California Projects in New USDA Regional Conservation Partnership Program

Agriculture Secretary Tom Vilsack has announced 115 high-impact projects across all 50 states and the Commonwealth of Puerto Rico will receive more than $370 million in federal funding as part of the new USDA Regional Conservation Partnership Program (RCPP).  In addition, these projects will leverage an estimated $400 million more in partner contributions—for a total of nearly $800 million—to improve the nation’s water quality, support wildlife habitat and enhance the environment.

“This is an entirely new approach to conservation efforts,” said Secretary Vilsack. “These partnerships empower communities to set priorities and lead the way on conservation efforts important for their region. They also encourage private sector investment so we can make an impact that’s well beyond what the Federal government could accomplish on its own.”

The RCPP competitively awards funds to conservation projects designed by local partners specifically for their region. Eligible partners include private companies, universities, non-profit organizations, local and tribal governments and others joining with agricultural and conservation organizations and producers to invest money, manpower and materials to their proposed initiatives.

Through the RCPP, partners propose conservation projects to improve soil health, water quality and water use efficiency, wildlife habitat, and other related natural resources on private lands.

Four of the selected projects are connected to California:

1) Expansion of Waterbird Habitat – The current sequence of events for rice production creates a situation where birds are frequently left with abrupt changes in habitat availability. The proposal extends the “watering” season of flooded rice fields beyond just the production phase and adds shallow water habitat in the winter/spring and fall months. This proposal supports the California Rice Commission in expanding the Waterbird Habitat Enhancement Program (WHEP) by 50 percent, thus enhancing the wildlife value of 165,000 acres of rice and the long term sustainability of rice agriculture.

2) Rice Stewardship Partnership – The Rice Stewardship Partnership, composed of Ducks Unlimited, the USA Rice Federation, and 44 collaborating partners, will assist up to 800 rice producers to address water quantity, water quality, and wildlife habitat across 380,000 acres in Mississippi, Arkansas, California, Louisiana, Missouri, and Texas.

3) Tricolored Blackbird Habitat – The Tricolored Blackbird once was abundant in California with a population in the millions. It now has an estimated 145,000 birds remaining statewide, and many predict that it is heading toward extinction. This proposal is a partnership between the dairy industry and conservation groups, with Audobon California as the lead partner, to address the factors that challenge California dairy farmers and threaten Tricolored Blackbirds, with the goal of finding a sustainable solution for management of colonies on farms and saving the Tricolored Blackbird from extinction.

4) Klamath-Rogue Woodland Health and Habitat Conservation – Many at-risk and listed species depend on quality oak woodlands that are threatened by conifer encroachment, densification, and severe wildfires in this project area, covering portions of Oregon and California. Working with landowners, including historically underserved producers, and using a sound, science-based approach, the partners will target 3,200 high-priority acres recently identified in a Conservation Implementation Strategy to preserve, enhance, and restore the structural diversity, ecological function, and overall health and persistence of oak habitats and their watersheds.

USDA Observes Kick Off of the International Year of Soils

The U.S. Department of Agriculture (USDA) began its celebration of the International Year of Soils to highlight the importance of healthy soils for food security, ecosystem functions and resilient farms and ranches.

“Healthy soil is the foundation that ensures working farms and ranches become more productive, resilient to climate change and better prepared to meet the challenges of the 21st century,” Agriculture Secretary Tom Vilsack said during an event today at USDA headquarters. “We join the world in celebrating this living and life-giving resource.”

With an increasing global population, a shrinking agricultural land base, climate change and extreme weather events, the nations of the world are focusing their collective attention to the primary resource essential to food production-the soil. The United Nation’s Food and Agriculture Organization (FAO), working within the framework of the Global Soil Partnership, spearheaded the adoption of a resolution by the UN General Assembly designating 2015 as the International Year of Soils. The year of awareness aims to increase global understanding of the importance of soil for food security and essential ecosystem functions.

“Most people don’t realize that just beneath our feet lies a diverse, complex, life-giving ecosystem that sustains our entire existence,” said Jason Weller, chief of USDA’s Natural Resources Conservation Service (NRCS). “We are helping producers unlock the power of soil health as part of an important and very successful national campaign. Our campaign demonstrates our renewed commitment to soil conservation and soil health.”

