UCCE Water Management Expert Helps Save Water, Increase Supply in SoCal

Earlier this year, officials in Southern California declared a water shortage emergency resulting in restrictions such as limiting outdoor water use to one day of the week. While mandatory restrictions vary across the region, Amir Haghverdi, UC Cooperative Extension specialist and associate professor of agricultural and urban water management at UC Riverside, is using research to pinpoint irrigation strategies that will help communities reduce their demand for water and increase supply.

Haghverdi and his team are responding to a hotter and drier California by working to identify changes that can make a substantial difference in water savings.

While behavioral changes such as preventing leaks and turning the faucet off while brushing teeth can help, Haghverdi’s research focuses on methodical changes like stressing green spaces, planting drought-tolerant plant species, using non-traditional water sources, and investing in technology to better control water use.

Testing a lawn’s limits

For six years, Haghverdi and his team have performed stress tests on turfgrass to identify the lowest percent of evapotranspiration rate (ETo) that it can withstand and still survive. To do this, Haghverdi’s team applies different percentages of ETo, obtained from weather stations, and monitors the performance of each landscape species over time.
While both cool-season and warm-season species can be stressed and still maintain their aesthetic value for a few weeks to several months, Haghverdi’s results showed that warm-season turfgrass species require less water and can withstand water stress better.

The actual duration that people can apply less water depends on the type of turfgrass, the weather conditions and the stress level. For example, results showed that hybrid bermudagrass (a warm-season turfgrass) during summer in inland Southern California could keep its aesthetic value above the minimum threshold for 30 to 50 days, depending on the weather conditions, with irrigation application as low as 40% ETo.

In contrast, tall fescue, a cool-season turfgrass, even with 20% more water, showed signs of stress after only a few weeks and could not maintain its minimum acceptable quality.

Plant drought-tolerant species

Haghverdi’s work demonstrates that when water conservation is the goal, alternative groundcover species are clearly superior to all turfgrass species and cultivars that they have tested so far. In fact, his team has identified drought-tolerant species that can maintain their aesthetic values with a third to a quarter less water than cool-season turfgrass (as low as 20% ETo) and can even withstand no-irrigation periods.

Furthermore, extensive field trials showed that new plant species from different regions could be as resilient as native species in withstanding drought and heat stress while maintaining their aesthetic beauty and cool canopy. Occasionally, they have outperformed native species, underscoring the advantages of drought- and heat-tolerant species that are non-native.
Based on Haghverdi’s preliminary results for minimum irrigation requirement in inland Southern California, creeping Australian saltbush, a non-native species originally from Australia, and coyote bush, native to California, were top performers. Considering cooling benefits, drought tolerance and sensitivity to over-irrigation, creeping Australian saltbush performed the best.

Counties are already using recycled water

Although he recommends renewing your landscape with drought-tolerant or low-water use greenery and identifying how long your green spaces can live without water, Haghverdi acknowledges that, while contradictory, the cooling benefits of landscape irrigation are essential in Southern California.

“This is one of the tradeoffs of water conservation,” said Haghverdi. “If the only goal is to conserve water, maybe people will conclude that we don’t have enough water to irrigate landscape.”

Water conservation efforts could influence counties to stop or reduce landscape irrigation. The consequences, however, would result in hotter environments due to the heat island effect. The loss of landscapes means that the sun’s energy will be absorbed into the ground, instead of prompting transpiration in plants, which helps keep environments cool.

Thus, stressing green spaces and investing in drought-tolerant plant species help reduce the demand for water, but increasing water supply is just as vital. Haghverdi urges Southern California counties to prioritize a supplemental water supply such as recycled water – an approach already implemented in Ventura, Orange and San Diego counties.

The Metropolitan Water District of Southern California’s Pure Water Southern California Program, formerly known as the Regional Recycled Water Program, aims to do just that. In partnership with the Los Angeles County Sanitation Districts, the program will further purify wastewater to produce a sustainable source of high-quality water for the region.

