For Groundwater, Local Management Proves Effective

Effective Local Groundwater Management

As the state Legislature considers statewide groundwater legislation in the midst of a severe drought, water agencies and water users say local groundwater management has yielded sustainable and positive results.

“Recent discussions may have left people with the impression that California has no groundwater management, but dozens of local and regional plans are in place and work well,” said Danny Merkley, California Farm Bureau Federation director of water resources.

Current law enables local entities or agencies to implement their own groundwater basin management solutions and strategies. Local management falls into three main categories: special act districts, created through an act of legislation; county groundwater ordinances adopted by local agencies; and court adjudications, where groundwater rights are determined by a court.

Tim O’Halloran, general manager for the district, said its data collection efforts give well owners “a snapshot twice a year of how their groundwater is doing, a trend over time,” which allows development of sophisticated, conjunctive water programs that assure sustainable groundwater use.

Effective groundwater management comes from working through the issues collaboratively and locally, he said.

“If an outsider comes in and takes the data, by the time it is processed, it may or may not make sense and they won’t have the context to evaluate the data,” O’Halloran said.

Another special act district, the Sierra Valley Groundwater Management District, was established in 1980 after irrigators became concerned about increased drilling of new wells.

Jim Roberti, a director of the Sierraville-based district, said the district was established to prevent export of water.

“The major goal of the forming of the district has been achieved and the water has been allowed to stay in the valley for the people that live here,” he said.

Roberti said landowners are required to purchase a meter for any wells with a flow rate of more than 100 gallons per minute. The district owns and maintains the meters, with data collected monthly.

Management of aquifers is also achieved through the use of local groundwater ordinances adopted by local agencies.

The Butte County Department of Water and Resource Conservation was formed in 1999.

“Butte County started this county water and natural resource department because there were transfers taking place and the residents felt there should be a little more oversight, so the county passed an initiative that restricts transferring surface water and pumping groundwater,” said Les Heringer, farm manager at M&T Ranch in Chico. “Since the county started this, it has functioned very well.”

Paul Gosselin, the director of the county department, said Butte County has more than one ordinance that guides groundwater, such as a groundwater management plan and a well-spacing ordinance to ensure that agricultural wells do not interfere with each other.

“It is pretty complex with groundwater flows, surface water flows and the interaction with surface and groundwater, and then how much land use affects either surface-water use or groundwater use,” Gosselin said.

Butte County has a network of wells that are monitored quarterly, plus additional wells dedicated for groundwater monitoring, with data reported publicly. Landowner volunteers are asked to assist with groundwater monitoring.

“We’ve had extraordinary involvement and public participation and willingness by landowners to do monitoring and help study the basin,” Gosselin said. “The people at the local level did this from the grassroots up because of their understanding and appreciation of the importance of groundwater and what that means for the community, agriculture and the environment.”

A third form of groundwater management is through court adjudication, in which groundwater rights are determined by a court, including how much groundwater well owners can extract and who serves as watermaster to ensure the basin is managed.

John Martin, general manager of the Tehachapi-Cummings County Water District in Tehachapi, said the district has three adjudicated basins.

“Because of the fact that the groundwater is limited and the safe yield is very small, we have an informal arrangement with the farmers that they don’t take more than half of their total water needs from the ground and that they get at least half from our (surface) water supply,” Martin said. “They have been complying with that for quite a number of years and by doing that, the basin is staying well below the court-determined safe yield.”

The Tehachapi-Cummings district, which acts as the court-appointed watermaster, meters agricultural wells that take monthly readings and groundwater elevations, and people are notified when the supply is getting out of balance.

Merkley said Farm Bureau and other agricultural organizations have been urging the Legislature to move deliberately in considering statewide groundwater legislation. He noted that some groundwater basins face supply-demand challenges, but that examples of successful local programs could “provide a path for others to follow” in coming years.

“The complexities of groundwater, groundwater management and interactions with surface water are simply too great to rush to complete an isolated solution,” he said. “We recommend a carefully thought-through process to develop appropriate protections of our groundwater resources for future generations.”

Butte County farmer Heringer put it this way: “One size does not fit all in this state regarding groundwater. Every groundwater basin is different in the state, so local oversight is much better than having somebody from the state come in and tell us how to manage it.”