NRCS is coordinating activities to mark USDA’s involvement in the International Year of Soils. Nearly 80 years ago, NRCS, formerly the Soil Conservation Service, was created to improve the health and sustainability of our nation’s soils. The agency’s original mission continues to this day – providing assistance to producers looking to improve the health of the soil on their land.

Conservation that works to improve soil health is one of the best tools NRCS has to help landowners face these impending challenges – and maintain and improve their productivity with the use of soil management systems that includes cover crops, conservation tillage and no-till and crop rotations. These systems reduce sediment loss from farms and ranches, buffer the effects of drought, flood and other severe weather; sequester carbon and create biodiversity in our rural landscape.

“International Year of Soils provides an opportunity for us to learn about the critical role soil conservation and improved soil health play in the economic and environmental sustainability of agriculture,” Weller said.

USDA Offers Tips to Help Keep Your Holiday Illness-Free

As the end of the year approaches, it’s likely there are multiple meals and parties in your future. Carrying food from one location to another and sharing dishes with a crowd means more opportunity for bacteria to grow and cause food poisoning. Whether you’re an experienced cook, a first-time party host, or simply adding a dish to the potluck lineup, the holidays can make even the most confident chefs nervous.

To help keep your holiday season healthy, the U.S. Department of Agriculture’s (USDA) Food Safety and Inspection Service (FSIS) is issuing food safety recommendations on how to protect yourself and your family from foodborne illness.

If you have specific food safety questions this holiday season you can call the USDA Meat and Poultry hotline at 1-888-MPHotline (1-888-674-6854) or chat live with a food safety specialist at AskKaren.gov. These services are available from 10:00 a.m. to 4:00 p.m. Eastern Time, Monday through Friday, in English and Spanish.

Steps to follow during holiday grocery shopping:

  • Keep raw meat, poultry, and seafood away from other foods in your grocery cart.
  • Buy cold foods last.
  • Ask the cashier to place your raw meat, poultry and seafood in a separate bag.

Steps to follow during food preparation:

  • Use separate cutting boards for raw meat and ready-to-eat items like vegetables or bread.
  • Prepare uncooked recipes before recipes requiring raw meat to reduce cross-contamination. Store them out of the way while preparing meat dishes to ensure they don’t become contaminated after preparation.
  • Use a meat thermometer to check the internal temperature of dishes to ensure they are fully cooked and safe to eat. Fresh beef, pork, veal, and lamb should be cooked to 145 ˚F with a three minute rest time; fish should be cooked to 145 ˚F; ground beef, veal and lamb should be cooked to 160 ˚F; egg dishes should be cooked to 160 ˚F; and all poultry should be cooked to 165 ˚F.

Fool proof tips when cooking for groups:

  • Keep hot food hot and cold food cold, using chafing dishes or crock pots and ice trays. Hot items should remain above 140 ˚F and cold items should remain below 40 ˚F.
  • Use several small plates when serving food.
  • Discard perishable foods left out for 2 hours or more.

Steps to follow when cooking a holiday roast:

  • Use separate cutting boards, plates and utensils for raw roasts and cooked roasts to avoid cross-contamination.
  • Wash items such as cutting boards that have touched raw meat with warm water and soap, or place them in a dishwasher.
  • To ensure the juiciest possible roast this holiday, use a meat thermometer. Once it has reached the USDA recommended internal temperature of 145 F, the roast is safe to eat.
  • Remember all cuts of pork, beef, veal, and lamb need a three minute rest time before cutting or consuming.

USDA Announces New Support to Help Schools Purchase More Food from Local Farmers

Agriculture Secretary Tom Vilsack announced that more than $5 million in grants will be given to 82 projects that support the U.S. Department of Agriculture’s (USDA) efforts to connect school cafeterias with local farmers and ranchers through its Farm to School Program. The program helps schools purchase more food from local farmers and ranchers in their communities, expanding access to healthy local food for school children and supporting local economies.

According to USDA’s first-ever  Farm to School Census released earlier this year, school districts participating in farm to school programs purchased and served over $385 million in local food in school year 2011-2012, with more than half of participating schools planning to increase their purchases of local food in the future.

