California Agriculture Takes National Farm Safety Week Seriously

California is focused on National Farm Safety Week across all commodities and in all areas of the state. Amy Wolfe, president and CEO of AgSafe, based in Modesto, said National Farm Safety Week takes place in September because it is such a critical juncture for folks. “We’re gearing up at the beginning of harvest, or the middle of harvest for some, and it’s the end of harvest for others,” said Wolfe.

 

“It’s really a great opportunity to make sure you’re either taking a look at what’s going on in your operation and making those necessary mid-harvest adjustments, or evaluating what went well or what could be improved upon.”

Sadly, Wolfe shared, Farm Safety Week follows a tragedy that occurred during the week of September 12 “when lack of agricultural safety cost somebody their life in the Huron area of Fresno County. We’ve had a fatality in our nut industry, which just continues to be—number one—a tragedy for those of us who work in agriculture. It is also a very significant reminder of the importance of addressing such issues as lockout-tagout, which ensures that equipment is properly shut down before any maintenance,” said Wolfe.

 

“There needs to be strict communication between everyone around the machine. Everyone should know why it may be shut down and why they should never restart the machine until everyone is cleared,” noted Wolfe. In addition, all equipment must be maintained so that it runs properly in the field. “We also need to make sure that good systems of communication are in place when someone is injured.

 

AgSafe is recognizing Farm Safety week in many creative ways this week. “This is the week to reflect on how well we are doing everything that we possibly can to protect our farmworkers,” Wolfe said. “If you book for Farm First Aid Training with us by Friday, you’ll receive a 10% discount. Eighteen New California Farm Academy Graduates!

Eighteen New Farmers Graduate from California Farm Academy

The California Farm Academy, a part-time, seven-month, beginning farmer training program run by the Land-Based Learning, graduated 18 new farmers on Sunday, September 18, 2016.

 

With more than 250 hours of classroom and field training behind them, these enterprising graduates were honored by notables such as Karen Ross, secretary, California Department of Food and Agriculture (CDFA); Craig McNamara, president and owner of Sierra Orchards, as well as president of the California State Board of Food and Agriculture; Sri Sethuratnam, director, California Farm Academy (CFA); and Mary Kimball, executive director, Center for Land-Based Learning, based in Winters California.

“The impetus of our program,” said Christine McMorrow, director of development for Land-Based Learning, “is the need for more farmers as the current ones age out. According to the USDA, over 700,000 new farmers will be needed in the next 20 years to replace those who retire.

 

CFA teachers, farmers, academic faculty and staff, and agricultural, natural resource and business professionals, teach CFA students basic production agricultural practices; crop planning; soil science; pest management; organic agriculture; irrigation and water management; marketing; ecology and conservation; obtaining loans, insurance and permits; farm financials; human resource management; risk management; farm safety; regulatory compliance and problem-solving.

 

McMorrow stated, “These folks have been with us since February, following a rigorous application process. A lot of these folks either have land they have dreamed of farming but did not know how to put it into production. Some of them come from farming families, but they wanted to get involved in the family business on their own. They may have been in a different career and now want to do something new or different. Perhaps they haven’t studied agriculture or they have not seen much agriculture other than what their family does, so this is an opportunity for them to learn and to explore a new business idea.

 

“We only take people who are serious about production agriculture. This is not a program for somebody who thinks, ‘I’ve got an acre in my backyard and I really want to grow something.’ While that’s a cool thing to do, the academy is not for those people.”

 

“Our graduating farmers, who range in age from their late 20s to early 50s, each wrote a business plan and presented it to folks within the agriculture industry,” said McMorrow. “They also planted some of their own crops on a farm in Winters.

 

McMorrow elaborated, “These new farmers have been able to create their own networks, having made contact with more than 40 different folks within the agricultural industry throughout the time they spent with us. These networks include local farmers around Yolo County, Solano County, Sacramento County, and other regions, and will help our graduates realize their dreams.”

