap of $200,000 per operation). This would allow for 15 agricultural operations (at $200,000 each) to partner with the water supplier to submit the joint proposal at the maximum award amount of $6 million. More than 15 agricultural operations could be funded if amounts lower than the cap are requested in individual agricultural operator applications.

Celebrating California agriculture is a refreshing perspective. Peterangelo Vallis, executive director of the Fresno-based San Joaquin Valley Winegrowers Association, has an astute viewpoint on California agriculture. Vallis said, foundationally, consumers loves farmers—unless those consumers have been exposed to oppositional or politicized messagingbut most have not been.

“You go talk to any random person in any city,” said Vallis. “If they’re not politicized, which most people aren’t, they are just trying to live their lives, eat their food and rear their children. And they love farmers because farmers make food,” Vallis said.

“What have been some of the most effective agricultural campaigns in the country? Wendy’s ‘Where’s the Beef?’ Blue Diamond almonds, ‘A Can A Week, That’s All We Ask.’ These ads humanize who we are talking about.”

“How about the California Dancing Raisins? That was huge,” noted Vallis.  “Everyone in any part of the country remembers those raisins. That’s positive PR. That was positive recognition for Ag. We’ve got to be doing more of that.”

Vallis advocates more positive PR, but says we need to take a different approach. “Instead of all these billboards running up and down [State Route] 99 that make us look like vigilantes with pitchforks, we need to take whatever money that took, buy some billboards in L.A. and San Francisco, Washington D.C., and New York with some happy kids, with a bowl full of veggies saying, “Thanks, mom! This was great!”

“This is basic, basic stuff because, realistically, we’re marketing the fact that we need help to make more food,” Vallis noted. “We’re making safe domestic food, but if we don’t engage with the people that are our customers, we’re never going to be able to get our ideas and our needs across, because we’re just not talking to the right audience.”

CULTIVATING COMMON GROUND: Economic Analysis of Drought on California Agriculture

Josué Medellín-Azuara, Duncan MacEwan, Richard E. Howitt, Daniel A. Sumner and Jay R. Lund of the UC Davis Center for Watershed Sciences, ERA Economics and the UC Agricultural Issues Center reported their views on the economic impact of California’s continuing drought on agriculture this week. The study, “Economic Analysis of the 2016 Drought For California Agriculture,” proved to be uncommonly riddled with errors, questionable metrics and inaccuracies; it’s a continuation of a disturbing recent trend.

The authors claim that about 78,800 acres of land might be idled due to the drought, but a quick Google search shows a single water district that had more than 200,000 acres of fallowed land in 2016. There are more than a hundred other water districts throughout the state, and most are reporting idled acreage.

 

In another irrigation district in Yuba County, more than 100 agricultural users have been cut off entirely, leaving their nearly-mature crops and fruit and nut trees without water.   [North Yuba Water District (NYWD)]

 

This year the federal and state water projects announced they would provide agriculture with 55% of their water. Two months ago, they reduced the estimate to 5% south of the Delta, and they are struggling to even deliver that amount.

 

Across the state, water prices have increased dramatically, whether pumped from the ground or bought on the faltering water-exchange market. Water that costs less than $250 per acre foot in 2012 now costs up to $750 or more.

 

It doesn’t take a doctoral or economic degree to understand that when the price of water goes up, the cost to produce food also goes up. Farmers may be getting more money for the produce they grow, but they are watching their bottom line shrink because it costs more to grow it. Even water from their wells isn’t free; pumping takes energy, and energy costs money too.

 

Adding to rapidly increasing costs are the new minimum wage, capped work hours, and hundreds of regulatory mandates from the 80+ local, state, and federal agencies that oversee every aspect of California farming and bury farmers in paperwork and red tape. Compliance takes time away from growing food, and it costs money.

 

Take a look at rice farmers. Growing rice today is a losing proposition. After the labor, cost of rice plants, fuel, fertilizing, care, harvesting, drying and milling, growers pay substantially more to grow rice than they can charge for their crop. Many have converted rice paddies to other uses, and some sell their water or take money from federal agencies and conservation groups to create wildlife habitat in order to simply stay afloat. Some are selling off their land to developers, a lose-lose decision affecting everyone.

