To Rid Body of Harmful Pollutants, Drink Your Broccoli, Study Suggests

How’s this for your unexpected health tip of the day—be sure to drink your … broccoli?

A recent clinical trial involving nearly 300 people living in one of China’s most polluted regions found that daily consumption of a half cup of broccoli sprout beverage produced rapid, significant, and sustained higher levels of excretion of benzene (known to cause cancer) and acrolein (a lung irritant).

Researchers from the Johns Hopkins Bloomberg School of Public Health, working with colleagues at several U.S. and Chinese institutions, used the broccoli sprout beverage to provide sulforaphane, a plant compound already demonstrated to have cancer preventive properties in animal studies.

The study was published in the June 9 online edition of the journal Cancer Prevention Research.

“Air pollution is a complex and pervasive public health problem,” said John Groopman, professor of environmental health at the School of Public Health and one of the study’s co-authors. “To address this problem comprehensively, in addition to the engineering solutions to reduce regional pollution emissions, we need to translate our basic science into strategies to protect individuals from these exposures. This study supports the development of food-based strategies as part of this overall prevention effort.”

Last year, the International Agency for Research on Cancer classified air pollution and particulate matter from air pollution as carcinogenic to humans. Diets rich in cruciferous vegetables—of which broccoli is one—have been found to reduce risk of chronic degenerative diseases, including cancer.

Broccoli sprouts are a source of glucoraphanin, a compound that generates sulforaphane when the plant is chewed or the beverage swallowed. It increases enzymes that enhance the body’s capacity to rid itself of these types of the pollutants.

In a 12-week trial, participants who drank a beverage containing freeze-dried broccoli sprout powder mixed with water, pineapple juice, and lime juice saw a 61 percent increase in their rate of benzene excretion beginning the first day and continuing throughout the trial. In addition, the rate of excretion of acrolein increased 23 percent.

“This study points to a frugal, simple, and safe means that can be taken by individuals to possibly reduce some of the long-term health risks associated with air pollution,” said Thomas Kensler, a professor at the School of Public Health and one of the study’s co-authors. “This while government leaders and policy makers define and implement more effective regulatory policies to improve air quality.”

America’s First Pear to Begin Harvest July 7

The first Bartlett pears of the season are set to harvest in California’s Sacramento River growing region July 7.

According to the official crop estimate set by the California Pear Advisory Board at its June 12th meeting, the state’s total crop of Bartlett pears is expected to be just over 2.6 million 36-pound packages, slightly down from the four-year average crop size of 2.9 million packages.

The majority of the state’s Bartletts, 1.5 million packages, will come from the early harvesting Delta River growing district, with harvest in Mendocino County expected on August 4 and on August 11 in Lake County.

California pear farmers are expecting an additional 550,000 packages of other pear varieties this season including 220,000 Golden Russet Bosc and 80,000 Starkcrimson along with smaller quantities of Bosc, Sunsprites, Comice, Forrelle, Seckel, French Butter and other red varieties.

In addition to setting its official crop estimate and harvest dates during its most recent Board meeting, the California Pear Advisory Board (CPAB) adopted a new brand positioning for Bartlett pears from California calling them “America’s First Pear.”

“We realized that Bartlett pears from California are unique because they have been produced in California since the very beginnings of the state’s commercial fruit industry dating all the way back to the California Gold Rush in the 1850s,” said Chris Zanobini, Executive Director of the CPAB.

“California Bartletts are also the very first pear of the season to be harvested in the U.S. each year and consumer research shows Bartlett pears are the first choice of consumers when it comes to selecting a flavorful pear variety.   The title of ‘America’s First Pear’ just seemed to be a good fit.”

Zanobini noted that CPAB has been working closely in its hometown of Sacramento, California to promote a locally-grown image and they have become a regular sponsor of the “America’s Farm to Fork Capital” program launched in the area in 2013.

The program promotes locally-grown agricultural products to Sacramento area consumers, retailers and restaurants. The concept of giving consumers locally-grown, sustainably-produced food is rapidly gaining in popularity throughout the country.

“California Bartlett pears fit a highly desirable image because they are produced by the kind of artisan farmers that today’s consumers want growing their food,” said Zanobini.

