California’s Groundwater Is in Crisis

California’s groundwater is back in the spotlight. Largely invisible, lightly regulated and used by 85% of California’s population and much of the state’s $45 billion agriculture industry, groundwater is a crucial reserve that helps stave off catastrophe during drought periods like we’ve experienced over the past three years.

This carries profound economic, environmental, and infrastructure implications. How did it come to this, and what do we do now?

6 Million Californians Rely on Groundwater

Over 6 million Californians rely solely or primarily on groundwater for their water supply. Many of them reside in towns and cities in the Central Valley and along the Central California coast, where communities generally have limited local surface water options or don’t have the ability to finance other water supply sources.

For Others, Groundwater Complements the Surface Water Supply

Generally, though, groundwater is used alongside surface water to meet the state’s needs, which range from urban and industrial uses to irrigating roughly half the fruits and vegetables grown in the United States.

In normal and wet years, groundwater provides 30 to 40% of the water supply. It supplements surface water that is collected from snowmelt and rainfall then is stored and conveyed by a vast system of state and federal dams, reservoirs, and aqueducts.

During droughts, surface water availability can be sharply reduced, leaving water users to pump water from local wells. At times like these, groundwater can surge closer to 60% of water used statewide, and even higher in agricultural areas like the Central Valley.

When Rain and Snow Don’t Fall, Groundwater Prevents Disaster

This year, the third consecutive year of an extreme and extensive drought, state officials have warned that little or no surface water will be made available to most consumers. In turn, water providers are advising large users to pump their own groundwater.

As bad as this drought is, it is not uncommon. Droughts are a part of life in California, as anyone who has lived here long enough knows. But what most may not know is that groundwater has been getting us through droughts, including the last big one in the 1970s, and it is getting us through the one today.

In fact, 5 million acre feet of additional groundwater will be pumped in the Central Valley alone to make up for the 6.5 million acre feet in surface water reductions for agriculture in 2014. Even so, the economic loss for the Central Valley from this drought is expected to be $1.7 billion.

By Overusing Groundwater Today, We Are Living Off Our ‘Savings’

Writers often turn to financial metaphors to explain the importance of groundwater. As Tom Philpott of Mother Jones magazine wrote recently, “To live off surface water is to live off your paycheck … To rely on groundwater, though, is to live off of savings.”

Another metaphor frequently applied to groundwater is that of mining. In fact, “groundwater mining” is exactly what experts call nonrenewable groundwater use, where farmers “mine” water to grow almonds, alfalfa or grapes. You could even say they are “mining” those commodities themselves.

Recommendations for Groundwater Reform 

Through numerous hearings, workshops, and consultations with experts and interest groups, recommendations by groups such as the California Water Foundation are coalescing around the concept of local groundwater management with the state serving as a backstop authority if local action has not occurred or is insufficient.

Next steps might include creating and empowering local groundwater management entities; requiring groundwater management plans; and defining the state’s role for assistance, oversight, enforcement and funding. Water Use in California – Analysis from the Public Policy Institute of California (PPIC)

Water in California is shared across three main sectors. Statewide, average water use is roughly 50% environmental, 40% agricultural, and 10% urban. However, the percentage of water use by sector varies dramatically across regions and between wet and dry years. Some of the water used by each of these sectors returns to rivers and groundwater basins, and can be used again.

Environmental water use falls into four categories: water in rivers protected as “wild and scenic” under federal and state laws, water required for maintaining habitat within streams, water that supports wetlands within wildlife preserves, and water needed to maintain water quality for agricultural and urban use. Most water allocated to the environment does not affect other water uses.

More than half of California’s environmental water use occurs in rivers along the state’s north coast. These waters are largely isolated from major agricultural and urban areas and cannot be used for other purposes. In the rest of California where water is shared by all three sectors, environmental use is not dominant (33%, compared to 53% agricultural and 14% urban).

Agricultural water use is holding steady even while the economic value of farm production is growing. Approximately nine million acres of farmland in California are irrigated, representing roughly 80% of all human water use. Higher revenue perennial crops—nuts, grapes, and other fruit—have increased as a share of irrigated crop acreage (from 27% in 1998 to 32% in 2010 statewide, and from 33% to 40% in the southern Central Valley).

