Agriculture Emerging: a progress report at CDFA

Positive. Productive. Creative, collaborative, cooperative … CDFA staff, from scientists and veterinarians to inspectors and technicians, embody these characteristics as they undertake a variety of projects and programs on behalf of the agriculture industry and the people of the Golden State. A new report, Agriculture Emerging: Balanced Budgets, Big Decisions, Bright Future, is our opportunity to share our recent successes and provide updates on many ongoing efforts.

Agriculture has its share of challenges, starting with the drought. Looking ahead, though, global demand for California’s commodities is on the rise, and food and nutrition are front-and-center in the media and on the minds of consumers. Whether their crops, livestock and other products are headed for the produce aisle, the commodity exchange, international export or the local farmers’ market, California’s farmers are well-positioned to take advantage of these conditions.

Among the most significant changes at CDFA is the department’s addition this year to the governor’s Strategic Growth Council, which also includes agencies and departments within Business, Consumer Services and Housing, Transportation, Natural Resources, Health and Human Services, and Environmental Protection, along with the Governor’s Office of Planning and Research.

This core group provides local assistance grants and coordinates activities that support sustainable communities by emphasizing strong economies, social equity and environmental stewardship. When diverse agencies embrace these fundamental values and goals, the results are powerful. The inclusion of agriculture in this process is an important step as we embrace the challenges and opportunities of the 21st Century.

With Governor Brown’s leadership, the State of California is again on the rise. The budget is balanced. Businesses are getting back on track. Slowly but steadily, confidence is being restored. Throughout this recovery, agriculture has been a steady fixture in the state’s economy.

This report is by no means a full account of the department’s activities, but it does take stock of many of our efforts and achievements over the past few years. Like the farmers we support, CDFA has earned a reputation for innovation and effectiveness. I am proud of the people here who make that possible.

Farm to Food Bank Month

California is America’s most robust and bountiful agricultural producer. With over 81,000 farms and approximately 400 crops, agriculture in the Golden State is responsible for feeding much of the nation and world.

As California’s economy recovers amidst one of the worst droughts on record, farmers and ranchers across the state are also doing their part to prevent the spread of hunger and expand access to affordable, nutritious food in their communities.

We owe those within the agricultural sector our gratitude during these challenging times. I urge all Californians to recognize the contributions of California’s agricultural community, as well as the food banks and partner organizations they work with to provide nourishment to the most vulnerable among us.

What’s on the table for the Thanksgiving feast is often a matter of household tradition. In my family, that means turkey with all the fixings! Maybe your traditional Thanksgiving is much the same, but it’s good to know that here in California our bountiful crops and agricultural products make the options pretty inspiring. Whatever is on your family’s table – including flowers – Californians are blessed to live in this beautiful, productive and diverse place, and consumers all over the world are thankful for what our farmers provide.

Protecting the long-term viability of our agricultural systems and the people who make up California’s farm communities is part of our job here at CDFA, and we are so proud to be a part of that effort. It takes a lot of hands to bring a crop to harvest, starting with the ranchers, farmers and farmworkers themselves. It has been heartening in recent years to see so many consumers paying more attention to where their food comes from and who grows it. Our farmers deserve our thanks for the care and attention they devote to our food supply. Let me also express my thanks for all of the other agencies, stakeholders, scientists, educators and representatives who, along with CDFA, play supporting roles in the achievements of our farmers and ranchers.

I feel fortunate to have been given such vital work to do, and such wonderful employees and colleagues to work with. Ranchers, farmers and farmworkers don’t shy away from hard work, and they have entrusted us at CDFA to be a partner in their efforts. Gratitude for what we have in-hand and what we have accomplished together is an essential part of the Thanksgiving spirit, but it is also important to be thankful for the anticipation of worthwhile work that remains.

World Ag Expo Offers $3,000 Grand Prize for Video Contest

World Ag Expo is calling for video submissions to tell the story of agriculture for a chance to win $3,000. The contest will focus on the theme, “Where Would We Be Without Farmers?”

Entrants are asked to tell the story of agriculture and the people who work to provide the products we enjoy. Entries will be evaluated by a panel of judges. The top videos will be posted at www.WorldAgExpo.org and the public will vote for their favorites beginning in December 2014.

