With More Rain, More Fungi, More Use for Multiuse Fungicides

With spring rains, many vegetables, tree fruits, grapes and nuts succumb to fungi pressure. However, during the past few years, only trivial amounts of spring rain have moistened California’s soil and lulled farmers to abandon their vigilant watch for fungi proliferation. But now, the strong likelihood of El niño-driven wet weather this spring could catch growers off-guard.

“We have an El niño coming that has already been tagged, ‘Too big to fail,’ which will bring a lot of rain. So it’s really important for folks to think about switching gears this year on their pest management mindset. With more rain, comes more fungi disease. We always see really high pressure disease years with rain,” said Kate Walker a technical services representative with BASF Corporation on the Central Coast, who advises use of a multiuse fungicide product already on hand.

Strawberries, in particular, are vulverable to fungi. “We have heard from our strawberry growers,” said Walker, “that these fungal diseases are always present in California, but they vary significantly in their severity year-to-year depending on the weather,” noted Walker.

“One major disease that accompanies higher moisture, Anthracnose, often called leaf, shoot, or twig blight,” Walker explained, “results from infection caused by the fungus Colletotrichum. I’ve heard some growers have not experienced Anthracnose issues in 10 years,” said Walker. “As it emerges and becomes more problematic in strawberries, farmers really need to know which types of fungicides to use to manage this and other diseases.”

“It is very important for farmers and PCAs to walk through and scout their fields for disease,” Walker said, “and when they identify one, to become very aggressive with their fungicide management program. So, as representatives for BASF, we are lucky to have multiuse fungicide products available to control these diseases, such as Merivon Fungicide.”

Walker noted Merivon has two modes of action, “so it is very broad-spectrum. Typically we position Merivon in California for use on powdery mildew and Botrytis, but what we seldom talk to growers about is its utility for Anthracnose. We see a lot more  Anthracnose in Florida and on the East Coast due to the increased rains; whereas, it usually doesn’t come through every year in California. So it is good to for farmers and PCSs to know that the product with which they are familiar for use in Botrytis, is also very effective with other issues, like Anthracnose.”

Walker offered, “Another very common disease that flourishes with increased rain, Rhizopus, occurs post-harvest, after the berries are picked up from the field. Again, Merivon has utility for Rhizopus as well, so growers don’t have to change or reinvent their program to manage these diseases.”

Walker said, “Rhizopus is an airborne bread mold. It is very common in the air and in the soil, so anytime a fruit or a nut is exposed to the spores blowing in the wind, it is vulnerable to infection with this disease.”

Due to the warm winter weather this year, many California Pistachio growers’ crop yields were only slightly more than half of what was expected.  And despite having an existing risk management insurance program, which helped a lot of growers, others who did not have pistachio crop insurance will have to shoulder all their losses.

James Otto, a senior risk specialist with the USDA Risk Management Agency at the Davis Regional Office, commented, “A lot of growers did not take it due to risk management reasons, they were unaware of it, or their agents did not inform them of the availability of pistachio crop insurance.”

And for growers considering purchasing insurance for next season, Otto urges them to be aware of the upcoming December 31, 2015 deadline. “Growers have to sign up for the insurance by that date,” he said. “Signing up can be complicated in that growers must agree to take insurance for two consecutive years, and they also must agree to what coverage level and price percentage to take. Growers are locked in for a two-year policy, but each year stands on its own.”

Payments are based on average yields and the coverage the grower elects. Otto said, “There are some fundamental basics. You have to determine what your average yield is; if it is 2,000 pounds per acre, growers have to select a coverage level (50%, 65%, 70%…),” which is used to adjust the insurance premium rates. Given their chosen coverage level, if their production for the year drops below this level, growers would be compensated for the shortfall by the insurance policy.

“So, for example,” he said, if a grower’s average yield is 3,000 lbs., and he has taken a 65% coverage level—which is roughly 2,000 pounds, if his average yield for this year is 1200 lbs., the result is an 800-pound shortage. The grower gets paid an indemnity of 800 pounds, times an established price.”

Richard Matoian, director, American Pistachio Growers based in Fresno, said pistachio growers should definitely consider risk management insurance, “We think all growers should consider crop insurance, even at the most minimal level—which is what they call “cat” or “catastrophic”—as a risk management tool for operations. In a year like this year in which we had historically low yields on a per-acre basis, crop insurance for many growers is going to be their savior to keep them going.”