This shift, plus rising crop yields, has increased the value of farm output (from $16.3 billion of gross state product in 1998 to $22.3 billion in 2010, in 2010 dollars), thereby increasing the value of agricultural water used. But even as the agricultural economy is growing, the rest of the economy is growing faster. Today, farm production and food processing only generate about 2% of California’s gross state product, down from about 5% in the early 1960s.

Despite population growth, total urban water use is also holding steady. The San Francisco Bay and South Coast regions account for most urban water use in California. These regions rely heavily on water imported from other parts of the state. Roughly half of urban water use is for residential and commercial landscaping. Despite population growth and urban expansion, total urban water use has remained roughly constant over the past 20 years.

Per-capita water use has declined significantly—from 232 gallons per day in 1990 to 178 gallons per day in 2010—reflecting substantial efforts to reduce water use through pricing incentives and mandatory installation of water saving technologies like low-flow toilets and shower heads. Coastal regions use far less water per capita than inland regions—145 gallons per day compared with 276 gallons per day in 2010—largely because of less landscape watering.

The current drought exposes major water use challenges. In the Central Valley, where most agricultural water use occurs, the failure to manage groundwater sustainably limits its availability as a drought reserve. The increase in perennial crops—which need to be watered every year—has made the region even more vulnerable. In urban areas, the greatest potential for further water savings lies in reducing landscaping irrigation—a shift requiring behavioral changes, not just the adoption of new technology.

Finally, state and federal regulators must make tough decisions about how and when to allocate water to the environment during a drought. They are faced with balancing short-term economic impacts on urban and agricultural water users against long-term harm—even risk of extinction—of fish and wildlife.

USDA Secretary Brings Water Assistance on Valley Visit

USDA Provides Water Assistance Aid to 73,000 Rural Californians Impacted by Drought

FARMERSVILLE, Calif., July 18, 2014 -USDA Secretary Tom Vilsack today announced USDA is providing $9.7 million in emergency water assistance to 73,000 residents in 11 California counties experiencing the driest year on record.

“This drought is devastating those who live, work and raise their families in much of rural California,” Vilsack said. “It is threatening the survival of whole communities and livelihoods of folks throughout the state. From Siskiyou County in the north to Kern County in the south, this disaster is crippling communities up and down the 600-mile spine of California.

“The emergency water grants we are announcing today are triple the amount we committed to when President Obama and I visited the state earlier this year,” Vilsack added. “I am proud of the work USDA Rural Development staff in California and Washington, D.C., have done to get this funding to those in need and the work they have done with municipal leaders in these rural communities to help residents, businesses and agricultural producers.”

Extreme weather, such as the intense drought occurring in the western United States, is putting a strain on water supplies. The Obama Administration is committed to increasing investments in the nation’s water infrastructure to mitigate the impact of climate change and to ensure that all Americans have adequate, safe and reliable water supplies. The National Climate Assessment released earlier this year illustrates the impact of climate change across the country.

This announcement is part of broader Obama Administration efforts to help those impacted by the drought. Through the National Drought Resilience Partnership, launched as part of President Obama’s Climate Action Plan, federal agencies are working closely with states, local governments, agriculture and other partners on a coordinated response.

The 25 rural California communities are being helped by funding provided through USDA’s Emergency Community Water Assistance Grant (ECWAG) program. This program helps rural communities that have experienced a significant decline in the quantity or quality of drinking water due to an emergency. In January, USDA streamlined the program’s application process to expedite emergency water assistance to communities in need, particularly in drought-impacted areas.

In addition to support from the ECWAG program, USDA is helping rural communities meet their water needs through Water and Waste Disposal loans and grants and Special Evaluation Assistance for Rural Communities and Households (SEARCH) grants. USDA Rural Development has also approved grant funding to establish a revolving fund to provide low-interest loans to rural homeowners for household water wells.

For example, the small community of Cameron Creek Colony in Tulare County is struggling due to severe drought. About 10 percent of its residents have no access to water because their wells have run dry. Others have only intermittent access.

The city of Farmersville, Calif., is receiving a $500,000 ECWAG grant to construct pipelines connecting Cameron Creek Colony to the Farmersville water main and linking residents to the water system. This will provide much-needed relief throughout the community.

The grants announced today are contingent upon the recipients meeting the terms of the grant agreement.