 

On main street, consumers are another group taking a second, alarmed look at their grocery, water and sewage bills. All are rising far faster than inflation. Whether you are talking about the price of fruit, bread and eggs or the cost of taking a shower, all have been increasing over the past five years because of the drought.

 

To really understand what’s happening, take a drive out of the city and into the countryside where your food is grown. Stop at a roadside produce stand or park your car and strike up a conversation with some ranchers and farmers in a small town cafe.

 

After you hear their stories, you may realize that almonds and pistachios are not as labor intensive as strawberries, tomatoes, cucumbers, grapes, beef, lamb or many others out of the nearly 450 crops grown in California. Some crops are thirstier than others, too. This doesn’t diminish the value of these fruits, nuts, vegetables, and proteins. The value of water is what it provides us: in this case, safe, local, and hopefully affordable food.

 

But commonsense interviews and case studies of actual operations — once the heart of any competent agricultural economic study — are virtually missing from the report’s statistical models built on university computers, research hypotheses and tables of statistics.

 

The drought has hurt California farmers, and it is hurting Californians wherever they live. Gross income may be up, but net profits are down, and the rate of decline hasn’t hit bottom yet.

Josué Medellín-Azuara told California Ag Today, “I will not go over debating the comments which I very much welcome and respect, but I would like to provide some thoughts instead.”

 

1)  “Through remote sensing,” Medellín-Azuara said, “we estimated summer idle land in Westlands by the end of the irrigation season to have been 170K acres in 2011 and just above 270K acres in 2014,” based on NASA data. The difference can be explained by some drought effects and other conditions, according to Medellín-Azuara, “so idled land differences should be taken with a grain of salt. As a point of interest, most of the fallow land we estimated was on the Westside of the south San Joaquin Valley.”

 

2) In addition, Medellín-Azuara clarified, “My understanding is that there is a cost issue and a cutoff issue. We estimated about 150 TAF (Thousand Acre-Feet) of [water] shortage in the Sacramento Valley in our study. At current conditions for North Yuba Water District (NYWD) agriculture is no more than 3 TAF from my reading of the attached document. I am not saying the cutoffs are not hard for the more than a hundred users, but [I] also want to put numbers into perspective.”

 

3) “From what I’ve heard and read,” Medellín-Azuara stated, “the timing [of] more than quantity of the projected releases is unfortunate. One of the things we highly encourage in this and past reports is easing of low environmental impact water transfers among users.”

The following is a joint statement by Jason Peltier, executive director of the San Luis & Delta-Mendota Water Authority and Tom Birmingham, general manager of the Westlands Water District on today’s filing of a lawsuit to compel the U.S. Department of the Interior, Bureau of Reclamation to reassess its Endangered Species Act (ESA)-related actions.

U.S. Bureau of Reclamation Fails to Consider the Environmental Impacts of Biological Opinions Which Have Been Devastating Communities

FRESNO, CA-TODAY the San Luis & Delta-Mendota Water Authority (SLDMWA) and Westlands Water District (WWD) filed a lawsuit in federal court to compel the U.S. Bureau of Reclamation (“Reclamation”) to examine the effectiveness of the existing measures intended to protect endangered species, the environmental impacts of those measures, and whether there are alternatives to those measures that would better protect both endangered fish species and California’s vital water supplies.

San Luis & Delta-Mendota Water Authority The existing measures, adopted in 2008 and 2009, are based on biological opinions issued under the Endangered Species Act.  The measures are responsible for the largest redistribution of Central Valley Project and State Water Project (water supplies away from urban and agricultural uses and have jeopardized the water supply for waterfowl and wildlife refuges.  Since 2008 and 2009, the farms, families, cities and wildlife that depend upon Central Valley Project and State Water Project water supplies have suffered substantial environmental and socio-economic harm from the reduced water deliveries caused by the existing measures, with little apparent benefit for fish.

Reclamation adopted the existing measures without any review under the National Environmental Policy Act (NEPA).  Federal courts, including the United States Court of Appeals for the Ninth Circuit, held this action violated NEPA, and Reclamation was ordered to perform environmental review.  The Ninth Circuit Court of Appeals wrote:

It is beyond dispute that Reclamation’s implementation of the Biological Opinions (BiOp) has important effects on human interaction with the natural environment.  We know that millions of people and vast areas of some of America’s most productive farmland will be impacted by Reclamation’s actions.  Those impacts were not the focus of the BiOp….  We recognize that the preparation of an Environmental Impact Assessment (EIS) will not alter Reclamation’s obligations under the ESA.  But the EIS may well inform Reclamation of the overall costs – including the human costs – of furthering the ESA.