Interestingly, Otto explained, Nick Jerkovich, an insurance broker with All Crop Insurance Services, in the Fresno County town of Kerman, Calif., came up with the idea. Otto said, “Back in 2009, Nick mentioned there were a lot of pistachio trees in the ground that did not have a crop insurance program.” It was recommended to Nick to get a petition signed by multiple growers and gather acreage data.

“So Nick, on his own dime, calculated roughly 75-80% of the acreage in the value, submitted that to an administrator, and got the ball rolling.” Otto said Jerkovich’s proaction suggested, “Hey, there is interest! There is interest from the grassroots.” Otto continued, “Based on that initial letter, Risk Management Agency contracted out to have the program developed. It is interesting to see what one individual person achieve!”

Feeding a growing population is significantly dependent on irrigation—not only expansion but making existing irrigation more effective. The expansion of irrigation and water supplies has been limited by growth in demand from other sectors, like urban and industrial usage, but also livestock and aquaculture, noted Mark Rosegrant, director, International Food Policy Research Institute (IFPRI) Environmental and Production Technology Division.

“Obviously, the water sector is facing several challenges, not just in California, but around the world, including declining water quality, falling groundwater tables, and growing environmental demands for water that further restrict availability for irrigation and agriculture,” he said. “With climate change, we also will see changes in the volume and pattern of rainfall in crucial production areas that also will have negative effects in the developing world.”

“So the potential for significantly increased water scarcity in terms of water quantity and quality could put much more stress on the potential for meeting future food demand and food security,” Rosegrant said. “Thus reforming water management policies and investments to improve water use efficiency is critical to food production. Increased flexibility and adaptability of water systems to stress will need to be developed and strengthened,” Rosegrant explained. “We also need to look outside the water sector, purely defined, to things like agriculture and productivity growth through investment in the talks here.”

Rosegrant said though it is seems like there is a big water meeting around the world at least once every week, the contributions of IFPRI’s water research meeting held in Bonn, Germany last week, “Bonn 2011 Conference: The Water, Energy, and Food Security Nexus–Solutions for the Green Economy,” offered advantages and differences. “First, as you can see, we are not only looking at problems, but also looking at very highly interdisciplinary solutions, whether they be in engineering, hydrology, economic policy, or macro-policy. IFPRI also brings together academics, policy makers, development banks, politicians and NGO’s as well,” said Rosegrant.

“Finally I think it is very much an international meeting, we share global experiences for many regions of the world, but also with a strong focus on California, which not only faces extreme water difficulties, but also has probably the best ability in the world to deal with those kind of water crises. So many lessons can be learned from the California experience for the rest of the world,” he concluded.

“The Other Drought” in America’s #1 Agricultural State

California’s agriculture industry is experiencing a severe drought in terms of water shortage; however, this is not the only devastating drought in the state. Harold McClarty, owner of HMC Farms, told California Ag Today a secondary drought—“The Other Drought”—is plaguing California:  the loss of the family farmer.

McClarty explained, “I’ve taken a very liberal definition of the word ‘drought’ and tried to talk about the loss of the small farmer and the culture and values that are instilled in you when you grow up on a small farm. We’re going to lose the next generation [of family farmers] because of the consolidation of these farms.”

McClarty, whose company, HMC Farms, a grower, packer, and shipper of tree fruit and table grapes in the San Joaquin Valley, began in 1887 as a small 40-acre family farm, said his farm’s growth is representative of the progressive loss of the family farmer. When HMC Farms officially became an established company in 1987, 100 years after its establishment, he cofounder Mike Jensen began to purchase the property of family farmers who chose to leave the business when their children rejected farming to pursue careers in law, medicine and other fields.

McClarty admitted, “I’m obviously part of the problem, but this is the environment that I live and work in—that enables me to exist.” McClarty said in agriculture you’ve got to be able to do and keep up with all of the factors that go into farming. Unfortunately, the increasing work, pressures and regulations facing small family farms are overwhelming.

McClarty concluded, “the risks are so great, small farmers can’t do it anymore. They can’t keep up, and it’s just not worth it with today’s farm values.”

Of note, HMC Farms was named by the National Restaurant Association (NRA) as one of 18 Food and Beverage Product Innovation Award winners in 2012 for Grape Escape, the company’s washed and ready-to-eat de-stemmed grapes packed in single-serve two-ounce or three-ounce bags. Featuring an 18-day shelf life with no preservatives or additives, Grape Escape “meets the challenge of profitably serving healthy fresh fruit snacks year round,” according to a 2012 NRA news release.

