Asian Citrus Psyllid Quarantine Expansion in Kern County

An additional portion of Kern County has been placed under quarantine for the Asian citrus psyllid (ACP) following the detection of one psyllid in a residential neighborhood south of the City of Bakersfield in Kern County.

CDFA officials are going door to door to notify owners of the spray mandate.

The new Asian citrus psyllid quarantine zone measures 113 square miles in and around the City of Bakersfield, bordered on the north by New Stine Road; on the east by S Fairfax Road; on the south by Millux Road; and on the west by Interstate 5.  This area is in addition to the previously announced quarantine areas in Kern County.  A map is available online at:  www.cdfa.ca.gov/plant/go/acp-quarantine.

In addition to quarantines in portions of Kern, Fresno, San Luis Obispo, and Tulare counties, ACP entire-county quarantines remain in place in Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, and Ventura counties.

The ACP is an invasive species of grave concern because it can carry the disease huanglongbing (HLB), also known as citrus greening.  All citrus and closely related species are susceptible hosts for both the insect and the disease.  There is no cure once a tree becomes infected.  The diseased tree will decline in health until it dies.

HLB has been detected just once in California – in 2012 on a single residential property in Hacienda Heights, Los Angeles County.

HLB is known to be present in Mexico and in parts of the southern U.S.  Florida first detected the psyllid in 1998 and the disease in 2005, and the two have been detected in all 30 citrus-producing counties in that state.  The University of Florida estimates the disease has tallied more than 6,600 lost jobs, $1.3 billion in lost revenue to growers and $3.6 billion in lost economic activity.

The disease is present in Georgia, Louisiana, South Carolina, and Texas.  The states of Alabama, Arizona, Hawaii, and Mississippi have detected the pest but not the disease.

Armed with magnifying glasses and bug-sucking aspirators, state agriculture technicians are in Fresno, checking residential citrus trees for any signs of the Asian citrus psyllid and the tree-killing disease it can carry.

The psyllid poses one of the greatest threats to California’s nearly $2 billion citrus industry and officials want to keep it from gaining a foothold in the central San Joaquin Valley.

Inspectors will spend several weeks in the Fresno area and then move into Tulare County — the largest citrus producer in the state.

“We don’t want this disease here,” said Cora Barrera, a state technician. “It would be a disaster.”

Barrera recently checked several trees at a home near Fresno Pacific University in southeast Fresno. Using her magnifying glass, she looked for tell-tale signs on the tree’s leaves: dull orange-yellow nymphs and the waxy tubules that push honeydew away from their body. She also looked for adult psyllids that are about 1/8 of an inch and brownish.

When Barrera finds a psyllid, she catches the insect using an aspirator and drops it into a glass tube. Any bugs caught will be tested for the disease.

A team of about six state technicians, including Barrera, will visit thousands of homes in the city.

Jennifer Romero, an environmental scientist with the California Department of Food and Agriculture, said that so far no psyllids have been found nor any sign of the disease they carry, huanglongbing, also known as citrus greening.

Citrus farmers fear the disease because there is no known cure. Infected trees produce bitter-tasting fruit and eventually die. In Florida, the nation’s orange juice capital, the disease has caused $1.3 billion in lost revenue over the past several years.

So far, the disease has only been found in one residential tree in the Hacienda Heights area of Southern California. But the psyllids have spread throughout the region, and a massive quarantine prohibits the movement of citrus fruit and trees out of the area.

Despite the regulatory net, the bug has hitchhiked its way to the Valley, having been caught in insect traps in Fresno and Tulare counties. To keep the psyllid in check, farmers have sprayed their groves and the state has treated residential trees where the psyllids have been caught.

A quarantine also has been put in place that covers 870 square miles of the Valley’s citrus belt.

But all that still isn’t enough, experts say. One key lesson learned from Florida’s losing battle with the disease is early detection and prevention.

