HUANGLONGBING CITRUS DISEASE DETECTED IN SAN GABRIEL AREA OF LOS ANGELES COUNTY

Sacramento, July 10, 2015 – The California Department of Food and Agriculture (CDFA) and the United States Department of Agriculture (USDA) have confirmed detection of huanglongbing (HLB) citrus disease, or citrus greening. The disease was detected in plant material taken from a kumquat tree in a residential neighborhood in the San Gabriel area of Los Angeles County.

This is the second time HLB has been detected in California. The first detection occurred in 2012 in a residential citrus tree in Hacienda Heights, about 15 miles from San Gabriel.

HLB is a bacterial disease that attacks the vascular system of plants. It does not pose a threat to humans or animals. The Asian citrus psyllid (ACP) can spread the bacteria as the pest feeds on citrus trees and other plants. Once a tree is infected, there is no cure; it typically declines and dies within a few years.Residential Citrus Trees

“Citrus is a cherished part of our landscape and our shared history, as well as a major agricultural crop,” said CDFA Secretary Karen Ross. “CDFA is moving quickly to protect the state’s citrus. We have been planning and preparing for HLB detections with our growers and our colleagues at the federal and local levels since before the ACP was first detected here in 2008.”

A CDFA crew has removed and disposed of the infected tree and is preparing to conduct treatment of citrus trees for ACP infestation within 800 meters of the find site. By taking these steps, a critical reservoir of disease and its vectors will be removed, which is essential.

An intensive survey  of local citrus trees and psyllids is underway to determine if HLB exists anywhere else in the area. Planning has begun for a quarantine of the area to limit the spread of the disease by restricting the movement of citrus trees, citrus plant parts, green waste, and all citrus fruit except what is commercially cleaned and packed. quarantine, citrus and closely related plants at nurseries in the area will be placed on hold.

Residents of quarantine areas are urged not to remove or share citrus fruit, trees, clippings/grafts or related plant material. Citrus fruit may be harvested and consumed on-site.

CDFA, in partnership with the USDA, local agricultural commissioners and the citrus industry, continues to pursue a strategy of controlling the spread of ACPs while researchers work to find a cure for the disease.

HLB is known to be present in Mexico and in parts of the southern U.S. Florida first detected the pest in 1998, and the disease in 2005, and the two have now been detected in all 30 citrus-producing counties in that state. The University of Florida estimates that the disease causes an average loss of 7,513 jobs per year, and has cost growers $2.994 billion in lost revenue since HLB was first detected in that state in 2006.

HLB has also been detected in Georgia, Louisiana, South Carolina and Texas, as well as Puerto Rico and the U.S. Virgin Islands. A total of 15 states or territories are under full or partial quarantine due to the detected presence of the Asian citrus psyllid: Alabama, American Samoa, Arizona, California, Florida, Georgia, Guam, Hawaii, Louisiana, Mississippi, Northern Mariana Islands, Puerto Rico, South Carolina, Texas, and the U.S. Virgin Islands.

New Partners Offer MRL Database

They’re called “Maximum Residue Levels”(MRLs) and nearly all crop protection products have them; however, keeping track of MRLs for export is difficult. To this end, two companies have joined together to provide an MRL Database, globalmrl.com, to help the Ag industry comply with MRL regulations. Bryant Christie Inc. of Seattle, helps open, maintain and expand international markets by eliminating trade barriers for Ag exports. Agrian, Inc., a Fresno-based service-oriented company, provides subscription-based online information on most crop protection and nutrient products.

We developed recomendation writing tools that ensure the safe application of crop protection materials, and MRL’s are an extension of that. We did not have an MRL database, so we called around and found out that Bryant Christie had the premier global MRL database.”

So Majarian reached out to James Christie, president and managing director of Bryant Christie, “And we began the process of partnering for a hybrid system that uses both his data and our data to ensure the safe application of a material, and give insight into the export requirements of that crop.”

James Christie added, “At Bryant Christie, we work on preventing trade violations, such as chemical and food additive violations, and on ameliorating consequences when they occur. So for us, this collaboration makes so much sense. If we can avoid violations, we can help the ag industry considerably.”

And those consequences can cost ag exporters significant amounts of money, “The consequences range from a single cargo load lost to a violation,” said Christie, “to bad public relations, to having an entire commodity prohibited from entering a foreign country.”

They developed an MRL database, a one-stop resource, Christie explained, “in 1992, with our first client for the hop industry. It is just the best way to keep and manage the information. As database technology advances, it’s made even more sense to have it in that format.”

