Farmers Generous to Food Banks

California farmers are stepping up to supply fresh fruits, vegetables and meat products to the state’s network of food banks as part of the Farm to Family program. Jim Bates, chief financial officer of Fowler Packing in Fresno County, said “It’s a program we’ve been supporting for 20 years, starting with donations of peaches, plums and nectarines.”

“Unfortunately, 20 to 50 percent of the product we grow doesn’t make it to the marketplace,” Bates explained, “sometimes because of a very small cosmetic blemish. Bates says farmers like him really want to take advantage of these unmarketable crops and help the working poor in the Valley. “We don’t want to dump this product; we definitely want to donate it. So, we have developed contacts with the food banks and found ways to transport our products in cardboard bins, plastic bins—whatever they can take—and get it to them.”

Bates noted that Fowler Packing, which farms and ships tree fruit, including mandarins, and table grapes, is doing well, and the company would like to pay it back. “We have made big investments over the years; we’ve retooled our packing house, our mandarin and table grape operations are doing well, and we’ve had good times. We want to give back to the local community that has been so good in supporting us year in and year out.”

Andy Souza, president and CEO of the Community Food Bank in Fresno, noted the dramatically increased produce and meat donations from farming companies, “from almost 19 million pounds a year to almost 40 million pounds in the last three years. And yet, in our service area, we are only meeting about two-thirds of the need. We serve all five counties from the southern end of Kern County, including Tulare, Kings, and Fresno Counties, all the way to Madera County, and the need just continues to grow. We have seen the drought; we have seen the effect of changing commodities; and the impact on farm labor is a very natural part of an economy.”

Souza said Community Food Bank’s connection with those in need is critically important. “It is not just doubling the amount of pounds,” he elaborated, “it is the fact that for so many of the families we serve, we are the only source of fresh produce for them. And the result of not getting fresh produce is what we have seen in each of our five counties: childhood obesity rates over 40 percent.”

“It is rewarding for us to be the vehicle that actually touches the lives that these farming families are supporting. Without their support and donations, it would be an empty warehouse. We, in turn, provide the connection to our families in need. Our staff knows, on a very personal basis, the opportunity to hand fresh food, fresh produce, to families knowing it will be on their tables that evening,” Souza noted.

Souza said quite candidly, he has learned over the last five years, all he has to do is ask the farming industry for help. “The farming community, the ranching community—agriculture in general—is very giving if we ask. We have also learned you don’t ask the packing shed in August. By the time August rolls around, first, they are just incredibly busy; and secondly, they made those decisions in February. So we are learning and looking to the industry for great support and great help. We have been able to make an incredible partnership with the agricultural community here in the Valley.”

Souza said cash donations from companies and from the general public also help immensely because “the ability we have to stretch financial donations is incredible. For every dollar that is donated, we can provide seven meals for a family. Right now we have just over 8,000 partners each year and we would love to see that number grow to 10-, 12- or even 15,000.”

Drought-Stricken Israel has Plenty of Water

Israel is a drought-stricken country, yet they have plenty of water for farming and for their cities. What can California learn from these drought lessons from Israel?

Uri Shani, a Hebrew University of Jerusalem, Faculty of Agricultural, Food and Environmental Quality Sciences, professor and former director of the Israel Water Authority during the high-stress drought six years ago, said Israel reached its current water-secure status using recycled water from cities and commissioning seven desalination plants along the Mediterranean Sea. Shani said, “Clean, desal water is used by everybody, even the farmers; however, they mostly use the recycled water from the cities. The advantage of desalinated water over recycled water is improved quality because it comes from natural water that is cleaner and less salty.”

“Of course the desal water that goes to the cities is then recycled,” explained Shani, “which goes to the farmers. We’ve solved the water quality problem in irrigation by generating more desal water, as it is not expensive anymore.”

Shani summarized, “In the competition between the cities and the farmers, the farmers will lose by definition because you must supply drinking water. So, when water is limited, the farmers will lose; there is no question about it. Now, the possibility of getting more water will always favor the farmer,” he said.

CA Grown Campaign Builds Awareness of the State’s Agricultural Bounty

Denise Junqueiro, California Olive Committee director of programs and services and serves and CA Grown Campaign vice-chair, reported California Grown is really about building awareness of California-grown products. One of five Mediterranean climates in the world, California is a rare place where specialty crops that thrive in short, wet winters separated by a sunny and dry spring, summer, and fall, can be grown.

