ACP Quarantine Expands in Kern, Santa Clara Counties

Following the detection of an Asian citrus psyllid (ACP) south of the City of Bakersfield in Kern County, an additional portion of Kern County has been placed under quarantine for the ACP. Likewise, following the detection of psyllids in the City of San Jose near Kelly Park, the first detection of ACPs in Santa Clara County and the Bay Area, a portion of northwestern Santa Clara County has been placed under ACP quarantine.

The additional Kern County quarantine zone measures 148-square miles in and around the City of Bakersfield, bordering on the north by New Stine Road; on the east by S Vineland Road; on the south by Millux Road; and on the west by Interstate 5.

The Santa Clara County quarantine zone measures 99-square miles, bordered on the north by Alum Rock Park; on the south by Santa Teresa Blvd; on the west by N Monroe Street; and on the east by Joseph D Grant County Park.

The ACP is an invasive species of grave concern because it can carry the disease huanglongbing (HLB), also known as citrus greening.  All citrus and closely related species, such as curry trees, are susceptible hosts for both the insect and the disease.  Once a tree becomes infected, there is no cure; the diseased tree will decline in health and produce bitter, misshaped fruit until it dies.

Though the ACP is a dangerous pest of citrus, the fruit is safe to eat and HLB is not harmful to human health, according to Joe Deviney, Santa Clara County Agricultural Commissioner.

Residents in the area who think they may have seen ACP or symptoms of HLB on their citrus trees are urged to call CDFA’s Pest Hotline at 1-800-491-1899.  Residents with backyard citrus trees in the quarantine area are asked not to transport citrus fruit or leaves, potted citrus trees, or curry leaves from the quarantine area. Elsewhere in the state, ACP quarantines are now in place in Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Tulare, Ventura, and portions of Fresno, Kern, and San Luis Obispo counties.

The disease itself, HLB, has been detected just once in California, in 2012, on a single residential property in Hacienda Heights, Los Angeles County, and is known to be present in Mexico and in parts of the southern U.S.  Florida first detected the psyllid in 1998 and the disease in 2005, but the two have spread to all 30 citrus-producing counties in the state.  The University of Florida estimates HLB has caused the loss of more than 6,600 lost jobs, $1.3 billion in lost grower revenue and $3.6 billion in lost economic activity.  The HLB disease is also present in Georgia, Louisiana, South Carolina, and Texas, and the ACP pest–but not the disease–detected in Alabama, Arizona, Hawaii, and Mississippi.

UC Davis Professor Suggests Update to Agricultural Cooperative Extension

There is a Growing Network of New Technology to Update Cooperative Extension and Help California’s Farmers

California’s growers and ranchers get their agricultural information from multiple sources in a variety of ways. Intuitively, most of us know that. But new research by UC Davis Professor Mark Lubell, Department of Environmental Science and Policy, provides empirical evidence that the state’s agriculture community relies on a network of people using new information technologies to make land-use and orchard-management decisions.

“Over the last century, agricultural knowledge systems have evolved into networks of widely distributed actors with a diversity of specializations and expertise,” said Lubell, lead author of, “Extension 3.0: Managing Agricultural Knowledge Systems in the Network Age,” research recently published in Society & Natural Resources.

Lubell and his team hope their work will help agriculture cooperative extension programs harness the potential of these evolving personal and professional networks and make them explicit components of their outreach strategies.

Extension 3.0

Since land-grant universities were created in the late 19th century, University of California Cooperative Extension has been the state’s main campus-to-community connection that delivers sound, scientific data to growers and ranchers, landowners, environmental groups, and consumers to help develop practical solutions to real-world problems. In the early days, extension specialist shared information in person, meeting with farmers in fields or coffee shops or town halls.

The system has evolved over time, as farming has become more specialized. And the systems still works, said Lubell and coauthors Meredith Niles, UC Davis ecology alumna, and Matthew Hoffman, grower program coordinator with the Lodi Winegrape Commission. But, they argue, it could use an update. They outline a case for what Lubell calls “Extension 3.0,” a modern model for agriculture extension that capitalizes on social learning, information technology, and evolving networks of expertise.

Reviewing 10 years of surveys, Lubell’s team studied how California’s growers and ranchers make farming decisions and who they turn to for advice. They learned that Cooperative Extension specialists and farm advisers are still primary trusted sources, but respondents are also influenced by pest control advisors, local leaders, commodity groups, sales representatives, fellow farmers, and others.