“This is the fifth class that has graduated,” explained McMorrow, “and mind you, these folks are doing lots of different things. Some of them already have their own land, some are going to work for someone who has land, some will work other farmers, and some will go into a food-related business.”

 

“Still others will stay and lease small plots of land from us,” McMorrow commented, “to start their own farming business. Beginning farmers face huge barriers to getting started, the biggest of which is access to land, capital and infrastructure. So, to get their farming businesses started, California Farm Academy alumni are eligible to lease land at sites in West Sacramento, Davis and Winters at a very low cost.”

Celebrating California agriculture is a refreshing perspective. Peterangelo Vallis, executive director of the Fresno-based San Joaquin Valley Winegrowers Association, has an astute viewpoint on California agriculture. Vallis said, foundationally, consumers loves farmers—unless those consumers have been exposed to oppositional or politicized messagingbut most have not been.

“You go talk to any random person in any city,” said Vallis. “If they’re not politicized, which most people aren’t, they are just trying to live their lives, eat their food and rear their children. And they love farmers because farmers make food,” Vallis said.

“What have been some of the most effective agricultural campaigns in the country? Wendy’s ‘Where’s the Beef?’ Blue Diamond almonds, ‘A Can A Week, That’s All We Ask.’ These ads humanize who we are talking about.”

“How about the California Dancing Raisins? That was huge,” noted Vallis.  “Everyone in any part of the country remembers those raisins. That’s positive PR. That was positive recognition for Ag. We’ve got to be doing more of that.”

Vallis advocates more positive PR, but says we need to take a different approach. “Instead of all these billboards running up and down [State Route] 99 that make us look like vigilantes with pitchforks, we need to take whatever money that took, buy some billboards in L.A. and San Francisco, Washington D.C., and New York with some happy kids, with a bowl full of veggies saying, “Thanks, mom! This was great!”

“This is basic, basic stuff because, realistically, we’re marketing the fact that we need help to make more food,” Vallis noted. “We’re making safe domestic food, but if we don’t engage with the people that are our customers, we’re never going to be able to get our ideas and our needs across, because we’re just not talking to the right audience.”

USDA NRCS Works To Increase Diversity

NRCS Conducts Outreach for Diversity

The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) works with local growers across America to conserve the nation’s soil, water, air and other natural resources. Elisabeth “Elise” Miller, is an area engineer for the entire Southern California region. “I also serve my agency as the NRCS-California LGBT Special Emphasis Program Manager, a collateral duty that I perform on several levels to increase diversity,” said Miller.

 

“First, I work to educate employees within my agency, to make them better informed and more in tune to language,” Miller explained. “Then, I work to get a more diversified workforce within the USDA,” she added, to make the organization stronger and better.

“My efforts might include going to a university,” she elaborated, “trying to tie in with their resource center and encouraging more people who identify as LGBT to apply for federal jobs. Our colleges, the University of California (UC) and the California State (Cal State) University system, have a lot of really good, positive and powerful resource centers that I’m hoping will continue to help us with our outreach and pull more people in who want to work for us.”

 

“Certainly we do have human resources,” commented Miller. “And we do a lot of outreach. With California being so large and so diverse,” Miller said, “it is hard to reach out to everybody. We have to start with the big UC schools first. We also try to reach out to universities such as Fresno State, Cal Poly, San Luis Obispo or Pomona or UC Davis, or Humboldt State. Those would be schools that certainly we want to outreach to and try to bring more of those graduating students in under our fold.”

 

“My agency is a very technical agency,” said Miller. “We work on conservation-type issues—resource issues that farmers, ranchers or private landowners might deal with—requiring an agronomist, biologist or soil scientist. I often go out with a multi-disciplinary team and meet with a farmer, rancher, or just a landowner.”

 

“Every farmer I meet has some kind of issue,” Miller commented, “whether it’s pest management, whether it’s dealing with manure management or an erosion issue that’s going on. If they have a hillside orchard, they have to deal with that.”

 

“And obviously they focus a lot on drought management and water conservation,” Miller explained, “A lot of these farmers of course are forced to use groundwater, which is depleting the groundwater sources and may be causing irreparable damage.