The court-ordered review provided Reclamation a rare opportunity to reexamine the necessity for and the benefits of the existing measures, as well as the resulting impacts on the environment and water supplies, potential alternative measures, and new information and studies developed since 2008 and 2009.  It provided Reclamation an opportunity to make a new and better-informed choice.

Unfortunately, Reclamation neglected to take advantage of that opportunity. In November 2015 Reclamation completed an EIS that did not examine whether the measures are necessary or effective for protecting endangered fish populations.  Instead of analyzing the existing measures, Reclamation accepted them as the status quo.U.S. Bureau of Reclamation

The EIS did not identify any mitigation for the water supply lost to these measures, despite current modeling that estimated how the existing measures would reduce the annual water delivery capabilities of the Central Valley Project and State Water Project. Loss was estimated to be over 1 million acre-feet on a long-term average and in spite of years of harm caused by implementing the measures.

Nor did the EIS try to identify alternatives that could lessen these impacts.  Reclamation attempted to minimize the impacts of lost surface water supply by unreasonably assuming the lost supply would be made up from increased pumping of already stressed groundwater supplies.  In its Record of Decision issued January 11, 2016 Reclamation announced that it would continue on with the existing measures, and provide no mitigation.

It is inexplicable that Reclamation would pass up the opportunity to reassess the existing measures and make a much more careful and robust analysis than what is found in the EIS.  NEPA requires no less.

The lawsuit filed today seeks to compel Reclamation to do the right thing and perform the analysis it should have.  If successful, the lawsuit may ultimately result in measures that actually help fish, and identify mitigation activities or alternatives that lessen or avoid water supply impacts that millions of Californians in the Central Valley Project and the State Water Project depend on.

Many of those affected reside in disadvantaged communities and are already struggling to pay for a water supply made scarce by layers of other, yet equally ill-advised bureaucratic regulations.  California’s water supply is too precious for Reclamation not to make the best informed decision it can.

Final Feasibility Study Begins for Temperance Flat Dam

Mario Santoyo, executive director, San Joaquin Valley Water Infrastructure Authority (Joint Powers of Authority), described the major and historic event held last week at the Friant Dam regarding the Temperance Flat Dam and California’s future water supply.

“At the event,” Santoyo said, “a Memorandum of Understanding (MOU) between the U.S. Department of the Interior, Bureau of Reclamation and the Joint Powers Authority, basically defines what the scope of work is going to be. In essence, it is full cooperation between their technical people and our Joint Powers Authority.  Our people are working on tailoring the application to the state to optimize how much money we get from them. Keep in mind, we’re talking big dollars here; we’re not talking a million or a hundred million.”

At Friant Dam, a Memorandum of Understanding was signed between the Department of the Interior, Bureau of Reclamation and Joint Powers Authority for the Temperance Flat Dam.

Santoyo hopes to receive $1B in funding for the Temperance Flat Dam, although “it is going to cost somewhere around $2.8B. The maximum you could ask from the state is $1.4B. We don’t expect to be getting that because there is a lot of competition and there’s not enough dollars to go around. We’re hoping to shoot for somewhere around $1 billion,” he stated.

“In parallel with our efforts with the state,” Santoyo explained, “we’re working on the federal side with our senators and our congress members to obtain what they call a federal construction authorization—which allows the federal government to move ahead with this project. Then we work on appropriations,” he said.

Santoyo said the funding necessary to complete and complement dollars from the state will be procured in the same fashion as have projects in the past. “The Bureau of Reclamation typically funds the construction of a project and then recovers the cost through long-term water supply contracts or adjustments to existing water supply contracts,” he stated. “In this case, it would be adjustments to existing water supply contracts.”

Santoyo also noted preliminary feasibility studies are underway. Those already completed triggered the final feasibility report, “which is going through a final upper management review before being released to the public. I think we are all pretty confident it will come out in a very positive manner. I would expect that in the next sixty days,” he said.