Since the start of the Obama Administration, USDA Rural Development has invested more than $310 million to help 345,000 rural Californians receive improved water or wastewater services.

As California suffers through this drought, the Administration has taken action to help those struggling to cope with the hardships it has caused, including:

  • Designated 57 counties as disaster areas, making farmers and ranchers eligible for emergency loans.
  • Targeted $25 million from the Environmental Quality Incentives Program to help farmers and ranchers implement conservation practices to conserve water, protect fields from erosion and improve access to water for livestock.
  • Invested $5 million in emergency watershed protection.
  • Provided $7.6 million to livestock producers through the cost-sharing Emergency Conservation Program.
  • Invested $750,000 to reduce aquatic weeds clogging irrigation screens, pumps and canals in the Sacramento and San Joaquin River delta.
  • Set aside $3.3 million of a $30 million national investment to mitigate wildfire threats, protect water resources and provide habitat for at-risk species.
  • Made continuing research investments in water conservation and use efficiency, as well as capacity grants for the University of California’s Institute for Water Resources.
  • Established a network of climate hubs, including a sub-hub in Davis, for risk adaptation and mitigation to climate change.
  • President Obama’s plan for rural America has brought about historic investment and resulted in stronger rural communities. Under the President’s leadership, these investments in housing, community facilities, businesses and infrastructure have empowered rural America to continue leading the way – strengthening America’s economy, small towns and rural communities. USDA’s investments in rural communities support the rural way of life that stands as the backbone of our American values.

Deadline Extended by Two Weeks for State Water Efficiency & Enhancement Program

The California Department of Food and Agriculture (CDFA) has extended its deadline for applications for the State Water Efficiency and Enhancement Program (SWEEP) by two weeks, until July 29, 2014.

An estimated $10 million in competitive grant funding, authorized by emergency drought legislation (Senate Bill 103), will be awarded to provide financial assistance to agricultural operations for implementation of water conservation measures that result in increased water efficiency and reduced greenhouse gas emissions.

Applications must be submitted electronically using FAAST by Tuesday, July 29, 2014 at 5:00 p.m. PST.

Applicants must access the Application Guidelines for detailed information and program requirements. To streamline and expedite the application process, CDFA is partnering with the State Water Resources Control Board, which hosts an online application using the Financial Assistance Application Submittal Tool (FAAST).

All applicants must register for a FAAST account at https://faast.waterboards.ca.gov.

Report Highlights Urgent Need to Address California’s Groundwater Management

Management of California’s groundwater basins is fragmented, and many groundwater management plans are outdated and lacking important details, leaving significant room for improvement, according to a report released today by the California Water Foundation (CWF).

The report, An Evaluation of California Groundwater Management Planning, assesses the current condition of groundwater management planning in the state and makes recommendations to support sustainable management.

“California’s limited approach to groundwater management has been a concern for a long time, but the drought has drawn renewed attention to this increasing problem,” said Lester Snow, executive director of CWF. “Developing effective plans for how we manage this valuable resource is a crucial step to ensure that California’s farms, cities, and environment have reliable water supplies today and in the future.”

Groundwater is a critical part of California’s water supply, used to meet approximately 40 percent of the state’s water demands in an average year and up to 60 percent or more during droughts. In some regions, groundwater provides 100 percent of the local water supply. Yet, California is the only state without comprehensive statewide groundwater management programs.

The report released today reviewed 120 groundwater management plans adopted by local water agencies to manage their groundwater basins and concludes that current state groundwater management laws are inadequate. While many districts are effectively managing their groundwater resources, the report found significant limitations to the overall quality of groundwater plans in all parts of the state. Many plans lack basic basin management objectives or an implementation strategy for ensuring that objectives will be met. Most of the plans did not include or describe stakeholder outreach and participation. Additionally, 28 percent of the plans examined were written in 2002 or earlier and have not been updated.

The report makes the following recommendations to advance the development and implementation of groundwater management plans:

  • Establish a statewide goal that groundwater plans must describe how they will achieve sustainability of each groundwater basin.
  • Organize and empower local groundwater agencies to manage groundwater sub-basins.
  • Require the development and enforcement of groundwater management plans by local groundwater agencies.
  • Provide local agencies with technical guidance and financial support from the state of California.
  • Empower the state of California to oversee program implementation.

