Editor’s note: In an exclusive interview with Ron Carleton, EPA Counselor to the Administrator for Agricultural Policy, we asked how the EPA views agriculture.

“Look, we want to work with agriculture,” said Ron Carleton, former deputy commissioner for the Colorado Department of Agriculture. “We have a number of issues and challenges we face across the country with water quality and other things. The thing that we often talk about is the adoption and implementation of conservation measures and best practices, and our producers are doing that,” he noted.

“Farmers are taking those very important steps,” explained Carleton, “to help get us from here to there. EPA Administrator Gina McCarthy is very committed to working with agriculture, to have that dialogue, to have that discussion, to have those two-way communications. So, hopefully, we can work better together as we go forward and find those opportunities to collaborate and to partner. That is so key, and something that I strongly am committed to and strongly support.”

Carleton elaborated, “I absolutely believe the EPA is always willing to look for outreach opportunities to be with our producers to sit down, to have those discussion with farmers,” towards a common goal.

“We’ve worked with our pesticide folks around the state very closely to resolve any issues that might arise with pesticide issues. We want to get those tools and those products out to our producers, but to do so in a safe way, in a way that also protects the environment. So, I think it is about collaboration. It is about discussion and dialogue, and we are committed to doing more of that.”

With the EPA’s commitment to collaboration and partnership, Carleton said hopefully in the long run, we could address the many challenges that we all have—not only in agriculture—but in the environment as well.

“I’ve always said that our farmers and ranchers are the best stewards of the land,” said Carleton. “We at the EPA need to continue working with them to support them to promote those efforts as best we can.”

“Now, we are not without challenges out there—environmental challenges with water quality, for example, with nutrient pollution in some cases, and air issues in other cases. But I think that the way we lick those problems, again, is by working together promoting those voluntary efforts. We must look for and embrace those opportunities to work together, not only with our Ag stakeholders, but also with the USDA and the NRCS.

“I think we just need to continue what we are doing, engage even more farmers and ranchers,” Carleton said, “and continue to seek technological advances, not only in irrigation, but land management and water quality. I’m confident and I’m optimistic that even with the challenges we have, climate change, a doubling of the population by 2050 and all the problems these will pose, I have every confidence in the world that we are going to find solutions to these problems, and I think that our farmers and ranchers are going to lead the way.

Look, we have gone through technological advances; we are more technically precise in using fertilizers and water,” Carleton said.

He noted, “Water is going to be an interesting issue as the population doubles and as we have more development, particularly in the Western part of the United States, which is drier. But I think our farmers and ranchers are good at responding to that change, and good at helping to develop, adopt, and implement those technical advances in a way that not only is environmentally good, but increases productivity.”

“They are doing more with less,” Carleton said, “particularly given the challenges of a growing population, not only here in this country, but around the world, the loss of productive agricultural land everyday to development and the increase in extreme weather events, including droughts, floods and the like—and California farmers know all too well the weather extremes.”

Vertical integration, the combination in one company of two or more stages of production normally operated by separate companies, has helped lead to success in many facets of the agriculture industry. Harold McClarty, who founded HMC Farms with Mike Jensen, said without vertical integration, his farm would not be able to survive or have nearly the same level of success.  “We would not be in stone fruit if we were not vertically integrated,” McClarty explained. “There are three profit centers: the growing of it, the packing of it and the selling of it. We have all three of those profit centers. Without them we would not be able to survive the tough years.”

McClarty also said the grape industry has made significant strides in flavor profiles in the marketplace. One popular flavor is Cotton Candy, which is grown and sold by Grapery, a company founded by Jack Pandol in 1996. Grapery also grows and sells Gum Drop grapes, Moon Drop grapes, Flavor Pops grapes and more.

The increase in unique flavors, according to McClarty, has helped grapes become a popular snack. “There’s been a revolution in the varieties of grapes grown just over the last five to seven years,” McClarty said. “These new varieties have revolutionized grapes and enabled us to produce more on less. 

To evaluate a grape, McClarty suggests you “look at a berry’s color, crispness and sweetness; these are the things that make a grape taste delicious. It really is a revolution, and we haven’t seen it in the California marketplace as much as we have in the rest of the United States. The retail chains in California just haven’t embraced it as well as some of the really good supermarkets on the East Coast and in the Southeast,” noted McClarty.