 

We work cooperatively to try to help them resolve their land issues. That’s what I like about my agency—that we’re invited there. We’re not there to push a regulation. We’re there to help them to better manage. They always maintain control of their decision making. We try to give them options available and we have cost share programs to assist them, if something is identified. We work towards developing conservation plans on the property.”

 

The agency is also responsible for the soil survey work. “We map the soils five feet deep,” said Miller, “to gather information, resource information, which has worked fantastically well for a farmer to know what kind of soil he’s dealing with. It may make a difference on how a farmer irrigates. It may be why he’s having a problem with a crop or many other areas that could be helpful to them.”

 

“We are in the community. We’re very much aware; we know who the farmers are, we know what the issues are and we work with farmers to try to address their land problems. We don’t just pop in and then pop out,” Miller said.

Julie Borlaug Honors her Famous Grandfather, Norman Borlaug, in Advancing Science in Agriculture

 

Editor’s Note: Julie Borlaug spoke recently at the 2016 Forbes AgTech Summit in Salinas, and shared with us the legacy of her Grandfather, Norman  Ernest Borlaug, a man who used technology to ward off starvation and the recipient of the Nobel Peace Prize, the Medal of Freedom, the Congressional Gold Medal, as well as the importance of advanced technology in Agriculture. 

 

Julie Borlaug, associate director for external relations, Norman Borlaug Institute for International Agriculture at Texas A&M University, introduced the Institute’s mission, “We design and implement development and training programs. We take the legacy of my grandfather and we carry it out through the land-grant mission of teaching, research and extension. We’re primarily funded by organizations like USAID and USDA, so we truly are a development agency.”

Norman Borlaug

We all know why we care about agriculture and a lot of why we care is pretty much some of the same reasons my grandfather was up against during the green revolution. My grandfather was the recipient of the Nobel Peace Prize, the Medal of Freedom, the Congressional Gold Medal and now a statue in the National Statuary Hall at the U.S. Capitol. However, when I speak about my grandfather I like to humanize him a little and make people realize he was a normal person and that anyone can, if they’re dedicated, change the world.

Growing up with him, we didn’t really know what he did. We just knew he flew through Dallas on his way to Mexico or Africa or India. In third grade, I took him to show and tell, and he was upstaged by a hamster. I think it was good for him.

When he got the Congressional Gold Medal I got to sit with him on stage and he had two minutes to talk. The entire Congress was shut down. At 10 minutes, Nancy Pelosi‘s staff [was] poking me from behind saying, “You’ve got to stop him.” I leaned forward to President Bush and I said, “They want him to stop. You’re the President.” He said, “This isn’t my thing, this is the Congressional.” Right at that point, I think we were about 18 minutes in, my grandfather said, “Poverty and hunger are fertile seeds for isms, and terrorism is one of them.” At that point Bush leaned back and said, “Don’t stop him now.”

My grandfather was many things. He was a warrior against hunger, he was a teacher, but first and foremost he was a scientist. He often said, “The fear of change is the greatest obstacle to progress.” He came down on the side of innovation and was known to be bold and quick.

He was a fierce advocate for innovation and technological change, especially when it came to developing countries and small-scale farmers. His most potent view of science was that man’s most advanced knowledge and technology should be used in the battle against hunger and poverty.

Like my grandfather’s green revolution, we have a huge challenge in front of us: How to feed 9 billion people. This is going to require new economic, political policies, new rounds of innovation, of technological advancements, but most importantly in agriculture, it will require a new way of agriculture to address things.

Transformation

We have to change our thinking, we have to have new partners and we can’t be the traditional Ag and take a silo approach. We have to be interconnected, transformative, with greater transparency and we need to bring the life science technology entrepreneurs—everyone, even the medical community—to the table.

That’s one of the reasons why my grandfather’s green revolution was so successful. He realized he had to bring the government, economic infrastructure and technology together for the small-holder farmer for it truly to work, because agriculture alone cannot transform.