California Bartletts are grown by about 60 pear farming families, most of whom have been growing pears on the same land for generations. The average size of California Pear farm is 130 acres and the average age of the orchards are between 30 and 100 years.

“California Bartletts provide consumers with an heirloom experience because this is the same product people can find in their local farmers market. They have been sustainably-grown for over 100 years by smaller, family farmers who are trusted and safe,” said Zanobini.

The California pear industry’s claims about sustainability are not just marketing hype, but are backed by research. During the past three years, the CPAB has participated in a program with the independent sustainability program design firm, SureHarvest, to assess the level of sustainable farming practices utilized by farmers.

SureHarvest has found an exceptionally high level of adoption among California pear farmers of sustainable practices like non-chemical treatments for pests. According to the SureHarvest assessment, well over 90 percent of California pear farmers utilize practices like pheromone-mating disruption, scouting for pests and other Integrated Pest Management practices.

CPAB plans to launch an initial trade education effort this summer to communicate with grocery stores the benefits of selecting and staying with California Bartlett pears for the duration of the California pear season.

“This strategy allows retailers to maximize the pear category and to give consumers their favorite pear for longer,” explained Zanobini. “California pear farmers are confident we can work together with buyers to optimize their pear category profits.”

Zanobini noted the trade should look for new educational materials from CPAB along with some locally based innovative on-line consumer promotions beginning this season.

Cottage Food Industry on Growth Trend in California

A little more than a year ago, a California law went into effect that gave small farmers and even home gardeners a new opportunity to sell value-added products.

The California Homemade Food Act permits individuals to produce certain types of cottage food in home kitchens to sell in limited quantities to the public.

That sounds simple, but like most laws, there are plenty of caveats. The legislation has stipulations about the types of foods allowable, registration, permits and labeling requirements.

UC Cooperative Extension has been helping farmers and home gardeners who produce fruits, vegetables, nuts, herbs, and honey take advantage of the new opportunity at workshops around the state, reported the Stockton Record.

Shermain Hardesty, UC Small Farm Program extension economist, is coordinating the project. Hardesty thinks that marketing may be the hardest part of creating a successful cottage food businesses for many farmers and other entrepreneurs.

At the workshops, Hardesty teaches the basic “Four P’s” of marketing: product, place, price and promotion.

Food Market Maker Aims to Connect Farmers

Nationwide Online System now Live for Farmers to Connect to New Markets

Chantelle Hougland, Business Development and Communication Strategist for Riverside Research, talks about the Food Market Maker program and their efforts to build an electronic infrastructure that would connect farmers with viable new markets.

“Food Market Maker has been developed for the past 10 years. It’s been a group of organizations universities, state departments of agriculture, who all came together to create a system to connect everyone along the food value chain from the producer all the way to the buyer. And just recently what we’ve done is we have opened up the system to expand from just 20 states into all 50 states which also includes California,” said Hougland.

The Food Market Maker program hopes to aid in the expansion of quality-driven food value chains, by reaching out to not only farmers but other entities as well.

“We are also looking for affiliate organizations, organizations that serve food producers and the value chain to work with us, to reach out to producers, to get them into our system.” said Hougland.

Hougland goes on to explain why the Food Market Maker program is not only beneficial to farmers, but the entire industry as a whole. Even consumers.

“I think we can reduce waste, we can help facilitate new markets, where we’re connecting demand with supply. For example, producers what to know what buyers want to buy. They want to know whether growing organic or some other means is actually going to produce them more money for them in the end,” said Hougland.

“If we can make those connections on the behalf of the farmers with the buyers, and help them understand better what they are doing and how much they can get for what they are doing, we might be able to expand the variety of foods that are available to consumers, the quality of food that’s available to consumers , and the flavorful and goodness of the food that’s available, while supporting farmers as well,” Hougland added.

And how is this program being funded?

“Well right now Riverside Research is doing that for us, so its a free system and its open to use for anyone,” said Hougland.

Breeding Crops for Drought Tolerance Tricky

With water becoming ever-more precious, farmers are increasingly looking to innovations to help their crops be more resilient in the face of drought.

One focus has been on breeding and engineering new crop varieties that can withstand longer periods of water deprivation. While much progress has been made in this area, researchers say increasing drought tolerance in crops has never been clear cut, and prospects for getting those traits into specialty crops are uncertain.