USDA Launches New Website for New Farmers and Ranchers

Farmers work hard. They work to produce food that will eventually be on our dinner plate, while dealing with unpredictable weather, long hours and countless risks. New farmers face more obstacles with starting their operations with acquiring land, equipment and capital as well as learning about regulations and insurance policies.

With these new challenges, the U.S. Department of Agriculture hopes to guide the next generation of farmers for their future careers. As FFA members are also preparing to be future leaders in the industry, USDA’s New Farmers website could be used as a valuable resource.

The website takes users through a step-by-step process in creating an operation. These steps include education and technical assistance, acquiring land and capital, managing risk and financial management.

FFA members trying to start their supervised agriculture experience programs can find youth loans useful. The Farm Service Agency provides up to $5,000 to be used to buy livestock, seed, equipment and other operational items. If an FFA member wanted to expand their SAE, they could check out value-added producer grants and the USDA National Farmers Market Directory. These resources could help a member find different ways to sell their products in new markets.

Krysta Harden, agriculture deputy secretary, said the age of farmers is increasing, with the average age currently standing at 58 years old.

“New and beginning farmers are the future of American agriculture,” Harden said. “For agriculture to continue prospering in this country, we need to offer products and policies that address the unique challenges and issues facing new and beginning farmers. This website aims to address some of those challenges and make getting started just a little bit easier for the next generation.”

The website also provides information for creating a business plan as well as blogs and videos of topics that pertain to new farmers and ranchers.

National Farmers Market Week highlights connections between consumers, farmers

The annual National Farmers Market Week is being observed this week (August 3-9).  It’s a time worth celebrating because of the key role farmers markets play in connecting consumers to the people who produce their fresh fruits and vegetables.

At a time when there is more interest than ever about the origins of food, these markets have the answers, thanks to producers with plenty of information for their customers. Additionally, many of the markets do outreach on nutrition, provide help with food access, where needed, and offer a great way for people to buy California Grown!

California leads the nation with more than 800 certified farmers markets, serving as venues for an estimated 2,200 certified agricultural producers selling high-quality produce directly to consumers. CDFA created the Certified Farmers Market Program in 1977—the first in the nation—to provide consumers with the assurance that they are buying directly from producers.

In California, many of the markets operate year-round due to the availability of local produce.

Fair food gets a TV show!

Some fairgoers came for the barbecue, washed down with beer floats. Others lined up for deep-fried, bacon-wrapped pickles, cheesecake on a stick or a dozen forms of fried potatoes.

But it’s lobster corn dogs, doughnut sandwiches, deep-fried frogs legs and a mega loaf of curly fries that will be the most memorable morsels of this year’s Stanislaus County Fair, thanks to a Food Network episode of “Carnival Eats” that filmed in Turlock.

“Vegas has its secrets. The fair has its calories. It’s the guilty place you go once a year,” said host Noah Cappe between takes Saturday. The show has crisscrossed the country since April, filming Cappe gamely learning to cook everything from gumbo in Louisiana to deep-fried rattlesnake in Oklahoma.

“I appear to be a slow learner. But I’m definitely getting comfortable around the friers,” Cappe said with a grin.

“It’s silly. The guy can barely slice an onion, but he loves to eat,” said show director Spencer Ramsay while his crew set up cameras at the Monster Grill.

“Setup takes a couple of hours,” he noted. “That’s always what takes the time.”

Outside, cameramen taped a black cloth hood around a window in front of the main cooking area to block reflections. One camera would be shooting there while two others stood inside with Ramsay to capture Cappe’s foray into monster corn dog and curly fries cooking. Each item is cooked at least twice, giving a variety of wide-angle and close-up views to be stitched together later.

“It’s a huge process,” said producer Topher McFarlane. The Monster Grill trailer, which has a second trailer attached with walk-in refrigerator and office space, is one of the larger venues they’ve filmed, he noted. Filming inside tents and tiny booths each take their own engineering for lighting, sound and camera angles.

During filming, Cappe’s slim, 6-foot-3-inch frame swiveled expertly to stay in the photo frame as owner Tom Stroud maneuvered bulky packages and oversize equipment in the small space. The booth can run through 14 tons of potatoes in one fair, Stroud said.

Stroud’s 18-inch corn dogs and 5-pound serving of curly fries, both $8 items, were the menu for his segment. It takes custom-built, extra-deep deep-fry bins to cook both. The corn dogs take custom-cut sticks because of their weight, Stroud said. Some people share the mega meal, others dive in alone, he said.