In 2014 and 2015, the outbreak of High Pathogenic Avian Influenza (HPAI) caused unprecedented damage to the mid-western commercial poultry industry, requiring the depopulation of 48 million birds, particularly turkeys and laying hens. There were isolated cases in last autumn in California as well. Migrating birds, generally considered to be the source of HPAI, move throughout the state in their flyways this time of year.

Maurice Pitesky, a UC Cooperative Extension population health & reproduction assistant specialist with an appointment in poultry health and food safety, emphasized the importance of the flyways, “These global flyways that waterfowl use to move north and south and back again every single year are like freeways. And in those freeway lanes, different birds interface with each other.  So, we might have a Pacific flyway that covers California, but that Pacific flyway can interface with the East Asian and Australian flyway in the Northern Arctic. If you look at the genetics of the strains that were found in North America, especially in California, the genetics match some of the HPAI found in South Korea for example,” Pitesky said.

The Avian Influenza Mapping Plan is like overlaying maps of birds’ flying patterns for an early warning system for commercial operations. Pitesky observed, “We’re really just scratching the surface in how we can utilize maps with respect to surveillance and risk-mapping. For example, if I can locate on a map, where waterfowl, flooded rice fields, or wet fields are, and I can also determine where commercial poultry operations are, then I can start understanding which operations are at highest risk.”

I can triage my focus, outreach, and biosecurity efforts to those farms that are most closely located.

“New techniques are available so our national network of weather radar can actually be leveraged, and that data can be utilized remotely to understand in real time where waterfowl are hanging out. Eventually we can use that information to warn farmers in real time if there are migrating waterfowl near their farm,” he said.

Drought Lessons from Israel  Part 1

Six years ago, Israel was in the grips of a drought so dire the government considered shipping in water from Turkey, more than 1,000 nautical miles away. Instead, the country embarked on a coordinated effort of recycling water, desalinization (desal) and conservation education. Uri Shani, a professor at Hebrew University who was with the Israel Water Authority during this recent drought, says the country is now very secure in meeting its water needs, including agriculture and environmental requirements. California can learn from these drought lessons from Israel.

Desalinated water from Mediterranean Sea became a significant tool, but it didn’t happen very fast. Shani told California Ag Today, “For Israel it happened very slowly. The government hesitated going to desal and resistance came from, I believe, the farmers. They were afraid that desal would raise their prices for agriculture. In addition, pushback from the Minister of Finance focused on “the spending of money; they thought it was better to take the water from the farmers.”

Despite desal’s slow start, Israel relies very much on desal. “Private companies came in to build the desal plants,” Shani said, “and promised to run them for a minimum of 25 years. They were paid back when the government bought water from them.

“We use the metric system in Israel. One cubic meter of water equals 250 gallons. So the best price we get now is 50-60 cents (U.S.) for 250 gallons or 1 cubic meter. This is the price at the exit of the plant. It has only added about 60 cents to the urban customer’s water bill.

CEO Council on Sustainability and Innovation Launched

Agribusiness CEOs and Bipartisan Policy Center Launch CEO Council on Sustainability and Innovation

 

Washington, D.C. – Leading agribusiness CEOs announced TODAY they are joining together with the Bipartisan Policy Center (BPC) to launch the CEO Council on Sustainability and Innovation to improve agriculture and food production sustainability.

Leaders of DuPont, Elanco, Kellogg Company and Land O’ Lakes joined the Council, which will research, collect and amplify innovative approaches in the agribusiness industry, over the next several months, to combat and adapt to the realities of increasing climate volatility, a growing population, and other threats to a stable food supply.

“In the next 35 years, experts anticipate demand for animal protein will climb by 60 percent as the population grows in size and affluence. Already demand for milk, eggs and poultry is outpacing anticipated expectations,” said Jeff Simmons, president, Elanco. “We can’t just rely on the public sector to address these challenges. The private sector must deliver innovative solutions that can help farmers sustainably meet our global food needs.” 

“Achieving a sustainable future food supply and responding to the challenges posed by climate change are dependent on our collective actions,” said John Bryant, chairman and ceo, Kellogg Company. “Kellogg and others in our industry have a role to play in sharing innovative solutions and inspiring others to progress along their own sustainability journey.”

“To feed a growing global population, the food and agriculture industry must continue to increase agricultural productivity while facing climate variability and resource constraints,” said Chris Policinski, president and ceo of Land O’Lakes, Inc. “By working together, we can be more effective and efficient partners to enable a sustainable and productive supply chain.”

