Modoc County Cattleman to Serve for Two Years as California Cattlemen’s Association President

Bill Flournoy is a fourth generation cattleman in the city of Likely, nestled in California’s northeast Modoc County, and the upcoming CA Cattlemen’s Association president.

Many generations of his family contributed to the ranch, “We came here in 1871 to this valley and I live in the house where my Dad and Granddad were born,” said Flournoy. “I’ve got a grandson here–that’s fifth generation–and a granddaughter who is sixth generation, who help me.”

When the California Cattlemen’s Association meets with the California CattleWomen’s Association at their 98th Annual Convention, Flourney will begin a 2-year term  as president. The event will be be held from November 20-22 in Sparks, NV.

He was very modest about his new responsibility, “Well that’s kind of the way it ended up. I didn’t volunteer for this; I was asked to, and I am going to respect that. I believe in the California Cattlemen and that’s why I’m going to do the best job I can for them.”

Flournoy is very close to his two brothers, who are also his business partners. He noted, “We’ve been partners for forty-five years. We run a cook house, have breakfast and lunch together everyday, work together and get along pretty darn good.”

When asked to reflect on good and bad days on the ranch, he was surprisingly positive: “Oh yeah, I’ve worked this ranch all my life, and I haven’t  had very many bad days.  I’ve had some family die and that made bad days, but working on the ranch and with the cattle and the men that I’ve worked with, I can’t say I’ve had too many bad days. I’ve been pretty fortunate.”

WIFSS Animals in Disasters Courses Piloted in Sonoma

Without coordinated response, awareness and resources, those animals left behind in a natural or man-made disaster most often do not survive. The Western Institute for Food Safety and Security (WIFSS) offers a series of Animals in Disasters courses that help prepare first responders and community members for animal-related emergencies.

WIFSS instructors, Tracey Stevens, deputy director, Animals in Disasters Project, and Dr. Michael Payne, dairy Ooutreach coordinator, piloted two new Department of Homeland Security Animals in Disasters courses this summer in Sonoma, California.

Class participants in “Emergency Animal Sheltering: Veterinary Considerations” learned skills and knowledge on how to establish an emergency animal shelter, and how to safely shelter and reunify animals that have been displaced during a disaster. In the “First Responder Guidelines for All Hazards Large Animal Emergency Evacuation” class, emergency personnel were provided instruction on safe approaches to emergency evacuation of large animals.

First responders, county officials, animal services personnel, veterinarians and other individuals can look forward to the 2015 WIFSS Animals in Disaster Course series which, in addition to the two courses above, will include:

  • Guidelines for Establishing an Emergency Animal Shelter: Veterinary Considerations – CE approved
  • Loose Livestock, Injured Wildlife and Humane Euthanasia of Animals for First Responders
  • First Responder Guidelines for Equine Emergencies – Level 1
  • Veterinarian Integration into Multi-Agency Emergency Equine Rescue and Disaster Response – CE approved

Improving Conservation Practice Adoption and Nutrient Management Plan Implementation through Utilization of Adapted Decision Support Tree eLearning Methods

California is home to 1.8 million dairy cattle, over 80 percent of which reside in the state’s Central Valley, an area rich in agriculture and responsible for nearly 20 percent of the nation’s milk supply. Central Valley dairy farms produce much of the forage necessary to feed their cows by utilizing manure nutrients to grow crops year-round. Cow manure is an important renewable resource used to fertilize crops, replenish soil nutrients and enhance soil quality.

Utilizing manure effectively is paramount to sustainable dairying and agriculture, but has been regulated since 2007. Regulatory requirements include the maintenance and implementation of both waste management and nutrient management plans.

The industry’s regulatory and environmental success depends on individual dairy producer ability to identify and adopt conservation practices and implement superior nutrient management to protect scarce surface and ground water resources. Multiple potential challenges exist which may prevent full implementation of all aspects of nutrient management and available conservation practices within a given operation.