“You get people trying to outdo each other. It’s really comical,” he said.

On Saturday the crew also filmed Cappe making lobster corn dogs that sell for $10 at Sharky’s Fish Fry, owned by two generations of Delahoydes. Phillip Delahoyde said his dad invented the batter-fried lobster sausages and lobster fries to be featured on the show. Other quirky offerings include deep-fried avocado and, at another booth, a chicken sandwich made with raspberry-jelly-filled Krispy Kreme doughnuts.

“If we had to think about calories, that would be scary,” Delahoyde said with a laugh.

Sacramento’s Cal Expo and the Stanislaus fair will be the California contributions for the first season of “Carnival Eats,” due to start mid-August on the Cooking Channel and Great American Country in the United States, and the Food Network in Canada. The show will mix and match locations, making Turlock’s air date a toss-up right now, Ramsay said.

The fair has a week still to run, giving fairgoers a chance to taste the real thing and dozens of other only-at-the-fair foods.

At the Knights of Columbus booth, volunteers in red T-shirts that say “Keep Calm and Eat Linguica” will be fundraising for scholarships and extras for Sacred Heart School. After more than 60 years of selling linguica sandwiches, they’ve added a linguica corn dog, french fries and sweet potato fries this year, said volunteer Kevin Crivelli.

Rotary’s beer booth has $8 beer floats this year, said volunteer Don Gonsalves. One pairs a dark Guinness with chocolate and another adds orange cream soda to Blue Moon beer. Both come with ice cream and whipped cream.

“We’ve had people try it that don’t drink beer and love it,” Gonsalves said.

Doughnuts are big sellers throughout the fair, even showing up as stuffed toys winnable at games along the midway. Castle Mini-Donuts offers a doughnut sundae, eight doughnuts topped with whipped cream, chocolate or caramel sauce and a cherry on top, said worker Jackie Barrera.

Fried bread has been dubbed “elephant ears” at one booth offering a number of toppings. An Indian Fry Bread booth has s’mores bread, a fry bread dribbled with melted marshmallows and chocolate sauce.

The classic cinnamon rolls, a fair staple for 37 years, have added a cinnamon roll sundae – a few more irresistible fair calories.

The Benefits of Eating Almonds

Natural, unsalted almonds are a tasty and nutritious snack with plenty of health benefits. Loaded with minerals, they are also among the healthiest of tree nuts. Just a handful of nutrient-rich almonds a day helps promote heart health and prevent weight gain, and it may even help fight diseases like diabetes and Alzheimer’s.

Nutrition

Eating about 23 almonds a day is an easy way to incorporate many crucial nutrients into your diet. Almonds are rich in vitamin E, calcium, magnesium and potassium. Additionally, almonds are a significant source of protein and fiber, while being naturally low in sugar. One 23-almond serving packs 13 grams of healthy unsaturated fats, 1 gram of saturated fat and no cholesterol or salt. Of all tree nuts, almonds rank highest in protein, fiber, calcium, vitamin E, riboflavin and niacin content by weight. There are 160 calories in 23 almonds. While many of these calories come from fat, it is primarily the healthy unsaturated fats and not the unhealthy saturated kind.

Heart Health

According to the FDA, eating 1.5 ounces a day of most nuts, like almonds, may reduce the risk of heart disease. Many of the nutrients in almonds help contribute to increased heart health. For one, almonds are rich in magnesium, which is critical in preventing heart attacks and hypertension. Several clinical studies have also shown almonds can be effective in reducing bad cholesterol and preserving healthy cholesterol, which plays a major role in heart health.

Weight Maintenance

Nuts, like almonds, are also beneficial for maintaining a healthy weight. The fiber, protein and fat content of almonds means it only takes a handful to keep you feeling full and satisfied so you won’t have the urge to overeat. According to “Fitness” magazine, the magnesium in almonds helps regulate blood sugar, which is key in reducing food cravings. Almonds may even be able to block the body’s absorption of calories, making them the ultimate weight-loss-friendly snack. Because almonds are naturally high in calories, it’s important to limit your serving size to the recommended 1 ounce, or 23 nuts.