In recent years, three major seed companies have introduced corn varieties that specifically target water-limiting conditions. Hybrids from DuPont Pioneer and Syngenta became commercially available on a limited basis in 2011, while Monsanto rolled out its first transgenic drought-tolerant corn in several Western Corn Belt states last year.

Kent Bradford, professor of plant science and director of the Seed Biotechnology Center at the University of California, Davis, said there has been a lot of interest in developing drought-tolerant varieties of field crops such as corn, wheat and alfalfa, but breeding drought tolerance into higher-value crops such as vegetables, fruits and nuts may be a longer-term goal.

One issue with developing crops that can withstand extreme weather conditions is that the process is not so straightforward and can involve a number of different genes and approaches.

“Drought tolerance is not an easy trait,” Bradford said. “It’s not like disease resistance where you have a disease, you have the resistance and you’re good.”

Daniel Gallie, a biochemist at UC Riverside, whose team did some of the initial work on DuPont Pioneer’s drought-tolerant corn hybrids, said one way to increase drought tolerance in plants is to grow bigger roots that can reach deeper into the soil to get water.

The method UC researchers used in developing DuPont Pioneer’s corn involved reducing the plant’s production of ethylene, which is triggered by drought stress.

Scientists have also looked at ways to help plants retain more water, such as by closing the stomata, or pores, earlier, so that there’s less transpiration. UC researchers found that by reducing a plant’s vitamin C, which controls the opening and closing of pores in the leaves, they can help plants better conserve water.

Since all plants have pores, Gallie noted, this approach could be applied to any crop species and has been particularly important to crops grown in California, where farmers rely largely on irrigation, he added.

But whether this and other techniques will find their way into commercial crop varieties depends on whether they get picked up by the various seed companies, he said. Because academic researchers typically are not in the business of commercializing their developments, they look to industry partners with the funding and infrastructure to introduce, test and market new crop varieties, Gallie added.

With a crop like almonds, for example, because the life cycle of the tree is so long, research would be much slower than what can be done with an annual crop. Also, specialty crops, while important to California, are not considered major crops with as much devoted acreage as key commodity crops.

“It’s the size of the market,” said Doug Parker, director of the California Institute for Water Resources at the University of California. “Companies are looking at: Am I going to be able to produce enough of this to make money. And it’s not just what’s being grown in other states that they’re looking at; it’s worldwide.”

For crops that are grown in California, the focus has been less on drought tolerance and more on water use efficiency, as growers are trying to get the most yield from what limited water they have, he said.

Farmers seldom plant specialty crops without some irrigation, Bradford said, whereas the major field crops—particularly those farmed in the Midwest—are often dependent on rainfall, so being drought tolerant is more critical.

Bradford cautioned that while researchers are making headway, they still face hurdles trying to create drought-tolerant crops that would work well under different weather scenarios and field conditions.

Soils can vary in one field, he noted, so the stress may not be uniform. And not all droughts occur the same way. Some are characterized by lack of precipitation, others extreme heat or both. These events may also happen during different periods of a growing season.

Since crop development is a long-term strategy to help farmers deal with drought, Parker said short-term strategies for how they manage water in their cropping systems may prove more important than drought-tolerant crops.

But ultimately, a mix of both is needed, he said.

Farming in Drought: Tomato Growers Embrace the Heat

In late May, UC Davis published a drought impact report projecting 410,000 acres of farmland left fallow, 14,500 jobs lost, and a $1.7 billion hit to our state’s agricultural economy.

Since tomatoes can be a water-intensive crop, I expected that when I set out to ask farmers about the drought’s effect on their tomatoes, I would hear they were planting less, anticipating smaller yields, making changes to their seed orders for next year, and worrying about the future of their farms.

The truth?

“To be honest,” said Phil Rhodes of Country Rhodes Family Farm in Visalia, “this is our best year ever.”

Like many farmers, Rhodes is very concerned about water — the water level in his well has dropped about a foot a year since the 1990s, to the point where he must invest upwards of $50,000 to drill it deeper in the next year — but for now, the heat accompanying the drought has been a boon to his tomato crop, which came in early and strong. Rhodes brought his first tomatoes to farmers’ markets in mid-May, several weeks earlier than normal.

