UPDATE: ACP Quarantine and Advocacy for Unimpeded Eradication

CDFA filed a proposed emergency amendment TODAY to expand the ACP quarantine area in response to an “infestation” of the Asian citrus psyllid (ACP), Diaphorina citri, detected in the Farmersville/Visalia area (June 4, 2014), Tulare County. One adult female was found in the area. The proposed 14-mile expansion will include the Visalia area, and the state’s vast ACP quarantine will cover 46,544 sq. miles.

The regulation defines emergency as” a situation that calls for immediate action to avoid serious harm to the public peace, health, safety, or general welfare.” The government code provides,”if the emergency situation clearly poses such an immediate, serious harm that delaying action to allow public comment would be inconsistent with the public interest, an agency is not required to provide notice.”

CDFA Secretary Karen Ross believes that this emergency clearly poses such an immediate, serious harm that delaying action to give the notice would be inconsistent with the public interest. Therefore, Ross proposed that the CDFA Director may adopt reasonably necessary measures such as bypassing the mandatory notice five working days prior to emergency action in order to carry out emergency provisions. Additionally, she requested that the Director be permitted to establish, maintain, and enforce quarantine, eradication, and such other regulations necessary to circumscribe and exterminate or prevent the spread of any pest which is described in the code.

This comes after the California Citrus Industry’s recent backlash against the Executive Committee of the California Citrus Pest and Disease Prevention Committee’s proposed easing of the state’s ACP quarantine and eradication efforts.

And, while CDFA uses the word, “infestation”, Joel Nelsen, President of California Citrus Mutual, commented at the recent United Fresh Convention in Chicago, “There were two more ACP finds found in the northeast part of Tulare County. They were individual finds. Intensive trapping and tapping on the trees, looking for the ACP, hasn’t found any more. So one would argue that we’ve got a population—given the finds in the last year—but we’re still talking single digits.” Nelsen believes this demonstrates the eradication programs are working. “We’re supposed to find the ACP before finds a commercial citrus industry, and we’re doing that.”

Nelsen said the Executive Committee’s recent proposal to significantly modify the program was, “based upon some subjective analysis by a team of scientists who in fact believe that there’s more out there than what we can find.”

“So,” he continued, “we’re obligated to prove a negative; and as long as we do the intensive trapping program, as long as we continue the mandated treatment program, as long as we’re aggressively looking for the Asian citrus psyllid—I don’t see how, and industry doesn’t buy into the fact, you have an endemic population. We’re not finding them in volume; everything is isolated.”

“So, when the industry first became aware of this possible change in the treatment zones of the quarantine mandates, the industry challenged CDFA.”

Now, not only does the ACP program remain intact, but TODAY, CDFA Secretary Ross proposed measures for an unhindered and  immediate eradication response by CDFA to ACP discoveries.

CAPCA’s Terry Stark: Biopesticides More Mainstream

Stark Speaks About CAPCA and its Role in the Biopesticide Industry.

Terry Stark, President and CEO of California Association of Pest Control Advisors (CAPCA,) told 140 attendees at the Biopesticide Industry Alliance semi-annual early April meeting in Sacramento, what his organization thinks about the softer pest and disease control products.

“CAPCA represents 3,000 members of the 4,000 licensed-PCAs in California.

We have expanded our educational outreach through CAPCA-ED. We run 40 seminars annually throughout the state to aid all license-holders to improve their categories,” Stark announced,” said Stark.

“The regulatory burden pushes us to be better and more advanced,” Stark said. “CAPCA has 16 chapters, and each chapter has a director seated on the state board. My Chairman of the board is Jeremy Briscoe a Certis USA national manager. So I believe CAPCA is very well integrated with the biopesticide industry. Jeremy is the first representative that is a non-retail, non-independent to serve as the chair of CAPCA. This is a big move in the mentality of what we do,” said Stark.

CAPCA has traditionally centered on the San Joaquin Valley – production agriculture – the heart and soul of diversified agriculture and the money. “However, in the last 10 years, the wine industry has taken a step higher than the our other crops. All of a sudden we have Napa, Sonoma, Paso Robles, and southward to Santa Maria and Ventura County.”