Majarian said the successful partnership with Bryant Christie is a matter of being at the right place, at the right time. “We think domestic and global compliance are growing in irreversible trends,” Majarian elaborated, “and as more field-level users move to digital record-keeping, these tools and the database will only grow in importance over time. We are excited to be on the cutting edge of online technical solutions. Sometimes I call it the ‘bleeding edge’ because it is a little painful to be innovators.”

Happy Fourth to All

Our Third President on This Fourth of July

On this Fourth of July, it’s fitting to focus on Thomas Jefferson, the nation’s Agrarian President and signer of the Declaration of Independence 239 years ago.

Yes, our third President was Thomas Jefferson an agronomist, an educated man of the land. So, unique in his time, he believed in proper land stewardship for posterity.

Jefferson understood that humanity affected the environment, so he practiced crop rotation with an extensive seven-year plan, using wheat, turnips, corn, potatoes, peas, rye and clover, buckwheat, and livestock grazing.

He tested to determine the exact number of cattle required to fertilize a given area of land and compared grain yields on manure vs. unfertilized fields.

“Agriculture … is our wisest pursuit, because it will

in the end contribute most to real wealth, good

morals & happiness.”

 

Jefferson developed scientific plowing of “least resistance,” which lifted and turned the sod to a depth of about six inches, enabling farmers to contour-ridge erodible fields, plow out shallow ditches, and ridge poorly drained flat lands.

He terraced his vegetable garden, orchard, and vineyard sites, and planted native ground cover to stop erosion.

He conserved timber by not cutting trees for any purpose as long as cut wood was available.

As U.S. envoy to France, he sent seeds of various grasses, fruits and vegetables, acorns, olive plants to agricultural societies, farmers, and botanists back home.

He brought Italian rice to South Carolina, pecan trees to the eastern United States and was first to introduce Brussels sprouts, eggplant, cauliflower, and broccoli.

He encouraged agricultural societies, agricultural education and university-level research.

Jefferson kept extensive farm journals for nearly six decades on the 170 varieties of fruits and 330 different kinds of vegetables he cultivated, and on his experiments with viticulture and beer brewing.

Mike Wade Urges Water Board To Let Reclamation Pay Back Borrowed Water

Mike Wade, executive director of the California Farm Water Coalition, discussed with California Ag Today, his article for the Coalition’s Blog, entitled, “State Water Resources Control Board Could Cost California’s Agricultural Economy $4.5 Billion.”

“A number of San Joaquin Valley farmers have been working the last couple of years to set aside emergency water supplies through conservation and water purchases on the open market,” began Wade. “That water is set aside in the San Luis Reservoir and currently being borrowed, if you will, by the Bureau of Reclamation to help meet their obligations and ultimately the temperature management plan for winter run Chinook salmon.”

Wade said the Bureau’s water obligations also include provisions for summer agriculture south of the Delta, as well as refuge management for numerous listed terrestrial species like the Giant Garter Snake.

Wade estimates the loaned water is worth hundreds of millions of dollars. Lending farmers include those who own land on the Westside of the San Joaquin Valley, Sacramento Valley rice farmers who fallowed land this year to make supplies available for transfers and Friant-area farmers seeking to augment a zero water allocation for the second year in a row.

“We believe the Bureau has an obligation to pay that water back this fall, and we’re urging the State Water Resources Control Board to let that payback happen.” In his article, Wade reported that Reclamation would pay back the water from supplies stored in Lake Shasta as soon as temperature goals for winter run Chinook salmon were met.

Regarding accountability, Wade said, “I believe the Bureau intends to pay it back, but we want the public to understand what’s happening. We want transparency so we can follow this obligation and make sure this fall, when water becomes available, the Bureau follows through to pay it back. People don’t forget.”

Built and operated jointly by the Bureau of Reclamation and the State of California, the San Luis Reservoir is at 44% capacity today, according to the California Department of Water Resources’ California Data Exchange Center, but the supply is already divided and allocated. Wade explained, “The water that is currently in San Luis Reservoir under the Bureau of Reclamation’s control is almost exclusively owned by growers who have conserved it or purchased it on the open market. The remainder belongs to the State Water Project and its users. So, there is little or no federally-owned water in San Luis at this time.”