Barriers are most often site-specific and require individual assessment of current systems, equipment and practices to determine optimal farm solutions. This project will develop, field-test and demonstrate the use of an electronically available teaching and learning (eLearning) system as an innovative approach to conservation practice adoption and nutrient management implementation. A proven decision tree support system will be adapted into an eLearning format to enable individual farm nutrient management needs assessment.

Its guiding principles will be communicating scientifically-proven yet practical, cost-effective options at various nutrient management system critical control points (decision tree nodes) to assist producers in identifying site-specific solutions for full nutrient management plan implementation.

Got ice cream! (Thanks to UC Davis)

Chances are when you’re scooping that vanilla bean ice cream into your bowl for dessert, you’re focused on the flavor about to hit your taste buds, not on whether it may give you a foodborne illness.

That confidence in the safety of California’s dairy products  — the state’s top agricultural commodity, valued at nearly $7 billion in annual retail sales — results in part from the efforts of the San Bernardino branch of the California Animal Health and Food Safety laboratory system.

This network of laboratories, headquartered at UC Davis and administered by the UC Davis School of Veterinary Medicine on behalf of the California Department of Food and Agriculture, performs surveillance and diagnostic testing for livestock and poultry.

The San Bernardino laboratory carries out such work on milk and dairy products that are submitted by the state’s Milk and Dairy Foods Safety Branch. The lab’s on-site bacteriology section tests for a variety of disease-causing microbes including  ListeriaBrucellaSalmonellaCampylobacter and E. coli O157:H7 — all of which can cause severe illness and even death.

Protecting against foodborne diseases

The U.S. Centers for Disease Control and Prevention estimates that each year roughly one in six Americans (or 48 million people) get sick with a foodborne disease.  Of these, 128,000 are hospitalized and 3,000 die from these illnesses.

However, such diseases have almost been eliminated from licensed milk and dairy products, thanks, in large part, to a strong regulatory framework, including adherence to pasteurization and laboratory standards.

Approximately 1,500 samples of milk, dairy products and water arrive monthly at the San Bernardino lab resulting in approximately 4,200 tests conducted by a team of eight technicians. These microbiological assessments monitor bacteria populations and the effectiveness of pasteurization in destroying harmful bacteria.

Partnering with California

“The laboratory system has been a successful partnership between the state and UC Davis since 1987,” said its director, Richard Breitmeyer.

He noted that it was natural in the 1990s to expand the lab’s statewide regulatory testing services to include milk products. Before then testing was limited to samples from only Southern California.

In 2000, the California Department of Food and Agriculture was so impressed with the accuracy and timeliness of the California Animal Health and Food Safety laboratory system that it placed all such statewide regulatory compliance testing in the network of labs, in a move that  enabled the state to cut costs, speed analysis and consolidate testing.

The San Bernardino lab

Three years ago, the state asked the laboratory system to also begin testing  milk and dairy products for chemical components such as fat and protein content. The San Bernardino lab now provides this service.

“I’m proud of our efficiency,” says Jose Gallegos, the San Bernardino lab’s supervising dairy analyst, who has been with the laboratory system for 20 years and oversees the milk quality testing lab. “Results are rapid and consistent, and reduce the number of people who become ill in the event of an outbreak.”

The San Bernardino laboratory is considered the state reference lab for California and holds the distinction of being the only veterinary facility in the nation set up as a regulatory testing facility. In addition to running tests for the state, the laboratory also is certified by the U.S. Food and Drug administration, under the National Conference of Interstate Shippers program guidelines to run microbiological tests.

Testing dairy products

As part of this testing program, the state sends samples from three sources: the farm, processing plants and retail establishments where the finished product is sold. The lab also tests some exports such as ice cream for microbiological components and dry goods such as powdered milk.

State milk and dairy officials may submit samples from a location if a report comes in that someone has become ill after eating or drinking at a particular business. State and federal investigators also routinely check farmers markets and small establishments for raw or illegally processed milk and dairy products that could pose a serious health risk. Those products are sent to the San Bernardino lab to be tested for the presence of bacteria or improper pasteurization.