Door-to-door residential inspections have been used in Southern California since the discovery of the disease in 2012.

Using a method developed by U.S. Department of Agriculture scientist Tim Gottwald, the survey targets specific areas with potential risk factors. The factors are many, but include proximity to commercial citrus groves, roads used by trucks transporting citrus and flea markets.

Experts say citrus trees at flea markets and swap meets are sold without the benefit of government inspection and should be avoided.

So far, the state’s inspectors have surveyed more than 1,000 homes in Fresno and hundreds more remain.

Romero said fortunately for the inspectors most residents don’t mind the visits.

“We really have not had any problems and it helps that people are aware of the disease,” she said. “They also don’t want to lose their own trees.”

If the resident isn’t home, the state will leave an information sheet about the bug and disease and information for setting up a future home visit.

Gene Hannon, entomologist with the Fresno County Department of Agriculture, urged owners of citrus trees to be vigilant about checking their own trees. He also said that people should avoid bringing home any citrus from the Southern California area; buying citrus trees at flea markets; or grafting trees from Southern California or any other region with the disease.

“The more people are aware, the better able we are to keep this disease out of our area,” Hannon said. “We don’t want to have this problem.”

Recently, the U.S. Department of Agriculture released its final crop estimate for the Florida orange crop, reflecting a reduction of 30 million cartons in total production from the previous season. There is no denying the devastating impact that Huanglongbing has had on the Florida citrus industry since the disease was first discovered in 2005. A drive through Florida citrus country will offer vastly different scenery than that of California’s premier citrus-producing regions.

In some respects, the California citrus industry has been fortunate to learn from the situation in Florida and has taken a very proactive approach to protect itself from a similar fate. In 2009, the industry supported a mandatory self-assessment to fund a comprehensive treatment and trapping program to manage the insect carrier of HLB, the Asian citrus psyllid, and prevent HLB from taking hold.

The Asian citrus psyllid is now endemic throughout a majority of Southern California, particularly in dense, urban areas where citrus trees can be found in six out of every 10 backyards. In March 2012, HLB was discovered for the first time in a backyard citrus tree in Los Angeles County. Although there have not been any additional confirmed cases of HLB since then, as an industry we must remain vigilant statewide in order to protect our $2 billion citrus crop.

Currently, there are eight counties in California that are entirely quarantined for the Asian citrus psyllid: Imperial, Los Angeles, Orange, Riverside, Santa Barbara, San Bernardino, San Diego and Ventura. Additionally, portions of Fresno, Kern, San Luis Obispo and Tulare counties are also under quarantine for the Asian citrus psyllid.

The total quarantined area statewide is now 46,530 square miles. Maps are available online at www.cdfa.ca.gov/plant/go/acp-quarantine.

With a large portion of the state’s commercial citrus production now within quarantine zones, it is increasingly important that growers and packers are up to date on current regulations and protocols, to best manage psyllid populations and prevent the pest from spreading any further.

There are two approved options under the Bulk Fruit Movement Performance Standard available for commercial citrus growers and packers to comply with the quarantined regulations: Remove all leaves and stems/plant debris using a field cleaning machine, or apply a University of California integrated pest management-recommended material within 14 days prior to harvest.

There are no restrictions on moving fruit with leaves and stems if shipping to a packinghouse or processing facility located within the same quarantine boundary.

Asian citrus psyllids can easily “hitchhike” on citrus plant debris, so it’s important that we all do our part to minimize the movement of plant material between work sites. It is strongly recommended that growers and packers work with farm labor contractors, picking crews, pesticide applicators and hedging/topping services to ensure that all equipment, picking bags, field bins, clothing and gloves are free of stems and leaves before leaving the field.