“Our research provides an empirical layer to support what many Cooperative Extension specialists and advisors already do,” Hoffman said. “It’s about making sure information reaches the right people in the right way at the right place and time.”

The authors are not calling to eliminate traditional extension professionals nor suggesting all current outreach strategies be converted to more modern methods like social media, webinars and smartphone applications.

“Instead, Extension 3.0 seeks to understand how personal networks and new information and communication technologies can work together,” Lubell said.

The authors recognize social media is already a part of agricultural extension, and they know they aren’t the first to recognize its importance. But they encourage extension programs to formalize social media, information technology, and network science as part of their hiring, training and outreach strategies.

“Extension systems and professionals must be experimental, adaptive and creative with program design and implementation to maximize the synergy between experiential, technical and social learning,” Lubell said.

 

Encouraging conversation

Aubrey White, communications coordinator for the Agricultural Sustainability Institute at UC Davis, says she finds news she can use in “Extension 3.0.”

“Understanding key linkages in a community or area of research can dramatically shorten the distance between knowledge-seekers and knowledge-holders,” White said. “Lubell’s article reminds us that extension is not just delivering information, but creating conversation.”

Cooperative Extension specialist Ken Tate, rangeland watershed expert with the UC Davis Department of Plant Sciences, has been a longtime proponent of collaboration and conversation.

“For me, the study reaffirms that we shouldn’t abandon what works — face-to-face meetings, for example — but we have to keep building and adopting new components. Content is the key. We need to produce good science and provide practical solutions, and then use the best means possible to make sure that information reaches the people we serve, and helps meet society’s needs.”

Pacific Legal Foundation Appeals to U.S. Supreme Court Over Water Cutbacks Based on Delta Smelt Biological Opinion

On behalf of San Joaquin Valley almond, walnut, and pistachio growers, Pacific Legal Foundation (PLF) filed an appeal TODAY, asking the U.S. Supreme Court to review a Ninth Circuit decision this past March that upheld the Delta smelt “biological opinion” — an Endangered Species Act regulation that has caused devastating water cutbacks in Central and Southern California, worsening the effects of the current drought.

PLF’s petition for certiorari asks the High Court to reconsider — and reverse — the controversial precedent on which the Ninth Circuit relied:  the Supreme Court’s 1978 decision in TVA v. Hill, which gives a blank check for onerous species regulations, “whatever the cost.”

PLF’s appeal:  Regulators broke their own rules by ignoring economic impacts

Listed as “threatened” under the ESA, the smelt is a three-inch fish in the Sacramento-San Joaquin Delta.  In a controversial strategy to help the smelt, regulations under the 2008 “biop” send vast quantities of fresh water directly to the ocean — instead of storing it behind dams or pumping south for use in cities and towns and on farms.  However, the smelt hasn’t improved — but the economy has suffered, with even more severe effects as the natural drought has set in.

PLF has been battling the Delta smelt water cutbacks for many years, and once before sought Supreme Court review, in our separate challenge based on the Commerce Clause.

PLF’s current case is based on the fact that the U.S. Fish and Wildlife Service violated its own regulations in drafting the Delta smelt biop.  Specifically, the biop’s drafters ignored the potential harms — even though they were supposed to take economic considerations into account.

“Under the U.S. Fish and Wildlife Service’s own rules, officials must consider economic impacts of proposed ESA regulations,” said PLF Principal Attorney Damien Schiff.  “But with the smelt biop they bypassed this requirement.  We’re asking the Supreme Court to call them out for not making good on their legal duty — and on their duty to the public interest.

“The economic impacts that regulators ignored have been tremendous — and tremendously negative,” Schiff continued.  “Even before the drought, pumping restrictions fallowed hundreds of thousands of acres of farmland, contributing to unemployment of 40 percent in some rural communities.  In Southern California, we saw what amounts to a Delta smelt tax, with water rates hiked by 17 percent or more in some areas.

“The biop has also worsened the impacts of the drought,” he added.  “It reduced the amount of water that was stored when we had ample rainfall and should have been saving for the dry times.”