California Ag Today’s associate broadcaster Charmayne Hefley recently asked Soya, a mixed-breed agriculture detector K-9 (canine) with big responsibilities, and Samantha Tomlinson, Soya’s handler with the Fresno County Ag Commissioner’s office, what type of dog Soya is.

ST:      We don’t know exactly what she is for sure, but we’re thinking about getting her DNA-tested someday. We’re thinking she’s a lab-border-collie.

CAT:   How long have you and Soya been together?

ST:      We have been matched up since mid-July when we went through the training program in Georgia through the National Detector Dog Training Center.

CAT:   What is Soya able to do for the Ag Commissioner’s office?

ST:      Soya smells out parcels for potential plant material and she alerts us [to suspicious ones] by scratching. We check to see if [the material] has been properly certified and if it’s good to go.

CAT:   What are some of her recent detections?

ST:      She can detect a number of things. She was initially trained on five scents: mango, stone fruit, apple, guava, and citrus. From there, through scent association, she’s been able to find a number of additional agricultural materials, including avocados, blueberries, nuts, soil, cut flowers; anything that is plant material, Soya can find.

CAT:   What region does Soya cover?

ST:      Right now we’ve been covering only Fresno County because we still are in what we call the “acclimation phase,” as she’s still new. We’ve been working at FedEx and UPS, but we’ll broaden our horizons eventually and we’ll be in the post office, GSO, OnTrac, any service that ships parcels.”

CAT:   How important is it for the agricultural industry to have dogs like Soya working for it?

ST:      Well Soya and I are considered a “first line of defense” for California’s multi-billion dollar ag industry. She is in the facilities checking boxes sent from potentially quarantined areas from within the state and from outside the state for materials that may contain any pests or diseases that could prove detrimental to California agriculture.

CAT:   People may not know when they’re shipping certain items—certain plant materials—from one county to the next that the destination county may have a quarantine in place. How do people properly ship plant material?

ST:      Every county is actually different. If you are thinking of shipping some of your backyard fruits to your nephew or grandson, I would contact your local ag commissioner and make sure there are not any quarantines in place for both the county you’re shipping from and the county you’re shipping to. In these facilities, we look for boxes to be properly labeled with the growing origin and we inspect thye contents inside. Depending on what is inside, where it’s grown and where it’s going, we act accordingly.

Greg Douhan is New Citrus Farm Advisor

UCCE Tulare Welcomes New Citrus Farm Advisor

The UC Cooperative Extension Program has served Tulare County since 1918 and continues to meet the ever-changing needs of the community. UC Cooperative Extension, Tulare County is preparing to welcome their new citrus farm advisor, Greg Douhan, on March 1, 2016. Douhan, who noted his excitement for the opportunity, will be taking the reins from the recently retired Neil O’Connell who gave over 34 years of faithful service advising Tulare County citrus growers.

Douhan shared that his relatives inspired him to focus his career in agriculture. “I had an uncle who was an almond grower when I was a kid. And my grandfather was an avid horticulturalist; he used to graft different trees and I always found that fascinating.”

“As I got older, I decided I was interested in plants, so I went to Humboldt State University. I also got interested in fungi, so I decided to fuse my interests in fungi and in plants and go into plant pathology,” Douhan said.

“I earned my Master’s and Ph.D. at Washington State University, and then completed a post-doc assignment at UC Davis for 3-4 years. I moved to UC Riverside for about 6 years. Now I am here in Tulare County!” 

Cooperative Extension advisors serve as conduits of information from various UC campuses. Subject matter specialists, along with local research centers, collaborate with local advisors to identify and solve local problems through research and educational programs. The mission of the program is to serve California through the creation, development and application of knowledge, in agriculture, natural and human resources. Farm advisors then apply this knowledge to improve our agriculture and food systems along with our natural resources and environment.

“I’ve been working for the UC system basically since I was a post-doc,” Douhan said, “so it has been for many years. I think Cooperative Extension was the best system for working with both the growers and everybody else to better California agriculture,” Douhan said. “This was just an incredible opportunity. I was doing science and looking for another career move, and this was a perfect opportunity to have a next chapter in doing something different.”