Stark explained that everything west of I-5 tended to be the “softer side” of PCAs and chemical use in California. “I say that with respect because the wine industry was looking for ways to use less conventional products, ways to brand both organically and sustainability and with lower tolerances for their products. That caught on solidly seven or eight years ago.” Stark continued, “My largest independent PCAs are between Mendocino and San Francisco.”

“Like my Ventura guys and gals, they use more biological controls by releasing a lot of beneficials,” said Stark. “And it’s hard to come in with a hard-core application and maintain your beneficial populations,” he said.

When Stark was asked to speak at the Biopesticide Alliance meeting, he was asked to talk about perceptions. “I reflected on what I saw as a manager when they hired me to come to CAPCA. You talk about perception of biopesticides, with all due respect to my membership, 30 percent think that it’s one way or the highway.

In the central part of the state, from Kern County and throughout the desert valleys, it’s still spray and run. It’s big business, big acres. But it has its place,” said Stark.

He spoke about California being a hodgepodge of the most invasive species in the world, with many new pests coming in seemingly every week.

“Our entire citrus industry is facing Asian Citrus Psyllid which vectors the deadly citrus greening disease; we just survived the Glassy-winged sharpshooters in the wine industry; and, we’ve got Shot-hole bores coming to avocados. This represents huge production areas,” he said.

CAPCA has recognized that there are new ideas in pest and disease control and has moved towards being able to incorporate other chemistries, pheromones, and other items into the tool chest.

 

CAPCA’s Aging Demographics

Stark shared some demographics of CAPCA. “In CAPCA meetings, I don’t see a lot of dark-haired people sitting in the room. I don’t see a lot of females sitting in the room.

Our gender is 10-15 percent females,” he said.

Seventy five percent of my membership has 16-plus years of experience as PCAs. CAPCA also manages 1,000 Certified Crop Advisor (CCAs) who focus on nutrient recommendations, and the same demographics carry over to them. Of that, 35 percent have 30-plus years of experience. Do you think many will work past 30 years?

CAPCA’s last membership survey was done in 2010. We are projecting a 20% loss of membership by 2015. And that continues outward in a five-year cycle.

Through the Department of Pest Regulations we are only testing maybe 12-15 percent maximum replacements with young PCAs coming into the cycle.

How do we survive? We are turning to electronics, iPhones, and iPads.

PCAs have to be licensed in California if you are using restricted-use materials, soliciting for sale, and/or acting as an expert thereof. That takes care of the whole sales group too.

So, in biopesticides, you’re outside of that umbrella in most ways. You have some products that you to play with, but overall, that gives a “softer approach” for the younger PCAs to look at.

 

 Working Areas of PCAs

Sixteen percent of PCAs work in field and row crops; 34 percent in trees & vines, the only ones getting water this year; vegetables at 12 percent; and turf and ornamentals –10 percent. Turf and ornamentals in California drop 50 percent in the last 5 years with the collapse of the housing and commercial real estate industries, plus golf courses, they have had a pullback. So our members have moved to retail and other areas.

If you are in PAC and you are in retail, you represent 30 percent of the industry. Eighteen percent are independents, and that means you truly do your own thing: if you have alfalfa, you have 20,000 acres you’re looking at; if you have citrus, you’ve got 3-5,000 acres; if you have vineyards, you’d better have 2-3000 acres to pay for it—if you want to make big money—and you’re working 7 days a week to do that. Seventeen percent are in-house; these are the Paramount’s and the Boswells of the industry. They hire CCAs and PCAs like full-time employee of the ranch.

The dynamics of I-5 is not moving into the Central Valley or into the southern counties. You have pockets of Los Angeles and Santa Barbara where you have nursery stocks, that‘s always been kind of open to the biopesticides industry and its products.

What I think has made the biopesticide industry successful, beyond all of your research, hard work and marketing, are the opportunities and the new wave of using your thumbs, and twitter, and communications, and Facebook, and social media in general. The outreach that you can do your business on the iPhone and still drive down the road, answering your clients’ questions has enabled the “boutique” industry in the last 5 years to come closer to the mainstream because customers don’t have to do any special work to find out about you. You are in their feed lines of information. These are important tools,” said Stark.