The state’s growing groundwater overdraft problems have resulted in a number of adverse consequences, including saltwater intrusion, increased energy costs due to pumping from greater depths, environmental degradation, and land subsidence that results in costly damage to infrastructure.

CDFA Secretary on California Drought Solutions

CDFA Secretary Karen Ross talks about the California drought and some steps the state is making to circumvent the crisis.

“We know from the UC Davis preliminary study that was released last month, that farmers are adapting because of groundwater, and that’s what we store groundwater for, its to help us get us through droughts. But when we have back to back years with surface allocations have been dramatically reduced combined with the drought, our reliance on that groundwater could in some cases mean that we wont have it available for the future,” said Ross.

Ross explained that California Governor Jerry Brown asked various industry leaders, including Secretary Ross, to come up with a “Water Action Plan” in an attempt to solve the water crisis currently facing the state.

Secretary Ross details some aspects of the collaborative “Water Action Plan” for California.

“It was specifically looking at all the things that we could be doing over the next five years, specific actions that were doable over the next five years that could help address California’s water situation going forward. It is groundwater management, it is more storage, it is much more conservation, it is really utilizing better recycled water, storm water capture. So its a whole list of things, and we think it is pretty comprehensive list at everything we need to do going forward.” said Ross.

Ross comments on her point of view on the potential tropical storm El Nino.

“I’ve certainly been in some briefings with some NONA climatologists and our own people at the department of water resources watch this very closely. When you look at the words and how many times the words probability, possibility, uncertainty are used in these descriptions I think El Nino with more than moderate rainfall and snow-pack is what we hope for, but we would be irresponsible to plan that way,” said Ross. “So we must plan the most conservative way possible to have water going forward and hope that El Nino is one that has more than moderate precipitation events come next winter. But we need absolutely need more precipitation, the lack of snow pack is very troubling this year, normally we would be having snowing melt filling our streams and reservoirs,” she added.

Ross added:

“We just our very dependent on mother nature. At the end of the day we are coexisting with mother nature.”

Pressure Builds Against EPA Water Proposal

Proposed changes to the federal Clean Water Act have roiled farmers across the nation and created an uproar among many other water users—including cities and counties with parks and recreation areas, golf courses and local water agencies.

If adopted, the proposed rule changes would expand the definition of “waters of the United States” to potentially allow federal agencies to regulate virtually every area of ground in the nation that gets wet or has flow during rainfall.

California Farm Bureau Federation leaders were in Washington, D.C., in mid-May to explain to lawmakers face to face the damage the proposed changes could have on food production. They called for more time to review and comment on the proposal.

The U.S. Environmental Protection Agency said last week it will extend the comment deadline on the proposed rule, allowing farmers, ranchers and other interested stakeholders more time—until Oct. 20—to comment on its proposed redefinition of waters of the U.S. The extension adds almost three additional months to the comment period, which had been scheduled to end July 21.

Comment on a companion interpretive rule governing agricultural exemptions that accompanied the waters of the U.S. rule also will be extended—from June 5 to July 7.

The Clean Water Act was signed into law in 1972 to protect the nation’s “navigable” waters from pollution. The current proposal to amend the act would greatly expand EPA’s regulatory powers. Farm policy experts say Congress gave states, not the EPA, primary responsibility for land use oversight.

Farm Bureau, together with dozens of other business groups, is protesting the proposed changes.

Farmers and ranchers say the proposal would expand regulatory authority to many common land features including puddles, ponds, ditches, and temporary and small wetlands. The proposal would give federal agencies power to regulate and potentially prohibit many common land-use and farming practices on or near privately owned land.

Solano County hay and forage farmer Sean Favero said the proposed rule change gives him serious cause for concern. Fields where he plants alfalfa, wheat and triticale can retain seasonal moisture in low spots, which under the proposed changes could trigger additional permits and fees, including prohibitions against planting at all.

These are naturally occurring land contours that don’t connect to streams or other bodies of water, he said, adding that he’s concerned about regulations made thousands of miles away by people who don’t know what’s going on at ground level that could further complicate or prevent him from farming. Favero made those points as part of the CFBF federal policy delegation to Washington.

“Judging by the amount of interest from legislators in what we had to say about the proposed changes to the Clean Water Act, I’d like to think our office visits had something to do with the extension announced last week,” Favero said.