“USDA is proud to support communities across the country as they plan and implement innovative farm to school projects,” said Vilsack. “These inspiring collaborations provide students with healthy, fresh food, while supporting healthy local economies. Through farm to school projects, community partners are coming together to ensure a bright future for students, and for local farmers and ranchers.”

Secretary Vilsack made this announcement at Common Market, a pioneering food hub in Philadelphia that connects wholesale customers to farmers in New Jersey, Pennsylvania and Delaware. Common Market is receiving a grant to support their “An Apple a Day” Program. The facility will act as a bridge between Pennsylvania Family Farms, a small Pennsylvania value-added processor, and public charter schools to provide food safety, product development, packaging, educational, marketing, planning, ordering and delivery support to farm and school food service partners.

Together, Common Market and the other selected projects will serve more than 4,800 schools and 2.8 million students, nearly 51 percent of whom live in rural communities.

USDA Disaster Assistance to Help Thousands of Honeybee, Livestock and Farm-Raised Fish Producers

The USDA announced that nearly 2,500 applicants will receive disaster assistance through the Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) for losses suffered from October 1, 2011, through September  30, 2013.

The program, re-authorized by the 2014 Farm Bill, provides disaster relief to livestock, honeybee, and farm-raised fish producers not covered by other agricultural disaster assistance programs. Eligible losses may include excessive heat or winds, flooding, blizzards, hail, wildfires, lightning strikes, volcanic eruptions, and diseases, or in the case of honeybees, losses due to colony collapse disorder. Beekeepers, most of whom suffered honeybee colony losses, represent more than half of ELAP recipients.

“As promised, we’re making sure that thousands of producers who suffered through two and a half difficult years without Farm Bill assistance, are getting some relief,” said Agriculture Secretary Tom Vilsack. “Once the Farm Bill was restored, not only did we implement the disaster assistance programs in record time, we’re issuing payments less than three months after the enrollment deadline. The funds will hopefully help producers with some of the financial losses they sustained during that time.”

The Farm Bill caps ELAP disaster funding at $20 million per federal fiscal year. To accommodate the number of requests, which exceeded funds available for each of the affected years, payments will be reduced to ensure that all eligible applicants receive a prorated share of assistance.

ELAP was made possible through the 2014 Farm Bill, which builds on historic economic gains in rural America over the past five years, while achieving meaningful reform and billions of dollars in savings for the taxpayer. Since enactment, USDA has made significant progress to implement each provision of this critical legislation, including providing disaster relief to farmers and ranchers; strengthening risk management tools; expanding access to rural credit; funding critical research; establishing innovative public-private conservation partnerships; developing new markets for rural-made products; and investing in infrastructure, housing and community facilities to help improve quality of life in rural America. NEW TULARE COUNTY ASIAN CITRUS PSYLLID DETECTIONS NEAR EXETER

The Tulare County Agricultural Commissioner’s office announced TODAY that one additional Asian Citrus Psyllid (ACP) has been detected on a trap south of the city of Exeter. The latest interception was confirmed by the California Department of Agriculture (CDFA). Maps and current information are available on the Agricultural Commissioner’s website by visiting: http://agcomm.co.tulare.ca.us/default/.

CDFA has already begun to saturate the affected area with detection traps in order to determine the extent of any infestation.The United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA-APHIS) and CDFA will work collaboratively to determine what steps are taken next.

The Asian citrus psyllid is an invasive species of grave concern because it can carry the disease Huanglongbing (HLB), also known as citrus greening. All citrus and closely related species are susceptible hosts for both the insect and the disease. There is no cure once a tree becomes infected. The diseased tree will decline in health, producing bitter, misshaped fruit until it dies. To date, HLB has been detected on just one residential property in the Hacienda Heights neighborhood of Los Angeles.

“Our staff will continue to support the efforts of our $750 million citrus industry, as well as our residential citrus owners,” said Tulare County Ag Commissioner Marilyn Kinoshita. “I want to emphasize that citrus fruit is safe to eat and the disease is not harmful to human health.”