“California is a highly-regulated environment, so electronics has complemented other resources. I think the known fact that many products are less toxic is a huge benefactor,” he said.

“Take the Light Brown Apple Moth, which ended up being a environmental community PR campaign that kicked food and agriculture’s butt in California. And now every fruit tree in Santa Cruz is going to die from the apple moth. You can’t even move the firewood because it will contaminate the rest of the area,” Stark said.

The unknown elements of a pheromone to treat the moth were a big problem because the public did not understand, and the industry took it for granted. “The pheromone is about as soft and appropriate as you can get in the marketplace,” said Stark. “But we need to approach the public in a different way. And I think the biopesticide industry is doing a much better job,” he said.

“I’d be remiss with all of the large companies sitting in the room, the BASF’s, Syngenta’s, Bayer’s, the Valent’s—all have learned to adopt and bring into their tool chest additional products that can complement their conventional materials and usually make the grower more profit,” noted Stark.

“CAPCA doesn’t get into this much, but we have a lot regulatory obligation responsibility to protect the field worker. The toxicity and the life of the product go a long way in how you get back into the field,” he said.

“So, in the biopesticide world, you have a better opportunity of targeting the exact pest you need to target. It’s not a broad-spectrum-type deal. So that gives you the advantage. My PCAs see that– my 50 percent younger side in the house – sees that. And that’s a positive for this industry,” Stark said.

IPM is not a word that is understood until you get to California. CAPCA cannot do anything in his recommendation without being CEQA-oriented (California Environmental Quality Act) must look for alternative uses before any restrictive material can be made; otherwise he is in violation of his own recommendation. IPM, and biopesticide products fit that requirement to make that check mark when they do that.

“In addition, biologicals are lower priced than they ware 7-8 years ago. And that’s good because the grower doesn’t spend a dime more than they have to. If you think PCAs are out there pounding product or fertilizer on, and the farmer is not making any money, just three minutes later in the coffee shop, that guy is fired and another is hired,” Stark said.

“It is important to the sustainability in going forward, when you have a regulatory environment like we do in California. We have a built-in arena here and people are always listening to what can be done better and still make a profit. In my opinion, you are off to the races and biopesticides are mainstream now,” noted Stark.

If you can hit 15-20% of the marketplace, it’s been a great quarter-century run for you to get there and I think the CAPCA membership is looking forward to a long-lasting relationship.

He reminded attendees of the popular CAPCA Conference, Oct. 19-21, 2014 at the Disneyland Hotel in Anaheim. “I have 1,300 attendees and 150 exhibitors. What better place to be than with 800-900 license holders. It’s all relationships. Once you get the relationship, your social media, and your electronics, your product will sell itself,” Stark concluded.

Asian Citrus Psyllid Quarantine Expansion in Tulare County

An additional portion of Tulare County has been placed under quarantine for the Asian citrus psyllid (ACP) following the detection of two psyllids in separate traps in an unincorporated area northwest of the community of Ivanhoe in Tulare County. This brings the total quarantine area in Tulare County to 856 square miles.

The new quarantine zone measures 110 square miles in Tulare County, bordered on the north by Avenue 384; on the east by Road 180; on the south by E Main Street; and on the west by Road 80.

The new quarantine zone will connect existing quarantine zones already in place. A map is available online at: http://pi.cdfa.ca.gov/pqm/manual/pdf/maps/3435ACPTulareCounty.pdf

Also, a single ACP has been detected west of Exeter near the community of Farmersville recently and may lead to another quarantine expansion later this month. The parameters and size of that additional new regulated area are still being determined.

In addition to the developments in Tulare County, ACP quarantines remain in place in Fresno, Kern, Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, and Ventura counties.

The ACP is an invasive species of grave concern because it can carry the disease huanglongbing (HLB), also known as citrus greening.  All citrus and closely related species are susceptible hosts for both the insect and the disease.

There is no cure once a tree becomes infected.  The diseased tree will decline in health until it dies.  HLB has been detected just once in California – in 2012 on a single residential property in Hacienda Heights, Los Angeles County.

HLB is known to be present in Mexico and in parts of the southern U.S.  Florida first detected the pest in 1998 and the disease in 2005, and the two have been detected in all 30 citrus-producing counties in that state.  The University of Florida estimates the disease has tallied more than 6,600 lost jobs, $1.3 billion in lost revenue to growers and $3.6 billion in lost economic activity.