In 2010, then-U.S. District Court Judge Oliver W. Wanger, of Fresno, struck down the Delta smelt biop, holding that it had been drafted “arbitrarily and capriciously,” with “sloppy science and uni-directional prescriptions that ignore California’s water needs.”

However, this past March, a divided Ninth Circuit panel reversed Wanger’s order that the biop be rewritten.  Although the Ninth Circuit acknowledged that the biop is a “chaotic document,” poorly reasoned and written, the court cited TVA v. Hill in upholding it.

“The Ninth Circuit’s ruling was another example of the anti-human bias of TVA v. Hill and its staggering assertion that species protection takes absolute precedence over all other considerations,” said Schiff.  “As California suffers a third year of drought, we are asking the Supreme Court for relief from illegal regulatory cutbacks on water — and from the pernicious judicial precedent that is used to justify them.

TVA’s indifference to the welfare of human beings was a misreading of the Endangered Species Act from the first, but it’s more incorrect than ever today,” Schiff said.  “Ironically, the Ninth Circuit’s decision undercuts Congress’ attempts to temper TVA’s extremism.  Congress added a framework to the ESA requiring ‘reasonable and prudent alternative[s]’ when protecting species.  The FWS’s rule for considering economic impacts furthers this purpose of bringing balance to the process.  Yet the Ninth Circuit has permitted the agency to violate that rule and ignore the devastating impact of water cutbacks on families, farms, businesses, and the California economy.

“In recent years the U.S. Supreme Court has begun to back away from TVA,” Schiff noted.  “The Delta smelt case offers the court an opportunity to help drought-scorched California — and to finally overturn this radical and harmful precedent.”

Asian Citrus Psyllid Quarantine Covers Tulare County Completely

UPDATE: The Asian citrus psyllid (ACP) Quarantine covers Tulare County, in its entirety, following the detection of two psyllids in the City of Tulare. The first ACP was detected in a trap in a residential neighborhood on September 10, in the City of Tulare.  The second detection was on September 17, also in a residential setting within the City of Tulare.  These detections, when added to previous detections elsewhere in the county, dictate that a county-wide quarantine is the most effective response to contain the pest.  A map is available online at: www.cdfa.ca.gov/plant/go/acp-quarantine 

The quarantine prohibits the movement of host nursery stock out of the quarantine area and requires that all citrus fruit be either cleaned of leaves and stems or treated in a manner to eliminate ACP prior to moving out of the quarantine area.  Residents with backyard citrus trees in the quarantine area are asked to not remove fruit from the quarantine area.

In addition to quarantines in portions of Fresno, Kern, and San Luis Obispo counties, ACP entire-county quarantines remain in place in Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, and Ventura counties.

Citrus Pest and Disease Prevention Committee Vacancy

The California Department of Food and Agriculture is announcing one vacancy on the Citrus Pest and Disease Prevention Committee. The Committee advises the CDFA secretary on activities associated with the statewide citrus specific pest and disease work plan that includes, but is not limited to outreach and education programs and programs for surveying, detecting, analyzing, and treating pests and diseases specific to citrus.

The members receive no compensation, but are entitled to payment of necessary travel expenses in accordance with the rules of the Department of Personnel Administration.

A committee member vacancy exists for a grower representative from Tulare County and will expire on September 30, 2017. Applicants should have an interest in agriculture and citrus pest and disease prevention. USDA study places cost of raising a child at nearly $250,000

The U.S. Department of Agriculture (USDA) released its annual report, Expenditures on Children and Families, also known as the Cost of Raising a Child. The report shows that a middle-income family with a child born in 2013 can expect to spend about $245,340 ($304,480 adjusted for projected inflation*) for food, housing, childcare and education, and other child-rearing expenses up to age 18. Costs associated with pregnancy or expenses occurred after age 18, such as higher education, are not included.

While this represents an overall 1.8 percent increase from 2012, the percentages spent on each expenditure category remain the same. As in the past, the costs by location are lower in the urban South ($230,610) and rural ($193,590) regions of the country. Families in the urban Northeast incurred the highest costs to raise a child ($282,480).

“In today’s economy, it’s important to be prepared with as much information as possible when planning for the future,” said USDA Food, Nutrition and Consumer Services Under Secretary Kevin Concannon. “In addition to giving families with children an indication of expenses they might want to be prepared for, the report is a critical resource for state governments in determining child support guidelines and foster care payments.”