Like my grandfather, I strongly believe in biotechnology and innovation. I always get asked, “Can we feed 9 billion people?” My answer is yes, if we are allowed to. If my grandfather were here he’d say, “We are not going to be able to do this without science and without pushing the boundaries of innovation.”

To feed 9 billion we need to realize we have a new strain of fact-resistant humans and we have a lack of transparency, that’s all you can call them. I could call them something else, but that’s the most polite way.

Consumer Confusion

We need to realize that our consumer is very different. We have mommy bloggers, we have foodies driving the conversation and the table is moving closer to the farm. We have all the misconceptions; a backyard garden is not farming.

Pretty backyard gardens with chickens running around is not going to feed the world. It takes more than that and we have a public who thinks that’s what it is. I always ask those people, if they want to go see reality, come with me to rural Kenya and let’s ask a female farmer what she needs. It’s seeds, inputs and technology.

We also have market confusion. We have vegan green beans, we have gluten-free cranberries, we have GMO-free beef. I was at an opening of Whole Foods a few years ago and there was a North Texas cattle company that was showing GMO-free beef and I had to walk over and ask what he meant. He said, “We do not genetically modify our cattle.” I said, “Well, of course you don’t. Do you mean you’re not giving feed that has been genetically modified?” He said, “No, no, no, we do that. We just don’t genetically modify our cattle.” It was great marketing.

We had GMO-free salt that sold at stores. I like that one. We have a public that believes everything on social media, especially what their 20-year-old yoga instructor says, who got a degree in nutrition online. We also have fear campaigns; look at what Greenpeace has done.

You cannot be anti-hunger and anti-innovation. If you are going to be anti-innovation, you better have a solution for us because we’re willing to accept it.

Innovation and NextGen

What’s really [fascinating] is where my grandfather would be excited about the future of Agriculture. My grandfather would be most excited about the gene revolution. We have gene-editing and synthetic biology. There are so many new solutions out there. We have a sharing economy, internet of everything, cloud biology, MachineryLink—something I’m involved in. It’s an uber platform for sharing of equipment.

In order to really get to my grandfather’s legacy, we have to remember that we are responsible for the next generation. We have to build the hunger-fighters that my grandfather built. The next generation is growing up with technology, they’re creative, they have bold ideas, they collaborate across discipline and they want change. We need to bring them to the table and support them.wheat

When my grandfather got the Nobel Peace Prize, the Chair said, “Behind the outstanding results in the sphere of wheat research for which the dry statistics speak, we sense the presence of a dynamic, indomitable and refreshingly unconventional research scientist. We still need more of those today. It’s going to be unconventional partnerships and innovations that help us end hunger. Just remember, if we don’t allow it to happen here, if we try to ban the future of agriculture and innovation, it’s just going to happen somewhere else, and I think we want that to happen here.”

If my grandfather was here he would thank you for your dedication and he’d tell you to move faster, because there are 25,000 people who are going to die today while we’re debating future technologies. I think we need to always remember that.

Before he died he said he had a problem. This was when he was told he was going to pass away, and it was 3 days before he died. My mom and I asked what his problem was and he said it was Africa. “I never brought a green revolution to Africa.”

I quickly said, “All the hunger-fighters, everyone you’ve trained, everyone in this room is going to ensure we bring a green revolution to Africa that’s appropriate for each country and each area, and we will do that everywhere.” That is what you’re doing, but remember, your innovation and technology is only good when you take it to the farmer.

CULTIVATING COMMON GROUND: Economic Analysis of Drought on California Agriculture

Josué Medellín-Azuara, Duncan MacEwan, Richard E. Howitt, Daniel A. Sumner and Jay R. Lund of the UC Davis Center for Watershed Sciences, ERA Economics and the UC Agricultural Issues Center reported their views on the economic impact of California’s continuing drought on agriculture this week. The study, “Economic Analysis of the 2016 Drought For California Agriculture,” proved to be uncommonly riddled with errors, questionable metrics and inaccuracies; it’s a continuation of a disturbing recent trend.