Ranchers Concerned About Invasion of Medusahead Weed on Foothill Rangeland

One of the worst rangeland weeds in the West is aptly named after a monster in Greek mythology that has writhing snakes instead of hair.

Medusahead, an unwelcome transplant from Europe, is anathema to the cattle living off rangeland grass. The weed’s three-inch-long bristles poke and sometimes injure the animals’ mouths and eyes.

The weed is also low-quality forage for livestock. When medusahead takes over rangeland, it reduces the forage value by 80 percent.

When Fadzayi Mashiri, UC Cooperative Extension advisor in Mariposa, Merced and Madera counties, was appointed in 2013, she became the first natural resources and rangeland expert to hold the position since the retirement of Wain Johnson more than a decade before.

She polled local ranchers to determine their most pressing problems. They said weed management, and in particular, medusahead.

Medusahead is relatively easy to identify on the range. It has distinctive stiff awns and a seed head that does not break apart as seeds mature. Patches of medusahead are obvious when spring turns into summer.

“Medusahead stays green after most of the annual grasses have dried off,” Mashiri said.

Medusahead has high silica content, making it unpalatable to cattle. The silica also protects the plant from decomposition, so a thick thatch builds up on the rangeland, suppressing more desirable species, but not the germination of the next year’s medusahead seedlings.

Over the years, UC scientists have discovered a number of medusahead control strategies:

  •  Corral cows on medusahead before the plant heads out or employ sheep to graze medusahead patches. It’s not sheep’s favorite forage either, but they will eat if left with no other option.
  • Prescribed burning in late spring or early summer. However, this strategy poses air quality and liability issues.
  • Apply nitrogen fertilizer to medusahead to improve palatability before it flowers, which is showing promise for controlling the weed and boosting the value of infested rangeland.
  • Chemical control.

In spring 2014, Mashiri conducted a demonstration field trial in Mariposa County of medusahead control with the herbicide Milestone, which was developed by Dow AgroSciences mainly to control broadleaf weeds like yellow starthistle.

The trial followed rangeland weed control research done by scientists including Joe DiTomaso, UC Cooperative Extension specialist in the Department of Plant Sciences at UC Davis. DiTomaso found that the density of medusahead in treated areas declined and concluded that Milestone prevents medusahead seedlings from thriving.

Unfortunately, Milestone treatment of large rangeland areas is expensive.

“But if the value of forage declines, the productivity of livestock is compromised,” Mashiri said. “When you look at it that way, the chemical treatment might be useful.”

Tree-killing bug invades Southern California

Akif Eskalen steps through the dense, damp leaves in a wooded neighborhood, scrutinizing the branches around him. He’s looking for evidence of an attack: tiny wounds piercing the bark and sap dried around them like bloodstains.

The victims are box elders, sycamores and coast live oaks, all in some state of suffering. Eskalen approaches a tree riddled with 1-millimeter holes, as if someone used it for miniature target practice. It’s time to nab a perp. He selects a hole, pulls out a large knife and expertly levers out a chunk of wood.

There, in his hand, is a glossy beetle no larger than a sesame seed: the polyphagous shot hole borer.

Though small and sluggish, its appetites are wide and its spread is relentless. It attacks forest trees, city trees and key agricultural trees. It has defied all conventional and chemical weapons. No one seems to have a way to stop it.

This cul-de-sac, in the foothill community of Pasadena Glen, has been particularly hard-hit. One giant tree was so weak that one of its trunks toppled from one resident’s yard across a creek and crashed into a neighbor’s. Another tree was filled with green jelly, its insides completely digested.

“We’ve got a canyon full of highly educated people who want answers,” said longtime resident Linda Williams, a retired business owner.

Eskalen, a plant pathologist at UC Riverside, wants to contain this invasive bug before it spreads throughout Southern California. Already the beetle has been sighted as far south as San Diego, as far west as Santa Monica, as far east as the Riverside County city of Eastvale.

Eskalen tips the beetle into a glass vial. He detaches a pink spray bottle from his backpack and administers a few lethal squirts of ethanol before twisting the vial shut.

