Jeff Rasmussen Honored at CAPCA

At the 40th Annual Meeting of the California Association of Pest Control Advisors (CAPCA) in Anaheim this week, Jeff Rasmussen, a pest control advisor with Crop Production Services in Kern County was recognized as the CAPCA Member of the Year.

“I’m humbled, it’s an awesome feeling to be presented with an award by your peers, and they appreciate all the efforts that we as a team have accomplished,” said Rasmussen.

Rasmussen is among a small group of PCAs who spearheaded the important Spray Safe program, which was created in Kern County in 2006 by a group of Kern County farmers and PCAs. Spray Safe was designed to reduce spray drift, enhance worker safety, and protect public health through more effective communications among farmers about pending and ongoing pesticide applications.

Rasmussen and the others dedicated time to solve a problem, “and since then we have stuck together and resolved the problem of spray drift. Proactive involvement can make a difference.”

“It’s the ‘Three C’s’: collaborate, connect, and commit, that has been our focus point. It’s a matter of the industry stepping up and taking responsibility, and continuing to own and protect that space,” said Rasmussen.

Ultimately, according to the Spray Safe website, the goal of the program is to instill increased resolve among farmers to take every precaution necessary to ensure public safety – this is particularly so when it comes to protecting farm workers and field crews.

At the heart of Spray Safe is a checklist.

Air Board ag exempt truck deadline of Jan. 31 , 2015

Owners of on-road heavy-duty diesel agricultural trucks that qualify for an identifying AG sticker have until Jan. 31, 2015 to register with the California Air Resources Board (CARB). With streamlined and slightly-increased mileage limits, CARB is reopening the registration period for those farmers who have not reported and claimed their ag exemption.
The agricultural vehicle provisions:
  • Delay compliance for vehicles that operate less than specified mileage thresholds and for a limited number of specialized trucks.
  • Apply to diesel trucks and buses with a manufacturer gross vehicle weight rating greater than 14,000 pounds, thus excluding pickups.
  • Include agricultural vehicles such as trucks and buses owned by log harvest operations or farming businesses and certain trucks that are not farmer owned but are dedicated to supporting agricultural operations.
  • Do not apply to truck tractors that enter ports or intermodal rail yards or transport marine cargo. These vehicles must comply with the Drayage Truck regulation.
Things to keep in mind:
  • ARB regulations require diesel trucks and buses that operate in California to be upgraded to reduce emissions.
  • Newer heavier trucks and buses had to meet PM filter requiremetns on January 1, 2012.
  • Lighter and older heavier trucks must be replaced starting January 1, 2015.

 
The regulation applies to nearly all privately and federally owned diesel fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds.  The regulation provides a variety of flexibility options tailored to fleets operating low use vehicles, fleets operating in selected vocations like agricultural and construction, and small fleets of three or fewer trucks.

Glenn County Farmer on Water Cutbacks for Rice, Nuts

John Garner farms rice and walnuts in Glenn County. Though he is busy harvesting both crops now, Garner says rice acreage was down due to water cutbacks and there was a problem getting the longer season rice varieties in the ground early enough.

“There were cutbacks due to the 75 percent water allocation. That amount of water sounds really good, but we were also unable to plant before May 1st. So, in essence, we were prevented from planting some of the longer-season rice because you have to get those varieties in by April 15th-20th,” said Garner.

Still, Garner said his rice harvest this week is going very well. “My walnut crop had an excellent spring for pollination and a good summer, supposedly a warmer summer. We didn’t have the high temperatures or real strong north winds, so the crop just flourished,” said Garner.

And while the 2013-2014 walnut crop is predicted to be a record, Garner questions how that can be true this year. “I have a good normal crop. There are areas in the state where walnut and almond production are off upwards of 30 percent, and I think that’s due to this drought, the water cutbacks and the lowering of the groundwater tables,” said Garner.

“We were fortunate in our areas because we didn’t have nearly their shortage in water . You win some years, and then you’re on the other end some years,” he said.

Record Walnut Crop Harvest

With a predicted record 545,000 tons to be harvested, the walnut industry is getting very busy this time of year.