As long as he has water in his well, Rhodes’ farm is not impacted by water rationing by local or federal water districts. Farmers who rely on water from those sources are facing more dire circumstances: Rhodes admits that in the southern Central Valley region where his farm is located, he sees other farmers leaving fields unplanted.

Those unplanted fields may mean that vegetable farmers who have ground water access, farm in areas less impacted by the drought, or whose infrastructure, climate, and soil conditions allow for less water usage will see increased demand for their crops. So while the drought has substantial implications for California agriculture on the whole, farmers like Rhodes are doing well in spite or even because of it.

Ron Enos, who owns certified organic Enos Family Farms in Brentwood, also expects he’ll have a good year with his tomatoes. In his region, many of his neighbors are larger-scale farms growing processing tomatoes, which means that demand for his fresh tomatoes is high.

While the high-heat conditions accompanying the drought spelled trouble for his winter and spring vegetables (which do best in cooler conditions), the hot dry summer bodes well for his summer crops.

He also uses less water than many farmers in his region: over the last few years, Enos has transitioned to using a black plastic mulch in combination with drip irrigation for many of his crops, which cut his water usage to about 30 percent of what he needed before.

Another method for using less water on fruiting crops like tomatoes and squash is dry farming: a method of cutting irrigation early in a plant’s life and forcing it to rely only on existing soil moisture. Some vegetable varieties do especially well in these conditions, which result in smaller, more flavorful fruit.

While it’s near impossible to dry farm in the extreme climate of the Central Valley, it works well in coastal regions where the soil retains some moisture through the summer.

From Service to Harvest – Military Veteran Deploys Aquaponics on the Farm

Farming wasn’t Vonita Murray’s first choice, but after making a drastic career change, the 38-year-old Navy Veteran, former office manager and longtime fitness enthusiastic now believes digging in the dirt, growing food and being her own boss may be the dream job she has always wanted.

The transition to farming for Murray, 38, happened gradually over the past several years. She eventually took stock of her life, sized up her talents, sharpened the focus on her dreams and decided she was no longer cut out for a desk job.

For several years, Murray had been an office manager and a CAD, or computer-assisted design, technician for an architecture firm. Much of her work focused on remodeling floor plans for a major fast food chain’s Northern California stores. But when the economic downturn hit the architecture and design industry, Murray got laid off. She saw it as a chance to make a change in her life.

“It was the best thing that ever happened to me,” she said.

Using a $5,000 grant she received from the Davis-based Farmer Veteran Coalition, Murray bought some basic farm equipment and managed to launch her new career. She also enrolled in the first class of the California Farm Academy, a six-month farming course run by the Center for Land-based Learning in Winters.

Murray knows it will take hard work and several years before she can make a comfortable living as a farmer. But she has a long-term plan and says farming – including many 12-hour days – is exactly the lifestyle she was seeking.

“I’ve never been so tired, so broke and so happy,” she said with a laugh. “For the first time in my life, I have worth and a purpose. What I do has value in people’s lives.”

More and more veterans are turning to farming to connect in a similar way. “We’re all a family and we all try to help each other succeed,” Murray said.

When Michael O’Gorman founded the Farmer Veteran Coalition in 2009, he searched throughout the U.S. and found just nine veterans interested in going into farming. By the end of that year, the number was up to 30. These days, O’Gorman and his group have helped 3,000 veterans transition into farming.

“What’s really attracting veterans to agriculture is it offers a sense of purpose and a sense of mission,” said O’Gorman, who has farmed for 40 years. “It’s about feeding their country, offering food security and a better diet.”

O’Gorman is seeing more women get into farming and says Murray is a great role model.

“Vonita is dynamic, creative, energetic and smart. Whatever she does, she will do it well and take it places,” he said. “She’s a growing phenomenon. About 15 percent of those who serve in the military are women and that’s about the same percentage we hear from.

More and more women are going into agriculture. The military and farming are both male-dominated. The women who have taken on both of them just seem like a really exceptional group.”

Those who encounter Murray are often impressed by her energy and her holistic, lead-by-example approach to farming. Not only does she want to grow good food, she sees the work she does as a way to help people be healthy.

Indeed, Murray’s physical presence says plenty. Though she no longer trains as a bodybuilder, she remains noticeably lean and muscular. Her workouts these days focus on functional training and she is a big advocate of Crossfit, which combines classic weightlifting with mobility exercises.