The authors claim that about 78,800 acres of land might be idled due to the drought, but a quick Google search shows a single water district that had more than 200,000 acres of fallowed land in 2016. There are more than a hundred other water districts throughout the state, and most are reporting idled acreage.

 

In another irrigation district in Yuba County, more than 100 agricultural users have been cut off entirely, leaving their nearly-mature crops and fruit and nut trees without water.   [North Yuba Water District (NYWD)]

 

This year the federal and state water projects announced they would provide agriculture with 55% of their water. Two months ago, they reduced the estimate to 5% south of the Delta, and they are struggling to even deliver that amount.

 

Across the state, water prices have increased dramatically, whether pumped from the ground or bought on the faltering water-exchange market. Water that costs less than $250 per acre foot in 2012 now costs up to $750 or more.

 

It doesn’t take a doctoral or economic degree to understand that when the price of water goes up, the cost to produce food also goes up. Farmers may be getting more money for the produce they grow, but they are watching their bottom line shrink because it costs more to grow it. Even water from their wells isn’t free; pumping takes energy, and energy costs money too.

 

Adding to rapidly increasing costs are the new minimum wage, capped work hours, and hundreds of regulatory mandates from the 80+ local, state, and federal agencies that oversee every aspect of California farming and bury farmers in paperwork and red tape. Compliance takes time away from growing food, and it costs money.

 

Take a look at rice farmers. Growing rice today is a losing proposition. After the labor, cost of rice plants, fuel, fertilizing, care, harvesting, drying and milling, growers pay substantially more to grow rice than they can charge for their crop. Many have converted rice paddies to other uses, and some sell their water or take money from federal agencies and conservation groups to create wildlife habitat in order to simply stay afloat. Some are selling off their land to developers, a lose-lose decision affecting everyone.

 

On main street, consumers are another group taking a second, alarmed look at their grocery, water and sewage bills. All are rising far faster than inflation. Whether you are talking about the price of fruit, bread and eggs or the cost of taking a shower, all have been increasing over the past five years because of the drought.

 

To really understand what’s happening, take a drive out of the city and into the countryside where your food is grown. Stop at a roadside produce stand or park your car and strike up a conversation with some ranchers and farmers in a small town cafe.

 

After you hear their stories, you may realize that almonds and pistachios are not as labor intensive as strawberries, tomatoes, cucumbers, grapes, beef, lamb or many others out of the nearly 450 crops grown in California. Some crops are thirstier than others, too. This doesn’t diminish the value of these fruits, nuts, vegetables, and proteins. The value of water is what it provides us: in this case, safe, local, and hopefully affordable food.

 

But commonsense interviews and case studies of actual operations — once the heart of any competent agricultural economic study — are virtually missing from the report’s statistical models built on university computers, research hypotheses and tables of statistics.

 

The drought has hurt California farmers, and it is hurting Californians wherever they live. Gross income may be up, but net profits are down, and the rate of decline hasn’t hit bottom yet.

Josué Medellín-Azuara told California Ag Today, “I will not go over debating the comments which I very much welcome and respect, but I would like to provide some thoughts instead.”

 

1)  “Through remote sensing,” Medellín-Azuara said, “we estimated summer idle land in Westlands by the end of the irrigation season to have been 170K acres in 2011 and just above 270K acres in 2014,” based on NASA data. The difference can be explained by some drought effects and other conditions, according to Medellín-Azuara, “so idled land differences should be taken with a grain of salt. As a point of interest, most of the fallow land we estimated was on the Westside of the south San Joaquin Valley.”

 

2) In addition, Medellín-Azuara clarified, “My understanding is that there is a cost issue and a cutoff issue. We estimated about 150 TAF (Thousand Acre-Feet) of [water] shortage in the Sacramento Valley in our study. At current conditions for North Yuba Water District (NYWD) agriculture is no more than 3 TAF from my reading of the attached document. I am not saying the cutoffs are not hard for the more than a hundred users, but [I] also want to put numbers into perspective.”