Other Health Benefits

Almonds may also promote gastrointestinal health and even combat diabetes. The high fiber content of almonds gives them prebiotic properties, which contributes to health in the gastrointestinal tract. Prebiotics are non-digestible food substances, which serve as food for the good bacteria in the intestinal tract and help maintain a healthy balance. According to a study by the American Diabetes Association, a Mediterranean diet incorporating nuts, such as almonds, helps fight diabetes even without significant changes to weight, physical activity or caloric intake.

Raw vs. Roasted

Almonds are available in a variety of preparations and it can be tough to know which is healthiest. Raw, unsalted almonds are a safe bet, but some people prefer the roasted taste. Both raw and roasted almonds pack a high dose of nutrients and minerals. Raw almonds have more naturally occurring beneficial fats, as some are lost in the roasting process. Dry roasted almonds have the same amount of calories as raw almonds, while almonds roasted in oil contain slightly more calories.

The Fresno County Department of Agriculture reported that almonds have become the county’s newest billion dollar crop; producing a total gross value of over $1.1 billion.

Water Quantity, Quality Affect Melon Crops

With severe shortages of surface water affecting key Central Valley production regions, melon growers say both water supply and quality will affect their final crop yields this year. As they ship cantaloupes, watermelons and other melons to supermarkets around the country, every grower in the Central Valley is talking about the water shortage.

There have been some acreage reductions because of lack of surface water, particularly on the west side of the San Joaquin Valley, but most melon growers have wells on their farms to irrigate their fields. Because of the salinity of much of that groundwater, however, melon growers report lower yields in many fields.

In addition, growers said they have found it necessary to sink their wells deeper as underground aquifers decline, and farmers report that some wells have run dry.

The annual melon harvest begins in the Imperial Valley and the neighboring Yuma Valley in Arizona in early to mid-May, then progresses north through the San Joaquin Valley.

Melon yields in Imperial and Yuma were lower than normal this year, growers said, because many of the fields were hit with mosaic viruses.

“We fought mosaic in the melons this year that was aggravated by the strong winds that came in later than normal throughout April and much of May,” Imperial County farmer Joe Colace Jr. said. “The size early on was about a half to full size smaller than what we are accustomed to getting from our early crop, but after about the second week, our sizes improved and we were fine for the balance of the season.”

Due to the lack of water in the Bakersfield area, Colace said his farm decided not to plant melons there as it typically does, choosing instead to extend the season in the Imperial Valley, where water was more available.

Sal Alaniz, director of harvest and quality control for Westside Produce in Firebaugh, said they have about 2,500 acres of melons that will be harvested through October. Their plantings are down about 300 acres this year due to water shortages and quality, he said. The farm is using only groundwater this year and its quality has affected some fields.

“We’re using groundwater that is lower in quality and higher in salts, and that affects the quantity,” Alaniz said, adding that melon quality is good, but yields are expected to be only average.

Westside Produce started its melon harvest on June 27, about eight to 10 days earlier than normal due to warm spring weather, Alaniz said. Harvest crews will go through the fields several times, choosing the ripe melons and leaving the immature ones to be harvested later.

Alaniz said the farm uses drip irrigation, which allows for water to be applied when the plants need it while still providing the ability to move harvest equipment through the field. He noted that drip irrigation does bring extra expenses, “due to the labor and need for filters.”

So far, Alaniz said he has had no problem filling harvest crews. About 80 percent of the workers return each year for the melon harvest, he said, while noting that labor could get tighter as other melon growers begin their harvests. Each machine moving through the field employs a crew of 21 plus a foreman.

For cantaloupes, newly adopted mandatory food safety and trace-back requirements took effect last year, following a vote by melon growers.

“The new food safety and trace-back rules are working fine,” Colace said. “Anytime there is something new or a new application, there is always that learning curve. We are through that learning curve, and we are very consistent and satisfied with all of the food safety requirements. The rules are specific to the cantaloupes, but if we have customers who request this on other melons, we are in a position to do that as well.”

The program operates with oversight from the California Department of Food and Agriculture and utilizes auditors trained by the U.S. Department of Agriculture.

“We are very pleased that all handlers achieved certification last year,” said Garrett Patricio, vice president of operations at Westside Produce and chairman of the California Cantaloupe Advisory Board marketing committee. He said this season’s audits are currently ongoing and that any new handlers will be added to the certified list as soon as their audits are complete.