“Farmers play an integral role in every part of our lives,” said Jerry Sinift, chief executive officer of the International Agri-Center. “We’re asking for talented individuals to portray the connection between farmers and the world they feed and clothe.”

Opponents ask Governor to Veto Groundwater bills

Farmers, ranchers, other water users and nearly three-dozen members of the state Legislature have urged Gov. Brown to veto a package of groundwater-regulation bills that reached his desk in the waning hours of the legislative session.

The bills-Assembly Bill 1739 by Assembly member Roger Dickinson, D-Sacramento, and Senate Bills 1168 and 1319, both by Sen. Fran Pavley, D-Agoura Hills-would establish a broad, new regulatory framework for managing groundwater.

Gov. Brown has until Sept. 30 to sign or veto the legislation.

Opponents, including the California Farm Bureau Federation, say the bills go well beyond addressing issues of basins in overdraft, casting a cloud on water rights and establishing requirements that will lead to confusion and litigation.

CFBF President Paul Wenger said Farm Bureau has always encouraged the proper management of groundwater, but that doing the job efficiently and effectively should have been the priority.

“Instead,” Wenger said, “the Legislature took the ‘ready, fire, aim’ approach, rushing these bills through and creating a massive new regulatory program in the final days of the legislative session.”

Farmers, ranchers and other California landowners will be left to pick up the pieces, he said, dealing with the consequences of the legislation for years to come.

Under the bills, basins in critical overdraft would be required to develop groundwater-management plans within five years. Other basins would have seven years, but low- and very low-priority basins would not be mandated to develop plans.

A bipartisan group of 35 Assembly members and senators urged Gov. Brown to veto the legislation and to call a special session of the Legislature in December to reconsider groundwater management.

“Like you, we are concerned about the increasing conditions of overdraft in many groundwater basins,” the legislators wrote to the governor. “However, the legislation before you punishes groundwater users in basins that have little or no overdraft or already have effective management efforts in place. It will also infringe upon the right to groundwater, at a time when available water supplies are getting tighter.”

The legislators warned that the authorities granted in the groundwater legislation “will radically alter the landscape of groundwater law” in coming years and will have “a destabilizing impact on those who depend on groundwater supplies.”

In their letter, the legislators said they are willing to help the Brown administration craft a “narrower, more effective measure focused on basins where real problems exist, encouraging them to implement management measures modeled by other regions, and providing new state authority to intervene where local management fails.”

Other legislative opponents of the groundwater bills from Central California included Assembly members Luis Alejo, D-Salinas; Ken Cooley, D-Rancho Cordova; Susan Eggman, D-Stockton; and Henry Perea, D-Fresno. Perea noted that the bills would have a disproportionate impact on the Central Valley, and said the costs of implementing the legislation would be “enormous.”

CFBF President Wenger said Farm Bureau and other opponents had been able to “take some of the edge off” the bills during negotiations that preceded the final votes on the legislation.

“It now includes protections for water rights and other provisions that could lessen its detrimental impact,” Wenger said. “For that, we must thank those in the Capitol who helped rein in some of the proposals’ worst overreaches and the legislators, both Democrats and Republicans, who voted against the bills.”

Even so, he said, Farm Bureau considers the legislation to be fatally flawed and has urged the governor to veto all three bills.

“True resolution to California groundwater problems will come through measures that this legislation does not address, such as a streamlined adjudication process and the recognition of groundwater recharge as a beneficial use of water,” Wenger said.

Most importantly, he said, California must improve its surface water supplies.

“All the fees and fines in the world won’t heal our aquifers unless California builds additional storage and improves management of surface water in order to reduce demand on groundwater,” Wenger said.

Californian kiwifruit industry forecasts good fruit quality

The upcoming season looks as though it should be a relatively positive one for Californian kiwifruit growers, with normal production, good fruit quality, and strong domestic market conditions.

California Kiwifruit Administrative Committee assistant director Nick Matteis said that as of the board’s latest meeting in July, the industry was anticipating a production of around 6.8 – 7 million seven-pound tray equivalents.

“That’s about average, based on producing acreage and what our growers are able to get produced per acre. It’s about a normal size crop, and the distribution of sizes will be pretty normal as well,” Matteis told www.freshfruitportal.com.