Janine Hasey is a UC Cooperative Extension Tree Crops Farm Advisor and County Director for Sutter-Yuba Counties. She also assists growers in Colusa County.

“We started early up here, but the hot weather we’ve had has slowed things down again. So we’re working on early varieties, a lot of Serrs are in; Vinas are in, and Tulares are being harvested, and we are trying to get the Howards harvested.”

“Right now it sounds like we’re on track for that record production prediction to come true,” said Hasey. “Growers are now harvesting early varieties; I have just talked to a grower who doubled Serr production from last year, and her Ashley production has tripled or more,” Hasey commented.

Growers have used a lot of Ethrel, a common late-season spray, to help speed up harvest and trigger a more even harvest period. “Some growers are saying it has worked, while others say maybe not so well,” said Hasey.

In addition to the hot temperatures and dryness, Hasey said, “we’ve had a little bit of dew last week. We are expecting some possible rain showers on Thursday…which would be really good to get the walnut hulls splitting, and get things moving again.”

Van Groningen & Sons In Full Harvest Mode

Bryan Van Groningen, with Van Groningen & Sons, a farming operation in Manteca, in San Joaquin County says the operation  is in full harvest mode, rounding out what has been a good year.

“Right now we’re still in peak season of the watermelon harvest. We’re also getting geared up for the pumpkin season. We are going to be harvesting some of our ornamental gourds pretty soon, and that’s going to lead into our normal-sized pumpkins of all types of varieties. That’s going to get underway soon, probably in another week, and will continue all the way until the end of October. We are just completing our sweet corn harvest, and almond harvest has begun as well,” said Van Groningen.

Van Groningen thinks the drought has affected pricing this year. “I think the lack of water up and down the state has affected the pricing because it has been pretty strong. We haven’t had those valleys in some of the pricing throughout the season, but I think, further down south, guys are irrigating only their permanent crops and going into more of their higher-dollar crops. For crops like sweet corn, there are not a lot of acres growing in California, and that has kept the price high,” said Van Groningen.

The farm’s water supply was sufficient this year, but Van Groningen is guarded about the future. “We’re fortunate in our areas because we are irrigating most of our land with a deep well, and we don’t have to rely on district water so much, so we are kind of lucky. We are in control of our own water supply,” he said.

Van Groningen notes that the operation has had well issues.  “We did have one well collapse on us, so that tells me the water table continues to drop. We irrigate from probably 60 different deep wells, and I’d say one out of sixty–that isn’t  too big of a problem at this point. But if it continues this way, and we remain in a drought, and we don’t get enough rainfall to recharge some of that groundwater, it’s going to get pretty dicey, I think,” he said.

USDA Launches New Website for New Farmers and Ranchers

Farmers work hard. They work to produce food that will eventually be on our dinner plate, while dealing with unpredictable weather, long hours and countless risks. New farmers face more obstacles with starting their operations with acquiring land, equipment and capital as well as learning about regulations and insurance policies.

With these new challenges, the U.S. Department of Agriculture hopes to guide the next generation of farmers for their future careers. As FFA members are also preparing to be future leaders in the industry, USDA’s New Farmers website could be used as a valuable resource.

The website takes users through a step-by-step process in creating an operation. These steps include education and technical assistance, acquiring land and capital, managing risk and financial management.

FFA members trying to start their supervised agriculture experience programs can find youth loans useful. The Farm Service Agency provides up to $5,000 to be used to buy livestock, seed, equipment and other operational items. If an FFA member wanted to expand their SAE, they could check out value-added producer grants and the USDA National Farmers Market Directory. These resources could help a member find different ways to sell their products in new markets.

Krysta Harden, agriculture deputy secretary, said the age of farmers is increasing, with the average age currently standing at 58 years old.

“New and beginning farmers are the future of American agriculture,” Harden said. “For agriculture to continue prospering in this country, we need to offer products and policies that address the unique challenges and issues facing new and beginning farmers. This website aims to address some of those challenges and make getting started just a little bit easier for the next generation.”