These beetles have a strange M.O. They don’t eat wood, like termites; instead, they drill circular tunnels toward the heart of the tree. They carry fungal spores in their mouths and sow them like seeds as they go.

Then they harvest the fungus to feed their larvae. It’s a deadly partnership: The beetles attack, but the fungus also helps to kill, colonizing the wood tissue and spreading through the plant.

The beetles have easily evaded the authorities. Inside the tree, they’re well protected from pesticide sprays. The incestuous offspring mate with their siblings inside the trunk, so sex pheromones do not lure them out.

“If we can’t control them,” Eskalen said, “they are going to wipe out all our trees.”

Eskalen’s first contact with these devious bugs was in 2012, triggered by a desperate email from South Gate resident Chelo Ghaly. The real estate closer’s avocado tree had been oozing white spots all over its trunk.

Local gardening authorities were of no use. Suggestions to try fungal sprays failed. Frustrated, she scoured the UC Riverside website and found Eskalen, who studies avocado diseases. She sent him pictures of the damage.

Eskalen said he looked at the strange symptoms and grabbed his car keys.

After examining the fungus in Ghaly’s tree, he took his findings to the California Avocado Commission. To date, they’ve given UC Riverside scientists a total of $800,000 to broaden his investigation into this mysterious species of ambrosia beetle.

His survey came to a head when he reached the Los Angeles County Arboretum and the Huntington Botanical Gardens — two repositories of healthy, well-kept trees.

They’re not so healthy anymore.

At the Huntington in San Marino, Eskalen spied a diseased specimen. He hopped up, grabbed a high branch with both hands and bounced until it snapped off.

“Ach, Akif, really?” said Tim Thibault, the Huntington’s curator of woody collections. It didn’t matter: The plant was probably a goner.

Such pests typically feast on a small group of plants. But this one doesn’t seem to discriminate.

When Eskalen and his colleagues surveyed the 335 species at the Huntington and the Arboretum, in Arcadia, they found the beetle had attacked 207 of them and 54% of these victims were infected with fungus. Nearly two dozen of the trees were being used as reproductive hosts — places where the beetles can raise their brood.

The consequences of a wide-ranging infestation could be enormous. Common city trees, such as American sweetgum and maple, would become public branch-dropping hazards. Native trees such as the California sycamore and the coast live oak have started to succumb, creating a fire risk in the form of dead, dry tinder. Avocados and other crops could face huge financial losses.

Like any good forensic investigator, Eskalen is using DNA to crack the case. He started by sequencing the fungi from diseased trees and found there were three different species — two that may serve as food and one that may act as protection by fighting off competing plant pathogens.

He also enlisted UC Riverside entomologist Richard Stouthamer to examine the DNA of the beetles themselves. Stouthamer’s genetic analysis traced the bugs to Vietnam.

Experts aren’t sure how the beetle made its way to the U.S. Invasive species around the world are moved on human cargo, in clothes, in wooden shipping pallets and in boats’ ballast water.

The beetles are not as much of a pest in Asia — perhaps because some other critter keeps them in check. Maybe that natural enemy could be brought to California to fight the infestation, a practice known as biological control.

In March, Eskalen, Stouthamer and Thibault spent two weeks in Vietnam, searching forests and fields for these natural vigilantes. They collected a host of possible allies, whose DNA is being analyzed in the lab.

Thus far, what little is known about the polyphagous shot hole borer doesn’t place it in the alarm-raising category of the Mediterranean fruit fly or the Japanese beetle, which some say spread more quickly. The U.S. Department of Agriculture hasn’t imposed any restrictions to contain this beetle.

Still, Eskalen and others fear a worst-case scenario if not enough is done to contain the pest. The number of tree species attacked by the beetle now stands at 286.

Even as the Vietnam-related infestation spreads, Stouthamer’s genetic fingerprinting linked the incursion in San Diego to a different population in Taiwan.

While scientists try to get a handle on the situation, residents like Ghaly are struggling with the pest on their own.

Ghaly had been keeping the tree alive at Eskalen’s request. But as her tree worsened, she thought about her elderly mother cleaning up after the failing plant. There were also signs that the infestation in her neighborhood was spreading.