“It’s not lopsided towards larger sizes necessarily nor smaller sizes – there should be a good variation in size profile. The quality looks to be good as well, though at this juncture of course we still have a month and a half of growing season left.”

The board of directors will hold another meeting in September to take one last look at the estimates and see if anything dramatic has occurred.

Matteis said although it didn’t sound like growers have had serious problems with the state-wide drought, he could not be sure due to the vast area they covered.

“It’s hard to generalize how people are going to be affected because we have growing regions closer to the northern area and some further to the south with a couple of hundred miles in between,” he said.

“Most folks are pumping groundwater because there’s zero allocation from the state and federal water resources departments.

“So I think everybody’s going to make it just fine this year – I guess I could summate – but there is some pretty significant groundwater pumping that’s going on now to keep flows where they need to be to get to harvest.”

He added demand looked like it would be strong going into the season, with the first harvest expected to take place around six or seven days earlier than last year.

“Probably at the end of September we’ll start seeing some of the first fruit harvested, but the harvest being in full swing is usually around the first or second week of October,” Matteis said.

“The actual harvest will go till the end of November and then the marketing season will run from October all the way to April.”

Generally around 70-75% of the fruit is sold to the North America market, with Canada and Mexico being the two biggest importers.

US rice farmers see opportunity in China – from the Los Angeles Times

Gregg Yielding was given a quixotic task: travel to China and determine if consumers there would be willing to eat American rice.

So he set up tables at some of the most popular supermarkets in southern China, hung American flags and began dishing out steamy samples of rice from Arkansas and California.

“At first they’d say, ‘There’s rice in the U.S.?” said Yielding, head of emerging markets for the U.S. Rice Producers Assn., a Houston-based trade group. “And we’d have to show them a map to explain that it’s grown in California and the South. Then they’d try it, and they would really like it.”

Chinese importers, distributors and grocery chains lined up. Selling U.S. rice to China seemed like a slam-dunk. But eight years after Yielding’s first venture on behalf of the U.S. industry, not a single shipment of American rice has officially made it into Chinese hands.

That won’t happen until the two countries agree on a so-called phytosanitary protocol, which determines the necessary steps U.S. rice exporters must take to mitigate pests such as insects. The disagreement highlights the growing pressure on U.S. agricultural producers to either accommodate China or risk being shut out of the world’s largest emerging consumer market.

That might not have mattered a decade ago when U.S. farmers could rely on domestic buyers or traditional foreign markets such as Mexico and Canada. Today, China’s swelling appetite for food is touching agribusiness everywhere and forcing companies to choose whether to adapt.

Those that comply are seeing dividends. American agricultural exports to China rose to a record $25.8 billion last year from $5 billion a decade earlier.

Until a few years ago, no one would have considered exporting much rice to China, the world’s largest producer and consumer of the grain.

Tim Johnson, president and chief executive of the California Rice Commission, called it “the ultimate example of selling ice to the Eskimos.”

But starting in 2012, China went on a spree, scooping up millions of tons of the grain from countries such as Vietnam, Pakistan and India. China is now on pace to import a record 3.4 million tons of rice this year — six times more than it did in 2011, according to the U.S. Department of Agriculture.

Other industries remain shut out. The U.S. beef industry is still trying to overturn a 2003 ban on American cattle over mad cow disease. Starting late last year, nearly a million tons of U.S. corn have been rejected at Chinese ports because of inclusion of an unapproved genetically modified strain. And some American pork imports were halted this month over fears they contained traces of ractopamine.

“Demand is growing so quickly in China for so many food products — and with so many places to get them from — China can pick and choose,” said Jim Harkness, a senior advisor on China for the Institute of Agriculture and Trade Policy in Minneapolis. “From a U.S. perspective, it looks like the Chinese are being picky and erecting non-tariff barriers for political reasons. But I think from the Chinese perspective, the U.S. is an outlier in some cases. Ractopamine is banned in over 100 countries.”

In addition to China, the European Union and Russia also ban the additive. It’s deemed a risk to people with cardiovascular problems.

While other products struggle to win access, the U.S. rice growers are hopeful that officials in Washington and Beijing can come to terms as early as next year. If they do, analysts estimate, U.S. rice exports to China could reach several hundred million dollars a year. That would make China a top buyer of the American grain, on par with Mexico and Japan.