 

3) “From what I’ve heard and read,” Medellín-Azuara stated, “the timing [of] more than quantity of the projected releases is unfortunate. One of the things we highly encourage in this and past reports is easing of low environmental impact water transfers among users.”

UC Davis Foundation Plant Services Serves the Ag Industry

UC Davis Foundation Plant Services, Critical Service to the Ag Industry

UC Davis is home to Foundation Plant Services (FPS), a plant repository the world relies on for plant importation and quarantine, disease testing, virus elimination, and DNA identification services for a variety of plants and rootstocks. FPS also coordinates the release of UC-patented horticultural varieties and provides an essential link between researchers, nurseries and producers.

 

“Established at UC Davis in 1958, FPS has grown from a small kind-of-mom-and-pop scientific effort sourcing out cherry and grapevine cuttings that have been screened for virus to nurseries so that they could make better plants for growers,” said Deborah Golino, director of FPS since 1994. “FPS has grown to the point where it is a self-supporting center. We owe a lot to the growers and nursery industry that have supported us over these years,” she said.

Today FPS employs about 35 people on “soft money,” including scientists in the lab and people in the green houses, as well as propagators, and field workers. About 250 acres of various plantings—largely grapes of course—plus programs with strawberries and sweet potatoes that are mostly run in green houses,” noted Golino.

 

“All other programs circle around getting correctly identified, valuable commercial plant materials (cultivars). Many times, great people save varieties, and screening them for virus and making sure that commercial nurseries have that virus screened materials, so they can make plants for farmers that have the added productivity and sustainability that comes with clean material,” explained Golino.

 

FPS advances clean material in the lab by cutting out a meristem shoot tip and grow a plant from that. “Let’s say we have a valuable Chardonnay that came in from France. It’s a new clone and it has a couple of viruses in it. In a process that takes about a year, we take a micro-shoot tip culture and regenerate a plant,” Golino said. “For reasons that aren’t really fully understood, regenerating that plant from the tiny .5 millimeter piece gets rid of viruses. That’s our therapy, but what we give to most nurseries and growers who buy material from us is that little plant grown up in the field, and we might have hundreds or even thousand of cuttings of some root stocks.”

 

“The most common route for advancing a clean plant cultivar is by nurseries coming in to buy several hundred cuttings,” Golino explained, “and plant them in a field. Those plantings grow big mother plants from which they harvest more cuttings to be grown and eventually sold to growers. It’s a multi-year generational process.”

 

“We have over 900 cultivars of grapes and over 5,000 accessions because we have multiple clones of Chardonnay and Pinot Noir,” Golino said. “All of that material is improved by the technology we have used, technology that has been developed by other UC researchers to conduct DNA identification to ensure accuracy, which is part of the FPS mission.”

“That material is held as a trust to improve our agricultural offerings to growers of fruit trees and other crops,” Golino said. “Even though much of the material is not produced by UC growers and might even be produced by a Cornell or a Michigan breeder, it is still important to our agriculture here in California and across the country since the 2008 Farm Bill was passed. I think we owe Congressman Sam Farr (CA -20) a tribute for that. Since then, there has been money for the National Clean Plant Network with USDA’s Animal and Plant Inspection Service (APHIS) and they have funded about 20 clean plant centers around the country.”

 

“FPS certainly provides the highest level of screening in the world,” Golino stated, “and I think we might be the biggest too. In this modern world where margins are so thin, the universities are so tight for money for research and especially for teaching, and they have so many challenges taking care of those things, the experiment station does not have much money for service work, like the work that is done at FPS.”

 

“FPS conducts its work for industry, and that isn’t really directly relative to the university’s mission which has to be strictly accommodated. That is why California grape and fruit tree nurseries have assessed themselves to fund our programs since the mid 1980s,” said Golino. “And then we have the clean plant money on top of that, and our grape nurseries actually pay user fees on the plant material they make from our material. That keeps the doors open and keeps us doing world class work,” Golino said.