We all have a commonality in agriculture and can understand the pressures posed by invasive insects and diseases. This is a fight that no commodity can win without the support of homeowners and consumers, which is why everyone with a backyard citrus tree should:

  • Not move citrus—Do not move citrus plants, plant material or fruit into or out of a quarantine area or across state or international borders.
  • Inspect your trees—Inspect your citrus trees for signs of the psyllid or HLB whenever watering, spraying, pruning or otherwise tending to trees.
  • Plant responsibly—Plant trees from reputable, licensed California nurseries.
  • Talk to your local nursery—Ask about products that are available to help stop the Asian citrus psyllid.
  • Graft with care—Use only registered budwood that comes with source documentation.
  • Be mindful of clippings—Dry or double-bag plant clippings prior to disposal.
  • Cooperate—Cooperate with agricultural officials who are trapping and treating for the Asian citrus psyllid.

By working together, we can help stop the Asian citrus psyllid and protect California citrus from Huanglongbing.

Invasive Giant African Snails Seized at LAX

Two picnic baskets packed with 67 live giant African snails were seized by federal authorities at Los Angeles International Airport (LAX), authorities said.

The snails, which weighed a total of more than 35 pounds and reportedly were intended for human consumption, was apparently the largest seizure at LAX of the mollusks, which are sometimes fried and served as a snack.

The snails were discovered July 1 in two picnic baskets, which weighed more than 35 pounds, said Lee Harty of U.S. Customs and Border Protection (CPB). The snails arrived from Lagos, Nigeria, and were headed to San Dimas.

In the past, federal inspectors have discovered one or two of the large snails hidden in luggage, but this marked “the first time this pest has been encountered in such large quantity and as a consumption entry” in LAX, said Todd C. Owen, director of field operations for the customs agency.

Giant African snails, also known as land snails, can live as long as 10 years and grow up to eight inches long. The snails can carry parasites harmful to humans.

The U.S. Department of Agriculture deems the large snails as a damaging species, consuming more than 500 types of plants, according to federal authorities.

But when the snails can’t find fruits and vegetables to eat, they will “eat paint and stucco off of houses,” the customs agency said in a statement.

The incident remains under investigation.

Ag Official on Asian Citrus Psyllid in Tulare County

“Our growers have the heavy commercial production as opposed to the ranchettes in San Diego Count, so we got more emphasis on spray treatments immediately after a find. We’ve had really good success rate, and so our trapping program is top-notch, so if psyllids are found, we have the ability to eradicate immediately and keep it under control that way,” said Kinoshita.

The Asian Citrus Psyllid, or ACP, is a tiny insect that acts as a carrier of the citrus disease Huanglongbing, also known as citrus greening disease. this bacterial disease is transmitted by the ACP, after it feeds on affected plant tissue.

Without proactive measures such as quarantine and eradication treatments, ACP could have dire consequences for the entire California citrus industry.

“We always knew that we were going to be ground zero. Because we’ve got the most packing sheds in the state, and the most juice facilities, and we’re receiving products from Mexico, Texas, Arizona, and Southern California and our growers need to stay diligent. We got all but 13,000 acres of citrus within the quarantine area, and so that can cause some problems with not having the entire county included,” said Kinoshita.

Citrus Greening Disease has only recently become a problem for California. The first infected plant was discovered in March 2012. It has still caused a concern in that short period of time, as the California Department of Food and Agriculture has found that here is no physical, cultural, or biological methods to completely eradicate ACP.

“So far we are dealing with it, and I have heard that this fall would kind of be the ‘trigger point’ that the Southern California counties saw at the two and a half year point of having Psyllids in their county. So we will see,” said Kinoshita.

Proposed New Light Brown Apple Moth Quarantine Boundary – Mendocino County

Effective July 8, 2014, the Department is adding the Mendocino County Quarantine Boundary.  A map of the proposed boundary can be found at www.cdfa.ca.gov/plant/lbam/regulation.html.  The quarantine boundary is being added because a second adult Light Brown Apple Moth (LBAM) was found within three miles and one life cycle of a previous find. The new quarantine will add 14 square miles.