The website also provides information for creating a business plan as well as blogs and videos of topics that pertain to new farmers and ranchers.

Young Women Changing the Face of California Farming

On most mornings, Katie Fyhrie, 25 and Emma Torbert, 35 meet at dawn at their Davis fruit farm.

As they scramble up ladders to pluck fruit and later sort it into delivery bins, they embody a demographic shift underway in agriculture: young, beginning farmers, many of them women, are entering the field at an increasing rate.

So far, the influx hasn’t been enough to offset the demographics of existing farmers, who are mostly older men. The median age of American farmers is 59, according to the last U.S. Department of Agriculture census in 2012.

But times are changing. The 2012 USDA census found that the number of new farmers between the ages of 25 and 34 had grown 11 percent since the previous census was taken in 2007.

The number of women farming in California has steadily increased over the past three decades. The 1978 USDA census counted 6,202 women who listed farming as their main occupation. By 2012, there were 13,984.

These new farmers are embracing different delivery methods that don’t involve bulk commodity sales to food processing companies. They’re peddling produce directly to consumers through farmers’ markets, farm stands and subscriptions for produce boxes. Those sales methods increased 8 percent from 2007.

Fyhrie and Torbert sell their peaches and other organic fruit directly to subscribers in Davis and also to stores such as the the Bi-Rite market in San Francisco’s Mission district.

Neither woman comes from a farm family, and neither inherited land. Both are college educated and found their way to farming from other pursuits. Torbert holds a Bachelor’s degree in physics from Princeton University, and Fyhrie recently graduated from the University of California, Berkeley, with a degree in biology.

Both are crazy about farming.

Upon graduation from UC Berkeley in 2012, Fyhrie returned home to Davis. “I didn’t want to jump into working in a lab,” she said.

Instead, Fyhrie took a job as a summer field worker at the Impossible Acres Farm in Davis. “I’ve always enjoyed jobs that kept me outside most of the time,” she said.

Fyhrie deepened her commitment to agriculture in February, when she enrolled in the California Farm Academy, a program run by the Center for Land Based Learning in Winters.

Twenty hopeful farmers are currently enrolled in the seven-month program, 14 of them women, said Jennifer Taylor director of the academy.

“Women getting into agriculture is a huge trend,” said Taylor, who herself began farming several years ago in a Wisconsin dairy operation. “In years past it was a very male-dominated profession.”

Taylor said the gender shift may be a result of societal changes.

“The idea that one can actually be a farmer without coming from a farming family is starting to feel like a reality to more people,” Taylor said.

One aspect that is appealing to women is how farming adds a sense of service to a community. “Some want to feed people, others want to see food justice happen. One way to do that is to be involved in growing food .”

At Princeton, Torbert studied fusion energy. However, it dawned on her that physics is not the kind of work where the tangible effects of one’s work is readily evident.

“I feel there are so many problems in the world that need to be changed sooner,” she said. “In my other jobs it felt like I was just monitoring. As a farmer, I feel like what I do can have an effect on the system.”

Torbert changed gears and pursued a graduate degree in horticulture at UC Davis. Fyhrie is following in her footsteps once she graduates from the farm academy program.

Torbert started her Cloverleaf farm four years ago when she leased 5 acres from Rich Collins, owner of the 200-acre Collins Farm.

Cloverleaf farm recently earned its organic certification, and is just now starting to show a profit, she said.

“Sometimes I feel less supported and find that there is more skepticism from older-generation farmers,” Torbert said. “People make assumptions that you do not know how to drive a tractor.”

Not all beginning farmers are under 35, said Michelle Stephens farmbudsman with Yolo and Solano counties. A lot of the women who she helps with farm permits are new farmers in the 40-year-old range.

“It’s less their full time business and more of an augmentation to what they are already doing,” said Stephens. “So, maybe they have some chickens and they decide they want to sell eggs.”

Some women entering the field hail from longtime farming families, like Kristy Levings, who co-owns Chowdown Farms, a livestock operation in the Capay Valley.

