Roger Isom Warns: Take Precautions to Thwart Tree Nut Theft

Roger A. IsomWestern Agricultural Processors Association (WAPA) president and CEO, told CalAgToday, “Tree nut theft is still a serious issue this year, as it was last year. Folks behind the thefts have not been caught. We’ve had over 30 thefts in the last 6 months.”

There is good news. “We’ve had numerous attempts thwarted,” Isom commented, “because folks have started to implement some of the procedures that we talked about at our emergency Tree Nut Cargo Theft Summit back in December.” Following the successful Summit, nut theft legislation sponsored by the WAPA passed out of the Assembly Agriculture Committee unanimously. According to WAPA, AB 2805 (Olsen) would form a statewide California Agriculture Cargo Theft Crime Prevention Task Force with combined law enforcement services and support activities to fight agricultural cargo theft. Among the loads of tree nuts stolen was a load of almonds reportedly stolen during the Summit.”

Isom explained, “We brought experts in cargo theft from across the country to the training seminar held in mid-April in Modesto to make sure all members understood: What has happened? How are the thefts occurring? What have we learned from those thefts and the investigations? What can people do to prevent these thefts from happening at their locations?”

“What we’ve learned, for sure,” he explained, “is that if you do not implement the procedures, you will be hit. Following the December meeting, we’ve had companies hit by cargo theft; the [companies] that implemented the practices we talked about prevented thefts from occurring; those that did not have lost truckloads of tree nuts.”

Isom understands it is time consuming to follow the recommendations, and there is some cost associated with it. “You have to take the time to take pictures of the drivers,” he elaborated. “You have to fingerprint the drivers. You’ve got to make calls. You’ve got to make sure these truckloads of shipments have been placed at least 24 hours in advance. If there are driver changes, you cannot allow that. It takes some serious steps to prevent [theft].”

“We had one a few weeks ago,” Isom explained, “where they switched drivers and trucks—literally the day of [transport]. It ended up being OK, but the alarms went off. The next time it could be an actual fictitious pickup.”

Tracking a stolen truckload is difficult. Isom reported, “Typically they do get the license plate number. Prior to these thefts, they might have just asked the driver for the license plate number and taken his word for it. Maybe they would go to the extent of taking a picture of [the plate], but what if it is what they call a “cold plate”, a stolen plate?”

“In at least one of the thefts,” said Isom, “the license plates had been switched. The thieves literally stole somebody’s license plates off a pickup truck and put them on the truckload of nuts. Had someone in charge been educated on license plate numbers—just normal [information]—they may have easily discovered the plates were not valid; they were not applicable for a truck-tractor-trailer setup.

Isom remarked the thieves are clever. “Most occur on a Friday or just prior to a holiday,” he stated. “In some cases, the theft might not be discovered for 3 or 4 days. The damage depends on the value of the nuts at the time,” Isom said, “and are we talking about finished product? Has it been processed? Seasoned? But you’re talking a stolen value of at least $100k-$150k. That’s what makes it so attractive and why cargo theft is on the increase across the country.”

Furthermore, Isom stated, “We’ve been told by law enforcement that Los Angeles (LA) is now the highest cargo theft location in the world. It has increased dramatically in the last couple of years, and more so this past year. We did not see theft in tree nuts until recently. We had the occasional theft out-in-the-field or maybe at the huller—someone picks up a couple of trailers and tries to get rid of them—but not to this level, not this brazen, and not with finished product.

“Now it’s over 30 loads!” he said. “We’ve had almonds taken from 4 or 5 different locations; we’ve had walnuts; we’ve had pistachios from several different locations; and we’ve had cashews stolen. We didn’t even know there were cashews here in California, but they are imported and processed here in Fresno, and there have been multiple loads stolen.”

“Nobody is immune to it,” Isom commented. “Tree nuts are the preferred product right now compared to other cargo thefts—TVs, tires, or tablets. Tree nuts have no serial numbers; thieves can turn and burn them faster than you-know-what. The other attractive part about the tree nuts is you can also store them for while. You can hit the farmers’ markets just a little bit at a time. It’s easy.”

“This is not the common criminal,” Isom surmised. “This is something sophisticated. Look how they have hacked into the U.S. Department of Commerce (DOC) database to get this information. Look how shipping papers have been modified; they put their phone numbers on them, and it looks legitimate. We’ve had trucking companies’ identities stolen. They’re using their forms, their information, their drivers’ names, but it is somebody else doing this.”