The report, issued annually, is based on data from the federal government’s Consumer Expenditure Survey, the most comprehensive source of information available on household expenditures. For the year 2013, annual child-rearing expenses per child for a middle-income, two-parent family ranged from $12,800 to $14,970, depending on the age of the child.

The report, developed by the USDA Center for Nutrition Policy and Promotion (CNPP), notes that family income affects child-rearing costs. A family earning less than $61,530 per year can expect to spend a total of $176,550 (in 2013 dollars) on a child from birth up to age 18. Middle-income** parents with an income between $61,530 and $106,540 can expect to spend $245,340; and a family earning more than $106,540 can expect to spend $407,820.

“Food is among the top three expenses in raising children,” said CNPP Executive Director Angela Tagtow. “Parents have the challenge of providing food that is not only healthful and delicious, but also affordable. We have great resources such as ChooseMyPlate.gov that features tips to help families serve nutritious and affordable meals. I encourage parents to check out our Healthy Eating On a Budget resources, 10-Tips Nutrition Seriesrecipes, and MyPlate Kids’ Place, which features digital games for kids to get engaged themselves in healthy eating.”

For middle-income families, housing costs are the single largest expenditure on a child, averaging 30 percent of the total cost. Child care and education was the second largest expense at 18 percent, followed by food, which accounted for 16 percent of the total cost.

“Variations by geographic region are marked when we look at housing, for example,” said study author and CNPP economist Mark Lino, Ph.D. “The average cost of housing for a child up to age 18 is $87,840 for a middle-income family in the urban West, compared to $66,240 in the urban South, and $70,200 in the urban Midwest. It’s interesting to note that other studies are showing that families are increasingly moving to these areas of the country with lower housing cost.”

In 1960, the first year the report was issued, a middle-income family could have expected to spend $25,230 ($198,560 in 2013 dollars) to raise a child until the age of 18. Housing was the largest child-rearing expense both then and now. Health care expenses for a child have doubled as a percentage of total child-rearing costs during that time. In addition, some common current-day costs, such as child care, were negligible in 1960.

Expenses per child decrease as a family has more children. Families with three or more children spend 22 percent less per child than families with two children. As families have more children, the children can share bedrooms, clothing and toys can be handed down to younger children, food can be purchased in larger and more economical quantities, and private schools or child care centers may offer sibling discounts.

Native ecosystems blitzed by drought

Peter Moyle has seen a lot in five decades of roaming California’s streams and rivers and gathering data on the fish that live in them. But last month he saw something new: tributaries of the Navarro River, which rises in vineyards before snaking through a redwood forest to the Pacific, had dried up completely.

“They looked in July like they normally look in September or October, at the end of the dry season,” says Moyle, a fish biologist at the University of California, Davis.

Blame the drought. The Navarro and its hard-pressed inhabitants are just one example of stresses facing a parched state. From the towering Sierra Nevada mountains — where the snowpack this May was only 18% of the average — to the broad Sacramento–San Joaquin river delta, the record-setting drought is reshaping California’s ecosystems.

It is also giving researchers a glimpse of the future. California has always had an extreme hydrological cycle, with parching droughts interrupted by drenching Pacific storms (see ‘Extreme hydrology’). But scientists say that the current drought — now in its third year — holds lessons for what to expect 50 years from now.

“The west has always gone through this, but we’ll be going through it at perhaps a more rapid cycle,” says Mark Schwartz, a plant ecologist and director of the John Muir Institute of the Environment at the University of California, Davis. He and others are discussing the drought’s ecological consequences at the annual meeting of the Ecological Society of America, which runs from August 10 to 15 in Sacramento, California. He says that the state’s plant and animal species are at risk in part because California ecosystems are already highly modified and vulnerable to a variety of stresses.

Many of the state’s 129 species of native inland fish, including several types of salmon, are listed by federal or state agencies under various levels of endangerment. “We’re starting from a pretty low spot,” says Moyle. He hopes to use the current drought to explore where native fish have the best chances of surviving.

That could be in dammed streams such as Putah Creek near the Davis campus, where water flow can be controlled to optimize native fish survival. Another focus might be on spring-fed streams such as those that flow down from volcanic terrain in northernmost California and can survive drought much longer than snow-fed streams.