CFBF Federal Policy Division consultant Erin Huston said extension of the comment periods “allows us more time to flesh out our objections and explain how the proposal sits on top of the regulatory layers California already has to protect water quality.”

The House Transportation and Infrastructure Committee held a hearing last week on the proposed changes, and the House Agriculture Committee is scheduled to hold a hearing this week on the possibility of an agricultural exemption under the proposed rule changes, Huston said.

“That hearing will address our concerns about how the proposed rule would specifically tie in with the U.S. Department of Agriculture’s voluntary conservation practices established by farmers and ranchers through the Natural Resources Conservation Service,” she said.

“We spent a lot of time talking to legislators while we were in Washington and I felt they listened closely to what we had to say,” said Kris Gutierrez, partner in a San Joaquin County vineyard management company and a participant in the CFBF Washington trip. “I believe we got our points across and appreciate the thoughtfulness of our lawmakers.”

American Farm Bureau leaders said the EPA has “misrepresented” its proposed rule changes and downplayed impacts on land use.

“If more people knew how regulators want to require permits for common activities on dry land, or penalize landowners for not getting them, they would be outraged,” AFBF President Bob Stallman said, noting that the proposal “broadly expands federal jurisdiction and threatens local land-use and zoning authority.”

Stallman described the EPA proposal as “an end-run around Congress and the Supreme Court.”

The proposal to regulate everyday farming practices isn’t just impractical, it’s illegal, Stallman told the House Subcommittee on Water Resources and Environment last week.

The EPA has said farmers would face less regulation under its proposal. In response, Stallman said the rule would micromanage farming via newly mandated procedures for fencing, spraying, weeding and more. Obtaining permits, meanwhile, could delay time-sensitive tasks for months, potentially ruining crops in the process.

“EPA is deliberately misleading the regulated community about the impacts on land use,” Stallman said.

Views on Food: Outsmarting the Drought

Shahar Caspi tends acres of gardens, fruit trees and a commercial vineyard in the hamlet of Oregon House in the foothills between Marysville and Grass Valley. His job since 2012 has been raising food year round for his community and bringing perfect wine grapes to harvest – all without tilling, and with little to zero added water.

We drove between two fields, one side brown, ragged and parched, the other a Caspi no-water showcase – grape vines in bud break, the ground beneath them rich, a natural ground cover green as jade.

“Mulch with shredded roots,” he says exuberantly, eyes off the road. “Very simple!”

At a sunny glade, another concept preps cherry trees. He walks us past huge square holes he flushed with water and allowed to drain. The holes were filled with Caspi’s mulch, manure and compost, then a tree. “They won’t need water for many, many months.”

Back in the greenhouse next to his mountaintop home, Caspi laid manure on the rock-hard dirt floor, and on purpose didn’t till the soil underneath. He stuck chard seedlings directly into the manure. “They flourished immediately,” Caspi says. “The roots went sideways into a huge mass of roots. I’ve never seen anything like it.”

And despite no rainfall the first four months of his second season of raising food for his neighbors, water usage dropped 30 percent and yields increased.

How does he do it?

The same way a dietitian would bulk up a wasting patient with lots of calories and nutrients. Except Caspi is like a soil chef, mixing fermented manure and compost in varying proportions “to re-establish a whole layer of soil that holds water” like a subterranean sponge.

The technique is reminiscent of Rudolf Steiner’s bio-dynamics, which treats the farm as a holistic entity. But considering Caspi’s past and combining it with an uncertain future of water in California, a goal of using zero water to grow food is understandable.

Caspi grew up inculcated with respect for water. In Israel, kids get “Don’t Waste A Drop” stickers in school that go on the family fridge. “It’s so much in our blood to save water,” he says. “We had a cartoon that showed the whole family showering together under a few drops of water.”

Modern drip irrigation with emitters was an idea out of Israel. So is placing black plastic sheeting over soil to contain moisture. Israel leads the world in recycling 80 percent of its water. Its latest technology collects dew.

In California, some growers are on top of the drought. A report from the California Farm Water Coalition says that in the San Joaquin Valley $2.2 billion was invested in drip irrigation on 1.8 million acres. But for every conserver using soil probes, infrared photography and improved weather forecasting, we have devourers of resources.

“Here you flood fields,” Caspi says. “An Israeli would say, ‘Are you kidding?’ It’s the mentality of abundance, that it’s going to last forever.”