“The cost and availability of food is an issue of critical importance to all Americans,” said Jason Grumet, president, BPC. “The council will help kickstart a more robust national conversation about what’s already being done to promote sustainable food production and what more needs to be done.”

Although there is extensive industry research into various sustainability practices, there is little collective understanding of the strategies being deployed, nor is there public appreciation of adaptation challenges, mitigation opportunities, and the importance of agriculture in what must be a global conversation. The council will highlight and promote these innovative efforts.

The council’s work will culminate in a public report to be released in 2016.

Replanting Trees as Harvest Ends

As harvest comes to a close for many tree crops, the time for replanting trees is swiftly approaching. David Doll, a UC Cooperative Extension farm advisor in Merced County, said that if California receives significant rain this year, the replanting process in orchards would be more difficult.

“If we are potentially coming into a wet winter, it’s going to provide challenges in establishing new orchards,” Doll said. “In the case of heavy rainfall, it’s important to keep a few things in mind and plan accordingly. First, if we’re doing any type of soil modification, we need to get a little bit of moisture to help the soil settle.”

Doll said second step is ‘pulling’ berms—the small hills or walls of dirt or sand in an orchard created to divert rain and irrigation water from the tree trunk. He explained, “We want to pull them before the soil gets too wet. We don’t want to walk into a heavy soil field, such as clay or clay loam, and pull berms because in doing so do, we would actually slick that soil over and have to deal with compaction and future issues with the orchard.”

“Third, when we start planting our trees,” Doll said, “it’s important to make sure that we dig a proper hole with wet soils.” Doll warned if you don’t spend the time to dig a hole,  you can ‘glaze’ the soil or form a crust on the sides of the holes, particularly in clay soils, leaving a hard, compact surface that is impenetrable to young roots. He advised to fracture or scratch glazed soil on the sides of the hole with a shovel or rake before filling in to ensure proper root growth.

Doll also said that when planting, the graft union—the point on a plant where the graft is joined to the rootstock—needs to be kept aboveground. “Countless times I’ve seen people plant the graft union below the ground,” said Doll. “Or they’ll plant the tree, pull up a berm, and actually put the graft union below the ground. Keeping the graft union about one hand’s width above the soil line will ensure the graft union remains aboveground as the tree settles.”

“Lastly, if machine planting in very wet clay loam soil, clods [lumps] and air pockets may form,” Doll said. “That’s problematic. The same thing also may occur with hand planting. It’s important to make sure the planters are digging a properly-sized hole and the roots need to be sufficiently covered. The soil needs to be broken down and then replaced around the tree. Finally, to ‘tank’ the tree, apply about 4-5 gallons of water after replacing the dirt to reduce the air pockets and allow the tree to get a good, solid start.”

Groundwater Recharge at Terranova Ranch

Major Groundwater Recharge Program at Terranova Ranch Progresses

Don Cameron, manager of Fresno County-based Terranova Ranch has been working with the Kings River Conservation District (KRCD) on a groundwater recharge plan for nearly 20 years to convey floodwaters from the Kings River across Terranova Ranch and other properties in the area. “It has been a long, hard, committed struggle,” said Cameron, “but in 2011, we got Natural Resources Conservation Service (NRCS) involved.

“Once we submitted our grant application to the California Department of Water Resources (DWR), they reviewed it and awarded us a $5 million grant, which really got the project off the ground,” said Cameron.

“We are in the third year of work with the grant and we are currently doing the environmental studies with California Environmental Quality Act (CEQA). We are still very much involved in the engineering phase and we are putting a lot of agreements together with all the neighboring agencies that we have to work with,” Cameron said.

Logistically, Terranova Ranch is in an ideal location to capture potential floodwaters from the Kings River. Adjacent to the North Fork of the Kings River where floodwaters move though the James Bypass to the Mendota Pool, Terranova Ranch, provides the operation a unique opportunity in terms of groundwater recharge.

“We are taking farmland that is in production, and when the floods come, we will direct floodwaters across that land and neighboring land, to recharge the groundwater in our fields,” said Cameron. “We have proven that we can recharge in existing vineyards and tree-crop orchards, as well as in tomato, onion and carrot fields before we plant. We can use the floodwater across our farmland so that we do not need a dedicated basin dug out just for a recharge.”

“We know we can recharge anywhere on our land,” explained Cameron. “We can even turn off our pumps and use the water on the land to irrigate, through our drip systems. There are a lot of different ways to attack the problem. We think this is the best fit for our area, and we hope to be successful in rebuilding our groundwater supply,” said Cameron.