“We know people are curious,” said Junqueiro. “We know people want to know where their food comes from. We have an abundance of crops in our state, and we believe we grow these better than everyone else in the world. So we are trying to increase awareness—not only about our products—but about the farmers who grow them, because our farmers really care. Our efforts are about shining a light on all the bountiful fruits, vegetables and nuts we grow in California,” she noted.

California Grown, according to their website, gives farmers the platform to share their farm stories and to help consumers understand where their food comes from. Farmers present their food safety measures, choices in crop varieties, sustainable and creative packaging solutions to make serving dinner faster and more convenient, strong ties to the land and to their neighbors, pride in homegrown products and in their work; and support for the economy.

California Grown  is supported by the state and federal governments, hundreds of growers, and all Californians. The group also collaborates with about 20 member partners in California agriculture to remind everyone to seek out and purchase agricultural products grown and produced in California.

Are EDF and California Farmers on Same Page?

The Environmental Defense Fund (EDF) wants clean air and water, abundant fish and water life, a stable climate. California farmers want clean air and water, abundant wildlife, a stable climate with enough rain and snow for everyone, plus a good harvest so they can provide the nutritious food everyone needs to thrive. Are EDF and California farmers on the same page?

Meet Sara Kroopf, agriculture project manager with the Environmental Defense Fund’s San Francisco office. Kroopf’s expertise in agriculture economics, sustainable agriculture systems and corporate social responsibility, combined with her emphasis on building relationships with agricultural producers places her not only on the same page with California farmers, but on the same side of science.

Kroopf became interested in agriculture at an early age. “My best friend was the Dairy Princess,” she explained, “who has a thousand-head dairy facility in upstate New York. I think she is really the inspiration for my education and why I want to work in food and ag.”

Kroopf is amazed by California agriculture because it is very different. “The diversity,” she stated, “over 400 specially crops—is incredible! “I went to grad school at UC Davis because I had heard of the wonderful things that were out here, and I’ve stayed because I know there is a lot of innovation in California agriculture. It is the place to be.”

“I also spent some time working with a biopesticide company and learned about Asian Citrus Psyllid. So being in Kern County, learning about realities on the ground and the fight against the invasive Asian Citrus Psyllid, I think that was a good experience for me.”

Commenting on California farmers, Kroopf said, “I think we are doing a great job in California, and people don’t see that enough. I find myself in my urban community, now that I live in Oakland, California, trying to communicate about the realities of drought, the harsh realities that some farmers are seeing, but also the success and resilience of those communities. It is critical to have that dialogue at these times.”

Kroopf knows that farming should continue uninterrupted, “not only here, but in other places as well. Otherwise, we are not going to have a successful 2050 and feed the population. I mean, America has done a great job, historically; we have been feeding the world. But now it will become more challenging. I think we are up for the opportunity and like I said, California is leading the way.”

Kroopf commented about the flexibility of the California farmer to learn new things, such as a new way to apply fertilizer or conserve water, and the adaptability to take them on. “Having access to information is key. Historically, farmers didn’t necessarily know how much nitrogen to apply. And farmers always want to reduce the input application costs as much as possible. I know growers are not being fast and loose with their nitrogen, but there is always an opportunity to improve, and I see that in my own life. I think that is in all professions; farmers are not the only ones.”

Kroopf is quite bullish on California agriculture, even with the drought years. “Absolutely, I do hope farming continues here. The climate is right, and I want to be here, so I hope the drought doesn’t last too long.”

When asked about California farmers, Kroopf replied, “They are the smartest business people that I know. Someone once said, and I don’t know whom to quote, ‘farming is not rocket science, it is harder than rocket science.’ I honestly believe that. So of course, they are extremely intelligent. They deal with more variables in their work than pretty much anyone else.”

Ross Supports Desalination

CDFA’s Karen Ross Supports Desalination Plants

Following the opening of the Carlsbad Desalination Plant near San Diego, the largest seawater desalination plant in the Western Hemisphere, CalAgToday asked CDFA Secretary Karen Ross if she views desalination as a possible solution to the drought-induced water reductions in California.

“Desalination is an important part of the solution,” answered Ross. “Israel has really advanced this technology and there is much for us to learn about its use from Israel.”

Israel has had great success in battling drought by building many desalination plants along the Mediterranean Sea. The plants provide fresh desal water to the cities, which is used, cleaned and recycled for use on the country’s farms.

Ross continued, “I am especially optimistic about the use of practical smaller-scale desal projects to reuse our brackish water—the more inland saline water. Our researchers can use this technology to help us solve the ‘brine waste’ problem; it will absolutely be part of our new water picture. There is no single solution to our water picture, and I think we need to look to Israel to learn from their experiences as well.”