“I’m doing all this because I want to get people healthy,” said Murray, noting that she hopes to someday build an obstacle course on the property so people can use it to work out.

She also has a penchant for unorthodox and innovative approaches to growing food. Standing on a portion of the land she leases in rural Elverta next to the renowned Sterling Caviar facility, Murray watches water stream past. It’s runoff from the tanks where sturgeon are raised for their prized caviar. It’s also the key to what she will grow on her new “farm” site.

Murray essentially harnesses the water, 3 million gallons a day and loaded with nutrients, to create an innovative style of growing food called aquaponics, which combines modern hydroponics with forward-thinking environmental awareness.

The water goes through a settling pond to separate solids from liquids, travels through a moat and into small ponds where Murray is growing produce she sells to restaurants and to a growing number of customers at the Saturday farmers market in Oak Park.

The outgoing and optimistic Murray has put some of her energy into tapping resources that can help get her going in farming. She obtained a $35,000 low-interest loan from the U.S. Department of Agriculture.

Murray, whose produce operation is going to specialize in watercress, says she would have been at a loss as to how to proceed as a farmer without the education she got at the California Farm Academy. The program costs about $2,600 and various grants subsidize the tuition, according to Dawnie Andrak, director of development for the Center of Land-Based Learning.

Those who enroll run the gamut of age and work background. About 20 students graduate each year. To make it a real-world experience, they write a business plan and present it to a panel composed of people from the banking, business and farm community.

“There are more women like Vonita getting into farming,” Andrak said. “You will not find someone more dedicated and more clear about what it is she wants to do. She is certainly not one to give up.”

Jennifer Taylor, the director of the Farm Academy, is herself an example of a woman who made the career leap into farming. She was a research biologist who had no idea until well after college that a life in agriculture might appeal to her. She landed a four-month internship on a farm, was given four calves and eventually rented a barn and started dairy farming.

“If you have no connection to agriculture, it’s very difficult to imagine yourself doing it, Taylor said. “It’s a way many people want to live, an opportunity to be your own boss, work outside with your hands and be your own boss.”

But can you make a living?

“That depends,” said Taylor, noting that one young farmer from the program now sells to about 50 Bay Area restaurants and nets about $75,000 a year.

Back in Elverta, Murray is busy tending her crops and her chickens. She’s not making a profit yet, but she knows it takes time. More than anything, she loves the work, the lifestyle and the mission. She sometimes feels the stress of having debt and not knowing whether her crops will thrive.

But her farm is called Thrive Acres for a reason.

“You have to keep dreaming,” she said with a smile. “This is just the beginning.”

HOUSE POSTPONES ACTION ON AGRICULTURAL APPROPRIATIONS BILL

The House this week began considering the fiscal 2015 funding bill for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies, but postponed a final vote on it so that Republicans can sort out their leadership issues in the wake of Majority Leader Eric Cantor’s decision to step down from his post after losing his primary election for the Virginia 7th Congressional District seat. The legislation includes $20.9 billion in discretionary money, which is equal to the fiscal 2014 level, and $121.3 billion for mandatory spending for federal food programs. NPPC helped secure in the House Appropriations Committee-approved bill language that prohibits USDA from implementing certain burdensome provisions included in the 2008 Farm Bill related to the buying and selling of livestock under the Grain Inspection and Packers and Stockyards Act. Additionally, Rep. Tom Latham, R-Iowa, requested and was able to include funding for research on porcine endemic diarrhea virus (PEDv) funding to better understand the transmission of the disease. NPPC is thankful of Rep. Latham and Appropriations Committee Chairman Robert Aderholt, R-Ala., for the inclusion of these important funds.