Wade said, “There are a number of factors that contribute to the 4.5 – 4.9 billion dollar projected cost for San Joaquin Valley farmers. First is the actual value of the water that farmers have already set aside. Second is the monetary obligations farmers have contracted to pay Sacramento Valley rice growers for transferred water. The third component is the actual value of potential crop and orchard losses if that water isn’t paid back and farmers lose out on their ability to keep their farms going.”

Wade urged the State Water Resources Control Board, “to facilitate this complex and unprecedented collaboration” and allow Reclamation to release compensatory water as soon as possible.

Valadao Addresses Western Water Reliability

Valadao, California Republicans, Introduce Legislation to Improve Western Water Reliability

Today, Congressmen David G. Valadao (CA-21) introduced a bill to modernize water policies in California and throughout the entire Western United States with the support of the entire California Republican delegation, the Chairman of the House Natural Resources Committee, and Chairman of the Western Caucus.

 

H.R. 2898, the Western Water and American Food Security Act of 2015 aims to make more water available to families, farmers, and communities in California and bordering Western states. The dedication of vast quantities of water to protect certain species of fish listed under the Endangered Species Act (ESA) is a significant obstacle hindering water delivery in Central and Southern California. H.R. 2898, will require federal agencies to use current and reliable data when making regulatory decisions, which in turn will provide more water for communities in need.

Additionally, Rep. Valadao’s legislation will provide federal regulators with direction and flexibility to capture water during periods of greater precipitation, which can be used to increase California’s water supplies dramatically. Furthermore, the bill will cut red tape holding back major water storage projects that have been authorized for over a decade, which will aid the entire Western United States during dry years.

Congressman David Valadao (CA-21), the author of the legislation, said, “California’s drought has devastated communities throughout the Central Valley and now the consequences are extending throughout the country. Inaction will result in the collapse of our domestic food supply.” He continued, “Congress cannot make it rain but we can enact policies that expand our water infrastructure, allow for more water conveyance, and utilize legitimate science to ensure a reliable water supply for farmers and families.”

Majority Leader Kevin McCarthy (CA-23) stated, “The tragedy of the current drought is no longer isolated to California’s Central Valley, and its response must include tangible solutions that provide us the opportunity to pursue the California Dream. Today is an important step to helping restore the water our communities desperately need by more fully utilizing the most sophisticated water system in the world to quench the robust economic opportunity California families, farmers, workers, and businesses all need.”

“My western colleagues have worked hard to collaborate on a common sense bill that helps people,” stated Rep. Rob Bishop (R-UT), Chairman of the House Committee on Natural Resources. “Communities are suffering and we are putting forward a creative solution to address those needs. IR-4 Update

IR-4 To Focus on New Strategic Plan

At a recent meeting, California Ag Today met up with Dan Kunkel, associate director of the IR-4 Project for The Food and International Program at Rutgers University in New Jersey.

IR-4 Project LogoSince 1963, the IR-4 Project has been a major resource for supplying pest management tools for specialty crop growers by developing research data to support EPA tolerances and labeled crop protection product uses. The main goal of the IR-4 program, according to Kunkel, is to help specialty crop growers in California, but with a new emphasis on crop exportation.

Commenting on this new strategic plan for the IR-4 program, Kunkel said, “We are going to be doing a lot of the same things, like residue work, efficacy testing and our biopesticide and ornamental programs. But we are taking a larger focus on international harmonization of the pesticide residue limits for our grower exporters so they can feel more confident that their commodities won’t have issues in foreign trade.

“Of course we submit crop protection registration to the EPA for our growers. But when the commodities go abroad, we also submit the data to CODEX, an international database with maximum residue limits (MRLs), a type of tolerance standard, for pesticides,” said Kunkel.

“We also share data with some of the U.S. commodity groups to submit to the Asian and European markets so our growers’ exports can meet these residue limits as well,” he said.

ASIAN CITRUS PSYLLID QUARANTINE EXPANSION IN KERN COUNTY

The California Asian Citrus Psyllid Quarantine includes, as of TODAY, two portions of Kern County following the detections of two ACP within the City of Bakersfield, one in the Westchester area and the other in the Panorama Drive area. The quarantine zone measures 63-square miles in the Westchester area and 65-square miles in the Panorama Drive area.  A link to the quarantine maps may be found here: www.cdfa.ca.gov/plant/go/acp-qmaps

The quarantine prohibits the movement of citrus and curry tree nursery stock out of the quarantine area and requires that all citrus fruit be cleaned of leaves and stems prior to moving out of the quarantine area.  An exception may be made for nursery stock and budwood grown in USDA-approved structures which are designed to keep ACP and other insects out.  Residents with backyard citrus trees in the quarantine area are asked not to transport citrus fruit or leaves, potted citrus trees, or curry leaves from the quarantine area.