“And trust me,” Isom added; “it’s not the guys just right along California State Highway 99 (‘the 99’), they’ll go to the smallest processor off the beaten path. They fool people with what looks like very legitimate paperwork. This isn’t something that somebody took a sharpie to; these look like legitimate shipping papers.”

Isom and WAPA are engaged with “all the law enforcement, not just the local county sheriffs, including the Cargo Theft Interdiction Program (CTIP) with the California Highway Patrol. We’ve got the U.S. Department of Justice, Federal Bureau of Investigation (FBI) involved now. There are a lot of people on it, but, because of the value, it’s so attractive that we’ve got to make everybody is aware of this.”

“This is a new type of theft facing our industry,” warned Isom, ” and you have to do your due diligence. It takes somebody taking some time, and it is going to slow down shipments. There’s no doubt about it; you have to be prepared and aware.”

Through the use of fictitious pickup, even if the drivers are caught, Isom explained it’s not a felony anymore due to changes in California laws. “If you hold the driver at gunpoint,” he said, “and you basically carjack the truck; that’s a felony. So they’re basically saying that legally, the processor or handler voluntarily gave up the load. So it is not a felony; it’s a misdemeanor. So guys aren’t doing any state prison time. They’re doing a couple of weeks in county jail. With all the overcrowding, Boom, they’re gone; let them go.”

“Quite frankly,” Isom relayed, “the majority of the trucks end up in LA, so that’s where law enforcement finds the trucks. And that’s where they say the theft ‘happened.’ You can’t get the LA district attorney to prosecute these cases because they are too busy with murderers, rapists, and other—what they consider more serious—crimes than your voluntarily giving up a load, in their opinion. Even though some of these loads are worth half a million dollars.”

“But now we have the FBI involved,” Isom affirmed. “Thieves are now stealing on interstate highways; these are now federal crimes. There is certainly more teeth in federal law. When we catch these guys, they’ll be in federal prison, doing some serious time.”

Collaborators on Pollinator Bee Nutrition: Bayer’s Bee Care Program and Project Apis m.

The North American Bayer Bee Care Program which, according to director Becky Langer, has invested more than $12 million to maintain pollinator health, has been working closely with Project Apis m. (PAm), which funds research to enhance the health and vitality of honeybee colonies while improving crop production.

Project Apis m. pollinator bee nutrition“We have enjoyed working with Apis m,” said Langer, “because foraging nutrition is one of the top factors affecting bee health today. Our ‘Feed a Bee’ program, launched in March 2015, has the goal to partner with 50 different organizations as ‘Feed a Bee’ partners, and PAm, dedicated to pollinator health, and is one of the “Feed a Bee” partners.”

Bayer Feed a Beed Program logoLanger explained that PAm really focuses on crops growers can plant around their orchards to provide for the bees when they arrive in California before the almond bloom, as well as after the almond pollination just before the bees move on to their next job. “Because PAm distributes free wildflower seeds and other to growers,” Langer said, “we see it as a great partnership that really helps pollinator health thrive and move forward.”

Christi Heintz, executive director for Project Apis m. (PAm), elaborated on the message she presented at the annual Almond Conference last month in Sacramento, “Our purpose at the Almond Industry Conference was to meet growers and talk to them about planting additional forage before and after almond pollination. These are times of dearth when honey bees are not getting the nutrition they need and beekeepers have to feed tremendous amounts of sugar syrup or high-fructose corn syrup to keep the bees alive,” Heintz said.

Project Apis m.Established as a non-profit organization in 2006, PAm has the goal of funding and directing research to enhance the health and vitality of honey bee colonies while improving crop production. Heintz explained PAm.—named after Apis mellifera, the scientific name for the European honey bee—offers farmers free mustard mix for pre-almond bloom or clover mix for post-almond bloom to extend the season of nutrition availability for bees when they are most vulnerable. The increase in forage also benefits bees by providing additional natural and more diverse sources of nutrition resulting in better pollination and increased crop yields.

Heintz wants more growers to take part in the program. She reemphasized, “Honey bees love almonds, but we worry about those times just before and just after bloom. If you can get something going before bloom, you’ll get bee colonies that want to go out and forage for pollen, and they will be in great shape for almond pollination,”Heintz said.

More than 99 percent of sampled food tested below allowable pesticide residue levels!