Veterans and Youth Projects Announced as part of Veterans Day Observance

Today, as part of the observance of Veterans Day, the United States Department of Agriculture (USDA) and the Corporation for National and Community Service (CNCS) announced the partners and projects that will be funded in this fiscal year to provide job and training opportunities to veterans and youth.

“Our continuing work to support the 21st Century Conservation Service Corps  (21CSC) is not only in concert with the Obama Administration’s goal of reconnecting Americans to the outdoors, it also furthers crucial projects that improve forest health, watershed restoration and recreational opportunities,” said Secretary Tom Vilsack. “This landmark partnership with AmeriCorps to jointly support service opportunities for youth and veterans is an all-around win for our young people and our public lands.”Screen Shot 2014-11-10 at 10.12.02 PM

“This is a great example of an innovative partnership that expands economic opportunity for young people, taps the leadership skills of veterans, improves our national forests, and puts a new generation on a lifelong path of service,” said Wendy Spencer, chief executive officer for CNCS. “Young people and veterans bring extraordinary skill and passion to conservation service, and we are thrilled to join with USDA to expand service opportunities that strengthen our environment and build economic opportunity for those who serve.”

The projects will create opportunities for 300 youth and veterans who will serve through AmeriCorps and as part of the 21CSC, working to restore and conserve natural and historic resources on National Forests and Grasslands in more than 10 states. The $3.7 million in joint funding for this effort was announced earlier this year.

USDA partnered with CNCS to identify and jointly fund high-quality projects. In addition, funding was allocated to partner organizations whose work helps accomplish key Forest Service priorities, including hazardous fuels management, watershed protection, trail maintenance, and recreation and facilities management. The new partnership also reflects the spirit of the Presidential Task Force on Expanding National Service, which is charged with addressing national challenges by expanding national service opportunities through interagency and public-private partnerships.

The best way to fight HLB is to suppress the spread of ACPs which can carry it. So, California Citrus Research Board hired Nuffer, Smith, Tucker, (NST) a public relations firm, to raise awareness of ACPs and HLB, especially among the many California homeowners with backyard citrus trees who may unknowingly be harboring the pest, and to encourage the public to take necessary steps to save California citrus.

Nut Yields May Be Reduced by Drought

Enduring a drought that has lasted several years, growers of California’s primary nut crops—almonds, walnuts and pistachios—are finishing this year’s harvest and planning for what Mother Nature may or may not bring in the coming year.

“Location, location, location” proved critical to almond and pistachio crops in particular, and seemed to be the determining factor in whether trees had enough water and the required number of chilling hours.

Some farmers were luckier than others, including Larry Lowder of Madera. A grower of almonds and pistachios, Lowder said he was “very fortunate where we live and this year we were able to produce a crop, where others didn’t have that luxury.” He said his farm is located in a microclimate that received sufficient chilling hours during the winter, something that was lacking in other parts of the Central Valley.

Dealing with a surface water allocation of zero, Lowder said he had to rely on deep wells, and he saved as much water as possible by using drip irrigation, microsprinklers and upgraded wells.

Even with a relatively favorable situation, Lowder said his almond yields were down by about 10 percent, although pistachio yields were much better.

In some California pistachio and almond orchards, the drought resulted in a shorter crop and a higher incidence of “blanks,” when a shell lacks a viable nut or kernel.

“Some growers, who had the effect of poor pollinization as well as lack of water, their crops were significantly off and there will be crop insurance claims filed,” said Richard Matoian, executive director of Fresno-based American Pistachio Growers. “One grower said the orchard looked like it had 3,500 pounds per acre, but ended up with 800 pounds of nuts to the acre.”

The U.S. Department of Agriculture estimated this year’s California pistachio crop at between 485 million and 500 million pounds, Matoian said, which is smaller than expected because it was to be an “on year” for pistachios. New figures from the Administrative Committee for Pistachios have increased the estimate to 515 million pounds, which Matoian said was “larger than expected in midsummer but certainly lower than original expectations.”

Many pistachio growers purchased emergency supplies of water, Matoian said, paying as much as $3,000 per acre-foot. Reports from the almond sector showed some growers paid between $1,200 and $2,200 per acre-foot.

Reflecting on how almond growers negotiated the drought, Mel Machado, assistant director of member relations for Blue Diamond Growers, said some orchards were either removed or abandoned, and water was moved from older blocks of trees to younger blocks.