Though it produces only 2% of the world’s rice, the U.S. accounts for nearly 10% of the rice traded globally — enough to make it the fifth-biggest exporter. About half the rice grown in the U.S. ends up abroad. Still, rice consumption in China is so high the country could eat through America’s annual production in 17 days.

The growing Chinese appetite for imported rice may partly reflect surging food demand, analysts said. But it’s mostly driven by arbitrage, as government policies have kept domestic rice prices high to protect Chinese farmers. Rice mills in China decided it was cheaper to buy foreign supplies.

American rice producers can’t meet that sort of mass demand — nor do they want to. Their interest is in selling packaged rice to China to fill a high-end niche. The rice producers association’s survey of Chinese consumers buttressed that idea. Despite the concerns of Chinese regulators, shoppers in China overwhelmingly perceived U.S. rice as a safe alternative in a country hit by myriad food safety scandals.

Josh Sheppard, a fourth-generation rice grower in Biggs, Calif., about 60 miles north of Sacramento, said he’d welcome Chinese buyers because they probably would pay more for his grains than U.S. customers — much the way Japanese buyers currently do. That’s especially important now when drought has cut rice acreage in the state by 25%.

The cooperative is managed by Stuart Hoetger, co-founder of Stogan Group, an agricultural consulting firm in Chico, Calif.  Hoetger has arranged a partnership between the rice growers and Chinese food and agriculture conglomerate Wufeng.

Medium grain rice known as Calrose grown by the cooperative is being shipped in limited quantities to Chinese ports, where Wufeng is redirecting it to customers in small markets such as the Solomon Islands, the idea being Hoetger and his growers will be ready to ship to China shortly after a trade agreement is finalized.

“If China asks for something, you do it,” Hoetger said. “You ask any farmer that’s sold to China in the last few years and they’ll tell you they’ve made a lot of money.”

California agriculture needs groundwater reform

Miles Reiter is a member of the California State Board of Food and Agriculture and chairman and CEO of Driscoll’s, a leading supplier of fresh berries.

Reliable groundwater supplies in California are essential to the health and well-being of all Americans. Much of the food consumed in the United States, including about half of the fruits and vegetables, is grown in California. Without an improved management system of groundwater in the state, California’s agricultural capacity will become smaller and unreliable. The healthiest elements of the nation’s food supply will become highly variable in availability and cost, with some items almost disappearing entirely.

California’s groundwater resources are in jeopardy. They have been steadily declining throughout much of the state for many years, with current declines at rates never seen before. Along the Central Coast, where I live, groundwater makes up over 80 percent of the water supply. As a result of extraction in excess of replenishment, we are experiencing increased saltwater intrusion into the groundwater and general declines in water quality throughout the area. If this trend is not halted, we simply will not be able to provide the healthy food, jobs and economic vitality that go with a sound agricultural infrastructure.

If we are to protect California’s agricultural capacity, we must do a better job of protecting our groundwater. The solution needs to start at the local level. Four years ago, before the current drought started, our community in the Pajaro Valley around Watsonville was concerned about declining groundwater levels and saltwater intrusion. Local landowners and growers, the Resource Conservation District of Santa Cruz County and other groups joined together to launch a forward-thinking and action-oriented public/private partnership called the Community Water Dialogue.

Our mission was to solve the valley’s water problems. Our goals from the beginning included protecting the valley’s agricultural capacity, deploying diverse strategies that would require costs and sacrifices by all to restore the aquifer, and recognizing that we needed to solve our problems on our own and could not rely on outside fixes. We deployed a number of water-saving strategies that have made a difference.

We have a long way to go to a sustainable valley, but pumping in 2013 was more or less the same as the amount pumped in 2008, despite a series of very dry seasons. Our efforts have not been easy, and not without long and passionate debate about the right approach. There will undoubtedly be decisions in the future that will be difficult and often painful.

I strongly support managing our precious groundwater resource through a combination of local management operating within the context of statewide objectives and support. We must recognize that significant change in the way we utilize our groundwater is needed. When half-measures and partial fixes were adopted in the past, they have not worked. It is time that California adopts a comprehensive, long-term plan that will protect this resource against overuse and future droughts. Local agencies need tools and the authority to effectively manage their groundwater.