In 2008, winemaker Gideon Beinstock hired Caspi to be vineyard manager at Renaissance Vineyard and Winery in Oregon House. With Caspi’s degree in plant sciences from The Hebrew University and years of experience in water strategy in Israel, his mission was to convert 45 acres of conventionally cultivated vineyard to fully bio-dynamic viticulture.

Production costs went down by 12 percent. Yields increased between 3 percent and 7 percent.

Beyond his work at the vineyard, Caspi tends the gardens of about 50 “member” neighbors in and around Oregon House. Because this is a rural community, Caspi can put a sign on the road saying “manure needed,” and loads are brought to him for fermenting.

The finished manure plus organic matter from garden waste, wood ash and olive paste all come from within a 10-mile radius. It returns to the members in the form of Caspi’s magical soil smoothie that retains water and nourishes roots.

In the garden, take a load off and don’t till. Then follow Caspi’s instructions.

Find a source of manure and compost. Lay a thick layer, up to 4 inches, on the ground and plant right into it. Apply plant by plant rather than over the entire garden. For tomatoes, dig a deep hole, water the hole until the water drains, fill the hole with a mix of chicken manure and compost, then a tomato seedling. Add a bit more nitrogen in the form of half a teaspoon of chicken manure when you dig the hole. Water once more.

How long can you go without added water? A week? A month? Water only if lack of moisture is detected by sticking a finger into the ground. “The first year is hardest,” Caspi says. “Don’t give up. If you fail, you try again.”

As to your own sense of food security, you can have a community-supported agriculture system on your street. “One person grows the potatoes, someone else grows the beans, and another person grows herbs,” Caspi explains. Everyone adds to the pile tended by the neighborhood compost geek. In a few years, the soil will be so absorptive it will gulp winter rainwater and retain it through summer.

Without access to the livestock that live near Caspi, there might be a cost for store-bought manure, unless you have a friend with a horse, a cow or chickens. When a crop is ready, deliveries begin in staggered availability.

With wells already stressed in the Sierra foothills, Caspi remains an Israeli at heart, tinkering for extra droplets of water in what he presumes is a terminal drought.

“The plant takes only what it needs,” Caspi says. “This is how it works in nature. If you don’t need it, why do you want to take it?”

To protect ourselves from food shortages and to buffer California’s agricultural economy, we all should regard any adjustments that allow us to grow food with less water as permanent.

California’s ‘Exceptional Drought’

Long Term Solutions, Desperately Needed For California Drought

Aaron Barcellos, a partner with A-Bar Ag Enterprises in Los Banos, is a fourth-generation farmer. His 7,000-acre operation produces crops, including pistachios, pomegranates, asparagus, and tomatoes.

The farm creates jobs for up to 40 people full-time and over 100 at peak season. This year, the operation took an unprecedented move in letting 30 percent of its productive acreage go fallow for lack of water, redirecting available water to permanent crops and to honor tomato contracts.  This fallowing of acreage has resulted in a loss of work for over 30 part-time employees and an estimated loss of $10 million to the local business economy from his operation, alone.

“It’s a ‘batten down the hatches’ year,” notes Mr. Barcellos. “We are trying to survive this year while hoping the severity of this drought will provide momentum for more long term solutions to our water crisis.”

California’s ‘exceptional drought’ – said by University of California (UC) Berkeley paleoclimatologist B. Lynn to perhaps be the worst in 500 years – places the state at a critical juncture.

California’s historic low precipitation of 2013 and the below normal 2012 precipitation left most state reservoirs at  between six percent storage in the Southern Sierra to 36 percent in Shasta – levels not been seen since the 1977 severe drought. Snowpack is nearly non-existent.

The U.S. Drought Monitor reports nearly half of the U.S. is in some form of drought.

Water is one of life’s greatest conveniences. Turn on the tap and water appears, often at less cost than other household bills, providing the lifeblood for food production, human health, climate, energy and the ecosystem.

We may take water for granted until we’re in danger of losing it as sources dry up. We may not contemplate the support system and cost that brings water to the tap: the extensive pipe conveyance system, treatment plant, chemicals needed for purification, labor and energy costs.

Consequently, every drop saved by one water user benefits all users.