Samples sent to the lab must be transported at the proper temperature, arrive within 60 hours of collection and be properly packaged before they are tested for general bacteria populations. If the testing criteria aren’t met, those samples are rejected for testing and reported to the state for recollection. Any test results indicating the products were not produced in compliance with state regulations are reported to the California Department of Food and Agriculture, which is authorized to enforce the regulations.

After milk samples have been analyzed for bacteria and other indicators of improper sanitation at a facility, they move on to be tested for drug residue and other unwanted substances such as antibiotics, which may have been used to treat sick cows.

Farmers are required to keep milk out of the supply line until the medication has cleared from the cow’s system and the milk meets strict requirements established by the FDA. Other testing, such as checking for proper pasteurization and possible water contamination, complements the tools used by state officials to ensure the quality and safety of the milk supply.

“We’re always looking at developing better tests and working with our partners to provide the highest level of service,” Gallegos says. “Knowing all the quality testing processes in place, I feel great about drinking milk!”

Ag Alert update: Milk-pricing bill withdrawn

California Department of Food and Agriculture Secretary Karen Ross announced Wednesday that milk-pricing legislation will not be pursued during this legislative session.

In a statement, she acknowledged that timing on Assembly Bill 2730 “was not ideal,” but that she was “compelled to see if we could get something done this year.”

“Since the August 13th Task Force meeting, a tremendous amount of progress has been made, but not enough,” she said.

Ross did not say whether the department will pursue reform legislation again next year or discuss the future role of the Dairy Task Force.

Kern County Ag Ranks Second in State, Fresno Drops to Third

Ruben J. Arroyo, Kern County Agricultural Commissioner reported the 2013 gross value of all agricultural commodities produced in the county was $6,769,855,590, according to the 2013 Kern County Agricultural Crop Report, representing an increase (6%) from the revised 2012 crop value ($6,352,061,100). Thus, Kern County ag ranks second in state, with Tulare ahead, and Fresno behind.

Kern County’s top five commodities for 2013 were Grapes, Almonds, Milk, Citrus and Cattle & Calves, which make up more than $4.6 Billion (68%) of the Total Value; with the top twenty commodities making up more than 94% of the Total Value. The 2013 Kern County Crop Report can be found on the Department of Agriculture and Measurement Standards website: www.kernag.com

Tulare County reported gross annual production in 2013 at $7.8 Billion, Fresno County, $6.4 Billion, and Monterey County, $4.38 Billion.

As predicted by many, including CaliforniaAgToday on July 15, 2014, Fresno County, long-time top ag county in the state—and in the nation—now ranks third in the state and has regressed in ag growth since 2011.

Les Wright, Fresno County Ag Commissioner, attributes much of the decrease to the water shortage, particularly exacerbated by a large part of the West Side being dependent on both state and federal surface water deliveries that have been curtailed by pumping restrictions due to the Endangered Species Act.

Yolo Food Bank Receives Grant from National Dairy Council

Yolo Food Bank announced that it has been awarded a $10,000 grant from the National Dairy Council to increase dairy capacity for the Food Bank’s partners.

This grant was awarded to 20 food banks, nationally, with Yolo being the only California food bank to receive it, according to the Yolo Food Bank.

The Food Bank plans to use these funds to purchase refrigerators for some of its partner agencies.

“We would like to thank both the National Dairy Council and the Dairy Council of California for this generous grant,” said Karen Strach, director of programs at Yolo Food Bank. “A number of our partners have limited or no access to refrigeration and therefore are unable to distribute dairy products to their clients. This grant will allow us to increase the number of food pantries that will be able to provide dairy products to local residents.”

Between May 2013 and April 2014, Yolo Food Bank distributed 117,000 pounds of dairy products. It is anticipated that this grant will increase the amount of dairy products that the partner agencies are able to distribute by approximately 5,800 pounds each year.

The mission of Yolo Food Bank is to alleviate hunger and malnutrition in Yolo County. Through its programs and partnerships with 60 nonprofit partner agencies, approximately 23,000 residents are served each month.