 

LIVESTOCK HAULERS RECEIVE ONE-YEAR EXEMPTION FROM DOT ‘HOURS OF SERVICE’ RULE

The U.S. Department of Transportation last Friday granted truck drivers hauling livestock and poultry a one-year exemption from an hours-of-service rule that took effect last July 1. The regulation requires truck drivers to take a 30-minute rest break after eight hours of service. For drivers transporting livestock and poultry, the hours of service included loading and unloading animals. NPPC hailed the move as a victory for animal welfare, as summer temperatures can cause livestock health problems, particularly for pigs, which do not sweat. NPPC is also appreciative of Secretary of Transportation Anthony Foxx for recognizing the importance of the issue for livestock farmers and Agriculture Secretary Tom Vilsack for his efforts to secure the exemption. HOUSE COMMITTEE HOLDS HEARING AFTER COMMENT EXTENSION GRANTED

NPPC Chief Environmental Counsel Michael Formica drafted a petition signed by 72 other agricultural groups in support of an extension. Under EPA’s proposal, the agency would redefine the term “waters of the United States” to include intermittent and ephemeral streams, and expand jurisdiction into farm fields and farm drainage. This would significantly impact agricultural operations, requiring permits and giving activists and regulators authority to dictate farm production practices. Prior to issuing these extensions, NPPC hosted EPA representatives at the World Pork Expo to meet with the NPPC Board of Directors and learn firsthand about farming. EPA visited farms in North Central Iowa to better understand farmers’ concerns regarding the apparent impact of these proposals and the need to work together with farmers to clarify EPA’s intent and minimize the unintended impacts on farmers and ranchers who have worked their families land for generations.

 

SMALL BUSINESS EXPENSING LEGISLATION APPROVED

The House Thursday approved on a 277-144 vote H.R. 4457, the “America’s Small Business Tax Relief Act of 2014,” which would permanently extend the tax code’s small business expensing provision – Section 179 – at a level of $500,000. Since 2003, Congress increased the amount of investment that small businesses can expense from $25,000 to $500,000. Legislation expanding and/or extending the provision was enacted eight times, but the expensing limits were temporary, and, beginning in 2014, the amount reverted to $25,000. NPPC joined dozens of other agricultural and business organizations in urging House lawmakers to approve the tax legislation. In a June 9 letter to bill sponsors Reps. Pat Tiberi, R-Ohio, and Ron Kind, D-Wis., the groups said permanent extension of Section 179 would increase investment and jobs, reduce tax complexity and paperwork and alleviate uncertainty for business owners, farmers and ranchers.

 

SENATE AGRICULTURE COMMITTEE HOLDS HEARING ON CHILD NUTRITION PROGRAMS

The Senate Agriculture Committee Thursday held a hearing titled “A National Priority: The Importance of Child Nutrition Programs to our Nation’s Health, Much of the discussion focused on the military turning away recruits and discharging service members because of poor health (known as the “Too Fat to Fight” epidemic) as well as on how reduced school lunch programs help students perform better in school. Witnesses included U.S. Air Force (Ret.) General Richard Hawley; National Parent Teacher Association President Otha Thornton; Dr. Stephen R. HOUSE WAYS AND MEANS TRADE SUBCOMMITTEE HOLDS AGRICULTURE TRADE HEARING

The House Ways and Means Subcommittee on Trade Wednesday held a hearing titled “Advancing the U.S. Trade Agenda: Benefits of Expanding U.S. Agriculture Trade and Eliminating Barriers to U.S. Exports.” In his opening remarks, Chairman Devin Nunes, R-Calif., voiced his concern that Japan was not being held to the standards that the Trans-Pacific Partnership (TPP), a 12-nation free trade agreement (FTA) of Pacific Rim countries, set out to meet. “If any countries insist on retaining tariffs, then we must complete the negotiations without them and allow them to rejoin when they can commit to full tariff elimination,” said Chairman Nunes. Japan continues to demand certain products, including pork, be excluded from tariff elimination. In addition to being the largest value market for U.S. pork exports ($1.89 billion in 2013), Japan is the fourth largest market for the rest of U.S. agriculture, which shipped $12.1 billion of food and agricultural products to the island nation in 2013. A final TPP agreement that does not eliminate all tariffs and non-tariff barriers on U.S. pork products will negatively affect U.S. pork exports for the next 20 years, meaning billions of dollars less in U.S. pork sales and tens of thousands fewer U.S. jobs. For NPPC to support a final TPP agreement, Japan needs to eliminate all tariff and non-tariff barriers on U.S. pork and pork products NPPC expressed its concerns to the subcommittee in written testimony. DR. GAMBLE PARTICIPATES IN CODEX WORKING GROUP