“’There is, no doubt, a cost to this new technology, but by figuring out the technology and foçusing on smaller scale projects, we should be able to scale this up to a point that will make it cost-effective,” said Ross. “Let’s face it, the value of the water it brings back for reuse is potentially going to change the price we all pay for it. But we really need to focus on improving this technology and getting those costs down as much as we possibly can.”

“The Carlsbad plant is a billion dollar investment, which is overwhelming and intimidating,” said Ross. “But when we amortize the cost and calculate what it means per household, this investment represents a very important source of supplemental water that also gives us some flexibility and resiliency for the next drought, and the one after that. Our circumstances are different than ten or twenty years ago, so the costs pencil out in a different way.”

The Claude “Bud” Lewis Carlsbad Desalination Plant is a 50 million gallon per day (56,000 acre-feet per year (AFY)) seawater desalination plant located adjacent to the Encina Power Station in Carlsbad, California. Desalination has evolved into a desirable water supply alternative by tapping the largest reservoir in the world – the Pacific Ocean. The technology, available for decades, is at work in many arid areas of the world including the Middle East, the Mediterranean and the Caribbean. A 30-year Water Purchase Agreement is in place between the San Diego County Water Authority and Poseidon Water for the entire output of the plant. The plant has been delivering water to the businesses and residents of San Diego County since December 2015.

Poseidon Water, the developer and owner of the Claude “Bud” Lewis Carlsbad Desalination Plant, is a privately held company that develops and invests in water projects throughout North America. Poseidon offers customized solutions to meet the water needs of municipal governments, businesses and industrial clients.

The Huntington Beach Desalination Project is also a 50-million gallon per day facility currently in late-stage development, also by Poseidon Water. Located adjacent to the AES Huntington Beach Power Station, the plant is scheduled to be operational by 2018.

Waterfowl  Migration Flyways Have Poultry Industry on Guard

We are at the peak of migrating bird traffic flying north to south, and poultry operations throughout California and the rest of the country are looking skyward with dread. The industry aims to detect all flyways as migrating birds are suspected of spreading Asian Highly Pathogenic Avian Influenza (HPAI) A (H5N1) virus that devastated the poultry business last year throughout the Midwest with some lesser problems in California. In fact, more than 48 million birds, primarily turkeys and laying hens, were infected and had to be depopulated last year throughout the Midwest.

“These global flyways waterfowl use to move north and south and back again every year are basically like freeways,” said Maurice Pitesky, a Veterinarian and UC Cooperative Extension assistant specialist and UC Davis School of Veterinary Medicine lecturer in Population Health & Reproduction. “And in those freeway lanes,” he continued, “different birds interface with each other. We have a Pacific flyway that covers California, which can interface with the East Asia and Australian flyways. If you look at the genetics found in North America, especially in California, the genetics match some of the HPAI found in South Korea.”

Locating birds in flyways can alert poultry operations to implement immediate measures to prevent potential HPAI spreading on anything on the outside or inside of the poultry house.

Feral Swine Also a Problem

Pitesky noted a great abundance of feral swine in California, and the geographical extent is poorly understood. “But what we do know with respect to influenza is that although feral swine, and swine in general, are unique species, influenza viruses from humans and influenza viruses from birds can infect swine. That represents one of the ways we get new strains of Avian Influenza that could adversely affect all animals, including birds and potentially humans,” he noted.

Of course, poultry HPAI is not a problem for humans. Pitesky noted, “When people say ‘highly pathogenic,’ it has nothing to do with whether humans get it or not. The ‘highly pathogenic’ label is specifically for birds in that it makes birds sick. There is no evidence any of those strains we found in North America are zoonotic, meaning able to infect humans, at this point,” he said.

Biosecurity Explained – 6 Simple Steps

The USDA Animal and Plant Health Inspection Service (APHIS) wants to help poultry owners keep their birds healthy by practicing biosecurity to reduce the chances exposure to animal diseases such as avian influenza (AI) or exotic Newcastle disease (END).

APHIS advises the following consistent daily biosecurity practices:

The USDA’s Fall 2015 HPAI Preparedness and Response Plan to preventing and responding to future HPAI cases, in collaboration with industry and State partners, includes:

 Promoting improved on-farm biosecurity practices in order to prevent future HPAI cases to the greatest extent possible

 Improving HPAI surveillance in wild birds as a means to provide “early warning” risk information to States and industry

 Expanding Federal, State and industry response capabilities, including availability of personnel, equipment, and depopulation, disposal and recovery options

 Improving USDA’s capabilities to rapidly detect HPAI in domestic poultry and to depopulate affected flocks within 24 hours to reduce the environmental load of HPAI viruses and their subsequent spread

 Streamlining the processes for payment of indemnity and the cost of eliminating viruses so that producers receive a fair amount quickly, to assist them in returning to production

 Enhancing our ability to communicate in a timely and effective way with producers, consumers, legislators, media, and others regarding outbreaks and other information

 Making preparations to identify and deploy effective AI vaccines should they be a cost beneficial addition to the eradication efforts in a future HPAI outbreak.