County-wide Asian Citrus Psyllid Quarantines are now in place in Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Tulare and Ventura Counties, with portions of Fresno, Kern, Madera, San Benito, San Joaquin, San Luis Obispo, and Santa Clara counties are also under quarantine.

The ACP is an invasive species of grave concern because it can carry the disease huanglongbing (HLB), also known as citrus greening.  All citrus and closely related species, such as curry trees, are susceptible hosts for both the insect and disease.  There is not cure once a tree becomes infected, the diseased tree will decline in health and produce bitter, misshaped fruit until it dies.  HLB has been detected just once in California – in 2012 on a single residential property in Hacienda Heights, Los Angeles County.  This plant disease does not affect human health.

Protect Your Solar Panels from Thieves

Protect Your Solar

Thefts of solar panels have become an increasing problem in rural areas. Here are tips to protect your solar, offered by the Napa County Sheriff’s Office Problem Oriented Policing Program:

  • Map the panels with serial numbers. That way, solar panel owners can tell which panels have been stolen. This will also allow law enforcement officers to prove that recovered property is stolen.
  • Use locking bolts to secure solar panels, to make removal more difficult. Some owners have placed epoxy over the bolts so that the panels become even harder to remove. Other security methods include running aircraft wire through all the panels to secure them to the frame, or placing a weld that secures the panels to the frame or the bolts.
  • Place tamper-evident stickers with the owner’s name on all the panels. If the panels are stolen, the stickers will show the rightful owner.
  • Use alarms on solar panels. There are several companies that install alarms that are specifically set up for solar panels.
  • Use security cameras to cover your solar fields, so law enforcement officers can view suspects and possibly identify them. Some companies have systems with 24-hour monitoring, which can help to catch suspects in the act.
  • Place a fence around the panel systems to make getting to the panels and removal of the panels harder for thieves.
  • Contact law enforcement agencies immediately to report any suspicious people or vehicles. Provide descriptions of suspects and vehicles (including license plate numbers) to aid in the identification process.
  • If you recognize suspicious behavior or you have become the victim of a crime, do not disturb the crime scene; that will ensure the integrity of any potential evidence.

Joel Siegel: Beware of Navel Orangeworm Over Next Few Weeks

Joel Siegel, research entomologist with USDA Agricultural Research Service (ARS) in the Parlier office in Fresno County, is worried about Navel Orangeworm (NOW) pressure on almonds, pistachios and walnuts this season, “because we have this pattern of hotter winters, warmer springs. And, there is more than enough degree-day accumulation for an extra generation of NOW, compared to what people were dealing with four years ago. And with that, there’s the potential—if you are not on top of things—for it get out of hand.”

Those higher temperatures, he says, are what the worms desire, “Temperature—you can think of it as fuel—fuel for the fire. So the faster the generation time, the more they can start overlapping and possibly resulting in an extra generation, prolonged pressure, and at the tail-end, more NOW going into the next season as well. So you have this cycle that keeps on increasing,” says Siegel.

In describing the different monitoring and spray strategies for the each nut crop, Siegel says, “Well, with pistachios, hull split is not as predictable, so if you have hull integrity maintained, there is less NOW pressure because the nuts are not vulnerable. Navel Orangeworm seems to find pistachios once that hull begins to split. If hull break-down occurs earlier, you are dealing with more pressure.”

“On walnuts,” he explains, “people have been harvesting them later, going into September and October. So, if sun damage or anything else has damaged the hull in these late varieties, NOW will find these nuts as well. So, growers are experiencing higher pressure with late harvest walnuts.”

“NOW management timing is a bit more obvious for almonds,” Siegel explains. “That hull split spray is probably the most critical spray application, plus the new crop nuts are increasingly becoming more vulnerable to NOW. When that hull begins to open seems to be when this moth really notices the almonds.”

Siegel states, “One problem with almonds in particular, is that drought stress may cause prolonged hull-split that is not synchronous within an orchard. You’ll see NOW on the edges and the middle of the orchard, for example, just out of sync. So growers are having to apply an extra spray to treat all of their nuts the first time, and that is a relatively new phenomenon.”