Attaining Irrigation Uniformity in Almond Orchards

Terry Prichard, a water management specialist with UC Cooperative Extension at UC Davis for 35 years whe he retired five years ago, is still at work. Prichard is currently collaborating with Almond Board of California to improve water management in almonds, especially irrigation uniformity. “I am still researching nitrogen management for all crops through a grant through the UC from CDFA, and I am helping the Almond Board with their irrigation initiative and their Irrigation Improvement Continuum,” Prichard said.

Prichard explained, “We try to apply water in order to get an average amount of water throughout the field and do that very uniformly. When it is done non-uniformly, farmers are using extra water to reach all parts of the field. So improving irrigation uniformity allows us to apply less total water, but still meet the crop’s water demands,” Prichard noted.

Improvements to irrigation uniformity can be done in any field, according to Prichard. He suggests your designer should strive for good irrigation uniformity when creating your irrigation design. “However,” he clarified, “if you design a less expensive minimal system which uses minimal size piping, you end up using extra energy to drive the pressure through the system to deliver water to the end. Driving that pressure causes friction loss in the pipe—pressure differentials from the top of the system near the pump to the end of the system on the last sprinkler or dripper. These pressure differentials deliver different volumes of water out of each sprinkler, micro-sprinkler or drip emitter, and that is what drives non-uniformity.”

Also important is irrigation maintenance—making sure the system is flushed out and emitters are changed when needed. “Improving uniformity with large orifice-type sprinklers or even larger micro-sprinklers,” stated Prichard, “tends to be a little easier because the holes are larger and don’t plug as easily. In smaller orifice-type systems such as drip irrigation, emitters easily become clogged with physical particulates or biological particulates like slime and algae. Most commonly, lime or manganese forms inside the emitter, clogs it up and reduces the flow, so maintenance of those systems is very important to maximize your designed-in uniformity,” he said.

Continuum irrigation is an important concept because there is a whole array of current grower practices, some at the minimum level for what we consider for most growers, some are transitioning to more sophisticated methods, and others are already there. I think this continuum will reassure people who are at the minimum level and encourage them to adopt more technological solutions to irrigation scheduling.”

Prichard said the Almond Board’s Almond Irrigation Improvement Continuum doesn’t have a set timeframe. ”It has more accomplishment phases and so what we hope to do is provide each grower with information that they can use on their farm to improve their efficient use of water to produce almonds.”

“And the Almond Board is making these strategies and new technology systems web-based,” noted Prichard. “It is very easy with a web-based system to input new things. The current continuum on the website conceptualizes the basic visual measurements and practices, and you can click on a specific practice for more information on how to incorporate it to accomplish your goals. Then there is a link to a specific discussion such as how to accomplish these efficiencies using drip irrigation, for example,” said Prichard.

”Almond growers have made tremendous strides in improving their efficient use of water, primarily from changing older flood-type irrigation systems to the newer pressure systems. This progress has been tremendous for the industry and for growers in terms of producing more crop using less resources.”

“However, we are now at the next level of using these methods, such as weather-based irrigation scheduling estimates, followed by soil- and plant-based checks, to ensure that you are delivering just the right amount of water,” explained Prichard. “The continuum has generated a lot of grower interest. We have several ways to go and many more tools now than we did ten or twenty years ago.”

Introduced at The Almond Conference in December, the full Irrigation Improvement Continuum and comprehensive background materials will be posted on the Almond Board’s website by March 1, 2016, providing “one-stop shopping” for almond irrigation management at all levels.

According to Almond Board’s January 2016 Outlook newsletter, the continuum describes three proficiency levels and provides a comprehensive program of irrigation management and scheduling practices in five key areas, and also explains how these practices can be effectively integrated at each level. The five key areas include:

  1. Measuring irrigation system performance and efficiency;
  2. Estimating orchard water requirements based on evapotranspiration;
  3. Determining the amount of water applied;
  4. Evaluating soil moisture; and
  5. Evaluating plant water status.