Established in 1915, NDC comprises a staff of registered dietitians and nutrition research and communications experts across the country. NDC has taken a leadership role in promoting child health and wellness through programs such as Fuel Up to Play 60.

CDFA Official on Success and Future of California Dairy

Karen Ross, Secretary for the California Department of Food and Agriculture, talks about the role of California Dairy has on the current global market, and what the future hold for the industry.

“So we really have seen a couple things going on. One is this huge constant demand for California milk-based products. the export markets looking for powders, they can’t get enough powders, they have huge confidence in the food safety of our milk production here, we‘re strategically located,” said Ross. “So that demand has really drive up prices, but at the same time fortunately for us our friends in the Midwest had great corn and soybean harvest and so those grain prices had moderated so that farmers are finally to the point where their realizing some margins and they need to rebuild their equity,” she added.

Ross mentions that industry leaders are already looking towards the future.

“We also to the credit of the leaders and the producers and processor community, are still meeting as part of their California Dairy Futures Task Force, and we actually have a couple different proposals for some reform to of our pricing system going forward, that we are taking a deeper dive in. We have some economists that are doing some analytics on that and concurrently the cooperative continues to work on the petition and we will find out people are willing to consider seriously going into a federally milk marketing order. ” said Ross.

Ross explains some aspects of the dairy industry need to change.

“So I think its healthy for the industry now that we have some margins in the business and to really think about our future and this almost 60-year old pricing system, and what works, and we want to retain and where we need to create some flexibility so that we can be very competitive  and maximize our opportunities in the export market.” said Ross.

Ranchers Concerned About Invasion of Medusahead Weed on Foothill Rangeland

One of the worst rangeland weeds in the West is aptly named after a monster in Greek mythology that has writhing snakes instead of hair.

Medusahead, an unwelcome transplant from Europe, is anathema to the cattle living off rangeland grass. The weed’s three-inch-long bristles poke and sometimes injure the animals’ mouths and eyes.

The weed is also low-quality forage for livestock. When medusahead takes over rangeland, it reduces the forage value by 80 percent.

When Fadzayi Mashiri, UC Cooperative Extension advisor in Mariposa, Merced and Madera counties, was appointed in 2013, she became the first natural resources and rangeland expert to hold the position since the retirement of Wain Johnson more than a decade before.

She polled local ranchers to determine their most pressing problems. They said weed management, and in particular, medusahead.

Medusahead is relatively easy to identify on the range. It has distinctive stiff awns and a seed head that does not break apart as seeds mature. Patches of medusahead are obvious when spring turns into summer.

“Medusahead stays green after most of the annual grasses have dried off,” Mashiri said.

Medusahead has high silica content, making it unpalatable to cattle. The silica also protects the plant from decomposition, so a thick thatch builds up on the rangeland, suppressing more desirable species, but not the germination of the next year’s medusahead seedlings.

Over the years, UC scientists have discovered a number of medusahead control strategies:

  •  Corral cows on medusahead before the plant heads out or employ sheep to graze medusahead patches. It’s not sheep’s favorite forage either, but they will eat if left with no other option.
  • Prescribed burning in late spring or early summer. However, this strategy poses air quality and liability issues.
  • Apply nitrogen fertilizer to medusahead to improve palatability before it flowers, which is showing promise for controlling the weed and boosting the value of infested rangeland.
  • Chemical control.

In spring 2014, Mashiri conducted a demonstration field trial in Mariposa County of medusahead control with the herbicide Milestone, which was developed by Dow AgroSciences mainly to control broadleaf weeds like yellow starthistle.

The trial followed rangeland weed control research done by scientists including Joe DiTomaso, UC Cooperative Extension specialist in the Department of Plant Sciences at UC Davis. DiTomaso found that the density of medusahead in treated areas declined and concluded that Milestone prevents medusahead seedlings from thriving.

Unfortunately, Milestone treatment of large rangeland areas is expensive.

“But if the value of forage declines, the productivity of livestock is compromised,” Mashiri said. “When you look at it that way, the chemical treatment might be useful.”