California Leopold Conservation Award® Seeks Nominees

SAN FRANCISCO, Calif. – (April 28, 2015), the California Farm Bureau Federation and Sustainable Conservation are accepting applications for the $10,000 California Leopold Conservation Award. The award honors California farmers, ranchers and other private landowners who demonstrate outstanding stewardship and management of natural resources.

“The Leopold Conservation Award celebrates the people and places where innovative and creative thinking and experimentation are taking place,” said Judith Redmond of Full Belly Farm, recipient of the 2014 Leopold Conservation Award. “If you or a friend include conservation in your daily decision making – I hope you’ll submit a nomination. It’s okay to brag about good land stewardship.”

“Good intentions and luck take no farmer down the road to profitability and improved land health. Leopold Conservation Award recipients epitomize the creativity, drive and heartfelt conservation commitment it takes,” said Sand County Foundation President Brent Haglund.

Given in honor of renowned conservationist Aldo Leopold, the Leopold Conservation Award inspires other landowners by example and provides a visible forum where farmers, ranchers and other private landowners are recognized as conservation leaders. In his influential 1949 book, “A Sand County Almanac,” Leopold called for an ethical relationship between people and the land they own and manage, which he called “an evolutionary possibility and an ecological necessity.”

“California’s future gets brighter only if we all do our part,” said Sustainable Conservation Executive Director Ashley Boren. “The Leopold Conservation Award celebrates those deserving, but often overlooked, landowner heroes who do their part every day to steward our environment in ways that benefit people and the planet. The Leopold Conservation Award is proud to have recognized a diverse range of agricultural operations over nearly a decade – including CSA, dairy, rice, vegetable and tree crop farmers, as well as cattle ranchers.”

California Farmer… ‘The New Endangered Species’

Ambitious filmmaker documents plight of the California Farmer from a new perspective

Simba Temba Hove grew up on a farm in the rural area of Zimbabwe in Africa. “[Farming] is all we did in my childhood. My father had ten kids, and all we did in the morning was wake up, go to the fields, work the fields the whole day and into the evening, and then go home. Everyday we did this, every day except Sundays. So, farming is very close to me. That’s all we did. I was in the rural area of Africa, so we were all subsistence farmers.”

Hove is intimately aquainted with droughts, having lived through the devastating 1982 drought in his country: “When the drought hits, there is nothing that you can do. There is no water system, and everyone is on their own. The drought hits your livestock, your fields, your plantations, your wells, your rivers, everything is gone.” Soon after, Hove came to America, went to college and became a registered nurse in the Bay Area.

When this epic drought hit California, Mr. Hove decided to combine his interest and experience with drought with his passion for filming. “The drought is the worst in a hundred years. If it were not the worst in a hundred years, I probably wouldn’t have filmed it…I want to see how the American farmer survives.”

He spoke to several farmers including Joel and Todd Allen and Vaughn Von Allman of Firebaugh in western Fresno County.  Also prominent in the film is Gayle Holman, public affairs representative for Westlands Water District in Fresno.

Hove used these interviews to let African farmers compare their experiences: “I wanted to do a documentary like this one so I could show African farmers. When I first talked to Joel, my idea was to show this to African farmers so they could see what an American farmer’s life is like through the drought, and how he survives.”

Hove was shocked that California adheres environmental restrictions to save an endangered species of fish, the Delta Smelt, even in one of the worst draughts on record: “Honestly it would be unthinkable in Africa—to protect an endangered species when the draught is that bad. In Africa it is all about survival, it’s all about human survival.”

He kept thinking how this situation would play out in Africa, “Everyone would think you’re are crazy. Everyone would think you were out of your mind to think of protecting an endangered species like a fish.”

“California Farmer… ‘The New Endangered Species'” is a riveting and powerful documentary film that illustrates the challengers and the struggles faced by Central California Farmers and their communities.

California’s groundwater is back in the spotlight. Largely invisible, lightly regulated and used by 85% of California’s population and much of the state’s $45 billion agriculture industry, groundwater is a crucial reserve that helps stave off catastrophe during drought periods like we’ve experienced over the past three years.