Levings, who is 35, defines herself as a third-generation farmer. At age 11, she was already in charge of a commercial sheep flock. But she has not handed the reins of her farm. She had to leave him and come back to the farming world by way of the big city.

“It was not a given that I would engage in farming,” said Levings, whose only sibling is a younger sister. Bias against females taking over a farm was a factor.

“If you grow up in a farming family, there are different expectations on you based on gender,” Levings said. “If you don’t grow up in a farming family, it is easier to think about farming without a gender filter.”

She left the farm after high school to pursue a degree in psychology and gerontology at San Francisco State University. After graduating she entered a career in social services.

When her mother grew sick in 2007, Levings moved back to the Capay Valley. A year later, an attractive parcel of property came on the market. Levings, then 28, bought it with her farming partner Brian Douglass. They sell lamb and other meat to such well-known local chefs as Randall Selland and Patrick Mulvaney.

Levings said she believes women farmers are bringing new talents to the field.

“Women bring to the table a certain way of thinking about things – from a multitasking perspective,” Levings said. “Like planning strategically.”

She likened farming to conducting a symphony. “There are a lot of moving parts all at once,” she said. “You have to be able to hear when the farm is out of tune.”

She said that with livestock it helps to be able to look at the field and see how the flock is interacting within it and how it interacting with what is growing on it

The only limitation Levings sees to being a woman farmer? Physical power. “I don’t have the same musculature as a male,” Levings said.

For her, that’s nothing more than a momentary drawback. “There’s nothing I cannot do – I’ll just do it in a different way,” Levings said. “If I have to lift something heavy, I’ll figure out how to use a machine instead of trying to muscle it myself.”

Thank a Farmer For Your Food Independence

As you fire up the grill this Independence Day, be sure to thank a farmer, whose contributions help keep the cost of a Fourth of July feast under $6 bucks a person, according to a recent survey by the American Farm Bureau Federation.

Considering Americans spend just 10 percent of our incomes on food – the lowest of any country – we are all indebted to the “thin green line” of only 210,000 full-time U.S. farms that produce a product that is safe, abundant and uniquely American.

These farmers are also critical to our nation’s “food independence.” This food security does not happen by accident. It is a blessing that is fostered by smart policy.

The roots of government involvement in U .S. agriculture are actually as old as the nation itself.   Government involvement began with the founding fathers of the nation and carries the fingerprints of other great Americans who followed.

In 1799, after years of colonies and states granting tracts of land to citizens encouraging people to plant crops and begin commerce, George Washington called for the establishment of the National Board of Agriculture to collect information on the nation’s agricultural inventories.

Not surprising since our first president was also quoted as saying: “It will not be doubted that with reference either to individual or national welfare, agriculture is of primary importance.”

President Abraham Lincoln then established the USDA in 1862, a department that has grown since then to include promoting agriculture trade, working to assure adequate and safe food and striving to end hunger in America and abroad.

Over the next 40 years, as the world population grows from 7 billion to 9 billion and demand for agricultural commodities doubles, we need such policies that encourage investment and constant improvement.

If done right, more nations and peoples will continue to know the happiness of a safe and reliable and affordable food supply.

Food Market Maker Aims to Connect Farmers

Nationwide Online System now Live for Farmers to Connect to New Markets

Chantelle Hougland, Business Development and Communication Strategist for Riverside Research, talks about the Food Market Maker program and their efforts to build an electronic infrastructure that would connect farmers with viable new markets.

“Food Market Maker has been developed for the past 10 years. It’s been a group of organizations universities, state departments of agriculture, who all came together to create a system to connect everyone along the food value chain from the producer all the way to the buyer. And just recently what we’ve done is we have opened up the system to expand from just 20 states into all 50 states which also includes California,” said Hougland.

The Food Market Maker program hopes to aid in the expansion of quality-driven food value chains, by reaching out to not only farmers but other entities as well.

“We are also looking for affiliate organizations, organizations that serve food producers and the value chain to work with us, to reach out to producers, to get them into our system.” said Hougland.

Hougland goes on to explain why the Food Market Maker program is not only beneficial to farmers, but the entire industry as a whole. Even consumers.