Homeowners may do their part in water conservation by installing low-flow fixtures – often incentivized through government rebate programs – by washing vehicles less or taking shorter showers. The payoff: lower water bills.

The agricultural sector is doing its part, too, using water-saving technology investments that reap returns for Californians, as well as those elsewhere benefitting from its exports. According to the California Department of Food and Agriculture (CDFA), the state produces nearly half of U.S.-grown fruits, vegetables and nuts and leads the world in almond and pistachio production. California’s 80,500 farms and ranches received a record $44.7 billion for their 2012 output.  Exports totaled more than $18 billion.

Tens of thousands of productive acres are being fallowed. The number of jobs, specifically those of farmworkers, will subside as food prices increase. California, the nation’s top dairy producer, is shipping cows out of state due to water uncertainties with no guarantee that alfalfa and other crops cows consume will continue to be available.

It’s critical that people appreciate their food source. California’s regulations ensure safe and reliable food, while California’s highly progressive and efficient farmers enable that food source to be the cheapest in the world Mr. Barcellos points out.

Food safety and quality drive those innovations, as well as economics. Regulations mean the cost to produce food and get it to the store requires farmers to be highly efficient to remain competitive.

Mr. Barcellos farms in five different irrigation districts with various water rights and water supplies. A-Bar Ag Enterprises has converted 5,500 acres from flood irrigation to drip irrigation creating a combined water savings and production efficiency of over twenty percent.

“What we do in California with the different irrigation technologies creates significant efficiencies in water application without waste, enabling farmers to increase yields with fewer inputs. With that said, it doesn’t matter what the crop – it still takes water to grow it,” Mr. Barcellos points out.

According to The Center for Irrigation Technology at California State University, Fresno, Agriculture uses 40 percent of all dedicated water, including environmental, municipal and industrial uses in order to meet the needs of the eight million irrigated agricultural acres in California.

When farmers were short on water, they used to purchase it on the open market or pump more ground water. This year, there is no water to buy and wells are starting to run dry, says Mr. Barcellos.

While the federal government has offered temporary food money for farmworkers, “the people in our communities want to work, not receive handouts from a food bank,” Mr. Barcellos says, adding that it’s time to work on long-term solutions to water problems.

California’s water system was developed for 20 million people, with residents and farmers sharing the water supply, with those same resources later shared to meet environmental concerns. That – and the nearly doubled population – has taxed the water system, Mr. Barcellos says.

“We haven’t spent any serious funds to improve California’s infrastructure since the early 1970s to keep pace with population growth and environmental demands,” Mr. Barcellos says. “If the environment needs more water, let’s use sound science and invest in more storage and better conveyance systems for long-term solutions.”

Following Governor Edmund Brown Jr.’s January declaration of a drought emergency, the State Water Project cut water deliveries to all 29 public water agencies to zero for 2014.

Even if there is some short-term relief, mitigation is needed to protect against long-term unpredictable weather patterns.

UC Berkeley’s David Sedlak, professor of civil and environmental engineering, explains:  the drought notwithstanding, California’s aged infrastructure calls for increased investments in water recycling, rainwater harvesting and seawater desalination with a focus on local water supply development.

The United States Department of Agricultural (USDA) Natural Resources Conservation Services (NRCS), California indicates three priorities: protecting soils made vulnerable by water cutbacks, protecting drought-impacted rangeland, and stretching every drop of irrigation water using improved hardware and management Farmers and ranchers are encouraged to develop a water conservation plan and seek funding opportunities such as the $30 million available through USDA NRCS California to help drought-impacted farmers and ranchers with conservation practices and the $25 million to help pay for conservation practices through the Environmental Quality Incentives Program.

Irrigation is the final stop on the train that begins with water supply and continues with delivery methods. Water conservation technology – much of which has been proven overseas for decades on arid farmlands – offers a solution right now to apply water more precisely and even improve crop yields and quality.

Our world’s growing population calls for large-scale farming to provide food. For decades, California farmers with reasonable and secure access to water have used water conservation technologies to continue farming and create more water for other purposes, such as the needs of growing urban areas and for environmental remediation, which uses half of California’s water supply.

Farmers like Mr. Barcellos are great stewards of the environment. Many California farmers have successfully adopted this technology to a large degree, using water more efficiently and leaving more in the system for other uses. We need to expand that effort more.