The expected completion of the project varies. Santoyo estimated physical completion within five years,” but it has to go through design and environmental paperwork, plus legal challenges could cause setbacks as well. By the time you’re good to go, you’ll end up having this project built in probably under 15 years,” he said.

DAM CREATES NEEDED JOBS FOR VALLEY RESIDENTS

Nevertheless, Santoyo said the benefits of the Temperance Flat Dam project is to creates an economic boom and an increase in available jobs. “You’re going to be spending about $3B here for materials, labor, and everything that goes into it. It will be an economic boom; and once it’s built, we get more water reliability, creating a better situation for the farmers, and that creates employment. I wouldn’t look at waiting 15 years, it starts as soon as we start building,” he said.

“The best year for Temperance Flat is when we have high runoff periods, and we have those frequently,” Santoyo elaborated. “What I’ve determined is that there’s a 50% shot every time we have one that we will be dumping more than a million acre-feet into the ocean. That’s equivalent to a full-year of water supply for the east side of the valley. That’s a lot of water.”

DAM PROVIDES GROUNDWATER RELIEF

“The fact is, without this project, we will not be able to meet the ground water sustainability laws that exist because this water will be necessary to move underground to all these regions,” he said. “Right now, as it stands, San Joaquin River Settlement has taken away the Class II water that used by the Friant contractors to replenish the groundwater. Unless we have a means of replacing it, and that would be through Temperance Flat, we’re going to encounter very serious problems,” Santoyo noted.

“Take the typical example of a year in which we can save a million acre-feet in storage. We are not going to keep it there,” he said. “We are going to move it via the canal systems to the various groundwater recharging basins,” which capture and replenish underground water. “It’s not a matter of whether groundwater storage is better [or worse] than above-ground storage; they work in conjunction with each other to maximize storage.”

DAM SERVES A PURPOSE IN TIMES OF CRISIS

“There are a lot of conversations about the San Andreas Fault rumbling. If we had an earthquake, we could have a seismic event in the Delta,” Santoyo said. “What differentiates this project from all the other projects is that we could take Temperance Flat water and go north via the San Joaquin River to the Delta, or south via the Friant-Kern canal, across the valley canal to the California aqueduct then subsequently down to southern California,” he said.

“In a scenario of Delta failure, in which water was no longer moving to the millions of people in Southern California, that would be a crisis,” he stated, “they would be looking for help in any way, shape, and form. Temperance Flat could do that. That’s one of the public benefits being looked at by the California Water Commission, in a category called emergency services. That was written in there specifically because of Temperance’s capability.”

North Valley Regional Recycled Water Program Projected Completion

In our continued coverage of the monumental North Valley Regional Recycled Water Program (NVRRWP), Anthea Hansen, general manager of the Del Puerto Water District, talked about the projected completion for the project.

“We estimate the pipeline will be completed by December 2017—less than two years,” Hansen stated. “The first year’s combined quantities, if both cities (Turlock and Modesto) are online at the start date, will be somewhere between 25K and 30K acre-feet per year,” Hansen calculated.

NVRRWP will convey recycled water from Turlock and Modesto, currently being discharged into the San Joaquin River, instead to the Delta-Mendota Canal via pipeline for storage purposes and later use. “The sense that we all have here,” said Hansen, “is that this transaction and this accomplishment will change the future of the Del Puerto Water District for the better. It will give us some stability in our base [water] supply that we know will come year in and year out.”

After many years of working with various agencies and collaborating with  multiple cities, the project has passed all of its major hurdles and is set to break ground within the next few months. Using recycled water from treatment plants will reduce reliance on unsustainable groundwater supplies and also lower the amount of water pumped from the Delta.

“People use water in the cities every day, 365 days a year,” explained Hansen. “The reliability of the supply is so important to us because, for such a long time, we have not had reliability in our water supply,” Hansen noted.

“We have 40-year agreements in place with both cities,” she continued. “As a result of the program, even in the first years, each irrigable acre in the district will receive somewhere between one half to three-quarters of an acre-foot of guaranteed water supply, year in and year out.”

Hansen added the project will sustain a growing population. “Over time,” she remarked, “as the cites grow and the populations expand, the quantities of water are projected to grow over the build-out period for the project.”