Dr. Ray Gamble, president ex officio of the International Commission on Trichinellosis, traveled to Tokyo, Japan, May 28-30 to participate in meetings as part of the Codex Committee on Food Hygiene’s physical working group tasked with drafting a document on parasites in food. Dr. Gamble provided invaluable expertise to the US Delegation which was led by the United States Department of Agriculture’s Food Safety and Inspection Service (FSIS). Currently, some trade partners such as the European Union and South Africa impose unnecessary trichinae mitigation steps on the United States’ pork industry.  According to Dr. Gamble’s studies, there is virtually no risk for trichinae in the United States. A Codex document that creates counterproductive international standards on parasites would be burdensome on the U.S. pork industry. NPPC looks forward to working with FSIS as this document develops.

 

NPB’S LARSEN TRAVELS TO FINLAND

Steve Larsen, National Pork Board’s Director of Pork Safety, traveled to Kirkkonummi, Finland, June 4-6 to participate in an informal scientific colloquium of researchers/university academics, industry and government officials to hear how countries use Hazard Analysis & Critical Control Points (HACCP) and their issues. The committee is planning to propose a new work item aimed at updating the Codex Alimentarius’s General Principles of Food Hygiene, more specifically its Annex on HACCP. The group of HAACP experts will draft a discussion paper on if there is a need to make revisions and will present their findings at the next CCFH meeting this November.

USDA Announces Programs to Conserve Sensitive Land, Help Beginning Farmers

WASHINGTON, June 4, 2014 – Agriculture Secretary Tom Vilsack today announced that farmers, ranchers and landowners committed to protecting and conserving environmentally sensitive land may now sign up for the Conservation Reserve Program (CRP). The Secretary also announced that retiring farmers enrolled in CRP could receive incentives to transfer a portion of their land to beginning, disadvantaged or veteran farmers through the Transition Incentives Program (TIP).Vilsack continued, “The average age of farmers and ranchers in the United States is 58 years, and twice as many are 65 or older compared to those 45 or younger. The cost of buying land is one of the biggest barriers to many interested in getting started in agriculture. The Transition Incentives Program is very useful as we work to help new farmers and ranchers get started.”

The Conservation Reserve Program provides incentives to producers who utilize conservation methods on environmentally-sensitive lands. For example, farmers are monetarily compensated for establishing long-term vegetative species, such as approved grasses or trees (known as “covers”) to control soil erosion, improve water quality, and enhance wildlife habitat.

CRP consists of a “continuous” and “general” sign-up period. Continuous sign up for the voluntary program starts June 9. Under continuous sign-up authority, eligible land can be enrolled in CRP at any time with contracts of up to 10 to 15 years in duration. In lieu of a general sign-up this year, USDA will allow producers with general CRP contracts expiring this September to have the option of a one-year contract extension. USDA will also implement the 2014 Farm Bill’s requirement that producers enrolled through general sign-up for more than five years can exercise the option to opt-out of the program if certain other conditions are met. In addition, the new grassland provisions, which will allow producers to graze their enrolled land, will enable producers to do so with more flexibility.

The Transition Incentives Program provides two additional years of payments for retired farmers and ranchers who transition expiring CRP acres to socially disadvantaged, military veteran, or beginning producers who return the land to sustainable grazing or crop production. Sign up will also begin June 9. TIP funding was increased by more than 30 percent in the 2014 Farm Bill, providing up to $33 million through 2018.www.fsa.usda.gov.

Both the CRP and TIP were reauthorized by the 2014 Farm Bill. The Farm Bill builds on historic economic gains in rural America over the past five years, while achieving meaningful reform and billions of dollars in savings for taxpayers. Since enactment, USDA has made significant progress to implement each provision of this critical legislation, including providing disaster relief to farmers and ranchers; strengthening risk management tools; expanding access to rural credit; funding critical research; establishing innovative public-private conservation partnerships; developing new markets for rural-made products; and investing in infrastructure, housing and community facilities to help improve quality of life in rural America. Farm demographics continue to change in California. The average age of a farmer is 58 years old, relatively few heirs are willing to take over farms, and fewer people are interested in becoming farmers because of a variety of challenges. This dynamic is made more troublesome by the fact that food demand is expected to double worldwide by the year 2050. As a result, the opportunity and need for California farmers will be significant, and the cultivation of new farmers and ranchers is more important than ever.