According to the program’s website, this would “produce up to 150 million gallons of water daily when completed and provide purified water for up to 15 million people, making it one of the largest water reuse programs in the world.”

Smart controllers save time, money and water

Making the best use of the water you already have relies on efficiency. Sprinklers that are poorly placed, for example, are not as effective as they could be.

“What I see often while walking my dog in the neighborhood is that there’s a lot of runoff, bad irrigation and bad timing like when it’s windy,” Haghverdi observed. “People usually set their irrigation timer and then forget it, but they don’t adjust it based on the season or weather parameters. That’s not going to help us conserve water, a precious resource, in California.”

Thankfully, Haghverdi and his team have done extensive research on smart irrigation controllers, which, simply put, are irrigation timers with a sensor built in. Generally, there are two types of smart irrigation controllers: weather- and soil-based controllers.

Weather-based controllers use evapotranspiration data to automatically adjust their watering schedule according to local weather conditions. Soil-based controllers measure moisture at the root zone and start irrigating whenever the reading falls below a programmed threshold.

Smart controllers that have flowmeters can detect leaks and be activated automatically, whereas rain sensors can stop irrigation during rainfall. Although both additions are ideal for large irrigation landscapes such as parks and publicly maintained green spaces, rain sensors are easy to install and effective for residential areas too.

When asked about cost being a hindrance, Haghverdi responded, “Not a lot of people know that there are grants for smart controllers – some that will pay either all or a majority of the cost.”

“We need to move towards autonomous and smart irrigation [strategies], and water management in urban areas. That’s the future. If we can build autonomous cars, why can’t we build smart water management systems that apply the right amount of water to each plant species, can detect leaks and prevent water waste?” said Haghverdi.

Farm Robotics Competition Challenges Students to Solve Real-World Problems

College students are invited to develop a robot that makes farm work easier while competing for cash prizes and bragging rights in the Farm Robotics Challenge, a three-month robotics development competition running from Feb. 1 to May 13, 2023.

The challenge is being sponsored by The VINE, an initiative of the University of California Agriculture and Natural Resources focused on agricultural innovation, in partnership with the AI Institute for Next Generation Food Systems (AIFS), farm-ng robotics company, and the Fresno-Merced Future of Food (F3) Innovation coalition.

“Our primary objective for the Farm Robotics Challenge is to empower young innovators to explore careers in agriculture technology and innovation,” said Gabe Youtsey, chief innovation officer for UC ANR and head of the VINE. “The agrifood technology industry is one of the most exciting and fastest-growing sectors in the economy right now, estimated to reach $30.5 billion by 2050. Yet, because of a lack of exposure or access, our brightest minds end up entering other sectors, taking their talents and abilities with them. We hope this new competition changes that and reverses the talent flow back into agriculture.”

“In order to have a next-generation food system, we need next-generation agricultural robotics developers,” said Steve Brown, AIFS associate director. “There is tremendous innovation potential in this domain that just needs more connecting points to the coders and makers.”

The Farm Robotics Challenge is open to any university or college in the U.S. Student teams will be asked to address a production farming topic on any crop or size of farm, with a desired focus on small farms, by automating an essential farm-related task using the farm-ng robotics platform. Each campus will need to purchase a farm-ng robot or borrow one to participate in the challenge.

Specific challenges will either be pre-identified for teams to choose from, or teams may choose to create additional or custom functionality to solve a self-identified challenge. Challenges will fit into one or more of the following categories: autonomy, artificial intelligence or attachment. Virtual training sessions will be offered throughout the competition to provide teams with expert guidance and technical help from AIFS, farm-ng, The VINE and other partners.

Student teams will be judged on the following criteria, with a grand prize and several specific prizes for top teams in each category: accuracy and completeness, market fit and commercial potential, design elegance and ease of use, cost-effectiveness, safety, interdisciplinary inclusion, and social and economic impact. Winners will receive cash prizes and connections to robotic companies for internships and jobs, among other benefits.

SWAN Systems helps water managers make the most out of every drop of water. The company’s configurable water and nutrient management software helps farmers make data-driven decisions about how much and when to irrigate; enabling them to apply only what is needed for optimal plant growth.