In the late 1970s, Moyle discovered that native fish in the Monterey Bay watershed recolonized their streams relatively quickly after a two-year drought. But today’s streams face greater ecological pressures, such as more dams and more non-native species competing for habitat.

Other challenges arise in the delta where the Sacramento and San Joaquin rivers meet, north-east of San Francisco. An invasive saltwater clam (Potamocorbula amurensis) has taken advantage of warming river waters and moved several kilometres upriver, says Janet Thompson, an aquatic ecologist with the US Geological Survey (USGS) in Menlo Park, California.

Potamocorbula out-competes a freshwater clam (Corbicula fluminea), and accumulates about four times as much of the element selenium from agricultural run-off and refineries as its freshwater cousin does. When endangered sturgeon feed on Potamocorbula, the fish consume much more selenium than is optimal. “That’s the biggest shift that we’ve seen that’s of environmental concern,” says Thompson. “These are the kinds of things that can have a lasting effect on a predator species.”

Teasing out the drought’s effects on terrestrial animals is tougher. Researchers have documented drops in various California bird populations this year, such as mallard ducks (Anas platyrynchos) and tricolor blackbirds (Agelaius tricolor). But many other factors — especially habitat loss — also come into play, so it becomes hard to isolate the effects of drought.

The drought’s effects on larger animals such as bears are also uncertain. Anecdotal reports suggest that more bears than usual are showing up closer to people this year, says Jason Holley, a wildlife biologist at the California Department of Fish and Wildlife in Rancho Cordova. Within the space of six weeks this spring, four black bears appeared along the Sacramento River corridor, much farther out of the mountains than normal. “Those sorts of calls definitely pique your interest,” says Holley, who thinks that dry conditions in the mountains might be pushing bears closer to populated areas.

The longest-lasting effect could be on California’s forests, including its iconic giant sequoias. The drought has handed forest ecologists an unplanned experiment, says Phillip van Mantgem, a forestry expert at the USGS in Arcata, California, who is speaking at the Sacramento meeting.

Researchers are gathering data to examine whether thinning of plots in the forest, in part to reduce fire risk, might help trees do better under drought. Tests may also help to reveal the main mechanisms by which drought kills different tree species, whether by interrupting the flow of water within the tree or by starving it. “I’m really curious to see how this turns out,” van Mantgem says.

There should be plenty of time to gather data. Climatologists expect an El Niño weather pattern to form in the Pacific this year, which usually brings more rain and snow to parts of California (see Nature 508, 20–21; 2014). But the pending El Niño looks to be weaker than first expected, and may not have much, if any, influence on ending the drought. Chances are that the state will remain dry well into 2015.

CA Grape & Tree Fruit League Changes Name to California Fresh Fruit Association

The California Grape & Tree Fruit League announces it has officially changed its name to the California Fresh Fruit Association – an identity its members believe better defines the broad types of commodities it represents.

The California Fresh Fruit Association will formally present its new name to executive and legislative officials in Sacramento, CA during its Annual Fruit Delivery on Tuesday, August 12, 2014 from 10:30 a.m. to 12:00 p.m. And to celebrate this important milestone, an evening reception will follow with government officials and California Fresh Fruit Association members at Esquire Grill (1213 K St., Sacramento, CA) from 5:30 p.m. to 7:30 p.m.

The membership-based organization is one of the oldest agricultural trade associations in California, dating back to1921 with the California Growers and Shippers Protective League and in 1936, with the California Grape Growers and Shippers Association. Together, these organizations merged into the California Grape & Tree Fruit League. Today marks another momentous occasion, as the association has become the California Fresh Fruit Association and continues to represent its members in all aspects of public policy.

The Association’s Strategic Planning Committee presented the possibility of a name change in 2013 upon the completion of its five-year strategic plan. Members were approached by the Board of Directors to consider a new name that would encompass more of the commodities it represents, such as fresh grapes, blueberries and deciduous tree fruits including: peaches, plums, apricots, nectarines, pears, apples, cherries, figs, kiwis, pomegranates and persimmons. In summary, the Association represents the state’s permanent fresh fruit crops with the exception of citrus and avocados.

With support from the Board of Directors and the organization’s nearly 350 members, the California Fresh Fruit Association proceeds with business as usual under its new name, advocating for fresh fruit growers, shippers and marketers in Sacramento, CA and Washington, D.C. The California Fresh Fruit Association’s headquarters will remain in Fresno, CA.