Regulated articles and conditions for intrastate movement under the quarantine can be found at Title 3 California Code of Regulations (CCR) section 3434.  Pursuant to Title 3 CCR section 3434 any interested party or local entity may appeal a quarantine area designation.

Process to Appeal the Proposed New Boundary

The appeal must be submitted to the Department in writing and supported by clear and convincing evidence. The appeal must be filed no later than ten (10) working days from the date of this notification.  During the pending of the appeal, the designated Quarantine Boundary under appeal shall remain in effect.

Fusarium Dieback / Polyphagous Shot Hole Borer

Recently  a new beetle/fungal complex was detected on avocado and other host plants in Los Angeles, Orange and San Bernardino Counties. The two fungal species are  Fusarium euwallaceae and Graphium sp., which form a symbiotic relationship with a recently discovered beetle that is commonly known as the polyphagous shot hole borer (PSHB, Euwallacea sp.)

Together, they cause the disease Fusarium dieback (FD). When the beetle burrows into the tree, it inoculates the host plant with the fungus (Fig. D), which is carried in its mouthparts in a structure called mycangia.

The fungus attacks the vascular tissue of the tree, blocking the transport of water and nutrients from the roots to the rest of the tree, and eventually causing branch dieback. The beetle larvae live in galleries within the tree and feed on the fungus.

FD has been observed on more than 110 different plant species in California, including many species common in urban landscapes and on such agriculturally important species as avocado, olive and persimmon.

 Symptoms:  Each host species shows different symptoms depending on the response to infection. Sycamore, box elder, maple, red willow, and castor bean are good trees to search for signs and symptoms of the beetle, as it tends to prefer to infest these hosts first. Depending on the tree species attacked, PSHB injury can be identified either by staining, gumming, or a white-sugar exudate on the outer bark in association with a single beetle entry hole.

The vector beetle:  An exotic ambrosia beetle (Euwallacea sp.) is very small and hard to see. At the advanced stage of infestation, there are often many entry/exit holes on the tree (Fig. E-F). Females are black and about 1.8 – 2.5 mm (0.07-0.1 inch) long (Fig. A-B (right)); males are brown colored and about 1.5 mm (0.05 inch) long (Fig. B ((left)). The entry/exit hole is about 0.85 mm (0.033 inch).

What to do:

  • Look for a single entry/exit hole surrounded by wet discoloration of the outer bark
  • Scrape off the bark layer around the infected area to look for brown discolored necrosis caused by the fungus.
  • Follow the gallery to look for the beetle (may or may not be present).
  • Avoid movement of infested firewood and chipping material out of infested area.
  • Look for other hosts (Castor bean, sycamore, maple, coast live oak, goldenrain, liquidambar) showing symptoms of the beetle/disease.
  • Sterilize tools to prevent to spread of the disease with either 25% household bleach, Lysol® cleaning solution, or 70% ethyl alcohol.

UPDATE: ACP Quarantine and Advocacy for Unimpeded Eradication

CDFA filed a proposed emergency amendment TODAY to expand the ACP quarantine area in response to an “infestation” of the Asian citrus psyllid (ACP), Diaphorina citri, detected in the Farmersville/Visalia area (June 4, 2014), Tulare County. One adult female was found in the area. The proposed 14-mile expansion will include the Visalia area, and the state’s vast ACP quarantine will cover 46,544 sq. miles.

The regulation defines emergency as” a situation that calls for immediate action to avoid serious harm to the public peace, health, safety, or general welfare.” The government code provides,”if the emergency situation clearly poses such an immediate, serious harm that delaying action to allow public comment would be inconsistent with the public interest, an agency is not required to provide notice.”