These startups pitched their inventions in front of an audience of more than 300 fresh produce farmers and industry leaders during the 96th WG Annual Meeting in Las Vegas on Nov. 2-5, 2022. In addition, Nutjobs was the Audience Choice Winner, as determined by the votes of those in attendance.

The competition was hosted by Stuart Woolf, President and CEO of Woolf Farming & Processing, and judged by Neill Callis, the General Manager of Turlock Fruit Company; Audre Kapacinskas, Principal at S2G Ventures; Rudberg; and Kristen Smith Eschaya, President of JV Smith Cos.

AgSharks was first held in 2017, and through the competition, past winners Hazel Technologies and Burro have since brought their products from development to market. Hazel Technologies has raised over $87.8 million in funding over six rounds and is advancing the industry with sachets that extend the shelf life of fresh produce by as much as three times. Burro raised a $10.9 million Series A round in September 2021 led by S2G Ventures and Toyota Ventures and continues to help solve farmers’ labor woes with the expansion of its fleet of autonomous robots to farms across the west.

Almond Alliance Names New Director of Membership and Events

The Almond Alliance has named Annie Romero the Director of Membership and Events. She will be responsible for developing strategy and overseeing the implementation of all member programming and services. Romero will also oversee the planning and production of the Almond Alliance’s Annual Convention, as well as various membership events throughout the year.

Pitahaya/dragon fruit growers gather to learn from UCCE research and each other

Once you know what a dragon fruit looks like, you will never forget it. The bright red, sometimes yellow or purple, scaly skin makes for a dramatic appearance. One that will surely leave an impression. The flesh ranges from white to a deep pink and the flavor is often described as having hints of kiwi, watermelon, or pear.

Since 2007, the Pitahaya/Dragon Fruit Production Tour, has united dragon fruit growers of all levels and backgrounds. After a two-year hiatus due to the pandemic, registration for the 2022 tour filled up in less than 24 hours.

A group of 60 participants gathered Sept. 8 at the Wallace Ranch Dragon Fruit Farm in Bonsall to learn the latest research on growing the drought-tolerant specialty crop. Ramiro Lobo, a small farms and agricultural economics advisor for UC Cooperative Extension in San Diego County, introduced dragon fruit growers and other UC scientists.

“I can’t remember a year where this event was not sold out. So, the need and demand is there,” said Eyal Givon, a long-time participant and dragon fruit grower.

The tour not only demonstrates how to grow the fruit, but it also grants participants access to plant material for varieties that are unavailable elsewhere.

“We have given out about 50,000 cuttings through our festival and some varieties were unique to us because we introduced them to the U.S.,” said Lobo.

During their time at Wallace Ranch, participants heard from the farm’s owner, Neva Day, regarding the growing practices that have shaped her success today. Day has been growing organic dragon fruit since 2013 and has well over 5,000 plants on the ground and more than 20 varieties.

Eric Middleton, UCCE integrated pest management area advisor for San Diego County, talked about managing insects and pests that growers are likely to encounter such as Argentine ants.

According to Middleton, Pecan Sandies are a balanced source of fat, protein, and sugar, making them excellent bait for the sugar-loving insects.

Participants eventually made their way to Dragon Delights Farm located in Ramona. Kevin Brixey, the farm’s owner, has been growing organic dragon fruit for six years.

Although Brixey was hosting this year’s tour participants, he used to be one of them.

“I attended the Pitahaya Festival in 2014 and that’s where I realized dragon fruit was something I could grow. There was a lot of good information being shared and a connection to other growers, so it was a major steppingstone for me,” he says.

Unlike traditional dragon fruit growers, Brixey uses shade to grow his dragon fruit after learning about the method from another grower.

“I was impressed. I liked how the fruit performed under shade and now I use it as a management tool,” Brixey explained. In Inland Valleys, shade can shield fruit from intense sunlight and protect them from unwanted guests that eat the fruit, such as birds.