New ACP Quarantine in Tulare

Big Effort in Place to Minimize ACP Spread

Too many local growers, its about eliminating and controlling the spread of the invasive insect which can carry a deadly disease on citrus known as citrus greening.

Gavin Iacono, a Deputy Ag Commissioner for Tulare County, where a new quarantine for asian citrus psyllid has been established.

“With this latest finds in the Ivanhoe area, the CDFA has expanded the quarantine which means now that it will connect the Dinuba area quarantine and then the rest of the county quarantine,” said Iacono. “So that realistically now the quarantine a goes from almost the Reedley area all the way down to just south of the Kern County line. Through the whole citrus belt area now.” He added.

Iacono notes that restrictions found in the quarantine.

“Well with the quarantine, it everything  thing will be the same as previously to move fruit outside the quarantine. It has to either has to be field cleaned or would to have to have a spray treatment on the orchard prior to picking and then moving. But any fruit that is staying within the quarantine it has no restrictions whatsoever, it can move freely within the quarantine.” said Iacono.

Iacono says the fruit is safe once it gets inside the packing house.

“Once the fruit has gone through the packing process, its no longer considered a host of the asian citrus psyllid, so then they’re free to be able to ship it anywhere they want to.” said Iacono.

And while the CDFA hasn’t made an official statement, it was reported yesterday that a new ACP has been discovered in a trap, west of Farmersville, in Tulare County.

Could CDFA’s ACP Control Policy Devastate Our Citrus Industry Like Florida’s?

It seems that CDFA officials are giving up on controlling the Asian Citrus Psyllid (ACP) in Central California citrus growing areas! It sure looks like it.

Ever since the May 12 ACP trappings in the Lindsay area of Tulare County, there has been a major back-step in what has been an aggressive mandatory spray program to control any possible live psyllids within an 800-meter radius around the trap.

Now CDFA is suggesting that the spray programs should be voluntary and only 400 feet around the trap find.

According to Joel Nelsen, president of the Exeter-based California Citrus Mutual, “The conversation relative to the change in eradicating or treating for the ACP came about with a discussion between a few members of the scientific community and the department.”

“Frankly, the industry was unaware of this possible change in the program. When it was first released to the AG commissioner, it shocked everybody–is my understanding,” Nelsen said.

“And as a result, last Friday afternoon, the executive committee members from our pest and disease management committee had a very direct conversation with senior leadership of the CDFA. I understand that the conversation was extremely candid, somewhat emotional; if the industry to is going to be supporting a program to the tune of 15 million dollars, they want a say in how the program is run. And evidently, the Department of Agriculture is making some subjective decisions that we don’t believe are appropriate.”

“From my perspective, there were mistakes made at the onset of this program that we had to learn from; and if we don’t take seriously—psyllid control, psyllid control, psyllid control!—we’re going to end up in the same type of quandary that our colleagues in Florida, Texas, Mexico and even Brazil are in.

Too many psyllids, an endemic population, some of which will contract citrus greening disease and eventually contaminate citrus trees, could devastate central California’s $2 Billion industry. “If we even allow one psyllid to continue to foster a population, then we have failed at our effort. And so from the perspective of Citrus Mutual, we are in an eradication mode,” Nelsen said.

“We are in a position in which we can find isolated psyllids and treat, and we are in position where continuous trapping and tapping (with bats and trays in searching for psyllids) and intensive trapping is not finding an endemic population. So for the department to argue that the population is endemic, its a ‘what if’ scenario that we don’t think is appropriate.”

Nelsen said that the pushback by his pest and disease management committee might have made a difference. “I haven’t received anything, but I think that conversation last Friday afternoon yielded some intended results. There’s a reconsideration, and I give a lot of credit to the industry members who stood up the department; but until it happens, its not real,” he said.