Proficiency level 1.0 (minimum) outlines research-based irrigation management practices that are within reach of all California Almond growers. Proficiency levels 2.0 (intermediate) and 3.0 (advanced) enhance practices to more sophisticated levels to attain even more “crop per drop.”

The goal is to assist all almond growers in meeting level 1.0 proficiency. Beyond this, Almond Board will work with growers to help them progress along the continuum to proficiency levels 2.0 and 3.0, in partnership with technical experts and resources available to California Almond growers, such as through University of California Cooperative Extension.

A catchy brand can make or break a product, and the agriculture industry has begun to take note. David Krause, president of Wonderful Citrus, said their own successful branding—especially their Halos mandarins—is attributable to a variety of factors.

“We have an internal creative team that handles all of the design work and advertising,” Krause said. “Couple that with some very good consumer-based activities, significant funding in telling that message, and a good product that is satisfying to the consumer, and you have a complete, effective program.”

Aside from branding, Krause said Wonderful Citrus continuously looks for new crop varieties that will excite consumers in the future. Introducing new products is part of the company’s strategy to stay ahead of competition as well as increase their consumer base.

Wonderful’s newest discovery, seedless lemons, were found in another country,” Krause explained. “We have the exclusive rights to a few varieties, and at this point, we are growing trees in our nurseries,” said Krause. “ We’ll start marketing the product in the U.S. market within the next five to six years.”

Overall, Krause reports increased profits for many products. “I would argue demand and supply for many California crops seem to be in balance; that is, they are driving good returns for growers in spite of all the challenges that we face.”

Joe Marchini, of J. Marchini Farms, was born in 1938 to Italian parents who farmed and packed tomatoes in Le Grand, Calif. Marchini has lived and worked in that locale for his whole life, exemplifying a high level of spirit and accomplishment.

His father, Florindo Marchini, brought his family over from Tuscany in 1920.” They settled in Le Grand because Florindo’s brother was already living there when Florindo first arrived. Before long, Florindo met a long time grower by the name of Carlo Giampaoli who invited Marchini to grow tomatoes and bell peppers with him. So Giampaoli took Florindo Marchini under his wing, and his brother as well, and established their farm, Giampaoli-Marchini Company. Together, they packaged tomatoes under the Live Oak brand because they actually packed the produce by hand in the shade of a live oak tree that still thrives there today!

Florindo’s son, Joe Marchini, was around seven when he began working at the packing shed stamping produce boxes. “I would sit on a box,” he said, “and as they came down the line, I used a little stamp pad to size tomatoes 6/6, 7/7, 7/8, 5/6, 4/4, 3/4. I only worked about 3-4 hours a day, and that was it. The older I got, the more I became involved in different things, from stamping, to packing, to wrapping tomatoes in cellophane paper and putting them in a box.”

The tomatoes were packed green and transported back east by train in ice cars. “They weren’t pink ones; no, they were dead green! They knew when to pick them, when the gel formed inside of the tomatoes,” Marchini said. “They could tell by the color and the shine of the tomatoes, and that’s what the pickers were supposed to pick. They were going to break soon. It took about a week, running day and night, to get to New York on steamer trains.”

“The early farming venture was comprised of 150 acres, which was a lot of acreage with horses,” said Marchini. “In the fall, we would travel to Gustine and cut tulles and bamboo for our tomato stakes.”

“My two brothers, Richard and Leonard Marchini, went to school with me. None of us could speak any English; we only spoke Italian,” Marchini said. So they all learned English in a small schoolhouse with two classrooms and one teacher.

“My dad grew tomatoes on that land for two years and then planted 40 acres of almond trees. The almonds were harvested green and then dried down by air.” Of course this was before mechanical shakers were used to harvest, so it was done with mallets and tarps. “It was very tough work,” noted Marchini, “and the price of almonds was less than 60 cents a pound.” Marchini credits Blue Diamond Growers, a cooperative he joined, with marketing the almonds so prices could increase.Radicchio

Not satisfied with growing only tomatoes and almonds, Joe Marchini was always looking for something new to grow. In 1962 on a trip to Italy, Joe noticed fields of radicchio, a leafy Italian chicory and relative of endive, in the Venice area and found the crop was selling well in Italian grocery stores. He said, “I liked the crop and thought it would grow well in California, so I smuggled in little packages of seeds.”