At the Farm Bureau of San Diego County offices, participants learned about the history of dragon fruit growing in California, food safety, pest management, best production practices and much more.

The presenters included experts like Paul Erickson from Rare Dragon Fruit, Lobo, Middleton, Johanna del Castillo from UC Davis Department of Plant Pathology and Ariana Reyes, a community education specialist from UCCE San Diego.

When reflecting on his time participating in the production tour, Givon, who has been growing dragon fruit for about 20 years and manages a 20-acre farm in Moorpark, said he enjoys reconnecting with other growers the most.

“What others are doing, might be better than what I’m doing,” Givon said. “Or what I’m doing, could be better than what someone else is doing. This time together is good for us to learn from each other.”

Lobo agreed with Givon and added, “I hope that these tours become self-sustained, and that we go back to a research field day at Southcoast REC with regional tours in San Diego and Ventura as we did before, or any other counties.”

Fresno-Area Women in Agriculture to Receive Support for Water Resilience and Farm Viability

American Farmland Trust, Sierra Resource Conservation District and USDA’s Natural Resources Conservation Services to provide local women in agriculture with technical support

Fresno-area farmers face water management and business viability challenges like never before, but financial and technical resources are available to help growers and landowners navigate these challenges. American Farmland Trust is partnering with the Sierra Resource Conservation District and USDA’s Natural Resources Conservation Service to gather women in agriculture around these issues and feature services they can lean on at a Women for the Land Learning Circle and Resource Fair on Nov. 2 from 9 a.m. to 2 p.m in Fresno.

At this womxn*-centered gathering, growers, landowners and others involved in agriculture will be able to share experiences, while agricultural resource providers will describe local services that support the viability of agriculture and agricultural communities. The event has been co-designed with input from a broad range of partners in the region to reach a diversity of communities engaged in Fresno agriculture, according to Caitlin Joseph, AFT’s Women for the Land Program and Policy Manager. As such, multilingual resources will be provided in English, Spanish, Hmong and Punjabi, as needed.

“AFT is excited to bolster the work of local RCDs, NRCS staff and others, by partnering on this free event for women producers and landowners, applying a peer-to-peer learning model we have utilized nationally to great effect,” says Joseph. “In addition to a farm tour led by Lilian Yang, one of the region’s innovative Hmong women farmers, there will be discussions on how the drought is impacting water and land use in the San Joaquin Valley, and what is still needed to support farm viability throughout these changes. Through our Women for the Land Initiative, we have found that learning in this type of environment can really drive women farmers to take action to support their operations.”

“Sierra RCD is thrilled to offer this space for women farmers to build relationships with service providers who can help them access financial and technical resources,” says Karin Roux, District Development Manager at Sierra Resource Conservation District. “We are particularly interested in the powerful ways that AFT’s peer-to-peer learning will help women hear directly from each other on the unique challenges and successes they are experiencing farming here in the Central Valley, and receive first-hand accounts of technical and financial assistance opportunities available to improve their farms’ water efficiency and resilience.”

AFBF Establishes 2023 Farm Bill Priorities

The American Farm Bureau Federation today released its priorities for what may be the most consequential legislation for agriculture in 2023 – renewal of the farm bill. The priorities were identified by a working group of Farm Bureau members and staff from across the country.

AFBF’s overarching priorities include:

  • Continuing current farm bill program funding;
  • Maintaining a unified farm bill that includes nutrition programs and farm programs together;
  • Prioritizing risk management tools that include federal crop insurance and commodity programs;
  • Ensuring adequate USDA staffing and resources to provide technical assistance.

“The farm bill is the most significant piece of legislation that affects farmers and ranchers across the country,” said AFBF President Zippy Duvall. “Since enactment of the 2018 farm bill, farmers have faced significant challenges from market volatility, increased input costs and devastating natural disasters. Despite these headwinds, farmers and ranchers have met the needs of consumers both here and abroad while continuing to improve our environmental stewardship. We look forward to working with Congress to ensure the appropriate resources are available to craft farm policy that reduces food insecurity, bolsters national security and encourages long-term stability for all of our farm and ranch families.”