Those who want to maintain the status quo argue that sustainably managing our groundwater will reduce our agricultural economy and devalue land. I have absolutely no doubt that we will do far greater damage to our economy and our communities if we fail to act. The result of inaction will mean running out of groundwater, worsening subsidence, and increasing saltwater intrusion.

My family has farmed California’s incredibly rich Central Coast for nearly 150 years. Groundwater depletion threatens the future; however, our local efforts to address this issue give us a chance to save productive farmland and the communities that depend upon it. Similar situations exist throughout the state. It is critically important that the state create a structure in which these local efforts are supported and empowered with the clear objective of stabilizing our groundwater resource. We need action from our lawmakers — now more than ever.

The Fresno Grizzlies have announced that Netafim USA will be the presenting sponsor of the Farm Grown Central Valley Water Forum scheduled for Friday, August 29th at Chukchansi Park prior to the Tacoma Rainiers vs. Fresno Grizzlies 7:05 p.m. PT game.

The forum topic will center on the current drought conditions and the impacts to the Central Valley Ag industry and rural communities. “There is no greater issue in the Central Valley than the current and future availability of water for agricultural use; forums – like this one – are an essential step towards developing a long term solution for California’s agricultural community,” said Ze’ev Barylka, Marketing Director for Netafim USA.

A comparison: How California farms stack-up around the country

Counting the ways farming in California differs from farming in the rest of the country might result in some surprises, especially for proud Californians.

To begin with, farms in California are about 25 percent smaller on average than those in the rest of the country. The contrast between farming here and farming there is even more remarkable when you consider that the state’s smaller farms outpace those in the rest of the country by producing almost five times the dollar amount per acre. Of course, that means farmers in the Golden State receive more income than those elsewhere.

These characteristics of the country’s farm profile come from information collected in the 2012 Census of Agriculture, the latest every-five-years exercise conducted by the federal government. Comparing data from the most recent census with that from the 2007 effort reveals some memorable results.

Some of those results have been compiled by Emma Knoesen, a research associate and Rachael Goodhue, a professor of Agricultural Resource Economics (ARE) at the University of California, Davis. Their report was published in the May/June issue of Update, published by the Giannini Foundation of Agricultural Economics at Davis.

In the conclusion of their report they say: “(The census) indicates that California agriculture remains distinct from U. S. agriculture as a whole, although in both cases farms continue to grow larger in both acreage and market value of production.”

One of the report’s tables shows that almost a quarter of California farms are between one and nine acres, compared to only 11 percent of farms at that size elsewhere in the country. Another quarter of California farms are between 10 and 49 acres, not that different from the rest of the country, and 17 percent fall into that 50 to 179- acre bracket, opposed to 30 percent of farms that are outside the state.

A very telling statistic puts the number of California farms with 2,000 acres or more at 2,434, while the number of farms in the other 49 states with 2,000 acres or more is more than 82,000. Seems that fly-over country has some pretty big spreads, and it isn’t puny backyards where Texans raise their cattle.

Perhaps even more telling is the effect of California’s higher value crops, the vegetables, fruits and specialty commodities. The report says: “The average market value of production per acre of farmland in California was $1,667, compared to $289 in the United States as a whole.”

On average, California farms produced a market value of $547,510, about three times that of other U.S. farms, which averaged $187,097.

Production of high-value fruit and vegetable crops continued in California at about the same pace and in about the same places as reported in the 2007 census. Tree and vine crops dominated the Central Valley counties, and vegetables were the commodities of choice in coastal areas and in the Imperial Valley.

Imperial County registered a strong increase from 2007 to 2012 in the amount of land used to grow vegetables, from less than 69,000 acres in the earlier census to nearly 106,000 acres in 2012. The number of farms growing vegetables there increased as well, from 86 to 105.

Even though the number of California farms decreased from 2007 to 2012, the total market value of their production increased by a little more than 25 percent.

No question, farming is a winner in California and a significant contributor to the state’s economy. If overzealous legislators and social and environmental purists can control themselves enough to leave it alone the state’s different-but-better agriculture can continue to prosper and continue to help overcome world hunger.