The U.S. Department of Agriculture (USDA) has confirmed again in its annual report that American consumers can focus on the nutritional benefits of conventional and organic produce without concern for pesticide residues. Over 99 percent of fresh and processed food available to consumers tested below allowable pesticide residue levels, as detailed in the 24th Pesticide Data Program (PDP) Annual Report released on January 11, 2016 by the USDA Agricultural Marketing Service (AMS). Only .36 percent [0.36%] of the products sampled through the PDP had residues above the U.S. Environmental Protection Agency (EPA) established tolerances, giving consumers plentiful options to meet their daily nutritional needs.crop life america logo

“Today’s consumers can choose from food produced with a variety of farming methods and necessary crop protection strategies and be confident that it will sustain and enrich their families’ lives,” stated Jay Vroom, president and CEO of CropLife America (CLA). “Across the nation, our growers continue to use the most advanced crop protection technology available to target specific crop threats. From precision agriculture to integrated pest management, farmers in the heartland, the plains, coastal areas and everywhere in between are pushing forward with the best ways to produce food for their communities and for the country.”

PDP researchers tested a total of 10,619 samples of fresh and processed fruit and vegetables (8,582 samples), oats (314 samples), rice (314 samples), infant formula (1,055 samples), and salmon (354 samples). To ensure the samples were representative of the U.S., researchers collected data in a variety of states throughout different times of the year. The findings support the Dietary Guidelines for Americans 2015-2020, recently released by USDA and the U.S. Department of Health, which encourage consumers to eat more fruits and vegetables.ChooseMyPlate.gov

“With rapid advancements in computing technology, the space for developing new ways to fight agricultural threats is increasing exponentially,” stated Dr. Janet E. Collins, senior vice president of science and regulatory affairs at CLA. “Consumers have a number of options at the grocery store, thanks in large part to the work of the scientific community involved in research and development, the companies that are manufacturing products, and America’s farmers and ranchers. The 2014 PDP report demonstrates again that, with the sound science-based regulation of pesticides and commitment from the industry, farmers and other stakeholders, we can reach toward making sure that every American, no matter their wallet size or geographic location, can access healthy food.”

A 2012 report from CLA demonstrates that crop protection has made healthy food more financially accessible to the American consumer, providing a 47.92 percent savings in overall grocery bills for a family of four in the U.S.1 In addition, increased agricultural production, due to advanced pesticides, has created an additional 1,040,661 jobs generating more than $33 billion in wages—all while decreasing the need for tillage operations, thereby reducing fossil fuel use by 558 million gallons per year.

Recent reports from the United Nations also show that an increasing number of people worldwide have gained access to healthy food. Over the past 25 years, the number of people worldwide who are hungry has declined from one billion to about 795 million, or about one person out of nine—which means that 2 billion people have avoided a “likely state of hunger” given the global population increase of 1.9 billion people since 1990-92.2 Multiple factors have contributed to the decrease in global hunger, including the integration of family farmers and small holders in rural areas into well-functioning markets for food, inputs and labor.

The PDP was established in 1991 for the purpose of collecting data on pesticide residues found in food. Information collected by the PDP is sent to the EPA to help the agency conduct important dietary risk assessments. The USDA also uses this data in the development of integrated pest management objectives. Since the PDP program was initiated, 109 different commodities have undergone testing. Attaining Irrigation Uniformity in Almond Orchards

Terry Prichard, a water management specialist with UC Cooperative Extension at UC Davis for 35 years whe he retired five years ago, is still at work. Prichard is currently collaborating with Almond Board of California to improve water management in almonds, especially irrigation uniformity. “I am still researching nitrogen management for all crops through a grant through the UC from CDFA, and I am helping the Almond Board with their irrigation initiative and their Irrigation Improvement Continuum,” Prichard said.

Prichard explained, “We try to apply water in order to get an average amount of water throughout the field and do that very uniformly. When it is done non-uniformly, farmers are using extra water to reach all parts of the field. So improving irrigation uniformity allows us to apply less total water, but still meet the crop’s water demands,” Prichard noted.

Improvements to irrigation uniformity can be done in any field, according to Prichard. He suggests your designer should strive for good irrigation uniformity when creating your irrigation design. “However,” he clarified, “if you design a less expensive minimal system which uses minimal size piping, you end up using extra energy to drive the pressure through the system to deliver water to the end. Driving that pressure causes friction loss in the pipe—pressure differentials from the top of the system near the pump to the end of the system on the last sprinkler or dripper. These pressure differentials deliver different volumes of water out of each sprinkler, micro-sprinkler or drip emitter, and that is what drives non-uniformity.”

Also important is irrigation maintenance—making sure the system is flushed out and emitters are changed when needed. “Improving uniformity with large orifice-type sprinklers or even larger micro-sprinklers,” stated Prichard, “tends to be a little easier because the holes are larger and don’t plug as easily. In smaller orifice-type systems such as drip irrigation, emitters easily become clogged with physical particulates or biological particulates like slime and algae. Most commonly, lime or manganese forms inside the emitter, clogs it up and reduces the flow, so maintenance of those systems is very important to maximize your designed-in uniformity,” he said.