Senate Drought Bill Passes, Westlands Expresses Appreciation

This evening, the United States Senate passed, by unanimous consent, the Emergency Drought Relief Act, a bill to provide federal and state water agencies with additional flexibility to deliver water where it is most needed during California’s historic drought. The legislation, sponsored by Senators Dianne Feinstein and Barbara Boxer (both D-Calif.), Harry Reid (D-Nev.) and Dean Heller (R-Nev.), must now be reconciled with a separate bill passed by the House of Representatives.Dianne_Feinstein_official_Senate_photo_2

“Getting this bill passed was a true team effort.” Senator Feinstein credited the individuals above and added,  “Senator Murkowski, ranking member of the Committee on Energy and Natural Resources, displayed true bipartisanship in working across the aisle to address this disaster.”

Other cosponsors of the drought bill include Senators Robert Casey (D-Pa.), Dick Durbin (D-Ill.), Mazie Hirono (D-Hawaii), Jeff Merkley (D-Ore.), John Rockefeller (D-W.Va.), Debbie Stabenow (D-Mich.) and Ron Wyden (D-Ore.).

Senator Feinstein commented, “The drought in California is devastating and shows no signs of letting up. Snowpack is at 6 percent of its normal level and the state’s largest reservoirs are at or below half capacity. Congress must take immediate action to help alleviate the suffering of farmers, workers, businesses and communities throughout the state.”

Ventura County ACP Report Less Than Uplifting

Joanne O’Sullivan, a licensed PCA and QAL (Qualified Applicator), and a Citrus Pest & Disease Prevention Program Grower Liaison in Ventura County, reported TODAY that four new urban settings with 25 or more citrus trees on the property have been discovered in Asian citrus psyllid treatment areas in recent weeks. These four finds are within the same area as the commercial Camarillo find in March.

CDFA deems these orchards also as commercial; therefore, the homeowners are financially responsible for the treatment.

O’Sullivan said, “The first two homeowners I contacted were more than willing to cooperate and take on the financial costs of spraying. They understand it is necessary for the benefit of both their trees and the health of Ventura County’s citrus industry. The third homeowner opted to remove 15 of his trees and CDFA then sprayed the remaining ten. The last and remaining homeowner will take a bit more convincing, but I am confident they will come to see the great benefits of working with us.”

“On a less uplifting note,” O’Sullivan continued, “it has been an unlucky month for Fillmore and Piru producers. Piru has been hit again in the Bardsdale area with two ACP confirmations in the same week. These same growers had completed the ACP psyllid spray protocol in November of last year. It goes without saying that the producers are less than delighted to be repeating treatment again so soon.”

She reiterated a very important element in the ACP/HLB program,
”The goal of the [Ventura County ACP-HLB] Task Force has been to delay as long as possible the introduction of HLB into Ventura County. As a result of the progressive and aggressive work from producers, packers, pest advisors, operators and the CDFA and county trapping programs, Ventura remains one of the most successful ACP/HLB programs in the state.

A critical element of ACP treatment protocol for organic growers is the importance of scouting post-treatment. All blocks must be aggressively monitored following applications, using the sampling protocol that is included in the ACP CONFIRMATION IN YOUR AREA packet.

Current protocol requires organic producers to sample every two weeks after the third treatment. Sampling every two weeks allows the grower to document control. Early detection and swift eradication is our best defensive against the introduction of HLB and its devastating effects on Ventura citrus producers.

Every producer – commercial and organic – should be familiar with the signs of Asian citrus psyllid. Literature on identifying ACP is available at the CRB, UCIPM, UC Cooperative Extension as well as from CDFA. Share it with your workers. In closing, I was forwarded an interesting short news article outlining the economic hit Florida has taken as the result of HLB, with annual production dropping from 1,000,000 boxes of fruit to 750,000. This news story is a not- so-gentle reminder of why it is vitally important that everyone working together in a cooperative spirit can keep Florida’s scenario from happening in California.

The California Citrus Pest & Disease Prevention Program is a grower-funded program administered by the Citrus Pest & Disease Prevention Committee, which was established to advise the California Secretary of Agriculture and the agricultural industry about efforts to combat serious pests and diseases that could threaten our state’s citrus industry.

Key responsibilities are:

  • Develop informational programs to educate and train residential owners of citrus fruit, local communities, groups and individuals on the prevention/detection of pests, diseases and their vectors specific to citrus.
  • Develop programs for surveying, detecting, analyzing, and treating citrus pests and diseases.
  • Set box assessment to help pay for citrus pest and disease detection, treatment and educational outreach programs.