The priorities include more than 60 recommendations over multiple titles of the farm bill including reference price increases for commodities, more transparency for milk checks, funding for conservation programs, rural development, and streamlining of nutrition programs to get food to those who need it most.

The AFBF board of directors voted unanimously to approve the recommendations. Final approval of policy priorities will be accomplished by a vote of delegates at the AFBF Convention in Puerto Rico in January 2023.

Before her time at CAFB, Sara spent nearly five years in Washington, D.C., most recently working for the National Association of State Departments of Agriculture (NASDA), where she represented the Commissioners, Directors, and Secretaries of Agriculture from all 50 states and four U.S. territories at the federal level. Previously, she spent time working on Capitol Hill and in the private sector, where she led client implementations for a property management software company, Yardi, Inc., on their e-commerce platform.

Sara is a native of Northern California and began her academic career at Modesto Junior College. She went on to obtain her Bachelor of Science degree in animal science and meat science and technology at Texas A&M University.

New UC Study Helps Growers Estimate Cover Crop Costs and Potential Benefits

Cover crops offer many potential benefits – including improving soil health – but not knowing the costs can be a barrier for growers who want to try this practice. To help growers calculate costs per acre, a new study on the costs and potential benefits of adding a winter cover crop in an annual rotation has been released by UC Agriculture and Natural Resources, UC Cooperative Extension and the UC Davis Department of Agricultural and Resource Economics.

Led by UC Cooperative Extension farm advisors Sarah Light and Margaret Lloyd, the cost study is modeled for a vegetable-field crop rotation planted on 60-inch beds in the lower Sacramento Valley of California. Depending on the operation, this rotation may include processing tomatoes, corn, sunflower, cotton, sorghum and dry beans, as well as other summer annual crops.

“This cost study can be used by growers who want to begin cover cropping to determine the potential costs per acre associated with this soil-health practice,” said Light, a study co-author and UC Cooperative Extension agronomy advisor for Sutter, Yuba and Colusa counties.

“Based on interviews with growers who currently cover crop on their farms, this cost study models a management scenario that is common for the Sacramento Valley. In addition, growers who want to use cover crops can gain insight as to what standard field management practices will be from planting to termination.”

At the hypothetical farm, the cover crop is seeded into dry soil using a grain drill, then dependent on rainfall for germination and growth.
“Given the frequency of drier winters, we included the cost to irrigate one out of three years,” said Lloyd.

A mix of 30% bell bean, 30% field pea, 20% vetch and 20% oats is sown in the fall. Depending on winter rainfall, soil moisture and the following cash crop, the cover crop is terminated in mid to late spring. The cover crop is flail mowed and disced to incorporate the residue into the soil.

The study includes detailed information on the potential benefits and the drawbacks of cover cropping.

Another consideration for growers is that multiple programs such as CDFA’s Healthy Soils Program, various USDA-funded programs (EQUIP, the Climate-Smart Commodities, etc.), and Seeds for Bees by Project Apis m. offer financial incentives for growers to implement conservation practices, such as cover crops.

“This study can provide growers with a baseline to estimate their own costs of using winter cover crops as a practice. This can be useful to calculate more precise estimates when applying for some of these programs and/or weigh the costs per acre with expected benefits in terms of soil health, crop insurance premium discounts or other benefits provided by the cover crops,” said Brittney Goodrich, UC Cooperative Extension agricultural and resource economics specialist and study co-author.

“Last year, the USDA’s Pandemic Cover Crop Program gave up to a $5/acre discount on crop insurance premiums for growers who planted a cover crop, and there is potential this will get extended going forward,” Goodrich said.

A list of links to resources that focus specifically on cover crops is included in the study. Five tables show the individual costs of each cultural operation from ground preparation through planting and residue incorporation.

The new study, “2022 – Estimated Costs and Potential Benefits for a Winter Cover Crop in an Annual Crop Rotation – Lower Sacramento Valley,” can be downloaded from the UC Davis Department of Agricultural and Resource Economics website at coststudies.ucdavis.edu.