Continuum irrigation is an important concept because there is a whole array of current grower practices, some at the minimum level for what we consider for most growers, some are transitioning to more sophisticated methods, and others are already there. I think this continuum will reassure people who are at the minimum level and encourage them to adopt more technological solutions to irrigation scheduling.”

Prichard said the Almond Board’s Almond Irrigation Improvement Continuum doesn’t have a set timeframe. ”It has more accomplishment phases and so what we hope to do is provide each grower with information that they can use on their farm to improve their efficient use of water to produce almonds.”

“And the Almond Board is making these strategies and new technology systems web-based,” noted Prichard. “It is very easy with a web-based system to input new things. The current continuum on the website conceptualizes the basic visual measurements and practices, and you can click on a specific practice for more information on how to incorporate it to accomplish your goals. Then there is a link to a specific discussion such as how to accomplish these efficiencies using drip irrigation, for example,” said Prichard.

”Almond growers have made tremendous strides in improving their efficient use of water, primarily from changing older flood-type irrigation systems to the newer pressure systems. This progress has been tremendous for the industry and for growers in terms of producing more crop using less resources.”

“However, we are now at the next level of using these methods, such as weather-based irrigation scheduling estimates, followed by soil- and plant-based checks, to ensure that you are delivering just the right amount of water,” explained Prichard. “The continuum has generated a lot of grower interest. We have several ways to go and many more tools now than we did ten or twenty years ago.”

Introduced at The Almond Conference in December, the full Irrigation Improvement Continuum and comprehensive background materials will be posted on the Almond Board’s website by March 1, 2016, providing “one-stop shopping” for almond irrigation management at all levels.

According to Almond Board’s January 2016 Outlook newsletter, the continuum describes three proficiency levels and provides a comprehensive program of irrigation management and scheduling practices in five key areas, and also explains how these practices can be effectively integrated at each level. The five key areas include:

  1. Measuring irrigation system performance and efficiency;
  2. Estimating orchard water requirements based on evapotranspiration;
  3. Determining the amount of water applied;
  4. Evaluating soil moisture; and
  5. Evaluating plant water status.

Proficiency level 1.0 (minimum) outlines research-based irrigation management practices that are within reach of all California Almond growers. Proficiency levels 2.0 (intermediate) and 3.0 (advanced) enhance practices to more sophisticated levels to attain even more “crop per drop.”

The goal is to assist all almond growers in meeting level 1.0 proficiency. Beyond this, Almond Board will work with growers to help them progress along the continuum to proficiency levels 2.0 and 3.0, in partnership with technical experts and resources available to California Almond growers, such as through University of California Cooperative Extension.

CALIFORNIA SUSTAINING GLOBAL ALMOND DEMAND

Domestic Consumption Greatest Source of Increased Almond Demand

 

Mark Jansen, President and CEO Blue Diamond Growers, issued a press release TODAY reporting that for the second consecutive year, domestic consumption of California Almonds is driving demand. U.S. shipments have grown 11% over a year ago, and in December they posted a 20% gain.  The U.S. is the most consistent, largest and greatest source of growth for California almonds.

Total global shipments for the month were flat to last year. Year to date, shipments exceed prior year by 6%.  We are now projecting a 2 billion pound crop, which should give the industry just enough almonds to sustain the current growth rate of 6%.

Prices are 25% higher than last year, so we are increasingly seeing which markets will pay premium prices for almonds. Sales weakness continued in two of the largest export markets, China and India. The total European region sits at 21% year to date over last year.  Spain had a particularly strong month receiving nearly 60% more volume than last year.  The Middle East is recovering, replacing last year’s losses with shipments up 28% over prior year for the month and climbing 39% year to date.
With demand for California Almonds firmly in place, prices are expected to remain solid as we progress into the bloom.

Big Crowd in Turlock for Tree Nut and Vine Expo

More than 800 growers and PCAs were at the Stanislaus County Fairgrounds TODAY, to hear from many speakers, visit with hundreds of exhibitors, talk about tree nuts and grape vines, and enjoy breakfast and a barbeque Tri-Tip lunch.

“It was the 18th annual event and with a record crowd. All growers were upbeat following a good harvest and good nut prices. Also, both domestic and export sales are increasing,” said Patrick Cavanaugh, editor of Pacific Nut Producer magazine and co-host of the event.