Unfortunately, the seeds he brought back did not grow well. “Radicchio production wasn’t perfected and the source I had in Italy did not tell me what season the seeds were for.” Marchini’s radicchio would grow and form green leaves but not make a head. So Marchini went back to Italy, 40 miles southeast of Venice, to talk to growers, but no one would talk. “I certainly could not tell the guys that I was going back to the U.S. to grow the crop,” he said.

Marchini finally found a couple of growers to ship a 100-pound sack of seeds to San Francisco for him. “I picked up the bag, planted the seed and the same thing happened—it didn’t grow.” He called the Italian growers and asked how many different radicchio varieties they were growing. They told him eight varieties. “I asked them why they sent me only one variety, why they did not tell me when to plant the seed, and if they wanted me to buy more seed, they had better tell me what varieties to grow,” he said.

“Since I spoke Italian, the growers started to open up. Eventually, I brought them to the U.S., and we partnered up to grow radicchio. I even sent them to Mexico because they thought they could produce an earlier crop than in California,” Marchini said. After reaching mediocre success for about four years in Mexico, they moved back to California to work with Marchini, now without a partnership.

The company now productively farms in Mexico with the right seed. “We farm in Mexico for the winter crop in February, March and April. But before we started growing in Mexico, in the late 1970s, we started in Salinas and then in the San Joaquin Valley. The Italian growers knew what to plant and we got all the varieties in the right mode that would do well. The Italians wanted to be partners again and I declined it because I had kids coming up, but I told them that I would buy all the seeds from them, and they were making good money. So they ended up disclosing the secret in the whole deal of growing radicchio. So without them, and me speaking Italian, we would have never gotten started. We are still friends today and I’m still buying seed from them,” Marchini said.

Over the years, Marchini has worked with his son Jeff to plant the right seed at the right time. They learned which varieties could handle different climates, such as going into the heat, and coming out of the heat, and they emerged with 6 or 7 dependable varieties.

“So we plant six varieties in the fall, one week after the other. We can have radicchio in the San Joaquin Valley from November until March, and we harvest seven days a week.

His processors want radicchio 12 months out of the year, so Marchini’s company manages harvesting to fill the sales pipeline 12 months a year. “And we never run out of it,” he said.

Joe's Premium LogoToday, Marchini uses about 12 different labels, including his own image on the ‘Joe’s Premium Radicchio’ box, for the domestic market and select export markets. “We let global importers pick their own labels. J. Marchini ships all over the world now, including Italy, and has a large percentage of the market in Japan, Korea and Taiwan. “They love the color of radicchio in a blend,” he said.

J. Marchini deals with nearly every processor in California including Taylor Farms, Apio, Fresh Express, Dole, Earth Bound, and Ready Pac, year-round, with production from Kern to Merced counties and Mexico.

Managing all this production with Joe and his son Jeff (the third generation), are grandchildren Marc and Nic and Francesca (fourth generation), with the fifth generation coming along with Gabriella, Maximus and little Giuseppe, named after his great-grandfather Joe (Giuseppe). Marc and Francesca work in the sales and post-harvest side of the business. Nic works in the farming operation side of the business. Jeff oversees the company as a whole.

Overseeing production, and especially the harvest of the radicchio throughout the growing regions, including Mexico, is Alejandro Calderon, Joe Marchini’s right hand since day one. Jenny MacAfee, a key person in the sales department, has been on board for the last 20 years.

Today Marchini farms three main radicchio varieties: Castelfranco (white head with red polka dot specks), Treviso (elongated red with white ribs), and Palo Rosa (red head type with white veins). “We do a three-pack deal in the wintertime with all three varieties together, but we also grow many other varieties,” said Marchini.

J. Marchini Farms’ production operation, based in Watsonville, a great climate for radicchio in the summer months, includes 2,000 acres spread between the Central Valley, the Coastal areas and Mexico.

The Central Valley fall and winter nighttime temperatures are cool, and radicchio production, five lines down the row on 80-inch beds, is about 20,000 pounds per acre, with most of it on drip or sprinkler.