CDFA Secretary Karen Ross believes that this emergency clearly poses such an immediate, serious harm that delaying action to give the notice would be inconsistent with the public interest. Therefore, Ross proposed that the CDFA Director may adopt reasonably necessary measures such as bypassing the mandatory notice five working days prior to emergency action in order to carry out emergency provisions. Additionally, she requested that the Director be permitted to establish, maintain, and enforce quarantine, eradication, and such other regulations necessary to circumscribe and exterminate or prevent the spread of any pest which is described in the code.

This comes after the California Citrus Industry’s recent backlash against the Executive Committee of the California Citrus Pest and Disease Prevention Committee’s proposed easing of the state’s ACP quarantine and eradication efforts.

And, while CDFA uses the word, “infestation”, Joel Nelsen, President of California Citrus Mutual, commented at the recent United Fresh Convention in Chicago, “There were two more ACP finds found in the northeast part of Tulare County. They were individual finds. Intensive trapping and tapping on the trees, looking for the ACP, hasn’t found any more. So one would argue that we’ve got a population—given the finds in the last year—but we’re still talking single digits.” Nelsen believes this demonstrates the eradication programs are working. “We’re supposed to find the ACP before finds a commercial citrus industry, and we’re doing that.”

Nelsen said the Executive Committee’s recent proposal to significantly modify the program was, “based upon some subjective analysis by a team of scientists who in fact believe that there’s more out there than what we can find.”

“So,” he continued, “we’re obligated to prove a negative; and as long as we do the intensive trapping program, as long as we continue the mandated treatment program, as long as we’re aggressively looking for the Asian citrus psyllid—I don’t see how, and industry doesn’t buy into the fact, you have an endemic population. We’re not finding them in volume; everything is isolated.”

“So, when the industry first became aware of this possible change in the treatment zones of the quarantine mandates, the industry challenged CDFA.”

Now, not only does the ACP program remain intact, but TODAY, CDFA Secretary Ross proposed measures for an unhindered and  immediate eradication response by CDFA to ACP discoveries.

Asian Citrus Psyllid Quarantine Expansion in Tulare County

An additional portion of Tulare County has been placed under quarantine for the Asian citrus psyllid (ACP) following the detection of two psyllids in separate traps in an unincorporated area northwest of the community of Ivanhoe in Tulare County. This brings the total quarantine area in Tulare County to 856 square miles.

The new quarantine zone measures 110 square miles in Tulare County, bordered on the north by Avenue 384; on the east by Road 180; on the south by E Main Street; and on the west by Road 80.

Also, a single ACP has been detected west of Exeter near the community of Farmersville recently and may lead to another quarantine expansion later this month. The parameters and size of that additional new regulated area are still being determined.

New ACP Quarantine in Tulare

Big Effort in Place to Minimize ACP Spread

Too many local growers, its about eliminating and controlling the spread of the invasive insect which can carry a deadly disease on citrus known as citrus greening.

Gavin Iacono, a Deputy Ag Commissioner for Tulare County, where a new quarantine for asian citrus psyllid has been established.

“With this latest finds in the Ivanhoe area, the CDFA has expanded the quarantine which means now that it will connect the Dinuba area quarantine and then the rest of the county quarantine,” said Iacono. “So that realistically now the quarantine a goes from almost the Reedley area all the way down to just south of the Kern County line. Through the whole citrus belt area now.” He added.

Iacono notes that restrictions found in the quarantine.

“Well with the quarantine, it everything  thing will be the same as previously to move fruit outside the quarantine. It has to either has to be field cleaned or would to have to have a spray treatment on the orchard prior to picking and then moving. But any fruit that is staying within the quarantine it has no restrictions whatsoever, it can move freely within the quarantine.” said Iacono.

Iacono says the fruit is safe once it gets inside the packing house.

“Once the fruit has gone through the packing process, its no longer considered a host of the asian citrus psyllid, so then they’re free to be able to ship it anywhere they want to.” said Iacono.

And while the CDFA hasn’t made an official statement, it was reported yesterday that a new ACP has been discovered in a trap, west of Farmersville, in Tulare County.