“The plan is to dedicate about 250 acres of ground for recharge,” said Cameron. Low levies will be built around the land when floodwaters are anticipated. We may have crops planted on the fields,” but Cameron hopes to be able to predict floods prior to planting a crop. Nevertheless, Cameron said, “We will flood crops if we need to.”

When the fields are flooded, the water may be as much as 2 to 3 feet deep, or as little as six inches deep. But the goal is to keep the water continuously on those fields to continue the recharge.

And since this is a large project involving state money, CEQA must be involved. Cameron emphasized, “We want to be sure that there is no environmental damage to any possible endangered species anywhere near our farm or near the project we are doing. There are state and federal laws that we have to abide by and so we need to jump through those hoops to get the project approved to completion,” said Cameron.

“We have been working with the project for a long time and we think its time has come,” said Cameron. “We are in the fourth year of a drought now and there is a lot of interest in putting water underground now, rather than building dams. We think dams are necessary as part of the overall water storage for irrigation, but we need both aboveground and below-ground storage.”

Cameron contends this groundwater recharge plan could improve groundwater quantity and quality fairly quickly, and be implemented faster than trying to build a large dam in the state. “We want to do our part here,” he said. “We would hate to see all the floodwater flow by during flood periods. It’s smarter to capture those stormwater flows on the land and into the ground water reservoir. We think it’s a real win for the whole state,” he said, adding there has been a lot of interest in duplicating this type of project throughout the state.

Cameron noted the project is perfect for the Sustainable Groundwater Management Act, which went into effect Jan. 1, 2015. “We are going to be ahead of the game on this, which is where we want to be,” he said.

Yet, not fast enough. Though a sizeable El Niño may pound California this fall and winter, bringing potential floodwaters to many rivers, the paperwork for the Terranova Ranch recharge program will not be completed in time. Cameron and the KRCD have been pushing to complete the project, but the agencies that need to sign off are numerous, including:

  • California Department of Transportation (Caltrans) – because floodwaters will be moving to additional landowners east of 145.
  • Pacific Gas and Electric Company (PG&E) – because water will need to flow under a natural gas pipeline.
  • U.S. Army Corps of Engineers – because a major cement structure with gate valves must be in place for the floodwater to be extracted from by-pass. “This will essentially mean that the levies will be breached,” said Cameron.

Again, the floodwaters will be flowing north and to the east, to several landowners in the region. Cameron and KRCD have been doing all the setup for everyone, not just themselves. “We hope, in long term, to expand the recharge project to 16,000 acres,” said Cameron.

Water Storage Needed for Farms and Communities

Water storage remains a major concern for many farmers. Doug Verboon, a Kings County supervisor and walnut farmer, attended the California Water Commission meeting on Oct. 14 and called it a rare opportunity for farmers and community members to petition for water storage.

“As farmers, we want the water for farming,” Verboon said, “but as supervisors, we need it for community use and disadvantaged communities. Yet, as farmers who have been complaining about the lack of water storage for years, this is the one chance in our lifetimes to get more storage built. We need to get over our differences, get together and make this happen.”

“We want to make sure the Water Commission fully understands the importance of adding more storage today,”Verboon continued, “because without more storage in the flood years, we will cease to exist in the dry years.” Verboon explained the Valley has waited too long to increase storage since the drought in 1977.

“This is our opportunity now to jump on the bandwagon,” he said, “and get more storage built. We’ve already passed the bond. We need the money spent right here in our Central Valley. It doesn’t need to go to Los Angeles; it doesn’t need to go to San Francisco. They have a lot of infrastructure. They have a lot of money. They pay for their water. They’re strong. They can build new reservoirs without any environmental problems at all. We need the help today to build this project at Temperance Flat.”

Should El Nino bring significant rain, Verboon said the Central Valley has the infrastructure to help capture the rain.Verboon said the Kings River, for example, has regularly spaced recharge basins along its length, “but they have been dry for the last ten years. Growing up we used to water ski and catch crawdads in those lakes; they were always full. You can’t fill them up today, so as it rains, if it rains, we need the environmentalists to lay off us a little bit and let us put some recharge in our groundwater storage to help the disadvantaged communities by diluting the water that’s gone bad on us. Our water used to be a little acidic, but now it’s really salty as overdrafting depletes it. We’re not farming any more ground than we have before. We need to take advantage of whatever rain we get, recharge our groundwater and move forward.”