The operation also grows almonds, walnuts, fresh figs and other crops, “but radicchio has been a good ride,” said Marchini. “We have had ups and downs with the crop, but overall it has provided a good cash flow,” he said.

 

For the last three years, Joe Marchini has been dealing with Squamous Cell Carcinoma (the second most common form of skin cancer) and has undergone multiple surgeries and treatments. His love for his family and his incredible passion for farming keep him going.

Bayer CropScience Horticulture Symposium Builds Global Relationships for Collaborative Problem-Solving

Nearly 200 professionals in the horticultural industry from across the food chain and the value chain, and from Europe and North, Central and South America, gathered this week at the Bayer CropScience Horticulture Symposium in Puerto Vallarta, Mexico. Attendees were treated to an inspirational mix of lectures, panel discussions, as well as an interactive poster session, all incorporating forward-thinking sustainable practices into contemporary agriculture. Among the crops discussed were tomatoes, citrus, grapes, potatoes, bananas.

Rob Schrick, strategic management lead, Bayer CropScience Horticulture, based in Research Triangle Park, North Carolina, said the event was the company’s second in a series of horticulture symposiums focused on international collaboration and problem-solving. “This is about bringing the best and brightest from across our industry,” said Schrick, “from influencers and universities to industry members like ourselves and the media. It’s about getting these creative minds together and discussing solutions. The solutions may not come from the symposium itself, but the connections that are made—you don’t know what will yield from those relationships.”

Jim Chambers, director of marketing, Bayer CropScience Food Production, said the Horticulture Symposium was all about sharing information on best management practices. “Bayer is a leader in the crop protection business within the horticultural space around the world, and this is a real opportunity to bring all of us within horticulture across the food chain and the value chain to talk, from the grower, to the processor, and to the consumer. It is a wonderful opportunity to work together to solve some very difficult challenges.”

“And, vivid to all attendees, was that members of the fruit and vegetable industry throughout the Americas have similar challenges to overcome,” noted Chambers. “It was very interesting; the issues that we talk and hear about in the specialty crop states such as California, Florida and Texas, are very much the same issues that people, for example in Mexico, Brazil, Argentina, or Central America, are facing. These issues do not go across just states or counties; they reach across the globe in solving these problems,” Chambers said.

Farmers face many threats to their crops on a daily basis. Luis Espino, rice farm advisor UC ANR Cooperative Extension, Colusa County, said rice farmers are on the lookout for two caterpillar infestations during the year when armyworms invade rice fields. “The first one occurs sometime in June,” Espino said. “At that time all they do is just eat the foliage, and you can usually see it when you walk into a field. Nevertheless, the rice has a very good capacity to recover from that type of injury.” Espino’s UC Rice Blog explains it is difficult to accurately estimate yield losses due to early armyworm damage because it can reduce tillering, delay the crop, and cause uneven maturity.

“Heading” occurs when the rice plant prepares to enter its reproductive phase. The first sign, called the ‘booting’ stage, is when the leaf stem that conceals the developing panicle bulges. Then the tip of the developing panicle emerges from the stem and continues to grow. Rice is said to be at the ‘heading’ stage when the panicle is fully visible. Flowering begins a day after heading has completed. As the flowers open they shed their pollen on each other so that pollination can occur. Flowering can continue for about 7 days.  (Source: Rice Development, Ricepedia.) 

“The second infestation usually occurs in mid- to late-August when the rice is heading out,” Espino said. “At that time, armyworms can feed on the panicles, [causing the kernels to dry before filling], resulting in blanks [without kernels to harvest] on the panicles and broken panicle branches. That’s when armyworms are more important.”

Espino said that the first infestation this year was relatively large, making it harder for the treatments to control the armyworms as they devastated the rice fields. “There were some areas in fields where the rice was down to the waters,” Espino said. “so all the foliage was consumed, and sometimes only a little stem was left standing.”

During the second armyworm infestation, however, Espino said the rice fields were not as badly affected as they had been in the first attack. “We did see some fields with armyworm injury,” Espino said,“ and some farmers had to treat their fields. The numbers were just so big that the treatments were not controlling them.”