“Second,” he says, “some people get burned in almonds, as they are used to the NOW pressure they encountered two to three years ago when they were not dealing with that extra generation. So they’ve only been applying this single spray; whereas, currently, many people need to do a hull-split spray followed by a post-hull-split spray.” And the way this season is progressing, growers may need to do this second spray over the next ten days.

“With  pistachios,” Siegel notes, “these NOW generations are building. And because of the high economic value of pistachios, people are doing a  second, or even a third shake. So if you have a scenario in which your crop is not synchronous in development, a lot of nuts become available late in the season, just when the NOW population is high as well. So that last 20% of the pistachio crop is where a great deal of damage is occurring.”

Navel Orangeworm does so much damage to the kernels that many processors are offering price premiums to growers for pistachios with  less than 1% damage. Siegel clarifies, “I’m assuming that is the goal of increased subsidies; to help offset either the cost of increased insecticide applications or to offset the cost of puffers for mating disruption.”

Siegel notes some unique NOW attributes, “They are very good at eating a lot of different things.  People don’t realize that although these different nut commodities—almonds, pistachios, and walnuts—have chemicals that help protect them from insects, this worm is very good at detoxifying or eliminating these protective chemicals. So, NOW is able to pressure many different crops and moldy fruit, so that any moldy mummies on the ground can serve as food for Navel Orangeworms. This is why sanitation is so critically important.”

Siegel says California tree nut growers are well-known for their high quality product, and this excellent reputation must be maintained. “Pistachios are a valuable crop,” Siegel says. “Growers must balance these advantages, talk with their processors, and look at how aggressive their pest management practices need to be.”

“The reality,” he continues, “is that a lot of people did quite well last year, and their damage was quite acceptable. So again, my advice is to stay the course; if you are happy with your results, continue to do the things that made you happy. If you got stung a little bit, consider adding sanitation or an additional spray.”

Finally, Siegel summarizes, “The California advantage is a quality nut crop that is high in demand. I assume that quality is never static; it always has to improve and respond to the market. As processors continue to pay premiums, they will expect nuts of a certain quality, and that will be the challenge for growers’ management strategies.”

California agriculture is worth the water

Pundits here in drought-stricken California have become fond of proclaiming that farms consume 80% of the state’s water and generate only about 2% of its gross domestic product. “Why devote so much of our water to an industry that contributes so little fuel to our economic engine?” they ask.

Both of those figures are deceptive. It’s only possible to arrive at 80% by not accounting for the amount of water dedicated to environmental uses. (For example, the water in rivers that flows into the sea.) And the 2% figure grossly undersells the importance of food grown in California.

California’s economy is incredibly diverse, much like its topography, its climate and its population. That’s a significant benefit when you’re the eighth-largest economy in the world. And agriculture is a key part of that diversity.

Of course, many aggregate sectors constitute a larger share of our economy than agriculture. Finance, insurance and real estate tops the list at 21%. Professional services and government follow at 13% and 12%, respectively.

Beyond those sectors, we have a broad, flat grouping of several categories, each representing just a few percent of the state’s GDP. That’s a remarkably balanced profile that lends resilience and dynamism to our economy.

Let’s look more closely at that data, though. Is agriculture really just 2.1%? As is so often the case with statistics, what’s not in that number is more significant than what is.

Take the “utilities” category, for instance. It includes power generated for farms and for processing and marketing crops once they’re harvested. The “real estate” piece includes sales and leasing of agricultural acreage and processing facilities. “Non-durable goods manufacturing” includes food and beverage processing. “Wholesale trade” and “retail trade” does not just mean the shopping mall; it includes the supermarket, the food court and the regional produce hub.

Categories such as “transportation and warehousing” and “finance and insurance” are linked into every one of our 78,000 farms, each of which needs trucks, banks and insurance coverage to bring in the harvest.

“Accommodation and food services” not only runs on food but also is fond of promoting the fact that many of the most healthful and desirable foods and beverages grow on California farms and ranches. California, after all, helped start the farm-to-plate movement, and it’s not an exaggeration to say that agriculture is tied to the state’s identity from harvest (Cesar Chavez) to table (Alice Waters).

Granted, all economic sectors have ripple effects and multipliers. But unlike most other segments, California’s agricultural productivity and diversity are not readily duplicated elsewhere. Our soils and climate are what have made it possible for us to supply so much of our nation’s and the world’s food.

Food is central to California in more than just the nutritional sense. It contributes to nearly every aspect of our economy and our lives, an important point to keep in mind as we weigh what our water is worth during this drought, and the next one.