Unheralded, Underegulated and Overused, California’s Groundwater Is in Crisis

California's groundwater managementBut after more than a century of unregulated use, California’s groundwater is in crisis – and with it the state’s hydrologic safety net. This carries profound economic, environmental, and infrastructure implications. How did it come to this, and what do we do now?

6 Million Californians Rely on Groundwater

Over 6 million Californians rely solely or primarily on groundwater for their water supply. Many of them reside in towns and cities in the Central Valley and along the Central California coast, where communities generally have limited local surface water options or don’t have the ability to finance other water supply sources.

For Others, Groundwater Complements the Surface Water Supply

Generally, though, groundwater is used alongside surface water to meet the state’s needs, which range from urban and industrial uses to irrigating roughly half the fruits and vegetables grown in the United States.

In normal and wet years, groundwater provides 30 to 40% of the water supply. It supplements surface water that is collected from snowmelt and rainfall then is stored and conveyed by a vast system of state and federal dams, reservoirs, and aqueducts.

During droughts, surface water availability can be sharply reduced, leaving water users to pump water from local wells. At times like these, groundwater can surge closer to 60% of water used statewide, and even higher in agricultural areas like the Central Valley.

When Rain and Snow Don’t Fall, Groundwater Prevents Disaster

This year, the third consecutive year of an extreme and extensive drought, state officials have warned that little or no surface water will be made available to most consumers. In turn, water providers are advising large users to pump their own groundwater.

As bad as this drought is, it is not uncommon. Droughts are a part of life in California, as anyone who has lived here long enough knows. But what most may not know is that groundwater has been getting us through droughts, including the last big one in the 1970s, and it is getting us through the one today.

In fact, 5 million acre feet of additional groundwater will be pumped in the Central Valley alone to make up for the 6.5 million acre feet in surface water reductions for agriculture in 2014. Even so, the economic loss for the Central Valley from this drought is expected to be $1.7 billion.

By Overusing Groundwater Today, We Are Living Off Our ‘Savings’

Writers often turn to financial metaphors to explain the importance of groundwater. As Tom Philpott of Mother Jones magazine wrote recently, “To live off surface water is to live off your paycheck … To rely on groundwater, though, is to live off of savings.”

Another metaphor frequently applied to groundwater is that of mining. In fact, “groundwater mining” is exactly what experts call nonrenewable groundwater use, where farmers “mine” water to grow almonds, alfalfa or grapes. You could even say they are “mining” those commodities themselves.

Recommendations for Groundwater Reform 

Through numerous hearings, workshops, and consultations with experts and interest groups, recommendations by groups such as the California Water Foundation are coalescing around the concept of local groundwater management with the state serving as a backstop authority if local action has not occurred or is insufficient.

Next steps might include creating and empowering local groundwater management entities; requiring groundwater management plans; and defining the state’s role for assistance, oversight, enforcement and funding. PLF On 9th Circuit Biological Opinion

PLF statement on 9th Circuit Upholding Delta Smelt Biological Opinion

Last Week, a panel of the Ninth Circuit largely upheld the federal government’s 2008 “biological opinion” for the delta smelt, a regulation under the Endangered Species Act has that triggered draconian restrictions on water deliveries from the federal and state water projects to the San Joaquin Valley and Southern California.

Pacific Legal Foundation (PLF) attorneys represent some of the farmers in the case who are challenging the biological opinion as an abuse of federal power based on questionable science and shoddy regulatory procedures.

Damien Schiff, a principal attorney with PLF who represents farmers in the case, issued this statement today, in response to the Ninth Circuit’s ruling:

“The Ninth Circuit has done a reverse rain dance for California, practically guaranteeing that the impacts of our current drought will be more devastating,” said PLF Principal Attorney Damien Schiff.   

“The ruling gives judicial blessing to regulations that impose real punishment on people with only speculative benefits for a declining fish species.   Under these draconian regulations, water is withheld from farms, businesses and communities from the Central Valley to San Diego based on sloppy science and ideological agendas.    

“There’s a drought of common sense in the bureaucracies that impose these regulations – and in the perverse legal precedents that lead courts to uphold them.  In one notorious precedent, TVA v. Hill, the U.S. Supreme Court said the Endangered Species Act gives absolute priority to species over everything else, including the general welfare of the human community.    

We must all hope that California’s water crisis – made worse today by the Ninth Circuit – can prod the U.S. Supreme Court to reconsider its past decisions that are leaving us so parched.    

Indeed, the one hopeful aspect of today’s ruling is there’s a possibility the smelt case could get to the Supreme Court.  There, it might result in a decision that turns the tide of environmental law away from imbalance and zealotry, and back toward sanity.”