“Growers have learned a lot about how to manage the water they have, but even with good technology and good application, there are orchards that definitely had increased stress this year,” Machado said. “You can see it in the lack of growth of the trees.”

Farmer Stan Wilson of Shafter grows almonds and other crops, and said he made it through this season on well water, but had to reactivate old wells, add extensions to pumps and install an underground pipeline so that he could move water from one field to another.

“We made it through the year. We had no surface water at all, so the only water supply we had was from wells. It is the first year we had zero deliveries,” said Wilson, who fallowed about 160 acres of row crops as a result of the drought.

With harvest drawing to a close, Machado reported that this year’s almond crop is hovering at around 1.85 billion pounds, down from the earlier government estimate of 2.1 billion pounds. Machado said he has seen higher levels of rejects in the almonds produced, but there were problems in addition to drought that played a part, such as varying degrees of stress and salinity issues.

“Quite frankly, we needed the 2.1 billion pounds. A lot of people look at orchards planted over the past few years and say, ‘What are you going to do with those when they come into production?’ Well, we’re going to market them. There is demand out there for the product. We’re still in a demand-exceeds-supply situation,” Machado said.

With just a few more weeks left of harvest, California walnut growers expect a crop that is 545,000 tons, which would be a record, said Dennis Balint, CEO of the California Walnut Commission. No official production figure will be known until harvest is complete, but Balint attributed the expected increase to newly planted orchards and young orchards that are coming into production with higher yields.

He, too, reported continued strong demand.

“Traditionally, we’ve been the ingredient nut, but demand for walnuts is strong and health benefits are starting to drive demand for walnuts. We are seeing more snacking, which we are pleased with,” Balint said.

Marketers said the increasing demand for California nut crops in domestic and global markets is good news for growers. There are 200,000 bearing acres of pistachios in California, and 100,000 acres are non-bearing, Matoian said. For almonds, USDA reported there are 860,000 bearing acres, with 80,000 non-bearing acres. There are an estimated 280,000 bearing acres of walnuts in California, and 45,000 acres that are non-bearing.

For the almond business, Machado said, “the limitation on the crop is going to be water. Water is going to be the competing factor for the almond crop, just as it is for just about every other crop in the Central Valley.”

As winter approaches, nut growers said they are hopeful that the state’s water situation changes for the better, although, Matoian said, “Even if we have a good rain year, we are going to have a lack of water available to growers; that is inevitable. That is what we’re being told by water regulators.”

USDA to provide $4 million for honey bee habitat

Agriculture Secretary Tom Vilsack announced that more than $4 million in technical and financial assistance will be provided to help farmers and ranchers in the Midwest improve the health of honey bees.

“The future of America’s food supply depends on honey bees, and this effort is one way USDA is helping improve the health of honey bee populations,” Vilsack said. “Significant progress has been made in understanding the factors that are associated with Colony Collapse Disorder and the overall health of honey bees, and this funding will allow us to work with farmers and ranchers to apply that knowledge over a broader area.”

An estimated $15 billion worth of crops is pollinated by honey bees, including more than 130 fruits and vegetables. USDA’s Natural Resources Conservation Service (NRCS) is focusing the effort on five Midwestern states: Michigan, Minnesota, North Dakota, South Dakota and Wisconsin. This announcement renews and expands a successful $3 million pilot investment that was announced earlier this year and continues to have high levels of interest.

From June to September, the Midwest is home to more than 65 percent of the commercially managed honey bees in the country. It is a critical time when bees require abundant and diverse forage across broad landscapes to build up hive strength for the winter.

The assistance announced will provide guidance and support to farmers and ranchers to implement conservation practices that will provide safe and diverse food sources for honey bees. For example, appropriate cover crops or rangeland and pasture management may provide a benefit to producers by reducing erosion, increasing the health of their soil, inhibiting invasive species, and providing quality forage and habitat for honey bees and other pollinators.

This year, several NRCS state offices are setting aside additional funds for similar efforts, including California – where more than half of all managed honey bees in the U.S. help pollinate almond groves and other agricultural lands – as well as Ohio and Florida.