In 2013, California growers produced cantaloupes on about 36,000 acres. Farmers also grew 10,500 acres of honeydew melons and 10,000 acres of watermelons last year, along with smaller plantings of a variety of other melons.

California Water Feeds Our Communities Tackles Rural Hunger

California Water Feeds Our Communities, a grassroots effort consisting of local businesses, service organizations and farmers, has partnered to help our communities who are suffering from the lack of water. As the summer progresses and less water is available, the need for resources will increase.
Community Food Bank CEO Andy Souza explained, “Our rural communities are suffering, and as we are challenged to keep up with the food lines at distribution sites, the generosity of our community can help us bridge the gap with financial and food donations.”

Local grower Sarah Woolf said, “This event is an ideal opportunity for our community to participate in helping those who are hardest hit by the drought. These are people whose livelihood depends upon a vibrant agricultural industry.”

The current zero water allocation for most of the Central Valley and the severe statewide drought is the inspiration for this event. The success of our state is tied to water which produces not only food but jobs and spurs the economy.

United Fresh Foundation Offers Produce Solutions to Schools at 2014 School Nutrition Conference

The United Fresh Foundation is providing expert assistance to schools seeking to serve more fresh produce with the first-ever Fresh Produce Pavilion at the School Nutrition Association Annual National Conference in Boston, July 13-16.

The 1600 sq. ft. pavilion features an “Ask the Experts: Produce Solutions Center” and produce exhibits that establish a destination area on the trade show floor focused exclusively on promoting fresh fruits and vegetables.

The “Ask the Experts: Produce Solutions Center,” sponsored by PRO*ACT, features produce distributors from around the country including, Costa Fruit & Produce, Inc.  (Charlestown, MA), Hardie’s Fruit & Vegetable Co. (Houston, TX), Muir Copper Canyon Farms (Salt Lake City, UT), Royal Food Service (Atlanta, GA) and Van Eerden Co. (Grand Rapids, MI).

The produce experts serve as consultants for schools to answer all their produce-related questions, share guidance and tips for writing produce RFPs, discuss how to establish collaborative business relationships between schools and produce distributors and showcase the wide variety of fresh and fresh-cut fruits and vegetables that are ideal for school foodservice.

The Pavilion also has a fresh vending machine stocked with single-serve fresh cut fruits and vegetable and salads that illustrates products ideal for meeting the new “Smart Snacks in Schools” nutrition standards.  United partnered with the National Automatic Merchandising Association to have the Fit Pick vending machine on display.

Climate Change: Register now for the first California Adaptation Forum

The consensus is overwhelming: our climate is changing. According to NASA’s Global Climate Change website, “97% of climate scientists agree that climate-warming trends over the past century are very likely due to human activities, and most of the leading scientific organizations worldwide have issued public statements endorsing this position.”

Adapting to climate change is critical at all levels of our economy, including ensuring a secure food supply in the future.

For the first time, the Local Government Commission in partnership with the State of California will be holding the California Adaptation Forum. The two-day event is designed to engage a diverse mix of attendees to create a comprehensive network with a shared, strong commitment to addressing climate risks. It will be held in Sacramento on August 19-20, 2014.

Registration for the forum is now open with early registration rates ending on July 18th, 2014. This event is very timely and builds off last year’s successful National Adaptation Forum.

The event will include agriculture/food-focused sessions such as:

Governor Brown Signs Bill Allowing Wine Tasting at Farmers’ Markets

Californians can start sipping wine at farmers markets. Immediately.

Gov. Jerry Brown announced he has signed an urgency measure allowing winegrowers who bottle their own wine to conduct instructional tastings at California’s numerous farmers markets. Assembly Bill 2488, by Assemblyman Marc Levine, D-San Rafael, was approved by both houses of the Legislature without dissent.

The bill expands a provision of state law allowing the sale of estate-grown wine at farmers markets. Wine industry groups said the inability to offer samples hurt sales in an industry in which customers are accustomed to a taste.

Brown, a Democrat, signed the legislation without comment. It was one of 10 bills the governor announced signing Tuesday.

The measure requires wine tasting areas to be separated from the rest of the farmers market by a rope or other barrier, and it limits tastings to three ounces per patron per day.

Proponents of the bill said it would help small wineries build their brand. Opponents, including the California Council on Alcohol Problems, opposed the measure, according to a legislative analysis.