Pecan Growers Excited about Federal Marketing Order

Calif. Pecan Growers Gather to Discuss Federal Marketing Order

On Wednesday, August 3, nearly 100 people attended the California Pecan Growers Association meeting at Linwood Nursery, the oldest supplier of pecan trees in the world, located in Le Grand in eastern Merced County.

Not all attendees were current pecan growers; many were contemplating planting pecan trees. New interest and excitement in pecan farming surrounds the newly approved (May 2016) and forthcoming Federal Marketing Order For Pecans (FMO) that will assess growers a few cents per pound to increase pecan marketing and awareness in California and other areas of the country.

“We want to model it after the Almond Board of California,” said Mark Hendrixson, president of the California Pecan Growers Association, whose members farm approximately 4,000 acres of the crop throughout the San Joaquin and Sacramento Valleys.

“We had a very a good turnout. Pecans are a growing industry in California; we have great weather for them,” said Hendrixson. “We do things a little bit differently because of our great weather, but we’re able to produce extremely good quality.”

CPGA-Logo“Pecans are extremely healthy,” said Hendrixson. “The research has been out there for quite some time, but the pecan industry has never had a unified marketing voice. Once we develop the Federal Marketing Order, we will be able to spread the message about health and other great benefits that will help drive interest in pecans and pecan consumption, and to deliver quality product to consumers around the world.

Hendrixson expects the Federal Marketing Order For Pecans to be in place very soon. The USDA will officially seat the Board of the American Pecan Council (APC), the new governing board of the FMO, by October 1, 2016 by calling for board member nominations, qualifying the candidates and issuing a ballot for qualified voters to vote on those nominations.

“Once those ballots are approved by the Secretary of Agriculture,” Hendrixson said, “we’ll have an elected Board that can begin to function and actually set the assessment, which in turn will be approved by the USDA going forward.”

Breaking News: The 5 Percenters May Not Receive All of Their Water Allocation

5 Percenters and Endangered Fish May Both Lose

Will the 5 Percenters—the Federal water users in California who were restricted by a 95% water allocation reduction this year—actually receive the promised 5% allocation? This scenario follows a more-than-average winter rainfall and snowfall throughout the state.

Ryan Jacobsenexecutive director and CEO of the Fresno County Farm Bureau, said, “arguably it’s turned out to be much worse. Right now, for the initial 5% allocation to even be questionable right now is just absolutely insane. It all boils down to the amount of water being held up in Lake Shasta for fish purposes, which has put a major stranglehold on what’s happening down here at this point,” noted Jacobsen.

At Shasta Reservoir, a keystone reservoir of the Central Valley Project, the U.S. Bureau of Reclamation essentially discharged flood releases earlier this year just to make room for the water that was expected to come in.  Shasta now stands at a above average full for this time of year, because the Feds are holding all the water for release for salmon later.

This is part of the plan to have cold water available to release for the salmon. And Shasta actually has 30 percent more cold water than what they thought, and water leaders are pushing hard to get the Feds to release it for agriculture.

And San Luis Reservoir is  at a dead-pool status, which insures no more water can be sent south from that reservoirDead pool means no more water can be drawn from San Luis Reservoir, which does not bode well.

Jacobsen said, “This means our federal contractors’ 5% is in question. And that’s the irony: we were looking at such a strong year—or at least an average year [of precipitation]—and ending up now where our meager water supply is in jeopardy. This is incomprehensible and inexcusable from the federal side.”

Shasta has both federal and state water, and the federal side is essentially nothing at this point, explained Jacobsen. “Farmers rely upon San Luis Reservoir water for July and August irrigation, “and the water is essentially gone at this point,” he said. “It just shows you the major mismanagement we’re seeing from the federal side and the inability to capture water even when it is available, and not at the demise of any of these species.”