“I think we can reduce waste, we can help facilitate new markets, where we’re connecting demand with supply. For example, producers what to know what buyers want to buy. They want to know whether growing organic or some other means is actually going to produce them more money for them in the end,” said Hougland.

“If we can make those connections on the behalf of the farmers with the buyers, and help them understand better what they are doing and how much they can get for what they are doing, we might be able to expand the variety of foods that are available to consumers, the quality of food that’s available to consumers , and the flavorful and goodness of the food that’s available, while supporting farmers as well,” Hougland added.

And how is this program being funded?

“Well right now Riverside Research is doing that for us, so its a free system and its open to use for anyone,” said Hougland.

Change in Policy on Fumigant Puts Farmers in Bind

New restrictions have been placed on an important crop protection tool used on more than 40 different California fruit, vegetable, tree and vine crops.

The California Department of Pesticide Regulation has ended a policy that allows growers in certain areas—also known as townships—to acquire necessary quantities of the soil fumigant 1,3-dichloropropene—sold under the trade name Telone—above an annual allocation cap.

The amount of Telone allowed to be used annually is based on potential exposure averaged over a 70-year span. DPR had allowed more to be used when requested, with the understanding that lesser amounts would subsequently be used so as not to exceed the averaged, 70-year limit.

The affected areas are largely in Fresno, Tulare, Merced, Monterey, Ventura and Santa Barbara counties. These areas have used more than the yearly limit of 90,250 pounds set for each township, which is 36 square miles. Some 450 townships in 42 counties use 1,3-D, with about 10 townships likely to be affected by the new policy, according to DPR.

Growers of crops such as sweet potatoes, almonds, walnuts, grapes and strawberries use 1,3-D as a preplant soil fumigant to give their ground a clean start and protect their crops against nematodes and diseases that result in lower yields and quality.

Fumigants continue to face tighter regulatory restrictions, leaving growers with fewer pest management options and less-effective materials. With the international phase-out of methyl bromide, growers have increasingly turned to alternatives such as 1,3-D, and they say the latest limits on the product erode their ability to produce their crops.

“Food costs are going to go up,” said David P. Souza, a sweet potato grower in Merced County, “because the less we produce, the more it’s going to cost. Hopefully, people are ready to adjust to that.”

DPR officials said they understand that no longer granting the exemptions will present challenges for farmers. But DPR Director Brian Leahy said the department “believes in being very protective when it comes to fumigants.”

“We continuously evaluate their use,” Leahy said, noting that DPR has been reviewing 1,3-D since 2009 to assess its toxicity and risk. The department said it expects to complete the study in 18 months.

David Doll, a University of California pomology farm advisor in Merced County, said the change in DPR policy has created a real bind for almond growers who had made planting decisions based on the belief that they would be able to fumigate with Telone.

“I think it caught a lot of people by surprise,” he said. “There were a lot of farmers who were expecting (the cap) to be raised and more Telone to be released, and when it wasn’t, I was getting one call after another from farmers who said they weren’t getting any Telone and they didn’t know what to do with regard to planting their almond orchard.”

He said he’s been advising almond farmers to treat what they can with the limited Telone, if they can get it, and then consider applying chloropicrin, which he said is less effective in managing nematodes but works well against Prunus replant disease. Doll said after seeing his own trial work, he consistently recommends fumigating before replanting.

“I’ve seen the stuff work. I’ve watched orchards developed with and without fumigants,” he said, noting that fumigated trees not only produce a crop earlier, but they have higher yields and also use water and nutrients more efficiently.

“If we have an efficient-running operation, we then can trim back our nitrogen, our water and maintain same or greater production,” Doll added.

Merced County farmer Bob Weimer, who grows sweet potatoes, almonds, walnuts and peaches, said the new policy on Telone comes at an especially difficult time when growers are already struggling with dwindling water supplies due to drought.

“If we’re hindered with disease issues underground attacking the roots, then the problems become exacerbated with a shortage of water,” he said.

He said growers’ inability to control pests and diseases wastes critical resources such as water, fertilizer and labor, and undermines the sustainability of the land.