“While undergoing a name change is no easy task, little has changed as we’ve made sure to continue with our responsibilities as usual,” said Barry Bedwell, president of the California Fresh Fruit Association. “As we began the process, we wanted to proceed with a name that accurately represents our members and the commodities they provide. Harlan Ranch Bulldozes Citrus Trees Due to No Water

 

Harlan Ranch Loses More than Just Trees

Shawn Stevenson is the Vice President of Harlan Ranch, a third-generation family-owned and operated farm located in Fresno County. He says this is the toughest time the ranch has experienced in its history.

Stevenson spoke as a bulldozer uprooted productive trees last week.  “Once we finished pushing these trees, we’re going to be out about 400 acres of the 1200 acres that’s pushed. In addition, we have another 140 acres we’re just giving enough water to barely keep alive,” said Stevenson. “The balance of our crops are receiving 66 percent of their normal water. So no matter what kind of crop that is out here on Harlan Ranch this year, it’s a very tough year as far as water goes,” he added.

Stevenson explained that the lack of water isn’t just about crops, but the people involved as well.

“There’s not enough water. It impacts the trees. It impacts our employees. Earlier this year I had my first layoffs I ever done because of lack of work, and that’s because we are pushing out so many trees. About 30 percent of our employees were let go. That was the probably the most devastating time that I’ve faced here,” said Stevenson.

He added that this reaches far more than just his farm, that the drought permeates all aspects of the industry, not just growers.

Stevenson predicted that this coming season, he’ll produce and deliver to the packing house about 25 percent of the volume of citrus produced in the past year. “That impacts not only our employees but the packers at the packing house, the people who sell the fruit, and the people we buy pesticides and fertilizers from,” Stevenson added.

With drought reaching the majority of the state, with 58 percent of California at the highest drought-level, according to a U.S. Drought Monitor reportsome farmers are thinking about the future of the industry in California.

“Now, I understand not all of Fresno and not all of California looks this bad, but imagine that we’re like the “canary in the coal mine”. This is what the future of California looks like. This kind of devastation that you see here is what our future looks like. If we continue to have no or little surface water deliveries, and as the groundwater situation continues to deteriorate. Without more surface water, without more water supplies, this is the future of the Central Valley,” said Stevenson.

“Several months ago, I looked back at what the worst case scenario would be and started making plans for that worst case scenario. And, the worst case scenario is about right on track. I don’t think a lot of people realize that is like a natural disaster, like Hurricane Katrina, or a wildfire or an earthquake, it’s just going to take a lot longer time to happen. It’s going to happen slowly—the devastation to our economy, to peoples’ lives, to whole communities,” he said.

Stevenson also mentioned communities such as Mendota and Orange Cove, which rely completely on the agriculture industry for employment, and added, “without work, this can leave entire cities in dire situations.”

“Our water infrastructure has been far out-stripped by the people in this state, so it’s time we update it and figure out how to get more water to more people in the state and try to preserve agriculture for our state, our country, and our world,” Stevenson said.

Califonia Citrus Mutual Holds Press Conference at Harlan Ranch to Show Catastrophe

Kevin Severns, a citrus grower and manager of Orange Cove – Sanger Citrus Association and chairman of California Citrus Mutual, spoke to the crowd gathered at third-generation, family-owned Harlan Ranch, Clovis, CA, TODAY, “This is what a zero allocation looks like, folks, this is what zero allocation looks like.”

“Harlan Ranch and Orange Cove-Sanger Citrus have a long history together. Next year we will receive our lowest-ever deliveries from Harlan Ranch simply because of the number of trees are being pushed. Why are they being pushed? No water.

“This is an inexcusable situation and something we are desperate to do something about. Thankfully, this doesn’t have to be the end of the story. We can do something about this, and that’s what this is all about–to bring attention to both the plight and what can be done about it,” said Severns.

“The packing house that I manage is about 25 miles, as the crow flies, from where I’m standing, and the fruit from this ranch is delivered there along with fruit from the other growers who also own the packing house. It’s a cooperative of family farmers. We employ about 100 people directly in our packing house, and another 200 to 250 in the crews that pick, harvest and prune,” Severns said.