Jacobsen reiterated, “Back when the precipitation was falling [last winter], water was available at some extraordinarily high levels; yet, we never saw the increase in pumping that we would have expected under the normal conditions. “Of course, we’ve seen less pumping this year for the farmers and the cities south of the Delta,” noted Jacobsen. “During the times of the rainfall this year, it was essentially excuse, after excuse, after excuse. Some newer excuses pertained to why the pumps were not operating or operating at a very reduced capacity,” explained Jacobsen.

“The situation has been frustrating for a couple of years, but the anger continues to build because right now, this is not a ‘Mother Nature’ issue. It is completely a man-made regulatory drought that is, again, just incompetency at its best.”

“When we talk about the water stored behind Shasta [Dam] right now, really it is for the fish,” noted Jacobsen. “The most-watched fishery, at this point, is the salmon fishery. We’re in year four of this drought, but when it comes to the critical side of fish, the salmon essentially operates in three-year cycles. The last two years have been arguably two of the worst years on record for them, and this potential third year is a kind of make-it-or-break-it for salmon fisheries in the Delta region.”

Unfortunately, per Jacobsen, many decisions have been based on guesstimates. “There are a lot of folks who think we need to reserve all of this cold water for a fishery that may or may not be responding to what has been done in the past for this [contracted irrigation] water that has been given up for those purposes,” Jacobsen explained. “Right now, I think we’re doing a lot of experiments at the cost of jobs and employment, and most importantly, the farms here in the San Joaquin Valley. The frustration is that science is really not playing a big part in it. A lot of decisions are just simply, ‘We think we should be doing this versus what the science actually says we should be doing.’”

Jacobsen’s leading frustration is that all that water taken from farmers and given to fish has not helped the fish at all. In fact, the smelt and salmon numbers continue to decline. “I talk about growing frustration and anger from so many folks in the last couple of years… specifically because it hasn’t made a difference,” said Jacobsen. “An exorbitant amount of water has been given up for these fisheries, [endangered fish populations] continue to decline and crash, and as we’ve been saying for years, it is beyond time to look at just the water exporters,” he added.

Jacobsen maintains other stressors should be seriously investigated. “Many other issues taken place in the Delta should be pulled into play here, but again the regulators and the environmentalists continue to look only at the exporters as the sole issue for fish decline. There are so many other factors out there that need to be looked at,” he said.

Mathesius is New UC Soil Scientist

Mathesius is New Agronomy Farm Advisor in Sutter-Yuba, Colusa Counties

Konrad Mathesius is the new Agronomy farm advisor at the UC Division of Agriculture and Natural Resources Cooperative Extension, Sutter-Yuba, Colusa Counties. Mathesius first explained his unusual last name. “It means ‘mathematics’ in Latin. I guess we had accountants in our family lineage back there somewhere,” he said.

Mathesius completed his undergrad degree in political science at Utah State, followed by two master’s degrees at UC Davis in Soils and Biogeochemistry; and in International Agricultural Development (IAD)—a graduate group within the Department of Plant Sciences. “The IAD is flexible in its curriculum, which allowed me to take many plant- and soil- specific courses. I took the opportunity at IAD to specialize in soils,” he said.

“Through the years, we have learned a lot through the pioneers of soil science and it’s an exciting field because there is still a lot to learn,” said Mathesius. “And everything that comes out of soil science, in one way or another, is applicable to life on the planet.”

“Soils also tell a story, and that’s one thing I really enjoy about it. It’s especially evident in California because there is a remarkable combination of parent material that has created an abundance of different soils in the state,” noted Mathesius. “And it’s very relevant to agriculture, ecology, and environmental science. Differences in soils create a stark contrast in how crops grow and how they need to be managed,” he said.

Mathesius is responsible for the agronomic crops grown in his region, including dry beans, oilseeds such as safflower and sunflower, fresh market corn and silage corn, and small grains such as barley, wheat, and rye.

“I’m a soil scientist by trade, but ultimately I am a UC Cooperative Extension Farm Advisor and available to growers to figure out what their crop issues are—which include pests, diseases and soil fertility,” noted Mathesius. “I am a resource, and the UC system has many other resources and personnel who can thoughtfully consider solutions to crop problems.”
